OCEA President’s Message OCEA is a Leading Reformer. When Will Executives Step Up? Recent headlines and national news stories have exposed the public to something that we as front line public employees have known for years. The elected officials, executives and managers in local government have been systematically enriching themselves in almost obscene ways. In the nearby city of Bell, California, which has less than 40,000 residents, the city manager was being paid nearly $800,000 a year. That executive’s assistant was paid more than $350,000 a year. The chief of police for that very small, blue collar town received over $450,000 a year. After finally realizing what was going on, the residents threw them all out on their ears. While compensation for Orange County executives is not as extreme as in Bell, the executives and managers who oversee OCEA members are doing quite nicely for themselves. They have $765-a-month car allowances, thousands of dollars in extra compensation from “optional benefit plans” and fully taxpayer-funded pensions. Amazingly, some even have second pensions from their previous jobs. When The Orange County Register went to court and received permission to publish the names and amounts of the biggest pension payouts from OCERS, the list was full of elected, executives and managers in the “$100,000 Club.” Meanwhile, the hardworking men and women represented by OCEA have been tightening our belts, paying the employee’s share and even the employer’s portion of enhanced retirement

benefits. And still, the four percent who receive the highest pension benefits are receiving 14 percent of retirement payments.

OCEA General Manager’s Message The County’s Workforce Gives While The County’s Elite Taketh Away You have probably read quite a bit lately about public employee pensions. For some people, public employees and our benefits, particularly our pension benefits, have become undeserving targets. To hear these folks pontificate you would think that public employee pension benefits, rather than the unregulated private sector, caused the global economic collapse. The truth about our pension benefits is much different than our critics would have people believe. Here are the facts: • OCEA-represented employees have always paid and continue to pay the entire amount of the employee contribution as determined by the Orange County Employees Retirement System. • Since 2004, OCEA-represented employees have even paid a portion of the County’s employer contribution. • This past year OCEA and the County negotiated a truly innovative option that provides new employees (and we believe soon current employees) the ability to select (and pay more for) a straight defined benefit plan, or in the alternative select a lesser defined benefit plan combined with a defined contribution plan. In both cases, OCEA-represented employees will continue to pay their entire employee

contribution and a portion of the employer contribution. • Far from the $100,000 club of executives the media has been so obsessed with recently, the average pension of retired OCEA members is less than $29,000 per year. • Further, OCEA-represented employees do not earn any social security credits. That’s the truth about your retirement benefits. But it’s not the whole story. As I wrote in a recent op-ed piece in The Register, there are 515 County employees receiving pensions of more than $100,000 annually. Many of them get over $200,000. The list of those pension recipients reads like a who’s who of former County honchos. Virtually all of them were County executives or managers. Many of them are still working in the public sector, some as consultants, many others as employees. But unlike you, these former County executives and managers paid little or nothing towards their retirement. You would think that in today’s world this would have all changed by now. But it hasn’t. Today’s County executives and managers are more than ready to

implement layoffs and furloughs and readily call for you and other rank-and-file employees to do more with less. Yet those same executives and managers are content to sit by silently like the cat that ate the canary while the County pays the employee portion of their retirement contributions. And that’s not all. On top of their pensions, senior County executives also receive a generous eight percent 401(k) style benefit entirely paid for by the County. So how do executives and managers justify the County continuing to pay for their retirement? The only explanation is that they view themselves as a privileged elite. Because they think they constitute an elite, they believe they are entitled to be treated differently than you. I’ve been saying it for years and I’ll continue to say it – that attitude is despicable. County executives and managers who won’t pay their fair share shouldn’t feel entitled, they should be embarrassed. In solidarity,

It’s that time again! This year, OCEA H&W benefit plan open-enrollment will be September 20 through October 22, 2010. This is your annual opportunity to make changes to your Health and Welfare and supplemental benefit elections. Among other things, during OCEA H&W open enrollment you may make a wide variety of permissible changes, such as adding or dropping dependents, changing option packages, and (for OCEA members) upgrading certain plans. Watch for Open Enrollment Packets! In mid-September, OCEA will mail openenrollment packets to eligible employees. If you want to make changes, follow the instructions in the packet, and be sure to mail or deliver your changes to OCEA on or before October 22. If you fail to make changes during the open enrollment period, with limited exceptions you will not be able to change your benefit elections until open enrollment in late 2011. (Remember, OCEA is not part of the County’s “pony” system.) Open enrollment is a great time to review your benefit needs and those of your family, reassess your current benefits, and examine your many alternatives. OCEA Board of Directors Election is Set for November! Nine positions on Orange County Employees Association’s Board of Directors are up for election during the November general election. Members who want to run for one of the open positions can complete an application and return it to OCEA. Applications are available through Janice Lee at the OCEA office or on our website, oceamember.org. To be eligible: Candidates must be a regular OCEA member and be employed in a representation unit that is represented by OCEA. They must be a actively employed by the County for all or a portion of the six-month period immediately preceding their nomination for a position on the Board. And they must meet at least one of the following qualifications: 1) Three years as a regular member in good standing; 2) o=One year as an employee representative or representation unit executive committee member; or 3) Current or prior service as a member of the OCEA Board of Directors. candidate is not eligible if being elected would increase the number of Directors from the Department or Office where the candidate is employed to more than three. (Article VI, Section 1, OCEA Bylaws.) (Note: Candidates may also be nominated for office through a written petition, signed by at least 25 regular members who have been members for at least 120 days at the time the petition is submitted. Why she got involved at OCEA: “I was curious about what OCEA was and what they do,” she says. “I guess you could say curiosity got the best of me.” Why she ran for the Board of Directors? Maria has been a member of OCEA since 2000, a steward since 2002 and a board member since 2008. “I decided to run for the Board of Directors to have a voice,” Maria says. “I can vote on behalf of OCEA members as a Board of Directors member, be a part of the bargaining team, be a steward and represent coworkers in the workplace. A well-designed, realistic spending plan is the most important step to take in your journey to reach your financial goals. The math that lies at the root of a strong spending plan is simple: The amount of money going out must always be less than, or equal to, the amount of money coming in. Most of us have a fairly good sense of how much we bring home each month through our paychecks and perhaps earnings on savings and investments. Money going out, however, may be a bit fuzzier. She consistently takes on special projects and time-sensitive matters that require immediate attention. She’s positive, dedicated, supportive and works well with other Court Ops supervisors to accomplish agency goals. She is always professional and strives to keep her staff informed and engaged.

Jasenia Chavarria: In addition to her duties as ombudsperson, Jessie is working on the Mission Possible Highest MSO Project, which enforces child support orders. She also works on complaint resolutions, helping to work toward informal resolutions of complaints without the need for a state hearing. In addition to being a positive member of the team, her efforts save time and money.

The Irvine Professional Employees Association (IPEA) represents professional employees throughout the City of Irvine including planners, analysts, engineers, geologists and project managers. The IPEA Board of Directors is comprised of five members that are elected to two-year terms. The board works closely with OCEA to handle workplace issues, including contract negotiations. Recently, OCEA Labor Relations Representatives Aaron Peardon and Frank Flavin got to know each board member:

Reza’s main job is to design and manage the construction of city capital improvement. He has more than eight years of local government experience including working with the cities of Downey and Lancaster. Reza chose to work in Irvine due to the excellent reputation of being a great place to live and work. The most interesting part of Reza’s work is being able to see streets being constructed. He loves construction. Reza has been on the IPEA board for two years and enjoys meeting with OCEA on a regular basis to discuss current events that affect government workers. Reza joined because he felt it was time to become active and to help out with union activities. Reza believes that everyone has something to offer and that our union’s strength is based on an active membership.

Steve has been a member of the IPEA board for over five years. He was drafted onto the board as a write-in candidate and has formerly served as IPEA’s treasurer. Steve is a great leader and very active in the negotiations process. Steve came to Irvine from Caltrans where he was a design engineer. Steve’s duties include supervising city project managers and managing complex city capital improvement projects for the public works department.

IPEA Secretary Stephanie Keys, senior planner, 23 years with Irvine Stephanie also was drafted in as a writein candidate and joined the IPEA board in January 2010. In both her roles in city planning and as an IPEA board member, Stephanie enjoys establishing positive working relationships to work well with others in the early stages of a project or issue. Stephanie came to Irvine because it was “the right place at the right time.” Her duties include maintaining city data used in development projects, preparing quarterly development projections, coordinating results with developers and local agencies, reviewing building permit applications for zoning and land use compliance, and providing development, zoning, land use and processing information as needed to residents, developers, architects, engineers, business owners, property managers and local agencies. In all this, Stephanie finds tremendous satisfaction in contributing to solutions.

IPEA Treasurer Brian Johnson, accountant, 2 years with Irvine Brian works in the fiscal services section of the accounting department. He and his team are responsible for preparing the city’s Comprehensive Annual Financial Report. Brian also acts as the liaison between accounting and public safety, community services and community development. He reviews many special revenue funds on a quarterly basis, prepares journal entries on a monthly basis and coordinates with the housing division of community development on the CDBG and HOME programs. Brian chose to come to Irvine because of the good reputation and excellent benefits. Brian was asked by many employees in the administrative services department to run since there had not been much representation from that department. Brian agreed and was elected to begin serving the board in January of 2010. Brian looks forward to participating in the interaction between the city and our association during the negotiations process next year.

IPEA Member at Large Sarah Chmielak, associate planner, 3.5 years with Irvine Sarah has the unique distinction of being hired from out of state after she left a position as a planner in Polk County, Florida. Being hired from out of state is a rare occurrence in Irvine. Sarah finds it very interesting that she is working for a city that she learned about while attending planning classes at Ball State University in Indiana. Her duties in project entitlement include reviewing projects for consistency with city standards, policies and regulations and then making recommendations of these projects to the zoning administration and planning commission. Irvine is a lot different than Polk County Florida, which had many orange groves (like we used to have) and wetlands. Sarah wanted to learn more about how decisions that affect employees are made and to proactively be involved in a position that would determine the future of her coworkers and herself. Therefore she ran for and was elected to the IPEA board in 2008. The most interesting aspect of being on the board, according to Sarah, is learning about how Irvine compares to other cities in terms of salary, benefits and working environment. Arlyn Buck (2nd Vice President, member of the OCEA H&W Trust, Social Services Agency) has been an OCEA member since 1998 and has served on the Board of Directors since 1998. She also is on the OCEA PAC and has previously served as OCEA Secretary and was a previous 2nd Vice President. Arlyn is a passionate member of OCEA who thrives on looking out for her fellow worker.

Sharron Anderson (County Executive Office) has been an OCEA member since 1982 and has served on the Board of Directors since 2009. Sharron feels that few office professionals have a voice in the workplace, and she works hard to be their voice.

Alan Clow (Public Defender’s Office) has been an OCEA member since 1996 and has served on the Board of Directors since 2005. Alan works as an investigator at the Public Defender’s Office and feels passionate about maintaining fair working conditions and benefits for county employees.

Dan Beam (Sheriff-Coroner Department) has been an OCEA member since 1993 and has served on the Board of Directors since 2009. Dan has been a member of two bargaining teams, and his contributions as a board member are highly valued.

Maria Corona (Health Care Agency) has been an OCEA member since 2000 and has served on the Board of Directors since 2009. Maria started as an OCEA steward and was a member of OCEA’s 2004 Coalition Bargaining Team.

Luisa Camino (OCEA Insurance Officer, member of the OCEA H&W Trust, Social Services Agency) has been an OCEA member since 1986 and has served on the Board of Directors since 1998. Luisa’s great attitude, willingness to help others and her work experiences are greatly valued by our members.

Frank Eley (OCEA Past President, member of H&W Trust, Orange County Public Works) has been an OCEA member since 1982 and has served on the Board of Directors since 1985. Frank also is a board member for OCEA PAC. Frank was president of the board for seven years and also served as vice president, treasurer and insurance officer, as well as being a bargaining team member. He has represented county employees on the OCERS Retirement Board since 1999 and has made a career of looking out for the rights of county employees.

Oliver Didio (Sheriff-Coroner Department) has been an OCEA member since 1993 and has served on the Board of Directors since 2009. Oliver has been the president of the OCEA SSO/Coroner Bargaining Unit for the past ten years, a member of three bargaining teams and has been active on various OCEA labor management committees.

Robert Gibson (OCEA President, Chairperson of PAC, Probation Department) has been an OCEA member since 1998 and is the president of OCEA’s Board of Directors and the chairperson of OCEA PAC. Robert also is a steward and has served on various bargaining teams. Before becoming board president, Robert served as treasurer and vice president.

Gary Morrison (Assessor’s Office) has been a member since 1999 and has served on the Board of Directors since 2009. Gary works for the county Assessor’s office as an Auditor Appraiser II and is a vocal defender of employee rights.

Cheryl Neuenschwander (Chairperson of the OCEA H&W Trust, Superior Court) has been an OCEA member since 1984 and has served on the Board of Directors since 1995. Cheryl has also served as treasurer and insurance officer, past bargaining team member and she’s been a member of the OCEA H&W Trust since 2000. Cheryl always looks out for her fellow court employees.

Lezlee Neebe (1st Vice President, member of the H&W Trust, Superior Court) has been an OCEA member since 1992 and has served on the Board of Directors since 1995. Lezlee also has served as OCEA insurance officer and secretary. Lezlee’s outgoing and positive attitude has always been a strength when working with members.

Phyllis Oudmayer (OCEA Treasurer, Child Support Services) has been an OCEA member since 1996 and has served on the Board of Directors since 2006. Phyllis also is a board member on the OCEA PAC, and a past bargaining team member. Phyllis is a very active representative of county employees, especially her coworkers at Child Support Services.

Bill Stein (Sheriff-Coroner Department) has been a member since 1990 and has served on the Board of Directors since 1999. Bill has served on various bargaining teams, and has been a dedicated OCEA steward for many years.

Pamela Waters (member of the H&W Trust, Orange County Library) has been a member in 1988 and has served on the Board of Directors since 1993. Pamela has served on the OCEA H&W Trust since 2000 and on various bargaining teams. Pamela shows her compassion towards members by always being available to do whatever it takes to support and preserve employee rights and benefits.

Ray Yarbrough (Probation Department) has been a member since 1990 and has served on the Board of Directors since 2009. Gary is licensed by the California State Board of Equalization to perform internal and external business audits. In his role at the Assessor’s office, he audits taxpayer finances to ensure their personal property tax payments comply with state law. He is also responsible for assessing the value of all aircraft and marine vessels in the county. Background: Gary lived in Ohio before moving to California and joining the county. He was the corporate controller for a corrugated container company, Packaging Corporation of America. After that, he was an assistant athletic director of the business sector for Ohio State University. He held both

positions for seven years, and in both, he was in charge of human resources, computer operations, accounting and budgeting functions. Why he got involved at OCEA: “Around my fifth year anniversary with the county, I was on an audit team in which I observed management at its worst,” Gary says. “I witnessed a supervisor calling a meeting and opening the meeting by saying, ‘If it was up to me, I would fire you all.’ I also heard this supervisor call several of my co-workers ‘stupid’ to their face. Moreover, I witnessed this supervisor set up my coworkers for failure in two cases. I don’t know how these employees kept their sanity. Not only did it affect their work, it affected mine as well. The environment was hostile. … It was at this point that I decided I wanted to be able to intercede and help my fellow workers whenever I could.” Why he ran for the Board of Directors: Gary has been a member of OCEA for 12 years, served as a steward for 3 years and has been a board member for more than a year. He says: “I wanted to help my co-workers in providing a positive work environment and be a voice for the working people.” Favorite thing about serving on the board: “Being in a position to make a difference for our fellow coworkers,” Gary says. Family: Gary has lived in Orange County since 1995 and has a 30-year-old daughter, Marin, who is the director of marketing and sales for a financial company in Walnut Creek, CA. Hobbies: “I enjoy home remodeling projects and going to Broadway plays and concerts,” he says. “I like spending time with my friends and in my second home in Palm Springs on the weekends and holidays.”

2010 OCEA Health Fair Presented by the OCEA Health & Welfare Trust

Tuesday, October 5, 2010 10:00 a.m. to 1:00 p.m. Free Giveaways, Screenings, and Food at OCEA! Representatives from health organizations will attend to help educate and provide screenings for attendees regarding health-related topics, such as cholesterol and glucose screenings, flu shots and back massages. Free screenings and tests will be offered, as well as literature on important health topics. It will be a great time of giveaways, information, and exciting door prizes! Attendance at the OCEA Health Fair is a permitted use of Annual Leave, subject to approval by your supervisor.
