While in graduate school, Bunch desired to write a dissertation about the Black Press, he said. However, naysayers told him the Black Press was unimportant. He said that theory quickly was proven wrong. “I knew it was,” Bunch said. “I think the Black Press has always been the guardian of our community. It’s always been the place where facts are found that are not told in other places. Tuskegee Airmen’s Legacy to Soar on New Air Force Jet

OPELIKA, Ala. (AP) – The Tuskegee Airmen’s legacy will take flight once again with the launch of a new Air Force jet. The Air Force is honoring the famed group of airmen with the naming of its new trainer jet, the Boeing T-7A, The Opelika-Auburn News reported. Military officials last year chose the T-7A as the nextgeneration trainer jet for the Air Force. It will be known as the Red Hawk and carry the same red-tail markings. The all-black Tuskegee aviators broke racial barriers with their courage and aviation skills. They were known as the Red Tails because of the iconic red paint on the tail of their aircraft. “The name Red Hawk honors the legacy of Tuskegee Airmen and pays homage to their signature red-tailed aircraft from World War II,” Acting Secretary of the Air Force Matthew Donovan said in making the recent announcement at the 2019 Air Force Association’s Air, Space and Cyber Conference in Maryland. “The name is also a tribute to the Curtiss P-40 Warhawk, an American fighter aircraft that first flew in 1938 and was flown by the 99th Fighter Squadron, the U.S. Army Air Forces’ first African American fighter squadron,” he added. The T-7A will replace Air Education and Training Command’s 57-year-old fleet of T-38C Talons. The first T-7A aircraft and simulators are scheduled to arrive at Joint Base San Antonio-Randolph, Texas, in 2023. Other bases that eventually will transition to the new trainer include Columbus Air Force Base, Mississippi; Laughlin and Sheppard bases in Texas; and Vance in Oklahoma.

Winfrey Shocks Fundraisers with $1M Donation

CHARLOTTE, N.C. (AP) – Oprah Winfrey shocked attendees at a North Carolina fundraiser by announcing a donation of more than $1 million toward the United Negro College Fund. The Charlotte Observer reports that former talkshow host and OWN television network chief made the surprise announcement Saturday while speaking at Charlotte’s 17th annual Maya Angelou Women Who Lead Luncheon. United Negro College Fund officials were hoping the luncheon would help raise $500,000 for deserving area students to attend historically black colleges. At the time of Winfrey’s address, a running tally at the event showed that about $1.15 million had been raised. That’s when Winfrey said she was going to match the total, prompting a standing ovation from the stunned audience.

Elaine Massacre Victims Memorial

ELAINE, Ark. (AP) – A new memorial has been erected honoring the victims of the 1919 Elaine massacre in eastern Arkansas. Monday marks 100 years since more than 200 African American men, women and children were killed by a white mob in 1919. It has been called the deadliest racial conflict in the state’s history. Civic leaders and community members gathered Sunday to unveil the controversial Elaine Massacre Memorial in Helena-West Helena. Critics of the memorial took issue with it not being placed in Elaine, a declining farming community about 25 miles (40 miles) south of Helena-West Helena. The Elaine Legacy Center instead opted to host a separate commemorative event at the same time. Legacy center president Rev. Mary Olson says that she believes the memorial should be in Elaine, where the people died.

No Federal Charges in Fatal California Police Shooting

SACRAMENTO, Calif. (AP) _ Federal authorities declined to pursue civil rights charges Thursday against Sacramento police officers who fatally shot an unarmed black man, a killing that sparked protests and spurred changes to a state law governing when authorities can use deadly force. The U.S. Attorney’s Office and the FBI said a federal review of the 2018 shooting of 22-year-old Stephon Clark found “insufficient evidence” to pursue charges against Officers Terrance Mercadal and Jared Robinet. Both will be returned to active duty. The California attorney general’s office in March declined to issue state criminal charges after a nearly yearlong investigation. Attorney General Xavier Becerra said then evidence showed the officers had reason to believe their lives were in danger because he was advancing toward them holding what they thought was a gun. Investigators found only a cellphone. Sacramento police also announced Thursday their internal investigation did not find any policy or training violations. “Although no policy violations occurred in this incident or in the events leading up to it, we are committed to implementing strategies that may prevent similar tragedies in the future,” Sacramento Police Chief Daniel Hahn said in a statement. Clark’s brother, Stevante Clark, posted on Facebook Thursday that he was in a meeting with federal and local authorities. “These people have failed when it comes to (accountability),” he wrote. Authorities have said the officers believed Clark was approaching them with a gun after he ran from them into his grandparents’ backyard. The officers had been pursuing Clark after receiving calls about someone breaking car windows and an elderly neighbor’s sliding glass door. The officers shot Clark seven times as he approached them. The federal investigation looked at evidence such as witness statements, audio and video recordings, dispatch records, police reports, and autopsy reports to determine whether the officers acted willfully with the intent to use objectively unreasonable force. Lawmakers last month updated the nation’s oldest law governing police use of deadly force, making it now among the country’s most comprehensive when combined with additional training. California’s old standard made it rare for police officers to be charged following a shooting and rarer still for them to be convicted. It was based on the doctrine of “reasonable fear,” meaning if prosecutors or jurors believed officers had a reason to fear for their safety, they could use lethal force. The new law, which takes effect Jan. 1, will allow police to use deadly force only when “necessary” to defend against an imminent threat of death or serious injury to officers or bystanders.

These anti-gouging and eviction protections will help families afford to keep a roof over their heads, and they will provide California with important new tools to combat our state’s broader housing and affordability crisis.” Although Chiu prefers to call the legislation a “rent cap” bill instead of a rent control bill, it includes a number

of provisions other than the limit on rent increases that tenants and landlords in California should know about. Here are seven of those things: 1. In California cities that already have local rent control laws in place, AB 1482 will only apply to property that is not already covered by those measures. The only areas in the state that currently have some form of a rental cap are the City of Los Angeles, Beverly Hills, West Hollywood, Santa Monica, Berkeley, Campbell, East Palo Alto, Fremont, Hayward, Los Gatos, Oakland, Palm Springs, San Francisco, San Jose, Thousand Oaks and unincorporated Los Angeles County. 2. The bill exempts condos and single-family homes owned by individuals from the rent cap - unless it is a duplex where the owner lives in one of the units. AB 1482 will only apply to a single-family unit if the property is owned by a corporation. 3. The bill will not apply to property constructed and put on the market within the last 15 years. You can check your county assessor’s office to find out when your building was constructed. 4. The law would not override existing local rent control laws. 5. Before evicting tenants, under AB 1482, landlords would have to show “just cause” such as failure to pay rent, conviction of a crime on the property or other lease violations. 6. For tenants who have lived in a property for more than one year, landlords would have to give that lease holder a chance to “cure” their violation. 7. If a landlord wants to renovate a unit or convert it to a condo, he or she would have to pay relocation fees for the tenant equal to one month’s rent.

LOUIS (AP) – African American residents in St. Louis are exposed to far greater environmental risks than whites, contributing to stark disparities in health, wealth and quality of life, a new report from Washington University has found. Released earlier this month, the report titled “Environmental Racism in St. Louis” piles together data and personal stories to illustrate how city residents contend with eight separate issues, stretching from lead exposure to asthma and limited access to healthy food. Many of these challenges – and how their impacts skew along racial lines – are well documented, and have been examined individually by experts, policymakers or advocates. But the 28-page report discusses how many of them are interrelated and compound one another _ something it says leaders need to take into account, the St. Louis Post-Dispatch reported. “The report does a good job, in my opinion, of showing how these things come together, and how policy and divestment over time creates these outcomes,” said

Kayla Reed, director of Action St. Louis, an activist group focused on racial justice. “Our goal is to get it in front of policymakers and community members to help spark dialogue around next steps.” Those conversations figure to revolve around the hard truths described by the authors. “It should come as no surprise that black St. Louisans are disproportionately harmed by lead poisoning, asthma, mold, and high energy costs _ all of which are associated with factors such as substandard housing conditions and air pollution _ due to living near industrial facilities, highways and building demolitions,” the report states. “In addition, the City’s focus on enhancing majority-white areas has left majority-black areas without adequate access to public transit or healthy food, and with high concentrations of vacant properties and illegal trash dumping.” The report was generated by the Interdisciplinary Environmental Clinic at Washington U.’s law school _ a pro bono legal practice that tracks matters tied to the environment and public health. four nonprofit organizations active in the city, with the stated goal to help those groups educate the community about environmental injustices facing minority and lowincome residents, and to advocate for systemic changes to address them “and enhance public health.” The findings show how unequal things are currently. For instance, black children in St. Louis are about 10 times more likely to visit an emergency room for asthma than white kids, and 2.4 times more likely to have lead found in their blood. At the same time, mold complaints are most prevalent in the city’s majority-black areas, while black and low-income households face energy burdens that see them spend a much greater percentage of their income on utilities than typical city residents _ often more than double the median amount. And black residents are nearly twice as likely as white ones not to have access to healthy food, thanks to an absence of nearby supermarkets _ a phenomenon some have coined as “‘food apartheid’ to reflect the role of systemic racism in engineering this result,” according to the report. Highlighting the linkages between many of the issues is one way the new report distinguishes itself from previous papers or studies, said various people behind it. “All of these things are not separate outcomes,” said Reed, who added that continued policies and strategies “have created these disparities that live along class lines and racial lines.” The report’s broad, multi-issue outlook also more accurately reflects the daily experiences of thousands of city residents. “People don’t live their lives only in one issue,” said Amanda Colon-Smith, the executive director of Dutchtown South Community Corp., a nonprofit focused on the vitality of certain south St. Louis neighborhoods.

“People experience their lives with multiple issues.” “Black people or people of color aren’t just dealing with one of them, but are dealing with all of them simultaneously,” added Ken Miller, an environmental scientist and lecturer in law for Washington U. And while minority communities are disproportionately affected, the challenges aren’t confined to one part of the city, despite the legacy of segregated housing patterns. “The truth is, it impacts a lot of people north and south of Delmar (Boulevard),” Reed said. “The sad part is, when it becomes a north-and-south conversation, it doesn’t get a lot of traction.” Now that the report has been released, the hope is for it to guide conversations that generate blueprints for change or possible solutions. “The intent is not to have it be another report or set of data points that sit on a shelf somewhere,” said Reed. “It’s connecting these conversations together with the hope that we actually move forward with action.” Initial steps are set to take place next month, when information from the report will be shared at events such as the Green the Church Summit, an “environmental and sustainability summit for the Black Church.” The report’s authors acknowledge it won’t be easy to address such long-standing, complex and systemic issues. But some see the interconnectedness of varying problems outlined in the report as a source of opportunity _ not just complication. “We’re able to bring those all together for combined and greater impact . . I think that’s going to be a strength,” said Colon-Smith. “When we start making improvements in one area, they will have benefits to other areas.”

Tyler Perrys Studio Rivals Hollywoods Best ’

By JONATHAN LANDRUM Jr. AP News LOS ANGELES (AP) — Tyler Perry remembered shedding tears when he saw an Atlanta highway exit bearing the name of his television and film studio for the first time. The actor-director-writer believes he might have the same emotions during the grand opening of his massive state-of-the-art Tyler Perry Studios on Saturday night. He’s planning a star-studded unveiling of his 330-acre studio, where some big projects have already been filmed including his “Madea” films along with AMC’s “Walking Dead” and Marvel’s blockbuster hit “Black Panther.” “When I came here in 1992, I came with a dream,” Perry said in a recent interview. “I’m looking at everything I’ve dreamed and more to come to pass. It just reminds me. I just thought this was the Promised Land and that sign reminded me of that every time I pass it. The studio is a reminder as well.” Perry said his sprawling studio rivals other major Hollywood studios including Warner Bros. and Paramount Pictures. It’s considered one of the largest production studios in the country with 12 soundstages, 40 buildings on-site that are listed on the National Register of Historic Places and more than 200 acres of green space. The filmmaker built the studio on a former Army base called Fort McPherson, which is south of downtown Atlanta, after purchasing the land in 2015. “I gave them the absolute best,” he said. “I built the absolute best I could. We perform and run this place like a top. We have excellent service and everything you would expect to have in a major film television studio. People are glad to shoot here. A lot of them want to return because of the way we handled it.” Perry went from being homeless to become a force as a filmmaker to now being honored with a star on the Hollywood Walk of Fame, which he will receive Tuesday. His career has been built on the success of his “Madea” stage play tours and movies along with his “Why Did I Get Married?” films.

He recently partnered with Viacom to launch the BET Plus streaming service, which debuted last month. He’ll also have two new drama series, “The Oval” and “Sistas,” premiere on BET this month. But with all his accomplishments, Perry said Hollywood still has a hard time understanding the value of his content, which has gotten what he calls “undying” support from African Americans. He said the industry also struggles to realize the “power of the black dollar” and the amount of work he’s put into each project. “Nobody in Hollywood believes that I’m sitting around and writing seven series by myself,” he said. “I have no writer’s room because nobody else is writing anything. I’m writing everything. There’s nobody else directing any of the shows. I’m on (the) set directing every show. That’s so rare for the town. They can’t even wrap their brains around it. On these TV shows, they shoot three, four or five pages a day. I’m shooting 90 pages a day. It’s very difficult for them to even wrap their brains around that to understand. So I feel like they don’t get it. If they did understand, they would realize that there’s a lot to Hollywood that could change or should change.” One place Perry believes he can continue to make a difference is through his studio. He’s known for creating opportunities for African Americans and other people of color to work on his sets since opening a 200,000-squarefoot studio in 2006. He sold that studio a few years ago after he moved to his current location. Perry believes his films and owning a studio could have a lasting impact on his legacy. But he wants the studio to become a beacon to inspire other filmmakers with the hope of keeping it in the family. “I think they will go hand in hand,” Perry said of his filmmaking career and studio ventures. “But I think this brick-and-mortar of the studio speaks volumes because it’s not about my dream. It’s about all the other people that are able to come in and build dreams and share dreams and tell their stories as well. I hope it lives on forever and ever. And if my son wants to take it over, that would be even better.”

Versatile Forest Whitaker; from Crime Boss to Music Man By LYNN ELBER AP Television Writer LOS ANGELES (AP) – Forest Whitaker plays a reallife crime boss in Epix’s new drama series “Godfather of Harlem” with the commanding intensity expected from him. What’s less expected is the movie musical he filmed in London this summer, a U-turn for the actor who started out a singer. “Jingle Jangle,” a Netflix movie set for a holiday 2020 release, and “Godfather of Harlem” highlight Whitaker’s range and why he switched to acting _ this despite the vocal talent that earned him a scholarship to the University of Southern California’s music school and attracted his first agent. “I didn’t think I would be able to affect the people from my own communities. I didn’t think they would even watch” the likes of light opera, he said. “So I made the decision that acting would be the way, and I walked away from music.” After earning a degree from USC’s drama school, Whitaker gained notice for early films including “Platoon” and “Good Morning, Vietnam” and was honored at the Cannes Film Festival for his portrayal of jazz great Charlie Parker in 1988’s “Bird.” His searing performance as Ugandan dictator Idi Amin in 2006’s “The Last King of Scotland” put him in the company of the handful of African Americans to receive the best actor Oscar. It was youthful idealism that helped him reject work that didn’t match his aspirations. For Whitaker, acting didn’t equal stardom or a steady gig; it was a quest, as he put it, to find “the pilot light of each person” and understand human connections. “I was offered a soap opera, I said, nah. That has nothing to do with what I’m trying to do. And it ultimately worked, where I ended up getting to play some very unique characters throughout this 30-something years,” Whitaker, 58, told The Associated Press. “And I’m still getting the opportunity. This character of Bumpy Johnson is a unique and iconic figure to get to play.” The 10-episode “Godfather of Harlem,” debuting 10 p.m. EDT Sunday, is part of a string of TV movie and series projects he’s done over the years, including a guest turn in Fox’s hip-hop drama “Empire” that let Whitaker briefly put his vocal skills on display (as he did in the 2013 film “Black Nativity”). Whitaker plays Johnson in the early 1960s, returning home from prison to find Italian American gangsters muscling in on his New York City turf and young activist Malcolm X on the rise. Whitaker, also an executive producer for the series, said he’d had only a glancing knowledge of Johnson from films including 1997’s “Hoodlum,” which starred Laurence Fishburne. “I really didn’t know the depth of his personality or the depth of his influence on the community. I didn’t realize or understand the relationship between him and Malcolm X. I didn’t know about his family life,” Johnson’s links to the civil rights movement or what drove him, Whitaker said in a panel discussion. “That was interesting to me as something to develop and something to be able to be a part of as an actor. The story and its people were carefully researched through books and interviews with those who lived in Harlem during Johnson’s time, Brancato said. Ellsworth Raymond Johnson, nicknamed Bumpy as a child, was born in 1905 in South Carolina and died of heart failure in 1968. “Wherever we could we sought to put their actual attitudes and specific words in their mouths,” Brancato said in the panel discussion. “Dramatic license was taken to create scenes, but the entire goal was to endeavor to keep the spirit of the times and of the characters as we saw them.” It’s a big leap from a crime drama to the family friendly “Jingle Jangle,” in which Whitaker plays an eccentric inventor and grandfather. It was also a rewarding one as he rediscovered his singing voice and something more: His character’s journey and the upbeat attitude of director David E. Talbert showed inspiration can be found outside “the more down and sadder” places familiar to Whitaker. Talbert is “so joyous about it. It’s teaching me so much I need to know, and this character’s teaching me something. I don’t always live in that kind of joy,” the actor told the AP.

important. “What [The Black Press] does is it reminds us that there are many different lenses to understand a story. If you don’t have the lens to the African American community, where are you going to find your story? For me, the Black Press is crucial not for the past, but for the future,” Bunch said. The Smithsonian national leader also marveled over the enduring legacy of Baldwin, whose works explored racial, sexual, and class distinctions in North America. “As a 17-year-old freshman at Howard, the first book I picked up was ‘Go Tell It on the Mountain,’” Bunch said. “I was so moved by [Baldwin’s] writings. I read everything that he wrote because, in some ways, what Baldwin did is that he captured the trueness of the community in an unvarnished way. He also inspired us to demand fairness,” he said. Bunch said he sought out to obtain a building that would reference the spirituality, resilience, and hope that have been key elements within the African American community. Elements he said that have shaped America’s identity in ways most Americans do not understand. He said the revolution in South Africa reinforced his belief that history is an effective tool to change a country by embracing the truth of a painful past. The museum opened three years ago to much fanfare, with former presidents Barack Obama and George W. Bush, among others, in attendance. “To some, visiting the museum allows them to find hope … that the current poisonous political partisanship and racial antipathy will one day be overcome,” Bunch said. A historian, author, educator, and curator, Bunch has enjoyed a career of near unapparelled success.

Bunch has held numerous teaching positions, including American University in Washington, D.C. (Bunch’s Alma Mater); the University of Massachusetts, Dartmouth; and the George Washington University in Washington, D.C. Bunch was elected in 2017 to become a member of the American Academy of Arts and Sciences. He’s also the recipient of the President’s Award from the NAACP, and the Impact Leader Award from the Greater Washington Urban League. Last year, the Phi Beta Kappa Society presented Bunch with the Phi Betta Kappa Award for Distinguished Service to the Humanities and the National Education Association honored him with the Award for Distinguished Service to Education. Swamp Rodent Invasion! By SAMANTHA MALDONADO & TERRY CHEA Associated Press LOS BANOS, Calif. (AP) – One of the most recent threats to California’s environment has webbed feet, white whiskers, shaggy fur and orange buck teeth that could be mistaken for carrots. “Boy, they’re an ugly-looking thing,” said David Passadori, an almond and walnut grower in central California. “And the way they multiply – jeez.” The swamp rodents, called nutria, are setting off alarms in California. They weigh about 20 pounds (9 kilograms) each and eat the equivalent of about a fourth of their weight each day by burrowing into riverbanks and chomping into plants that emerge from the water. The animals can destroy the wetland habitats of rare and endangered species, degrading soil, ruining crops and carrying pathogens that may threaten livestock. Most of all, they pose a public safety risk: Left unchecked, nutria could jeopardize California’s water supply, especially if they get into the Sacramento-San Joaquin River Delta. The delta is the “heartbeat of California’s water infrastructure,” according to Peter Tira, spokesman for the state’s Department of Fish and Wildlife. It contains a network of more than 1,000 miles (1,600 kilometers) of canals and levees that protect the area from flooding, provide drinking water to millions of Californians and irrigate the lush agricultural region. Now, armed with $10 million in state funds, the wildlife agency is deploying new tactics to eradicate the nutria and try to prevent the widespread destruction they are known to cause. “Over the past two years, our best efforts were trying to not even control the population but keep it from exploding while we pursued the resources needed to actually pursue eradication,” said Valerie Cook, environmental program manager for Fish and Wildlife’s newly established Nutria Eradication Program. “We haven’t had nutria in California for 50 years, so nobody really knows much about them,” Tira said. “We’ve had to learn on the job as we go.” An invasive species originally from South America and brought to the U.S. at the height of the fur trade in the late 19th century, nutria were believed to have been eradicated in the state in the 1970s until one turned up in a beaver trap in 2017. Since then, more than 700 nutria have been trapped and killed, including four on Passadori’s property. Farmers, landowners and biologists in the Central Valley, an agricultural region that spans about 400 miles (645 kilometers) from Redding to Bakersfield, have been on high alert. On a recent morning in Merced County, where the most nutria have been found, state biologists Greg Gerstenberg and Sean McCain paddled in kayaks in a wetland pond thick with cattails. Wearing waders, they trudged through chest-deep water to check surveillance cameras and cage traps where they leave sweet potato pieces to entice the invasive rodents. Last year, wildlife officials removed almost 90 nutria from this pond. Gerstenberg and McCain have returned because they believe at least a few nutria are back. But on this morning they found only muskrats, smaller swampdwelling rodents, and released them back into the pond. “Our goal is to get out here and find them and eradicate them before they become fully established throughout our Central Valley,” said Gerstenberg, a senior Fish and Wildlife biologist. The Central Valley is the United States’ most productive agricultural region, responsible for more than half the nation’s fruits, vegetables and nuts, including almost all its apricots, table grapes, carrots, asparagus and

tree nuts. Federal Department of Agriculture figures put the market value of Central Valley agricultural production in 2017 at almost $29 billion. Damage to the region’s soil or water infrastructure would be devastating to the economy and diet.\ “It would mean no more sushi because the alternative would be to buy rice from Japan or Korea, where the price is five times higher,” said Daniel Sumner, director of the Agricultural Issues Center at the University of CaliforniaDavis. “Kiss off carrots, or live without table grapes in the summertime.” Trail cameras and landowners have helped locate the elusive, nocturnal creatures over an area of almost 13,300 square miles (34,449 square kilometers) that wildlife officials are evaluating for nutria habitats. Live traps baited with sweet potato donated by farmers help capture them. Once identified as nutria, the animals are shot. Tira said about three-quarters of female nutria have been found pregnant _ they can have up to three litters a year, allowing them to repopulate quickly. The new attention and funding will allow Fish and Wildlife to hire 46 dedicated staff. By December, the agency will launch what’s known as a Judas Nutria program that would outfit surgically sterilized nutria with radio collars and send them out in the wild. Because the animals are so social, they will lead the team to other nutria. Before year’s end, Fish and Wildlife will start genetically testing the nutria to determine where they came from. Tira said migration from Oregon or Washington is doubtful, but the team isn’t sure whether the nutria were reintroduced to California or part of a remnant population. Taking a cue from Maryland’s eastern shore and parts of Delaware and Virginia, officials also will test dogs trained to sniff out the rodents’ scent and scat. “We can’t be successful if we can’t find every single animal,” Cook said. Besides threatening agriculture and infrastructure, nutria can harm wetlands, which play a critical role in keeping carbon dioxide out of the atmosphere and helping mitigate global warming. The Central Valley also hosts the largest concentration of migratory waterfowl on Earth, said Ric Ortega, the Grassland Water District’s general manager. “We only have so much surface water storage in California,” he said. “It’s not a wetland if it’s not wet. The nutria complicate that.”

The Afro Represents Cultural Change Within Black Diaspora A once ‘defiant’ hairstyle remains mired on controversy 
“There was some early blow-back resulting from the Afro. Beside the fact that many Black parents then frowned on the new expression of Black pride— and often prohibiting younger children from donning this haircut—White society was uncertain what to make of this outward and unapologetic show of African American pride and independence.” By Merdies Hayes, Editor, Our Weekly News “How ya doin’? Good to see ya. Have a seat.” O.D. Threatt makes way for the barber chair. You feel at home as he affixes the bib over your chest. He takes your glasses. He asks the usual question: “Cut it short?” He hasn’t needed to boost the chair upward for at least 50 years. Between the chit-chat about the Dodgers or Lakers— there’s very little political talk—the subject of the Afro (or “natural”) comes up, of which he is a font of knowledge. O.D., by his estimate, has probably given 50,000 haircuts over the past 60 years. Of those, there’s a good chance that half have been Afros since his days at the legendary Upright Barber Shop at 58th Street and Central Avenue in South Los Angeles. Back then, in the late 1960s, it was the place to go to wear that distinctive style that marked a new era of Black social consciousness. Wanting to make a statement “I was thinking about that just the other day,” he said. “You know, before the natural, Black teenagers generally kept their hair relatively short. Much more conservative, often with a “Kennedy part” on the left side. That all changed with the natural. The kids wanted to make a statement. They wanted a separate identity from White America.” There was some early blow-back resulting from the Afro. Beside the fact that many Black parents then frowned on the new expression of Black pride—and often prohibiting younger children from donning this haircut— White society was uncertain what to make of this outward and unapologetic show of African American pride and independence. “No, a good many parents would not let their little kids have a natural,” O.D. explained. “That was a little too daring—a little too ‘militant’—for the generation who moved from the South after World War II. It was different for the teenagers. They saw people like James Brown, Angela Davis or the Black Panthers wearing a natural, and this expression was part of new generation of kids who were exposed more to their history going back to slavery and further back to Africa.” Turning tables on ‘nappy,’ ‘woolly’ hair In the 1960s, Black people said, essentially, “to hell with that” and turned the tables on the familiar and unflattering tropes of “nappy,” “woolly” and “unruly” hair in liberating themselves from any and everything originally associated with White “acceptance.” After generations of subjecting themselves to European beauty standards, African Americans decided to take back their hair. This newfound acceptance was widely known as the “Black Is Beautiful” movement, which sprang from the Black Power movement. With political activists such as Davis, Huey P. Newton and Jesse Jackson proudly rocking Afros while fighting oppression, the hairstyle quickly emerged as a symbol of Black beauty, liberation and pride. Black activists were agitated by White supremacy and Jim Crow laws. As well, they wanted to show an outward sign of their frustration toward Dr. Martin Luther’s King Jr.’s philosophy of nonviolence. The Afro would become Black beauty personified—and done without White

validation. The Afro did not care about critics. It did not care about
disapproving looks. For many Black men, it was about “cool pose” and, to a degree, about hyper-masculinity in the face of police brutality and constant oppression. What may be most interesting about the Afro is its cultural trajectory. In the 1970s, for instance, the Afro was perceived as a major political statement that, beforehand, would have never appeared in the pages of a mainstream publication, or graced the motion picture or television screens. The Afro originated in both a political and emotional climate. The style would fit with a broader generational rejection of artifice but, more importantly, it expressed defiance of racist beauty norms, rejection of middle-class conventions (much like the hippie movement of the mid-60s) and demonstrated pride in Black beauty. The unstraightened hair of the Afro was simultaneously a way to celebrate the cultural and physical distinctiveness of the Black race, and to fully reject practices associated with any emulation of Whites. An ‘in-your-face’ style for Black youth “You didn’t see Black celebrities or athletes wearing the natural. Willie Mays didn’t have one. Neither did Jim Brown or Muhammad Ali in their early days,” O.D. said. He explained that the Martin Luther King generation would have said the Afro was a little too “in-your-face” and that it would do more to instigate White America rather than attracting them to the subject of Black equality. “The young people saw it differently,” O.D. noted. “This was their time to speak. It was their time of selfexpression. The Black teenagers wore the Afro with pride and distinction because it was theirs...and no White person could take it away from them.” Black hair has been an integral feature of Black history, from African tribal styles to Caribbean dreadlocks. In early African civilizations, for instance, hairstyles could indicate a person’s family background, tribe and social status. As an example, when men from the Wolof tribe (in modern Senegal and Gambia) went to war, they wore a braided style, while women in mourning—in other words a widow— would either not “do” her hair or adopt a subdued style. During the slave trade, these captives took many of their African customs with them to the New World, including their specially-designed combs—not terribly different from the ever-present Afro combs of the 1970s. During the 19th Century, when slavery was abolished throughout much of the world, many Black people felt pressure to “fit in” with mainstream White society and adjusted their hair accordingly. Emancipation the ‘great oppressor’? “Black people felt compelled to smooth their hair and [texture it] to fit in easier, and to move in society better (and in camouflage) almost,” said Aaryn Lynch who produced a London exhibition on the history of the Afro comb. “I’ve nicknamed the post-emancipation era ‘the great oppression’ because that’s when Black people had to go through really intensive methods to smooth their hair. Men and women would put their hair in a hot chemical mixture—that would almost burn their scalp—to make it look more European and silky.” In the 1930s, Rastafari theology developed in Jamaica

from the ideas of Marcus Garvey, the legendary political activist who worked to improve the status of Black people. Believers then and today are forbidden to cut their hair and instead twist it into dreadlocks. While it is not clear when and where the style originated, there are references in the Old Testament. The Hindu deity Shiva is sometimes depicted wearing dreadlocks. Along with the Afro, dreadlocks remain the most distinctive Black hairstyle. A tumultuous timeline Black hair—specifically the Afro—can trace a centuries-old timeline: • 1444: Europeans trading along the West African coast observe people wearing elaborate hairstyles, including Afros, locks, plaits and twists • 1619: The first slaves are brought to Jamestown, VA, many of which have an Afro and/or plaits and twists • 1700s: Calling Black hair “wool,” many Whites dehumanized slaves. The more elaborate African hairstyles could not be retained • 1800s: Without the traditional combs and herbal treatments, slaves rely on bacon grease, butter and kerosene as hair conditioners and cleaners. Lighterskinned, straight-haired Blacks would command a higher price than the more “kinky-haired” slaves • 1865: Slavery ends, but Whites look upon Black women who adopt a Western coiffure as “well-adjusted” meaning that “good’ hair is a specific White attribute • 1880: Metal hot combs, invented by the French in 1845, are used by Blacks to temporarily straighten kinky hair • 1900s: Madame C.J. Walker develops a range of haircare products for Black hair • 1954: George E. Johnson launches the Johnson Products Co. with Ultra Wave Hair Culture to be used as a “permanent” hair straightener for both Black men and women • 1963: Actress Cicely Tyson wears cornrows on the television drama “East Side/West Side” • 1970: Angela Davis becomes an icon of the Black Power movement with her large Afro • 1971: Melba Tolliver is fired from the ABC News affiliate in New York for wearing an Afro while covering the marriage of Tricia Nixon • 1988: Director Spike Lee exposes the schism between “good-hair/bad-hair” among African Americans in the film “School Daze” • 2006: Black hair care becomes a billion-dollar industry

• 2009: The movie “Good Hair” grosses $4 million Celebrating Black beauty At the peak of its popularity in the late 1960s and early 1970s, the Afro epitomized the “Black is Beautiful” movement. In those years, the style represented a celebration of Black beauty and repudiation of Eurocentric beauty standards. The Afro also created a sense of commonality among African Americans who saw the style as a mark of a
person who was willing to take a different stand against racial injustice. Even today, the natural state of Black hair causes debate in the workforce. Because certain African hairstyles may leave White employers baffled and confused, many workplaces still do not tolerate locks or natural hair and require that Black men and women adhere to a style more suited with White fashion norms. This debate has led to an historic bill introduced by California State Sen. Holly J. Mitchell (30th District) making California the first state in the country to ban racial discrimination based on natural hair. Known as the CROWN (“Creating a Respectful and Open Workplace for Natural Hair”), the bill was signed in early July by Gov. Gavin Newsom to amend the Fair Employment and Housing Act and the state Education Code to prohibit employers and schools from enforcing purportedly “race neutral” grooming policies that disproportionately impact people of color. Sen. Holly J. Mitchell’s CROWN Act “This law protects the right of Black Californians to choose to wear their hair in its natural form, without pressure to conform to Eurocentric norms,” Mitchell said. “I am so excited to see the culture change that will ensue from the law.” Similar legislation has been proposed in New York and in New Jersey, with New York in February banning any form of hair discrimination at school and in the workplace. History, to an extent, is defined by a simple haircut not simply for one person, but for a generation who came of age during the Black Power Movement. You see yourself in the hand mirror, just to check if your look remains normal for the times. Everything checks out. “Everything okay?” O.D. asks. “Looks good O.D. Each time I stop in you seem to trim more gray hair.” “That’s father time for ya,” he replied. And with that, the bib is removed, and any remaining hair is neatly brushed away until next time. “Thanks O.D.” “Thank you,” he responds. “See ya next time.”

KHSD Data Shows Increase in Voluntary Tranferes District Takes Steps to Address Disciplinary Methods

EMMA GALLEGOS South Kern Sol Data presented Tuesday at the Kern High School District’s fifth community forum showed overall disciplinary trends in the 2018-19 school year have decreased in many areas; however a high number of students are still exiting general education. At the community forum, which is meant to address student behavior and school climate, KHSD officials shared data that showed suspension rates dropped by 0.3 percent, expulsion rates dropped by 31 percent, and involuntary transfers dropped by 8 percent. However, one category saw a spike. The number of voluntary transfers increased by 7.5 percent due to the waiver of rights increased, KHSD officials say. “There’s been an increase of voluntary transfers based on the waiver agreement due to an increase in serious violations, which include threats, battery, sexual battery, fights, weapons violations, harassment violation and controlled substance violations,” said Brenda Lewis, associate superintendent of instruction. In 2018-19, 648 students were voluntarily transferred, which is up from 603 last year and 436 the year before. Black students made up 18.5 percent of those transfers, making them three times more likely to leave the district than other students. Brian Mendiburu, director of student behavior and supports, said the spike in voluntary transfers were due largely to an increase in students with weapons violations and controlled substances on campus. He said of those 648 voluntary transfers, 78 involved weapon violations and 175 involved controlled substances — two areas that have seen at least a 35 percent increase since last school year. Also, 313 other incidents involved violent offenses and 63 involved harassment and bullying, according to Mendiburu. Education advocacy groups say voluntary transfers have become a new way of pushing students — disproportionately black — out of the district, as expulsions have nosedived from their peak of 2,200 in 2009. RELATED CONTENT: As KHSD transfers increase, so do expulsion and suspension rates at continuation schools, data shows Expulsion, suspension and transfer rates were just part of the forum, which is a requirement listed in a settlement agreement reached in 2017 after KHSD acknowledged it disproportionately suspended and expelled African American and Latino students. The number of suspensions, expulsions and

involuntary transfers have dropped, according to the data. In the 2018-19 school year, there were 20 expulsions in the entire district — with the majority being African American and Latino students. The district’s suspension rate for the 201-19 school year slightly dropped to 8.55 percent, with 18.15 percent of those suspensions for African American students. African American students face higher rates of suspension on certain campus, particularly at continuation schools, according to the California Department of Education. At Tierra Del Sol Continuation High, 40.4 percent of black students were suspended, compared to 16.7 percent of white students on the same campus in 2017-18. At North High, 28.2 percent of all black students were suspended at least once in 2017-18, which is down from 37.3 percent the previous year. Dr. Jon Eyler, the CEO of Collaborative Learning Solutions who has served as a consultant for the district for the past five years, said an increasing number of suspensions involve drugs. In the 2017-18 school year, 28 percent of all suspensions for the District were due to drug-related issues. Kern is an outlier. Fourteen percent of suspensions in California are drug-related. In fact, 3 percent of all drugrelated suspensions in the state in 2017-18 were at KHSD, when the district only makes up 2 percent of the highschool-aged population. To address this issues, KHSD currently has four substance abuse specialists and is also working to partner with Kern County Behavioral Health to address substance abuse, Eyler said. Eyler pointed out a decrease in defiance-related suspensions. In 2015-6, there were 1,581 suspensions due to defiance. In 2017-18, there were 475 suspensions related to defiance. “(Kern High) has gone above and beyond the requirements to be able serve kids,” Eyler said. “By no means am I saying the district is perfect, but I think they are starting to have structures in place so that they can be even more intentional, and I’m excited about that.” Eyler said KHSD has gone far beyond the “bare minimum” laid out in the agreement in Sanders v. Kern High School District. He said he is particularly proud of the 100 staff hired since 2013 that act as “boots on the ground,” including 24 social workers, 24 interventionists who work in small groups and 18 community specialists who work in parents and family centers. Eyler said the next phase is to empower students and parents through advocacy groups and focus groups. KHSD, for example, has created an African-American parent advisory council this year. Eyler said he hopes the council can help address problems of disproportionality regarding discipline. At five schools — East, West, Mira Monte, Foothill and South high schools — there is an elective class called PLUS (Peer Leaders Uniting Students), which addresses behavioral issues. There are also coaches working with student teams outside of those classes that are training students to teach students problem solving. “There are a lot technical pieces that have been put in place,” Eyler said. “There are teams in place, there are people in place, there are structures in place, there is a behavior matrix in place.” He continued: “Now it’s about going deeper with belief systems and work on some of the more challenging pieces.” The next community forum is Jan. 30, 2020.
