XVI. Policies Governing Investment in ARMM a.)

Tax Incentive

The Omnibus Investments Code of 1987 gives a number of incentives to Board of Investment – registered firms, as follows: Income Tax Holiday for a period of four (4) years for new non-pioneer firms and six (6) years for new pioneer venturism.


In no case shall the registered pioneer firm avail of this incentive for a period exceeding eight (8) years. Registered expanding firms shall be entitled to an exemption from income taxes proportionate to their expansion for a period of three (3) years from commercial operation. b.)

REZA Law

With the growing need of global competitiveness, ARMM agencies created some measures to continuously respond and compete with other regions locally and internationally. DTI-ARMM, as the premier trade policy making in the region, formulated the Muslim Mindanao Autonomy (MMA) Act No. 154 known as the Regional Economic Zone Authority (REZA) Law passed into law by the Regional Assembly. Said Act was then approved and signed into law by Hon. Governor Dr. Parouk S. Hussin last August 20, 2003. REZA Law provides foreign traders’ investment incentives, tax holidays and tariff privileges if they venture into viable business projects while it would spell employment and other economic opportunities for the ARMM constituents. The passage of said law is a milestone towards the enhancement of the capacities of the world-beaters among ARMM’s producers. c.)

Fishery Law

The law governing the management, development, protection and disposition of fisheries and aquatic resources in the ARMM is the Muslim Mindanao Autonomy Act 86 also known as the ARMM Aquatic and Fisheries Code of 1999.
