construction company belonging to a former friend of expelled African National Congress Youth League (Ancyl) Mr Julius Malema was allegedly given a R42 million housing contract two years ago despite not qualifying for it. According to information availed by the Department of Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta), Bitline SA 694, a company belonging to Mr Ali Boshielo has built at least 1 715 housing units for government since 2010 of which 600 were part of a R42 627 000 tender in Maruleng Municipality in the financial year 2010/2011. According to the Construction Industry Development Board’s (CIDB) website Bitline SA 694 has a grading of 7GB, which only makes it eligible for contracts between R13 million and R40 million in the general building works category. Among the work done by the company for Coghsta since 2010 is another 315-unit R19,9 million tender also in Maruleng, 300 units for R19 million in Molemole Municipality, 192 units for R13,3 million in Thulamela Municipality and 8 units for R529 000 in Mutale municipality. The most recent contracts are for Elias Motsoaledi and in Makhuduthamaga municipalities worth R11,5 million and R5,7 million
respectively, making the R42 million tender in Maruleng the company’s biggest in the last three years. The overall worth of the seven contracts over the last three years, according to Coghsta, is R112,8 million. Coincidentally, or not, the contract was granted at a time when Malema’s popularity was it its peak. Boshielo, at the time of our going to print, had failed to respond to a text message, telephone calls and an email sent by Polokwane Observer on the matter as well as the possible downgrading of the company’s CIDB grading since the project was completed. Coghsta’s biggest contractors in the current financial year are Selby Construction, MPPJ, Raesetja Property Developers, Dada’s World of Hardware and Zohra Khan Developers all tasked with constructing 500 units each across the province. According to Coghsta Spokesperson, Ms Tseng Diale the department does not require the right CIDB grading but rather deems the National Home Builder Registration Council (NHBRC) certification more important and a requirement for appointment.

Ms Sne Gumede, the department’s spokesperson admitted that the clinic did not have certificates in stock. “The clinic has had some challenges with the printers. Arrangements have been made and the doctors’ notes will be delivered by the end of business today (Monday),” she said.
