Unsettled intervention scores >> Tom failed to show up but sent a message while the Premier, MECs and HODs waited in vain >> ‘National administrators have reached their sell-by date’

YOLANDE NEL >>observer.yolande@gmail.com Amid mounting discontent over the drawn out presence of the national intervention team a year after Premier Stan Mathabatha’s arrival in Limpopo, the Premier’s perceived attempted acceleration of the exit of the administrators was dealt a blow this week. Chief Administrator Monde Tom apparently kept Mathabatha and

Members of his Executive Council (MECs) representing the five affected departments as well as their department heads (HODs) waiting in vain for a meeting supposed to have served as precursor to one requested with an inter-ministerial team. From Premier’s spokesperson Kenny Mathivha it was learnt that Tom did not show up for the Tuesday morning meeting, but sent a message while the Premier,

his MECs and top administrators were waiting on him. Mathivha did not want to divulge information on the message that was received and instead referred Polokwane Observer to Tom. The meeting, Mathivha said, would have served as briefing before an appointment sought with the inter-ministerial team representing the relevant national departments as soon as possible. To page 2

by ANC Provincial Secretary Nocks Seabi it was stated that the earlier restructuring of Political Management Teams (PMTs) at certain municipalities also resulted in the appointment of Lucas Nhlapho as Bela-Bela mayor designate, Sarah Rammbuda as Mutale mayor designate and Mihloti Ramoyada as Musina mayor designate. In an interview conducted around the time when Polokwane Executive Mayor Freddy Greaver formally announced his resignation in a council meeting on Tuesday afternoon, Nkadimeng told Polokwane Observer reality was still setting in after the official announcement early that morning. Now the processes and paperwork had to be finalised before she could step into the position, probably within a week or so. In her evidently humble nature Nkadimeng mentioned the ANC was looking into a number of possible replacements for the outgoing Executive Mayor of Polokwane and her name was among them, but she still went through vigorous processes before being selected as suitable candidate. Discussing major challenges ahead, Nkadimeng referred to the mandate the ANC was generally prepared for and mentioned the mandate from the people regarding service delivery was very clear. They had to make sure delivery of services was the order of the day, she indicated. The first entry point would be interaction with the management team which would be putting her into balance with regard to what plans they were having, what they were working on and what the challenges were so they were able to look closely into challenges and try to come up with amicable solutions and ensure they delivered to the people of the city. That was what local government was about, bringing key and basic services to their people, she stressed.

They would have to look into what the people of the city mainly complain about. From her understanding it included issues of electricity, the billing system, potholes and cleanliness, she indicated. They would also look into what ideally constituted a city and what made life in a city bearable to ensure residents and businesses were able to thrive, she said. She would use her new position as an opportunity to step up to represent the women of Polokwane, Limpopo and South Africa and probably to honour the women of yesteryear who have taken it upon themselves to ensure such platforms were available to women because they believed in the power and strength a women could have. It was important to her to take the responsibility with the honour, respect and pride it deserved on behalf of women who have walked the road in the past. When at home she is an easy-going mom of four with five kids in her care and has an interest in community development through social responsibility projects. In that regard she took after her mom, she reckoned. Currently the Regional Deputy Coordinator in the Peter Mokaba Region of the ANC Nkadimeng referred to being born into a family of politicians and growing up in the structures of the ruling party. Kganyago is not new to a leadership environment. In an interview on Tuesday evening he indicated he would stay on as Provincial Secretary of the South African Communist Party (SACP), a position he has held for the past few years. Dealing with service delivery backlogs as well as understanding where the blockages were and taking swift action would be top priority, Kganyago explained. He said the new task ahead entailed taking charge of a vast municipality stretching from Blouberg to Lepelle Nkumpi, a district characterised by

Unsettled intervention scores

From page 1 Mathivha expressed the opinion that the administrators have reached their sell-by date and added that they have not proved beyond reasonable doubt why they had to stay on in Limpopo. Whereas an otherwise mum administrative team came out in response of heightened interest in their intervention in provincial finances about two weeks back, the National Education, Health and Allied Workers’ Union (Nehawu) in Limpopo was vocal in calling for their departure last week. Nehawu Provincial Secretary Jacob Adams alluded to the intention to have lunchtime pickets to further the demands for an exit by the administrators whom they regarded as having overstayed their welcome. In the midst of many expressing the desire to see the exit strategy of the national intervention team kick in, there are unsettled matters raised by the odd individual still requiring

predominance of a rural set-up and a semi-dry region that spoke to the point of the challenge of water. Also it was characterised by a low level of industrialisation and therefore exploration of industrial development for economic growth should be one of the important issues he would have to deal with, he added. They would have to come up with a longterm strategic vision on how to reverse the pattern of the district being the labour reserve for other places, especially Johannesburg, and to intensify stronger coordination between the spheres of government. He would need to make sure the state organisation was strong for effective coordination and institutional efficiencies. He would have to tackle deficiencies in the system, ensure clean governance and administration, it was accountable and transparent as well as people-centred and development-oriented. They would be building on the manifesto of the ANC with the main focus being on rural development, Kganyago said. The issue of dealing with basic services, such as supplying clean water and fighting all forms of social ills in society, such as drug abuse, would be important, he pointed out. Above all they had to make sure they brought stability in communities where there were challenges, he pointed out. Kganyago, who is looking forward to settling into the new position within the next week, said he still had to study the situation and understand the environment institutionally. He remarked he felt like an athlete on his marks, ready to run and champion the interests of, among others, the working class, the poor and people in the rural areas. Indicating he was highly spirited about the responsibility, he said he would be working within a collective, but within a collective one would still need distinction. Leadership terrain was familiar ground to him, he conceded in conclusion.

attention before Tom and his team can leave the province, Polokwane Observer learnt. Local property developer Glen Matsaung brought to the attention of the Tom team the issue of the acquisition of allegedly questionable land deals. Alleged controversial transactions, he indicated, were the subject matter that formed the basis of a report handed to Tom in mid-May this year and signed off by a deputy administrator. A Limpopo businessman who wanted to remain anonymous confidentially told Polokwane Observer this week that the situation with the administrative team has forced many to their knees as local people were not given contracts with the affected government departments anymore. “We’ve moved from worse to worst,” he claimed. It was learnt from a source that Tom would have sent a message to the Premier through his office on

Tuesday to the effect that he wanted to meet with Mathabatha alone and not with the other officials present. Tom’s comment was requested on both issues. To the question about him missing the meeting, he responded by saying “The administrators and Premier hold regular meetings on various issues from time to time. I do not think it is appropriate to discuss such meetings in and through the media.” Following up on the matter of the report, the comment received is as follows: “The intervention is still looking at the extent of the problem. No formal forensic process has been launched yet.” The administrators were deployed to Limpopo by Cabinet decision imposing a section 100(b) Constitutional rule on half the government departments about two and a half years ago. Since, it has lifted an ailing Limpopo from a balance in the red to one in the black.

Reynolds further slammed the municipality for not giving the applicant (Fast Tools) notice of arrears but terminated their electricity without giving the matter further consideration. In their latest application at the Polokwane Regional Court before the same Magistrate on 27 June, Fast Tools stated that their business operations are entirely dependent upon the use of water and electricity to power the equipment and machinery at their premises. On Friday Reynolds ruled that the Polokwane Municipality and its employees or authorised representatives be interdicted and restrained from visiting Fast Tools pending the finalisation and outcome of legal action relating to the charges for electricity and water consumption which is in dispute. The municipality may only visit the premises in the presence of a representative of Fast Tools. The court also ordered Respondents 1 and 2 to pay for the cost of the application on a scale as between attorney and client. Polokwane Municipality could not comment on the matter as the court file is still in possession of their legal department.

Court restrains municipality from disconnecting electricity After going to court in February to stop Polokwane Municipality from cutting off their electricity supply and to refrain from estimating their monthly electricity bill, Fast Tools were back to obtain a interdict on Friday for a similar matter against Polokwane Municipality. The court ruling earlier this year set a precedent for further legal action being taken against the municipality regarding excessive electricity billing, failure to take correct meter readings and illegal electricity disconnections by the municipality. Now after various letters of correspondence and meetings between Fast Tools (Applicant) and Polokwane Municipality (Respondent 1) and the Municipal Manager (Respondent 2) to resolve the disputed electricity account that dates back to November 2013, Polokwane Municipality in complete ignorance of the previous court order, sent a notice dated 26 May and received by Fast Tools on 6 June that advised that failure to settle an outstanding electricity account which has escalated to R272 302 will result in the disconnection of the water and electricity supply. The municipality also failed to provide a reasonable explanation justifying the amount and assistance to rectify the dispute. Greaver’s tone was humble when he addressed council: “I am not the best and I never claimed to be the best. I will not speak on what I have achieved because I could not have done it without the special people of Polokwane, this council and the African National Congress (ANC). The ANC has given me the privilege of being the mayor of Polokwane. I am a product of the ANC and did what I was taught by the party leaders.” On a lighter note the Democratic Alliance (DA) then invited Greaver to join the party, an offer he refused by saying that his loyalty towards the ANC will remain. After the formal acceptance of his resignation by Council he addressed the media. He said that he visited Premier Stan Mathabatha in February already asking to be released as mayor. “The only explanation I gave was that I was granted a life changing opportunity and therefore requested him to release me as this

Youth owned businesses benefit from R3 billion partnership

BARRY VILJOEN >>barryv.observer@gmail.com A R3 billion partnership between three state owned agencies; the Industrial Development Corporation (IDC), Small Enterprise Finance Agency (Sefa) and National Youth Development Agency (Nyda) have achieved marked successes in providing funding to youth owned businesses. Representatives of the three agencies took the opportunity to encourage entrepreneurship and participation of the youth in the South African economy during a road show that was held at Meropa Casino and Entertainment World on Friday. Recognising the role that young people can play in the South African economy, particularly in job creation, the three institutions launched the partnership in 2013. To date, over R200 million has already been disbursed to businesses owned by young people. The IDC has set aside R1 billion to fund youth owned businesses and funding is available at prime less 3% to businesses that will create jobs. IDC Chief Executive Officer Geoffrey Qhena said it is important that young entrepreneurs take advantage of existing funding opportunities and play an active role in the advancement of

the economy and social development. “This partnership is a clear and firm commitment from the three entities that they will support young people as the youth have a critical role to play in tackling economic and unemployment challenges in South Africa,” Qhena said. Nyda Chief Executive Officer Khathu Ramukumba stated that obtaining finance from conventional commercial lenders is a very real challenge for young South Africans. “Often young aspiring entrepreneurs are rendered ineligible for funding due to their financial history coupled with stringent funding criteria,” he explained. Nyda’s focus as part of the agreement is to ensure that young people will receive professional coaching and mentoring. Sefa, an IDC subsidiary, has budgeted R1,7 billion over the next five years to provide funding to youth owned businesses. Sefa Chief Executive Officer Thakhani Makhuvha said that in the past financial year approximately R150 million was committed to businesses owned by young people. Makhuvha said: “We call upon young people to venture into businesses that will facilitate job creation, particularly those that are in the growing sectors of our economy.”

CrossFit - a core strength and conditioning programme CrossFit is gaining in popularity worldwide and is a strength and conditioning programme designed to elicit a broad adaptation response by means of constantly varied, functional movements performed at high intensity. CrossFit aims to optimise physical competence in each of ten recognised fitness domains. These are cardiovascular and respiratory endurance, stamina, strength, flexibility, power, speed, coordination, agility, balance and accuracy. These properties translate into overall fitness, functional strength and overall preparedness. CrossFit’s standing, sitting, throwing, pushing, pulling, lifting and running are natural movements and part of the design and exercises utilising these movements are the functional movements that translate to strength in everyday life – you squat whenever you stand up from a seated position and dead lift whenever you pick up an object. The functional movements are mechanically sound and therefore safe, and secondly they are movements that elicit a high neuroendocrine response. Functional movements performed at high intensity are incredibly effective at eliciting nearly any desired fitness result. As the training is constantly varied, means no workout days are the same and the body never falls into a routine, the training effect remains maximal and the athlete is rewarded with a new workout every session. The high intensity results in fitness adaptation through all three energy systems. For this reason the CrossFit programme embraces conditioning over various distances with light, moderate and heavy weights. Exercising with protocols known to elevate these hormones produces a feeling of well-being, better recovery, cardiovascular health and fat-loss. The fitness that CrossFit advocates and develops is broad, general and inclusive. The experienced crossfitter revels in versatility and might not challenge Usain Bolt over 100 m, but will be fast. He/

she may not compete in elite gymnastics competitions, but will have great body control. Crossfit practitioners might not be the strongest, but will be stronger than most and might not win the Lentetrap cycle race, but will finish near the front. Anybody can do CrossFit, the functional needs of everyone are essentially the same, differing only by degree. An eighty-year-old still needs to stand up from his chair (a squat). He may not need the same weight as a prop forward, but performs the same basic movement. Dropping your keys at the front door after your back surgery still requires you to do a dead lift, although not as heavy as the labourer picking up bags of cement. In CrossFit everything is scalable to the needs and abilities of any athlete. At CrossFit Polokwane all instructors have successfully completed the Level 1 CrossFit trainer’s course as well as other relevant qualifications, and all classes are supervised by a qualified biokineticist. Training sessions include: running, rowing, cycling, jumping, Olympic weight lifting drills, weight training, kettle bell training, core training, suspension training, plyometric training, rhythm and speed training, bodyweight training, and training using other props. Exercises are done alone or with partners. The CrossFit training system is guaranteed to get you into the best shape of your life. CrossFit Polokwane training sessions are held at the Indoor Sports Centre situated next to the new Astro hockey field at Hoërskool Pietersburg. Training classes are in the mornings and afternoons every day of the week. Access is either from Dorp or Voortrekker street but not at the main entrance to the school. To join CrossFit Polokwane call 082 825 2916 or come and try a free session with them. Please call to book your first visit.

China Mall to face court order RC MYBURGH >>rc.observer@gmail.com The Management of the recently opened China Mall at the Metro building in Magna Via may soon face a court order to stop trading on the premises as the Polokwane Municipality has not received any revised building plans despite them trading since April. Municipal Spokesperson Malesela Maubane confirmed that the municipality has not yet received any revised building plans to China Mall and that any building works, internal additions and alterations were made without approval.

“Meetings were held with mall management and they could not submit building plans. Several notices for building without approved building plans were also issued but it was disregarded,” Maubane said. He added that the municipality is therefore in the process of obtaining a court order for contravention of the National Building Regulations Act 103 of 1977. Although residents flock to China Mall on daily bargain hunts, Manager Jerry Ye said that China Mall is not open yet. “We still have minor issues to clear before we can open the mall to the public. I have no indication of an opening date yet,” he said.

bout 150 young people from a wide range of formations attended the third Capricorn District Youth Parliament hosted on Tuesday at the Polokwane council chamber to debate and resolve on their special needs and identify various intervention areas including education and training, economic development and capacity building. Representatives from the National Youth Development Agency (Nyda), Young Communist League (YCL), South African Youth Chamber of Commerce and Industry (SAYCCI) and the district youth council were among delegates attending the meeting. Motions addressed were among others access to education funding through the National Student Financial Aid Scheme and other bursary schemes; health awareness having gained more support from young people in the district, hence a huge decline in HIV/Aids

already ahead with appropriate programmes towards training and skills development initiatives. These include a database of artisans, a database for unemployed graduates, and of matriculants or school leavers. This database is used to systematically identify young people who can be re-skilled in entrepreneurship and empower them to become businessmen and women who can ultimately create jobs for themselves and for others,” Mapoulo said. The municipality also equipped a select group of youth with the necessary agricultural skills and knowledge necessary to run effective agro-businesses and cooperatives while a district-wide bursary fund to help poor students in civil engineering fields was also established. HIV/Aids infections in the district is at 21% and in addition to many HIV/Aids prevention programmes, the municipality has launched the anti-sugar daddy and sugar mommy campaign recently to stigmatise cross-generational sexual relationships that occur between older men and young girls and older women and young boys. “We want to fight against the persistent exploitation of some sort where the financially powerful take advantage of the vulnerability of our young people,” Mapoulo concluded.

related diseases and less drug abuse as well as entrepreneurship development which remains the key driver of the district’s economy. Former Capricorn District Executive Mayor Lawrence Mapoulo said during the meeting: “As part of strengthening our capacity to support the youth council and our development initiatives, we have appointed a district youth coordinator to ensure that youth development programmes are effectively prioritised and mainstreamed in all municipal service delivery processes. Capricorn is home to dynamic young people and that is why we have conceptualised and developed the 2030 Growth and Development Strategy with youth as the primary stakeholder.” With 75% of the district’s population being youth, Mapoulo said it is important that their programmes deliberately aim at supporting and empowering this segment of the population. He referred to a study done over the past few years and the findings pointed to skill development, education, crime, alcohol and drug abuse, teenage pregnancies, HIV/Aids, job creation and leadership development as key challenges. “We are pleased to report that we are

was held at Bolivia Lodge on Tuesday. The meeting was also aimed at bringing together different role-players in the agricultural sector to engage and deliberate on issues pertaining to the growth of the sector in response to the National Development Plan (NDP) and help create a conducive environment for the aspirant and established farmers to cooperate in the areas of mutual interest. Among those in attendance was Malesela Tholale from a farming project in Sekhukhune who said that they want the department to help them to access finances from financial institutions as well as market and export their produce. “We are struggling financially and we don’t have much information so we want the department to help us in that regard,” Tholale said. Rosina Mabelane, a chicken farmer in the Sekgosese area said she had wanted the department to help her to acquire chicken coops. “We have plenty of chickens and we don’t have enough chicken coops to accommodate all of them. We want the department to assist us,” Mabelane explained. Matshoge in her response said if the various stakeholders work together they can make a contribution to the agricultural sector and address the challenges faced by farmers. “As the department we are here to help famers and we will ensure that they have all they need because agriculture is an important pillar of the economy,” Matshoge said.

The announcement of the successful applicants was made last Thursday during the foundation’s 3rd National Road Show held at Jack Botes Hall. The bursaries will support the students through their studies and will also cover tuition fees, study material, accommodation and food. Chairman of Motsepe Foundation, Patrice Motsepe said the bursaries will assist in the upliftment and development of the South African economy particularly in Limpopo. “Education is important and I want to see young people educated. We have plenty of young people who are unable to further their studies due to lack of funding and we are happy to help those students.” Motsepe Foundation Capricorn Forum Chairperson, Mabilu Mokwalakwala said they are happy that the bursaries have finally been awarded. “We received 858 applications

The MEC for Agriculture, Joy Matshoge is concerned and disappointed by poor wages paid to farm workers on several farm and farmers who were not compliant with the minimum wage set by the government. The Department of Labour’s Sectoral Determination of Farm Worker Sector determines that farm workers are supposed to be paid R2 420 per month but most of their salaries range from only R1 500 to R1 000. Spokesperson for the Department of Agriculture, Selby Makgotho said Matshoge was concerned at the fact that the majority of the farmers were making profit and exporting their products to foreign countries at the expense of the farm workers but were unable to meet and fulfil their obligations in terms of the basic conditions of employment to the farm workers. Makgotho revealed that several farmers were fined in the province last week following the discovery that they were not in compliance with the minimum wage set by the government.

“Most of the fined farmers were found to be underpaying their employees. Our other concern is that some of these farmers are so established that they can afford to employ thousands of workers and still afford to get extra personnel during the seasonal harvest season,” Makgotho said He further indicated that the MEC will convene a meeting with all the farmers in the province early in July to address these concerns and reinforce the government’s commitment to ensuring adherence to the basic conditions of employment in all sectors, especially to the vulnerable and less privileged sectors of the society. Responding to the concern by the MEC, Spokesperson for the Department of Labour, Johannes Mokou said most of the farmers requested Ministerial Variation which would give the employee an opportunity not to pay according to the sectoral determination on Agricultural sector upon approval from the Minister. “However, before Ministerial Variation is granted the employer must continue paying the minimum wages according to the sectoral determination which is R2 420,” Mokou said.

from students who need funding. We had to choose 15 and it was not an easy process. The students chosen by the funding committee met the requirements. We were looking for students with good academic record and who are from needy families,” Mokwalakwala explained. Tumisho Kekana, a third year student for Bachelor of Optometry at the University of Limpopo is one of the recipients. She told Polokwane Observer that being awarded the bursary means a lot to her. “I applied last year after the announcement and hoped to be one of the recipients. I am happy that I will be able to further my studies without any struggle. I will no longer have to worry about food or study material because this bursary covers everything,” Kekana said proudly.

According to the Department, the seed harvesting launch will assist in showcasing the significance of local seed production in Limpopo rather than to rely on seed imports from other provinces. Speaking at a courtesy visit to the local traditional leader, Kgosi Mogabi Kwena Mojapelo V, that took place as part of the launch, the MEC reiterated that the launch will reinforce the commitment of the government to promote rural and local industrial development through development of and assistance to seed entrepreneurs.

Illegal cigarettes worth R3,5 million confiscated

Limpopo Police made a major breakthrough with the seizure of counterfeit cigarettes worth well over R3,5 million. Illicit cigarettes worth more than R2,5 million were seized at Hlanganani when members, while on patrol, noticed a silver Volkswagen minibus parked in the bush near the road to Njhakanjhaka. Upon inspection no occupants were found but it was loaded with counterfeit cigarettes. Investigations revealed that the car was rented in Cape Town and investigations are underway to find the suspects. In a similar incident counterfeit cigarettes worth more than R1 million were also seized at Giyani after a car chase between the suspects and the Police. Police, while on patrol, noticed two vehicles – a Toyota Quantum and Hyundai

sedan - speeding and a car chase ensued immediately. The suspects ignored Police’s signal to stop. The minibus stopped a distance away and two suspects were seen scampering away on foot. The second vehicle, a sedan, suspected to have been used as an escort vehicle, was stopped and in the process five suspects were apprehended. Police discovered that the minibus was packed to capacity with illegal cigarettes. The five suspects are being detained while investigations continue to trace to other two suspects. The five suspects, three females and two males are Zimbabwean nationals while one is from Malawi. In both incidents cases of smuggling of illicit cigarettes have been registered at Hlanganani and Giyani Police Stations.

Four caught for speeding ROELIEN VORSTER >>roelien.observer@mailbox.co.za Four speed freaks each received a fine of R2 000 in the Bela-Bela and Modimolle areas on the weekend. A man driving a BMW X5 was caught driving at 262 km/h in a 120km/h zone in the Bela-Bela area. Three more persons were arrested for speeding and another person, attached to Medupi Power Station near Lephalale, for abusing the blue lights on his car while driving on the Lebowakgomo Road near the Mall@Lebo. The driver of an Audi A4 travelling to BelaBela exceeded the speed limit at 170km/h while two Volkswagen drivers were caught on the Modimolle Road driving at 182km/h and 192km/h in a 120km/h zone respectively. Spokesman for the department of Trans-

port, Safety and Liaison, Jimmy Machaka confirmed that the perpetrators each received a R2 000 spot fine. “The names of the people cannot be released because not all of them have appeared in court as yet,” Machaka said. He explained that the fines serve as the bail amount. Spokesman for the Polokwane Traffic Department, Kagiso Mootane said if people do not comply with the rules of the road, they will be punished in accordance with the National Road Traffic Act 93 of 1996. She said the main reason why the traffic department hold operations on the road is because people are over speeding. “During the month of June 81 accidents were caused by speeding and 37 by reckless driving while 26 pedestrians were killed. Twenty-three accidents were caused by motorists not adhering to the safe following distance rule.”

geplaas is.

DA calls on Minister to strive for perfection WARREN BLUNT >>warrenb.observer@gmail.com Democratic Alliance (DA) Shadow Deputy Minister of Basic Education, Desireè van der Walt has strongly criticised the Minister of Basic Education, Angie Motshekga for appealing the recent judgement of the Gauteng North High Court which stated: “If there is one learner who is not issued with a textbook, their right to an education has been infringed.” In a media statement released by the DA last week, Van der Walt, former DA caucus leader in the provincial Legislature, commented that Motshekga asserts that to expect the Department of Basic Education to deliver textbooks to all learners would amount to

a level of “perfection” she does not need to achieve. To support this misguided view, the Minister has cited previous Constitutional Court judgements relating to the provision of other socio-economic rights such as water, the statement read. Van der Walt went on to say that there are many studies, including the Minister’s own policy documents that highlight the importance of textbooks. “This view is inconsistent with the Constitution which differentiates between the rights relating to access to water and healthcare and basic education. The Minister’s continued pursuit of this matter shows that she does not appreciate her Constitutional mandate. This continued litigation, at taxpayer’s expense, is therefore nothing more than frivolous.”

uesday’s turning of the sod of Polokwane’s new day hospital marks an important step towards meeting the growing need for expert healthcare in the community. The new day facility, which will imminently be officially named will be conveniently located a mere 200 metres from Mediclinic Limpopo and add extensively to its capacity. “The need was identified for a facility that can ease the pressure on existing infrastructure and ensure that both the community and our associated doctors benefit through the availability of more beds and theatres”, Dr Nic van Rheede van Oudtshoorn, Chairman of

the Board of Directors of Mediclinic Limpopo commented when he turned the sod with the MEC for Health, Ishmael Kgetjepe. Van Rheede van Oudtshoorn concluded that Mediclinic Limpopo is honoured by the presence of the MEC at the proceedings which indicates the joint commitment of the private and public healthcare sectors to improve existing healthcare infrastructure in the province. A press release issued by Mediclinic Limpopo stated that tenders for the building of the hospital have been released and it is estimated that contractors will be on site within two months. The hospital will boast 26 beds and three theatres that will be utilised for day procedures. Billy Teague, Project Manager of Mediclinic Holdings, confirmed that the site-handover took place on Wednesday and that the estimated time for completion of the project will be 13 months.

Suspect linked to 30 cases of theft

A 33-year-old man, who allegedly terrorised the community of Seshego by stealing valuable items from their vehicles, has been arrested after he was linked to more than 30 cases of theft from motor vehicles. According to the Provincial Police spokesman Hangwani Mulaudzi, the suspect, originally from Makhado, has been indulging in these crimes since 2011. He said Thomas Tshamano, probably thought he might escape the wrath of the law if it had not been for the members of the Criminal Record Centre who realised that the police have a serial theft suspect on their hands. He targeted victims at night and broke into their vehicles parked inside or outside their property and stole valuable items including radios, cell phones, wallets, laptops and anything else he could lay his hands on. According to information, he sold the stolen items at taxi ranks to the community. Forensic evidence found on the scene led members from the criminal record centre to believe that there is one suspect involved in several crimes and they began the painstaking process of linking the suspect to these crimes. He has been linked to 32 cases of theft from motor vehicles and investigations to link him to even more cases are ongoing. Tshamano was arrested at his room at Seshego on 18 June and has already appeared in court. He is due back in court on 7 July for a formal bail application.

Arrested for defeating the ends of justice

A suspect is under Police guard in hospital after he was arrested for culpable homicide and defeating the ends of justice in Musina on Monday. The Police in Musina received a tip-off that six vehicles would be transporting illegal cigarettes along the Tshipise road. A team was dispatched to interrupt the operation. The Police were then alerted to an accident on the same road. A bakkie and a sedan had collided head on. Upon their arrival they noticed people who were offloading the cigarettes from the sedan to another vehicle. The three suspects, who had already removed the badly injured driver from the sedan, which the driver also claimed the life of the driver in the bakkie, fled the scene and ignored police warning to stop. Police gave chase until the suspects stopped outside a farm, jumped the fence and fled on foot, leaving the injured man inside the vehicle. The 38-year-old injured driver will appear in court soon facing charges of culpable homicide and defeating the ends of justice. The search continues for the three suspects who are still on the run.

Kopano bus Service reaches out to needy learners >> Attending school without proper uniform >> Progressing without any hindrances

K

opano Bus Service through their Corporate Social Investment Programme donated school uniforms to 60 needy learners of Ramasodi, Letjatji Presidential, Seula Mmako, Tintela, Rakgoatha and Makgoathane primary schools in the Zebediela area recently. Olivia Maponya, Executive Director of Kopano Bus Service said the donation is the result of the company realising that many students from the Zebediela area were attending school without proper school uniform.

“We realised that many learners dropped out of school because they did not have appropriate school uniform. Our buses operate extensively in this area and many of the learners’ parents use our services to their respective workplaces. We took it upon ourselves to do something for the learners and we decided to buy them school uniform. That we will now do on an annual basis since 2006,” Maponya stated. She added that the donations of uniforms will assist learners in forgetting about their impoverished backgrounds and concentrate on their school work. “We want to see learners progressing without any hindrances. It is

winter now and you can imagine what happens to any learner in a classroom without proper uniform; obviously the level of concentration will be divided,” Maponya said. She further confirmed that they will continue to reach out to needy schools and historically disadvantaged learners located in their areas of operations within the Lepelle-Nkumpi and Polokwane municipalities. The Board of Kopano Bus Service is emotionally touched by the conditions and the challenges our communities are currently facing due to poverty, and resolved to extend its hand to the needy communities as a commitment.

Book on leadership skills is set to change lives by changing the way leaders think about decisions.

It is my turn and your turn to: • Head the call to lead • Face the challenge to lead • Make the choice to lead • Embrace the change to lead • Develop the character to lead • Make the commitment to lead • Pay the cost to lead Are you enlightened leader of you are overwhelmed by 95% of decisions you have to make? We are all prisoners of our paradigms, they way we have been taught trained, socialised and inducted into management and leadership. It may be true that there is not much in the average MBA curriculum, management best seller, or leadership development program that would suggest there are radical alternatives to the way we lead and manage right now, but enlightened leaders are never bound by what is. Instead they dream of what could be. They challenge their assumptions. They practice discontinuous thinking. To shift you paradigms you must have the courage to ask the right questions. Is this paradigm or belief beneficial or debilitating? Does it get in the way of an important organisational attribute like organisational flexibility that we’d like to improve on? Is this assumption universally valid? Has what we are still struggling

with been solved by someone else elsewhere? Have we created a philosophy to justify our mediocrity? Are we deliberately making choices that make our beliefs selffulfilling? If we are not already practicing this belief, would we start practicing it now? If not so, can we imagine alternatives? This book is designed to help you reset your mind and refocus your energy on the main thing. I have distilled what I have learned through study and observation over 18 years about leadership in this book: Enlightened Leadership, Dr John M Tibane. Part 1 of the book, The Psychophilosophy of Leadership, introduces you to leadership in four chapters: Chapter 1: The World’s Deepest Cry: Please Lead Us; Chapter 2: Becoming a Leader; Chapter 3: The Art of Influence, and Chapter 4: Geared to Govern. Part 2 of the book, The Practice of Leadership, is a seven chapter thesis about what leaders do: Chapter 5: Motivational Leadership; Chapter 6: Development Leadership; Chapter 7: Total Leadership, Chapter 8: Renewal Leadership; Chapter9: High Performance of Leadership Chapter10: Strategic Leadership, and Chapter 11: Comments on Collective on Leadership and Team Leadership. Chapter 12 is a bonus chapter, a tribute to Nelson Mandela, recognising him with this chapter called Portrait of Enlightened Leadership. Read the book now and change your thinking.

ast week’s Limpopo Legislature opening was characterised by red carpet splendour and the undertaking to further deliver on the ruling party mandate. In his address Premier Stan Mathabatha referred to having entered a phase in the transition that required decisive steps to help eradicate poverty, create jobs and reduce inequality. Taking to the podium in a packed chamber he said the African National Congress (ANC) government was committed to building a developmental state capable of leading efforts to overcome unemployment, poverty and inequality. He gave the undertaking that they would work with the private sector, organised labour and civil society to create conditions for the acceleration of economic growth and stimulation of job creation. “We must institutionalise long-term planning, integration and coordination to drive industrialisation, manufacturing and infrastructure development programmes.” He urged private entities doing business in Limpopo to procure their goods and services in the province, which would

assist in increasing local production and ultimately supporting the creation of sustainable and decent jobs. He continued saying they should therefore actualise the resolve to build an economy that was people-centred, people dominated and people-led. He

We have turned the situation around and we are no longer in the red. “I would therefore like to take this opportunity, on behalf of the Provincial Government and the people of Limpopo, to thank the section 100 (1) (b) administrators for the good job well done.”

>> With address Premier places emphasis on development >> Transition requires decisive steps to help eradicate poverty, create jobs, reduce inequality said that nevertheless, the province has experienced a decline in economic growth from 4,5% in 2007 to 1,1% in 2014 and obviously Limpopo has not escaped the impact of the 2008 global economic meltdown. “In an effort to put our economy on a higher trajectory of growth and development, we have identified infrastructure development, industrialisation and manufacturing as new game changers. This will be in addition to mining, agriculture and tourism,” Mathabatha announced. “We have therefore set ourselves an economic growth target

Tax season now open RC MYBURGH >>rc.observer@gmail.com

T

uesday marked the beginning of tax season 2014 and the South African Revenue Service (Sars) reminded tax payers earning R250 000 per annum or more to submit

their Income Tax Return (ITR12). The annual income threshold for submitting a tax return is R250 000, meaning that any taxpayer earning R250 000 or less before tax during a tax year (1 March to the end February the next year) may not need to submit an income tax return as long as they earn a salary from only one employer, don’t have a car allowance, the right of use of a company car fringe benefit or any other form of income, and don’t want to claim any additional tax deductions such as medical expenses, retirement annuity contributions or business travel expenses.

In a press release issued by Sars their records for last year showed that some tax payers no longer need to submit a tax return to Sars. If nothing has changed in a taxpayer’s tax affairs since last year and his income for the year is still under R250 000 he may not need to complete and submit a return this year. To double check whether one need to submit a tax return visit www.sars.gov.za and use the wizard on the Tax Season page or contact Sars’s contact centre on 0800 00 7277. Sars also reminded taxpayers on the easy way of returning tax income by using e-Filing.

It is quick, convenient and available 24/7. Tax payers can register at www.sarsefiling.co.za and join the 4,2 million eFilers who already do it the easy way. It takes just minutes to sign up and receive a unique, secure personal profile where one can conduct his business with Sars including completing pre-populated tax return, checking the outcome with the tax calculator and submitting it. This year Sars have also created a personal inbox for eFilers on their eFiling profile where all notices and letters about Personal Income Tax are available.

Dié projek het ‘n hupstoot gekry toe die personeel van Polokwane Observer haar ondersteun het. group of school friends living in the Combretum Park Village has taken up the challenge to bake and sell enough pancakes to sponsor a group of 20 elderly people with no relatives for an outing to the Kruger National Park. It all started when some of the children, aged 11 to 16, asked former school teacher Stienie Nöthling to teach them how to bake pancakes in their free time. This exercise soon developed into a commercial undertaking when they decided to

bake and sell the pancakes for a worthy cause. Under the auspices of HIEB they soon engaged a number of sponsors to provide the ingredients and other necessities. The children now do their own planning and deal with the finances of the project and sell their merchandise in the residential complex as well as at Spar in Flora Park on Friday afternoons. The date for the visit to the Kruger National Park is not finalised yet and the “management” of the project is currently engaging with the authorities of the Park to negotiate better prices and concessions for their guests. To find a suitable vehicle is one of the challenges that this group of young entrepreneurs still has to overcome. The sponsors of the project are Bakers d’lite, PC Xpress, Placecol Skin Care Clinic, Spar Flora Park, Johan Nel Estate Agent and Vleislapa Welgelegen. BMW 4 Series – four times more driving pleasure RC MYBURGH >>rc.observer@gmail.com

B

MW is ushering in a new coupé era with its 4 Series. Finely balanced proportions, sporting elegance, powerful and efficient engines and individual equipment lines for the interior and exterior set new standards in design and driving pleasure. And now a very different kind of project has created a visual showcase for the two-door’s striking combination of aesthetics and dynamics: The 4 Series combines innovative technology with an uncompromising sporty design. Its distinctive styling turns heads everywhere. From whichever angle one looks at the 4 series, it exercises an irresistible aesthetic appeal. Its distinctive design expresses a readiness to leap into action. Its elegant lines, long bonnet and low silhouette exude sporting dynamism, as do the expressive adaptive LED headlights with full LED technology. The interior consists of high quality material, painstaking workmanship and individual equipment options. It creates an ambience that combines comfort and sporting elegance. All the controls are precisely and ergonomically oriented towards the driver. There is also a fascination of information in the interior. In the 4 Series the outside world remains an integral

part of the driving experience. The optional navigation system includes real time traffic information and enables drivers to save fuel using the Route-Ahead Assist. The iDrive Touch Controller, included with the navigation system, also pits all the other BMW ConnectedDrive Services and driver assistance systems within reach. By making use of the Driving Experience Control, the vehicle’s behaviour can be adapted to the driver’s personal preferences, by selecting ECO PRO, Comfort, Sport or Sport+ mode. Depending on which of the four modes the driver chooses, the 4 Series delivers lower fuel consumption, superlative ride comfort or exceptionally agile handling. BMW has always been known for its performance engines and one could feel the dynamism when the 435i TwinPower Turbo six cylinder in-line petrol engine with eight speed sports automatic transmission springs into action. Acceleration is unexpectedly intense, pressing your body into the low-slung seats. The 4 Series delivers on its promise and takes only 5,1 seconds to reach the 100 km/h mark with 225 kW of power and 400 Nm of torque. Engine models are also available in a 428i and 420i petrol engines and a 420d diesel engine. The 2,0 litre diesel engine features CommonRail direct injection and a turbocharger

Plakkers is by deelnemende welsynsorganisasies soos die VPG beskikbaar asook by Edgars, Jet, Boardmans, Legit en CNA winkels, Absa-takke, Game, Dionwired, Checkers, Shoprite of direk van Loslitdag se webblad by www.casualday.co.za. Johnny Graham kan by die Vereniging vir Persone met Gestremdheid by 015 291 1787 of 079 970 7405 geskakel word of besoek hul webwerf by awareness@apdlimpopo.co.za vir verdere inligting.

Foto: RC Myburgh

Unity through dance

xcitement among the Chemical Reaction Crew members is building since they were invited to represent South Africa at the 13th World Hip Hop Dance Championship in Las Vegas, Nevada from 5 to 10 August. The crew, consisting of five members from the Westenburg and Seshego areas, has been dancing together since 2012 and after they won a competition in Europe, they are now eager to bring home the trophy. According to one of the crew members, Leron Sinclair this opportunity is a dream come true. “Some of the members are orphans while others were drug addicts,” she said. “We all now worship God through our unique dancing style where we combine hip hop with other genres. Our main aim is to generate enough money to open a rehabilitation centre and studio where the youth can live out their dreams.” She said Westenburg and Seshego areas are known as drug and alcohol infested areas where teenage pregnancies are the norm, but they hope to bring back not only the trophy, but also hope for the youth. The bishop at the Betha’l City Impact church was instrumental in setting the foundation where the crew were taught life skills and

>> Living our their dreams >> The crew’s vision is inspiring they now want to give back to the community. “The church hosted various functions to assist us with raising funds for the trip to Las Vegas.” The coach and choreographer Cavin van Biljon, who is also a dancer, said he realised the team was serious when they took on the challenge to enter the Europe competition. “It’s exciting to know that different communities can come together and be unified through dance. Some of the crew has never been in a hotel.” Despite the fact that they need R250 000 to be able to go, they remain positive while appealing to the community and businesses to help with sponsorships. This amount includes flights, transport, accommodation, meals and spending money. “The department of arts and culture (sic) wrote a letter in support of us representing South Africa, but they don’t want to assist with funding because we are not yet affiliated to any dance association. I have contacted various organisations, but to date I have not received a response. We have approached businesses in the area with a fundraising proposal and we are waiting for a response.” Lusanbia Sinclair-Pitsi, one of the managing members said the group might be young, between the ages of 19 and 24 years, but their vision is inspiring. “They receive a lot of support from the church and the congregation and its heart warming to know there are people who encourage them. By being able to go overseas will be a life-changing experience. They will meet new people and learn about different cultures which will enable them to share that experience with others. I appeal to the community to help the youngster’s dream come alive.” Van Biljon said they also wish to change the perspective about being a Christian. “We are all born-again Christians and we are going into the world with dance. The music is not vulgar or offensive, it is our way of praising God.” Sinclair reiterated by saying they pray together as a team. “We are one big happy family,” she smiled. “It is important to know that when you dream, not to neglect God because it is the only way you are truly going to change.” The crew’s dance moves can be seen on YouTube at chemical reaction dance star night. City’s Comrades runners already preparing for next year WARREN BLUNT >>warrenb.observer@gmail.com After the excellent achievements of runners from the Polokwane area in the 2014 Comrades Marathon, the Polokwane Athletic Club (PAC) is hoping to enter 100 athletes next year when the 90th running of the popular race will take place. Last Wednesday the PAC hosted a Comrades Road Show for 2015 where a qualified International Association of Athletics Federations (IAAF) long distance coach, Wessel Marais shared useful tips on what it takes to participate in the Comrades Marathon. The event also served as a platform to introduce novice Comrades runners to those who have recently completed the 2014 race from Pieter-

maritzburg to Durban. The Comrades Marathon is also known as the ultimate human race and attracts approximately 17 000 runners every year. Many people dream about participating and there is a saying in the running fraternity that every South African should try and run the Comrades Marathon at least once just to experience the atmosphere, tremendous spectator support and goodwill for which this unique race is known around the world. PAC will be starting with a training group from Monday, 7 July that will train together from the PAC clubhouse at the old Peter Mokaba Stadium for the 2015 Comrades Marathon. The training groups will be led by current and former Comrades runners with lots of experience.

Kallie Reynolds has his kit ready to take a go at the trout that are abundant in the Haenertsburg area.

The end of November will bring relief for motorists travelling between Moria and Tzaneen and for the trout too when the R71 road rehabilitation project will be completed. A fish ladder has also been completed so that the trout that are abundant in the area can survive the disruption to their environment. The South African National Roads Agency (Sanral) was asked to take control of the road rehabilitation on this major regional road of which the overall cost amounted to R370 million. “It was the section close to the Stanford Lake College which raised environmental concerns as the bridge was too small to accommodate the rehabilitated road and upgrading the bridge meant that the trout would be cut off from their spawning grounds,” Vusi Mona, Communications Manager of Sanral said. Mona added that because of the importance

of trout fishing for the whole Haenertsburg/ Magoebaskloof area and Sanral’s environmentally friendly approach, it was decided to add a fish ladder. Trout, explained Mona, travel downstream during their lifetime but return to their place of origin when breeding. Because the water under the bridge was very shallow and spread out, they would not be able to swim upstream. The water was then channelled into a smaller section under the reconstructed bridge and a number of steps, hence the name ladder, were added. Now the trout can swim, or more accurately, jump upstream to begin the cycle of their lives again. “We not only build, upgrade and maintain roads; wherever we do this we are very careful to take the environment into account,” Mona said.

Art market at Mall of the North Mall of the North on Saturday held their first Art Market aimed at showcasing the art work of some of the province’s artists. Rene van der Merwe, Marketing Manager of Mall of the North said the market aimed at creating a platform for artists to share their work with the general public. She commented that it was well received by the public and added that they came in large numbers to view the exhibition. She also said they are planning to have an art market at the mall on the last Saturday of every month.

Another source of attraction at the mall is the Wild Rides amusement fun fair which opened on Friday and will continue until 20 July. According to Van der Merwe they decided to do something for learners currently on holiday. “The Wild Rides will enable children to spend time with their family members during the holidays,” Van der Merwe said. More exciting news for patrons of Mall of the North is a competition for Sunday shoppers. Two lucky shoppers spotted between 15:00 and 17:00 on Sunday can each win 50 tickets to the fun Ride. Be at Mall of the North this Sunday, you might just be one of the lucky ones.

o-karting returns to Polokwane when the Prokart Super Single Endurance Kart Series will be holding round six of the series at the Polokwane Short Circuit Race Track on the Silicon road next Saturday. The series is the only endurance kart series in South Africa and is now in its 15th year. The city’s racing enthusiasts can look forward to some spectacular dicing as all karts use standard sealed four-stroke engines, control tyres and minimum weight requirements that ensures equal competition. Driving skills, good preparation and race strategy are the key factors to winning the

gruelling six-hour race. Compulsory driving changes and refuelling stops make the race even more interesting, therefore the right race strategy will go a long way in determining if current championship leaders NFE/Maxspeed will extend their lead over second placed Motul Honda South Africa. Other teams that will be competing are Team Kart Shoppe, Hoffman Racing, Tonykart Containerforce, Team Logan and BP Apex. Gates to the race track will open at 07:00 next Saturday and the practice sessions will get underway at 08:30. The main race starts at 10:00 and the entrance fee is R20 for adults and R10 for children. Refreshments will be available at the track.

Their doctor, Solly Gani, who has been practising in Polokwane for over 40 years has the interests of both athletes close to his heart and has been looking after their health for close to thirty years. He also took care of the health of the Sacco brothers’ dad, Oom Jan. Gani who qualified as a doctor from the London School of Medicine in the 1970s declared that the Sacco brothers are the picture of good health due to their active and healthy lifestyle. Both runners have completed the gruelling Comrades Marathon a number of times before and with the 90th edition of the race to be run

played to determine the winner of the tournament and the final positions of the various teams. A SACD hockey team will also be announced after the tournament.

ith his slogan of “it takes one match to create a huge fire” the recipient of the 2013 National Teacher Award for the best Maths educator in South Africa, Freddy Marubini from Thengwe High School in the Vhembe district is a worthy winner. Marubini’s passion for Mathematics started while he was in Grade 12 when he doubled as both learner and teacher. “My actual teaching began informally when I was in Grade 11. My peers trusted my explanations. I taught the remainder and factor theory. Giving lessons was almost instinctive for me.” Since his arrival at Thengwe there has been a tremendous improvement in the Mathematics results at the school and that is mainly due to the passion for maths and dedication for success implemented by Marubini. He takes pride in the success of his learners and loves giving practical advice to youngsters. This dedicated educator has strong principles in life: “I do not like disorganised people and those who lack faith. I also abhor people who take decisions without consulting others. Worse still are those who use jokes and offensive language to hurt people. I respect everyone, and I expect the learners to adopt this

principle.” The road to Thengwe High School has by no means been an easy one. Initially Marubini had his sights set on becoming a radiographer, but his financial situation and a lack of bursary opportunities put an end to that dream. He went to college in Tshakhuma and studied Mathematics and Mechanical Engineering. He then enrolled at the then Rand Afrikaans University and completed the Further Diploma in Science and Life Science. He also completed an education management course at Damelin, followed by the Advanced Certificate in Mathematics at the University of South Africa. He is currently studying towards his honours degree in Education Management at the University of Pretoria. Marubini’s teaching career started in earnest from 1999 to 2003, when he taught at the Almighty Learning Centre and from there he moved to his current job at Thengwe High School. However, success did not come easy and lots of hard work lay ahead to spark an interest in mathematics among the learners at the school. “When I started teaching Maths at Thengwe High School, I expected many distinctions. I was disappointed with a dismal two B symbols. But I did not give up, and worked even harder. In 2005 the school received

8 distinctions. I was thrilled when the pass rate continued to climb steadily and it has remained high. In 2007 it was 71%; in 2008, 80%; in 2009, 90%; in 2010, 98%; in 2011, 95%; in 2012, 96.7% and last year it was 96.9%,” a proud Marubini said. The reason for his success is hard work, meticulous lesson planning, changing teaching strategy to accommodate learner needs, and motivating learners to create a love for the subject. Marubini’s teaching method has clearly reaped the fruits of success among the learners. Thengwe High School in rural Vhembe has achieved results that equals, if not surpasses, those of more privileged schools. Thengwe High School was also a beneficiary as a result of Marubini’s efforts. He won an ITC laboratory and internet subscription for the school. Furthermore, Anglo American awarded the school R150 000 for qualifying as one of the top 10 schools in the country. “I am so pleased when my learners do well. One of my learners, Musiiwa Nyadzani, who matriculated in 2008 with 300/300 in maths, completed the Actuarial Science course in record time,” says the deserved winner of the best maths teacher in the country.
