Mashamba heads crime progress report

T
he recent quarterly crime report of the Justice, Crime Prevention and Security Cluster was headed by MEC for Safety, Security and Liaison, Joyce Mashamba who highlighted various ways her department together with the Limpopo Police and various other key role players will be handling the fight against crime. The progress report released by Mashamba during this meeting include projects scheduled for this year and for 2015, current challenges facing law enforcement, departments aiding them in their fight and Safety and Security Month taking place in February. During her speech she explained the importance of Safety and Security month and elaborated on some of the activities that will be embarked upon during the month. >>Anti-drug and substance abuse in schools. >>Family re-organisation programme with religious groups. >>Training: illegal mining. >>Provincial Youth Crime Prevention Summit (See story elsewhere in Polokwane Observer). >>Re-launch: Operation Isondlo on child maintenance. >>Various crime awareness programmes. Various heads of departments, including Police Commissioner Fannie Masemola, Head of the Hawks Debero Molatjana and Polokwane Executive Mayor Freddy Greaver were in
attendance. Mashamba angrily commented on the recent uproars in various communities around Limpopo which have come under the national and local media spotlight recently. “These protests have not only caused the loss of lives but it has also interfered with the rights of other citizens and has caused damage to public and private facilities. I can assure you all these occurrences are being thoroughly investigated and justice will be served. One of the measures for this includes the R100 000 reward for any information that leads to the arrest of the murderer/s of the young woman who was mutilated as this was one of the main reasons for the outbreak of violence in our communities.” In the fight against these protests the Police have implemented a mandatory Basic Crowd Management training course which is now being given to all new intakes in the Police. “These efforts will be reinforced by a dedicated detective team and legal officers to advise and assist Public Order Policing Units and Crime Intelligence Units,” Mashamba confirmed. Challenges faced by the Limpopo Police were also pointed out during Mashamba’s speech, which include stakeholders needing

strategy and to ensure it implementation, whilst aiding the Police in maintaining and promoting good relations between themselves and the communities they police. “I will also be assessing the effectiveness of visible policing and constitute the Provincial Secretariat for Police. Other effective combating of crime from our side will come in the form of conducting research on the main roots of crime and criminality and conducting focussed interventions on erupting crimes that are prevalent in Limpopo,” she said. Measures which will ensure proper access to justice was also discussed and adopted. One of these milestones concerning justice in Limpopo is the establishment of the Limpopo Division of the High Court, which according to Mashamba will take form by the High Court in Polokwane becoming operational from the onset of the 2015/2016 financial year. Another bonus mentioned during the meeting which is sure to bring a smile to many maintenance beneficiaries faces, is the decentralisation of the payment of maintenance from the National Office to Courts. “When payments are effected immediately the money will be deposited into the courts’ accounts. This will reduce instances where beneficiaries in the past waited for a week or two for the money to be deposited into their accounts. In conclusion Mashamba urged all partners to join hands and intensify the fight against crime.”

to understand the multi-faceted approach to crime and realise that safety and fighting crime is not only the jobs of Police officials. The discrepancy between sentencing and the severity of offences were also discussed. This pertains to instances like, for example, illegal liquor outlet operators who are arrested for noncompliance to licence conditions but continue to offend because of petty monetary fines. Mashamba explained that one of the reasons for this is because the Provincial Liquor Bill has not yet been enacted and the province is still forced to use the Liquor Act from the old regimes. Further issues placing strain on the fight against crime include non compliance with legislation, policies and procedures which in turn defeats the objectives of community policing initiatives, poor resourcing of community policing structures and lastly inadequacy of community support and resources for Victim Empowerment facilities at Police stations. Plans for combating these challenges will include Mashamba’s department continuing to fulfil its oversight function over the SAPS, in collaboration with other role players that will ensure the strengthening and functionality of community safety structures. Facilitating and implementing public education campaigns and ensuring community mobilisation in the fight against crime.
