CHATTING WITH THE CHAIR
If you have yet to mark your calendar or register, you better act fast. The OSAP 2024 Annual Conference is set to kick off June 26, 2024, at the Sharonville Convention Center. Our host CVB is Visit Cincy, and they have a great event planned for us. On behalf of the board, I want to welcome all of you to register and attend this great event for both education and networking.
Annually, OSAP hosts an educationfilled, networking-rich annual conference; I have no doubt this year’s will be great, too. We cannot wait to learn about everything from financial matters to healthcare planning to ethics education.
The staff of OSAP is as committed as ever to helping members get access to the professional development they need to strengthen their own business sense while also fortifying the work their organizations do for their own membership. Now, this isn’t the only educational and networking offering OSAP provides. The organization also offers quarterly educational luncheons, online learning opportunities, CEO Dialogues in hybrid formats, monthly association coffee talks, partner perspectives calls and much more. Why does OSAP offer so many different things? Because they know they need to meet members where they are. As a longtime member of the organization and its current chair, I believe OSAP continues to evolve along with the membership. I’m proud of the organization and the work its leaders are doing on our behalf throughout Ohio.
Although all of OSAP’s events provide outstanding opportunities, it’s been my experience that the OSAP annual conference is where the greatest connections and learning occur. You get to talk with peers, pick their brains and enjoy great conversation and comradery all in less than three business days. Did I mention that, for the number of CAE hours you earn, that it’s very affordable, too?
Last year’s conference was great. I expect this year’s to be as good – if not better. As my predecessors have noted, the opportunity to come together as association experts is one of OSAP’s greatest benefits. Not only does it allow us to share our challenges and triumphs for the betterment of all, but it also affords us opportunities to give back to the nonprofit community and organizations that advance Ohioans’ lives. I encourage you to explore all available opportunities to engage with your fellow association professionals, to build your own network of peers from which to share ideas and learn from their experiences.

For several years now, we have been publicizing the OSAP 401(k) Exchange for members; many of your associations have joined the program – thank you! Now let’s take a moment to turn to a program your association might want to consider for YOUR members.
A Multiple Employer Plan (MEP) is a 401(k) Plan sponsored by an entity who has a definitive relationship with the participating employers. Here, the sponsoring entity would be the association and the participating employers would be your members. Much like the 401(k) Exchange, members join forces to reduce fees, outsource liability and help save time. The 401(k) Exchange, however, is an open arrangement, meaning any qualifying 401(k) Plan can enter the program. Conversely, a MEP is a closed arrangement, with only affiliated members able to join.
BENEFITS OF A MULTIPLE EMPLOYER PLAN INCLUDE:
Simplified Administration
Contributions, participant withdrawals and distribution of required notices are all outsourced, saving time for the employer and their staff.
Reduced Audit Cost
Your larger members (generally over 100 employees) who sponsor a 401(k) Plan are required to have an expensive audit of their Plan every year. With the MEP, there is one audit for the entire Plan at a negotiated reduced rate with fewer responsibilities for the employer.
Economies of Scale Pricing
The more of your member employers who enter the MEP, the more pricing is reduced for recordkeeping and administration.
Non-dues Revenue to the Association Your Association could choose to receive revenue from the individual employer plans. A current study of a prospective MEP we are working with would potentially generate over $25,000 in non-dues revenue after just one year, and it is repeatable annually.
Successful MEPs have a very specific demographic that can only be determined by a review of your membership base. If you would like to discuss whether your association is a good candidate, please call us to start the discussion. If a MEP isn’t a good fit, you might still consider offering the 401(k) Exchange for your members.

tax advice. Retirement plans are complex, and the federal and state laws or regulations on which they are based vary for each type of plan and are subject to change. In addition, some products, investment vehicles, and services may not be available or appropriate in all workplace retirement plans. Plan sponsors and plan administrators may wish to seek the advice of legal counsel or a tax professional to address their specific situations. MULTIPLE EMPLOYER PLANS: While a multiple employer plan (MEP) arrangement offers adopting employers the ability to delegate fiduciary functions to the MEP provider, employers should be aware that they still retain the fiduciary responsibility for selecting and monitoring the MEP provider. Because a MEP is treated as a single plan, a violation of the qualification rules by an adopting employer could affect the qualified status of the plan as a whole. In order to be treated as a single plan under the qualification rules, the adopting employers of a MEP must share a commonality — a connection among the adopting employers such as a trade or professional organization.

DEA Advances Marijuana Rescheduling
MEANWHILE, SEVERAL SENATORS PROPOSE DE-SCHEDULING IT
Recently, advocates of marijuana reform and those seeking an end to marijuana prohibition received welcome news.
On April 30, 2024, TheAssociated Press reported that the Drug Enforcement Administration (DEA) will move forward with reclassifying marijuana from Schedule I to Schedule III under the Controlled Substances Act (CSA). The DEA’s decision comes eight months after the U.S. Department of Health and Human Services (HHS) recommended marijuana rescheduling.
Despite this news, marijuana is not yet classified as a Schedule III substance. Marijuana rescheduling must now be reviewed by the White House Office of Management and Budget (OMB). Once the OMB signs off, the DEA will issue a proposed rule rescheduling marijuana from Schedule I to Schedule III and invite public comment on the proposal. Rescheduling will not be final until the DEA issues a final rule on the matter.
Rescheduling marijuana to Schedule III does not amount to decriminalization, but it would recognize potential medical benefits of marijuana with a moderate to low potential for physical or psychological dependence. Marijuana rescheduling would place marijuana alongside substances like ketamine and anabolic steroids.
The day after such historic news from the DEA, Senators Schumer, Wyden and Booker reintroduced the Cannabis Administration and Opportunity Act (CAOA). During a press conference on the bill, Schumer referenced the rescheduling, calling it “not the end of the story.” He credited states for being “laboratories of innovation” on marijuana reform and called on the Congress “to bring federal cannabis policy into the 21st century.” CAOA would de-schedule marijuana and remove it entirely from the CSA, instead regulating marijuana by, among other things addressing labeling of marijuana products, impaired driving and research on cannabis’s health impacts, as well as initiating automatic expungement of federal, non-violent cannabis offenses. Booker championed the original version of CAOA in 2022. The reintroduced version has 18 cosponsors, the most marijuana-reform legislation has ever had.

Until a final rule is issued by the DEA or CAOA becomes law, marijuana remains a Schedule I substance, so uncertainty continues for marijuana businesses in state-legal markets. Last year, Ohio became the 24th state to legalize adult-use marijuana. Fifteen more states have legalized marijuana use only for medical purposes.
Although rescheduling appears to be in the final stretch, marijuana businesses in state-legal markets continue to exist in limbo; they are legal and regulated by state law but federally illegal. Even after the DEA issues a final rescheduling rule, adult-use marijuana would be prohibited at the federal level. Only passage of a bill like CAOA would end federal prohibition on adult-use prohibition. Nevertheless, the recent news from the administration and Senate is cause for marijuana-reform advocates to be hopeful. Indeed, stocks linked to cannabis surged as a result of the news.

I am an award-winning, recognized professional speaker with a background in stand-up and improv comedy. I deliver powerful and hysterical keynotes and workshops that will transform lives.
I work with associations, corporations, colleges and individuals with a focus on making people care more by creating a workplace culture where people actively choose to care about each other and lead with authenticity and relatability. There is power in hearing other’s stories and talking about imperfection; it has proven to increase trust, innovation and morale in teams. By infusing my thoughtprovoking talks with comedy and self-awareness, my audiences stay engaged from beginning to end.

As far as how I got here, my parents will tell you that I captured the attention of my first audience at a very early age and never turned back. They will also tell you that I cost them way too much money, but that is beside the point. I started facilitating leadership presentations and speeches in 2002 for my peers at the University of North Carolina Wilmington (UNCW), Clemson University and regional conferences. In 2009, after I presented a workshop, someone came up to me and asked me how much I charged for my speaking services. I told them they could buy me lunch, and then my paid speaking career was off to the races! Becoming a professional speaker has allowed me to do the two things I love most: making people think and making people laugh.
What do you want to know about me personally?
Way more importantly, I am married to an even better professional speaker, Tina VanSteenbergen. Together, we own our speaking/training company StoryMatters. We have two adorable children, Roam and Adelina and live in St. Paul, Minnesota. (Please note: Tina is from Minnesota; I refuse to lose my New York accent, so I still walk, tAWk and eat chAWcolate). And I cannot wait to share more with you and, most importantly, learn about each of you at the annual conference in Sharonville this June!

Let’s Talk Connection…

There
is a lot going on in the world right now. If you turn on any news station, you can see that people are in a world of hurt for any number of reasons. Those things matter because they can affect how your business operates and how your employees show up to work.
One of the leading things I see organizations working on is mental health for employees. From tech startups to manufacturing, I am seeing a trend to address what appears to be a mental health crisis in America. The fact that we have more Americans than ever on antidepressants tells me that we as a country are not dealing with the stress of life. Perhaps, it is not just stress but a lack of connection that is a culprit.
Think about it for a moment. In 2010, we were introduced to the smartphone and the ability to access almost anything, anytime from anywhere. We removed the ability to get away from things. We now have 24/7 access to everyone! It was great… until it wasn’t. We have quickly come to see that unfettered access to the world has a significant impact on the mental health and wellbeing of young people. But what about those of us with a fully developed frontal lobe?
We, too, have seen a negative impact of being overwhelmed with content. We now self-diagnose diseases we find on TikTok and Instagram. We have irrational fears that we never would have had if we had never heard of them. We are constantly comparing ourselves to others secretly thinking that we are better and worse all at the same time.
In a world where we are more connected than ever, we have lost our connections! We used to play on playgrounds with anyone who could join us. We learned the valuable skills of negotiation, debate, talking to strangers, winning with grace and losing with dignity, how to fight – if it came to that – and, most importantly, how to get along! The playground was the basis of our connections. Our friendships were built there. Play was the quickest way to connect and become friends with someone. For many of us, those connections have lasted a lifetime.
Connection is at the crux of human behavior. When we feel like we are connected and that we belong, we are more likely to show value to others in our circle. The connection we feel from a group exudes from us back to the group in a virtuous cycle. When we feel connected to a workplace, wonderful things happen. We are more productive. We use fewer sick days. We are more enjoyable to be around. We tend to be more creative and more of a team player. We are more engaged.
If you want to make a significant impact on your organization, connection is the key. So, what can you do to connect with your teams?
The best thing you can do is to talk to your people. Get to know them. Not just as employees, managers, supervisors or whatever position they fill, but as people. Find out about their families. Discover what they like to do outside of work; what their passions are. How they like to spend their vacation time! Getting to know your employees shows value. It seems so cliché to think that just talking to them could provide so many benefits. And you would be right. If you only talk to your team once a quarter, it will not work. You have to find value in what they are saying. What they say must be meaningful to you in some way.
Think of it this way: When was the last time you had a conversation with someone and didn’t have to fight to pay attention? The reason is because you were gaining some value from the conversation. It needs to be that way with your team. A simple conversation can start like this: “What was the best thing that happened to you in the last week?” Then, follow up with more questions until you feel the natural conclusion to the conversation. You will be amazed at how quickly you start to get to know people in a short amount of time!
Interest in your team and quick conversations can provide a muchneeded boost in the connections that we are all seeking.

During this year’s annual conference, attendees can once again bid on wonderful brown bag raffle items donated by our OSAP industry partner, CVB and association members with proceeds raised being directed to the OSAP Foundation. Over the years, this important fundraiser has helped the foundation help members attain their CAE accreditation, attend industry-specific learning events and obtain access to leadership development. Last year, we held a wonderful brown bag event at the OSAE/OSAP annual conference in Remarkable Lake County. We use these funds to help members attain funding to gain their CAE accreditation, bring in talented, timely speakers for educational events and much more.
This year, we hope to raise at least $4,000 for the foundation. Volunteer leaders, membership committee chairs and devoted OSAP members have made these monthly gatherings a success. During the pandemic, we hosted these online; now we are hosting them as hybrid events for those who wish to attend in person and those who cannot. These are great, informal discussions where members come together to discuss achievements, share insights and connect at a time when connection often seems difficult. OHIO FOODBANKS SAY THRIVING FAMILIES TAX CREDIT COULD HELP REDUCE HUNGER
Earlier this year, Ohio lawmakers considered a proposal that would implement a statewide refundable child tax credit.
Regional foodbanks say the bill would help more families meet basic needs and reduce strain on local food pantries struggling to meet demand amid persistent inflation. Eight in 10 Ohioans are relying on foodbanks because of high prices; many are being forced to choose between groceries and paying for such basic needs as utilities, medication and transportation. According to data from the Economic Policy Institute, federal child tax credit payments reduced child poverty to the lowest level on record, impacting more than three million kids nationwide. Due to its impact on Ohioans, OSAP follows legislation like this closely.

So, it’s that time of year again: Me telling you why you should attend the annual conference. The reason’s simple: your OSAP peers. My message rarely changes that much. Why? Because it’s always about our amazing friends and colleagues.
When it comes to great education, CAE needs and networking, this conference always delivers. What you may not know is that the people you see at this conference will quickly become friends for life. Don’t believe me? Ask the average attendee how many years they’ve been attending? I’d bet most say more than five; many will say more than 10. That’s a long time for any event – let alone an annual conference that moves around the state.
Last year, while I was unable to attend, I kept my finger on the pulse of the conference from frequent updates from Jarrod and other OSAP leaders. Attendees learned about great industry-specific topics, networked while enjoying Graeter’s ice cream and got to enjoy an excellent winery, or so I was told. This year, the staff has created another great conference, and there will be many great items in the OSAP Foundation Brown Bag Raffle, to which I wholly expect each of you to donate something amazing. I’m excited to see the recently expanded space at the Sharonville Convention Center and see all the great things that Visit Cincy has planned for us.
Lifelong learning is a commitment for me, as I know it is for so many of you. I try my best to attend OSAP’s annual conference every year because the conferences provide high-quality education and it’s affordable.
Few people understand the challenges that we face in the association and nonprofit segment of industry. Our OSAP peers do; they know the headaches of making money while providing best-in-class service to their members, clients and prospective peers. For three days next month, you will be surrounded by your peers, and you will have the opportunity to ask questions, seek guidance and share best practices. I said it last year, and I’ll say it again, you leave annual with answers and solutions that you can’t find in a Google search.
Innovation and future foresight are key to our success. The knowledge gained at OSAP’s annual conferences is invaluable. Although we attend to visit with friends and learn about new perspectives, we depart smarter and more skilled for the opportunities that await us.
So, that being said, register, register, register. Even with all the fun that’s planned, I hope you check out the speakers and their robust topics that have been resourced in order to elevate and invigorate all of us.
Looking back on my many years as a member, it’s the annual conferences that stand out most. They have helped me nurture relationships and connections that have enriched me professionally and personally. Although Jarrod never lets me give up my conference liaison role, I’m perfectly okay with it because I’m glad to give it my stamp of approval each year!

Believe it or not, in less than 60 days, we’ll be heading to northern Cincinnati for the OSAP 2024 Annual Conference at the Sharonville Convention Center. This will be OSAP’s first event at the newly renovated facility, and our partners there are rolling out the red carpet for you. Not only will our group be among some of the first to see the newly expanded facility, but we’ve got a robust agenda packed full of knowledge and fun.
Based on member feedback gathered over the past year, the OSAP staff worked hard to align members’ professional development interests with talented presenters and speakers on a host of topics. We promisethere’s something for everyone.

Although I love the learning aspect of our conference, it’s really the endless hours of networking and “relaxing” with one another that appeals to me. We’ve reduced a bit of the education hours over the past three years to offer members more time to engage with their peers and network in a sitting away from home. This year shall be no different.
Once again, this year’s conference line-up takes a hard look at the challenges all of us are experiencing and aims to provide solutions to overcome them. Our goal this year is to provide our members with insights that help any association, industry partner and CVB professional no matter their years of experience. We can all do better at developing and refreshing our leadership mindset.
