Restrictions - City Manager: A. The utilization of any contingency appropriation shall be accomplished only with prior authorization from the Mayor and Council. B. The Worcester County Commissioners will hold a public hearing to consider an application filed by Rauch Engineering on behalf of James Latchum, owner, to amend the Worcester County Water and Sewerage Plan to revise the wastewater discharge point and update associated information for the Riverview Mobile Home Park, more specifically identified on Tax Map 9, Parcel 268, to accommodate a planned conversion of an existing large flow septic system. The proposed amendment would allow for the abandonment and upgrade of the existing conventional septic system, construction of an advanced wastewater treatment plant for stream discharge, and modifications to the existing water treatment plant to serve a proposed expansion of the park. OF PUBLIC HEARING LEWIS ROAD SEWER EXTENSION CONSTRUCTION OF SANITARY FACILITIES TO SERVE LEWIS ROAD COMMUNITY FOR THE LANDINGS SANITARY SERVICE AREA WORCESTER COUNTY, MARYLAND
In accordance with the provisions of Section PW 5-307 of the Public Works Article of the Code of Public Local Laws of Worcester County, Maryland, the Worcester County Commissioners will hold a public hearing to serve the Lewis Road Community within the Landings Sanitary Service Area in which public sewer service will be provided by the Landings Sanitary Service Area through sanitary facilities to be constructed by Worcester County. The public hearing on these matters will be held on:

Construction of Sanitary Facilities to Serve the Lewis Road Community – In accordance with the provisions of Section PW 5-307, the County Commissioners propose to construct the sewer facilities for the project portion of Lewis Road, that will connect the Lewis Road Community to a previously installed pipeline that connects with the Landings Sanitary Service Area. Based upon a budget for proposed construction and engineering costs presented by an engineer hired by Worcester County to prepare a Preliminary Engineering Report to provide a public sewer extension to the Lewis Road Community in the proposed service area and reviewed by County staff, the County Commissioners have established a budget of $2,025,000 (Two Million, TwentyFive Thousand and 00/100 dollars) for this project. $507,000, (Five Hundred and Seven Thousand and 00/100 dollars) would be funded out of Worcester County ARPA funds, and the remainder of the funds would come from a proposed grant amount of $1,518,000, (One Million, Five Hundred and Eighteen Thousand and 00/100 dollars).
To Lewis Road customers this would mean the following for their quarterly bills: a $226.50 base rate to cover operating and maintenance costs for the service area, as well as $15 charge for the Bay Restoration Fund. Unbuilt and unconnected lots would have an accessibility charge of $180 per quarter. In addition to the base rate Lewis Road costumers would have the following consumption rate charges: $1.60 per thousand gallons between 0 gallons to 10,000 gallons $3.50 per thousand gallons between 10,001 gallons to 25,000 gallons $6.00 per thousand gallons between 25,001 gallons to 35,000 gallons $9.00 per thousand gallons between 35,001 gallons to 45,000 gallons $15.00 per thousand gallons over 45,000 gallons

A fair summary of the bill is as follows: § ZS 1-103(b). (Repeals the definition for “agritainment facility” in the Zoning and Subdivision Control Article.) § ZS 1-103(b). (Adds the definition for “agricultural alcohol production” in the Zoning and Subdivision Control Article to describe an activity that is carried out by a license holder as defined in Section § 1-101 of the Annotated Code of the State of Maryland, Alcoholic Beverage Article, as may be amended from time to time, which occurs on a farm which is zoned as either A-1 or A-2 Agricultural District, and is related to the manufacture, packaging, storage, distribution, promotion, sale or tasting of alcoholic beverages that use any portion of ingredients produced on the farm.) § ZS 1-103(b). (Adds the definition for “agritourism” in the Zoning and Subdivision Control Article to describe farm enterprise wherein activities are conducted on a working farm and offered to the public for the purpose of recreation, education, or active involvement in the farm operation and for promotion of farm products and traditional rural living. These activities must be related to agriculture, natural resources or traditional rural living and be incidental to the primary operation of the site as a farm. The term includes but is not limited to farm tours; pumpkin hunts; hay rides; crop mazes; hay tunnels; petting, feeding and viewing of farm animals; horse or pony rides; farm equipment rides; festivals; informational displays or activities; classes or demonstrations related to agricultural products or skills; and agricultural alcohol production including packaging, storage, distribution, tastings and sales.) § ZS 1-201(c)(9). Request for Proposals Sobriety Treatment and Recovery Teams Worcester County Health Department
The Worcester County Local Behavioral Health Authority (WCLBHA), an agency of the Worcester County Health Department, seeks a Peer Support provider for the purpose of hiring a Family Mentor for implementation of Sobriety Treatment and Recovery Team (START) in Worcester County, Maryland. The provider must have a certified peer supervisor to co-supervise the Family Mentor. This grant is to support staff salary for a family mentor, training costs to support certification through the Maryland Addiction and Behavioral Health Professionals Certification Board (MABPCB), equipment needs for the family mentor, and travel related expenses. This grant will assist with the provider’s ability to fully implement the evidence based model for START in Worcester County, Maryland. Grant funds are dedicated for services and activities for the START program in Worcester County. The Worcester County Local Behavioral Health Authority requests participation for a minimum of three years.

Worcester County’s Initiative to Preserve Families
Worcester County’s Initiative to Preserve Families, also known as the Worcester County Local Management Board, seeks a provider with an office located in Worcester County for the purpose of hiring a program coordinator for implementation the Worcester Navigation program. Worcester Navigation will use a strengths based approach to provide children, youth and families with “no wrong door” access by providing necessary referrals and linkages to services. The primary target population to be served through this project will be families living at or below the poverty threshold in Worcester County. Interested parties are encouraged to utilize the nationally recognized, evidence based model of Family Success Alliance, and the trainings Bridges out of Poverty and Getting Ahead in a Just Getting By World, as references for proposal development.
This grant is to support staff salary for a family navigator, training costs for the family navigator, equipment needs for the family navigator, and travel related expenses. This grant will assist with the provider’s ability to plan and implement a family navigation service in Worcester County, Maryland. The funding available for this program will be decided by Worcester County’s Initiative to Preserve Families Board of Directors on an annual basis pending availability of funds.
