President’s message

Our Future I have the unique challenge of drafting this message a month before the November election, yet it may not be read until after the polls close. As of now we are in negotiations with the County and Courts for new contracts that will greatly impact the vast majority of OCEA members and their families.

I once again would like to express my humble appreciation and deepest thanks for being given the privilege of serving as your President.

“With all of these challenges facing us, always know and believe that we will prevail. OCEA exists to protect and strengthen local government, our members and their families.”

The political landscape is against public employees. And we fought major battles at all levels, from fighting to defeat Proposition 32, which sought to silence our voice, to the OCERS election where John Moorlach sought to destroy your pension by running his chief of staff against OCEA Board member Chris Prevatt.

County government itself is experiencing a crisis in leadership, from the elected officials to the executives and upper management. Recent stories about rampant sexual abuse and harassment followed by the failures of executives and elected officials to protect the victims have left many of our members disheartened. It is almost to the point where regular old run-of-the-mill corruption, political patronage and cronyism are seen as no big deal and business as usual.

A chance encounter with a labor hero Recently I was sworn in as an Executive Vice President of the State Labor Federation.

airport, I noticed a huge “No on Prop. 32” sign taped to the rearview window.

At my first meeting, we were discussing Prop. 32, and we talked about the importance of the collective voice of working men and women throughout the state of California. We talked about how corporate interests in the State were doing everything they could to silence that voice.

I immediately asked the cab driver where he got the sign because it was the first time I had ever seen a No on Prop. 32 sign on a cab.

The thread of the conversation continued about the importance of standing together to protect the rights, interests and security of working families. Everyone in the room understood and agreed that given the current economic circumstances, it is our collective voice that is protecting the middle class from the powerful one percent, who would subject the remaining 99 percent to poverty if we didn’t stand together to stop them.

I was stunned.

After the meeting concluded, I had to catch a flight back to Orange County. When my cab pulled up to take me to the

I was randomly sitting in a cab with a man who had a “No on Prop 32” sign and “No on 32” literature available for passengers in the backseat of the car and who had just organized a union for cab drivers. His name was Kazam Zaidi, and he is now the president of Sacramento Taxi Cab Union, AFL-CIO.

continued from page 3 And he said the reason was that for 22 years, the Board of Supervisors has only allowed one taxi cab company to pick up passengers from the Sacramento airport. He said the Board would never listen to him when he asked them to give other taxi drivers a chance to pick up customers there, too. Mr. Zaidi wouldn’t give up. Eventually, he met Bill Camp, the executive secretary of the Sacramento Central Labor Council, and they came up with a plan to organize the taxi cab drivers in Sacramento. About four months ago, they were successful at forming the first taxi cab union in the State. Sacramento Taxi Cab Union is now a proud member of Local 29 and OPEIU. Believe it or not, once they organized, the Board of Supervisors started listening. They are now making real progress at breaking up the taxi cab monopoly at the airport. Mr. Zaidi said that in just a couple months, he thinks the airport will be opened up to taxi cab drivers like him and his new union brothers and sisters. The only reason the politicians listened, he said, was because the cab drivers organized and spoke with one collective voice.

OCEA news briefs Workshop helps attendees avoid foreclosure OCEA will host a free Foreclosure Prevention Workshop at OCEA from 8:30 a.m. to 1:30 p.m. Nov. 10. Attendees will have the opportunity to meet one-onone with bank representatives and HUD-approved housing counselors. To make the most of the workshop, attendees should bring copies of a recent mortgage statement, current pay stubs, two years of W2’s and tax returns, and a list of monthly expenses. Remember to vote in the OCEA Board of Directors election A general election for nine seats on the OCEA Board of Directors begins this month and will run through early December. OCEA members should receive ballots in the mail around Nov. 14 and must have the completed form postmarked by Dec. 7 to be valid. Here’s how to submit your ballot: First, place the ballot in the provided ballot envelope. Then place that envelope in the provided return envelope. Sign the return envelope, and mail in the ballot to ensure it is counted. The results of the election will be announced at 3 p.m. Dec. 18 at the Board of Directors meeting and online that day at www.oceamember.org.

OCEA General Manager Nick Berardino was sworn in Sept. 26 to the California Labor Federation Executive Council. Nick, one of 42 elected Vice Presidents from affiliated unions and labor councils across the state, is the first ever Vice President from Orange County.

Orange County students Tai Cao and Thalia Rodriguez were both awarded with the 2012 OCEA Board of Directors Scholarship.

Children of OCEA members awarded OCEA scholarships OCEA’s Scholarship Committee awarded Tai Cao of Garden Grove and Thalia Rodriguez of Santa Ana each with $2,000 college scholarships at the August Board of Directors meeting. Rodriguez, who attends Pomona College, is the daughter of OCEA member Carolina Rodriguez, who works at Superior Court. Thalia Rodriguez wrote in her application that her dream of going to college seemed unattainable after her father was injured from a fall and she thought she would have to go straight to work after high school to help her family. But her mother enrolled in English and computer classes and was eventually hired at the Courts, which allowed Thalia to pursue higher education. “My educational goal is to earn a Ph.D. in order to become a professor in mathematics to empower and become a mentor for Latinos/as and other women of color who are pursuing a degree in science, technology and engineering,” she wrote. 6

Tai Cao, who attends the University of California, Irvine, is the son of Tri Cao with the Social Services Agency. Tai Cao plans to become a journalist and write narratives, profiles and personal essays about politics, public affairs and social justice. He is motivated by the uncertainty workers face because of the shaky economy. He wrote that his mother, a County nurse, lost her job because of budget cuts. Tai Cao’s brother was the recipient of an OCEA Scholarship last year. Tien Le “Jesse” Cao, now a student at the University of California, Los Angeles, said the money he received from OCEA made college more affordable, though the cost of an education still puts a strain on his middle-class family. “My parents still had to pay a considerable amount out of their pockets,” he said. “So when I heard my brother was also receiving the scholarship, I was not only extremely relieved that my family was getting help in paying for two people in college, but also humbled by OCEA’s investment in mine and my brother’s education.”

OCEA news briefs Moment of silence Led by OCEA Past President Frank Eley (out of frame), OCEA stewards honored victims of the Sept. 11 terrorist attacks with a moment of silence at the monthly steward meeting on Sept. 11. The pine tree located at the front corner of the OCEA lot was planted on the one-year anniversary of the attacks and serves as a permanent memorial to those who lost their lives that day.

A walk through the

2012 OCEA Health Fair Nearly 2,000 OCEA members attended the 2012 OCEA Health Fair on Oct. 2. The event featured health screenings, vendor booths and attractions that connect union members to resources on physical and mental health, body screenings and wellness treatments. Attendees enjoyed food and raffles throughout the day between playing games for prizes, learning about OCEA’s benefits and insurance opportunities, and talking with OCEA Board members and staff.

Elections 2012: ST Faced with one of the greatest threats to working people of our generation this 2012 election season, OCEA’s workplace leaders answered the call. OCEA stewards, Board members and members volunteered for 100s of hours this election season to protect the interests of OCEA members and our families. Through working together, we were able to call thousands of voters on the phone to oppose Prop. 32 and walk door to door in neighborhoods, identifying 100s of voters who share our values. As election season wraps up, there is one thing we should never forget. If we continue to build on the solidarity that our workplace leaders demonstrated this year, we can meet any challenge together. Sharron, an Office Specialist with the Orange County Executive Office— Procurement Office, was hired in 1981. She joined OCEA in 1982, becoming a steward in 2002 and a Board member in 2009. She is on the Retirement Committee and has been a member and alternate on OCEA bargaining teams. Sharron is a member of the CEO Labor Management Committee and the Office Services Classification Maintenance Review Committee.

Dan, a Sheriff’s Special Officer II with the Orange County Sheriff’s Department, was hired in 1988. He works at John Wayne Airport. He joined OCEA in 1990, becoming a steward in 2002 and a Board member in 2008. He served as SSO/Deputy Coroner Unit Executive Committee Vice-Chair from 1999 to 2012, has been a member of many OCSD Labor Management and Joint Labor Management committees, and was part of a team that worked against layoffs and employee reclassifications in 2010.

Judy, a Senior Investigator with the Orange County Public Defender, was hired in 1996. She joined OCEA the same year, becoming a steward in 2011 and a Board member in 2012. She is a member of the Public Defender Labor Management Committee.

Alan, a Senior Investigator with the Orange County Public Defender, was hired in 1996. He joined OCEA the same year, becoming a Board member in 2005 and a steward in 2008. He currently serves as OCEA Second Vice President and Chair of the Legislative Committee. He has been a member of many OCEA bargaining teams and has represented OCEA and OCPD members in meetings with the Board of Supervisors. Alan was OCPD Investigators President from 200204. He worked with the OCPD Attorney’s Association, the California Prosecutors Association and OCEA to add OCPD Investigators to AB 2023, which was signed by Gov. Gray Davis in 2003.

Maria, a Staff Assistant with the Orange County Health Care Agency—Office of Health Policy and Communication, was hired in 2000. She joined OCEA the same year, becoming a steward in 2003 and a Board member in 2008. Maria previously served as OCEA Treasurer. She has been a member of many OCEA bargaining teams and is a Health Fair volunteer.

Frank, a Business Analyst II with Orange County Public Works, was hired in 1982. He joined OCEA the same year, becoming a steward in 1984 and a Board member in 1985. He currently serves as OCEA Past President and is OCEA Political Action Committee Executive Board Vice-Chair and a trustee of the OCEA Health and Welfare Trust since its inception. He is also on the Retirement Committee. Frank was previously OCEA President, Second Vice President, Treasurer, Special Events Chair, Newspaper/Communications Chair, and Budget and Finance Committee Chair. He has been a member of many OCEA bargaining teams. Frank is an elected general member trustee of the Orange County Employees Retirement System Board.

Arlyn, an Office Supervisor with the Orange County Social Services Agency, was hired in 1988. She joined OCEA in 1990, becoming a steward and Board member in 1998. She currently serves as OCEA Insurance Officer, is a member of OCEA’s Political Action Committee Executive Board, and is a trustee of the Health and Welfare Trust. Arlyn was previously OCEA Second Vice President, Secretary, Courtesy Chair and Special Events Chair. She has been a member of many OCEA bargaining teams. Arlyn was Chair of the SSA Labor Management Committee and a member of the PIP Steering Committee.

Greg, a Supervising Probation Officer at the Orange County Probation Department, was hired in 1984. He joined OCEA in 1987, becoming a steward in 2007 and a Board member in 2012. He has been a member of many OCEA bargaining teams. Greg has been a member of the Probation Supervisory Management Unit Executive Board since 2004.

Butch, a Social Worker II with the Orange County Social Services Agency, was hired in 1992. He joined OCEA in 2000, becoming a steward in 2005 and a Board member in 2007. He currently serves as secretary of both the Board of Directors and Political Action Committee Executive Board. He has been a member of many OCEA bargaining teams and the OCEA Scholarship Committee. Butch is coChair of the SSA Labor Management Committee and has been involved in the Case Management Forum, ISW Premium Pay workgroup, ISW Rotational Assignment Board workgroup and various groups that pertain to the Benefits CalWIN assistance program and service centers.

Robert, a Deputy Juvenile Correctional Officer II with the Orange County Probation Department, was hired in 1988. He joined OCEA in 1995, becoming a steward in 2002 and a Board member in 2005. He currently serves as OCEA President, OCEA Political Action Committee Executive Board Chair and on the Retirement Committee, and was previously OCEA First Vice President. Cheryl, a Court Clerk III with the Orange County Superior Court, was hired in 1979. She joined OCEA in 1981, becoming an OCEA Board member in 1995 and a steward in 1998. Cheryl is a trustee of the OCEA Health and Welfare Trust and was previously OCEA Insurance Officer, Treasurer and Chair of the Legislative and Budget and Finance committees. She has been a member of many OCEA bargaining teams and is a Health Fair volunteer. Cheryl is a Court Labor Management Committee member.

Paul, a Social Worker II with the Orange County Social Services Agency, was hired in 2006. He joined OCEA the same year. Paul was laid off in the beginning of 2009, but was rehired several months later with the help of OCEA. He became an OCEA steward in 2010 and a Board member in 2011. OCEA Review MUST READ: “They’re Bankrupting Us! And 20 Other Myths about Unions” Nothing bothers me more about the way the media covers the labor movement than when they use the terms “labor boss” and “union thug” as if that’s a proper way to refer to working families and the people who advocate on their behalf. Maybe it’s because they’re such loaded and bigoted words. Or maybe it’s because those words subversively devalue the labor movement and our collective efforts to organize and advocate for working families. Maybe it’s because the terms reflect such a deep failure by the media and the public to comprehend what the labor movement stands for and how we work. Those phrases remind me how we are so misunderstood. So reading the book, “They’re Bankrupting Us! And 20 Other Myths About Unions” was almost cathartic. Author Bill Fletcher Jr. dissects 21 myths about labor unions, providing the historical context behind the myths and an analysis of why they continue to be so pervasive. He dedicates a chapter to tearing apart the term “labor boss.” Another picks apart the common message that “unions are bankrupting and destroying the economy.” He debunks the idea that unions are as big as corporations and exposes why the myth is such a powerful tool against working people. The book presents an honest analysis of the labor movement, from how a union works, to mistakes made throughout history. It also points out where efforts to organize workers have improved the lives of working Americans, and it sets forth a path for the future rooted in solidarity. Q&A: Meet your OCEA Board members Q: How has being an OCEA member made a direct impact in your life? A: OCEA has impacted me in many ways. Thanks to the supplemental health insurance provided by OCEA, I was fortunate enough to get the best treatment available for my bout with cancer a few years ago. As an OCEA member I am always trying to help others that are in need of answers to their problems and issues. Being available to all OCEA members is very important to me. Our members need to have their voices heard, and if I need to be their voice, then so be it. Q: OCEA Board members and stewards spent much of September and October phone banking and volunteering. Why did you participate?

A: I ran for the Board of Directors because I felt I needed more of a challenge. I wanted to know the inner workings of the organization and try to understand the big picture. I thought that after participating as a steward, SSA committee representative and bargaining team member, joining the Board of Directors would be the logical next step. The men and women on this board are some of the most selfless individuals I have ever met. They give so much of themselves at the expense of their families and friends, and never ask for anything in return. I am very proud to sit on the same board with these special individuals.

A: Political action is just one of the many hats Board members and stewards wear. When most workers get off work, they go home to their families and loved ones, but due to all of the pressure from elected officials and the general public about our wages, pensions, etc., we needed to be vigilant with our actions. We pay for our retirement benefits, but the majority of the voting public thinks our benefits are just handed to us. We need to get the word out and ask for everyone’s help to maintain our job security and defeat anti-union/anti-public worker initiatives. Q: What would you tell the younger generation of County employees about the value of joining OCEA, and what do you think is the best way to become involved? A: You must always keep an open mind and ask as many questions as possible. Be informed, and stay informed. Remember that sooner or later, people in current leadership positions will leave or retire, so it’s very important for young, eager individuals to carry the torch for future members.

They must be completed and postmarked by Dec. 7 to be valid. Here’s how to submit your ballot: First, place the ballot in the provided ballot envelope. Then place that envelope

A: I was already an active steward, and then on two occasions, two very respectable co-workers/stewards approached me with the idea. I never thought I was capable of being in a leadership role, but they assured me I had the skills and presence to hold the position. I applied, was voted in, and now I am part of a distinguished, honorable group of people whose purpose is to serve a bigger group of honorable people—OCEA’s members. OCEA is beyond a union; I see the organization as gatekeepers and protectors of its members. Just like a corporate CEO has a good lawyer (or lawyers), the hardworking employees of Orange County have OCEA. Being a Board member can be hard work, but I do this for the members. It’s very rewarding when I realize I am part of an organization that seeks to build a better future for its members and our society as a whole. Q: How has being an OCEA member made a direct impact in your life? A: Being an OCEA member has many great benefits that have positively impacted my life. OCEA was there for me when I was laid off. Thanks to OCEA I was able to come back to my job several months later. By being an active member, I have met and worked with some amazing people who share the same values I hold close. I have experienced the importance of social and political activism in the community, and see how it affects us all.

A: We’re in the most important battle of our lives right now. With the continued economic challenges our nation faces, some at the top feel our humble wages and benefits are a cause of these challenges. The same people that reward themselves with lavish luxuries on the backs of hardworking people feel they need to reduce the number of working people at the bottom before touching their own excessive compensation. Ballot measures like Proposition 32 and Measure V in Costa Mesa—and many others throughout the Country—are being proposed by those at the top to eliminate the voices of those who are not. As a proud Board member and steward, it’s my honor and duty to do what I can to protect our members and those working the hardest in our country. Phone banks and precinct walks are great ways to personally contact people and inform them of what is going on that directly affects them. We can defeat ballot measures and people out to harm our existence through information and education. Q: What would you tell the younger generation of County employees about the value of joining OCEA, and what do you think is the best way to become involved? A: The value of joining OCEA is that you become a part of something greater than yourself. We are all busy and have lives to maintain, but why not be part of something that is the very essence of the American Spirit—the constant endeavor to better ourselves and those around us. Being a participant at OCEA means you’re on the right side of the fight for the middle class. Labor injustices happen daily throughout the globe and most feel they don’t have a voice or they fear retaliation for speaking up. Our benefits and rights are constantly challenged by those who feel we are overcompensated and undeserving of a dignified life with fair benefits and wages. By being members of OCEA, we are part of a unified organization whose sole purpose is to protect employees, their families and those who come after us so they can have the same—if not better—life than those who fought before us.
