ex, crime and rubble. Merely a few factors contributing to the frustrations of Penina Park residents who are rising in unison against a state of affairs that has seemingly been negatively impacting on their wellbeing the past few years. Having declared war against a prevailing scenario they have now joined forces to claim the delivery of services they reckon they deserve.

A meeting chaired by Penina Park Ward Sector Committee Member Magrita Makgoka last Thursday evening brought together community members who added their voices to a list of concerns mostly relating to safety and infrastructure maintenance. From conversations and attendance of the meeting it was established that crime-related issues, demarcation of municipal borders, the municipal billing system, the need for the construction of a security wall around the neighbourhood and recreational

facilities, lacking delivery of services like maintenance of roads, street lights, drainage systems as well as the removal of escalating heaps of rubble were the main culprits contributing to residents being aggravated by the current situation. Before the start of the meeting Makgoka highlighted worry over Penina Park resorting under Ga-Molepo within the municipal boundaries, which was regarded a rural environment with different infrastructural challenges. conomic Freedom Fighters (EFF) Legislature Member Jossey Buthane and his co-accused Lebogang Mohaneng appeared in the Mokerong Magistrate’s Court last week on charges of assault with intent to do grievous bodily harm. Provincial Police Spokesperson Ronel Otto said the case was postponed until 22 October and both accused were released on free bail. The matter stems from an alleged argument at an EFF sub-region gather-

ing held in Mahwelereng at Mokopane on Sunday, 28 September. Otto earlier told Polokwane Observer that the incident allegedly took place around 12:30 and was reported at the Mahwelereng Police Station at 18:00 the same day. According to Otto the complainant alleged that Buthane instructed him to leave the meeting as he was allegedly not a member of the Mogalakwena sub-region after which an argument ensued. The complainant was allegedly beaten, booted and hit over the head with an empty beer bottle.

that Penina Park has turned into a rubbish dump which negatively impacted on the value of properties in the suburb. She has given an undertaking to take up the matters with the local municipality on behalf of the residents of Penina Park whom she urged to join the battle. She can be reached on 083 798 2120. In providing general comment Polokwane Municipality Communications and Marketing Manager Tidimalo Chuene responded by saying as far as she was concerned the area was continuously being serviced. She called on residents to contact the municipal call centre or ward councillor in case of certain services requiring attention. The municipality was currently in a process of having evaluated submissions for proposals for public private partnerships for the delivery of services augmenting what the municipality was doing, she explained. Also a roads master plan has been adopted by the council during its last meeting which would hopefully make impact where necessary, she added. On the billing system she referred to repeated requests for ratepayers to create time to have their bills individually checked at the municipal rates hall. With regards to addressing crime in the area they were readily available to facilitate a meeting between the community and the Police to address the issues. She was not aware of Penina Park resorting under Ga-Molepo but undertook to follow it up.

He referred to the matter of no criminal record being placed on the guilty officer’s name yet. “I believe it is again the result of instruction from higher authority that the criminal record has not been updated yet,” the source claimed. He added that, in terms of the South African Police Service Act 68 of 1995, Section 40, which speaks of misconduct, the officer was supposed to have been suspended without salary in February after the cell phone was found in his possession. That however never happened and he continued in his high ranking position.” “It is not fair towards other Police officers and especially the community whom we are supposed to serve and protect when our own

members are let off the hook for committing more crime rather than fighting crime,” the source insisted. Provincial Police Spokesperson Hangwani Mulaudzi in his reponse said: “The matter is in the office of Provincial Commissioner Fannie Masemola and we cannot justify the allegations of nepotism involving senior managers with a response. The officer must go through due processes and these are internal matters which we cannot put in the public arena.” Mulaudzi however confirmed the finding of the court against the officer. Solly Bulala, Provincial Secretary of the South African Policing Union (Sapu) confirmed that the officer is a member of Sapu and that they are aware of the case. Bulala said although the union does not approve of its members being involved in crime it will only comment on the matter once it has received all documents pertaining to the court proceedings in the case. Despite the officer having appeared before court and being found guilty, Polokwane Observer decided to withhold his name due to the seriousness of the allegations and his position within the service.

lack of maintenance to tarred roads, culverts blocked by debris, street lights out of order and the need for speed humps on dangerous curves. On the issue of crime posing a major headache, one of the residents who provided photos of the decay said they have had 12 burglaries in the approximately 23 years that they have resided in their house. “There’s a serious problem we need to address.” One of their neighbours, she added, suffered a burglary two nights prior. The resident explained that holes in a perimeter fence and too many access points to Penina Park contributed to the problem. In addressing the points of discussion on the agenda of the meeting Makgoka said they lacked a sports field for recreational purposes in Penina Park and added that the only park had been turned into a car wash with drug dealers having made it their home. With regards to maintenance of street lights she reiterated that for the past four months it has been dark at night in the street where she resided due to lights being out of order and not repaired. To this residents provided information about similar situations in Chuene Avenue, Mutale Avenue, Limpopo Avenue, Letaba Avenue, Palala Avenue and Selati Avenue, where in some instances branches of encroaching trees also required urgent cutting. ossible criminal charges against the Department of Education could stem from efforts by Democratic Alliance (DA) leaders to expose an abandoned school project initially supposed to have benefitted deaf and blind learners apparently still occupying premises declared unfit a year back. DA Shadow Deputy Minister on Basic Education Desiree van der Walt instituted a charge against the Department of Education with the Public Protector on Tuesday. The action against the department relates to an abandoned school project at Mankweng destined for relocation by learners from Setotolwane Secondary School for the Deaf and Blind. Armed with some 50 images forming part of her case, she told Polokwane Observer she intended handing a collection of photos of the rundown facilities to Basic Education Minister Angie Motshekga when raising the matter with her at the reopening of Parliament next week. The case would further be taken up with the provincial department in the Legislature by DA Provincial Leader Jacques Smalle, she added. In a statement that followed the formalities at the Public Protector’s Office in Polokwane there is further reference to charges having been laid with Chapter 9 institutions, including the Human Rights Commission to probe alleged maladministration, corruption and viola-

tion of children’s rights. It was added that the DA would further be writing to Auditor-General Kimi Makwetu to investigate the cost of the abandoned school project in Mankweng and simultaneously seek an independent assessor to evaluate damages to the facilities to provide them with an estimated figure for repairing damages due to vandalism. In an interview Van der Walt referred to vacant but new facilities of an undisclosed amount located at Mankweng which were meant to temporarily accommodate learners of Setotolwane Secondary School for the Deaf and Blind after the premises they occupied along the road to Mashashane were declared unfit for occupation last year. Since then they have been waiting for the temporary arrangement to take effect but to no avail, she said. The old teachers training college they were occupying already seemed unfit for purposes of occupation at the time of her visit way back in 2011, Van der Walt reckoned. She explained that a contractor was appointed and the new facility constructed next to Hwiti High School at Mankweng , but in the meantime vandals have taken over. One of the issues prioritised was the relocation of the learners of Setotolwane Secondary School for the Deaf and Blind, he mentioned. During an inspection visit to the site at Mankweng last month the access point, and with that paving and railings, and the theft of copper cable were identified as factors requiring changes in order to meet specified needs before relocation could occur, he explained. He was unable to provide the costs of the project and the time frame set for completion, but undertook to supply the information.

The announcement by Polokwane Executive Mayor Thembi Nkadimeng that electrification of Thogoaneng village in the Ga-Chuene area is just a switch away was met with cheers from the community. Nkadimeng announced this during a recent meeting with the community to introduce them to the contractor appointed for the electrification of the village and also to formally hand over the site as an instruction to proceed with the process. A media release by Tidimalo Chuene, Manager Communications and Marketing of the municipality quoted an elderly resident from the village to have said he was grateful for the electricity because, apart from having electricity in their homes it meant problems with the machine that is supposed to pump water from the reservoir will also come to an end. The electrification project, to be implemented at a cost of approximately R4 million, will benefit 335 households and is expected to be completed within five months. The project is will create about 40 job opportunities. Handing over the project to the contractor, Nkadimeng urged the community to support the project and the contractor to ensure that there is no interference by community members that would interrupt the flow of the project implementation. “In fact we would appreciate that you support the contractor so that if possible the process could be speeded up so that by Christmas this community is lightened up,” Nkadimeng is reported to have said. She took the opportunity to emphasise that electrification in the municipality is done according to the electrification priority list. The municipality will also continue to engage with Eskom and other state agencies to solicit funding for electrification of areas that do not fall within its scope of electrification. Albert Chuene, representative of the Ditlou Machidi Tribal Authority reportedly echoed the call by Nkadimeng for the community to support the process and added that the tribal authority welcomed any development that is set to improve the lives of the communities in the area. The municipality has put aside R19 million for rural electrification during the 2014/15 financial year.

DA urges mayor to intervene in Molemole water crisis BARRY VILJOEN >>barryv.observer@gmail.com The Democratic Alliance (DA) has requested the Capricorn District Executive Mayor (CDM) Gilbert Kganyago to urgently intervene in the water crisis that has emerged in several parts of Molemole Municipality. A press statement by DA Councillor Calvin Matjee revealed that, among others, the villages of Sekakene , Fatima, Mogodi, New Stands and Ga Madikana have been without water for almost six months. This, despite CDM’s allocation of more than R11 million for 2013/2014 to supply these villages with water. “The residents are being propelled to use

their last money to buy water for survival. This is a burden to those poor families that have no source of income at all or are relying on social grants. The municipality further failed to repair the water pumps in these villages and that has led to the water crisis for the past six months,” Matjee says. “As it is the competency of CDM to provide water to the residents, the DA calls on Kganyago to dispatch municipal officials to fix the water pumps within 48 hours and to provide water tankers as an interim relief while fixing the water pumps to avert the crisis,” the statement read. Various attempts to source comment from Molemole Municipality had failed at the time of going to press.

This is because residents will no longer have to travel long distances into town for service delivery issues because services have been brought closer to them. Napenyane Maja, traditional leader of the community, reportedly said the municipality’s decision to bring services closer to the people was much appreciated. “This building was put up some years ago and we are grateful that the mayor has decided to make sure that it now serves the purpose that it was set up for so that our people can enjoy the benefit of no longer paying a lot to go into town to report issues,” Maja said. Polokwane Executive Mayor, Thembi Nkadimeng is reported to have said that the Molepo/Chuene/Maja/ office is the last of the municipality’s six to cluster offices to be opened. “The reason we are doing this is to decentralise functions of the municipality so that we alleviate the situation were communities were forced to travel to the centre of the city to seek for basic services,” she said. The service centre will also serve as a point of information dissemination for the community so that the communities can have the same amount of information as com-

pared to those in the city and urban areas. “The overall aim is to ensure that in the near future the municipality will be able to partner with other government services like Home Affairs, Sassa and others based on the survey that the municipality will conduct to determine this community’s needs,” Nkadimeng said. Tidimalo Chuene, Manager Communications and Marketing of the municipality, reported that the establishment of municipal cluster offices (formerly known as community service centres) started in 2007 to provide local communities with access to information and municipal services. This was an initiative to bring services closer to the people. The Molepo/Chuene/Maja cluster office was constructed at a total cost of R1 980 000 inclusive of professional fees and was identified as one of the centres wherein municipal departments are put under one roof to provide basic services to the people. Municipal service departments that are operating from the centre include Roads and Storm Water, Water and Sanitation, Traffic and Licensing Services, Public Participation and Cluster Services. A total of ten staff members have already been deployed to render services at the centre. The decentralisation of services to cluster offices is aimed at ensuring delivery of improved service and timeous response to queries and requests by the local community with regard to matters such as water supply, power failures, grading and re-gravelling of roads and graveyards.

oad projects being implemented by Polokwane Municipality continue to contribute towards job creation for its communities, said Executive Mayor Thembi Nkadimeng this week as she continued to visit Polokwane road projects that are being implemented. The purpose of the project visits is to check on progress being made and to ensure that the right quality is delivered. According to Tidimalo Chuene, Communications and Marketing Manager of the Municipality, the mayor said the challenges she came across while visiting communities in the municipality are basically around roads, water and sanitation with some areas still having challenges with electricity. “We understand these challenges from the basis that we are in a developmental state. We still have roads that have never been tarred and the municipality is working hard spending in the region of R50 million to make sure that our roads are usable either by re-gravelling or tarring them,” she said. Nkadimeng is quoted to have said that though the essence of job creation in the areas visited cannot be counted in hundreds, it has an effect of feeding more people. “As an African child I know that when you give a job to one person, you are feeding an extended family of more than ten people,” Nkadimeng said adding that “we make sure it is the locals who benefit from these projects”. The Mayor’s itinerary included the under construction Mamatsha (Makubung to Boshega) and Silicon to Matobole arterial roads in the Molepo/Chuene/Maja cluster. According to Chuene the Mamatsha (Makubung-Boshega) Phase 1 arterial road entails upgrading of 1,9 km road length from

The project is at 90% physical progress and has created 75 jobs for locals so far. Phase 2 of the same road entails upgrading of 1.9 km road length with storm water control at a budget of R10 million for the 2014/2015 financial year. The project is at 15% physical progress status. The upgrading of the 3 km arterial road from Silicon to Matobole Phase 1 from gravel to tar with storm water control is also underway. A budget of R10 million which was rolled over from the 2013/2014 financial year was set aside for the project which is at 92% physical progress, having created 71 jobs for locals so far. An amount of R10 million in the 2014/2015 financial year is set aside for upgrading of the arterial road from Silicon to Matobole-Phase2 which entails upgrading of 2 km road length from gravel to tar with storm water control. The project has created six jobs for locals thus far.

n the light of regular reports of criminal activity in Penina Park and a recent shooting incident at Waterland it came as no surprise when Bon Marque, a local indoor sports arena, fitness centre and venue for religious gatherings on Sunday was hit by thieves on Sunday evening resulting in a loss of just over R40 000. Owner Mervyn Osborne said the thieves gained access to the arena by breaking through one of the wooden back doors after cutting the fence next to the main entrance gate of the premises. “They mainly targeted the pool tables by breaking out the coin deposit boxes. They also opened the soccer table and took all the coins. The coins were not even worth R1 000,” he said and added that the thieves were particular about alcohol and taking only certain brands as well as flavoured milk. “The big-

gest loss is the sound system belonging to members of the church,” Osborne said. Although Osborne opened a case of housebreaking at the Polokwane Police Station, Spokesperson Lesiba Ramoshaba was not aware of the incident.

The Department of Transport, Safety and Liaison has, as part of the October Transport Month and in preparation for the Festive Season, made clear that it will show no mercy towards road users disobeying the rules of the road. From Friday until Sunday afternoon no less than 162 heavy motor vehicles were weighed and 22 drivers charged with overloading from a total of 229 vehicles stopped and checked. Hundred and fourteen summonses were issued while 98 were tested for roadworthiness. “We also discontinued 31 vehicles, including three heavy motor vehicles, 12 minibuses, nine bakkies and six sedans. Fourteen

minibuses were impounded for failing to present legal documentation while 43 warrants of arrests were executed,” Spokesperson on traffic Kagiso Mootane said. She further cited that six fatal accidents were reported across the province over the weekend in which 12 people were killed. “I can recall one accident on the R81 toward Giyani where a driver of a vehicle hit a pedestrian, lost control of his vehicle and collided with a tree. The pedestrian was instantly killed and the driver and four passengers seriously injured,” she said. She warned motorists to obey the rules of the law at all times. “We will take a zero tolerance attitude towards drivers causing a hazard for themselves and other motorists,” she said.

Three people were murdered in Seshego over the weekend, Police Spokesperson Mothemane Malefo said on Tuesday. In the first incident an unknown man was allegedly stabbed during an argument with another man in Extension 76 on Saturday morning. “A third man tried to intervene but was also stabbed in the process to separate to two fighting men. He was admitted at the Polokwane Provincial Hospital while the man initially involved in the fight died on the way to hospital,” Malefo said. One person has been arrested and was expected to appear in the Seshego Magistrate’s Court yesterday (Wednesday). On Saturday morning the body of Lesiba Ngoasheng (22) was found in the old Seshego cemetery. “Members of a family who supposedly went to unveil a tombstone made the discovery. Malefo said no arrest had been made in this regard. In the third incident on Sunday morning another stabbed victim, William Phooko died on his way to hospital after being stabbed twice in the chest and back. “A 19-year-old man was arrested and was expected to appear in the Seshego Magistrate’s Court yesterday (Wednesday),” Malefo said.

Mentally challenged minor raped

A 17-year-old mentally challenged girl was allegedly raped by three suspects after they reportedly abducted her on 26 September. “The three men have been arrested and will appear in the Seshego Magistrate’s Court soon. Thus far we have established that the three men are not living in the same house but in the same neighbourhood. The victim was allegedly abducted on 26 September and repeatedly raped by the three men and only released on 29 September. They are aged between 19 and 24,” Police Spokesperson Mothemane Malefo said. In another case of sexual abuse Frans Maonama (49) was denied bail by the Seshego Magistrate’s Court on Friday where he faces charges of allegedly raping his daughter, now 17 since the age of 10. “It is alleged that the victim reported the incident to her mother repeatedly but she was not taken seriously. She then reported the matter to one of her educators who informed the Police and which led to the arrest of Monana on 23 September,” Molefo said. His first court appearance was on 26 September, and he will again appear on 11 November to proceed with his bail application.

Ritual killing suspect in court again end of month

Ernest Malatji who stands accused of the alleged murderer of Kgomotso Ragolane at Rhelela Village just outside Tzaneen in January this year, will appear in the Ritavi Magistrate’s Court again on 30 October and remains in custody. Ragoloane ‘s mutilated body was reportedly found by a passer-by earlier this year. One of her arms was cut off and her abdomen cut open. Malatji was arrested in April and was allegedly linked to the murder via DNA tests. The ritual killing of Ragoloane resulted in violent protests by community members of Rhelela during which houses were set alight, a satellite Police station damaged and 15 Police officers injured at the time.

Of the six, he indicated, one was disqualified for not complying with the submission of documents.

In the meantime the SRC elections held at the University of Venda (Univen) on Friday went very well, Ramafalo indicated. There the South African Students Congress (Sasco) won with 1 830 votes, it was learnt. The other structures contesting were the Azanian Students Convention (Azasco) which took 671 votes, Economic Freedom Fighters Student Command (EFFSC) that received 655 votes, followed by the Students Christian Organisation (SCO) with 623 votes, the Pan Africanist Students Movement of Azania (Pasma) that took 347 votes, the Democratic Alliance Students Organisation (Daso) that secured 223 votes and lastly the Congress Student Movement (CSM) which ended with 82 votes, he said. Results from the election of eight faculty representatives on the SRC at Univen were finalised on Friday and overall results on Saturday, Ramafalo said.

The Provincial Office of the Congress of South African Trade Unions (Cosatu) intends marching to the Provincial Treasury on 30 October to demand an end to continued Section 100 (1) (a) intervention in the province. This is according to newly elected Cosatu Provincial Secretary, Mkhomazi Thwala who addressed a media briefing in Polokwane recently. On 5 December 2011, National Treasury took over the administration of the Departments of Health, Education, Roads and Transport, Public Works and the Provincial Treasury. Thwala said Cosatu from the onset supported the intervention given the rot and collapse of good governance practices in the provincial government.

“However, we have become very concerned about the continued presence of the intervention team in the province as we believe they have done their job and it is time for them to go,” Thwala told the media. He stated that the announcement by Finance Minister Nhlanhla Nene on 22 July 2014 that the intervention was to be terminated came as relief to the organisation. “However, two months down the line we are dismayed that there is no action that shows the pull out of Section 100 intervention in the province. Instead, national government is playing tricks on the matter. We believe the intervention team is no longer saving the interest of the people of this province. As Cosatu we reject this manipulation of genuine constitutional processes for narrow political interests,” Thwala said.

ore than 1 450 houses within the rural areas of the Mogalakwena Municipality will soon be provided with permanent and reliable access to electricity as part of the R20 million Mogalakwena Electrification Project currently underway. The municipality currently faces a backlog of electricity infrastructure to several of the villages within the municipal area and has appointed global engineering consultants SMEC

of the design, as well as the use of several innovative solutions. In implementing the design of the Mogalakwena Electrification Project, we have had to ensure that all work carried out fits within the overall project framework,” he said. According to Schroeder the project is approximately 50% done and due for full completion in March 2015. He also referred to several challenges facing this project, including historical problems with service delivery where it had slowed down or were perceived by the communities as insufficient to their needs. This was overcome by involving the necessary officials and representatives from the municipality to address and resolve the matter,”

The remote location of the villages has been another challenge. “The areas where the work is being carried out are difficult to get to as they are very remote and isolated in some cases. The Waterberg area is beautiful but getting to some villages was difficult. We have addressed this issue, and the project is running smoothly,” Schroeder added. Once the project has been completed, Eskom will be responsible for the operation and maintenance of the facilities. Schroeder concluded that although SMEC is in charge of the project, there is dependence on Eskom in provision of bulk capacity and approval for energising. Contractors have not yet been appointed, but they will form a vital part of the project team. “The Mogalakwena Electrification Project is on track to finish on time and within budget,” he pledged.

This is how Polokwane Police Spokesperson Lesiba Ramoshaba advised victims during the Polokwane Police Victim’s Rights celebrations at the Polokwane Police Station last Friday. “We always hear a lot about cases of domestic violence but the victims don’t want to come forward and seek for help and that on its own is suicidal. We have professional social workers at the station who are always ready to conduct

an immediate assessment of individual situations and offer counselling. So we are pleading with everyone, man and woman to come forward and report their cases and seek for professional help. It does not help to sit with the problem and assume that everything will be fine,” Ramoshaba urged. The event was attended by a handful of victims and staff members of the unit. Members of the unit also handed over toiletries, handbags and sanitary towels to the female victims. Ramoshaba said the gesture was aimed at restoring their dignity and their self belief and also to give them a sence of belonging. “Most of them are hopeless and as a result they can resort to anything with that move we wanted to show them that we care.”

he Economic Freedom Fighters (EFF) in Limpopo has an eye on the president’s position and claiming double the seats from last year’s four in the Student Representative Council (SRC) elections at the University of Limpopo (UL) when party supporters go to the polls today (Thursday). According to EFF Provincial Leader Michael Mathebe they were convinced the EFF Student Command (EFFSC) would take eight to nine of the 13 seats on the SRC this time round after having won four seats in last year’s elections. An announcement of the results is expected by tomorrow (Friday), he added. Mathebe referred to EFF Commanderin-Chief (EFF CIC) Julius Malema addressing approximately 10 000 supporters at UL on Sunday ahead of the elections. The Polokwane Municipality Choir, Khutso Helping Choral Society, Nkwe Choir and Limpopo Childline Choir also participated. Each participating choir member bought a Childline Limpopo sticker for R10 to contribute to this worthy initiative. The sticker displays a toll free number which can be called by anyone to report any form of abuse. “We invited choirs from different communities because we wanted the members to help us to fight child abuse and child trafficking in their communities. All the funds raised on the day will go to Childline Limpopo,” Allen Chapingidza, Logistics Manager of Childline Limpopo said. Polokwane Choral Society Manager, Matlakala Bopape said: “It was not about singing but making the choir members understand the issue at hand, which was to raise funds for the children. Crisis control required for Mookgophong muni

ssues around the reported escalating service delivery and financial crises within Mookgophong Local Municipality have manifested itself in a host of fresh and renewed demands from all corners for the removal of Mayor Sarah Monyamane, who is being held responsible for a town hovering on the brink of collapse. As early as March this year South African Municipal Workers Union (Samwu) Provincial Secretary Simon Mathe called for the municipality to be placed under administration. When approached for fresh comment on Tuesday, Mathe indicated that the union has never rescinded on its earlier resolution. He expressed the view that if the recent redeployment of mayors was in the interest of service delivery there was no justification to keep the current mayor in her position. He reiterated the earlier call for the mayor to go. ‘Mayor failed the people’ Mathe further stressed that the mayor had failed the people and that in all probability Mookgophong Local Municipality could be led by a coalition council come the next local government elections. Faced by evidently devastating water, electricity, infrastructure, sewage and financial crises the small tourist and retirement town of Mookgophong is seemingly falling apart at the seams. The ever deteriorating situation has now prompted Democratic Alliance (DA) member on the National Council of Provinces (NCOP) and DA political head for Mookgophong, Beyers Smit to demand urgent

intervention from the highest level, including placing the municipality under administration. Following a visit to the town last week, a written request for action to be taken to intervene in the list of challenges that remains problematic has been sent to the Minister and Department Head of Water Affairs and Sanitation while feedback was being awaited on a request for an urgent meeting with the Minister of Cooperative Governance and Traditional Affairs, Pravin Gordhan, he said. That, Smit indicated, followed a question to the Cooperative Governance and Traditional Affairs Minister whether Mookgophong Local Municipality was financially stable enough to manage its own affairs, to which he still awaited a response. He further demanded that the municipality be placed under administration. Pollution of Ramsar Site Smit told Polokwane Observer he was also in contact with Friends of Nylsvley with interaction in mind to address alleged pollution of the internationally acclaimed Ramsar Site through sewerage apparently being relayed via ditches from adjacent Phomolong informal settlement and beyond the N1 highway to alleviate another problem that arose when the sewage system had seized last week. According to Smit they had just learnt that additional boreholes had been drilled within the boundaries of the same site, which exacerbated the crisis as drinking water to the town’s people would

become polluted. He further explained that the water capacity was supposed to have been addressed by two boreholes drilled by the Department of Water Affairs and Sanitation, but that the local municipality could not pay for the pump equipment while four existing boreholes were not operational or maintained due to financial constraints. The electricity crisis arose from a problem following an earth leakage at a burnt out substation in town, Smit explained. He said the DA had pursued all avenues to address the situation with the local municipality, but to no avail. It seemed as if they were engrossed in a financial crisis that monthly grew in deficit by R2 million, he said. Contaminated water In a later media release by the DA addressing the dangers of Mookgophong residents at risk of drinking contaminated water, it was stressed that the matter would also be raised with the MECs for Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta), Makoma Makurupetje and Economic Development, Environment and Tourism, Seaparo Sekoati to secure immediate intervention following the decision by the municipality to direct the sewerage overflow towards Nylsvley. Reference was made to the municipality evidently recklessly polluting its own water supply. “We will be taking water samples to be tested at a laboratory to determine if it is suitable for human consumption.”

National intervention The DA further undertook to ask their colleagues in the National Assembly to use the parliamentary processes to pressurise the municipality to urgently solve the matter. A resident of Mookgophong related an unbearable scenario of townsfolk being fed up with prolonged periods without water and electricity while the prevailing sewerage problem most recently added to a reeking smell hanging in the air. No attempts were made to attract visitors or investors and an overall dilapidated appearance characterised the town, the source stressed. “Never in the past has the mayor entered into correspondence with the populace within the municipal borders to appeal to them to be patient as the challenges were being addressed.” No official comment could be obtained from Mookgophong Local Municipality where the phone system diverts callers to an operator that results in calls being terminated. Four attempts at noon on Tuesday all proved unsuccessful. Phoned for comment Coghsta spokesperson Motupa Selomo indicated that the taking over of the administration of Mookgophong Local Municipality was not on the departmental agenda and that they were currently not considering intervention either. He continued saying they were focussing on all municipalities in the province in terms of daily assisting them with support to build capacity to deliver services to the people.

The latest report by the Polokwane Municipality stated that on Tuesday the 50 mega litre reservoir stood at a mere 32% while the new 30 mega litre reservoir held only 30% of its capacity. The reservoir in Potgieter Avenue contained 90% of its capacity while the main reservoir in Seshego measured at 74%. The reservoir in Extension 34 stands at 95%.

Johannes Selepe, acting Senior Publications Practitioner informed Polokwane Observer yesterday (Wednesday) that the lecture will be open to members of the public as well. “This is an opportunity for people of Limpopo to engage with the Public Protector and know more about her role of office. She will be our main guest on the day and we hope that with the lecture she will also inspire students who are pursuing a career in Law,” Selepe said. Madonsela, a human rights and constitutional lawyer as well as an equality and policy specialist, has over two decades of post legal qualification experience. She holds a BA in Law from the University of Swaziland and an LLB from the University of the Witwatersrand in 1990. She was appointed as Public Protector by President Jacob Zuma for a nonrenewable seven-year term which commenced on 19 October 2009.

yno Jardim van die Toyotaspan is vir die tweede agtereenvolgende jaar Hulp in Elke Behoefte (Hieb) se braaikampioen. Spar Florapark was die hoofborg van die kompetisie waaraan vyf spanne verlede Donderdag by die Polokwane Gholfklub om ‘n kontantprys van R10 000 meegeding het. Die beoordelaars was Dirk Liebenberg, Henry Bojé en Martin Kobald. Liebenberg en Bojé is bekendes in die gasvryheidsbedryf in die stad en Kobald is lewenslange ere-president van die Suid-Afrikaanse Sjefsvereniging wat ook by die gewilde TV-produksie, Bring en Braai betrokke was. Die deelnemers moes ‘n voorgereg, hoofgereg en nagereg voorsit en gaste kon ook hand bysit met die proewerk. Benewens die vindingryke wyse waarop die geregte voorgesit is, was stalletjies verbeeldingryk versier. Die wenspan se sappige beeshaas wat op ‘n klip gebraai is, het beslis ook die prys vir oorspronklikheid verdien. Die dag is met ‘n prysuitdeling afgesluit waartydens die wenners van die gholfdag, wat met die braaikompetisie saamgeval het, ook

aangekondig is. Helois Fourie, voorsitter van Hieb se direksie, het aan Polokwane Observer gesê hulle is baie dankbaar vir die bystand wat Hieb van sakelui en die gemeenskap van Polokwane

D

ie versiendheid van die stadsvaders van die eertydse Pietersburg, wat reeds in September 1902 aan landmeter C A Rühs opdrag gegee het om 377 erwe aan die noordweste van die dorp op ‘n gedeelte van die plaas Doornkraal uit te meet, was die begin van ‘n dorp op sy eie wat eers as Annadale bekendgestaan het en mettertyd tot Ladanna (Annadale van agter gespel) vernoem is. Ladanna en later die kommersiële en ligte nywerheidsgebied, Ladine het met verloop van tyd gegroei van ‘n woongebied met ‘n paar besighede wat in ‘n lintontwikkeling langs die besiger strate ontwikkel het, tot ‘n dorp wat oor al die basiese geriewe en dienste beskik om in inwoners se dag-tot-dag behoeftes te voorsien en werkgeleenthede vir sy inwoners en die groter Polokwane te bied. Nadat Pietersburgstraat in 1953 geteer is, het dié uitbreiding nuwe aansien verkry en het nuwe besighede langs dié straat ontwikkel. Uitbreiding en verbetering van die stedelike infrastruktuur het gevolg en Ladanna hoef tans nie vir enigeen van die stad se nuwer woongebiede terug te staan nie. Ladanna huisves die stad se hoof brandweerstasie, die kantore van die munisipale beskermingsdienste en die verkeersdepartement en grens aan die Polokwane Internasionale Lughawe. Die munisipale toetssentrum vir voertuie en bestuurderslisensies is ook in Ladanna gevestig en ‘n tuinvullis oorlaaistasie word binne die woongebied voorsien. Die residensiële komponent van Ladanna word deur groot erwe gekenmerk met welige en boomryke tuine. Ouer huise maak oral plek vir woonstelle en meenthuise om in die aan-

vraag vir bekostigbare behuising te voorsien. Heelwat van die groter erwe is ook onderverdeel om voorsiening te maak vir meerdere wooneenhede, terwyl kleiner erwe gekonsolideer is om aktiwiteite wat ruimte vereis, te akkommodeer. Inwoners van Ladanna koester ‘n gevoel van veiligheid wat te danke is aan die nabyheid van die stad se nooddienste waarvan die voertuie gereeld deur die strate beweeg. Ladanna is ook Laerskool Piet Hugo se voedingsgebied en die stad se talle hoërskole en ander laerskole is enkele kilometer daarvandaan. Vulstasies, motorhandelaars, slaghuise, drankwinkels, kafees en supermarkte en ‘n poskantoor voorsien in die daaglikse behoeftes van inwoners en word ook sterk ondersteun deur verbygaande verkeer vanuit Seshego en die informele woongebiede soos Disteneng en Polokwane Uitbreiding 44. Die stad se nuwer inkopiesentrums en hospitale is binne bereik vir inwoners. Witklipstraat is die hoofstraat van Ladanna se eie sentrale sakegebied en die ruim voorsiening vir parkering voor besighede verseker gladde verkeersvloei. Sakelui verkies om hul besighede in Ladanna te vestig omdat huurgeld en bedryfskoste heelwat laer is as in die sentrale sakegebied. Besighede in Ladanna kompeteer met besighede in die groter sakesentrums in die stad en moet hulle derhalwe op diens en kwaliteit instel om volhoudbaar te wees. Baie van die besighede behoort aan groot korporatiewe sakelui, terwyl daar ook ‘n groot groep besighede is wat al jare aan dieselfde eienaars behoort en ‘n huishoudelike naam onder verbruikers geword het. Lojaliteit en persoonlike diens speel hier ‘n groot rol en kliënte word as familie beskou. Die gedeelte van Ladanna wat kommersiële en ligte nywerheidsaktiwiteite huisves, is binne stapafstand van die woonkomponent en kleiner besighede geleë en maak nie voorsiening vir hinderlike bedrywe nie, terwyl dit gerieflik geplaas is om van die versamelroetes soos Nelson

Mandelarylaan en Vermikulietstraat gebruik te maak. Hierdie deel van Ladanna is die tuiste van groothandelaars en verspreiders, skrootwerwe, duikkloppers, ingenieursdienste en brandstofverspreiders en maak ook voorsiening vir handelaars in bande, die store van die balju en staalwerke. Weens die nabyheid van Seshego en die informele vestigings op sy drumpel, is daar geen tekort aan informele en semigeskoolde arbeid nie omdat Ladanna op die deurgangsroete van al die openbare vervoer wat die stad vanuit die noorde binnekom geleë is. Die gebied beskik oor ‘n gemeenskapspolisiëringsforum wat aktief by die beveiliging van die gebied betrokke is en misdadigers kry die boodskap dat hulle nie in Ladanna geduld sal word nie.

Nissan introduces third generation X-Trail

RC Myburgh >>rc.observer@gmail.com The first Nissan X-Trail was introduced in 2001 and it has set the bar high for generations that followed, but now with the launch of the latest model, X-Trail takes a big leap forward with its smoother design, a raft of new technologies and an optional seven seater. As with previous models, known for their functionality and versatility, the new X-Trail has carried through its practicality but has also gained a strong sense of style with a cool and

sophisticated appearance. The front is elegant with smooth flowing lines while from the side the X-Trail’s profile depicts a sense of space. Reducing the drag and increasing the aerodynamic performance of the vehicle, designers optimised the A-pillar and door mirror shape. A roof spoiler, rear side spoiler and rear combination lamps reduce air turbulence. The smooth flowing lines are not just limited to the exterior, with an instrument panel that creates effortless flows from either side of the vehicle. The interior is filled with innovative features. The multi-function steering wheel controls are an important safety feature to help improve driving safety by putting the most commonly used controls on the most convenient places. The X-Trail features Zero-Gravity inspired seats that promote spinal support and help reduce fatigue over long distances. The new articulated seat shape also supports the pelvis to the chest and across the shoulder blades to help reduce muscular and spinal loads. In the LE model the driver seat features a six-way power adjustment. The X-Trail features a power tilt and slide sunroof which allows occupants to open sunshade for more light into the cabin and to tilt or full open the sunroof to allow more air into the cabin. Three engine variants are available in the X-Trail, a 2,0 and 2,5 litre petrol and a 1,6

diesel and with the option of all wheel drive (AWD). The diesel engine develops 320 Nm of torque, exactly the same as the outgoing 2.0 litre diesel model. As a result it is just as punchy but thanks to a smaller capacity, stop/ start function and a 90 kg weight reduction, the new diesel model is 20% more efficient. It also pays dividends at the fuel pumps with claimed fuel consumption of 4,9 litre per 100 km on the CVT derivative and 5,3 litre per 100 km on the AWD derivatives. Despite various other safety features such as a rear view camera, Around View Monitor (AVM), Lane Departure Warning (LDW), Blind Spot Warning (BSW), Moving Object Detection (MOD) the X-Trail also offers Nissan Safety Shield. The Safety Shield concept is based on a bubble protection around the vehicle. This bubble consists of a number of layers which help protect the vehicle from potentially dangerous situations. When there is a high risk of an incident occurring, the vehicle’s safety systems are able to assist the driver to maintain control and in extreme circumstances where an accident is unavoidable the car’s safety systems help minimise any damage. Since Danie Jansen van Rensburg took over the business four years ago it has gone from strength to strength and vastly expanded its client base and products. Kalahari Slaghuis now boasts nine full-time staff members and enough vehicles to do deliveries to businesses all over the city. The sales area was revamped recently and clients can now select their own meat cuts and supervise the cutting to the sizes they desire. Kalahari Slaghuis is also available to process clients’ venison by appointment and provides for ac-

count facilities to approved clients. Fresh milk from the farm as well as fruit and vegetables ensure that this butchery provides a one stop facility to the community. Freshly baked bread and a selection of groceries are also available. Kalahari Slaghuis offers a number of different unique braai items that includes their famous smoked cheese wors, skilpadjies, pork pin wheels, pork sisters, deboned chicken thighs, Kalahari drummies and much much more. Langeveld attributed the success of Kalahari Slaghuis to the quality of their meat products and their excellent client service. Polokwane wors connoisseur wins Shoprite Checkers Boerewors Competition Koos van Dyk, a wors connoisseur from Polokwane, won the sought after 2014 Shoprite Checkers Boerewors Competition and drove away with a brand new Toyota Hilux 2.7 Double Cab Raised Body Raider. He also received a R2 500 holiday voucher from All Gold, a R2 000 Coca-Cola cash prize and R750 worth of Simba vouchers. Shoprite Checkers’ Communication Department reported that ten of the best South African boerewors-makers faced each other whilst aiming to impress a judging panel of food experts in the 2014 Shoprite Checkers Championship Boerewors grand finale, held at Sun City’s Valley of Waves on 4 October. The competition has proven to be as popular as ever, with more than a thousand of the country’s best boerewors-makers battling it out for the

ten best recipes to be selected to compete in Sun City. It was a gruelling five months with three elimination rounds and some 55 000 pieces of boerewors being tasted by 400 judges. Van Dyk is a regional meat market manager and said that he has tweaked his recipe over the years and finally got it perfectly balanced. He was also a finalist in 2012 and was confident that this year was his lucky year and is ecstatic to be the owner of the new Toyota Hilux. To add to this year’s excitement, the finalists will be donating a year’s supply (over 2 850 kg) of Championship Boerewors to a school of their choice. Van Dyk chose Hoërskool Pietersburg to receive the his 1 000 kg Championship Boerewors donation.

Samco Foods built its own factory, located at 35 Corporate Park 1 Magna Via, Polokwane, in 2008. The factory boasts two walk-in fridges and two blast freezers. The production line is able to process 5 tons of meat per day in a single shift. Samco Foods has a fleet of refrigerated vehicles that delivers product to our clients on a scheduled basis in the Limpopo, Gauteng and Mpumalanga regions. For quality assurance purposes, each vehicle is equipped with a tracking device which is remotely monitored by satellite surveillance. In order to maintain insurable standards while the meat products are in transit each delivery truck is equipped with temperature control. In addition all Samco’s drivers undergo additional defensive driving courses for accident prevention.

He added that generally if the item is bolted down, cemented, sown or planted and has taken root, it can be considered permanent. Items which generally fall into this bracket include, among others doors and their keys, windows, built-in cupboards and bookshelves, wall-to-wall carpets, bar/kitchen counters, shrubs and plants, built-in stoves and fixed light fittings. Items which could be misconstrued as permanent include, among others freestanding wardrobes, moveable kitchen preparation islands or blocks, stoves that are plugged in and not built in, fireplace screens, curtain rails, swimming pool cleaning equipment, burglar alarms, satellite dishes, Wendy houses and pergolas. List it in the agreement Where it is not entirely clear whether a particular item is a permanent fixture or not, it is important to state clearly in the sale agreement whether or not it is included in the sale. “The majority of sellers will automatically include satellite dishes as a fixture because the cost of moving it is the about the same as putting up a new dish if there is not one. However, unless specified on the listing sheet or agreement of sale as a fixture this could cause a problem should the owner decide to remove it.” Ultimately the sale agreement should cover all aspects of the transaction to ensure nothing is left to interpretation by either party. Moloto was named the top male performer in the category for government schools in the competition that aims to raise greater awareness of becoming a professional Accountant as a career choice. Moloto achieved a score of 92,88%, putting him slightly ahead of fellow government school top female performer, Sumaiya Moses from Uitenhage High School in the Eastern Cape who achieved 92,44%. The top private school performers were Ishmael Kaka from Pretoria’s Azaadville Muslim School and Dineo Mojapelo from Liberty Community College in Bramley, who scored 88% and 88,88% respectively. Phuti thanked his Accounting educator, Lesiba Ledwaba for having faith in him and guiding him throughout the year. “I never thought I could be amongst the best. It is because of his guidance and my efforts that I am able to produce good results. I always aimed at 70% in my subjects, but since he came along I no longer limit myself. It is without doubt that Mr Ledwaba is the best and most inspiring teacher I could ever have wished for,” Phuti said. Accreditation, Compliance and Development Executive for Saipa, Navin Lalsab reportedly said they are delighted with the overall performance of the many thousands of learners who took part in the competition. “As part of the Olympiad, all entrants are given study guides that help the learners in their schoolwork and preparation for final examinations. Learners who perform well in Accounting are more likely to pursue it as a career option, so part of our aim is to ensure that they are as well prepared as they can possibly be for their exams,” Lalsab said. He further pointed out that given the scarcity of those who are qualified as professional Accountants and the importance of mathematics and accounting, Saipa and Abasa commit to continuing, through the Olympiad, to promote professional accountancy as an attractive option for school leavers.

Prom fever is reaching fever pitch with Prom Night just around the corner on 18 October at Bolivia Lodge. On the night awards will be given to the best designer, make-up artist, hairstylist and photographer of the year. Prom Night will also serve as the launch of the 2015 competition and according to Sharon Stander, Community Mobiliser of Cansa, the competition will focus on Grade 11 female learners. Matriculants can nominate their designer, make-up artist, hairstylist and photographer by contacting Stander via SMS or email with the full name of the person, the business name, cell phone number and email address. Several categories will be contested namely style (couple and individuals), originality (couple and individuals), dance (couple and individuals) and Prom King and Queen. Couples and individuals are nominated by Stander, but in the event of a matriculant not being nominated or a matric farewell not being attended by Stander, matriculants can still enter by submitting two clear, full length colour photos (front and back) of themselves in their outfits. For hair and make-up entries two clear, colour, head and shoulder pictures (front and back) must be submitted. The entry fee is R100 per couple or individual and the closing date of the competition is still to be announced. Tickets to attend the event cost R100 per person. A cash bar and light meals will be available. Bolivia Lodge has a special offer on accommodation of R350 per room (single) and R450 per room (double) for out of town entrants and their families or friends. Six scouts from the 1st Polokwane Scout Group and six scouts from the 1st Kempton Park Scout Group successfully completed their Backwoodsman badge camp at a game farm near Modimolle over the weekend. The backwoodsman is a three-day adventure during which the scouts had to build a shelter in the bush, sleep in it alone, forage for food in the veld, slaughter a live chicken and cook it over a fire made by friction. The scouts also had to navigate by night using the stars without the use of a compass or modern global positioning satellite devices. Afterwards, all the scouts had to ensure that no trace of their campsite could be found after they left the area. Group scout leader for 1st Polokwane Scout Group, Brian Jones said all of the scouts performed above expectations, especially during the night navigation exercise and all of them were deserved recipients of the badge. The next outing for the local scout group is a global communications exercise with fellow scouts next weekend.

CDM motivates road safety learners BARRY VILJOEN >>barryv.observer@gmail.com Learners of Mountain View Secondary School were motivated by Capricorn District Municipality (CDM) ahead of their participation in the national road safety awareness competition. Moffat Senyatsi, Media Liaison Officer of CDM, said in a media release that this school in the Mankweng circuit will represent the district and the province at the national

competition that will be held in Mpumalanga this week. They Mountain View team recently attended a farewell ceremony in preparation for the competition. During the ceremony, the team made a presentation about road safety issues that will be presented at the competition. The road safety programme, rolled out by the Department of Transport, promotes increased knowledge and awareness of road safety among schools.

According to the statement Chief Whip Calvin Masoga, on behalf of Executive Mayor Gilbert Kganyago, congratulated the learners and wished them well. Masoga reportedly also gave them tips on presentation skills and how best they can impress the judges at the competition. The team, made up of Sharon Bokaba, Precious Mashapa, Khutjo Nkanyane and David Letsoalo, made it through to the national competition after winning all their local and district competitions.

ifty-three Grade 12 learners from schools in the rural areas of Limpopo will be staying in the newly built boarding house at Mitchell House during the school holidays until tomorrow (Friday) as part of the Anglo American funded Science and Maths holiday orientation classes that will be presented by two educators from the school. Upon arrival on Monday, the excited learners were taken on a tour of the school by Maths educator, Tiri Tekawira and Science educator, Oscar Chopamba. Herman Sekgobela from Selatole High School near Burgersfort said he is looking forward to his five-day visit to Mitchell House to learn more about Science and Maths in preparation for his final matric exams in a month’s time. The bursar at Mitchell House, MV Zeelie together with Anglo American made the learners feel more at home by supplying them with jeans, bedding and other items of clothing for the duration of their stay in Polokwane. The learners will be able to take the clothing home with them afterwards, receive three meals a day at

After ten years of practising the disciplined style of Japanese Karate Association (JKA) martial arts local karateka, Jaco Conradie was awarded his 3rd Dan black belt in Gauteng recently. The grading process was overseen by six senior JKA senseis, all with at least a six or seven Dan qualification and Conradie’s 3rd Dan is internationally recognised by the JKA headquarters in Japan. He is a member of Pietersburg JKA Karate Club where he started practising karate in 2005 under Piet van Rensburg. Conradie said achieving his 3rd Dan was the culmination of lots of dedicated practise at least three times a week, both at the karate club and at home over the past year. During the grading adjudication Conradie explained that he had to undergo three to four hours of pre-grading routines

consisting of basic JKA movements, freestyle and kata. Peak physical fitness was another key aspect of the grading process. “I had to participate in six freestyle contests, complete 15 different katas consisting of over 504 movements which made peak fitness an important requirement,” Conradie said. He was awarded his first black belt in 2007, achieved his 2nd Dan in 2009 and now five years later is the proud recipient of his 3rd Dan. The dedicated martial artist said karate teaches people self-discipline, perseverance, good coordination and self-control and has now become a way of life. Other than practising karate, Conradie is also busy with his final year towards a BSc Honours in Information Systems at the University of South Africa. He is married to Pietersburg English Medium Primary School Principal, Desiree Conradie and the couple has two sons.

ome people regard their work as a tedious process and go about their jobs in a lackadaisical manner, while others go that extra mile and put in that extra effort to do their work properly to better the lives of those less fortunate. Limpopo Academy of Sport Manager, Slate Shiluvane is one such individual and won the award for the best overall National Lottery project in South Africa. He was nominated for the award by Lizzy Vogel, the President of South African Sports Association for the Intellectually Impaired (SASA-II) who was involved with a number of sport projects initiated and managed by Shiluvane. Vogel said the passionate sport administrator was a deserved recipient of the award as he is always willing to walk that extra mile in order to make a success of his various projects. She added that his administrative skills are exemplary and another reason why he received the award. One of the projects funded by the Limpopo Academy of Sport involves intellectually impaired athletes and Vogel said she has always enjoyed a good working relationship with Shiluvane regarding her athletes in Limpopo. Shiluvane explained that he was unaware of the annual award involving successful Lotto projects and only entered for the competition after being encouraged by Vogel and other sport administrators in the province. from the National Lottery. After being shortlisted for the award, National Lottery officials visited the Limpopo Academy of Sport to conduct a site visit and check if the various sport projects that received funding complied with the administrative requirements and necessary reports that had to be submitted to the Lottery Board. Shiluvane was very excited when his projects were nominated among the finalists and he was invited to the National Lottery Indaba at Birchwood near Benoni. At the indaba most of the other finalists were eliminated and the Limpopo Academy of Sport had to fight it out with one of the Lotto projects run by the Steve Tshwete Municipality in Mpumalanga. Thereafter, the Limpopo Academy of Sport was declared the overall winner in 2014, but Shiluvane refuses to accept all the credit after winning the award. He has been with the provincial sports academy since 2004 and said the Limpopo Academy of Sport executive board members the late Phil Matlala, Khorommbi Nemhavhola, James Mathonsi and Malubete Ralethe must also take some of the credit. Shiluvane dedicated the award to Jeanette Ramodike, a former manager at Limpopo Academy of Sport under

whom he worked as an administrator who assisted the academy to follow all the criteria and requirements in order to win the prestigious award. He also thanked the Chairperson of the Finance Committee for the Limpopo Academy of Sport, Khomotso Maila for guidance and applauded the satellite academies for complying; hence they also won the compliance and governance category. When he gets the space in between his busy programme, Shiluvane likes to spend quality time with his wife, Cynthia and three children at his home in Seshego. His favourite sporting codes are football, athletics and basketball.
