From page 1 with regards to suspected tender fraud at local and provincial government levels gives rise to five areas of growing concern. These include alleged corruption related to a multi-million construction project on the eastern side of Polokwane, inflation of property prices escalated with up to a staggering 386% and 597% respectively in transactions entered into with government, insider trading pertaining to confidential information applied for perceived benefit and adjudication of security tenders awarded to non-deserving companies operating from Gauteng and Mpumalanga respectively late last year. Attached proof to the effect indicates payment of more than R20 million a month in government monies for contracts apparently awarded to 13 of 17 security companies with business concerns elsewhere. According to information a follow-up announcement on more than ten service providers bidding for three-year contracts for rendering security services to government is expected any moment now. Further substantiating proof includes information containing a warning of alleged non-compliance in the case of several of the bidders. The source listed companies that were allocated tenders but were not paid-up members of the body regulating the security industry. In one such matter a company owner, seen to be connected to a party leader in the recent past, is allegedly contracted to the local and provincial governments as service provider in a cross-spectrum of capacities. Alarm was raised over the evident funding of opposition interests through tenders apparently awarded on a nepotism scale of 1:10. The negative impact on service delivery and halting of development in a vastly rural province remain reasons for concern. An amount of R50 million was set aside for indigent support during the 2014/15 financial

year of the Polokwane Municipality while just over R29 million owed by indigents is earmarked to be written off. During a media briefing on Tuesday Executive Mayor Freddy Greaver said: “Council took a decision to write off debts for indigent households as at 30 June 2013. For debts accumulated after that households should then make payment arrangements. On top of the write-off, they will be getting relief on payment of basic services as part of the indigent support programme. The status is neither historical nor futuristic, but a reflection of your economic status at that particular moment.” The closing date for registration has been extended to 23 June to allow more households to register in order to benefit from this

programme. The date was also extended for purposes of budgeting, allowance for capturing and council approval in order for qualifying households to get relief effective from 1 July. A total of 4 760 households already appear on the indigent register and the city’s target is to reach no less than 10 000 households. The municipality will embark on an outreach programme to communities, schools, universities, colleges and tribal authorities in order to reach the target. Polokwane has increased the threshold for households to qualify for indigent status to R5 400. Qualifying households will receive six kilolitre free water, 100 kWh of free electricity, whilst they will be exempted 100% in terms of refuse and sewerage on a monthly basis. Prop-

The municipality further grants 40% rebates to owners of residential property who depend on pensions or social grants. “Residents need to exercise the necessary care by saving water and electricity. Most indigent households compound their problem by building backrooms with an aim to augment their income, but end up having their consumption exceeding their allocated indigent threshold,” Greaver said. Application forms are available from the Polokwane Municipality’s rates hall in Landdros Maré Street, Seshego municipal offices in zones 1, 2 and 3 and Mankweng cluster office at Unit C.

They thirdly re­ quested the formation of an international del­ egation to conduct an impartial investigation into the kidnapping of the schoolgirls and the relationship between Boko Haram with other global formations. The fourth point raised in the petition was a demand for the prosecution and punishment of the culprits.

Manhunt for alleged child murderer and accomplice KESHIA J V RENSBURG >> keshia.observer@gmail.com The Limpopo Police have embarked on an intense manhunt following the killing of a fourth child younger than three in the province in less than seven days. The most recent murder happened on Monday evening in Extension 71, Seshego when a suspect and his friend visited the house of his 27-year-old girlfriend. “It is alleged that the man broke the window to gain access to the house where after an argument ensued between the suspect and his girlfriend. When the argument heated up the woman managed to escape and went to her aunt’s house to seek help leaving her son, aged two, and siblings aged 10 and 14 in the house,” Hangwani Mulaudzi of the Limpopo Police said. The suspects then allegedly proceeded to smash the two-year-old against a wall before slitting his throat with a broken bottle. The 14-year old uncle of the victim allegedly tried to intervene to save his nephew’s life but was also stabbed in the head with the same weapon. Mulaudzi said the two-year-old was rushed to the Polokwane Provincial Hospital on Monday evening and died on Tuesday afternoon. Both suspects are still at large and the Police are following all leads that could lead to their arrest. Limpopo Police Commissioner Fannie Masemola said the Police will not rest until the suspects are behind bars. “We are so saddened by this incident and we are pleading with parents to keep their children out of domestic squabbles,” Masemola said.

ttacks on and ill-treatment of foreigners across Limpopo are apparently on the increase again giving rise to fears that a repeat of earlier situations characterised by incidents of serious violence and loss of life

Hangwani Mulaudzi from the Limpopo Police agreed that the matter should be handled with great caution “As Police we have noted with serious concern the recent attacks on foreign nationals. We strongly condemn these and everyone should note that such acts of violence will not be tolerated,” he warned. Mulaudzi said a strategy has been put in place to ensure that everything in the Police’s power has been done to ensure that any form of violence in the province is nipped in the bud and to also ensure that law abiding citizens or those residing within Limpopo can live without the fear of being attacked. Mulaudzi added that the recent arrest of

25 suspects in Rebone (see story elsewhere in Polokwane Observer) accused of looting foreign shops and being involved in acts of public violence attests to the no nonsense approach the Limpopo Police is taking against criminals. “The world is now a global village and what happened in Rebone is being watched and read about by people across the world. It is the duty of the Police to provide security to people living here and to be protectors of these people, albeit foreigners or locals,” Mulaudzi said. He added that those promoting violence and attacks on foreign nationals should rethink their plans and join the progressive forces by fishing out and punishing those perpetrating the acts of violence.

Muni soon forced to provide documentation on Motor City

T

he Public Protector is expected to subpoena Polokwane Municipality to force them to make available documentation needed for an investigation into the R45 million Motor City development. This was confirmed by an employee at the office of the Public Protector who wished to remain anonymous. One of the bidders for the Motor City development Glen Matsaung and another local businessman who objected to the project and wished to remain anonymous have been requesting access to information about the development for months yet the municipality has not made the records available.

Matsaung has since 1 February 2013 been requesting access to information regarding, among others, all tenders submitted; the evaluation and scoring criteria for the tender; all documentation of the bid and all minutes of the tender evaluation committee. The anonymous objector has without success since 15 April 2013 requested information about the minutes of a meeting held between PEB Properties (Pty) Ltd, the winner of the bid, and the municipality in July last year. He further also requested documentation on a matter affecting his own business premises and has received no reply to that either. Both applicants were upon applying for access advised of a waiting period of 30 days. Despite this waiting period having long expired, neither Matsaung nor the businessman

have received any of the required documentation. Matsaung had numerous encounters with municipal officials in order to get access to information. “I tried at least four times after which I turned to the Public Protector in January for help and to investigate the matter,” he said. It is alleged that the municipality also failed to provide the Public Protector with infor-

mation and Matsaung was informed that the Public Protector will soon follow the subpoena road to gain access to information. On Tuesday Matsaung discovered more irregularities in the public domain saying that three withdrawal of objection documents from different companies were all signed by the same person with the description on each document exactly the same just on a different letterhead. The undersigned also had the same portfolio for the different companies. “The information block on each document which shows the municipality’s receipt of document was not present on one of the documents and some of the others differ in format. Municipal stamps on the letters also faded in such a way that it is impossible to read,” Matsaung said. Furthermore the signature of the undersigned person also differs.

Matsaung also questioned the validity of the company report on PEB Properties (PTY) Ltd. “According to the business information sheet by windeed which was furnished during the tender process, the reference number which was displayed on the Companies and Intellectual Property Commission (CIPC) company report is allegedly not legit. References on these reports are always numerical while the reference on the furnished document indicates the company name. The auditing company name was also absent from the report but in a report drawn by myself from the Registrar of Companies and Closed Corporations on Tuesday it suddenly indicates a local audit company,” Matsaung explained. Matsaung also turned to the Public Protector for help to obtain documentation from the municipal records who is on the edge to issuing a subpoena in order to demand documentation. Municipal Spokesperson Malesela Maubane said the process of the Motor City development is at such a stage that the municipality is still awaiting approval of general plans by the Surveyor General. On the fraud case against Mametja he said: “We are not aware of a case being opened against the Municipal Manager and further that until such time that the Investigating Officer contacts us we are unable to comment further at this stage.”

The event is planned for Friday, 6 June. The Miss Limpopo pageant committee, Miss Limpopo 2014 Kholofelo Lekganyane, Miss Limpopo Teen 2014 Tiane Ströh and Polokwane Observer staff felt

it necessary to bring the plight of these girls closer to home. In doing so a petition would be circulated prior to the march from SABC building to the Office of the Premier. The signed petition forms will then be handed over to Premier Stan Mathabatha who will then forward it to the Nigerian embassy to pass it on to their government. Bringing this investment story closer to home, Munshi, explained that in the past year alone Vodacom spent large amounts improving network coverage in Limpopo. “Looking forward, we’ve set aside funds to upgrade the network and improve coverage in challenging areas. We’ve recently completed the upgrade of a number of base stations and are looking to expand our services especially data in Limpopo, with more to come during the year,” he said. Munshi further added that the rise in capital expenditure will cater for the major increase in both customers and network traffic that were announced at Vodacom’s annual results on 19 May. Some of the key statistics from this results announcement include an eight percent increase in Vodacom’s customer base in South Africa to 31,5 million and Vodacom’s prepaid average effective price per minute’s reduction of 24 percent to 55 cents. Vodacom’s prepaid voice traffic is up with 29% and the increase in voice traffic was supported by a major increase in network capacity including 1 081 new 3G base stations added during the year and 600 new 2G sites. Vodacom now has more than 10 000 base stations in South Africa, giving it by far the most extensive network of any provider that provides coverage to 99,9% of the population. Vodacom’s 3G (data) network covers 92% of the population and in the last year, Vodacom carried 44 billion voice minutes in SA and delivered 5,7 billion SMSs. Commenting on the future, Munshi said: “Vodacom already has the most extensive network, but this major boost to investment will put us even further ahead. For Limpopo this is going to mean wider coverage, more capacity and greater speeds. It’s going to be a busy year for our teams but the end result will be worth it.”

rovincial traffic officers are preparing to embark on a strike on 6 June after the Department of Transport, Safety and Liaison (DTSL) failed to promote officials, some of whom have been in its employ for up to 17 years. An official who had joined a gathering at the provincial offices of the South African Policing Union (Sapu) on Friday spoke to Polokwane Observer on condition of remaining anonymous. He said that since being appointed in 1997 he and others have not been promoted. “We have relied on empty promises. About two years ago we were promised to move one salary level up but it never became a reality. Even after a resolution by the Public Service Coordinating Bargaining Council (PSCBC) of 2009 still no promotions were granted,” he said. Resolution 3 of 2009 of the PSCBC states the agreement on a revised salary structure for employees on salary levels one to 12 not covered by an occupation specific dispensation.

The resolution states: “With effect from 1 April 2010 (salary adjusted with effect from 1 July annually), an employee on salary level 4, 5, 6 or 7 who has completed 15 years of continuous service on a salary level, irrespective of the notch, and has obtained at least satisfactory rating in his/her performance assessments (the average assessment over the last two year period will determine the performance rating), shall grade (salary level) progress to salary level 5, 6, 7 or 8 respectively. This is not subject to availability to posts.” “Our appointment circular states we only need to work office hours from 07:30 to 16:30. We will no longer work shift hours,” another official said. Sapu Provincial Secretary, Solly Bulala said the union will take this matter to PSCBC again. “We feel sorry for newly appointed MEC Mapula Mokaba-Phokwana who inherited a lot of problems that need to be addressed. We expect of her to react quickly. She has no time to relax,” he said. Bulala added: “Sapu is ready to address the issue and if the department does not address the issue promptly they will have to face the

might of traffic officials.” In a second incident an official with 30 years experience filed a grievance against DTSL after a man with no qualifications relevant to an advertised job for Compliance and Regulations Manager was appointed while he, who is fully qualified for the position, was not considered. “The requirements for the positions were advertised and the applicant should be in possession of a NQF6 certificate, traffic experience and bachelor’s degree. I have an honours degree in business administration and 30 years experience but the other person was appointed,” he said. He said the man currently in the position was allegedly a former teacher and was apparently politically employed. “The position forms an important role in the controlling and monitoring of stations and especially licensing departments and the applicant should have intense knowledge of traffic to decrease corruption at stations,” he said. On Tuesday it was confirmed that station heads in the province will plan a meeting to address the issue. At the time of going to press DTSL Spokesperson Jimmy Machaka has not responded.

The PPC Kremetart Stage Cycle Race is a one day race conducted in four stages over 175 km in the scenic Soutpansberg surrounds of Makhado.

Rated as one of the best road races in the country for the past 10 years it offers activities for persons of all ages and fitness levels making it an ideal family event. Race coordinator Renda Alexander is quoted in LTA media release to have said that the race has grown in leaps and bounds over the years and attracted both local and international cyclists from as far as France. “This year the race will be celebrating its 25th anniversary and has already attracted 700 preregistered cyclists for the main race,” the statement read.

Amidst reports of the recent brutal murders of four young children in Limpopo, Child Protection Week celebrated from 27 May to 2 June seems to be going by more or less unnoticed. In just over a week Polokwane Observer has reported on the brutal murders of three young children. The first, aged 20-months was choked and thrown down a pit toilet in Ritavi; the second, a three-month-old baby was axed to death by her mother in Vuwani while the third allegedly had her head bashed against a wall before her father, the alleged murderer, set alight a house in Bolobedu with the twoyear-old victim inside. In the last of these horror incidents yet another two-year-old was allegedly stabbed to death with a broken bottle by his mother’s boyfriend in Seshego’s Extension 71. Spokesperson for the Limpopo Police Hangwani Muluadzi said these crimes are being committed against the most innocent in our community who cannot fend for themselves or defend themselves and that is what makes these crimes so much more heinous. “The SAPS welcomes the observance of Child Protection Week even as the most recent cases of child murders provide a disturbing backdrop for this annual commemoration,” Mulaudzi commented.

A light in a dark situation came in the form of Childline Limpopo’s Young Ambassador who, being terribly disturbed by these acts, though it fit to visit Mponegele Primary School in Zone 1, Seshego on Tuesday to create awareness despite the apparent disregard for the protection of children’s rights and safety being showcased across Limpopo. Ntabiseng Mokwena Malotane and her mentor Martha Tladi visited the school and shared their thoughts and encouragement with the children on why their protection was important and how to protect themselves against those who wish to harm them or cause their rights to be infringed upon. Nthabiseng who was appointed as the ambassador for Childline Limpopo last year spoke to the learners and explained to them that although people might not always know what is going on with them at home or how they are being ill-treated, she assured the young children that God is the one who always sees and knows everything they are going through. “You are entitled to love and security, healthy food to eat, a decent place to live, adequate medical care, a good education and most of all, to be protected from any form of abuse, being it physical, verbal or mental,” she said. Mulaudzi says it is very important for individuals like the Young Ambassador to reach out to children and show communities how to care for their own. “The care, protection and well-being of children need to be everyone’s concern and responsibility and it needs to be made very clear that this disturbing trend of taking anger out on children which leads to their horrific deaths need to be stopped immediately. There could never be any justification for killing innocent and defenceless children.” He added that the Limpopo Police will be intensifying their current war against the perpetrators of crimes against children and will do everything in their power to ensure these horrific crimes and the criminals committing them are punished to the full extent of the law.

A

private helicopter from Al 3 Boerdery in the Mogwadi area created a stir on Friday afternoon when it landed in the open area across the road from Hoër Tegniese Skool Tom Naudé. The strange sight had traffic officials, airport safety officials, journalists and emergency personnel dashing to the scene of what was thought to be an emergency landing. However, the helicopter was in perfect flying condition and landed in the veld in order to do the farm’s weekly banking, members of the Police and airport safety officials said.

Curious passersby and learners from the school took advantage of the rare occurrence to pose for photos while the helicopter was left unattended. The pilot of the helicopter and owner of Al 3 Boerdery, Karel van der Merwe said he regularly lands at the site when he has to do business in Polokwane. He added that permission was granted by the air traffic control personnel at Polokwane International Airport for the helicopter to land there on Friday and that he didn’t know what the fuss was all about. Numerous attempts to get comment from Polokwane International Airport and the Civil Aviation Authority had failed by the time of going to press.

Task team ready for initiation schools

The Chairperson of the Provincial Task Team on Initiation Schools, Malesela Dikgale said all systems are geared for the 2014 Initiation School season set to start on 20 June and end on 18 July. Dikgale said the Task Team received 311 applications from persons who wished to conduct initiation schools across the province. Two hundred and seventy-five applications were approved and 36 declined. “We have since issued 275 permits to the respective traditional authorities,” Dikgale said during the Initiation Schools season media briefing at the Department of Cooperative Governance, Human Settlements and Traditional Affairs on Monday. Sekhukhune district leads the pack with 85 approved applications while Mopani has 60, Waterberg 59, Capricorn 43 and Vhembe 19. Confirming the task team’s satisfaction with the number of applications received Dikgale also said: “The figure is also an indication that there is a growing need from parents to have their children initiated.” He emphasised that a zero tolerance approach will be maintained towards persons who want to take chances by not following procedure. “We are not going to tolerate any of that. We will also not tolerate those who want to take chances by running initiation schools without permits,” he concluded.

he Small Enterprise Development Agency (Seda) held its consultative meeting with stakeholders as required by section 13E(6) of the National Small Business Amendment Act at a venue in Polokwane on Tuesday. The meeting was well attended and focussed on the Provincial Report of Performance as well as stakeholder relations and partnerships. Miss Limpopo Organiser, René Kidd indicated that the workshop was aimed at equipping the contestants with the necessary prerequisites such as modelling skills and public speaking skills and how to present themselves prior the big event. “We wanted to prepare them for the big occasion. Remember some of the girls have never entered the competition before and it will be the first time for them. Nerves will be taking the better of them, so we felt it will better if we teach them the necessities in advance,” Kidd said. “We also had a make-up artist on the day who taught the girls on how to use the right make-up for the occasion. Those are some of the important things that make up a complete model. So it is important for them to be aware of such,” Kidd said. Kidd also added they will be hosting the second leg of the workshop in July and more before the big event which will take place on 6 December. Among the Miss Limpopo contestants was Leboagang Masemola from Ga Masemola in the Sekhukhune area who said she learned a lot from the workshop. “The workshop was very informative. It was tough

to answer or respond to some of the questions during the pageant and how to walk on the ramp. I think that kind of information is valuable,” Masemola said.

he number of rhinos poached in South Africa since the beginning of January has increased to 402, while the number of people arrested for rhino poaching-related offences has climbed to 115. Despite the beefing up of anti-poaching operations in the Kruger National Park (KNP) and the recent signing of a memorandum of understanding between the governments of South Africa and Mozambique to address the ongoing scourge of rhino poaching in SA,

the KNP continues to bear the brunt of rhino poaching in the country with 266 rhino killed for their horns so far this year. Another 41 rhino have been killed in KwaZulu-Natal, 39 in Limpopo, 26 in North West and 12 in Mpumalanga, according to the latest figures released by the Department of Environmental Affairs. The Department has renewed its call on non-profit organisations (NPOs), non-government organisations (NGOs) and individuals involved in fighting rhino poaching to submit information about their work to the department by 30 June. The call to organisations and individuals to provide details about their

There are also 13 self catering one-bedroom flats for pensioners. On the premises are 21 self owned homes for “younger” elderly people. The homes are sold back to the Home at 25% of the value when residents vacate the homes and the balance is for their own pockets. Sister Mary Cassidy, Matron of Our Home, confirmed that there is a long waiting list for

pensioners desiring to be admitted to the facility and that Our Home is not subsidised by the government, but sustained from donations from the public and businesses and Polokwane Rotary, who manages the project. Our Home has a staff of 37 and even a maintenance manager and five assistants to keep the premises in good repair. Medical practitioner Piet Vermeulen of Medpark visits Our Home every second week to provide pro bono medical services to the residents and Cassidy attends to the routine blood pressure and sugar level tests and the handout of medication. Our home is always in need of contributions from the public and plans to have a bazaar on 2 August for which used clothes, furniture and any other niceto-haves for the white elephant table are in dire need. hinus Enslin, die operasionele hoof van Curro Heuwelkruin se laerskool, was deel van die skool sedert sy deure in 2008 geopen het, maar sluit aan die begin van Augustus by Curro Secunda aan waar hy weer deel van die ontwikkeling van ‘n slinternuwe Curro-skool gaan wees. Enslin het bevordering as uitvoerende hoof van Curro Secunda aanvaar wat nog gebou moet word. Die skool sal ook uit ‘n kleuter-, laer- en hoërskool bestaan en hoop om in Januarie 2015 sy deure vir die eerste keer oop te swaai. “Ek het in 2008 as sportdirekteur by Kruinies aangesluit en sal nooit vergeet hoe ons oor slote en hope bakstene moes klim om by die klasse uit te kom nie. Op die eerste dag het 73

leerders gretig bymekaar gekom om deel van die skool te wees en vandag het ons byna 570 leerders,” sê Enslin wat sedert 2011 die pos as operasionele hoof beklee. Hy gee tans Wiskunde en het in die afgelope jare ook ekonomiese- en bestuurswetenskappe, ekonomie en sportkunde gegee. “Dit is hartseer om Heuwelkruin te verlaat. Ek was deel van die skool sedert die begin en het saam met die skool gegroei. Daar is baie bloed en sweet in hierdie grond om die skool te kry waar hy vandag is,” sê hy. Hy reken Curro-skole is so suksesvol omdat daar ‘n familieband gevorm word met kleiner klasse, ‘n breër curriculum en ‘n noue verhouding met leerders. “Curro-skole is ook anders in terme van tegnologiese ontwikkeling, kindervriendelike onderwys, positiewe dissipline, Christelike etos en verryking van curriculum.” Enslin is sedert 2003 in die onderwys

betrokke waar hy aanvanklik by Laerskool Pietersburg-Oos skoolgehou het nadat hy sy professionele loopbaan as Noordwes Drakekrieketspeler beëindig het. Sy vrou, Charlene, ‘n kliniese sielkundige in die polisie en sy twee kinders, Christian en Danae sal vir eers in Polokwane agterbly. Enslin sal vir die res van die jaar weekliks na Secunda ry en naweke huis toe kom as die werk dit toelaat waarna die gesin aan die einde van die jaar na hul nuwe tuiste sal verhuis. Oor die drome wat by Curro Heuwelkruin bereik is sê hy: “Ek en my personeel het ‘n standvastige skool tot stand gebring met ‘n goeie kleuterskool as voedingsbron. Ons het sport en kultuur op die tafel geplaas waar spanne en leerders jaarliks seëvier. Niemand het gedink die skool sal so vinnig tot een van die mees kompeterende skole in die provinsie ontwikkel nie.”

Nwendamutswu was introduced to the senior managers in the school hall at Hoërskool Pietersburg (PHS) last Thursday and created an immediate good first impression among the managers due to her forceful and calm demeanour. The Provincial Treasurer of the ANC comes with a wealth of political and corporate experience having previously served as the head of the Independent Development Trust. Although she admitted to having a sleepless night wondering where to

start after excepting the mammoth task that lies ahead, Nwendamutswu stated that with the large amount of talented and expertise among the senior managers at her disposal she will be able to succeed in guiding the department forward in the future. “My main responsibility is to activate the resources and personnel in order to create a favourable environment for education in Limpopo,” she stressed. In welcoming Nwendamutswu into her new position last Thursday, PHS Principal Willie Schoeman thanked the MEC for taking the time to interact with the senior managers at the department so soon after taking up her new position. Schoeman also expressed a favourable opinion of her integrity and intentions, and wished her well in her mammoth task of being the political head of one of the most important departments in Limpopo.

he University of Limpopo (UL) conferred first and postgraduate degrees, including honours d and doctorates to under graduats in various fields of studies last week. Present during the ceremony held at the University’s Anglo Platinum Multipurpose Centre were UL Chancellor Reuel Khoza, Economic Development, Environment and Tourism MEC and UL alumnus, Seaparo Sekoati, Wiseman Nkhulu, Chancellor of the University of Pretoria, deputy vice-chancellors, executive deans, directors of schools,

academics, administrative and support staff. Vice-Chancellor and UL Principal Mahlo Mokgalong on behalf of the institution congratulated the graduates for having achieved an important milestone of their careers. He said they should look forward to enriching their communities and alma mater. “I wish you all the best and hope to hear from people down the road that you are all catalysts for change in your communities. The knowledge you have gained over the years cannot be undervalued. Use it to find evocative solutions for Africa,” Mokgalong said. “Our graduates are the future. Our future is bright with the successive generations of wise and learned leadership that emerges from the University of Limpopo. As in the past, when we played a significant role in the struggle to liberate our country

from the repression of an evil ideology, we will continue to play our part in the struggle to unshackle our nation and our continent from the scourges of poverty, economic disenfranchisement, and combatable disease. On Friday the institution conferred PhD degrees to John Olushola Alabi (Agriculture), Jonathan Mafandaedza (Chemistry) James Curlewis (Zoology) and a DCom (Honoris Causa) to Temperance Mtoba. Alabi was born in Omu-Aran, Nigeria where he obtained a B.Tech degree in Agriculture and an M Tech degree in Animal Production degree in 1998 and 2006, respectively from the Federal University of Technology. He registered for a PhD at the UL in 2010

and completed his studies in 2013. Mufandaedza was born in Masvingo Province, Zimbabwe and he completed his honours degree in Applied Biochemistry from National University of Science and Technology, Zimbabwe and his Master of Science degree in Biotechnology from the University of Zimbabwe. He enrolled for his doctoral studies with the UL in 2008. Curlewis was born in Mokopane and completed a Diploma in Agriculture at Potchefstroom Agriculture College in 1985, a Diploma in Nature Conservation at Pretoria Technikon in 1988, National Higher Diploma in Forestry: Conservation at Saasveld, Port Elizabeth Technikon in 1994, BSc Hons (Zoology) in 2001 at the University of Limpopo and Post Graduate Certificate in Education at the North-West University in 2003.

In the field of Chartered Accountancy Ntombifuthi Temperance Mtoba is a force to be reckoned with. The latest of her achievements is an honorary doctorate in Accountancy, bestowed on her by the University of Limpopo (UL) during its Winter Graduation ceremony over the weekend. In her acceptance speech Mtoba singled out inequality as a lasting factor in all phases of life and education continuing to vex the citizens of this generation and that might impact on the dreams of future generations of this country. “The quality of education offered remains stratified along these lines for learners who go to urban schools as against those that go to deep rural schools. Most children coming from these schools, through no fault of their own, find themselves taking the backseat when competing with their counterparts for limited spaces in universities,” she said. “It remains incumbent upon us all to come up with proactive solutions to address the disparities in education and come up with programs that promote equality of all learners,” Mtoba, who is also the Chairperson for the Council of the University of Pretoria, said. This accolade is a most suitable acknowledgement of Mtoba’s contribution to society and the Accounting profession. This multiawarded achiever holds a Higher Diploma in Banking Law from the former Rand Afrikaans University, BCompt and BA Econ honours degrees from the University of South Africa and BA Econ from the University of Botswana and Swaziland. In his congratulatory address UL Vice Chancellor and Principal, Mahlo Mokgalong said: “Mtoba’s honorary doctorate signifies

her dedication of ongoing learning and hard work towards the society and ability to make a meaningful contribution in a global economy. “She did use what she has learnt to transform the fraternity of accountancy and the living standard of the communities around her, while leading a good life.” Mtoba, the first African black woman to be appointed board member of Deloitte, later Deputy Chairperson and finally Chairperson in 2005, is currently a senior partner in the Executive Office of the firm. Before joining the Executive Office of Deloitte, she practised as an audit partner in the firm’s financial services division. She managed the audits of large corporate treasuries, local and international financial institutions including the Department of Treasury and the South African Reserve Bank. Her experience and knowledge covers a wide range of areas within financial institutions, including banking, development finance and treasury operations. Mtoba, a former President of the Association for the Advancement of Black Accountants (Abasa), was the visionary behind the Nkuhlu Subvention Fund that aims to encourage black CAs to pursue academic careers. She is a founder member of TEACH South Africa, a national programme that seeks to improve the quality of education and learner outcomes through effective teaching. She has served on numerous councils and boards and has made her mark on both national and international platforms. This includes the United Nations Global Compact, the world’s largest voluntary corporate citizenship initiative and, of late participating in the Australia B20 Human Capital Taskforce as well as the World Economic Forum Global Council on Anti-corruption (CACG).

Tsietsi Lamola from the Limpopo Police says reports received have been warning of an imminent service delivery protest that will be taking place with the possible barricade of roads being included in the protests. “The Police are on stand-by and ready to handle any situation which may arise from these protests,” said Lamola. The protests are planned and could be taking place on Wednesday or today (Thursday). Various incidences of service delivery protests ending in the destruction of property and the disregard for law have been reported in recent months around Limpopo.

Ntsieni Khuphani appeared briefly before the Vuwani Magistrate’s Court on Tuesday after she was found by community members allegedly hacking her three-month-old baby to death. During the attack community members intervened and saved the deceased twin’s sibling before the suspect could supposedly turn the axe on the second baby. The case was postponed to 30 June pending the results of a mental observation. Hangwani Mulaudzi from the Limpopo Police says the 30-year-old mother was seen allegedly hacking one of her baby twins with an axe. Community members saw the act and notified the Police. “Frantic members of the community managed to save the second twin whom she also wanted to kill before containing her until the Police made their arrival,” said Mulaudzi. The badly injured baby was rushed to the local hospital but was declared dead on arrival. He adds that the motive for the killing is unknown.

A suspect wanted for murder and attempted murder will appear before the Bolobedu Magistrate’s Court soon after the 33-year old father handed himself over to the Police after being on the run for allegedly murdering his twoyear-old daughter on Sunday evening. It is alleged that the suspect went to his girlfriend’s house in Madibeng village, Bolobedu when an argument between the two ensued ending with him allegedly stabbing his girlfriend and her father several times before bashing his daughter against a wall and setting the house alight while she was still inside. The child suffered serious burn wounds and was pronounced dead upon arrival at the GaKgapane Hospital.

CRIME shorts Limpopo Police took in four infants after their mothers were amongst 25 suspects arrested on Thursday in Rebone following an outbreak of public violence and the looting of shops belonging to foreign nationals. The acts of violence occurred in Rebone in the Gilead area and saw 14 females, 10 males and the infants being apprehended after members of the community resorted to holding an illegal gathering to chase away foreign nationals whom they believe are the cause of the rising crime in the area. Hangwani Mulaudzi from the Limpopo Police said two shops belonging to Pakistani nationals were looted prompting the Police to respond and make the arrests. “Mothers seem to think that if they have young infants with them when they are committing crimes they will go unpunished. That is not the case and we will start making examples of such reckless criminals who willingly place their children’s lives at risk for the sake of evading apprehension,” Mulaudzi stressed. He added that the acts being committed are clearly opportunistic crimes by a minority of hooligans targeting a vulnerable minority in their community. The suspects will appear before the Gilead Periodical Court on today (Thursday).

Beide die senior- en juniorkoor het onder leiding van Rita Erasmus en Ria Odendaal aan die streeksfees deelgeneem waartydens albei goue medaljes verwerf het. Tydens die prestige geleentheid het beide kore weer uitstekende resultate behaal. The guest list will feature the likes of Princess Tsakani Nkambule, Hannah Sadiki, Ludwick Marishane, DJ Sbu, Bokang Montjane and Mike Maphoto. Polokwane Observer featured Nkambule and Sadiki’s success stories last week highlighting the power of women in business. This week we focus on the male side of the symposium by profiling the likes of Mike Maphoto, DJ Sbu and Ludwick Marishane. Maphoto is a well-travelled lawyer, author, producer, director and businessperson. Born in Zimbabwe in 1982 to exiled South African parents, he completed his A Levels at Victoria High School in Rugby, England before attending the University of Cape Town (UCT) where he studied Law and Politics. After graduating from UCT he relocated to Polokwane to stay with his father, Umkhonto we Sizwe general Ike Maphoto. For him writing was something he learned at a young age because in every country he went to what was considered literature varied and the languages to be learned varied. Cheray van Blerk from KFC Polokwane says the day was held specifically so that KFC team members could interact with the beneficiaries and see the difference their dedication to the Add Hope initiative run in their stores makes in the lives of the less fortunate. “Following through with the spirit of Ubuntu was one of the main goals of the event. Putting other’s needs first and

serving the community has afforded the children the opportunity to just have fun and be involved in activities they might never have been exposed to. This instils hope in the hearts of the children by exposing them to people who genuinely care about them while also playing a role in the future development of these children by creating a positive and healthy environment where they can grow, learn and thrive,” Van Blerk said. The fun day included mini cricket, soccer, boeresport and a hearty meal to end off the activities of the day. Another successful Kontiki competition for Polokwane scouts KESHIA J V RENSBURG >> keshia.observer@gmail.com The 2014 Kontiki Competition once again saw the 1st Polokwane Scout Group representing Limpopo doing extremely well against 54 other teams competing in Johannesburg earlier this month. This year representatives from Gauteng, Mpumalanga, North West and Limpopo competed against each other in the annual competition which this year had a Go Green theme. Group Scout Leader Brian Jones explained that the teams set up campsite and then had to build a raft with rope poles and drums spanning an area of six by six meters. The raft is then manned by five to eight scouts who stay on the dam and take part in various raft competitions over the next 24 hours. While the sea crew takes part in these competitions the

land crew is just as busy with their own range of challenges and land based competitions. Jones explained that the judging criteria are very strict and much of the judging is related to safety to ensure that both the Scouts and the Guides have a safe adventure. The 1st Polokwane Scouts did very well during the competition and went home with a trunk full of awards. They won the trophy for theme, finished in 3rd place in the Beaver Challenge, 4th in the Meal Competition, 5th in both the Supporter Camp and Safety, 7th inTeam Spirit and 8th Overall for the competition. The 1st Polokwane Skouts were accompanied by Jones, Lea-Ann Cole, Jacques van den Berg and Rob Crosby. This raft ensured many accolades for the Scout team from Limpopo during this year’s Kontiki Raft competition.

Fill the gap Shoring up gaps that could allow chilly drafts and even heat seeking rodents in is easy. Simply replace the frame in question or use expanding foam filler products, silicone or putty. Learners of Jabez Christian Academy were surprised by the presence of a tall gentleman addressing them in a real South Californian drawl when Chalk Art Evangelist Paul Young paid a visit to the school recently. Young, affectionately known as Small Paul due to his length, travels the world to bring the gospel to schools, hospitals and even prisons. He lives in Cape Town with his wife and three children and immigrated to South Africa twelve years ago. Young aptly calls his crusade “Drawing Others to Christ” and has visited, among others, Zimbabwe, Zambia, Nigeria, Kenya, Uganda, India, Germany and the Philippines. He most eloquently uses American English wherever he goes and told Polokwane Observer that “English was invented in Great Britian, improved in New England and perfected in South Carolina.” The drawings that he uses all over the world are obviously understandable in all languages.

Of all the visitors weekly received at Polokwane Observer’s offices, those from the animal kingdom still tend to spark most interest. Recently Skunky Monkey dropped by for a visit, with Crown Conservation and Wildlife Rehabilitation Centre owner René Olivier in tow. The eight-month-old permanent resident of the centre was rescued amid a raging storm and turned out to be tamer than expected, said Olivier. Olivier when requested to do educational drives for pre-schoolers and first graders. Another eyecatcher was a nosy hedgehog which proved less camera-shy than initially perceived. That morning the hedgehog was collected from a local vet for rehabilitative purposes. Olivier explained she was attempting to teach the hedgehog hunting tactics before setting it free in the spring, a season generally associated with food security. She estimated the animal to be two years old and said it hailed from what was considered an endangered species that only lived until the age of three to four years. The three visitors form part of 20 animal species currently taken care of at the centre, located approximately 20km from Polokwane along the Lebowakgomo road. The in-transit guests include birds of prey, antelopes and wild cats released again in nature when found to be fit enough to fend for themselves. Asked about exotic species that required assistance in the past, Olivier said she had to save a brown hyena caught in a trap and nurse two lion cubs that fell ill before. She receives newcomers daily, some with their own stories to tell; from those escaping traps to the ones that had become a burden to their owners. An increasingly unfolding trend though was the discovery of animals close to the perimeters of the city, she said. Bolivia Lodge donates blood On Monday afternoon the staff of Bolivia Lodge took a break to donate blood at a donor clinic arranged by Sonja Randall, Marketing Manager. Donors from the city were also invited to join and staff of Polokwane Observer presented themselves to make their contribution. Runners from athletic clubs throughout Limpopo will be participating in the race as well as athletes from the province that belong to the professional athletic clubs in Gauteng.

The best known of these is Ludwick Mamabolo from Nedbank Running Club, who is hoping for a repeat of his down run victory in 2012. He finished what is considered to be the tougher up run from Durban to Pietermaritzburg last year in fourth position. Another runner to be on the look out for is Rufus Photo from Pietersburg Road Runners who is hoping to better his ninth position in 2013. For most of the other runners just finishing the race is the culmination of six months or more of hard training and the personal satisfaction of completing the world’s toughest ultra-marathon. Rufus Photo and Carien de Beer are geared for the Comrades that will be run from Pietermaritzburg to Durban on Sunday. Photo came ninth last year and is hoping to finish in the top three. According to the media liaison officer at LIC Sedibu Mohlaba, the aim of the night league is to get more youngsters to play cricket and bring back the family vibe to cricket in Polokwane. Six primary schools from Polokwane and Makhado will play in the league that commenced last Friday and continues until 30 July. The schools are Curro Heuwelkruin, Laerskool Pietersburg-Oos, Pietersburg Laerskool (two teams), Northern Academy and Kings Cricket School from Makhado. Matches will be played every Wednesday and Friday on a round-robin basis with all teams playing an equal number of games during the day and night. Held in Port Elizabeth in 2014, the race consisted of a 3,8 km sea swim, 180 km of

According to Melville this is the most gruelling ultra event that she has ever participated in and her greatest fear was facing the Indian Ocean as it can be choppy and unpredictable. Fortunately, the day turned out to be lovely and sunny and the swim turned out to be better than Melville anticipated. It was the cycle leg that turned out to be the most demanding discipline. “The reason for this is because I had to spend close to seven hours in the saddle,” Melville explained. Encapsulating some of the best natural elements of Nelson Mandela Bay, the cycling route consisted of two 90 km loops taking the athletes along the coast, into the heart of the city, past a natural lake and through indigenous coastal fynbos nature reserves. Melville said she had little time to take in the wonderful scenery and was more focused on completing the tough route. “Running is something I have always excelled in, so I was relieved to finish the event with the run, although the 42,2 km route was quite tough coming after the swimming and cycling legs of the race,” Melville said.

The will have two camps that will afford them an opportunity to play as a team and further know each other well,” he said. “We will continue to call on the people of Limpopo to rally behind softball like it is happening with other sporting codes. Our preparations administratively are also at an advanced stage, we have already started with the preparatory meetings,” Lebea concluded.

L

impopo’s Ludwick Mamabolo, the 2012 Comrades Marathon winner used the Aïda Road Race on Saturday as a final warm-up for the Comrades from Pietermaritzburg to Durban on Sunday and expressed his satisfaction with his time and preparations for the race. Mamabolo managed a credible fourth place in last year’s race after his preparations were hampered by the doping probe into his first placing the previous year, before being found not guilty shortly before the start of the race in 2013. The BCom graduate, who is presently studying to become an accountant, says his training schedule is progressing much better than last year and he is confident of running a big race on Sunday. He expressed his satisfaction with his time in the 15 km race on Saturday, saying he aimed for 52 minutes and finished in 51 minutes and much to his surprise managed third position. Aïda Road Race gets bigger and better

Runners took advantage of the warm autumn weather on Saturday morning to participate in the Aïda Road Race with athletes that will be running the Comrades Marathon on Sunday using the 15 km race as a final test for their preparations for the big race. Hosted by Run/Walk for Life and sponsored by Aïda Polokwane and Aïda National Franchises, the race has grown over the years and a big field of 571 runners and walkers participated in the 5 km fun run, 10 km and 15 km road races on Saturday. The chairperson for Run/Walk for Life Polokwane Kobie Marais expressed his satisfaction with the turn-out on Saturday. He thanked Aïda for their support towards road running in the city for the past three years. ie persepsie bestaan reeds lank dat gholf eerder vir welaf ouer garde, wat baie geld op stokke en balle kan spandeer, beskore is, maar Corné Olivier van Hoërskool Pietersburg (PHS) het die teendeel bewys. Gholf is baie gewild onder jongmense, het ‘n groot aanhang en lewer talle spogspelers. Die 17-jarige leerder sluit vanjaar sy skoolloopbaan met een van die grootste oorwinnings wat ‘n leerder nog in skolegholf behaal het, af. Corné het aan die onlangse Woodlands Junior Masters Gholftoernooi saam met 168 leerders van 24 skole landwyd in drie rondtes kragte gemeet. PHS se eerste gholfspan waarvan Corné deel is, behaal ‘n algehele vierde plek terwyl Corné in die individuele kompetisie algeheel tweede eindig, slegs een hou agter die voorloper. “Die laaste setperk was ‘n onvergeetlike oomblik. Ek het nie woorde om dit te beskryf nie,” sê Corné oor sy opponent se laaste hou op die setperk wat aan hom ‘n

eerste plek besorg het. “’n Tweede plek is steeds ‘n groot prestasie vir Corné sowel as die eerste span se vierde plek omdat hulle opponente uit vurige gholfskole kom, maar PHS het nie vir ‘n oomblik teruggestaan nie,” sê afrigter, Jimmy Steele. Corné is reeds vir vier jaar deel van die skool se eerste gholfspan wat die afgelope drie jaar as algehele wenners uit die TuksSkole-reeks getree het. Op skolevlak word hy as een van die toptien o.19-spelers beskou en het onlangs die o.19-interprovinsiale gholftoernooi gewen. “Ek het die afgelope vyf jaar ernstig begin gholf speel, oefen ten minste drie maal per week en neem byna elke naweek aan die plaaslike klubkompetisies by die Polokwane Gholfklub deel,” sê hy. Sy pa, Llewellyn is self ‘n gesoute speler wat vir Corné kleintyd al ‘n gholfstok in die hand gestop het. “Die kompetisie tussen my en my pa is altyd lekker en ons hou mekaar op die tone,” skerts hy. Hy reken ‘n goeie gholfspeler knak nie onder druk nie en kan kophou as kompetisie straf raak. “Tegniek, net soos gereelde oefening, speel ook ‘n baie belangrike rol, maar die geheim lê steeds in jou styl wat gemaklik en eenvoudig moet wees en waarby jy moet hou. Ons strewe na die leuse, The more you play the luckier you get,” sê hy. Volgens hom lê die eerste gholfspan se sukses in die lede se goeie spangees en dat hulle al lank saamspeel en mekaar onderskraag. Hy sê die belangrikste deel van die spel is wanneer jou bal op die setperk land.

Corné Olivier, graad 12-leerder en lid van PHS se eerste gholfspan behaal ‘n algehele tweede plek tydens die onlangse Woodlands Junior Masters Gholftoernooi in Pretoria. “Dan moet jy begin kophou en die setperk baie goed lees voordat jy jou hou speel,” sê die koelkop wat selfs die grein van die gras bestudeer voordat hy na die putjie korrel. Benewens sy gholfprestasies is Corné ook ‘n uitblinker op die atletiekveld waar hy van graad 8 tot graad 11 jaarliks met die goue medalje in spiesgooi tydens die interhoër wegstap. Hy glo akademie kan nie afgeskeep word nie en skuif gereeld agter die boeke in. Hy is een van die 20 beste presteerders in graad 12 en het die eerste kwartaal onderskeidings in ses van sy vakke behaal. “Ek moet nog bietjie aan Engels werk want dit is al vak waarin ek nie ‘n onderskeiding het nie,” lag hy. As deel van die Goose Academy is Retief Goosen en Louis Oosthuizen sy rolmodelle. Goosen omdat hy hier grootgeword het en onder moeilike omstandighede ‘n sukses van sy gholfloopbaan gemaak het en Oosthuizen omdat hy ‘n natuurlike en aanskoulike styl het. Sy raad aan jong spelers is om altyd kalm te bly op die baan en nie kwaad te raak wanneer jy ‘n flaterhou speel nie. “Oefen gereeld sodat jy gemaklik en rustig in kompetisies kan speel.” Hy beplan om volgende jaar B.Com Rekeningkunde aan die Universiteit van Pretoria te studeer waar hy ook by die universiteit se gholfakademie sal aansluit. Hy hoop om later professioneel gholf te speel.
