of the different Municipal Councils and improve the management of ANC councillors’ performance in these Councils,” said Seabi. “The PEC did not arrive at this decision lightly but was informed by consultations with and recommendations of the various structures of the ANC including Regional Executive Committees (RECs). At this point, the necessary ANC deployment processes will be followed to find replacements of these comrades in full compliance with the provisions of the relevant legislation.” Further referring to provincial governance, Seabi said the PEC adopted the resolution of the PEC lekgotla that noted the impact of the section 100(b) administration on governance and the provincial economy and resolved that the PEC and Executive Council (Exco) should receive a comprehensive report that details the successes achieved through the administration as well as the remaining challenges. The PEC further directed that based on the report, the Exco should make a submission to Cabinet on the exiting of the section100 (b) administration, he said. A host of institutions and political parties aired their views on the recall of mayors and restructuring of structures. In their statement the Provincial Task Team of the ANC Youth League (Ancyl) said they viewed the realignment as opportune for service delivery programmes to be expedited in time before the end of the local government five-year term. “Local government is the face of the ANC-led government and the delivery of services to our people cannot be left to chance. As the Youth League we want to urge the new incumbents who will take over the reins, to intensify youth development in the remaining months of this term.” Democratic Alliance (DA) Provincial Leader Jacques Smalle said it would seem that the mayors who were recalled were not removed to improve service delivery, but rather to settle old political scores. In a media release he welcomed the sacking of the officials but added that the DA still believed there were plenty of mayors and speakers in Limpopo who should be recalled. According to Smalle they would want to see the mayors of Bela-Bela, Thabazimbi, Molemole and Lepelle-Nkumpi as well as the Speakers of Blouberg and Lepelle-Nkumpi Municipalities go. South African Municipal Workers’ Union (Samwu) Provincial Secretary Simon Mathe said in a statement they needed to be convinced as to why the Mayors of Blouberg, BelaBela, Mookgophong, Molemole, Ephraim Mogale, Greater Tzaneen, Greater Letaba and Greater Giyani were still occupying their offices. “It is clear that the criteria that is used regarding the recall of mayors is not necessarily consistent and this is a serious political problem. The mayors of municipalities that we have mentioned should also go as a matter of urgency.” National Education, Health and Allied Workers’ Union (Nehawu) Provincial Secretary Jacob Adams stated the removal of what he called underperforming mayors would hopefully curb service delivery protests and improve the delivery of services to the poor. The union wanted the recall and removal of the individuals to be escalated to other instances like hospital chief executive officers, executive managers in districts as well as general and senior general managers that hindered service delivery, he added. In initial political input to the lekgotla, Mathabatha referred to intervention within local government also to include restructuring of some of the municipalities where they believed such intervention would enhance service delivery and as the leadership they would refuse to be blackmailed by individuals who had grown bigger than the ruling party.

M

embers of the Palmietfontein Community Policing Forum (CPF) expressed their dismay after the Police dropped off a number of people of allegedly ‘unsavoury character’ in the Palmietfontein area last Wednesday. According to residents in the area they spotted two Police vehicles, a Ford Ranger with the registration number BTB 553 B and a mini bus with the registration number BPR 351 B that off-loaded more than 20 people on the main dirt road. The residents then called in members of the CPF who questioned the people on why they were dropped off by the Police. Shortly thereafter the Police returned, collected the persons and dropped them off elsewhere. An eye-witness living nearby said before the Police returned to the scene a small number of the persons who were dropped off disappeared into the nearby bushes. Investigation by members of the CPF allegedly yielded a number of discarded gloves and items of clothing in the vicinity of where the persons ran into the veld. Another Palmietfontein resident who lives on a smallholding in close proximity of where the persons were dropped off by the Police, said he was extremely concerned about the incident as his wife and their four-year-old child were at home alone. “The people who were dropped off weren’t normal loiterers or people looking for work, but clearly persons of evil intent,” the alarmed resident said. “It makes no sense to move persons accused of loitering or suspected of being a criminal from the city centre to the outskirts of the city, where they may pose a danger to the residents living there,” he added. Known only as Abraham he said he has been working as a car guard in Landdros Maré Street for more than ten years. “I was busy guiding a car into a parking space when the Police arrived and said I have no permit or authorisation to work there. I was loaded into a mini bus with a number of other persons, that the Police claimed were criminals, and taken to the plots at Palmietfontein where we were dropped off. A short while later the Police returned, loaded us back into the mini bus and offloaded us at another location near Chuene.” He added that no charges were laid against him and he is only trying to earn an honest living and is not a criminal. Abraham has vowed to continue working as a car guard in the area despite having no authorisation. Ntobeng Phala from the Polokwane Police confirmed the incident last Wednesday in Palmietfontein. He said the persons were dropped off due to a misunderstanding among members of the Police that are busy with crime combating operations in the city centre. Phala explained that criminal elements often masquerade as car guards, car washers and job seekers to familiarise themselves with an area. He added that the Police are targeting suspected criminals and unsavoury elements in the city in a bid to clean up crime in the inner city. The Chairperson of the CPF dealing with farms and smallholdings in the Polokwane area, Buks Korff said they are aware of the incident and the matter has been brought to the attention of the Polokwane Police Station. He described the incident as unfortunate and the result of a misunderstanding between the Police. Korff added that the Palmietfontein CPF have received an apology from the Police and want to continue with their good working relationship.

with a six weeks’ Rotary Club excursion overseas as an exchange student during the December school holidays. His destination is not finalised yet, but it will probably be France, Germany, Brazil or Argentina. Rojac is an initiative of the Rotary clubs of Limpopo based in Tzaneen, Makhado, Phalaborwa and Polokwane and is an annual event since 1977. This year Grade 11 learners from schools in Polokwane, Makhado, Tzaneen and Haenertsburg took part in the competition. Contestants had to give a five minute talk on “How plants affected the world economy over the centuries”, followed by a three minute unprepared speech on a topic determined by the adjudicators. They were finally interrogated by the adjudicators to ascertain whether they would be suitable ambassadors for South Africa and for Rotary. The runner-up, Claudi van Niekerk from Curro Heuwelkruin received a cash prize of R2 000 to use to cover some of her own expenses should she decide to join the winner on the overseas excursion.

Shadrack Mabunda (40) is in die Ritavi Streekshof lewenslank tronk toe gestuur nadat hy skuldig bevind is op ‘n aanklag van verkragting. Hangwani Mulaudzi van die Limpopo polisie sê die skuldige is twee jaar gelede gearresteer nadat die ma van ‘n tweejarige baba teruggekeer het van die werk af en haar dogter as vermis aangemeld het by die plaaslike polisie omdat sy haar nie kon opspoor nie. “Nadat die ma die omgewing begin fynkam het, het sy haar kind in die toesig van Mabunda gevind wat dadelik weggehardloop het toe hy die kind se ma gewaar,” sê Mulaudzi. Die ma het onraad vermoed nadat haar kind van pyn gekla het.

Man allegedly kills pregnant girlfriend

Oscar Ngobeni, 24, appeared before the Ritavi Magistrate’s Court on Monday on three charges of murder and one of arson after his pregnant girlfriend was found dead last Thursday evening. Ngobeni was denied bail and will appear again in court in July. The incident took place at Mkwazini village outside Letsitele on Thursday evening when the suspect went to the house of his girlfriend. “It is alleged that they were involved in an argument before he fatally stabbed Tinyiko Matlaahule (20), who was seven months pregnant and her 58-year-old mother Rachel Hlangwani. Although both women died on the scene Matlaahule was taken to hospital in an attempt to save the baby, but it was too late,” Ronel Otto from the Limpopo Police confirmed. Following the stabbing, the suspect went to the home of a friend located in the same village and allegedly set the house alight. Members of the community and the Police worked together in tracing the suspect and he was arrested in the same village late on Thursday evening. “It is alleged that the same suspect is also wanted on several cases of housebreaking in the Letsitele area and investigations to link him to more crimes are currently underway,” Otto concluded.

Union demands of administrators to go From page 1 aimed at the five government departments under administration to demand the immediate departure of the intervention team, which it maintains has overstayed its welcome. In the meantime lunchtime pickets initiated by Nehawu have commenced at the Department of Public Works, Roads and Infrastructure stemming from a host of issues of concern contained in a memorandum on behalf of members in the employ of the branch at the department. Adams indicated that the contents of the memorandum, made available to Polokwane Observer, were up for

further discussion with the branch tomorrow (Friday). It should also be handed over to the MEC in due course during a meeting still to be scheduled, he said. The memorandum holds 11 demands, which include the requested removal of the administrator within the Department of Public Works, Roads and Infrastructure, Mr Mbuyi Dondashe. Another issue raised is the failure to address grievances, an omission by the department which is viewed as highly unreasonable. Referring to opportunistic transfers the union said it has noted with serious concern the fact that those in positions of authority could not resist the temptation to manipulate and flaunt the laws and regulations of the Sate guided by subjective factors to bring their friends and relatives on horizontal transfers to strategic positions in the department, instead of correctly recognising the existing staff members. ie einde van ‘n era het Saterdag met die afsterwe van Myrtle (née Naudé) Botes aangebreek. Sy was die dogter van die bekende voormalige burgemeester en prokureur, Dap Naudé. Sy is in die Montana Aftreeoord, waar sy die afgelope vyf jaar gewoon

het, aan longkanker oorlede. Myrtle en haar bekende eggenoot, Jack, wat in 2003 ook aan kanker oorlede is het sowat vyf dekades in Polokwane gewoon waar hulle onder meer ‘n groot liefde vir kuns gedeel het. Sy was ook besonder lief vir blommerangskikking en tuinwerk. Jack was een van die langsdienende stadsklerke in die land wat ‘n groot rol gespeel het om die muni-

officials leave some no choice but to seek help elsewhere or make personal sacrifices. One example of the dire situation in which ratepayers in the city find themselves is of a parent battling to sort out an enormous, allegedly erroneous, municipal bill who had to make the heartbreaking choice between paying for her son’s education or keeping the lights and water at home switched on by paying the municipality. The person informed Polokwane Observer of the sacrifice she and her son had to make. “My son who is studying at the University of Pretoria had to give up his accommodation and find an alternative place to stay because I was not able to pay his rent. I was forced to pay a faulty bill from the municipality rather than pay his monthly rent,” the woman who wishes to remain anonymous, said. This after an official in the billing department allegedly showed no signs of empathy. “The municipality is cruel and officials are rude to people,” she said, adding that the official demanded immediate payment of R8 000 or all services to her house where she lives with her daughter, would be discontinued. She explained that the electricity meter has been out of order since 2009 forcing her to pay estimated amounts as the municipality never replaced the meter. “Since the meter was recently replaced I ended up with bills of R8 000 and more. When I visited the billing department I was met by a rude official who did not want to listen to any reason. I spoke to no fewer than 15 people in the queue with the same billing problems,” she said adding that one lady in the queue, a domestic worker earning R1 500 per month, told her that she had received an account for R70 000. “I have even broken down in tears out of depression and frustration that the municipal-

ity does not want to take responsibility for mistakes, listen to residents’ outcry for help or implement a workable system,” she said. Her requests for an appointment with Polokwane Executive Mayor Freddy Greaver has always been denied with the excuse that he is not around, she added. In a second incident Polokwane Observer received a copy of an email conversation between a resident and the municipality who has been requesting the municipality in November last year to disconnect services to a rental property owned by the resident. “When I first asked for the water and lights usage to be switched off the account was R11 200. To my surprise the occupant, who refused to vacate the property despite an eviction order, had electricity every evening. I kept on corresponding with a certain official and even have proof that he confirmed the services had been disconnected. Six months later the bill stands at R16 572,” the resident said. She had to fill out a second termination of service form and African Meter Reading (AMR) disconnected the services. It was only sorted out for one evening before the electricity was reinstalled to the property. The email stated that the meter was removed but “someone had bridged out the wiring so that the flat had power without paying for it”. In a later conversation it was stated the property owner will be held responsible for termination fees, illegal connection penalty fees as well as that electricity used unmetered may be charged on estimation if not covered by the penalty fee. Attemts since to get proper response from Polokwane Municipality on these matters as well as on how the billing system works failed to deliver any positive response.

olokwane’s business sector can soon expect some relief from the negative impact of the current economic crisis as the provincial economic situation is described as very stable and healthy and that government is about to start spending again soon. This is the opinion of newly elected Standing Committee on Public Accounts (Scopa) Chairperson Rob Tooley who now faces the challenging task of addressing concerns related to departmental spending patterns. “I am indeed excited about the new position at Scopa. It is a major challenge and I am humbled that the African National Congress (ANC)-led government has put their confidence in me to fulfil the position as chairperson. The responsibility of Scopa to close the accountability chain is the fundamental part of democracy. There is some new blood in the committee and I look forward working with them,” he said. Referring to the challenges within Limpopo departments, Tooley said the biggest among them is the crowding out of budget for salary bills. “Too much money goes to salaries being paid and too little for service delivery. Serious decisions will be taken on this matter,” Tooley said, adding that departments of education and health remain the biggest challenge as they have the largest budgets. The Department of Public Works, Roads and Infrastructure assets also remain a headache, but Tooley said a new asset register implemented by the Department of Treasury will assist the department to solve their problems. Tooley cited that Scopa’s duties are not only to expose the wrong doings by departments but also to assist them by taking resolutions and provide guidelines. “We are in a great relationship with the Auditor-General (AG) and would like to achieve the goals we’ve set for ourselves. It is expected of us to be fair and objective and cannot allow political fights to ruin our task to close the accountability chain.” On his predecessor, Jack Matlala, Tooley said he did well. “The new committee will pick up the baton and continue with what is expected of us. We would firstly have to check if previous resolutions taken were implemented or not and why. We would make sure to conclude a financial year before starting with a new one,” he said. Today (Thursday) is the opening of the Limpopo Legislature. Tooley said after today’s ceremony Scopa will then have the authority to sit. “Our first responsibility will be to invite members of the parastatals such as Limpopo Tourism Agency (LTA) and Limpopo Economic Development Agency (Leda) for public meetings. He said an annual programme will guide them through the year indicating the meetings with different government institutions. Referring to the administration task team still in control of some departments’ administration Tooley said the newly elected MECs are capable of doing their jobs. “With the new leadership I am of the opinion that the administration task team might be leaving the province within a month or two. The new leadership will definitely face some challenges but they will find solutions to it,” he said.

hile the nasty smell and possible health risk associated with smouldering skip bins is an annoying presence to some it is a source of income for those who scavenge in them for leftovers and discarded items that may contain income bearing elements such as copper. The industrial suburb of Ladine is one of the areas that has lately been plagued by the sight and smell of burning and

smoking bins frequented by persons foraging for something that could be of value to them. Businesses in the area can however no longer bear the unpleasantness and especially the sight of rubbish taken from the bins and set alight in the search of copper. Polokwane Observer previously reported on a similar situation in Corundum Street. In Silicon Street on Tuesday morning a man was found burning electrical appliances obtained from a skip in order to retrieve whatever copper it may contain.

In Rivier Street rubble retrieved from the bins is left to pollute the surrounds as indigents sort through the waste, a situation residents have to endure until the refuse is collected by the municipality only to have it start all over again. Municipal Spokesperson Malesela Maubane said no one is prohibited from collecting scrap, including at the dumping site, in order to sell for cash. “If they are found burning scrap within the city or setting skip bins alight they could get a fine of R1 200.

omgewing en hulle slaapplekke in die veld. Grobler het opnuut aan inwoners die belangrikheid van die GPF in gemeenskappe verduidelik en die daarstelling en handhawing van ‘n vennootskap tussen die gemeenskap en die SAPD bespreek sowel as die doel van goeie kommunikasie tussen die forums en die polisie. Verbetering van dienslewering van die SAPD op grondvlak is ook bespreek sowel as maniere om deursigtigheid en verantwoordelikheid van die SAPD tenoor die gemeenskap te verbeter. Last week Polokwane Observer reported on local companies intending to force the provincial government to stop two batches of tenders awarded by Provincial Treasury to security companies entailing three-year contracts with the Departments of Provincial Treasury, Health, Education and then Roads and Transport. Shortly before entering a media conference officiated at by Chief Administrator Monde Tom in Polokwane last Thursday, Polokwane Observer received his response to questions pertaining to the story. During the press conference he also addressed related issues, referring to the security services contract that has proven to be a sore point for different people and for different reasons. Should anyone have any evidence to the contrary they should provide such evidence to the law enforcement agencies and let those guilty of any corruption face the might of the law, he added. Following up on comment to the questions posed to Tom who confirmed he signed off the documentation on the security tenders and that no irregularities occurred throughout the entire tender process, Polokwane Observer was told the security companies stuck to their guns with regards to allegations of irregularities. They yet again stressed they were concerned about suspected collusion derived from conclusions based on black on white figures revealing that two to three amounts tendered for by varying companies - with headquarters in other provinces - seemingly correlated to the cent in more than one instance. The amounts submitted for tenders were still far below that set by the security industry regulator, they said. In his response to the question based on allegations of tender price fixing, Tom answered that they understood price fixing to be a practice whereby the rival companies came

to an illicit agreement not to transact on goods and services below a certain price. “We believe it was correct of government to initiate negotiations on price with the aim of determining a price which will be favourable to government but within the illustrative pricing issued as a guide by the relevant regulatory authorities.” The approach employed by government in that tender was supported by the procurement principles enshrined in section 217 of the Constitution, he added. To the initial question about the second batch of tenders allegedly being awarded after the 30-day extension, Tom answered that the bid was awarded during the extended validity period. To this extent sources provided documentation dated 28 March this year wherein the Department of Provincial Treasury requested all bidders to extend the validity period of their bids by 30 days from the implementation date of 1 April to 30 April this year, to enable the finalisation of outstanding processes. It was pointed out by one of the concerned parties that a follow-up email was sent to the Department of Provincial Treasury enquiring about the awarding of the second batch of tenders on 10 June this year, and that they were informed that the results were already published in a tender bulletin on 6 June. The source reiterated the fact that money was set to leave the province if tenders were awarded to successful bidders with headquarters in other provinces. To this Tom at first said the location of head offices was not a consideration in assessing the suitability of the serve provider. “In establishing whether a company is a corporate resident of Limpopo, we used site information furnished for in loco inspection and the physical address furnished in the bid documents by the prospective service providers. We do not see the correlation between the location of head offices and the need to empower local corporate entities.” Awarding tenders to security companies with addresses outside of Limpopo was in conflict with the Preferential Procurement Procedures, the source pointed out.

aar reis die onbekende in het eintlik begin met ‘n brief wat jare gelede van Tafelberg af gestuur is. Sowat elf maande gelede het die 16-jarige Pauline Dressel toe die groot stap geneem en die bekende agter gelaat om onder die vaandel van ‘n uitruilprogram oseane te oorkruis vir ‘n avontuur op Suid-Afrikaanse bodem. Dit was ‘n reis wat haar lewensuitkyk verander het. In vlot Afrikaans vertel sy van Suid-Afrikaanse kulturele gebruike en tradisies wat haar herinner aan die hemelsbreë verskille tussen haar lewe in Petershausen in Bavaria en dit waaraan sy blootgestel is tydens haar verblyf by gasheerouers, Karien en André van der Merwe in Polokwane. Na byna ‘n jaar in Suid-Afrika vind sy Duitse gewoontes vreemd en sal sy weer daaraan gewoond moet raak wanneer sy weer tuis is, sê sy. Pauline, wat op 3 Augustus verlede jaar in Suid-Afrika aangeland het as deel van die Youth For Understanding-program, verduidelik sy was aanvanklik nie gewoond aan betrokkenheid in kerkverband nie maar eerder ‘n apatiese uitdrukking van geloofswaardes. Tydens haar verblyf het sy egter haar geloof gevind en by ‘n plaaslike kerk ingeskakel. Wat haar uit die staanspoor opgeval het is die soengroet onder familiestrukture, ‘n gebaar wat die internasionale kus waaraan Europeërs gewoond is vervang. Laggend sê sy dat sy hierdie jaar meer soene ontvang het as voorheen. Nog iets wat vir haar ooglopend is, is die meng van plaaslike kossmake. Suid-Afrikaners gebruik geredelik soet en sout saam, iets waaraan sy gewoond moes raak. Iets wat vir haar uitstaan is dat mense hier nog groot droom. Kinders koester grootmensdrome, meen sy. Dan raak Suid-Afrikaners volgens haar ook opgewonde oor baie en is vriendelik. Dit gaan baie makliker wanneer ‘n persoon hulle taal kan praat. Pauline, wat met ‘n gedeeltelike beurs van Beyerisches Kultusministerium oorsee kon gaan, keer weer binne die volgende paar dae terug na Duitsland waar sy haar graad 10-skooljaar sal herhaal aangesien sy aan die einde van haar graad 9-jaar aan ‘n skool in München na SuidAfrika vertrek het. Sy het in Augustus verlede jaar in Polokwane aangeland en is op grond van haar ouderdomsgroep in ‘n graad 11-klas by Curro Heuwekruin ingedeel. Sy wag juis vir haar uitslae en glo dit sal goed gaan. Aanvanklik was Afrikaans vir haar moeilik, reken Pauline, maar toe sy dit na so vier maande in die land onder die knie begin kry het, het dit daartoe bygedra dat haar klasmaats meer aandag geskenk het wanneer sy praat. Pauline wil aanhou Afrikaans praat wanneer sy terug is by die huis. In skoolverband neem sy Latyn, Spaans, Engels en Duits en reken dat sy ‘n liefde vir tale het. Dit is met groot hartseer dat sy Suid-Afrika agterlaat, maar wel met die onderneming om in die toekoms terug te keer.

f you are diagnosed with a dread disease such as cancer, or are seriously injured in a car accident which leaves you unable to work, money will be the last thing on your mind. The reality, however, is that the financial implications stretch far beyond the cost of the treatment you will need. Willem Barnard, Business Manager at Sanlam in Limpopo says it is therefore critical that you pay attention to your financial planning in protecting yourself against the cost impact of not only death, but also illness, disability or loss of income. “When it comes to injury or serious illness, people often think that belonging to a good medical aid scheme is sufficient. But your medical bills are only one part of the picture.” Protecting your income Being diagnosed with cancer and requiring surgery, radiotherapy and chemotherapy may mean that you are temporarily disabled to such an extent that you cannot continue working. This could mean you can no longer generate an income – and if you are a parent or a breadwinner, this can be financially crippling for your family. An income protector benefit will provide cover for loss of income when you are temporarily disabled due to a dread disease such as cancer. When considering an income protector benefit, the various waiting periods available should be taken into account, as this would have an impact on affordability. The shorter the waiting period, the more expensive the benefit but then your claim would be paid earlier dur-

ing the period of disability. “This is by far the most important cover besides membership of a medical scheme, especially if you are selfemployed,” says Barnard. He says people often make the mistake of taking out permanent disability cover before they have income protection. “Disability cover will only become effective if you are deemed to be totally and permanently disabled. In the interim, while the condition has not reached the point of permanency, what are you going to live on? Your ability to earn an income is your greatest asset, and it is crucial that you protect this.” Cover for dread disease While cancer treatment can drain your finances, the associated costs of your treatment can have an equally dire effect on your bank balance. This is where dread disease cover can offer critical assistance. It ensures that you are able to claim for financial assistance should you be diagnosed with a severe illness. Barnard says dread disease cover, which pays out as a lump sum, can be used for unplanned expenses such as travel to and from the medical facility, basic expenses such as a home loan or car instalment, or the costs of a carer for you or your children during an extended period of convalescence. Cover for permanent disability If you become ill with cancer, you may be permanently unable to continue working. Permanent (also called capital) disability cover is aimed at offering you financial protection should this happen. Disability benefits will be paid as a lump sum if your impair-

ment causes total and permanent disability. A needs analysis taking into account your income and existing disability cover will determine how much additional disability cover you would need in case you become totally and permanently disabled. According to Barnard, cover for income protection, dread disease and disability can either be taken out as a stand-alone product, or these elements can form part of a combined package. “Affordability of additional financial insurance is obviously a key consideration, along with an analysis of your needs as well as your age. For example, for a 25-year-old with no dependants, income protection would be the most important type of cover. If you know you have a family history of cancer, however, you may want to also include some level of dread disease cover. If you can afford it, you can then consider permanent disability cover.” However, it is crucial to obtain the services of a qualified financial adviser before making a decision. “There is a plethora of personal cover products to choose from, and no two companies have exactly the same products or the same claim payment conditions. You need to understand what each product covers, the level of benefits, any exclusions, and the meaning of the policy wording. Bad debt is still bad debt There’s some bad news for those who have been rubbing their hands in glee at the idea that the recently introduced Credit Amnesty Act will magically make their bad debts disappear – it won’t. Quite frankly, it’s more than a little naive to assume that the government would provide its citizens with a get out of jail free card allowing them to walk away from their responsibilities. Those who have accumulated the debt need to settle it in full if they want to create more debt by buying a home. However, reports have started coming in regarding the small flood of enquiries bond originators are receiving regarding the Act and its implications. Mike van Alphen, National Manager of the Rawson Property Group’s bond origination division, Rawson Finance, is quoted to have said that the act has been misunderstood by some people: “They appear to think that it exonerates them from paying any debt incurred before 1 April. Such debts, they somehow assume, have miraculously been written off. It is extremely naïve to think that any government anywhere in the world could enact such a law,” Van Alphen said adding that it would be the height of irresponsibility to do so. Pay your debt in full While the Act will not wipe out bad debt, it will assist anyone who has a black mark (a negative report) on their credit record, if this was incurred before 1 April, and who has since paid the debt in full. In such cases, the new Act stipulates the misdemeanour has to be expunged from all South African credit records. Similarly, anyone who has a court judgment against them dating from before 1 April on account of a debt, and who has since paid the amount in full, must have the record of the judgment with the credit bureau cleared completely. In addition, it is important to remember that in terms of the Act, the paid-up former debtor is also entitled to have all negative comment on his credit performance deleted from the credit records. In other words phrases such as slow payer, delinquent, not contactable or absconded have to be removed and any negative action taken against the debtor, for example handed over, repossessed or legal action taken, also has to be deleted from the credit records – provided that full payment has been made.

May not help with bond finance In November last year Fitch Ratings, a global rating corporation, stated that the Act would have a greater impact on the non-bank lending sector than on banks, because non-bank lenders are more reliant on credit bureaux, whereas banks can perform more of their credit assessment in-house. In other words, while the amnesty may help customers open up a new clothing or chemist account, it won’t necessarily help those who have a bad credit history obtain mortgage finance from a bank. Remember too that any negative classifications of repayment behaviour or enforcement actions after 1 April may and will be reflected on the credit report into the future as the amnesty only covers behaviour and actions prior to 1 April.

Five years is a long time While in the past judgments were reflected on the credit record for a period of five years and/or until such time as the client had the judgment rescinded by a court, from 1 June the Credit Bureau must remove the record of the judgment within seven days of the client supplying proof that the debt has been paid in full. The client no longer needs to incur legal costs to bring a court application to have the judgment rescinded and/or removed from his credit record. “It is therefore still important for all credit consumers to maintain regular payments on outstanding debts to avoid any legal action being taken against them as this may well nullify the assistance the amnesty may have afforded him or her into the future,” Van Alphen stated.

Recent studies in South Africa have confirmed that regulations and particularly tax compliance is an issue for SMMEs. Master Builders Association North (MBA North) heeded the outcry and recently held a workshop in Polokwane specifically directed at SMMEs in the building industry within the four northern provinces from which it operates. Small businesses have the potential to grow the economy, generate jobs and reduce poverty, but they face many constraints including high tax compliance costs and burdens. At the workshop, MBA North noted that turnover tax is to be simplified and Sars will take “further steps to lower the cost of tax compliance in South Africa”. In the 2014 Budget, then Finance Minister Pravin Gordhan reiterated that the National Development Plan is the keystone of South Africa’s future, he also pressed the message that the country desperately needs improved

he all new Nissan Qashqai, soon to be launched at BB Auto Nissan Polokwane is set to make a lasting impression on crossover enthusiasts. Building on the core values and strengths of the first generation model the all new Qashqai combines style, technology, premium quality and excitement that are set to redefine the next generation crossovers. The new model has also grown in size, but not too radically, with overall length having been stretched by 49 mm and width by 20 mm, while height has been reduced by 15 mm. The overall shape is typical crossover, with a raised ride height, roof rails and black plastic trim giving a familiar rugged off-roader look. Up front, the Nissan Qashqai features a sharp nose with angular headlamps and distinctive LED running lights, while the

twin chrome bars on the grille add a touch of interest. At the back, the LED tail-lamps wrap around the corners of the car and on to the tailgate. ue to her exploratory father’s influence 17-year-old Norwegian exchange student Maren Halden was bitten by the travel bug years back and lost her heart to Africa on a trip to Kenya. After almost 11

months in South Africa she discovered she has spiritually grown, holding dear memories of staying in a shack in an informal settlement in Mpumalanga and falling in love with biltong and melktert. Besides a brief two-week stay in an informal settlement outside Mbombela that made a huge impression on her, Maren has spent her time in South Africa in the Afrikaans-Italian household of Maurizio and Janda Mazzaro in Polokwane. She indicates that her temporary domestic environment has been vastly different from her hometown of Flisa, a village with little over 1 000 residents. She is now bound to return to her country after almost a year of experiencing South African customs and traditions. Under the Youth For Understanding umbrella she travelled a few thousand air miles to embark on a journey that presented a culture shock. After having completed Grade 11 in Norway she joined classmates at Curro Heuwelkruin during the last half of Grade 11, but after six months the language barrier and the desire for increased cultural interaction caused her to change to Mitchell House. There she learnt of the open-minded nature and bold gestures of learners from other cultures who express themselves freely, she explains. Her time in Polokwane afforded her a brief glimpse of rural Africa and opportunities to experience the big five in their natural habitat during a school trip and contrasting touristy Cape Town on a visit to the Mother City. And to fall in love with local savoury and sweet delicacies. Maren is of the opinion that she has grown as a person and learnt a lot, especially being exposed to factors very different from what she is used to. In conclusion she quotes the head of her host family who said she arrived as a little girl and they were sending home a lady.

The Black Tie Initiative in partnership with local Afro-Soul diva Ntsikwane are aiming at hosting a series of free music and wellness events to collect evening dresses, suits, shoes and other items which will be gifted to deprived learners to wear during their farewells. Local organiser of the event, Ntsikwane Raphesu says the aim of the events is for attendees to bring formal wear that doesn’t fit them anymore or even new dresses and suits you would like to donate towards the initiative. The first event will take place on Sunday 29 June at Maxis in the Checkers centre. The first school that will be benefitting from the event is the Mphela Secondary School in Letswala Village, whose matric farewell dance will be taking place on 7 August 2014. Raphesu explains that they plan on hosting similar events across every district in Limpopo and in as many towns as possible. “A lot of learners from rural areas cannot afford to buy new clothes for a farewell, especially when their parents have more pressing things to buy with their money,” Raphesu stated. She further explains that a lack of something to wear should not hinder anyone from attending the most exciting event of their school careers. Schools in need of donations for their farewells can contact Raphesu directly for more information. The event promises to be a one-of-a-kind event with good music and good health advice, all at no fee, except for the donation of formal wear which will give someone the chance to dazzle as deserved at their matric dance. Polokwane Observer het onlangs met die voorsitter van die Capricorn Modelvliegklub, Dirk de Klerk en lede gesels terwyl hulle hul vliegtuie gereed gekry het vir ‘n genotvolle Saterdag te midde van die koeler weer. Capricorn Modelvliegklub het sy ontstaan aan die passie van Piet Tiersma, Martin Erasmus, Piet van Staden en Riek van Belcom vir modelvliegtuie te danke. Die klub is in 1972 gestig waarna ‘n grondbaan gebou is wat veel later geteer is. Die klubhuis en ander fasiliteite het mettertyd bygekom. The race starts and finishes at the central market square in the picturesque village of Haenertsburg. Entries are open for the fourth edition of the annual trail run that is organised by the Haenertsburg Rotary Club in conjunction with the Ofcolaco Harriers. The main race consists of a strenuous 21,1 km trail run over the single track mountain paths going up to the summit of the highest mountain in Limpopo – the Iron Crown. There is also a shorter 10 km trail run and a 5 km fun run for families and their dogs. The event promises to be a festive day in the outdoors for everyone, from the hard-core trail runners to the not so adventurous runners, to leisurely strollers and families. Food

A large group of Mitchell House educators, learners and their parents took in the crisp winter air at the annual big walk and talent show that was held at the school on Saturday. Although a bit chilly to start off with, the big walk soon got the blood flowing and the sports fields were a hive of activity as everybody completed the ten laps in just over an hour. The big walk was organised by the Junior Phase educators and learners. Afterwards everyone proceeded to the pavilion where they were entertained by the learners during the talent competition.

Montjane reaches doubles semi-final at French Open A

fter repeating her effort from last year on the red clay in Paris, Limpopo’s highest ranked woman wheelchair tennis player Kgothatso Montjane was knocked out in the semi-finals of the French Open doubles tournament at Roland Garros recently. Also known as KG on the international wheelchair tennis circuit, Montjane has won three doubles titles this year, the most recent being the Airports Company South Africa SA Open with playing partner, Marjolien Buis from the Netherlands shortly before the start of the French Open. She also reached the semi-finals of the doubles event at last year’s tournament.

Playing with Sabine Ellerbrock from Germany, the unseeded pair was defeated by number two seeds Yiu Kamiji from Japan and Jordanne Whiley from Great Britain. Montjane, who is currently ranked number seven in the world, also celebrated her birthday at the French Open Grand Slam tournament in Paris. She is working hard to break into the top four players in the world in 2014 and is hoping for a better performance at Wimbledon later this month and at the US Open later this year. Holger Losch, Coach and Director of Wheelchair Tennis South Africa said: “KG is hitting a very good ball and should be a force to be reckoned with at the remaining two Grand Slam events later this year.”

The opening ceremony will take place on Sunday and 125 young golfers will be participating in the tournament. This is the first time that the event will be hosted in Limpopo and the Manager of Polokwane Golf Club, Charlie Smith said they are excited to be the hosts and preparations are already at an advanced stage. The format will be stroke-play and for most of the junior golfers it will be the first time that they will be playing golf over four rounds. Local golfers to look out for are Ricardo Loock and Andries Fritz from the Goose Academy, Gerard Peplar from Lephalale and Jonty Davell from Mokopane. Spectators are urged to come out in their numbers next week to support the country’s top young golfing talent.

he CrossFit fitness training regimen is gaining popularity worldwide and Janine Prinsloo from CrossFit Firebox in Polokwane has been proclaimed as the fourth fittest woman in the Africa region after the completion of the World Online CrossFit Open. Prinsloo was the only woman from Limpopo and one of 48 CrossFit crossfitters selected to participate in the African regional finals that was held at the CocaCola Dome in Johannesburg recently. The African regional finals are all about finding the fittest CrossFit male, female and team in Africa. The regional finals consisted of eight strenuous work-outs done according to international movement standards over a weekend of blood, sweat and tears, accord-

ing to Prinsloo. She described the weekend as rather strenuous with the exercises being more gymnastically orientated rather than concentrating on strength alone. Prinsloo went on to complete all eight of the routines and although she failed to win any, managed to finish in fourth place overall in the women’s category. In doing so Prinsloo improved on her ninth position from last year and can proudly state that she is the fourth fittest women CrossFit practitioner in Africa. She explained that with Africa being one of the smaller regions worldwide taking part in CrossFit competitions, only one contestant from Africa was nominated for the CrossFit Games that will be held in Carson City, California later this year. Therefore, only the winners of the various categories at the regional finals will represent Africa in California. In CrossFit competitions, the athletes have to do a series of repetitive exercises in a race against the clock. To make the event even tougher – the competitors are only informed of the exercise routines on the day of the competition. The extremely fit athlete said she is satisfied with her fourth position this year and hopes to improve even more in 2015. Earlier this year Prins­

loo achieved second place at the Fittest in Cape Town competition that featured CrossFit members from boxes throughout South Africa. She has been doing the CrossFit programme for two years and likes the exercise discipline because each session is varied and features functional movement (how humans move in real life) and high intensity exercises to increase the heart rate. CrossFit also develops neurological skills and physical fitness combining stamina, strength, flexibility, coordination speed, power, endurance, balance and accuracy, the essence of a good fitness regimen. After her achievements in 2014, Prinsloo has set the bar even higher for 2015. She is aiming to win the Fittest in Cape Town competition next year and wants to represent Africa at the CrossFit Games in California in 2015. CrossFit Firebox is moving from its present location at the Bon Marques Indoor Sports Centre to the APK Pinkster Protestant Church premises on the corner of DieMeer Street and Gen Wynand Malan Crescent at the end of June.
