International Award Imagine how different the lives of the one in three Oklahomans who have diabetes or prediabetes would be if this disease were cured, and the billions of dollars in annual health care costs saved. Advancing progress toward that cure was the impetus for establishing the $250,000 Harold Hamm International Prize for Biomedical Research in Diabetes, the largest of its kind in the world, awarded by Harold Hamm Diabetes Center at the University of Oklahoma. The Hamm Prize recognizes and encourages lasting advances in the field of diabetes research. It is awarded to an individual who has either demonstrated lifelong contributions to the field or realized a singular advance, especially in leading toward a cure. The 2015 recipient, Dr. C. Ronald Kahn, has done both. One of the greatest medical researchers of this generation, he has devoted his career to exploring the mechanisms of insulin’s interactions in the body. His findings are basic to the understanding of diabetes and have informed virtually every new treatment for diabetes developed over the last 50 years. Kahn is a world recognized expert in diabetes and obesity research as well as a preeminent investigator in the area of insulin signal transduction and mechanisms of altered signaling in diabetes and metabolic disease. His work continues to inspire still more groundbreaking research across the globe that moves the world of medicine ever closer to a cure. “My hope in awarding this unprecedented international research prize is that we would ignite worldwide scientific interest and innovation to find a cure for diabetes in this generation,” said Harold Hamm, chairman and CEO of Continental Resources, Inc., who provided the endowment to establish the prize, following his generous lead gift in 2007 for the establishment of Harold Hamm Diabetes Center. Hamm’s endowment of the prize provides for its awarding in the future in perpetuity. This endowment represents a unique private/public partnership of using philanthropic dollars as a catalyst for desperately needed medical advances, which is especially beneficial in the current environment marked by declining federal funding for medical research. “I am grateful to Harold Hamm for establishing this important prize and for the leadership and tenacity he has demonstrated by taking action to address the diabetes health crisis,” said OU President David L. Boren. “The CDC has said that at current rates, one in three

people in America will develop type 2 diabetes. This prize is another example of the forward momentum of Harold Hamm Diabetes Center’s efforts to slow growing statistics like these. Dr. Kahn’s contributions to understanding insulin and its role in diabetes has affected how virtually all researchers approach the disease.” Kahn’s contributions to the treatment of diabetes specifically impact Oklahoma, where two in three are obese or overweight, and thus at severe risk for developing type 2 diabetes, and where half of those who already have type 2 diabetes remain undiagnosed. The disease costs the state of Oklahoma more than $4.3 billion per year. In just 10 years, that number is expected to climb to $6.3 billion per year. Kahn was selected by a jury of international leaders in the field of diabetes during deliberations held at Harold Hamm Diabetes Center in Oklahoma City. The selection jury was tasked with selecting the recipient who has had, and will continue to have, a lasting impact on the field of diabetes, with special emphasis on progress toward a cure. “Dr. Kahn is one of the most accomplished medical researchers of our generation. His work in insulin signaling and insulin action laid the foundation on which thousands of researchers build their work today,” said Dr. Kenneth Copeland, chairman of the Selection Jury and pediatric endocrinologist at Harold Hamm Diabetes Center. “Certainly, one day we hope to have a real cure for diabetes, and that cure will no doubt be as a result of the foundation Dr. Kahn’s research has laid.” The Hamm Prize will be conferred upon Kahn Monday in Oklahoma City by Hamm and Boren at the 2015 Connect+Cure Gala benefitting Harold Hamm Diabetes Center. OU researcher helps with study for wireless pacemakers Pacemakers that don’t require surgery to implant showed promising results during a study that involved an Oklahoma researcher. By MARILYNN MARCHIONE AP Chief Medical Writer ORLANDO, Fla. — Researchers are reporting encouraging results for a new generation of pacemakers: miniature, wireless ones that can be implanted through a leg vein without surgery. In a study of 725 patients, one of these devices, made by Medtronic, was successfully implanted 99 percent of the time, with a low rate of complications compared to traditional pacemakers. Leaders of the company-sponsored study discussed the research Monday at an American Heart Association conference in Orlando. Results also were published online by the New England Journal of Medicine. Two months ago, the journal published a study of a similar device made by St. Jude Medical. Both of these mini pacemakers are already sold in Europe, and the companies are seeking Food and Drug Administration approval to sell them in the U.S. Roughly 200,000 people in the U.S. each year get a pacemaker, a device to regulate their heartbeats. Pacemakers are implanted just under the skin in the chest, with wires called leads that go into the heart. The wires can break, wear out or become infected and are the main weakness of these pacing systems. Pacemaker is the size of a large pill The mini pacemaker is the size of a large pill and can be placed without surgery, through a tube into a blood vessel in the groin, and attached to the right side of the heart. “I think it is a breakthrough,” said Dr. Douglas Zipes, an Indiana University School of Medicine heart rhythm expert and past president of the American College of Cardiology. “Leads have been the Achilles’ heel of our implanted devices. To get rid of them will clearly benefit patients.” That said, this is the first version of these devices, and they don’t do everything conventional pacemakers do. 8

Only about one quarter of people who get pacemakers now would be candidates for the new mini ones. Future versions are expected to help more patients, and companies also are designing defibrillators that can be implanted without surgery as well. Dr. Dwight Reynolds of the University of Oklahoma Health Sciences Center led the study on the new Medtronic mini pacemaker. Four percent of patients had major complications, including the device poking into the heart. Although the study did not test the device against a traditional pacemaker, previous studies involving nearly 2,700 patients suggest this has roughly half the rate of complications usually seen. In the previous study on the St. Jude device, the implant success rate was 96 percent and the complication rate was 6.5 percent. Studies show device is ‘relatively safe’ The two studies show leadless pacing “is feasible and relatively safe, at least in the short term,” Dr. Mark Link of Tufts Medical Center in Boston wrote in a commentary in the medical journal. Many questions remain, including how to remove an infected or failed device, and whether the batteries really will last more than a decade as the companies project. Dr. Jagmeet Singh, a Harvard Medical School professor and spokesman for the American College of Cardiology, called the results “really good” but echoed the concerns about long-term safety. In Europe, “they’re markedly more expensive than a simple, conventional pacemaker,” said Singh, who has consulted for device makers. A pacemaker without wires into the heart is an advance, but “there are downsides.”


Oklahoma Cities Rankings Drop for Fall Allergy Capital List Two Oklahoma cities were again named as 2015 Fall Allergy Capitals, however, both dropped in rankings from last year. According to the Asthma and Allergy Foundation of America (AAFA), Oklahoma City moved down from #3 to #7 and Tulsa dropped from #10 to #16 on the just released 2015 Fall Allergy Capitals. Each year, AAFA ranks the most challenging places to live with fall allergies in the United States. Rankings are based on pollen levels, use of over the counter and prescription allergy medication and the number of Board Certified allergists in each city. The top five cities include #1 Louisville, Kentucky; #2 Jackson, Mississippi; #3 McAllen, Texas; #4 Memphis, Tennessee, and #5 Syracuse, New York. Nasal allergies are estimated to affect approximately 50 million people in the United States, and the prevalence of allergies is increasing, affecting as many as 30 percent of adults and 40 percent of children. Allergic diseases, including asthma, are the 5th leading chronic disease in the U.S. among all ages, and the 3rd most common chronic disease among children under 18 years old. The allergists at the Oklahoma Allergy & Asthma Clinic recommend these tips from the AAFA to help prevent symptoms and to be prepared for this fall: • Make an appointment with an allergist to become properly diagnosed, learn about your specific trig-

gers and develop a customized allergy management plan. • Avoid allergens – ragweed pollen is the most common trigger during the fall season. Check local pollen counts and plan outdoor activities accordingly. Pollen counts tend to be worse in the morning. OAAC posts the pollen and mold counts each day on their website and on social media. Local television stations and newspapers also post the daily count. • Be proactive and start fighting symptoms before they occur. Take medication daily during fall allergy season especially before going outside, to help prevent and manage symptoms. If seasonal symptoms are causing you to be miserable, an allergist can help. Don’t Let Merriment Turn to Misery This Holiday Season: Keep Foodborne Illness Off The Menu For many, the holiday season brings friends, family, and lots of good food. From cooking the turkey to homemade pies, it is easy to forget safe food handling practices during the hustle and bustle. Every year, approximately 1 in 6 Americans (or 48 million people) become ill with a foodborne illness. The Oklahoma State Department of Health (OSDH) wants to remind everyone that it’s important to practice food safety when preparing holiday foods. OSDH recommends the following food safety tips to prepare your turkey and keep your holiday gatherings free of foodborne illness: • Clean: Wash your hands with soap and warm water for 20 seconds before, during and after handling food. Wash cutting boards, dishes, utensils and counter tops with hot soapy water after preparing each food item and before you go on to the next food. • Separate: Disease-causing germs can spread from raw food (that should be cooked) to other foods. Use separate cutting boards, and keep raw meats and their juices away from fruits and vegetables. • Cook: Always check the internal temperature of cooked meat, poultry and egg dishes with a food thermometer to make sure that the food is cooked to a safe temperature. • Chill: Be safe with leftovers. Refrigerate leftover foods promptly. When foods are left out unrefrigerated, harmful germs multiply quickly. Discard any food left out more than two hours. • Ill: If you have been sick with diarrhea or vomiting, do not prepare food for at least 24 hours after your symptoms have stopped. Tips for Preparing and Reheating Turkey Thaw: Allow enough time for a frozen turkey to defrost. Incorrectly thawed turkey can look safe to eat 12

but actually will be undercooked, allowing diseasecausing germs to survive inside. Cook: Use a meat thermometer to be sure that the internal temperature of the turkey is at least 165oF. For stuffed turkeys, the internal temperature of the stuffing must reach 165oF before it is safe to eat; however, the safest way to cook stuffing is to cook in a separate casserole dish. Store: After the meal, refrigerate remaining foods and leftover turkey within two hours. Eat leftover turkey and stuffing within three to four days, and gravy within one to two days. Reheat leftover gravy to a rolling boil, and thoroughly reheat other leftovers to 165oF. Serving Oklahoma and the southwest since 1925, the Oklahoma Allergy & Asthma Clinic is one of the oldest and largest medical practices in the United States dedicated solely to the treatment of allergy, asthma and immunology. The Oklahoma Department of Mental Health and Substance Abuse Services is responsible for providing services to Oklahomans who are affected by mental illness and substance abuse. In fiscal year 2008, the department provided services to 64,465 individuals – an increase of nearly 3,600 individuals over the previous year. The demand for public mental health services exceeds the capacity of the current treatment system. This has always been the case, but has been exacerbated in recent years due to a growing public awareness of mental illness and of the existence of effective treatment; rising healthcare costs; and the state’s growing substance abuse problem, particularly the brain-damaging use of methamphetamine and resultant psychotic behavior. Through the use of proven practices and expansion of community based services, the department will increase the effectiveness of services and continue to improve the efficiency of the delivery system. The department’s goal is to ensure access to appropriate care for all Oklahomans and the recovery of all served.

In the mid-1970s, the concept of “deinstitutionalization” prompted states to increase efforts to utilize outpatient services through Community Mental Health Centers. This approach has proven to be an effective means of recovery and a less costly method to provide services as compared to long-term inpatient care in a hospital setting. Today, over 60,000 individuals receive services from the department each year. Of those, only about 5 percent require hospital care. The vast majority take part in mental health and substance abuse outpatient programs, targeted community based services, prevention efforts and educational initiatives. In fact, Oklahoma has become a national leader in several areas of community based services including the implementation of programs for assertive community treatment, alternative criminal justice initiatives such as drug and mental health courts, and comprehensive services for children and families. In many ways, Oklahoma already is “ahead of the curve” in terms of treatment success for people with mental illness or substance abuse problems. With a focus on community-based and proven practices, and emphasis on treatment across the lifespan, from children to the elderly, more Oklahomans with mental illness and substance abuse problems are being served than ever before.

The ODMHSAS was established through the Mental Health Law of 1953, although publicly supported services to Oklahomans with mental illness date back to early statehood. Until the mid-1960s, the primary means to treat mental illness was institutionalization in large state hospitals. On an average day in 1960, nearly 6,400 Oklahomans were in the state’s mental hospitals.

OSSM is Oklahoma’s public, tuition-free, residential high school for juniors and seniors with exceptional abilities in mathematics and science. The school’s residency program is designed to encourage an atmosphere of informal interaction among peers and foster each student’s highest potential. The availability of laboratories, along with evening and weekend programs of interest, challenge students and stimulate studies. OSSM was created by the Oklahoma Legislature in 1983 and is funded by the state. The school is governed by a Board of Trustees, which is appointed by legislative leaders and the governor. Although the history of the school is grand, the wonderfully gifted students are at the heart of OSSM. Since its inception 22 years ago, students have matriculated from all of Oklahoma’s 77 counties.

The campus is located on a 32-acre site near the state capitol and adjacent to the teaching and scientific research resources of the Oklahoma Health Center. In the summer of 2000, the school completed a $25 million campus building program. The classrooms and offices of the historic Lincoln School were restored through a unique partnership with Oklahoma patrons, organizations, businesses and government entities and is now called the Manning Academic Center. Students live in the school’s Dan Little Residence Hall that accommodates 144 students and faculty families. OSSM also has a gymnasium, Bernice Shedrick Library and Samson Science and Discovery Center, which houses physics and chemistry laboratories. The dormitory has expanded to allow the school to house 100+plus additional students per year should funding become available from the state to ensure the school’s future and keep the dream alive for Oklahoma’s best and brightest students. OSSM is committed to building a strong academic foundation for each student. While in residence at OSSM, students are required to complete successfully four and one-half units of science, two units of mathematics, one-half unit of computer science, two units of English, two units of history, two units of a foreign language, one unit of fine arts, and two units of physical education. Each science class features a two-or-three-hour weekly laboratory experience. Students receive five and onehalf days of academic instruction every week. Students must also receive satisfactory participation reports in both campus and community service and a total of 120 hours are required for graduation. The graduates of OSSM have already left their indelible marks on Oklahoma. Of the more than 1,300 OSSM graduates since the first class, 300 are engineers and nearly 100 are medical doctors. More than 50 have earned Ph.D.s and 75 have served in the U.S. armed forces. Eighty-five percent of these graduates have careers in science, math, engineering and technology. More than half now work or live in the state and 10 graduates have begun their own businesses in Oklahoma.

We provide you messages on healthy food choices. • You have a yearning for that cigarette you are trying to give up. We work with the Oklahoma Tobacco Helpline to help you quit smoking. • Hopefully, you brushed your teeth. We work with communities to fluoridate water supplies. • You got in the car and buckled in your children, put the baby in the car seat, and buckled your own seatbelt. We encourage seat belt use and provide car seats to those who need them. • You dropped the kids off at school. All should have their mandated immunizations to protect them from childhood diseases. We provide immunizations. • You go to work where most of your colleagues seem to be sick. We investigate disease outbreaks. • You go to lunch at a local restaurant. We inspect food service facilities. • You decide not to go back to work – since everyone’s sick anyway – so you think you’ll get that tattoo you’ve been dreaming about. We license tattoo artists. • You decide to visit your grandmother to show off your new tattoo. She’s at a local nursing facility. We license nursing homes. • You pick the kids up from the after-school program. It’s one that works with the health department to 30

provide lots of physical activity and healthy snacks. • You stop off at the grocery store where you see a friend selecting fresh fruits and produce. You know she’s on WIC, the special nutrition program for women, infants and children. We administer the program. • You start to prepare dinner. You wash your fruits and vegetables to help prevent contamination from E. coli bacteria. The Public Health Laboratory analyzes food specimens during foodborne illness outbreaks. • Your sister calls and says she has enrolled in the Children First program. This is a special nurse visitation program provided by county health departments to visit first-time mothers in their home and teach them about caring for their new baby. • After dinner you go for a walk and let the kids ride their bikes. Public health partners with communities to encourage safe sidewalks and bike trails to promote physical activity. • While outside, you make sure everyone has used insect repellent containing DEET to prevent mosquito bites and tick bites. We investigate cases of West Nile virus caused by mosquito bites, and Rocky Mountain spotted fever, caused by tick bites. • You put the baby to bed in a crib that meets current federal safety standards and is free of bumper pads so the baby cannot suffocate. You place the baby on its back, the safest position. We provide education on child safety. • On the 10 o’clock television news, you learn that HIV continues to be of concern in Oklahoma. Public health provides testing for HIV. • Overnight, a tornado hits your community. When you turn on the radio the next morning, you hear messages that your local health department will be providing tetanus shots for those involved in the cleanup. So indeed, public health is at work every day to keep Oklahomans healthy!
