According to Seloba the administrators were expected to furnish Premier Stan Mathabatha with a hand-over report early in the new year. Seloba continued stating the provincial government was committed to ensuring that Limpopo remained stable and progressive and that they would never get back to where they were prior to 5 December 2011. At the same time there is even more reason to celebrate as the audit outcomes of Limpopo municipalities for the 2013/14 financial year have shown much improvement, simultaneously spelling a slight improvement for Polokwane Municipality. The institution managed to elevate itself from disclaimers of the past by obtaining a qualified opinion. The audit outcomes that were released last Friday showed a huge improvement compared to last year with more than half of the audited institutions obtaining unqualified opinions with findings. Even if one municipality was not getting an unqualified opinion it remained a concern but they were still celebrating those who performed well, reckoned South African Local Government Association (Salga) Provincial Executive Officer Thapelo Matlala who discussed the results with Polokwane Observer last week. Disclaimers were the writing on the wall for Vhembe District Municipality as well as Ba-Phalaborwa, Ephraim Mogale, Fetakgomo, Thabazimbi and Tubatse Municipalities. Apart from Polokwane Municipality those with qualified audit opinions are Elias Motsoaledi, Greater Giyani, Greater Letaba, LepelleNkumpi, Modimolle, Molemole, Mookgophong and Mutale Municipalities. Unqualified with findings was the outcome for Capricorn, Sekhukhune and Waterberg District Municipalities as well as the municipalities of Bela-Bela, Blouberg, Lephalale, Makhado, Makhudutamaga, Maruleng, Mogalakwena, Musina and Thulamela. The audits of Mopani District Municipality as well as Greater Tzaneen and Aganang Municipalities were not yet finalised due to unresolved issues between the Auditor-General (AG) and the institutions and in the case of the latter a strike that would have impacted on submission of documentation by the due date, according to Matlala. It was, however, reliably learnt that unresolved quality issues questioned by the AG impacted on the finalisation of the audits of Mopani District and Greater Tzaneen Municipalities. Matlala further referred to last year’s worrisome situation and said they have noted a steady improvement in affairs. Salga was confident local government in the province was on the right path, that it was maturing and would build public confidence, he added. “For us this is a great stride in ensuring there is accountability and the public purse is used in a responsible way,” he remarked. However, the six entities with disclaimers remained a concern, he stressed. It seemed like a tall order, but the ideal was for all municipalities to get an unqualified opinion, Matlala reckoned. He highlighted the shining examples that called for celebration, like Capricorn and Sekhukhune District Municipalities and Makhado Municipality. According to Matlala the right people with appropriate qualifications in positions started bearing fruit. He stressed that leadership and the roles played by mayors were important in audit outcomes and that improved cooperation through consultation with the AG assisted a great deal the past year. Matlala further explained that Salga was conducting a thorough analysis of the outcomes to identify problem areas which they intended addressing during the hosting of the annual Finance Week in the beginning of the year. In this regard he mentioned general accounting standards and asset management remaining challenges, he said. Going forward consistency in maintaining unqualified audit outcomes was important and improving the audit outcomes for those who did not perform well would be the focal area of work for Salga through the Municipal Audit Support Programme (MASP), he indicated. He concluded saying they congratulated and appreciated the achievements of the performers and that others should learn from the examples. It was learnt that the outcomes were regarded as a huge improvement in general, despite a lot still needing to be done. Perceived intervention by Mathabatha as well as consequences in cases of poor performance surely played a part, an independent source conceded. The fact that accounting officers did not want to accept negative outcomes was a good sign, it was added. “Overall it seemed record keeping and control have improved, which is positive.”

During the meeting it was established that the challenges facing municipalities include collapse in core municipal infrastructure services in some communities; slow or inadequate response to services delivery challenges; social distance by public representatives; the viability of certain municipalities; inappropriately skilled personnel and their incorrect placement; fraud and corruption and poor audit outcomes. Premier Stan Mathabatha in his address said he can never understand the working or the thinking of a municipality that fails to deliver its books on time for audit by the Auditor General. “There can never be justification for failing to account on how public resources have been spent. At times these failures appear deliberate” Mathabatha said. Commenting on the 2012/2013 Local Government Audit Outcomes, Mathabatha quoted the Auditor -General to have said: “There has been an overall regression in the audit outcomes of local government due to auditees’ late submission or non submission of financial statements. We had not finalised the audits of seven auditees, Sekhukhune District Municipality, Mopani District Municipality, Greater Giyani Municipality, Greater Tzaneen Municipality, and Molemole Municipality”. Mathabatha said he hoped that the situation in these local government institutions had improved with the 2013/14 submissions, otherwise the necessary consequences must follow relevant persons. “We simply cannot be seen failing our people with impunity. The truth is that this failure to account supplemented with the negative reports of misuses of public finances erode public confidence in local governance,” he stressed and added that such failure eroded public confidence and gave birth to antagonistic relationships between municipalities and the communities The Premier also said municipalities must hire people qualified to do the job in order to deal with the challenges at local municipalities. “Our cry cannot be justified if we go around hiring nurses to perform the function of supply chain practitioners. The truth is that there is no one who imposes staff on municipalities, municipalities have unlimited freedom to hire staff in accordance with their skills demands.” The summit was attended by members of the Executive Council, executive mayors, local mayors, chief whips, speakers, traditional leaders, heads of departments, municipal managers and officials from sector departments.

Three cops in dock for corruption, armed robbery RC MYBURGH >>rc.observer@gmail.com Barely a week after a task team led by National Police Commissioner Riah Phiyega succeeded in arresting 19 Police officials in connection with trading of illegal cigarettes, Limpopo Police made another breakthrough in the apprehension of two Police officers for alleged corruption and another for suspected armed robbery. Richard Mawasha and Simon Kutumela appeared in the Seshego Magistrate’s Court on charges of fraud and defeating the ends of justice were granted bail of R1 000 each and will appear again on 5 January while armed robbery accused Mpho Malatjie appeared

in the Polokwane Magistrate’s Court on the same day and his case was remanded to 18 December while remaining in custody. According to Provincial Police Spokesperson Hangwani Mulaudzi, Mawasha and Kutumela allegedly defrauded a resident by making him pay R15 000 and R5 000 during seperate incidents to clear his criminal record which was originally clean. Regarding Malatjie, Mulaudzi explained that the member allegedly robbed the cashiers of a fuel station in Onder Street on Tuesday. When the complainant of the fuel station reported the case at the Police station moments later he found Malatjie behind the desk. He was immediately arrested.

They will appear in court again on 22 December. A multi disciplinary operation led by Provincial Commissioner Fannie Masemola together with the Crime Intelligence Unit, Tactical Response Team (TRT), Hawks and K9 Unit has resulted in the arrest of the eight suspects who were allegedly found in possession of nyaope and heroin worth more than R100 000 early last Wednesday.

Provincial Police Spokesperson Hangwani Mulaudzi confirmed that R24 000 in cash were also found while, a pistol with 25 rounds of live ammunition, handcuffs and three handgun holsters were also found in possession of one of the suspects, an alleged former Police officer from Krugersdorp. “Police also recovered an axe and two butcher knives as well as various types of capsules which are believed to be some of the ingredients used to manufacture nyaope,” Mulaudzi said, adding that a laptop, counterfeit DVDs and CDs plus a colour printer were also confiscated. “We meant it when we said we will be out in full force the Festive Season. Drugs are very problematic and Bela-Bela has been saturated with nyaope which prompted us to clean the area to ensure that we cut the supply during the Festive Season,” Masemola is quoted to have said.

Godfrey Ntsieni, a University of Venda student suspected of murder, attempted murder, robbery, rape, kidnapping and assault will appear in the Thohoyandou Magistrate’s Court again on Friday to proceed with his bail application. The case was postponed last Wednesday after Ntsieni’s attorney was not available to continue with the proceedings. It is alleged that he killed two women and two children, aged eight and nine, in separate incidents earlier this year. Ntsieni has been charged on four counts of murder, one of attempted murder, five of rape, three of aggravated robbery and three charges of kidnapping. He was arrested in July after the body of Brenda Ndove was found on 18 July in the vicinity of the university’s administration block. She is suspected to have been stabbed to death and personal items belonging to her had been stolen. Her cell phone was found in the suspect’s possession. Ntsieni was also reportedly found in possession of the identification card and cell phone of Sandy Thagisa who was assaulted and robbed in May and a hairpin belonging to a murdered woman whose body

was found on the university premises in March. The bodies of the two minor girls were also found near the university. They are believed to have been kidnapped from school. It is reported that the nine-year-old girl’s body was found at Golgotha Village in April while the eight-year-old girl’s body was found close to the university campus in June. Both were allegedly raped before being strangled to death.

Gambling board warns against illegal gambling

The Limpopo Gambling Board has warned business owners facilitating illegal gambling not to be surprised if their premises get raided soon. Gambling Board Senior Manager for Law Enforcement, Philly Masogo said: “We have gained a lot of information on a local shop where illegal gambling activities are taking place daily. This place will soon be surprised by a visit from us,” he said. “Despite the unlawful aspect of illegal gambling, owners of such venues defraud especially elderly people by convincing them to use all of their money to try their luck in a never-winning game,” Masogo said. He added that the investigation is in process and they intend pouncing on the suspect soon.

The municipality’s Smart Transport Vision forms part of the 2030 Smart City Vision and is geared towards providing residents from the city and outlying areas, easy access to reliable and affordable public transport with a view reducing the number of vehicles in the central business district. Although yet to be named, infrastructure development for the R2,1 billion Polokwane Integrated Rapid Public Transport System (IRPTS) has already commenced with the widening of Nelson

Polokwane has been identified by national government as one of 13 cities in the country in need of an IRPTS to serve the fast-growing urban population of approximately 630 000. The large number of rural settlements served by buses and taxis were also taken into consideration. During her presentation last Wednesday, Khumalo said the city’s IRPTS will be implemented in four phases, starting with phase 1 that will serve communities in a radius of 20 km from the city centre. Once completed, the IRPTS will serve communities in a 60 km radius from the central business district in Polokwane, according to Khumalo. “It is envisaged that once the IRPTS is in full operation, commuters will have a maximum waiting period of ten minutes during peak time and half-an-hour during off-peak periods,” Khumalo said during her presentation. R199 million has already been spent in the 2013/14 financial year to get the project started with another R200 million budgeted for the 2014/15 financial year. The technical operational plan has been approved by Council and will be updated annually as well as the full Non Motorised Transport (NMT) master plan for the entire city showing the network, policies and by-laws. The business and financial plan has also been approved by Council and market surveys for Flora Park and Westenburg completed in accordance with the Municipal Systems Act, Section 78(1) and endorsed by Council. One of the major challenges identified is the equitable partnership with the existing transport industry and the municipality is busy with continued engagement

with the affected operators. Speaking at the media briefing last Wednesday the Executive Mayor of Polokwane, Thembi Nkadimeng said the IRPTS does impact on the taxi industry and after eight month of discussions with the industry they are beginning to find common ground. She added after a November meeting overseen by an independent facilitator to address issues of mutual concern a memorandum of understanding is expected to be signed early in the new year. “The IRPTS will provide a major facelift in terms of road infrastructure in the inner city and the main beneficiaries will be the people of Polokwane. Members of the local community will also benefit from the employment opportunities that will be available during the construction phase,” Nkadimeng explained. The representative for the taxi industry, Solly Ledwaba said talks with the municipality regarding the IRPTS are still at a sensitive stage and various key issues must still be addressed including the industry’s maximum stake in the project. Ledwaba highlighted that the taxi industry is currently responsible for the transport of approximately 67% of the country’s workforce and that job losses due to the envisioned IRPTS is a matter of grave concern to the taxi industry. Despite the initial reservations on the IRPTS by a number of stakeholders, the effective implementation of the project has the potential to relieve traffic congestion in the inner city and provide the majority of residents in and around Polokwane with an efficient, reliable and affordable transport system in the years to come.

uring his address to the delegates that attended the Limpopo Development Plan (LDP) summit meeting last Tuesday, Premier Stanley Mathabatha said the LDP is the province’s five-year master plan. “The main essence of this plan is to reduce poverty, fight unemployment and reduce the unacceptable levels of inequality,” the Premier said in his opening address. The draft document of the LDP for the five-year period 2015 to 2019 that was discussed by the delegates that attended the summit on Tuesday contained 14 strategic outcomes that must be reached. Aligned to the National Development Plan (NDP), the LDP’s strategic outcomes are to improve the lives of all the citizens of Limpopo in terms of quality basic education, a long and healthy life, the safety of all citizens, decent employment through inclusive growth, a skilled and capable workforce, competitive economic infrastructure, comprehensive rural development, human settlement development, developmental local government, environmental protection, regional integration, a developmental public service, an inclusive social protection system and social cohesion. The Medium Term Strategic Framework (MTSF) for 2015 to 2019 reflects the action plan for the NDP and the new growth path for the first five-year implementation period thereof. Development objectives are classified into two broad development themes and the 14 strategic outcomes, each with its own targets and indicators.

The Office of the Premier has confirmed receipt of a letter by the Greater Tubatse Residents Association (GTRA) demanding investigation into the Greater Tubatse Municipality for allegedly hitherto leaving unattended issues raised by the association earlier this year. The same letter was sent to the Department of Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) although receipt thereof could not be established. A memorandum dated 15 August 2014 and signed by GTRA Chairperson Morewane Sekhukhune clearly stated that the association is disgusted in the manner in which the municipality operates and is convinced of the existence of corruption, maladministration, mismanagement as well as irregular and fruitless expenditure within the municipality. Sekhukhune, in a letter to Premier Stan Mathabatha and Coghsta MEC Makoma Makhurupetje, addressed the municipality’s alleged failure to deliver basic services such as water and electricity which repeatedly results in violent protests, burning of tyres and closing of roads. The municipality is also accused of noncompliance to legislative government. “The Auditor General’s report of the 2012/13 financial year contained an adverse opinion. The report outlined irregularities in the municipality and also recommended action against then acting Municipal Manager Adelaide Manyepao,” the letter read. Sekhukhune also referred to an allegation raised in the memoranda of an official with a criminal record who was appointed in a director’s position despite Coghsta’s advice on the irregular appointment. On fruitless and wasteful expenditure the letter read: “There is fruitless and wasteful expenditure which is caused by non-compliance on the secondment of certain staff members whose secondment has expired. They have to go back to their original posts because their secondments have expired to avoid fruitless expenditure.” It is also alleged that a traffic superintendent appointed at Greater Tubatse Municipality has a criminal record. Premier’s Spokesperson Kenny Mathivha said the allegation will be investigated and addressed in due course through a process of constitutional structures.

alian Salif Keita, master of West African rhythms and credited as one of the founders of the Afro-pop genre gave an unforgettable live performance during the tenth Mapungubwe Jazz Festival at Polokwane cricket grounds on Saturday. Keita, in only his second appearance at the annual festival, enthralled the audience with songs like Wamba, Soro, Sina, Souareba and the crowd favourite, Africa. Mokgadi Taukobong came all the way from Lenyenye in the Tzaneen area to see Keita live. “He is one of my favourite African artists. I grew up listening to his music which I find to be soothing and distinct. I hope he comes back next year,” she said. Also on the menu were Budaza from Lesotho and legendry South African Jazz maestros Jonas Gwangwa, Jimmy Dludlu, Selaelo Selota, Hugh Masekela and Afro Pop sensation Ringo Madlingozi.

Premier Stan Mathabatha welcomed the audience and said the event was one of the biggest and best and that they hope to stage another big one next year. Sport, Arts and Culture MEC Nandi Ndalane said they hoped the music revellers enjoyed the festival. “It was a good turnout; all the artists performed and we hope to see them again next year,” she said.

“Kindly allow me to express my utter disappointment of the recent coverage of a story that is very close to me personally. Not so long ago, Ga-Rena Rental villagers took to the streets of Ladanna to demonstrate their anger and frustration towards the Polokwane Housing Association (PHA) and its corrupt system. Initially, one was delighted that local media sniffed and located the violent strike of the residents who were also briefed to allow media to do its work should they see it fit to report. Little did we know that the media in attendance would as usual go for the simple and biased story of the main speaker who in this case was our very misguided Executive Mayor Thembi Nkdimeng. She came and swept critical issues under the carpet or blatantly undermined themone wonders if she knows how the outcomes will impact our lives. She sounded very misinformed about the activities that had been happening in the rental complex. Unfortunately, local journalists only recognised her version of events and did not include the view of affected residents to ensure objectivity and fairness. In the following days, I monitored newspapers hoping to see coverage on the issue but was again disappointed. Most of the journalists reported the mayor word for word. You would swear they copied her voice and made it text. I noted with concern that most chose an angle that would favour the municipality if not the mayor as usual. The mayor raised one point, “We are going to start with the evictions of those who no longer earn the required salaries” as if that was the main issue. That is what most media chose, but allow me to reflect my appreciation and give thanks to the ever observing and attentive Polokwane Observer journalist RC Myburgh who without fear nor favour, reported on the matter as it is. This man risked all he had on the day of the strike as he walked all over within the angry residents, trying to cover every detail and angle. This led to him writing the most powerful story which may be to the detriment of others of course. I personally thought that such reporting could revive the almost dead state of journalism in our city. Most journalists run away from telling the real story either because they do not want to offend the premier, mayor or government. I know this, having been in the industry myself for over a decade. As an editor I would find myself writing some of the so called scary stories because journalists of today have done away with the spirit and ethic of no fear or favour reporting. I take my hat off to RC who simply told the story of Ga-Rena as it is. He may have left out a point or two but did not distort the information. Let me go as far as arguing that we need RC to review some journalistic skills to remind his media friends how reporting is done. To the editor of the Polokwane Observer, we thank you for teaching your team such strong values, after all, you have a remarkable reputation of good reporting yourself. Bravo! Kudos! Stephen Mbedzi

UL hosts Pan African Universities Debating Championships HERBERT RACHUENE >>herbert@mailbox.co.za he University of Limpopo Debating Society (ULDS) proudly hosted the 2014 seventh Pan African Universities Debate Championships (PAUDC), dubbed Kgorong2.0 last week. PAUDC, which was initiated in 2008, as an annual debate tournament for African universities, attracts hundreds of students to debate on a variety of issues plaguing the African continent. Participants from across the continent have competed in public speaking and debate. Debating teams from Universities in Zimbabwe, Lesotho, Mozambique, Nigeria, Ghana and Namibia challenged

the University of KwaZulu-Natal, University of the Witwatersrand, Tshwane University of Technology, University of Limpopo and University of the Free State in a number of eliminating rounds since 4 December. The success of this tournament comes after ULDS have successfully played hosts to the 17th annual Southern African National Debate Championships, named Kgorong in 2012. The debating team of the University of Botswana (UB) which was the closing opposition, was crowned the winners of the 7th PAUDC on Thursday evening when they defeated the team of the University of Cape Town (UCT) in the final debate. The topic for the final debate was: “This house regrets the recent Kim Kardashian photo shoot” referring to American actress Kim Kardashian’s posting of nude photos of herself on the internet. The winning team opposed the topic saying they don’t regret the posting as Kardashian, by doing so, broke down the sexual ideology perceived by many Africans. “We dont regret the photo post-

ing at all because woman have a right to express themselves,” UB team member Boemo Phirimane said. His team mate, Humphrey Obose said they are excited to have won the championship. “We have won many debating competitions but this is one of our best victories ever. We will do our best to defend the title next year,” Obose said. Blessing Mpofu, the tournament Convenor at UL said they were grateful to have been chosen to host the tournament this year. “We extend our humble to the Pan African Universities Debating Council for awarding us the opportunity to coordinate the gathering of Africa’s young intellectuals. It was a good championship. We congratulate the University of Botswana for winning the title and wish them all the best in defending their title next year in Ghana.” Samuel Muleya from Midlands State in Zimbabwe was elected as Chairperson of the Pan African Universities Debating team and he also took the title Second Public Speaker of the Tournament. UCT’s Yashodhan Nair from University

was named Best Speaker of the Tournament while Antonio Asinyo from the University of Ghana won the Best Adjudicator for Public Speaking Award. Michelle Groenewald from North West University was named Best Overall Adjudicator. The winners received prices sponsored by Telkom and Eduloan. The PAUDC is an annual debating tournament for bona fide students, both graduate and undergraduate, registered with universities on the African continent. The inaugural tournament was held in Gaborone, Botswana and Tswane University of technology is the only other South African university to have hosted the event.

Beware the buyer who arrives alone

It’s not unusual for a buyer to view a home more than once before making a decision. However, sellers need to be aware that there are so called buyers who are far more interested in pinching the family silver than actually purchasing a home and who will use the buying excuse in order to gain access to a property. While it’s a given that sellers have to let virtual strangers into their homes, this doesn’t mean that they should throw caution to the wind by allowing just anyone into the property – even those who have been introduced by an estate agent. Suspicious behaviour On the other hand, the behaviour of a buyer who off his own bat returns a day or two later and asks to take another look at the home should be regarded as highly suspicious. He should not be allowed inside the property for a second time, regardless of the reasons given. Time is money for agents and they generally vet all buyers to ensure that they can afford the property before they leave the office. However, mistakes do happen, lies are told and as such, there have been instances where a buyer is not what he seems at first blush. Con artists are generally charming people and it’s easy to understand how a seller could be duped into allowing a smooth talking crook into their home. Here are a few pointers to help sellers protect their assets: • For Sale boards outside homes can attract

the wrong sort. Under no circumstances should a seller allow anyone who was just passing into their homes. If someone wants to view the property, they must phone the agent concerned and set up an appointment. • Sellers are going to be handing a sizeable commission over to the agent who sells their home and as such, agents are more than willing to accompany a buyer to a property whenever necessary. All buyers, regardless of how many times they have viewed the home, should be accompanied by an estate agent on each and every visit. • Contact the agent immediately if a buyer attempts to view the home on his own. This type of action not only protects you as the seller, it also alerts the agent that something may be amiss and allows them to warn other sellers and agents that the buyer may not be on the level. • Sellers should always lock valuables away before allowing buyers into their homes. Not every potential buyer is a thief, but there does appear to be an increase in this sort of crime. • The days of allowing just anyone into your property are over. Keep your wits about you, regardless of the urgency of the sale, make sure you deal with a reputable estate agent and don’t allow yourself to be sweettalked into allowing the wrong sort inside your home.

The decorated bags are displayed in shopping centres as part of the festive décor. Each participating school may, in addition, submit a list of items needed to make their dayto-day tasks easier. The proposed value of the wish list is R20 000 per school over and above the donated stationery, bringing the total Moolman Group contribution to R230 000. The centres participating in this year’s Bags Full of Love promotion are Seshego Circle Centre, Magalies View Centre, Groblersdal Game Centre, KG Mall and Madelief Centre.

hristmas is the season of giving and this year South Africa’s largest supermarket group is spreading joy with the Santa Shoebox Project and their gift wrapping services to assist in raising funds for South African charities. All Shoprite and Checkers will, for a nominal fee wrap Christmas for customers from 08 to 24 December thereby raising funds for a good cause. This simple act of kindness makes gifts even more special and adds some festive cheer to the lives of the less fortunate as the money goes to local charities in each store’s vicinity. In-store posters will inform customers where to have presents gift-wrapped and which charities will be supported by the donations. Last year’s festive gift wrapping service in Shoprite, Checkers and Checkers Hyper stores raised over R2,2 million for charities. The Checkers chain this year partnered with the Santa Shoebox Project and launched an innovative way to make a difference this Festive Season. Checkers assisted Santa Shoebox to allow, for the first time ever, 1000 Virtual Boxes to be donated through their website. This enabled foreign donors and donors from outlying areas who don’t live close to any of the Santa Shoebox Drop-Off zones to participate in the Santa Shoebox 2014 campaign by pledging on-line. Generally speaking, children look up to their parents and approach them for advice on matters of importance. Buying a home is one such matter in which parents can play a pivotal role in assisting their children on their path to home ownership. Firstly, it is important to establish why a child wants to purchase a house and whether or not he is being realistic about the property he wants. Purchasing a home because everyone else is and enquiring about a R3 million cluster on a R10 000 salary are clear signs that the child needs guidance. “Buying your first home is a big step and also a very big financial commitment,” Monde Motha, Channel Manager at First National Bank Home Loans said in a press release. “Your child needs to understand that repayments will account for a big chunk of their monthly income, which may mean they aren’t able to afford additional expenses such as studying further or going on trips with friends.” Have a plan Not only is it a big financial commitment, it’s also a long-term commitment – which is why parents should discuss what plans their children have for their future. For instance, are they still planning on travelling and what will happen if they change jobs or relocate elsewhere? “If they don’t have a reasonable plan for at least the next few years, they possibly shouldn’t be committing to a 20 year bond,” Motha said. After establishing need, affordability is the key to home ownership. Carefully go through all the aspects of home ownership that your child may not be aware of including legal costs, bond registration costs, a deposit as well as how they plan to finance their monthly bond costs.

Added expenses It’s also important to teach your child that there are monthly costs over and above the bond. These include household insurance, levies (if applicable), municipal bills, electricity and water, as well as general maintenance. Showing your child your own municipal bills and household budget is a useful way of illustrating these costs. All in, it could well be that your child simply cannot afford to purchase the home they want. Of course there are ways to get around this. You could suggest that your child sets their sights lower or brings in a housemate to help share the costs. You could stand surety, contribute towards a deposit or apply for a joint bond. The benefit of this is that your child should stand a better chance of being granted a bond. The downside is that you will be liable should your child default, which can negatively affect your credit rating too. Advice from a father Private Property’s Chief Marketing Officer Maziar Arsalan also offered the following tips for young buyers on the brink of purchasing their first home: • Don’t take out the maximum bond you can afford – you still need to live, travel and enjoy life while you’re young. • If you do not get the property you want, wait for the next one. There is no such thing as the dream house at all costs. • Do not overestimate the amount of work you can do on a fixer-upper. When it comes to construction and renovation, many have failed as it requires skill and time. • Always factor in another 10 to 15% for additional, unexpected costs. • Shop around for the best possible interest rate. It will pay off over time.

“At the closing of another busy year, I would like to thank and congratulate all Police officers and staff for their outstanding efforts during 2014. It has been a challenging year for policing, but as recorded crimes continue to fall, it is clear that our members are performing at a high professional standard and by doing so, are meeting the objectives of the organisation. Maintaining law and order is a huge and challenging task that requires the efforts of all members of the society. We have been able to dismantle or significantly reduce the activities

of some major syndicates and gangs across the province, leading to a marked reduction in murders and other violent crimes and a return to safety and security in many communities once dominated by criminals. While we are proud of these achievements, there are still many challenges. The offensive against criminal gangs will continue unabated in the New Year bolstered by our operational initiatives which have already severely disrupted the activities of criminals. Our operations will be assisted by a more

pro-active and informed intelligence component. Further improving the intelligence gathering and analysis capabilities of our intelligence cadre are critical to future successes against organised crime. The Festive Season has often left many reeling under sad and unalterable circumstances of various dimensions. As we move closer to Christmas and New Year, periods that are associated with extreme jovial and merrymaking mood, we should never forget the kind of behaviour that has often brought unbearable pain to our communities. This period is characterized by vast movement of people from urban to rural areas or vice versa. Homes are left unattended and children especially girls are left in the hands of potential abusers. This is a time when companies pay their employees annual bonuses and there is increased movement of cash from one destination to the other. Drunkenness becomes excessive and there is general disregard of the law and self-restraint which results in the commission of crimes of violence like murder assaults, public violence and various acts of individual misconduct. Furthermore, the demand for meat during the Festive Season will rise and cases of stock theft will also be on the increase because of the availability of a ready market for meat. Every day I see and hear stories of officers going beyond the call of duty, putting their own well-being on the line and demonstrating compassion for others. This is something of which all members can be truly proud. Unfortunately there are still those among us who continue to tarnish

the good name of the constabulary. Our anti-corruption efforts have been successful in countering corruption. I am very pleased with the progress made in this area and I am assuring all that in 2015, we will be even more vigilant and robust in dealing with corruption and indiscipline in the province. As Police our mandate is to preserve a state of orderliness and tranquillity in the province and as such Police officers shall be deployed at all strategic points to prevent road carnage and the commission of all crimes. We take this opportunity to warn criminals to try us at their own risk. We will not afford to be dictated to by criminals and we will pull out all stops to create a crime-free Festive Season for our people. To all law abiding citizens of Limpopo, I wish you a safe, peaceful, crime-free Festive Season. I also wish for you a prosperous 2015 filled with God’s richest blessings and guidance.”

We all have lessons from the book. I wrote the book to encourage people to persevere whilst working towards achieving their gaols in life. Never give up on your dream because of what people do to bring you down. Never let temporary satisfaction derail you, never change your indentity because of circumstances,” Nkambule said. Nkambule is currently the General Manager for Housing at Mpumalanga Economic Growth Agency.

Leopards and its fellow contenders in the National First Division (NFD) - African Warriors, Golden Arrows, Vasco da Gama, Jomo Cosmos, FC Cape Town, Maluti FET College and Thanda Royal Zulu - will join 16 teams from the Premier Soccer League (PSL) and

the South African Football Association (Safa) development league to make a final list of 32 that will go to the draw for the first round of the 2014/15 Nedbank Cup. Last season Leopards were knocked out by tournament winner, Kaizer Chiefs in the last 16 round. The Nedbank Cup is the current name of South Africa’s premier club football (soccer) knockout tournament. While many formats have been used over the years, the tournament has always been based on the idea of giving lower league and amateur teams a chance to compete with clubs from the top league for the cup. The winners will receive prize money of R6 million and qualifies for the next season’s Confederation of African Football (CAF) Confederation Cup.

Danica Opperman, who only started fencing in April, claimed a silver medal in the Kadet (u.17) Ladies Foil event. She also made it through to the direct elimination round in the Epee category. Jandré Nel was eliminated in the last eight in the Senior Men’s Foil category and qualified for the last sixteen in

the Junior (u.20) Men’s Epee division. Henry Randall was also in the top sixteen in the same category. In the Kadet Men’s division Charl Venter qualified for the last 16 in both the Foil and Epee categories. Firebird Fencing Coach Wallace Goosen said the club has represented Limpopo with pride at various fencing competitions throughout the country and hopes to reach even greater heights next year. He described the camaraderie at the club as amazing and thanked all the fencers and family members for their great support in 2014.

aizer Chiefs Football Club beat Chippa United 1-0 to consolidate their position in the Premier Soccer League (PSL) at Peter Mokaba Stadium on Saturday evening. The 2012/2013 PSL Champions lead the log with 40 points after 16 matches and are yet to be beaten. Their goal was scored by Bernard Parker in the 55th minute of the second half after he received a sublime pass from Mandla Masango.

The Soweto outfit will be looking forward to continue with their fine run in the league when they host Mpumalanga Black Aces at FNB stadium on Saturday. Meanwhile, Polokwane City Football Club who recently won the PSL Q2 innovation played to a 1-1 draw against Super Sport United at Lucas Moripe Stadium on Saturday. Former Black Leopards striker Rendani Ndou scored for City while Bradley Gobbler netted for United. Damp squib for Impalas at wet Nirvana Oval Warren Blunt >>warrenb.observer@gmail.com The coaching and management members of the Limpopo Impalas had to come up with ingenuity and put in that extra effort to get the pitch ready for Saturday’s match against Free State after Friday’s heavy downpour in the Nirvana area nearly put an end to any chance of the fixture being played the next day. Impalas Coach, Dewald Weterman said the whole playing area at the Nirvana Oval was ankle-deep in water after the heavy rain on Friday. He added that members of the coaching staff and employees at Polokwane Municipality spent the entire afternoon mop-

ping up the outfield with sacks of hessian as the Free State team were already halfway to Polokwane for the match on Saturday. Although play could only get underway later in the day in the Cricket South Africa Rural League fixture and the match was shortened to 22 overs a side, it was through the efforts of Weterman and the other people involved with the mopping-up operations that any play was able to take place at all. Limpopo compiled 111/6 in their allotted 22 overs and Free State chased down the required winning total in the 19th over for the loss of two wickets to make the trip to Polokwane worthwhile despite the shortened match.

Super 15 warm-up match confirmed for next year Warren Blunt >>warrenb.observer@gmail.com The Toyota Cheetahs will take on the Vodacom Blue Bulls for the Super 15 warm-up match that is scheduled to be held in the new Peter Mokaba Stadium on 24 January 2015. The match will be a continuation of the three-year partnership between the Polokwane Municipality and the Blue Bulls Company that has seen a total of R1,7 million raised towards 30 charities and bursaries to benefit needy students. Last year’s match helped contribute towards the tertiary education of 56 learners in and around the city. It will be the third time in four years that the Cheetahs lock horns with the Bulls in Polokwane. Speaking at the media launch last week the Executive Mayor of Polokwane, Thembi Nkadimeng said the match has many economic spin-offs for the city. “It also gives Polokwane’s many rugby followers the opportunity to watch some of the country’s top rugby players in action while helping to raise funds for tertiary students, who will in future assist the municipality in realising the 2030 Smart City Vision,” Nkadimeng elaborated. Barend van Graan, Chief Executive Officer of the Blue Bulls Company said the warm-up match in Polokwane has become an important part of the team’s pre-season preparations. He continued that it is the fourth year of a great

relationship with Polokwane Municipality, and the Bulls are honoured to be involved with the further education of disadvantaged students in the province. “We have a similar programme in Pretoria and it is always a pleasure for the Bulls to play in Polokwane. The professionalism shown by the organising committee is always of the highest standard, and the reception we receive from the fans is something our players and management really look forward to. It’s also a great spectacle for all the rugby fans in Polokwane, as most of them are not able to travel to Pretoria or Bloemfontein for Vodacom Super Rugby games,” van Graan said. The DHL Stormers visited Polokwane for the first time at the beginning of February for the Super 15 warm-up match and the Cheetahs will be popular visitors next year. The city’s rugby enthusiasts are urged to keep some funds in reserve after the Festive Season or to buy their tickets now, which are available at all Computicket outlets.
