olokwane Observer’s inquiry about and report on recreational facilities presently being developed behind the Afrikaanse Protestante Kerk on the corner of Potgieter Avenue and DeMeer Street has elicited response from Polokwane Municipality. Manager Communications and Marketing of the municipality, Tidimalo Chuene said the municipality is developing a park opposite Hoër Tegniese Skool Tom Naudé in order to offer residents a better recreational experience. “There are a number of recreational activities that the municipality will be introducing at the park like beach soccer and volleyball, which will benefit the community of Polokwane at large,” she explained. After qualms were raised by members of the church and the provincial leader of the Freedom Front Plus, Hannes Heyman, Chuene said sporting activities at the park are not going to be of the magnitude of normal football matches. “Most of the sporting activities at the park will be for fitness and exercise purposes. There will also be set operating hours so that the activities do not cause a nuisance to the school and church activities in the area,” Chuene elaborated. She said the total project should be completed at the end of December at a budget of R800 000 as part of the municipality’s Expanded Public Works Programme.

mid all the hype around the shooting at a local hangout on Sunday evening that left Boy Mamabolo in a critical condition, a facebook apology attributed to long-time Julius Malema ally Jacob Lebogo on Tuesday has sparked widespread reaction. Needless to say Tuesday’s confession-like posting on his facebook wall containing an apology to the people of Limpopo and the victims suffering casualties has solicited widespread reaction from mostly friends and the odd foe. At the time of going to press, some 20 hours after having been posted, the writing on the wall solicited 107 comments and more than 100 likes. Salute.” On Tuesday Lebogo appeared in a packed court room, supported by a crowd that included Economic Freedom Fighters (EFF) Legislature Member Jossey Buthane, for the matter to be remanded to today (Thursday) for a continuation of a bail application. The incident left Mamabolo, African National Congress (ANC) Milo Malatjie Branch Chairperson fighting for his life and reportedly inflicting lesser injuries on Alvin Sanderson, Leonard Sanderson and a fourth person. However, the charge sheet merely contained the name of Mamabolo. Lebogo, a former municipal councillor and a businessman appeared on charges of attempted murder and discharge of a firearm in a public space. During Tuesday’s proceedings State prosecutor Jackson Mabasa submitted that all affidavits had not been obtained as yet and that all evidence had not been gathered. He further told the court that the defence indicated the firearm had been handed in but that the State could not confirm the fact. Tumi Mokwena for the defence argued that since the incident the Police had been in contact with Lebogo the entire time and that Lebogo turned in his licensed firearm at the Polokwane Police Station at 03:00 on Tuesday. Mokwena, who is also Malema’s lawyer, further raised the question why Lebogo had to remain in custody considering the fact that he had been looming around the city since Sunday. Discussing the incident a party-goer told Polokwane Observer that chaos ensued after the shooting in a packed venue hosting an estimated 1 000 revellers. People who afterwards wanted to set fire to the accused person’s vehicle, identified as a silver Jeep Cherokee, had to be calmed down, he recalled. “He spoilt a perfectly good party.” The eyewitness to the shooting said Mamabolo hit the ground after having been shot twice, whereupon he was shot a third time. Two of the three remaining victims who were allegedly shot during the same incident were seated with him about three metres away and were hit in the thigh and in the face, he said. The eyewitness said he heard about four shots going off far apart and after one of the victims, Leonard Sanderson, shouted that he was hit he checked whether he might have taken a bullet

too. He was relieved that he was not shot. The incident was very traumatic and he considered going for debriefing sessions, he concluded. Another party-goer said he saw the gunman passing him whereupon a scuffle ensued, involving Mamabolo. The suspect produced a matt black handgun from under his blazer and the eyewitness said he first thought that he was going to fire a warning shot. “He went straight for him.” Mamabolo made a u-turn and started running towards them. The accused allegedly randomly started shooting four to five shots. It all happened very fast, he reckoned. “I think he went there knowing what he was going to do.” He indicated that his paramedic experience stood him in good stead after Leonard Sanderson, identified as a taxi owner who is also a biker, and Alvin Sanderson, a mechanic at a local car dealership, as well as an unidentified man were also hit. Mamabolo was leaning onto some tables, bleeding in the chest and stomach, he observed. The accused, the eyewitness stressed, disappeared into the darkness after being grabbed by the hand by someone who prompt-

EC for Transport, Safety, Security and Liaison, Mapula Mokaba-Phokwana announced that more than 1 000 traffic officials will be deployed on all major roads in the province on a 24-hour basis during the Moria pilgrimage over the coming weekend. “We are expecting heavy traffic from the N1 South at Kranskop and N1 North in Musina on Friday. The department will ensure high visibility traffic policing with all patrol vehicles’ blue lights switched at all times and traffic officers wearing reflective jackets. There will

be a zero tolerance on any lawlessness associated with traffic safety during this event. All our traffic officials are ready to patrol the R101 and N1 interchange in Polokwane, the N1-Tzaneen junction, N1 bypass at the Chueniespoort, Silicon and Zebediela crossings, the Maja-Chuene junction on the R37, as well as the R71, leading to Boyne. We will be monitoring traffic flow, conducting point duty as well as monitoring stray animals and pedestrians,” the MEC is quoted to have said in a media release. Spokesperson for the department, Mafenya Lediga said in the statement that the South African National Roads Agency is expanding the R71 at Boyne as part of infrastructure development and that the work is still in progress. “Motorists approaching Moria on the R71 should expect some stop-and-go delays at the entrance to the church premises due to road construction. We urge all motorists to exercise patience when approaching Moria,” the statement read.

Viviers is alombekend as Tannie Mattie en die ouma van wêreldbekende gholfspeler, Retief Goosen. Hy sal nie sy ouma se begrafnis kan bywoon nie as gevolg van verpligtinge in Amerika. Polokwane Observer het in Maart oor die 104de verjaarsdagvieringe van Tannie Mattie by die tehuis berig. Tannie Mattie was diep godsdienstig en het getrou elke erediens van die NG Kerk Pietersburg-Oos bygewoon, self in haar later jare. Haar dogter, Annatjie Goosen sê haar ma

het baie vir haar medemens omgegee en het as 99-jarige vir ander bejaardes by verskeie ouetehuise in Polokwane gelees. T

he woes of the people of Disteneng are seemingly continuing with a fire partly gutting 20 shacks on Monday evening. No one was injured in the incident. The last fire in Disteneng occurred in the first week of August this year when 14 shacks were destroyed after a paraffin stove exploded, Westenburg Police spokesperson Mohlaka Mashiane told Polokwane Observer. This time round half of the 20 shacks affected by the fire got destroyed while the rest could be saved, he indicated. A case of arson was being investigated following the incident, Mashiane said and added that the cause of the fire was still unknown. According to Mashiane no injuries were recorded. Monday evening’s rescue operation took place at around nightfall. At the time meagre personal belongings of occupants of the

embers of the armed forces and the public had a first hand experience to witness South Africa’s air and ground attack capabilities at the Air Power Capability Demonstration that was held at the Roodewal Bombing range on Monday. Various units attached to the South African National Defence Force (SANDF) and aircraft from the nearby Air Force Base Makhado and other units from the Air Force participated in the live demonstration. The fire power of jet aircraft such as the Griffon and Hawk and helicopters like the Rooivalk, Oryx and Augusta were tested in simulated live action. Medics from the South African Medical Services and a fire and rescue team from Air Force Base Makhado were on standby in case of any mishaps.

During the demonstration on Monday the spectators were treated to an operation against the ‘enemy’ involving both ground forces and the Air Force. Parachutists were dropped from the air to gather intelligence and thereafter troops were dropped off by Oryx helicopter to attack the enemy. The Rooivalk attack helicopter then gave a thorough demonstration of its firepower in providing support to the troops on the ground. The Augusta (A109) and BK 117 helicopters then flew in to drop off supplies and ammunition to the troops on the ground. A highlight of the demonstration was then provided by the Griffons who displayed their aerial capabilities against an ‘enemy’ Hawk fighter jet. Afterwards all the aircraft involved in the mock battle gave an impressive fly-past in the gathering dusk much to the delight of the many spectators. Schalk van Heerden, Officer in Command Air Force Base Makhado, said the Air Power Capability Demonstration is normally held twice yearly, but due to budgetary constraints will only take place once in 2015. He concluded that Air Force Base Makhado is proud to host the live demonstration every year and praised all the military personnel involved for ensuring the success of the operation.

The arrangement is part of a long standing partnership between South Africa and Cuba to assist each other in the field of medicine. The agreement between the two countries also encompasses that Cuba sends its own doctors to work in Limpopo to ease the burden of shortages of medical

Among the group was Mmathapelo Lamola from Mmotong wa Perekisi, outside Seshego. She said she was excited to be going Cuba to study. “This is good opportunity for me to realise my dream of becoming a doctor. I am from an underprivileged background and last year when I heard about the scholarship I applied immediately. I am glad that my

application was successful,” Mmathapelo said. She pointed out that after completing her seven training programmes in Cuba she wants to work at a community hospital as general doctor. “I have noticed that many doctors who have studied abroad don’t want to work in local hospitals but rather go into private practice. I want to reach out to my own community and other communities,” Mmathapelo said. A fellow student, Gift Dikupe hails from Mokomene village in the Botlokwa area and would like to be a neurosurgeon one day said he will use the seven years of study to the maximum. “This is great opportunity for me and I want to use it well. I have promised my parents and my former teachers that I will behave, remain intact and focused throughout the programme because I have seen students falling out of the programme because of ill discipline and social ills,” he said. The students are expected to depart for Cuba on Sunday.

CRIME shorts Six alleged rhino poachers arrested Six suspected rhino poachers were arrested in the Hoedspruit and Vaalwater areas respectively during the weekend. According to Provincial Police Spokesperson Ronel Otto the first incident took place at the Klaserie Game Reserve just outside Hoedspruit when a security guard saw strange tracks and footprints on the premises. “With the help of the Police they managed to arrest three suspected rhino poachers who were in possession of a high calibre hunting rifle, a silencer, 9 mm pistol, ammunition, an axe and four cell phones,” she said. Ntiyiso Ngobei (26), Edwards Shai (40) and Lawrence Malatji (42) from Phalaborwa appeared in the Hoedspuit Magistrate’s Court on Monday facing charges of trespassing and possession of an unlicensed firearm and ammunition. They are expected to appear again today (Thursday). In a second incident three suspects were arrested on a farm just outside Vaalwater. “Police followed up information on a suspicious vehicle dropping people next to the road close to the farm. “Police stopped and searched the vehicle and the three suspects were found in possession of a 458 hunting rifle, life ammunition and an axe,” Otto said. Police are still on the lookout for two more suspects who managed to escape. They are expected to appear in court today (Thursday).

Eighteen days after she allegedly went missing on 30 August, Mamoshibudi Annah Mamabolo (16) of Ga Mamabolo Thabakgone returned home on Monday. he Democratic Alliance (DA) has filed a charge of financial misconduct with the Public Protector against the Maruleng Municipality on Monday. In a media release, Jacques Smalle, DA Limpopo Provincial Leader, stated that the DA had discovered that the municipality paid close to R1 million to two companies not registered with the Companies and Intellectual Property Commission (CIPC) to repair municipal sewerage pipes and pumps. “These companies have been doing business with the municipality and getting tenders without following the correct procedures. The documents in the DA’s possession indicates that payments were made between October and April this year and the DA is questioning the Accounting Officer’s intent, which is in violation of the regulations promulgated in terms of the Local Government: Municipal Finance Management Act (MFMA). The Auditor General’s report has shown that the municipality struggles with non compliance to Supply Chain Management regulations and has

incurred irregular expenditure of R6.5 million,” the statement read. “The DA is deeply concerned about the manner in which tenders are being awarded and have also noted that the same documents that are in our possession, were also handed over to the MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Makoma Makhurupetje and Minister Pravin Gordhan on 26 August 2014. The DA will further be posing questions to both the national and provincial departments to get a thorough report about the steps that they took to intervene on these tender irregularities,” the statement concluded. The conference that was scheduled for next weekend was likely to be moved to mid-October after a decision by the Provincial Executive Committee (PEC) of the ANC due to meet towards the end of next week, stated Peter Mokaba Regional Task Team Coordinator Eugene Masete. Decisions on disputes and appeals heard by the dispute resolution committee and appeals committee of the provincial structure for 14 Branch General Meetings (BGMs) across the region to be re-run were shared with branches

during a general council of the region at a Polokwane venue on Monday, Masete indicated. The council was conducted to inform them on conference preparations. Of the 121 branches in the region 102 proved eligible for hosting BGMs, Masete said. The process commenced in the first week of August and was concluded on Sunday. Asked about the repercussions of Mamabolo’s shooting, Masete described it as a very sad incident. The Milo Malatjie branch of the ANC, he explained, was one of those to have a re-run of its BGM after the lodging of a dispute. In terms of the process for a re-run to be followed, there would be others standing in for Mamabolo, he added. In the meantime lobbying for favourites to make the line-up of the top leadership apparently continues unabated.

The Democratic Alliance (DA) in the Fetakgomo Municipality has submitted a written request to its Speaker, Kenneth Mamphekgo to convene an urgent special council meeting to table a motion of no confidence against Mayor Elizabeth Sefala. A media release issued by DA Councillor Derick Mosoana last Thursday stated that Sefala has failed dismally in addressing recent community unrest at Ga Nchabeleng that resulted in learners being prevented from attending school. “The unrest came after the municipality demolished satellite offices of the Department of Home Affairs without following the correct procedure. Since last Monday residents have barricaded roads with burning tires, vandalising pavements and street lights. Vandalising municipal property could cost the municipality more than R2 million and could have been avoided if Mayor Sefala intervened in time by addressing the concerns of the angry resi-

dents. An estimated R3,9 million of irregular expenditure cannot be accounted for as outlined in the Auditor General’s report for 2013/2014. This happened despite a huge service delivery backlog where residents still have to fetch water from rivers and streams. Mosoana stated that for people to have to share water sources with animals was a clear indication of the Mayor’s failure to show good leadership by accelerating delivery of services to the people He concluded that the DA wants Sefala to step down with immediate effect to avoid more community unrest due to lack of services in their villages. Limpopo Police Spokesperson Ronel Otto on Monday confirmed that the situation at Fetakgomo was quiet and under control, that the police was monitoring the situation and attending regular meetings with all stakeholders. Robert Rashidi, Spokesperson for Fetakgomo Municipality said the matter was sub judice and it would therefore not be appropriate to comment at that stage.

It is a fact that so many people go through difficulties in their lives, be it unemployment, conflicts in their homes, sicknesses, and many others. Most of the time people keep quiet and say nothing about these challenges because they are afraid that they will become the talk of the day if they should tell others. So, these kind of spiritual festivals are important to remind people of the love of God and how He cares about everyone irrespective of whether they love Him or not. Indeed Joyous Celebration was able to offer to people “fresh food for the soul”. It successfully reminded people through music that God dwells in the praises of His people. Psalm 150:6 says: “Let everything that breathes praise the Lord”. To praise the Lord and to worship and exult in Him was the original purpose for which creation was made. There is nothing that can strengthen us so much in our daily fight of faith than singing praises to the glory of God. Praise brings us into the presence of God and fills our heart with comfort, joy and bliss. It opens the heaven above us and creates an atmosphere of heaven around us. It was really pleasing to see young people in their numbers to spend the evening praising God rather than being in the shebeens or taverns risking the beautiful lives God has given them. We look forward for this kind of music festivals to help people in matters of spirituality so that they could honour God with their lives. Nirvana Library not a readers’ paradise

“The Nirvana public library needs a better system when books are returned, simply because 80% of

the time their system is offline and books returned are not scanned. Many a time books loaned are also not stamped. When I asked about this I was told it is the duty of the person taking out the book to stamp it. My daughter visited the library with her school and there was only one teacher accompanying them; so why can’t library staff assist in stamping the books? I was accused of not returning a particular book and later fined for it because of their incompetence and the day the books were returned their system was offline. The day I took out a book for my daughter for a school task, I was told one book is outstanding but they will look for it. The following day my daughter had a school library day visit and was given a fine for the outstanding book. The fine was scribbled on a piece of paper the size of a postage stamp; no official letterhead or anything. The librarian who assisted me the previous day was not on duty the day the school visited and she did not pass on the message to the other librarian. I returned the same afternoon to query about it, refusing to pay. The librarian on duty said I must come the following day when the lady I had spoken to will be back on duty. I went the following morning and angrily expressed myself about the lack of communication between the librarians and their shoddy work and system. I raised my voice, and had every right to do so because I was not prepared to pay for their incompetence and lack of communication. The librarian was not even apologetic and rudely said that she told me two days earlier that she’ll look for the book and let me know if she finds it. But in the mean time I get fined for her or her co-workers not having time to look for the book. It took less than 15 minutes to find the book which she accused me of leaving at home. When my daughter took out books again and I returned it, I merely asked if the librarian will stamp or sign for the books and she made a big scene saying they will not change their system because of me and my attitude and that once again I’m making a din. She called the security guard to escort me out of the library. The security lady was dumbfounded and even said: ‘Just stamp her paper then there are no issues’. Many other parents have issues with the Nirvana library but none have ever voiced their troubles.” Name of author withheld • The response of Marketing and Communications Manager of the Polokwane Municipality, Tidimalo Chuene was as follows: “The community should be assured of our continuous and efficient service at our library. We regret this unfortunate incident as reported and will investigate the attitude of the indicated staff member, as well as other circumstances at the time. Our staff is always willing to search for a book that is still reflecting on the member’s loan record, which according to circumstances, has been returned. Information technology related problems are reported to the IT department who is responsible for maintenance and connectivity. Proper procedures are in place should this happen, but mistakes are possible. All Polokwane municipal libraries work according to the same policies and procedures. Persons who renew their books by phone get a reference number as confirmation that the transaction was done. The manager responsible for libraries is willing to meet the concerned resident in the event that she is not totally satisfied with our current response to the matter.”

Biggest Loozer Contenders BIGGESTLOOZER 2014 This week we again focus on two of our contenders in Body Life’s Biggest Loozer

Competition 2014. We asked them what their “secrets” are and what has kept them motivated up to this point. These people are busy putting in the work every day and it definitely shows! This is what some of them had to say…. Eric Breedt entered the Biggest Loozer competition and has lost 39.1 kg thus far.

Shalanda Roos has lost 30.5 kg since February this year. She says that her motivation comes from her progress that she sees and feels.

He felt his biggest motivation was that his health was busy deteriorating and he didn’t want to just give up on himself. Joshua Jordaan, a personal trainer at Body Life Magazyn Street, has helped him from the start of the competition.

Every kilogram lost just adds to the motivation. She says it’s the small things that motivate her the most such as being able to dance the entire duration of a song without feeling out of breath; to walk in the mall without feeling like you are about to die from being unfit; people who tell her how good she looks now...all the small things that she never knew mattered are what motivate her the most.

He combines strength and fitness training in various combinations in his training plan.

Her “secret” is healthy eating and training hard every day but her personal trainer, Elzet Benadie told her that one must WANT to lose weight to make that change not because you HAVE to, and Shalanda agrees 100%. And she says that you must get help in this process. She says that without her personal trainer, Elzet, she would not have been able to achieve what she has achieved so far.

ublic Works, Roads and Infrastructure MEC, Jerry Ndou has described his first 100 days in the office as an experience that he will always cherish as he embarks on his duty to implement the huge infrastructure programme lined up for the province. Acting Media Liaison Officer for the department, Callies Matlala said upon assuming office on 21 May this year the MEC hit the ground running by visiting district offices so as to familiarise himself with the staff that he will work with during his term as political head of the department. “He also took time off to his busy schedule to travel roads across the province to get the glimpse of what challenges lie ahead. This included the road in Legolaneng which is in shockingly bad condition, and another in Fetakgomo which residents have nicknamed Bermuda Road. He also visited roads in Bungeni, Waterberg and Mopani,” Matlala said.

Matlala further said Ndou promised to prioritise and reprioritise all the roads that are in bad conditions, by working closely with municipalities with reference to the respective Integrated Development Plan. “He said he will work closely with our implementing agent, Road Agency Limpopo (Ral) to ensure that all roads in the province that are in bad condition be given priority for construction and reconstruction for we want to allow free movement of goods and people. In all districts the MEC found success stories, coupled with the challenges of lack of equipment and ageing personnel among others. He minced no words in assuring the staff that he will walk every step of the way in ensuring that these challenges are addressed,” Matlala said. Ndou reportedly said it has been 100 days of memories, which has provided him with an opportunity to get to know first-hand the challenges that he is up against as he prepare to put his shoulder to the wheel and move Limpopo forward through the provision of quality infrastructure.

Literary Week also caters for blind readers BARRY VILJOEN >>barryv.observer@gmail.com Blind readers who wish to visit the Literary Fair currently being hosted by Polokwane Municipality will be surprised to learn that there is an exposition that specially caters for them and that it is called The Blind Alphabet. The Blind Alphabet is artist Willem Boshoff’s version of an English dictionary written in Braille. Using wood that he inherited from his father, a professional carpenter, Boshoff set about empowering one of the most marginalised minorities; the blind. He produced one wooden sculpture a day, six days a week (on the seventh day, he rested), for more than a year. His family’s curiosity turned to astonishment as the pieces accumulated in the lounge, day after day, and spilt over to the rest of the house. One collector who wanted to buy the sculpted pieces was furious and dismayed when told that he can buy them but he is not allowed to display them in public. Amos Letsoalo, Curator of the Polokwane Art Gallery, explained to Polokwane Observer that The Blind Alphabet is a series of 338 wooden sculptures, each representing a word related to form, structure or texture. The sculptures are contained in caskets of steel mesh. Attached to the lid of each casket is a sheet of aluminium embossed with text in Braille, giving the word, its meaning and derivation, and examples of its usage. The texts and objects thus explain one another. Only blind persons can access both text and object. “This access is restricted to blind ‘viewers’, they are allowed to read the text,

remove the lids and pick-up the objects. As for the sighted, the usual injunction in art galleries and museums – Do Not Touch – applies. We can simply observe,” Letsoalo says. Braille is incomprehensible to the sighted. To make matters worse, the aluminium sheets have been imprinted from both sides. This reverse text renders the plague more dense and incoherent for the sighted viewers but being sunk below the surface, is imperceptible to the blind reader. “Boshoff’s Blind Alphabet exploits the dual function of the caskets. The caskets are ambivalent pieces of furniture. It can let us see things and show them to us. And at the same time, it hides them and makes them disappear behind closed doors,” he concluded. There are also a variety of paintings and other works of art that will remain on display at the gallery situated in Library Gardens and best accessed from the parking area in Hans van Rensburg Street, until 10 October.

Trust to provide valuable input towards education

oseph Raulinga, High Court Judge and Chairperson of the District Steering Committee of the National Education Collaboration Trust (NECT) for the Vhembe district sees the provision of quality education to every child as the most important factor in eradicating poverty in the rural areas of South Africa. Having grown up in one of the more remote areas of the country, Judge Raulinga is well versed in the challenges of bringing a fully functioning education system with proper classrooms and motivated educators to the children of Vhembe. He is also involved with many community leadership initiatives, among these serving as the advisor and coordinator of the Madombidzha Education Trust where he facilitated in the raising of R1,2 million towards building six classrooms, a laboratory and library at Litshovhu Secondary School. In an exclusive interview with Polokwane Observer Raulinga said he was excited about the role of the NECT in bringing a meaningful change to education in Vhembe, as the objectives of the body have been formulated as a

business, labour and civil society initiative to support the Education Sector Plan within the National Development Plan (NDP). “All of the important stakeholders, including government, involved in education in South Africa share ideas at NECT meetings with the common vision of improving the standard of education throughout the country,” Raulinga elaborated on the role of the NECT, which presently has a large footprint in Vhembe. “Vhembe has over 1 000 schools and many have dilapidated infrastructure and a lack of suitably qualified teachers and together with one of NECT’s lead agents, Deloitte Touche we have identified 61 Fresh Start schools that will be totally revamped over the next three years,” Raulinga said and added, “Many retired circuit managers and principals are among the change agents recruited by the NECT because we don’t want to lose their expertise. “In fact the NECT is busy engaging with all stakeholders involved with education, including councillors, traditional leaders and mayors of municipalities in Vhembe as they are closely involved with the communities to address the current problems facing education in the district. We also intend holding meetings with

unions, school governing bodies, parents, principals and teachers in order to share a common vision to enhance the quality education in a mostly rural district like Vhembe.” As many parents and care givers in the district have low literacy levels Raulinga is concerned about their role in providing assistance with their children’s homework. “Therefore at a meeting held recently the idea of setting up centres for learners to be accommodated after school hours was discussed and may be implemented in the future,” he explained. It is important to Raulinga that businesses in the Vhembe district provide support towards developing education and five entities have been approached by the NECT for involvement in this regard. “Education can unlock the shackles of poverty and also unlock the economic potential of Vhembe and the country as a whole and it is important for the education of our children to be taken seriously,” Raulinga said. He concluded that the NECT is already making a difference in Vhembe and with national government allowing big business, labour and civil society to become actively involved in the decision-making process of education this will be a giant step forward for education in South Africa.

Verskeie stalletjies, heerlike eetgoed soos pannekoek en gevulde vetkoeke, plante, groente en ander snuisterye teen winskooppryse het tot die karnavalatmosfeer bygedra. Die oudste voertuig waaraan almal hul kon verkyk was ‘n 1927 Chevrolet Towncar. Vannie van den Heever het die voertuig saam

met veteraanmotorversamelaar, Jannie van Waveren restoureer en het nog sy oorspronklike registrasienommer TP 1927. Van Waveren het dit 30 jaar gelede by die bestuurder van die destydse staatsgarage (GG) gekoop en moes onder meer die binnebande van Indië invoer. Die voertuig se dak is van hout en is met viniel oorgetrek. Die 1953 L15 Citroën van versamelaar, Nic van Niekerk en die 1959 Studebaker Silver Hawk van Francois Swart het baie aandag getrek en word gereeld in die stadstrate opgemerk. Unions strike deal with Department of Labour

ROELIEN VORSTER >> roelien.observer@gmail.com A much needed working relationship between the Department of Labour and various trade unions has been reached when the department and representatives from the Congress of South Africa Trade Unions (Cosatu) and its affiliates in Limpopo met on Monday. Communication and Media Liaison for the department, Johannes Mokou said in a media statement that the somewhat rocky and at times sour relationship seems to have reached a positive outcome when the department’s Provincial Chief Inspector (PCI), Phaswane Tladi addressed the various union representatives in the department’s offices in Polokwane. Mokou said Tladi assured the attendees that the strategy to assist them in all their needs have been implemented: “As long as it is for the benefit of the freshly developed working relations, which will in turn help relieve the plight of vulnerable workers in the country,” Tladi was quoted saying. The meeting was held with the aim of bridging the gap between the unions and the department. “Talks between the two parties also raised the expectation to educate the inspectorate about the roles that unions can play in reducing non-compliance in various workstations, amongst other roles,” Mokou said and added that the parties also want to produce an environment where organized labour can have access to every labour office and seek help without questions. Mokou said Tladi affirmed the department’s undivided standpoint on bringing the unions closer to the department. “It is important for us to keep you on board and informed on a regular basis regarding amendments of legislations, changes in the sectoral determinations, better understanding of the inspectorate’s approach during inspections and most importantly, training of shop-stewards whose job it is to advices the employers on issues of compliance even before inspectors conduct the inspection,” Tladi said. Mokou said Tladi took time to educate the visibly curious union representatives about the Ministerial Variation - which is an application that any employer can submit (with relevant documentation) to the department to request to be exonerated from paying the required minimum wages because of the employ’s current financial status. “One representative made a call to the department’s management to arrange a visit with the labour centres to educate them about the importance of having good relations with the unions because they are struggling to gain access to some offices and this creates a delay for the members who may be impoverished because they might have been unfairly treated at work,” Mokou said and added that a workshop will be held in October where over 100 senior union representatives will be coached on the recently amended pieces of legislations, the applications and other policies of the department. Cosatu Limpopo Provincial Secretary, Gerald Twala confirmed they were part of the meeting and said they are not satisfied because some labour centres are not being helpful and are inefficient to deal with complaints submitted by trade unions. He said there are not enough inspectors from the Department of Labour to do physical inspections on farms and other workplaces where there are allegations of exploitations and non-compliance. “However, we need to report that we had a very fruitful meeting with the department and have agreed amongst others that the department must urgently address weaknesses in relation to the labour centres that are inefficient and that inspections on compliance on conditions of employment and Sectoral Determination will be enhanced and strengthened,” he said and added that they also agreed to convene a workshop with stakeholders on the Compensation for Occupational Injuries and Diseases Act (Coida), Unemployment Insurance Fund (UIF) and others labour relations legislation. He said they also agreed to work on a strategy and programme to look at the exploitation of immigrants who are working in farms and the hospitality sector. “As Cosatu, we are therefore looking forward to work closely with the Department of Labour to improve the working conditions of employees in the province,” he concluded.

MEC invites Indian agricultural sector to partner with SA

A

griculture and Rural Development MEC, Joy Matshoge has invited the Indian Agricultural sector to invest in the province given the province’s strengths in agro-processing markets, especially in the horticulture segment. Sipho Dikgale, Media Liaison Officer in the Office of the MEC said in a media release that the MEC recently took part in round table discussions in Gurgaon, India that was also attended by the Minister of Agriculture, Forestry and Fisheries (DAFF), Senzeni Zokwana. Matshoge is reported to have said that the agricultural investment opportunities in the agro-processing sector provided sufficient grounds for the two countries to partner in the agricultural sector and improve economic activities in the next decade and beyond. The MEC, accompanied by Capricorn District Executive Mayor Gilbert Kganyago and stakeholders in the sector, is presently on a seven-

day visit to India as part of the Indo-South Africa Week focusing on the state of agriculture over the past 20 years. “We are encouraged by the strong socio-economic ties that exist between the two countries. It is in light of this that the Limpopo Department of Agriculture and Rural Development has entered into a Statement of Intent with the Kerjiwal Group of Companies to take our investment opportunities in horticulture forward,” the MEC said. According to the media release, horticulture development is quite strong in Limpopo and a key job creator for the communities in Vhembe and Mopani districts. Matshoge joined Zokwana in bilateral discussions with the Indian Minister of Agriculture, Shri Radha Mohan Singh and their Minister of Food Processing Industries, Harsimrat Kaur Badal, in New Delhi last Friday, attended a gala dinner promoting the Nelson Mandela Menu Book hosted by the Indian High Commission and visited the Pantajali Food and Herbal Park in Uttarakhand – India’s leading food processing centre. Matshoge will meet with the Kerjiwal Group of Companies to assess the state of readiness in the implementation of the agreement entered into between the Department and the company in November 2014.

Their soulful rendition of songs like Bhekani Kujehova, Modimo Ali Teng and Ntate Ke Mang made for a spiritually fulfilling event and was met with loud applause. he African National Congress Youth League (Ancyl) Limpopo Provincial Task Team last Wednesday celebrated the structure’s 70th anniversary with juvenile inmates awaiting trial at the Polokwane Secure Centre, a holding facility for young inmates situated at the Polokwane Place of Safety. The Ancyl was formed in 1944 by members of the ANC, including Walter Sisulu, Oliver Thambo and its first President, Anton Lembede, who believed in African Nationalism and wanted to follow an active policy focused on the mobilisation of the masses. “The Youth League in Limpopo felt it would be proper to mark the organisation’s 70th anniversary celebrations by reaching out to young people who are marginalised in society because of their wrong deeds. My eerste sketse is in houtskool gedoen. Eers tydens ‘n kunsdag wat die onderwyser gereël het waartydens ons skilderdoeke moes maak het ek met olieverf begin werk,” sê Pretorius en vertel dat die kunsstudente haar belangstellend uitgevra het oor haar tegniek omdat sy vinnig

skaduwees en diepte kon bemeester. “Ek verkies olieverf bo akriel omdat ek groter beheer oor my tegniek het.” Pretorius is in 2009 met ‘n goue seël van die Afrikaanse Taal en Kultuurvereniging (ATKV) vir haar kunsvaardighede bekroon en het kort daarna kunsklasse begin aanbied terwyl sy nog op skool was. Sy sê sy verkies die fynkunstegniek en hoewel sy nie ‘n groot aanhanger van abstrakte skilderye is nie, is dit nie ‘n probleem om die twee tegnieke te kombineer nie. Hoewel sy geduldig moet wag vir die lae verf om droog te word voordat die volgende laag aangewend kan word om diepte te verseker, kan ‘n skildery lank neem om te voltooi. “Ek spandeer meer tyd aan die afmetings en voorbereiding as skilder self,” lag sy en verduidelik dat sy nie ander kunstenaars se werk naboots nie maar haar eie interpretasie van die lewe om haar weergee. “My gunsteling onderwerpe is die natuurlewe en diere en ek verkies om portretstudies eerder met houtskool te doen omdat dit vir my meer lewensgetrou is.” Pretorius verkies om op haar natuurlike talent staat te maak eerder as gestruktureerde studie waartydens verftegnieke formeel bestudeer word en werk slegs op bestelling. lack Leopards Football Club is searching for their first victory of the 2014/2015 National First Division (NFD) season following a defeat against Golden Arrows and draws against Garankuwa United and Jomo Cosmos in their last matches. The team has been struggling to keep up in the league following the departure of former coach Costa Papic who left the team after leading them to the play-offs. Lidoda Duvha currently lies in 12th position of the league and their sluggish start could be detrimental to their quest of returning to the Premier Soccer League (PSL), a status they lost in the 2012/2013 season.

Lonmin is the world’s third largest platinum producer with the majority of its operations located at Marikana, situated roughly halfway between Brits and Rustenburg in the North West.

Club Spokesperson Berry Ramunenyiwa said he believes the team will put on a winning performance in their next matches. “Our goal is to return to the elite league and the only way to achieve that is to win matches. The team is playing well; they are creating a lot of chances but they are unable to convert them. Our technical team will work on that. What makes us more confident is that we are not losing more matches but drawing them and that gives us hope,” he said. Business chamber to host golf day, gala dinner

Preparations for both prestigious events are at an advanced stage and people should act now to avoid the disappointment of not being accommodated The golf day, planned for 26 September at the Polokwane Golf Club will accept only 120 entries. “We already have several entries and space is limited. The golf day is the perfect opportunity for people within the business fraternity to network in a relaxed manner. The opportunity is still available for businesses to sponsor some holes at R5 000 each,” Mdlalose said, adding that the golf day forms part of the chamber’s fund raising strategy in order to be able to host future events to the benefit of its members and other businesses. Radio controlled model helicopter pilots from as far afield as Cape Town visited Polokwane for some exciting competition and to show-off their painstakingly built helicopters. A magnificent model Huey helicopter that was extensively used by the Americans in the Vietnam War was put through its paces by Pretoria model helicopter enthusiast, André du Toit. He spent hundreds of hours of attention to detail to build the R85 000 Huey to scale and the helicopter fitted in perfectly with the Bushveld background when it took to the air. A beautiful Sky News Bell Jet Ranger 206 built to scale by Du Toit for Area 51 vicechairperson, Fernando Lopes also drew a lot of attention. Nigeria against which they drew 0-0,” Morake said. A press statement released by Safa quoted Bafana Bafana Head Coach Shakes Mashaba to have said: “I am glad to take the match to Polokwane. The people of Limpopo have never disappointed whenever Bafana Bafana play in Polokwane and we expect another bumper crowd on 15 October”. t was a double victory for the Limpopo Blue Bulls u.19 and u.21 Absa B-division rugby teams at the new Peter Mokaba Stadium on Saturday when both teams won their league fixtures against the Griffons. The u.19 team moved a step closer to qualification for the knock-out stages of the competition with a hard-fought 39-28 victory after leading 29-8 at halftime. Limpopo outscored the visitors by six tries to three with Christopher Labuschagne, Diederick Steyn, Favian Wilken, Lourens Pretorius, Ryan Robinson and Ryan West crossing the whitewash. Scrumhalf Charl Sander added three conversions and a penalty to round off the scoring for Limpopo. In the main fixture between the u.21 teams,

Limpopo flew out of the starting blocks to lead by 29-3 after the first quarter of the match. At halftime the score was 41-14 in Limpopo’s favour, but the home team could only add a try in the second half to eventually triumph by 46-28 for their second victory of the season. Limpopo’s eight tries were scored by Corné Ras (2), Oskar Calitz (2), Michael van Damme, Primo Ncube, Wolta Mtsweni and Kyran Odendaal. A further two conversions by Odendaal and one conversion by Jean Grobler completed a resounding victory against the Northern Free State outfit. Both the Limpopo u.19 and u.21 travel to Potchefstroom on Saturday for matches against the Leopards.

Limpopo will in 2015 host a professional and amateur (Pro-Am) golf series consisting of six events to be played on the province’s most prominent golf estates. The five qualifying events will be contested at Zebula Golf Estate and Spa, Elements Private Golf Reserve, Euphoria Golf Estate and Hydro, Koro Creek Estate and Hans Merensky to ultimately culminate in a grand finale at Legend Golf & Safari Resort at the end of September. Limpopo Tourism Agency (LTA) Head of Corporate Communications and Public Relations, Mike Tauatsoala told Polokwane Observer on Monday that the event, to be organised by the agency and an independent travel and marketing agency. “The golf event is part of the Golf and Safari Route, a cluster that was identified by us as a key driver in the tourism industry to boost tourism and increase arrivals into the

province. This tournament will also be used as an initiative to showcase Limpopo as a prime golfing destination. It will welcome golfers from around country and internationally. The vision is for this event to grow annually and to attract the highest level of golfers from the Professional Golfers Association (PGA) and tour professionals in South Africa and abroad. The ultimate goal is to stage an event of the extent of the Nedbank Golf Challenge,” Tauatsoala said. He reported that the Limpopo Golf Extravaganza contested at Legend Golf and Safari Resort in Waterberg last Saturday was a great success. “We are excited about the turnout, it was amazing. We thank the participants for coming to the event and playing a role in the promotion of sport tourism. As was the case in 2013 this year’s the tournament included 22 golfers from PGA and 60 amateur golfers from various provinces. We are hoping for a bigger and better event,” he said. He also mentioned that during the day professional and amateur golfers battled it out for the R50 000 cash prize money that went to the winner and two runners-up. Pieter Kruger won the professional category and R9 000 in prize money. The overall winning four ball amateurs, the Alrich Labuschagne Team, finished on 93 points and won a helicopter flip and golf passport each valued at R3 900.

The team’s last six encounters yielded only one victory, that against University of Pretoria, while Orlando Pirates, Ajax Cape Town, Maritzburg United, Moroka Swallows defeated them and they and drew against Amazulu.

Costa Bellos, General Manager of the team said despite amassing meagre points in the league they are positive that they will win their upcoming matches. “Look, we are still in the early stages of the season and fully aware that we have not been performing as expected. We have a new coach and we have signed new players. The players must adapt to the coach’s philosophy and methodology and that is a process. However, we are confident that everything will come to fruition and we will get stronger going forward,” Bellos said.

He stressed that they will give their all when coming face to face with reigning league champions Mamelodi Sundowns on 28 September at Peter Mokaba Stadium. Polokwane Observer in its previous edition referred to the appointment of Serbian Kosta Papic as the team’s new coach. “Sundowns is a good team with quality players whom we can’t compare with ours but we are more than ready for the match. R400 000 to resurface Polokwane Tennis courts Herbert Rachuene >>herbert@mailbox.co.za Polokwane Municipality allocated just over R400 000 for the resurfacing of the Polokwane Tennis Courts. The courts at the facility were cracked and peeling and therefore no longer conducive for play. Tidimalo Chuene, Communications and Marketing Manager at Polokwane Municipality said work started last month and is expected to be completed by the end of September. “The courts are resurfaced as a maintenance requirement for better playing surface as it has a life span of about six years. The quality of the surface gives our athletes a better

environment for improving their skills to compete nationally and internationally as it has been the case with our Paralympians,” Chuene said. She said the club was informed of the process and notices were put up to inform non-club members. She also said the surfaces of the netball, volleyball and basketball courts in Nirvana, Seshego, Westernburg and Ga Manamela will be done in the 2014/15 financial year. “The courts are done by an annual contractor for concrete and metal works,” Chuene said. Chuene also mentioned that the municipal pool will remain closed for a month due to maintenance work that needs to be done on the structure of the pool. “Polokwane Municipal-

ity appreciates that the town pool is one of the recreational facilities which residents look forward to enjoying when spring starts. The pool is usually open to the public between September and April, however due to maintenance work that needs to be done on the structure of the pool, it will remain closed for the rest of September. There is some work that needs to be done on the pool including scum channels and expansion joints before we can open the pool whilst the pool is also leaking. The municipality will work around the clock to ensure that the pool is possibly opened in October. We therefore request residents to be patient during this period,” Chuene concluded.

Premier Stan Mathabatha has applauded all men and women who have taken up the challenge of work with intellectually impaired persons. Mathabatha spoke at the official opening of the South African Age Group Games 2014 being hosted at the old Peter Mokaba Stadium

by the Limpopo Sports Association for the Intellectually Impaired on behalf of the national association. “I know it as a matter of fact that most among us would rather work elsewhere than to work with these children. The ultimate challenge however is for one to direct his or her energies, time and resources where such is needed most, and I am convinced that working with those with intellectual impairments is the finest contribution one can ever make to his country,” Mathabatha said. He further urged everyone to contribute to the livelihood of persons living with disability and help them to realise their full potential. “We must do this in the spirit of being each other’s keeper. We can only attain true happiness when we are able to contribute selflessly to the happiness of others,” Mathabatha said. The Premier said Provincial Government is happy to host and support the games because they are living testament to the fact that all people are differently abled. “Some among us may be highly gifted intellectually yet find themselves unable to kick a mere ball because of physiological difficulties. The participants in these games may be intellectually impaired but they are clearly better skilled in various sporting codes than many of us. I am confident that this year’s edition of the games will surpass all expectations,” Mathabatha said. The games, in which all nine provinces are represented, offers a full programme of different sporting codes such as athletics, basketball, futsal and netball at venues all over the city, including Seshego Stadium and the Ngoako Ramatlhodi Sporting Complex. It commenced on Sunday and is scheduled to end tomorrow (Friday).

hen Mmabogoshi Msiza, owner of Limpopo Guest Manor entered the Provincial Lilizela Awards in the Emerging Tourism Entrepreneur Year (Eteya) category in July her expectation, judging from the quality of the other contenders, was not to win but rather gain experience at that level. It was however the name of her guest house that the judges announced as the winner at the finals last week. Her rivals were reputable hospitality establishments Patong Guest House from Lebowakgomo and Tzaneen based Lapologa Bed and Breakfast. “It was a tough competition but I am glad I won. Winning an award is an honour and recognition of

hard work for any entrepreneur. All entrepreneurs out there deserve awards because running a business is never easy,” Msiza said. She bought the establishment from the previous owner in 2006 and has never looked back. She has expanded the restaurant’s seating capacity from 35 to 80 and the conference hall from 50 to 100. An extra executive boardroom that can seat 30 persons was added and the sleeping accommodation was increased from 15 to 30. All of this development created employment for 15 more full-time staff bringing the total number of personnel to 30. Msiza said winning the award has given her courage and strength to continue rendering a professional service in the industry despite daily challenges in the Tourism and Hospitality industry. “This award came as motivation because running a hospitality establishment may seem to be peaceful in every sense of the word, but it is not. The industry is very challenging, it is a 24-hour, seven day a week responsibility during which every aspect of a guests’ stay must be perfect, every section of the room must clean and spotless.

The business is highly seasonal. During off-peak we experience a pronounced decrease in turnover which impacts negatively on cash flow for subsequent months and that on its own is a challenge.” The Lilizela Tourism Awards are the premier tourism awards programme for tourism businesses in South Africa that aim to reward and celebrate excellence across the Tourism Industry. The awards recognise and reward tourism players and businesses that work passionately and with pride to deliver world class service and whose delivery grows South Africa’s global competiveness as a destination. Msiza is confident that she can win the national award despite the stiff competition at that level. “I know it is not the same as provincial level but I am ready for the competition. Our promise to the people of Limpopo is that we will do our best to enhance our positive and proud legacy as a winning province. Indeed we will fly the Limpopo flag sky high,” Msiza said.
