S

tirrings from within inner ruling party ranks in the province point at the suggested demand for an urgent recall of the most prominent and influential of all of Limpopo’s mayors, a move that could be seen as signifying some of the last of the Mathale remnants to go. It was reliably learnt that the race for the removal of Polokwane Executive Mayor Freddy Greaver and his superior, Capricorn District Executive Mayor Lawrence Mapoulo is heating up. The dictating of their departure has apparently been pending for months now and stands central to ongoing discussions in ruling party circles, according to information confirming the seal of approval on reported dialogue among cadres attached to structures within the greater Peter Mokaba region. The regional stronghold is still convened by a task team, which is expected to take it to a regional conference a second time round after an earlier court ruling now that the ruling party’s elections victory is

done and dusted. It is widely predicted that the imminent regional conference could be convened within a month. According to information branches were expected to start nominations on Monday, a process that could last two weeks. It was learnt another week would be set aside for possible queries and disputes while an extra week would be dictated by conference preparations. It is at this point that Greaver and Mapoulo enter the playing field. With both seen as frontrunners in the battle for ruling party regional chairperson’s position, they were regarded as contestants whom opponents would want to have eliminated before the start of the war, a source said in sketching the prevailing scenario. Despite differing line-ups containing leadership preferences currently circulating in text messages, individuals are uneasy with prematurely pronouncing their favourites. A cadre consulted on the issue was careful to express partiality, only suggesting that his preference would be a leader who was not “contaminated”, has never been labelled as corrupt, could unite comrades and take them seriously. Once the time was right structures wouldn’t be shy to pronounce their favourites, he assured. Sources across the board stressed discontent with varying factors playing a key role in the growing demand for the replacement of the two mayors. Clear division exists about the drive behind the battle to get rid of Greaver and Mapoulo, some attributing it to pure political warfare with others reckoning it was related to the need to have expertise applied elsewhere. Amid it all rising dissatisfaction with service delivery in villages to the east of Polokwane is seemingly simmering as isolated communities came out this week in defiance of a local government structure that doesn’t regard insistent requests for monitoring delays in construction of proper access roads and water provision or a need for permanent medical services in their area.

Bad roads spoil Kremetart race RC Myburgh >>rc.observer@gmail.com

L

ess favourable conditions leading to serious injuries sustained in this past weekend’s PPC Kremetart Road Cycling Race may have scarred Limpopo’s image of a preferred tourism and sports destination. The alleged failure of the Department of Transport, Safety and Liaison (DTSL) to have the route for the last stage of this weekend’s annual PPC Kremetart Road Cycling Race in a condition conducive for cycling, not only forced event organisers to re-route the race but can possibly be the reason for some serious injuries sustained by participants. Despite allegedly numerous discussions between organisers and DTSL the organisers were forced to make drastic changes to the route five days before the race as the last stage, part of the R522 from Vivo to Makhado was still in a dilapidated state. Rated as one of the best road races in South Africa, the PPC Kremetart Cycle Race celebrated its 25th anniversary on Saturday, luring participants from across the county. With more than 10 000 people flocking to Makhado an estimated R20 million of additional income is generated. Some cyclists withdrew their entries while others discontinued during the race fearing due to the bad road conditions. “It was no joke because the inept department was unable to repair potholes prior to the race. Instead of the highly enjoyable and leisurely ride around the mountain range cyclists were forced to turn around and cycle back up to Makhado because it would have been too dangerous to travel on the pothole-infested roads,” cyclist Philip Coetzee said. “I most certainly will not return to this race if there has not been an improvement in the road surface,” he added. Emergency services, ER24 Branch Manager

Kaleb Meyer confirmed that three ambulances constantly patrolled the route and responded to eight serious incidents where cyclists had to be transported to hospital. “Two patients were transported to Mediclinic Limpopo while one was taken to a hospital in Johannesburg with suspected serious facial injuries,” Meyer said. “I can recall one cyclist with a broken shoulder but cannot confirm a broken pelvic bone as I did not see the X-rays. It was in the end a good day for the ER24 team as we managed to transport all injured cyclists quickly,” he said. Limpopo Tourism Agency (LTA) Manager: Corporate Communications and Public Relations Mike Tauatsoala was quoted in a press release that the Kremetart cycle race was yet another successful event. “LTA saw the need to support the race as it contributes immensely to tourism and economic growth of the town. Accommodation was fully booked in and around Makhado, which is a positive sign of tourism growth in the province,” Tauatsoala is quoted to have said. Event organiser, Renda Alexander confirmed that the route had to be adjusted shortly before the race. “It was either to come up with an alternative plan or to cancel the race which would have had a major impact on the town. Alexander said the newly planned route was in top condition with some bad surface areas clearly marked by race officials prior to the race. “As far as I know the strong wind was the cause of most accidents. The overall response by cyclists was positive,” she said. At the time of going to press DTSL Spokesperson Jimmy Machaka responded saying: “After the configuration of the departments, DTSL is no longer responsible for roads but instead the Department of Public Works, Roads and Infrastructure.” It would therefore be unfair for me to comment on the issue.” Public works Spokesperson, Elican Sibiyeng could not be reached.

Child rapes horrify Limpopo KESHIA J V RENSBURG >> keshia.observer@gmail.com The Limpopo Police and Department of Social Development have condemned the recent rapes of children following the latest reports of an 11-year old girl that was allegedly raped by an 84-year-old man in Bolobedu and a 18-month-old baby from the Tzaneen allegedly raped by her 16- and 10-year-old cousins. Ronel Otto from the Limpopo Police says the baby was allegedly raped last week while left in the care of the suspects. The victim’s mother only reported the matter a few days later. “The 16-year-old suspect was arrested and appeared before the Ritavi Magistrate’s Court on Monday where his case was conditionally withdrawn pending findings of the DNA tests. “Probation officers from the Department of Social Development are currently working with the Limpopo Police to assist in the investigation,” Otto said. She added that the alleged suspect is currently being accommodated by the Ritavi Victim Empowerment Centre for his own safety and for the purpose of necessary assessments to be done of the youth. Moatshe Ngoepe from the Limpopo Police said the case of the 84-year-old man seems sinister after it was found that the suspect allegedly of-

fered the victim R2 in order to keep the alleged rape a secret. “The 11-year-old girl was sent to the shop on Thursday by her mother and was asked by the old man to also buy him something. Once she reached the suspects’ house he pounced on her with force and raped her before offering her the money as a bribe for her secrecy,” Ngoepe said. The suspect appeared in court on Monday and was granted R1 000 bail. He will appear before the Bolobedu Magistrate’s Court again in July. Adele van der Linde from Social Development said it is very sad that these incidents occurred only four days after National Child Protection Week celebrations. “Whilst everything is being done to sensitise communities about the rights of children; the importance of reporting any incidence of neglect or abuse and the importance of protecting children within a community, such incidents still, unfortunately, occur. In the case of the two young boys raping their baby cousin, it may very well have been the cycle of sexual abuse repeating itself. The Department once again implores to know at all times where their children are. Where molestation or rape is suspected, parents or guardians should take immediate action by seeking professional help from their nearest social workers, Police stations or hospitals,” Van der Linde urged.

Almost five months and still no justice KESHIA J V RENSBURG >> keshia.observer@gmail.com The 20-year-old victim of an alleged gang rape in Westenburg earlier this year is still waiting for justice nearly five months after her ordeal. Polokwane Observer first reported on her alleged rape after the ordeal which occurred on 15 February. DNA-samples were taken from all three alleged suspects and sent to the state laboratory to determine the identity of the semen found at the scene of the alleged rape. The three suspects whose identities are known to Polokwane Observer have since the incident not only made threats towards the victim but are also allegedly walking around proudly saying they have evaded the long arm of the law. Mohlaka Mashiane from the Westenburg Police says these three men should be fearful of what is to come. “Although we cannot arrest them based solely on the victim’s statement that doesn’t mean they are free and that nothing will come of the case. We are still waiting for the results from the state laboratory,” Mashiane concluded.

riday’s deadline for the delivery of over 150 000 outstanding textbooks to certain schools in Limpopo passed without so much as a murmur from either the Department of Basic Education (DBE), the Limpopo Education Department and the community-based organisation Basic Education for All (Befa). This after Befa supported by the civil rights group Section 27 took the DBE to court earlier this year because not all learners in Limpopo had received their textbooks for 2014. In his judgment earlier in May in the Gauteng North High Court, Justice Neil Tuchten said the DBE and LED had violated learners’ rights to education by failing to ensure that all of them had their textbooks before the beginning of the 2014 academic year. During the hearing the guilty parties promised to deliver all the outstanding textbooks to the 39 schools mentioned in the court application by 6 June. However, information has been received from teachers and members of the governing bodies at the affected schools that some textbooks remain undelivered. Spokesperson for Befa, Tebogo Sephakgamela commented yesterday (Wednesday) that after speaking to schools on Monday it was established that deliveries of textbooks for certain grades remain a problem at some schools. He added that principals and teachers at the affected schools are reluctant to speak to the media and members of Befa out of fear of victimisation from the education authorities. Sephakgamela went on to say that Befa will be consulting with their attorneys to plot the way forward as the DBE has lodged an appeal against the judgement by Tuchten. As the matter is presently sub judice pending the appeal, Befa will in the meanwhile visit some of the affected schools to establish what the situation is. Spokesperson for LED Jack Mokobi said the department is unaware of any textbook shortages and any schools in the province still experiencing shortages must contact the relevant education authorities so the matter can be brought to their attention.

KESHIA J V RENSBURG >> keshia.observer@gmail.com A man has been arrested following the alleged illegal hunting of a tsessebe and a warthog on the Percy Fyfe road outside Polokwane on Tuesday morning. Mohlaka Mashiane from the Westenburg Police says a man was arrested on Monday morning following the illegal hunting and capturing of two animals on a farm just past Westenburg. Information received from Police officials on the scene revealed that the meat of the animals was thrown from the getaway vehicle once the suspects realised they were being pursued by Police vehicles. “Only the driver of the vehicle was apprehended and the other four suspects managed to escape on foot. Police were at the time of going to press still canvassing the area for any clues as to the whereabouts of the remaining suspects,” Mashiane stated. Mashiane added that the Police were following up information received from local community members when they came across the bakkie with the five suspects and the stolen game. “The bakkie was taken in for investigation and hopefully to find the fingerprints or any other evidence which could lead to the arrest of the suspects. The apprehended suspect will be appearing in court soon,” Mashiane said.

Bikers reach out to deprived children

Some of the good Samaritans who gathered on Saturday are, in front, Lesibana Mahloana (Financial Manager Meropa Casino & Entertainment World) and Kabatu Malebana (Sales Support Absa Limpopo). At the back are Pholosho Drop-in Centre’s Lobisa Mahlangu (Cleaner), Maggie Ngoasheng (Manager), Mokibi Mashilo (Coordinator), Mary Manyakara ( Owner of Marie Hair Salon), Jonathan Charles (Sales Manager at Absa Limpopo), Reggie Manyakara (Construction and Mining Specialits Consulting Engineers Polokwane) and Gilbert Morifi (security).

A foursome of caring bikers joined by a group of good Samaritans and supported by Pick n Pay Mall of the North, Spar Thornhill, Construction and Mining Specialists Consulting Engineers Polokwane spread a lot of goodwill on Saturday when they called in at Pholosho Drop-in-Centre in Kgohloane to hand over blankets and food parcels to the children. Event organiser Jonathan Charles said the gesture was the result of them becoming aware of the need to reach out to children in the area. “We came here earlier this year and we saw the need and we decided among ourselves that we needed to do something. We even received donations from our own children who forfeited some of their allowances

to contribute to buying blankets,” he explained. Pholosho Drop-in-Centre Manager, Maggie Ngoasheng said the gesture came at a time when the children needed a blanket or two to survive the cold winter season. “We are very grateful for the support. We house 74 destitute children from the area and sometimes it is difficult to cater for all of them. We strongly believe that with the help of individuals like these we can better the lives of the underprivileged.” Charles said he and fellow bikers Ignatius Vuyeqabwa, Lesibana Mahloana and Xoliswa Vuyeqabwa are planning to plant a vegetable garden at the centre in September so that the management of the facility can use the garden to sustain everyone depending on it. “We believe with the garden they will be able to save the money used to buy vegetables for the children. They will also be able to sell some of the produce to the community and thus generate funds for the centre.” Pholosho Drop-in-Centre was established in 2001 by Ngoasheng who quit the teaching profession in 1998.

Maandag vanaf 09:00 vergader belangstellendes by die Witkruismonument. Koeldrank of water sal lafenis bied.

RC Myburgh >>rc.observer@gmail.com Provincial traffic station commanders met at the South African Policing Union’s (Sapu) offices on Tuesday to discuss the way forward as the Department of Transport, Safety and Liaison (DTSL) is allegedly not adhering to a request from officials. The meeting stems from unhappiness among officials who have not been promoted to the next salary level despite having served for 17 years. Even after a resolution by the Public Service Coordinating Bargaining Council (PSCBC) in 2009 still no promotions were granted. The planned action was to embark on a peaceful march to Premier Stan Mathabatha’s office last Friday but Sapu Provincial Secretary Solly Bulala said that arrangements were not finalised and it then would have been an illegal march. “In the recent meeting we decided to roll out a programme to address the issue to DTSL MEC Mapula Mokaba-Phokwana for immediate intervention. If not addressed by her, officials will no longer compromise by working overtime. They will only work office hours from 07:30 to 16:00 like other public servants. This will then lead to no traffic officials on duty for the September Zion Christian Church (ZCC) mass gathering,” Bulala said. He added that if still no solutions were provided by the MEC, Sapu will then turn to the labour court followed by a legal strike and march to the Premier’s office. DTSL Spokesperson Jimmy Machaka said the department is in constant communication with the unions about the matter in question. “As the department we have not formally been notified about the possible strike actions except to hear this matter in the media. Our department is fully committed to address the matter however as a result of the limited posts we were not able to respond to the demand promptly. However, if officials or unions are not happy with the way the department is dealing with the matter, they are at liberty to approach the bargaining council for a relief. Any strike scheduled shall be regarded as illegal as there was no notice given to the department,” he said.

Rhino poachers in court KESHIA J V RENSBURG >> keshia.observer@gmail.com

The Makhado Magistrate’s Court on Monday remanded three suspected rhino poachers in custody following their brief appearance. The suspects are facing charges of illegal possession of a firearm and ammunition, poaching of a rhino, possession of rhino horns and trespassing. The three, whose names cannot be divulged due to the sensitive nature of the investigation, will appear in court again on June 18. The fourth suspect, also arrested on Sunday in connection with the same case, appeared in the Seshego Magistrate’s Court. His case has also been remanded to 18 June and will be transferred to Makhado for him to join his co-accused.

>> The names of the suspects cannot be divulged due to the sensitive nature of the case

Hangwani Muluadzi from the Limpopo Police says the appearance of the four follows after three suspected rhino poachers were arrested on a private game farm in Alldays. “The suspects aged between 36 and 41 were arrested early on Friday morning after police received information that a rhino had been poached inside the farm. Police led by the members of the Hawks raced to the farm, surrounded it and after an extensive search the suspects were cornered and arrested in possession of two rhino horns, a .375 rifle and an axe,” Mulaudzi confirmed. Subsequent investigations have revealed that two of the suspects are South African citizens and one Mozambican. A dead rhino was found on the farm.

CRIME shorts Alleged killer father Harsh sentences for Tzaneen rapists appears in court Prince Kudumela appeared in court this week on charges of murder and attempted murder after he handed himself over the Limpopo Police at the end of May. Kudumela appeared before the Bolobedu Magistrate’s Court where his case was postponed to early in July for further investigation. Hangwani Mulaudzi from the Limpopo Police says the 33-yearold father went on the run after allegedly murdering his twoyear-old daughter. The suspect allegedly went to the house of his girlfriend in Bolobedu where an argument ensued between the suspect, his girlfriend and her father. It is further alleged that the suspect then produced a knife and stabbed the woman and her father several times. The two fled the premises leaving the two-year-old child in the house. “The suspect then vented his anger by allegedly smashing the girl against a wall before setting the house alight with the child inside. The child suffered serious burn wounds and was pronounced dead upon arrival at the Ga-Kgapane Hospital,” Mulaudzi informed.

Two rapists were sentenced to a total of 25 years in jail by the Naphuno Regional Court on Thursday. Mpho Barnabas Matlou (50) from Malegege village was convicted of raping a 19-year-old woman in a house in Makhwibidung village in June last year, and was sentenced to 15 years’ imprisonment. Patamedi Lucky Lebea (23) from Lenyenye was found guilty of raping a 19-year-old woman in Motjeteng village in November 2012 and sentenced to 10 years in jail. Lebea’s victim testified that she was on her way home at around 01:50 when he confronted, threatened to shoot and then raped her. Tsietsi Lamola from the Limpopo Police said Tzaneen cluster police commander Maggy Mathebula commended members of the Family Violence, Child Protection and Sexual Offences Unit, whose investigations led to the convictions of the two rapists. Mathebula is reported to have said the sentences would serve as a deterrent to would-be rapists.

The Limpopo Police are still hoping to find the two unknown men allegedly responsible for the rape and attempted rape of two victims between October and November of 2013. The first suspect was spotted in the vicinity of Madiba Park on Friday 11 October 2013. Tsietsi Lamola from the Limpopo Police says information purports that a 26-year-old woman was raped by an unknown man at 20:30 while underway home from visiting a friend. Lamola said the second incident occurred on Saturday 23 November in Extension 73 when a woman (26) who walked home from church was allegedly threatened by a man with a knife who then attempted to rape her. The suspect managed to escape when a taxi drove by the alleged crime scene.

metse Lehodi appeared before the Seshego Magistrate’s Court again this week on charges of defeating the ends of justice. Their case was postponed to mid July when they will be appearing again in the same court. According to information the two officials were arrested after allegedly accepting a bribe of R1 500 for the cover-up of the rape committed by a fellow Police official. Spokesperson for the Limpopo Police Hangwani Muluadzi said the matter is still under investigation and the normal internal processes will be adhered to. He explained that Provincial Commissioner Fannie Masemola will after investigation and consultation decide on the future of the accused, including their possible suspension from the service. “The SAPS is against any criminal or corrupt activities and have adopted a no-nonsense attitude towards any members involved in such deeds. Unfortunately we cannot divulge any more information regarding the case as this will be used during the officials’ imminent hearing.”

old weather and gushing winds did not hinder a group of concerned local individuals from taking to the streets of Polokwane to protest against the plight of the almost 300 Nigerian girls who were kidnapped by members of the militant Boko Haram on 14 April. The Miss Limpopo pageant committee and various other role players, including Polokwane Observer, embarked on their Bring Back Our Girls march on Friday afternoon leaving the SABC park at 14:00 and making their way towards the Office of the Premier where the memorandum and the petitions were handed over by Miss Limpopo and Miss Limpopo Teen 2014 Kholofelo Lekganyane

and Tiane Ströh to MEC of Education Thembi Nwedamutswu who said she would be giving the petitions over to the Nigerian Embassy. Matlakala Bopape from the Miss Limpopo Committee says the march was very successful despite having to wait more than 30 minutes for the Education MEC to arrive. “A special thanks to Capricorn High School, Sapa Yopa Motorcycle Club and Polokwane Observer who all helped to make this march a success,” said Bopape. Despite local and international attempts at getting the Nigerian government to intervene and attempt saving these kidnapped girls, Boko Haram seem stronger than ever following the alleged kidnapping of a further 20 women on Monday from the same area where the schoolgirls are said to have been kidnapped from. Three men who were believed to have tried to save the women were killed.

New chairs for portfolio committees >> Portfolio committee structures given all new look with selection of team labelled as seasoned >> Portfolio committees constitutional structure aimed at ensuring MECs are accountable YOLANDE NEL >>observer.yolande@gmail.com

T

he portfolio committee structures within the Legislature have been given an all new look with the selection of a team labelled as seasoned by the African National Congress (ANC) Caucus. Announcing the members to head the positions, Limpopo Legislature ANC Party Caucus Chief Whip Falaza Mdaka indicated the process was followed through to the end in selecting the ANC’s best candidates based on their expertise and experience and also their tenure in matters of governance. “Portfolio committees are a constitutional structure aimed at ensuring that Members of the Executive (MECs) are accountable to the Legislature and the electorate. They are comprised of all political parties represented in the Provincial Legislature, with the majority party dominating in each committee because of its higher representation. Amongst others, they discuss Annual Performance Plans of government departments and also monitor progress on the service delivery programmes as set by these departments.”

Former Congress of South African Trade Unions Provincial Secretary Dan Sebabi assumes the role of Chairperson of Chairpersons in the Provincial Legislature to head a politburo of all chairpersons of portfolio committees. Former Chief Executive of Limpopo Tourism Agency Rob Tooley has been appointed as Chairperson of the Standing Committee on Public Accounts. He brings with him to the position numerous years of know-how as a public servant and an astute politician. The portfolio committee on Petitions and Public Participation will be chaired by Elias Nong, who will oversee public participation processes and ensure that the electorate is fully consulted on both legislative and governance matters. Thandi Moraka presides over the portfolio committee on the Quality of Life and Status of Women, Youth and Disability. Moraka is referred to as a young energetic seasoned MPL who also served in the previous term as a whippery on Research and Study Groups. The work of the Provincial Treasury will be overseen by a portfolio committee led by Soviet Lekganyane, former MEC for Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta). Johanna Aphiri has been appointed as the Chairperson of the portfolio committee on Coghsta affairs. She oversees a department that is tasked with the responsibility of providing millions of people in Limpopo with decent housing and also oversees the performance of the local government sector. The new Chairperson of the portfolio committee on Sport, Arts and Culture, Onicca Moloi was upbeat about her appointment into this role.

Moloi is a young sportsperson who has graduated from the structures of the ANC to become an MPL. Mdaka referred to Shahidabibi Shaik chairing the portfolio committee on the newly formed function of Social Development. She served in a senior management role in the provincial government until her recent appointment as an MPL, he indicated. Sentle Fenyane makes a comeback to the Legislature to serve as the Chairperson of the Education committee. He has occupied several roles in the past in the ANC-led government, as both a Member of Parliament (MP) and an MPL, Mdaka said. According to Mdaka the portfolio committee on Health would be overseen by Goodman Mtileni, a former youth leader with several years of experience in the public service. The former MEC for Education, Dickson Masemola has been tasked with presiding over the Portfolio Committee on Transport, Safety and Liaison. Masemola served in various capacities in the previous term including being the MEC for the then Roads Transport and also Public Works during the previous term of office. Joe Maswanganyi, described as an all-rounder politician chairs the Portfolio Committee on Public Administration. Maswanganyi previously served as an MEC and is also a former Provincial Secretary of the ANC. The MEC for Public Works, Roads and Infrastructure, Jerry Ndou assumed the role of the leader of government business, concluded Mdaka. The former diplomat to several countries in the South African Development Community (SADC) region was set to oversee whether MECs adhered to their business of running government and also attended to their Legislature responsibilities, he said.

Youth Day an opportunity to reflect the past and commit to the future

Young people in the province will on Monday, 16 June converge at Ephraim Mogale stadium in the Waterberg District to commemorate the 1976 Soweto Uprising. This year’s celebration coincides with celebrations of South Africa’s 20 years of democracy and in the light of the recent successful 5th general elections. Polokwane Observer asked Donald Selamolela, Senior Manager Youth Development Directorate at the Office of the Premier to elaborate on the purpose of this year’s commemoration. Selamolela explained that celebrations will give activists in the youth development sector and young people in general an opportunity to reflect about the past and commit to the future. “The day will give young people an opportunity to ask a question as to what can we do to truly honour the bravery of the 1976

generation. We will be answering this question inspired not only by their bravery but equally carrying the understanding that we are duty bound to build a better country in their honour and for the sake of future generations. The selfless spirit of the 1976 generation has certainly ensured that we attain the democratic breakthrough we recorded in 1994,” Selamolela elaborated. “Our generation will take this year to commit to waging a relentless war against poverty, unemployment, inequality and HIV/Aids. This our generation will do in order to move our country forward. Our generation, like that of 76, will be recorded in the history based on the contribution it would have made in defeating present day challenges. We are fortunate as a generation to wage this battle under a democratic dispensation where goverment provides the necessary support notwithstanding the challenges in hand. Indeed, if we are to defeat poverty, unemployment, inequality and HIV/ AIDS we will have truly honoured the legacy of the 1976 generation.”

artin Taylor has become a different man since the birth of his firstborn, Skye on 25 March this year. The Taylor trio of Martin, his wife Nikki and young Skye will be spending Father’s Day at home due to the expected cold weather. “We can’t take Skye out in this cold but that doesn’t mean we won’t be having an amazing day indoors. Mommy will make us a nice lunch, followed by an awesome dessert of course,” he said. Martin explained how, although they wanted to keep things natural with the birth of their first child, things don’t

always happen as they are planned. “My wife Nikki was in labour for 14 hours and although we planned a natural birth, Skye lying on her back forced us to opt for a caesarean section eventually. None of this mattered when she was born weighing a healthy 2.76 kg and with all her fingers, toes and other parts fully in place,” Martin said. He added that since Skye’s birth every day has been a learning curve and that thanks to the little princess that has now taken up space in his heart, he has become a more gentle, calm and peaceful human being.

She looks forward to a nice day at home with her parents and baby brother Joshua and maybe Grandma and Chiara, her aunt, will visit as well.

As jy hou van gimnasiumwerk of fietsry, doen dit. Verskillende oefenprogramme vermy eentonigheid. As bloeddruk hoog bly, moet medikasie geneem word.

• Diabetes is wêreldwyd baie algemeen, veral in oorgewig volwassenes. • Oefening: Onaktiwiteit is net so belangrike risikofaktor as bogenoemde vyf faktore. • Matige alkohol. Meer as twee sopies per dag is nadelig. Rooi wyn mag dalk cholesterol verlaag.

Besides architectural aluminium profiles, Conways sells standard profiles such as angles, squares, tubes, louvers which are powder coated or anodised for general engineering, awning and DIY purposes. The company is also a member of the South African Glass and Glazing Association, Architectural Aluminium Association of South Africa and Aluminium Federation of South Africa. In addition, Conways in partnership with Wispeco develop and promote free software such as ‘Starfront design costing, quoting and fabrication software’ and ‘U-Solve whole window U-Value and Solar Heat Gain Coefficient (SHGC) compliance calculator’ that enables fabricators and architects to design or quote on their reputable products and manufacture it accordingly. However, Conways Chief Executive Officer Jacques van der Westhuyzen has warned of companies copying their renowned Wispeco quality extrusions and Crealco window/door systems with cheap

foreign material and offering their inexpensive copied product as the real Crealco product. He explained that these cheaper alternatives don’t comply with local building regulations and unfortunately the consumer cannot tell the difference once installed. “Therefore educating the market to ensure they get a real Wispeco quality Crealco product upon tender and installation and not a cheap knock-off remains one of the bigger challenges going forward,” Van der Westhuyzen elaborated. With the new energy efficiency legislation that buildings need to comply with, aluminium will be a favourable choice and Conways with their reputable, low maintenance aluminium and glazing products will assist architects and designers to meet the new regulations. The design freedom aluminium offers to architects and developers also make it the future material of choice. Van der Westhuyzen said the company is excited and looking forward to doing business in Limpopo and trust that aluminium consumers in neighbouring countries like, Botswana, Zimbabwe and further afield in Africa would also benefit from this location. eciding which vehicle to buy for a child that turns 18 or a student is usually a daunting task for many reasons. These include study and accommodation fees, living costs and the price of fuel. But when you buy the new Renault Sandero Stepway you can rest assured

that it will go a long way on fuel. The new Sandero Stepway is not only good looking but the most fuel effective choice for the younger generation who likes to get behind the wheel for the not so necessary trips as it offers 18 km per lire of fuel. The exterior is modern, refined and appeals to the young at heart. Its elegant lines instantly lure you to get in. The 15 alloy wheels and an

integrated roof spoiler complement the premium look. The front grille shows off the latest Renault styling with a larger, vertical diamond with chrome fins while the front end also reveals double-optic headlights and daytime running lights. Inside the cabin you are greeted by a high quality interior featuring a leather covered steering wheel and gear lever, electric windows and mirrors and a host of creature comforts you would expect from a more expensive vehicle. It is standard with an integrated radio/CD player system featuring Bluetooth, USB, AUX connectivity and fingertip controls behind the steering wheel. It is perfect for making safe hands-free calls and streaming music on the move.

The interior is spacious and boasts a host of creature comforts.

>> Fuel efficient and an array of safety technology

Whether the destination is a night out or getaway break, you will find the tone to suit your mood. With all creature comforts thrown in, this is a genuine luxury city car, all the style of a Sport Utility Vehicle and all the practicality of a family hatchback. As mentioned, the Sandero Stepway is ideal as a student vehicle due to its fuel efficiency. Many manufacturers are reducing engine capacity and number of cylinders by adding a boosting device such as turbocharger or supercharger. They provide a powerful engine with similar performance to a much larger engine. In the Sandero’s case the three cylinder engine is lower on fuel consumption but performance is maintained through strategy of downsizing. It offers 66 kW at 5 250 rpm and 135 Nm torque at 2 500 rpm and can reach a top speed of 175 km/h. Safety in the Sandero Stepway is boosted by an array of technology to make life easier. It features hill start assist for an ultimate effortless drive. Anti-lock Braking System (ABS), Electronic Stability Programme (ESP) with emergency brake assist, four airbags, and three point seatbelt restraints ensure safety is standard. If you are looking for an affordable first vehicle visist Renault Polokwane in 22 Excelsior Street or contact them on 015 287 1300 for more information on the Renault Sandero Stepway which is available for only R159 900.

Polokwane SAPS invite girls to station KESHIA J V RENSBURG >> keshia.observer@gmail.com

The girls from Westenburg Secondary School and their hosts from the Polokwane Police station during the recent Take a Girl Child to Work initiative. In front are Valerie Maloba (Social Crime Prevention), Lesiba Ramoshaba (Polokwane Police Communication) and Madimetja Mogashoa (Visible Policing Unit). At the back are Motse Lebeshe (middle), HOD of Languages at Westenburg Secondary with Anna Mamabolo, Ripfumelo Mangotlo, Tebatso Ratsilabe and Palcidia Tembo.

irl learners from schools around Polokwane were invited to the Polokwane Police station on Monday for a glimpse into the world of the local Police ranks and the roles of female commanders within the station. Under the watchful eye of Valerie Maloba from the Polokwane Police girls from Capricorn High School, Taxila Secondary School, Westenburg Secondary School, Noorderland High School, Myngenoegen English Private School (Meps) and Flora Park High School were shown the roles that female members of the Police can play within society and that positions of stature are no longer intended solely for male applicants. Maloba who is a member of the Social Crime Prevention Unit explained to the girls that although the Police is usually a male dominated industry, a transformation has taken place within the ranks of the Police which has enabled women and men to stand on equal playing ground when applying for positions. “Multitasking is very important in our line of work as females have the added duty of com-

bining their careers with parenthood and doing both with equal vigour and enthusiasm,” said Maloba. Boitumelo Kekana from Flora Park High School says she is happy that she is living in a world where women are given the same opportunities as men. “I can take on anything a man can without feeling intimidated by the possibility that he could be doing the task better than me. We are all equal now thanks to our foremothers fighting for equality,” Kekana said. Vanessa Hlaka from Taxila Secondary School said women have a jumpstart ahead of men especially when they are in school. “I am of the opinion that girls study harder than boys in school and stay more focussed. Boys tend to be the ones who use drugs and keep themselves busy with other things that do not include school work and educating themselves,” Hlaka, a Grade 9 learner, stated. Ripfumelo Mangotlo from Westenburg Secondary School said she is proud to say that girls and boys and women and men are equal not only in the eyes of God but also in the eyes of the law and government. “We need to concentrate on being something and striving towards getting the best education at your disposal,” concluded Mangotlo.

ollowing the debut of the first ever Limpopo Business Symposium on Saturday, the Princess Tsakani Foundation in conjunction with Endoni Holdings have reached the successes they were aiming for and even more. A visibly beaming and overly excited Princess Tsakani Nkambule is full of admiration and respect for those who whole-heartedly supported the business symposium despite the quivering cold weather outside. “We have been inundated with positive feedback from the many lessons and tips that they received from the real-life anecdotes of the speakers,” said Nkambule who feels like a proud mother whose child graduated cum laude following the huge success of her first symposium. One of the speakers Sbusiso Leope says it was a truly amazing experience and that he can’t wait for next years’ event. “I am in awe and truly humbled for being invited to be part of the first ever business symposium held in Limpopo. I believe the symposium has great potential to grow and manifest into something big,” Leope concluded. Shelley Nalane from Nirvana was one of the attendants of the symposium and she said, “The symposium was so enriching, I didn’t know that there is so much to learn out there, I am really looking forward to next year’s symposium.” Nkambule thanked her partner and main sponsor of the event, Standard Bank Limpopo, for their contribution towards the success of the symposium and also for the contributions they have made towards the Princess Tsakani Foundation since 2012. The Princess Tsakani Foundation is a non-profit organisation that transforms lives in rural areas in the Limpopo Villages where poverty is rife. “I am truly humbled for their belief in the foundation and would like to thank them for their commitment towards helping the less fortunate. I would also like to shower my gratitude towards the amazing speakers who were involved in our first ever symposium,” said Nkambule.

Local modelling school takes prizes home during show RC MYBURGH >>rc.observer@gmail.com With the very successful Polokwane Show and Music Festival still fresh in mind it is worth mentioning that models from local modelling school, Limpopo Beauty Modelling Academy won most of the categories. According to academy owner and Miss Humanity International South Africa 2014, Katryn Barwise all three winners of the 4 to 6 age group as well as the 7 to 9 years age group are members of the academy. They are Anze Esterhuizen, Bokang Moselejyane, Zwivhuyoi Mudou, Wilita Lee, Zwonaka Sikhwivhilu and Phindu Tshivhengwa. Another member, Mikayla Devernieul was crowned overall winner with the highest general mark. “It was Mikayla’s first pageant and we are very proud to say that we trained her to succeed in this industry,” Barwise said. The title of First Princess in the 13 to 16 years age group won by Tshego Monyepao brought the total number of titles to eight. “I am proud to see that the models are doing so well. We have been working really hard to build our models’ image and brands as well as self confidence. The secret to success is hard work and determination,” she said. Limpopo Beauty Modelling Academy also won gold for their exhibit at the show. They showcased a brand new dress line called Katryn Barwise Collection by a well known Sandton based Italian designer La Collezione di Conti.

Provincial General Manager for WoF Limpopo said at the launch. The purpose of the launch is to alert all land owners and community members that the fire season has started and to inform them of the procedures to be followed when faced with fires. Various municipalities and disaster management officials attended the launch to discuss integrated fire management programmes in order to coordinate fire fighting operations. At the launch Maepa commented that due to good rainfall in the summer season, an abundance of natural vegetation add to the risk of runaway fires and requires all farmers and communities to be more vigilant and proactive in the planning for the fire season. He also urged all land owners to work closely with their Fire Protection Associations (FPAs) by complying with the FPA regulations. According to WoF records the Waterberg district is the most vulnerable to severe fire damage as compared to other districts. “For this reason a chopper is permanently on standby at Bela-Bela to deal with any unwanted veld and forest fires. This is a resource that must be fully utilised by land owners to minimise loss and damage,” Maepa said. He went on to say that WoF Limpopo has increased its fire fighting force by 25% from 487 to 574 members. This excludes the four teams that fall under the Medupi dry land project in Lephalale. Lastly, Maepa appealed to every Limpopo citizen to always be fire-alert and fire-wise, by making fires only in designated areas and properly extinguishing these fires after use and to report all unattended fires to the relevant authorities without delay.

Lovers of written word unite under Timbuktu Book Club YOLANDE NEL >>observer.yolande@gmail.com There is a certain mystery to ancient African civilisations, as in the case of Timbuktu known for its mythical qualities, an active trade in books that led to a heritage captured in its famed manuscripts and the birth of one of the oldest universities centuries ago. For that reason it was found to be the most befitting name for their venture when members of the newly established Timbuktu Book Club met for the launch in Polokwane last Thursday. It was either that or Makerere, after the institution for higher learning in Uganda known for having produced academic giants, explained Timbuktu Book Club Secretary Molebatsi Masedi. The book club also had to be given a name if they wanted to register for the annual Jozi Book Fair, he added. Masedi said the book club was a forum for sharing a love of literature that emerged from an initial conversation leading to the launch. He mentioned it was open to all keen readers sharing a love for the book and who had commitment as an attribute. The club, which surprisingly has a majority of male members, would serve as platform for diverse reading interests and public readings by authors, do advocacy work on literature, link with similar entities elsewhere and build a movement of readers by encouraging the formation of book clubs. It was learnt that Makhado-based author Given Mukwevho, writer of The Violent Gestures Of Life, is intended to be the first author to share work on this podium. According to Masedi members would further be encouraged to attend literary festivals like the upcoming South African Book Fair in Cape Town this weekend. For the time being they meet monthly with the likelihood of gathering fortnightly in future at the provincial offices of the South African Local Government Association. The next meeting is scheduled for 3 July. Contact Masedi on 083 647 8818.

Aspirant environmental lawyer takes on Miss Commonwealth KESHIA J V RENSBURG >> keshia.observer@gmail.com Growing up in the Sekhukhune district of Limpopo, Rosette Makgapa always knew she was destined for great things in life and thanks to the support of her family and friends, greatness is exactly what this young woman is reaching for. Makgapa attended Jane Furse Comprehensive High School where she completed Grade 12 in 2012, before packing her bags and trekking across South Africa PHOTO: SUPPLIED to the University of Rosette Makgapa. the Western Cape in Belville. Not letting the big city life get her down, Makgapa is studying earnestly towards a BSc degree in Environmental and Water Sciences which she intends using to become an environmental lawyer and meteorologist. Makgapa decided to enter the Miss Commonwealth 2014 pageant with the goal of uplifting and empowering the communities around her but more specifically the community in which she grew up. The pageant is based mainly on young women becoming charity and cultural ambassadors within South Africa and she hopes to fulfil this by reaching out to establishments and institutions within the Sekhukhune area. “I am working with the Phaswane PreSchool in Makgane and I plan on focussing my time and energy this coming holiday on helping the school by assisting with lessons for the children, homework sessions in the afternoon and also by aiding them with chores like cooking and cleaning.” Role models who have made the journey easier for her include her mother and father who worked tirelessly at giving her the best education money can buy. “I also look up to Miss South Africa 2010 Bokang Montjane who proved that it doesn’t matter where you come from or where you grew up, anything is possible as long as you believe in and strive towards your goals. “I also look up to my older brother Samuel who recently turned 24. At his young age he has already worked his way up the business ladder and has secured a very good position for himself soon after finishing his studies, which proves to me that staying focussed on your goals is the best way to achieve your dreams,” Makgapa said. Her message to young women and girls who strive to make a difference in the communities they serve is to always be somebody. “It all depends on how hard you follow your dreams. Do what makes you happy and never give up. Always remember education is the key that opens all doors in life and it is important to realise that doors tend to open up easier for those who are educated,” she advised. Makgapa will be taking part in the Miss Commonwealth 2014 pageant on 29 August at the Lyric Theatre at Gold Reef City in Johannesburg. To vote for Rosette as your favourite contestant SMS the words: Rosette Makgapa to 42899, SMSes cost R3 each.

LSA adamant ahead of the Championships The Limpopo Softball Association (LSA) remains adamant that both its male and female teams will do the province proud during Softball South Africa’s national u.19 Championships that will be hosted at the Polokwane cricket grounds from 2 to 6 July. LSA Spokesperson Matome Lebea said preparations are going very well and they have given some of their players time off to focus on their mid-year examinations.”The play-

ers will in the meantime train on their own with the support of local coaches. We are forced to do this because most players are engaged in mid-year examinations. We want to afford them ample opportunity to study,” Lebea said. He added that the last two training camps will be held immediately after the examinations. “The selected players have vowed to double their efforts during their personal training. We have also put measures in place to ensure that they remain in good shape for the tournament.”

H

owling engines and an action packed programme was the highlight of round four of the Short Circuit Series that was held at the Polokwane Short Circuit Race Track on Saturday. The organiser of the event Quintin Baker was unfortunately unable to race on Saturday after coming off his bike and breaking his collarbone during the last practise session on the Friday afternoon. Racing started at 08:00 the next morning and racing was fast and furious in the novice and senior minimoto, junior stock, junior production, senior stock, senior production and open classes. It was good to see motorbike racing return-

ing to the short circuit track over the weekend and the organisers hope to see the Polokwane event pencilled in on the Short Circuit Series calendar next year.

Luca Balona leads the way in the NSF 100 class closely followed by Luca Coccioni.

NOTICE OF A JOINT PUBLIC PARTICIPATION PROCESS AND ENVIRONMENTAL OPEN DAY Notification: Notice is hereby given of a joint public participation process in terms of the: • Mineral and Petroleum Resources Development Act, 2002 (Act 28 of 2002) (MPRDA); • National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA); and • National Environmental Management: Air Quality Act, 2004 (Act 39 of 2004) (NEM:AQA). Silicon Smelters, a 100% FerroAtlantica (Spanish) owned company, is in the process of obtaining new and/or amending existing Environmental Authorisations for its operations situated on portion 18 of the farm Weltevreden 746 LS within the Polokwane Local Municipality in Limpopo Province. You are hereby invited to register as an Interested and Affected Party (IAP) for the processes described below and to attend an Open Day where you can obtain more information and lodge any concerns/objections you have with the proposed applications as described below. The public participation Open Day is scheduled as follows: Date: 18 June 2014 Venue: Silicon Smelters Lapa, Beyersnek Road, Polokwane Time: 11:00 to 18:00 Amendment of approved Environmental Management Programme (EMP) {DMR Reference: LP 30/5/1/2/3/2/1 (135) EM} Silicon Smelters (Pty) Ltd is currently operating the Environmental Management under Programme (EMP) approved by the Department of Mineral Resources (DMR) on 29 December 1998 under the previous Minerals Act, 1991. The EMP update has been undertaken to comply with the requirements of the NEMA, 1998 and MPDRA, 2002. This updated EMP was submitted to the DMR Office Polokwane on 12 December 2011, and is currently under review for approval. Commitments in the updated EMP are the subject of this public participation process. The current operations at Silicon Smelters entail sourcing of raw materials used in the production of silicon including quartz - which is currently sourced from different quarrying operations outside Silicon Smelters mining area, and operated by external contractors - woodchips, charcoal, columbian coal and pet-coke which are blended together before being fed into the furnaces where they get reduced to silicon metal. Fumes from the furnaces are then collected as micro-silica through the baghouse system. No mining activities are being conducted for quartz from the existing Witkoppen pit at Silicon Smelters. All mining from the said pit ceased in 1995.

Polokwane Charcoal Retort Facility {LEDET Reference: 12/1/9/2-C19}

To establish a semi-industrial in-line charcoal production facility for the supply of high quality charcoal to the silicon furnaces situated outside of Polokwane. The facilities will be located on an already cleared area previously used for charcoal stockpiling and which lies adjacent to the silicon furnace operations. Timber for the new charcoal manufacturing facilities will be sourced from sustainable plantations belonging to Silicon Smelters as well as from commercial timber sources. The new facilities will consist of ten new furnaces that will be capable of producing 11 000 tons of charcoal per annum. This charcoal will be fed into the silicon manufacturing plant by means of a conveyor belt. EIA Activities: • Activity 5 in GN R545 of June 2010: The construction of the charcoal manufacturing facilities requires an Atmospheric Emissions License in terms of NEM:AQA. • Activity 26 in GN R545 of June 2010: The operation of the charcoal manufacturing facilities requires an Atmospheric Emissions License in terms of NEM:AQA. • Activity 9 (a) (ii) in GN R546 of June 2010: The construction of above ground cableways and funiculars (ii) Areas outside urban areas. The project will include a conveyor belt and is located outside an urban area. A conveyor belt will be used to feed manufactured charcoal from the new facilities to the adjacent silicon smelting operations. Atmospheric emission activities: • Activity number 3 Subcategory 3.4 in GN R248 of March 2010: Char, charcoal and carbon black production.

Amendment of existing Atmospheric Emissions Licence to include an additional DC Arc Furnace {LEDET Ref No: 12/1/9/1-C86} {NEAS Ref no: LIM/EIA/0000876/2014} The process of making Silicon Powder for the poly-silicon market results in the generation of a secondary product of hyper-fines as a result of the milling of silicon. The market for hyper-fines is saturated and it’s more profitable to upgrade hyper-fines to feed stock for powder production. The aim of the project is to install two 1.5 MVA DC Arc Furnaces and associated building for the re-melting of hyper-fines at Silicon Smelters. Test work and pilot plant production have demonstrated that the DC furnace is a suitable cost effective process to convert hyper-fines back into lumpy silicon for the powder production. A new plant building will be erected in the existing dirty footprint of Silicon Smelters and adjacent to the existing Refractory Yard. Approximately 1015 tons of hyper-fines will be re-melted (reworked) per day. The final product will be transported, after cooling, to the existing crushing plant for crushing and subsequent milling. EIA Activities: • Activity 28 in GN R544 of June 2010: Expansion of existing facilities resulting in an amendment to the existing Atmospheric Emissions Licence No. 16/2/2/3/1-2P 4.15 dated 31 March 2014 in terms of NEM:AQA. Atmospheric emission activities: • Activity number 4 Subcategory 4.15 in GN R248 of March 2010: Processing of arsenic, antimony, beryllium chromium and silicon.

Any party is invited to register as an IAP and to provide written comments on one or all of the above project.

Athletes from Pietersburg Road Runners make giant strides >> Two gold and four silver medals >> Winning the race a distinct possibility in the future Warren Blunt >>warrenb.observer@gmail.com

Pietersburg Road Runners golden girl Martinique Potgieter who achieved ninth place in the 2014 Comrades Marathon.

T

he lack of big sponsorships and running for one of the smaller running clubs in South Africa did not deter the athletes from Pietersburg Road Runners (PRR) at last weekend’s 89th edition of the Comrades Marathon to win gold medals in both the men’s and women’s categories. The 2014 Comrades was only the sixth year that runners from PRR have participated in after the establishment of the club in 2008. In the men’s category, Rufus Photo improved on his 19th place in the last down run from Pietermaritzburg to Durban in 2012 to finish in fifth position in a time of 05:35.30, just under six minutes behind the winner Bongmusa Mthembu from Nedbank Running Club. This was Photo’s second gold medal after he finished in ninth position in 2013. In addition to the R50 000 prize money and gold medal, Photo also won one of the hot spot prizes at Cowies Hill, 71 km into the race. He received an extra R25 000 for winning the hot spot. Although up with the leading bunch of runners and briefly leading the race with less than 20 km to go, Photo had nothing left in the tank at the end of the race after being passed by South Africa’s Mthembu, second placed Limpopo runner Ludwick Mamabolo, Gift Kelehe (third) and Zimbabwe’s Stephen Muzhingi (fourth). He nevertheless held on for a credible fifth place. The 34-year-old commented that he is still learning about the world’s toughest ultra-marathon and pushed too hard too soon in this year’s race and had very little strength left towards the end of the race. He has set himself the target of winning the Comrades by 2016. In the women’s race Martinique Potgieter surprised all and sundry by achieving ninth position in a time of 07:00.46. Running in only her second Comrades, the naturally

gifted runner improved on her time in 2013 by over two hours to complete the women’s race only a short distance behind Zola Budd Pieterse, who finished seventh. Potgieter said afterwards she felt uncomfortable 20 km into the race and after 30 km her dad told her she is in 16th position in the women’s race and must shake a leg. “After 38 km I felt a lot stronger and ran a comfortable race right to the end. By the look of the weather before the race and with a bit of wind behind me during the race, I was hoping for a time of around 08:15 and surprised even myself at the end,” she explained. In addition to the two gold medals, PRR athletes also garnered four silver medals for finishing the race in less than seven-and-ahalf-hours. The coach and mentor of both gold medallists Johan van der Merwe completed the race in 06:46.42, Calvin Malatji in 07:10.14, Phuti Mohale in 07:20.48 and Matime Mashabela in 07:29.28. Van der Merwe and Mashabela ended in 24th and 129th position in the Men’s veteran category for runners 40 to 49 years. Both Potgieter and Photo attributed their success to the tremendous support and family atmosphere that exists at PRR. Potgieter thanked her mother, Colinda and uncle and coach Van der Merwe for the big role they have played in her success and the overall achievements of PRR in the short time of its existence. She is also confident of winning the Women’s category of the Comrades sometime in the future. Although approached by the professional running clubs in the country, Photo is proud of his roots in Limpopo and hopes to secure sponsorships in the province to help him achieve his goal of winning the Comrades. He is presently in negotiations with his part-time employers VW Polokwane in order to get some form of sponsorship in the future.

As his coach and manager, Van der Merwe commented that PRR will not stand in the way of the club’s most talented men’s Comrades runner if bigger offers come from the larger athletic clubs in Gauteng.
