emocratic Alliance (DA) Provincial Leader Jacques Smalle’s concerns over overtime payouts in the 2013/14 annual report of the Department of Transport led to explosive

reaction by departmental officials who attributed the initial amount of close to R1 billion contained in documentation recently presented to the Legislature to human error this week. Concerns raised by Smalle were captured in a report on the front page of last week’s edition of Polokwane Observer.

In a media statement issued late Monday departmental spokesperson Mafenya Lediga stressed that the department acknowledged that two incorrect tables relating to overtime expenditure were included in the report, justifying it as “a human error which is regretted”. He further stated that, however,

the fact remained that an overtime expenditure figure of R944,797 million was erroneously reported instead of R48,445 million spent on overtime. To page 2

Overtime only R48,5m From page 1 “We need to emphasise that should the earlier amount which is close to (a) R1 billion hold true, each traffic official would have received (a) R1 million in overtime which to the discerning analysts immediately would have indicated an error. The total expenditure on compensation of employees amounts to R963,361 million inclusive of overtime.” The statement of responsibility and confirmation of accuracy for the annual report included was signed by the departmental accounting officer, Head of Department (HOD) Hanli du Plessis and the accounting officer on the intervention team, MN Mokonyama. As he addressed the matter of the Provincial Business Executive of the Auditor-General (AG) having been informed on the incorrect tables contained in the 70 copies of the annual report tabled in the Legislature, Lediga did not mention any corrective measures to present the Legislature with the correct report. He continued saying concerns raised by Smalle and the AG findings would be dealt with in due course through the Portfolio Committee and Standing Committee on Public Accounts (Scopa) processes. Lediga concluded saying the department viewed the unparliamentary stance of Smalle as a political ploy to not only discredit the MEC for Transport, Safety, Security and Liaison but also the AG and the leadership of the province. Initially Lediga refused to comment further on matters arising from the statement, but changed his mind to accommodate follow-up questions posed by Polokwane Observer. In further response it was stated that as accounting officer the Head of Department took full responsibility for the error in the document. “The wrong figure(s) were repeated only twice in two consecutive tables and as said previously it was a typing error where “R269 250”

was wrongly captured as “R269 250 000” and “R627 000” wrongly captured as “R627 998 000”. In terms of steps to be taken to re-table the corrected figures, the department said it would inform the Secretary to the Legislature of a mistake in the document and only the corrected page with an erratum note would be forwarded to the Legislature for inclusion in the document they have already received, hence there would be no re-printing of the original 70 copies. It was added that the cost of the pages would be around R52,50 which would be paid by the accounting officer therefore the taxpayers would not have to foot the bill to correct the document. Asked to clarify how many departmental traffic and other officials claimed overtime, the department responded with the following: “It must be stated clearly that overtime paid to traffic officials cannot be compared to overtime of other officials. Traffic officials get paid overtime to be on the road more than the 40 hours per week as prescribed by the Public Service Act in terms of which these traffic officials are appointed. All other officials only receive overtime as and when a need arises and is (are) not paid on a regular basis. As per the Public Service Regulation, 2001 (as amended), other officials cannot claim overtime exceeding 30% of the monthly gross salary unless it is approved by the Executive Authority. The department employs 4 094 officials of which 928 are traffic officials entitled to overtime. Said traffic officials received R43,014 million of the overtime expenditure out of the R48,445 million. The rest was claimed and paid to the officials on approved overtime by the accounting officer.” Requested for comment on the initial departmental media statement issued, DA

Caucus spokesperson Stephen Mbedzi provided a reply, saying the DA took exception to the misinformed claims by the Department of Roads and Transport that Smalle was acting unparliamentarily when he raised his concerns. “In his intense study of the department’s annual report, the provincial leader quickly noted the highly irregular figures and on good authority reported the issue. The department has affirmed Mr Smalle’s concerns and have claimed that their mistake is merely a ‘human error’.” Mbedzi reiterated the report that the DA responded to was not and was never a document of the DA but a departmental document which carried the signature of both the MEC and HOD for authentication of its content. “It boggles the DA how executive management of this troubled department has admitted to their errors yet still want to shift the blame. They insist that the DA leader was unparliamentary however they continue to fail to account on misleading the provincial Legislature and the people of Limpopo,” he concluded.

Sy is stabiel en sterk in die hoësorgeenheid aan. “Sodra Lariska sterk genoeg is, sal verdere operasies op haar skouer en arm gedoen word,” sê sy. Volgens haar is dit ‘n moeilike tyd vir Dirk. “Hy en Themaine was in ‘n ideale verhouding. Van der Walt is in April 2012 met Mielodisplastiese Sindroom (MDS) gediagnoseer en het die soektog na ‘n geskikte skenker toe reeds begin. Sy seun, André sê nie lank na die diagnose op sy pa nie, het hy weens mediese redes sy liefde vir onderrig by Hoër Tegniese Skool Tom Naudé prysgegee. Hy verduidelik dat MDS onaktiewe bloedkanker in selle is wat veroorsaak dat beenmurg nie na wense funksioneer nie. Dit word as voorloper van kanker beskou en stamseloorplanting is noodsaaklik op oorlewing. “My pa het die afgelope week ver-

Municipality pays R2,4 million for unfinished road BARRY VILJOEN >>barryv.observer@gmail.com The Democratic Alliance (DA) will be approaching the Public Protector to probe Greater Letaba Municipality (GLM) for paying a contactor R2,4 million for a road that does not exist. A press release issued by Timothy Maluleke, DA Councillor of GLM, stated that the municipality appointed a contractor to upgrade one kilometre of streets at Sekgopo from gravel to paving blocks but only 607 metres were completed. “The contractor was paid the full amount of R2,4 million without completing the work. Another contractor was

appointed to build a low level bridge in the same village but nothing was done while the municipality has already paid the contractor R50 000 and is in the process of paying another R102 000 for the bridge that does not exist,” Maluleke stated. The statement further claimed that several tenders were also issued to close allies of senior officials in the municipality without following the correct procedures resulting in the municipality receiving a disclaimer opinion from the Auditor General for the previous financial year. “An estimated R54 million cannot be accounted for and is regarded as an irregular expenditure. Unauthorised

expenditure also amounted to R39 million. It is clear that the financial affairs of the municipality are in disarray,” the statement read. “Despite the taxpayer’s coffers going down the drain and that tenders were awarded without following the correct procedures, no action were taken against the officials that were implicated and the DA wants the Public Protector to further probe the financial affairs and tender irregularities with immediate effect,” the statement concluded. At the time of going to press several attempts to obtain comment from Lovers Maemetja, Spokesperson for GLM proved futile.

He also mentioned that the district committee will embark on an awareness campaign to sensitise communities and stakeholders about how to adequately participate in the programmes and projects of the foundations. “We will start with the campaign in the first week of October and will visit municipalities and stakeholders within the district.” he said.

Decreasing number of fatalities during ZCC pilgrim weekend BARRY VILJOEN >>barryv.observer@gmail.com Transport, Safety, Security and Liaison MEC, Mapula Mokaba-Phokwana has applauded motorists and traffic officials on the noticeable decrease in road accident fatalities, when compared to that of last year, following the recent September pilgrimage by members of the Zion Christian Church to its headquarters at Moria. Spokesperson for the department, Mafenya Lediga said in a media release that the number of fatalities dropped from 21 to 11 this year. He added that the MEC wished to thank all road users for adhering to the rules of the road during the busy weekend and traffic officials for working around the clock to ensure free flow of traffic. Eleven persons died after a van collided with the carcass of a hippo that they were cutting up. The hippo was earlier killed by a truck. Mokaba-Phokwana sent her condolences to the bereaved families.

The assessment of the state of service delivery in regions of the province features prominently on the agenda of a high level National Council of Provinces (NCOP) delegation currently in Limpopo for Provincial Week, regarded a key mechanism to achieve the mandate of representing the country’s provinces in the national sphere. In documentation on the visit it was stated that the main focus of Provincial Week was to visit areas and municipalities experiencing service delivery protests or what was commonly referred to as service delivery protests hotspots in the nine provinces to assess the state of service delivery. South African Police Services (SAPS) records showing South Africa having experienced over 3 000 service delivery protests the past four years calculating it to a service delivery protest at least once every two days were simultaneously quoted. The NCOP programme makes provision for site visits to assess progress

in the delivery of services that include roads and housing projects, health centres, Police stations, correctional services centres, community empowerment and employment programmes, water purification plants and municipalities in the Vhembe and Mopani Districts. The five-day visit by the delegation commenced on Tuesday with meetings with, among others, Premier Stan Mathabatha and members of his Executive Council (Exco) and Heads of Departments (HODs), Legislature presiding officers and whippery members, party representatives as well as leadership of municipalities, the South African Local Government Association (Salga) and the Auditor-General’s Office. In his report on the state of service delivery in the province, Premier Stan Mathabatha took those present back to 5 December 2011 when five provincial government departments were placed under administration upon the province accumulating unauthorised expenditure of R2,7 billion and an overdraft of R1,7 billion. He expressed pride in reporting that Limpopo was

a much better place than back then thanks to the oversight work of the NCOP. Mathabatha alluded to significant improvement in the administration and corporate governance of the province. On the conversion from Section 100(1)(b) to Section 100(1) (a) intervention in respect of the five departments under administration, he mentioned they were in the process of signing a memorandum of agreement with the ministers concerned and trusted that the process would be concluded by the end of the month. In his address he referred to a decline in economic growth from 4,5% in 2007 to 1,1% in 2014 and said in an effort to put the provincial economy on a higher trajectory of growth and development they have identified infrastructure development, industrialisation and manufacturing as new game changers. In the same vein, he indicated, they have set an economic growth target of 5% by 2019. The Limpopo visit is expected to conclude with a debate on Provincial Week outcomes in the Legislature tomorrow (Friday) morning.

lthough Limpopo has failed to achieve the ever elusive “Clean Audit 2014” target, certain improvements have been recorded during the 2013/2014 financial year. In a media statement on behalf of the provincial government, spokesperson Phuti Seloba highlighted that Limpopo departments have recorded a small regression in the number of votes that received unqualified audit opinions from seven to six in 2012/13 to 2013/14 respectively. “In 2013/14 the province recorded only one ‘clean audit’, in the Department of Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta). It is however worth noting that three other departments that obtained unqualified audit reports for 2013/14 were cited with a minor number of no compliance matters, they being the Office of the Premier, Provincial Treasury and Safety, Security and Liaison.” For 2013/14 the provincial depart-

Limpopo Tourism Agency (LTA). “Of major concern in the province is the continued disclaimer in the Department of Education, which has been disclaimed for three consecutive years and the six qualified opinions of which three have remained qualified from 2012/13, namely Departments of Agriculture, Social Development and Sport, Arts and Culture. It has been noted that movable assets remains the Achilles heel in the province.” He added that Provincial Treasury has commissioned a movable assets scanning project which they trusted would address this perennial problem and assist these departments to progress to an unqualified opinion in 2014/15. As for the five public entities in the province, an improvement had been recorded in the Limpopo Economic Development Agency (LEDA) from qualified reports over the last three

Confusion over certificates concerns Umalusi A problem prevails among school leavers in that they are not properly informed concerning the qualification value of the General Education and Training Certificate (GETC) for Adult Basic Education and Training (Abet) level four which is not equivalent to matric but only to a Grade 9 certificate. This concern referred to by Lucky Ditaunyane, Council for Quality Assurance in General Further Education and Training (Umalusi) Senior Communications Manager during an exclusive interview with Polokwane Observer. Representatives of Umalusi met with the Department of Education last week to discuss the implementation of processes to address the matter especially with regard to confusion that may exist among school leavers. “Umalusi receives regular que-

ries and complaints from persons who, post matric, enrolled for a Abet BETC certificate only to realise after completion that the certificate is only equivalent to Grade 9,” he said. He added that the issue has been monitored since 2010 and that nearly 1 100 young people in Limpopo had wasted another year or two because they were not properly informed. The same observation was made in KwaZulu-Natal and the Eastern Cape. Ditaunyane said a lack of information not only cost such students extra money but also delayed their studies for a higher qualification and possible employment. “The confusion was caused by the designation Abet level four which is the endpoint of the four sub-levels for Abet and is regarded as being level one of the National

Qualification Framework (NQF). The Senior Certificate, which is achieved after 12 years of schooling, is rated NQF level four. The NQF sets the boundaries, principles and guidelines according to which all qualifications offered by South African learning institutions are organised and structured. The NQF has 10 levels and Umalusi is responsible for the quality assurance of qualifications that fall within levels one to four,” he said. Ditaunyane said it is a worrying situation and Umalusi has partnered with over 400 adult education centres in the three affected provinces to address the situation. “We have already created a platform for informational posters and notes to be put up at schools and especially at adult education centres to alert learners on the difference between the certificates,” he said.

Mayor to act on Fetakgomo unrest BARRY VILJOEN >>barryv.observer@gmail.com The Democratic Alliance (DA) has requested Fetakgomo Mayor, Elizabeth Sefala, to urgently intervene in community unrest at Ga Nchabeleng that resulted in learners being prevented from attending school. DA Councillor Derick Mosoana in a media release stated that the unrest is the result of the municipality demolishing the satellite offices of the Department of Home Affairs without following the correct procedure. “Since yesterday (Monday), the residents have barricaded the roads with burning tyres and prevented learners from going to school. The bus and taxi commuters are also being affected by the unrest and the municipality failed to give residents a thorough explanation why the office was demolished. The DA is primar-

ily concerned about the education of the local children and residents’ safety. Failure to address community concerns is proof that the municipality is failing the people,” Mosoana says. Provincial Police Spokesperson Ronel Otto on Wednesday confirmed that 40 persons were arrested on Monday of which 23 were eventually charged and appeared in court on Tuesday. Their cases were postponed until 30 October and they were all released on bail of R300. “On Tuesday people took part in an illegal march to the municipal offices again and the Police had to fire rubber bullets to disperse them. Nobody was injured and no further arrests were made. The situation is now under control,” Otto reported. Attempts to source comment from the Fetakgomo Municipality at going to press were unsuccessful.

aving swapped Bushveld sunsets and the warm energy generally displayed by his fellow-countrymen for alien territory two years ago, ex-Premier Sello Moloto by now is used to the plummeting temperatures and foreign influences of Finland where he is forging relations with South Africa as ambassador. He took the posting as ambassador to Finland months after deployment to Mozambique in September 2011. He arrived in Finland in March the following year as the country on the northernmost tip of Europe was still covered in snow towards the end of their winter. In an interview during a visit to Polokwane last week, creating an opportunity for his closest friends to treat him to a birthday celebration at a local venue, he told Polokwane Observer that the Finnish people lived by the slogan that there was nothing like bad weather. Having had a taste of the onset of spring in the southern hemisphere during his most recent visit, he returned to Finland ahead of the onset of winter towards the end of next month when temperatures are expected to go down to zero again. The end of the year it could drop to -15°C only to pick up around January to March again to little below freezing point, he remarked. Moloto labelled the diplomatic work he is engaged in as very interesting. His term of his current posting is expected to come to an end next December. He indicated that the cultural interaction accompanying his ambassadorial position appealed to him. Also accredited to Estonia, Moloto explained he was expected to travel to that country four times a year during which he addresses audiences. He often is engaged in public speaking and was scheduled to deliver a speech at a dinner there tomorrow (Friday). The small population was highly developed, especially with regards to renewable energy and information technology and therefore possible cooperation would be in those areas, Moloto mentioned. He referred to the SA Agulhas II vessel, an icebreaking polar supply and research ship having its origins in that

Land development practices will soon take on a new look with the intended establishment of a municipal planning tribunal (MPT) by Capricorn District Municipality. The MPT is a decision making structure on land management applications for all local municipalities, which will comprise of municipal officials and suitably qualified external persons (for a five year term) to enhance the municipality’s planning capacity on land use management matters. Executive Mayor Gilbert Kganyago, after a meeting during which Council assented to the establishment of the tribunal, said the MPT is a giant step towards “socio-economic development that will unlock a potential for land resources, industrial development, investment and entrench a paradigm shift in

human settlements”. The tribunal will make it easier for the district to redress distorted historical spatial patterns which left the district saddled with an overwhelming number of economically derelict areas, poverty and social inequalities. Such old land use practices have also made it difficult and complex for the municipality to plan for land usage, growth and facilitate economic development and sustainable human settlement. According to a media release from CDM, the tribunal will position the municipality to be a planning theatre and a spatially efficient district for development to flourish. During a meeting with traditional leaders last week, Kganyago assured them that the municipality will involve them in consultative sessions to seek their input about the tribunal. The tribunal is expected to commence work during November.

olokwane Municipality was named runner up in the Best Accredited Municipality category of the Govan Mbeki Award at national level during an event hosted in Gauteng by the Department of Human Settlements. The awards were handed over by Human Settlements Minister Lindiwe Sisulu. Tidimalo Chuene, Manager Communications and Marketing of the Municipality, explained that the municipal accreditation process is a critical tool in devolving the housing function to the local sphere. It enables municipalities to coordinate their housing decisions with other decisions that relate to the broader sustainability of human settlements. She also explained that Polokwane Municipality is accredited for level one housing functions by the Department of Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta). This accreditation enables the municipality to conduct beneficiary management, subsidy budget planning and allocation, priority programme management and administration. A media statement issued by Chuene further stated: “The MEC has approved the municipality’s business plan for level two application. Level two accreditation status will give the municipality the responsibility to approve and manage housing construction programmes and ensure technical quality assurance. Currently, the authority for these functions rests primarily with the provincial department.” Executive Mayor Thembi Nkadimeng is reported to have said that although the municipality did not come out first in the category, it displayed its readiness and capacity to undertake the assignment of being entrusted with human settlement functions that are currently performed by Coghsta. Nkadimeng is quoted

to have said that the municipality is motivated by making a difference through the creation of opportunities for them to access housing opportunities in the form of serviced sites, complete units and basic services. “The municipality is pleased to receive recognition through this prestigious award and this demonstrates our commitment to improving the living conditions of the residents of Polokwane,” she said, adding that the award serves as a motivation for the municipality to do more in creating a better life for the people of Polokwane. Sisulu reportedly said in her keynote address: “Today is a joyous occasion. We will only concentrate on our achievements and by the look of our awards there is a great deal that we can be proud of gathering with people whose interest it is to tirelessly serve South Africa.” According to Chuene Polokwane Municipality is at present the only municipality in the province to have applied to Coghsta for accreditation as a housing provider. It is currently busy working towards achieving full accreditation, i.e. level 3 within the next two to three years. Attaining full accreditation will allow the municipality to plan its own projects, procure service providers, manage contracts and service providers and determine annual targets for the municipality. The Govan Mbeki Awards aim to promote and inculcate a culture of excellence within the human settlement sector in the delivery of quality human settlements and dignity to South Africans and to encourage all stakeholders in the sector to respond systematically and foster the entrenchment of spatial patterns across all geographic scales that exacerbate social inequality and economic inefficiency. The awards aims to motivate all stakeholders in the housing industry to harness human and other resources in accelerating housing delivery to improve the lives of millions of people especially the poor of the country and the province.

Wheelchair-friendly minivan for Social Development ROELIEN VORSTER >> roelien.observer@gmail.com The Department of Social Development (DSD) on Friday welcomed the donation of a special wheelchair-friendly minivan from the Japan International Cooperation Agency (Jika). The Manager of Social Welfare Services, Daphny Ramokgopa said the department, as part of its mandate to protect and promote the rights of persons living with physical disabilities, celebrated Casual Day at the Reakgona Adult Centre where they also displayed the minivan. “The department hopes to take the lead and encourage all South Africans to show their support for persons with disabilities, not just today, but every day,” she said. Ramokgopa said although the minivan is a welcome gift, there is still a need for more vehicles that are compatible for wheelchair users. “DSD has many disabled social field workers and this van can only accommodate four wheelchairs. We need at least another ten vehicles in order for us to do our work properly,” she said and appealed to businesses to assist them with similar vehicles.

Other guests expected at the event are Tiro’s Family and Friends, Businesses, stakeholders and

various political organisations,” Selepe said. Tiro is best remembered for his sharp criticism of apartheid policies. His starring role as a South African Student activist and black consciousness militant led to his expulsion at the then University of the North in 1972. A political activist, teacher, member of the South African Students Organisation and Black Consciousness Movement and Honorary President of the Southern African Students’ Movement, Tiro (27) died in Botswana in 1974 while opening a parcel bomb addressed to him.

CRIME shorts Ten killed while butchering up hippo

Police in Tzaneen are investigating a case of culpable homicide after a bakkie allegedly plunged into a group of persons on the R529 at Nkambako Village just outside Tzaneen on Saturday evening. Eight persons died on the scene while seven seriously injured persons were admitted to the Letaba Hospital where two later succumbed to their injuries leaving the death toll at ten. The injured and deceased were part of a group of people who were butchering a hippo killed by a heavy vehicle earlier. Provincial Police Spokesperson Ronel Otto stated that a truck allegedly hit a hippo after which residents of a nearby village started cutting up the carcass for its meat. “The 23-year-old driver of the bakkie plunged into the crowd of people killing eight instantly. Two later died in hospital,” she said.

Missing person Police in Mankweng are looking for a 16-year-old woman, Mamoshibudi Annah Mamabolo of Ga Mamabolo Thabakgone who allegedly went missing on 30 August at about 11:00. Police Spokesperson Matimba Maluleke said Mamoshibudi reportedly left her home on said date with her fivemonth-old baby, Thabiso. She was wearing white trousers, is dark in complexion and about 1,6 m tall. Serial rapist sentenced Josaya Oupa Monyeki (34) who was found guilty of terrorising the community of Modimolle for two years was sentenced to six life sentences plus four years for theft and robbery by the Modimolle Regional Court last Friday. Provincial Police Spokesperson Hangwani Mulaudzi said the crimes were committed since 2010. “He would target women walking alone within the area of Modimolle, grab them from behind, drag them into the bushes and then rape them. He also threatened some of his victims with a firearm before raping them and fleeing the scene with the victims’ belongings,” Mulaudzi said. Monyeki will be back in the dock with another alleged rape suspect Frans Matome on 8 October when both will face two counts of rape and one of robbery. Acting Provincial Commissioner Ntombi Dladla praised the excellent work done by the investigating officer and hailed the prosecution for a welldeserved sentence.

Alleged rapist, murderer in court

Alleged serial rapist and murderer, Malesela Ledwaba (42) could possibly face more charges after his trial was postponed to 25 and 26 November in the Mahwelereng Magistrate’s Court on Monday. According to Provincial Police Spokesperson Ronel Otto the case was postponed as more charges might be added to the original charge sheet in which he already faces nine alleged charges of rape, three of murder and one of robbery. It is alleged that he raped and murdered three women between 2002 and 2004 in the Mapela area. He also allegedly broke into several houses where he raped his victims before robbing them.

Twelve caught for possession of dagga

Twelve people between the age of 18 and 25 who face a charge of possession of dagga will appear in the Polokwane Magistrate’s Court again later this month. According to Westenburg Police Spokesperson Mohlaka Mashiane the twelve were arrested over the weekend during a routine stop and search operation by Westenburg Police. “They appeared in court on Monday and were released on R500 bail each,” he said. Police also managed to arrest a 29-year-old woman in connection with the murder of a 27-yearold female last Saturday at a tavern in Ladanna. She appeared in court last Tuesday and will appear again on Friday for formal bail application. “It is alleged that the two women were drinking at the tavern when a fight broke out and the deceased was stabbed in the neck with a broken bottle. She died on the scene,” Mashiane said.

You are still maintaining, believing and supporting the sector in terms of resources and we have seen Government taking the lead in ensuring that resources and opportunities required to make the sector remain competitive along the others are made available,” she said. Matshoge alluded to the fact that South Africa’s National Development Plan, which is the vision for the country, is putting more emphasis on the industrialisation of agriculture. “It

is against this background that we find ourselves gathering in this room to exchange ideas and strategies on how best we can ensure that our citizens have access to food which is safe to consume. As South Africans we need to tap and learn from India on how we should make our communities to produce food that they are eating, instead of purchasing it using their own wages from the supermarkets instead of them using their own hands,” she said. Matshoge referred to the situation in India where every piece of land is utilised at its best and said that she would like to see the same situation in South Africa. The advantage of South Africa is that the entire country has a competitive advantage in agriculture, in that all the commodities of agriculture can be produced locally, starting from sub-tropical, deciduous fruits and vegetable crops, livestock farming ranging from large and small stock and game farming. “Our ideals are founded by both mammoth and daunting struggles that we have been engaged in together as a people that ultimately brought about symbiotic relations between our two countries and it is clear that there is a need to review and identify new investment opportunities and possible areas of collaboration amongst the two countries, especially because we have seen that we have similar characteristics. I invite all the participants to take full advantage of this initiative and to harness the full potential and attract as many investors to South Africa as possible,” the MEC said in conclusion.

On the day 256 students were conferred with diplomas in various fields of study, namely Finance, Economics and Accounting, Management, Marketing Management, Office Administration, Hospitality, Safety in Society, Tourism, Engineering, Information Technology and Computer Science, Public Management and Financial Management. Congratulating the graduates Madzhie said they are proud to have produced successful students. “We are happy as a school to have produced such a group of determined learners. We used to have strike actions at our school but since the arrival of this group we had none as, they understood what they were here for. “I am glad that they will be employable; they are the future; they are skilled and an example to other students at the campus,” he said. Mokgolo Chuene who received her Diploma in Office Administration said she was happy to finally have completed her studies. “It has been at tough academic journey, gruelling at some point but exciting. I am glad that I have completed this lap and I am now ready to face other challenges,” Chuene said.

A

s much as we love spring shopping, the whole process can be pretty overwhelming. In order to make sure your style is trendy and keeping up with fashion, make sure your shoes are comfortable. If you were keeping up with the street style shots in magazines, you’ll notice a slew of fashionable sneakers on the feet of editors, stylists, bloggers, buyers and models. Fashion can be fun and all, but a girl’s got to be comfy too. Whether you prefer a wedge or a colourful sneaker, the brand new Nike wedge sneakers is the trend for spring and beyond. It’s time to give our feet a break. Ah, the heeled mule, as much as you want to hate this shoe, it’s back for spring and here to stay. But with a few pretty accents and a solid high heel by, you can have a love/hate relationship with the slip-on shoe. If you’re not into a leather sandal this spring, well, you’re in luck. A spin-off of the fashion sneaker, sports-inspired sandals were created for this season. Wear

them through the summer too, just don’t actually attempt to play any sports in them. The chunky heal sandal is a given when it comes to spring. And if you’re looking for a pair with just the right amount of height, get a pair with a chunky, midi-heel. They’re easy to walk in and super flattering. Making a comeback along with the heeled mule is the gladiator sandal. You either love it or hate it. The majority of shoppers won’t be opting for the knee-high version, but for a style that hits right at the ankle or even up to the bottom of your calf. Wear them with shorts or slip them under your skinny jeans. The embellished espadrille is an old time favourite. The espadrille has received some major makeovers throughout the seasons. You can go for bright colours and laces or studs and leather. They’re already a hit. The perforated bootie is ideal for those nights out in the spring, there’s a new high-heel making waves in the fashion world. It can be a standard perforated cut-out or can get really intricate. They’re bound to be your statement heel of the season.

There’s no point in pretending you’re not going to be out in your garden the first warm day of spring. While there is no harm in cleaning up fallen branches and debris, it’s much easier to cut plants back before the old growth gets tangled up in the new growth. Gardeners in warm climates can treat winter as supplemental growing seasons, but for gardeners who experience hard winters, spring is a great time to get a head start on garden clean-up. Some perennials may remain evergreen and can be left standing as

well as to fuel the vigor of the plant. There are perennials that simply don’t fare well if they are pruned too late in the season. They need the winter protection provided by their fallen leaves to help them survive. Most plants benefit from some sort of regular pruning and maintenance. The trick is in knowing when to prune what. Pruning at the wrong time of year may result in less flowers and fruits, but it usually won’t harm the plant in the long run. The exception to this is pruning too late in the season and encouraging a lot of tender, new growth that will be killed back with the onset of winter. Spring rose care depends very much on your climate. Roses grown in warm climates, where roses never go dormant, benefit from a good pruning and the removal of the majority of leaves, to shock the rose into

thinking it was dormant and needs to wake up and start growing again. Where roses did go dormant, spring care should begin just as the leaf buds begin to plump up. Most trees and shrubs benefit from annual pruning, but not all trees and shrubs should be pruned early, especially some of the flowering ones. Evergreens should require little to no spring care other than some tidying up. Spring is a good time to fertilise evergreens because they are actively growing at this time. However, if the soil is healthy and rich, you should only need to feed your evergreens about every other year. Early spring is the time to take action against weeds with some pro-active weeding. Don’t try to compost weeds. They’ll come back to haunt you. It’s always wise to test your soil before you start adding things to it. If you have healthy soil, all you should need to do is a bit of top dressing with compost, manure or a complete slow release organic fertilizer. The finishing touch in the spring is edging. A crisp edge makes a garden bed look polished. It also helps prevent your lawn from crawling into your flower bed. Don’t underestimate the power of a clean edge.

A

s winter winds down, it’s easy to feel discouraged about the way you look. With spring comes sunshine, humidity and time spent outdoors and since spring is a time of rejuvenation and growth, it’s the perfect occasion to pamper your skin. There are a number of ways to improve your skin health without expensive facial scrubs, moisturizers or wrinkle serums. If you haven’t scrubbed those dead skin cells off your face all winter, it’s definitely time to start. You can exfoliate by using a washcloth or loofah, but if you want an easy DIY scrub recipe, mix up an easy concoction of sugar, salt or oatmeal together with your face and body wash. If you have dry skin, add honey, olive oil or milk for a dose of lasting hydration. Despite years of thinking otherwise, drinking lots of water each day does not have an effect on your skin. That doesn’t mean that drinking water isn’t good for your body. Aim for eight glasses of water per day. It will help fill you up, causing you to eat less and potentially lose weight. You’ll also likely see an increase in your energy levels.

Some people have seriously neglected their feet over the winter. Fill a foot basin with six cups of warm or hot water and two cups of milk. The milk is a mild exfoliator and will soothe your skin. Sit back, relax and soak for ten minutes. Then use a pumice stone to remove dry, calloused skin from your feet. Apply a thick moisturiser such as argan or coconut oil. Along with not paying

enough attention to your feet, you also didn’t shave as often in the winter. Before you grab the razor, exfoliate your entire body. You can easily make a body scrub at home by mixing two cups of coffee grounds (used), a halfcup of sugar and a half-cup (or less) of olive oil. Using your hands, scrub

your whole body. Apply moisturiser before you leave the humid bathroom. This will help seal the moisture into your skin and reduce the chance that you develop razor rash or shave bumps. Though you may feel like spending as much time as possible in the sun after a long winter, keep in mind that those UV rays are doing serious damage to your skin. It’s very easy to be sunburned in the spring, which also increases your odds for developing skin cancer. Protecting your skin from sun damage is of the utmost importance. One of the best things you can do for your skin is to increase your intake of antioxidants, which helps protect skin from free radicals which are found in food, tobacco smoke and polluted air. It causes skin damage and contributes to aging by destroying collagen. The less collagen you have, the more wrinkles you get. Your skin will benefit greatly if you increase your consumption of vitamins E, C, and K. Getting enough vitamin A is also essential - if you’re not getting enough, your skin responds by becoming dry and flaky. Most fruits and vegetables have plenty of vitamin A, so eating healthy will certainly help improve your skin’s tone and elasticity.

You envision the pastels and bright colours of spring bulbs and flowers in bloom. You smell the freshness of the air and fragrance of plantings. This year, why not pull out all the bells and whistles and give this new season the attention it deserves. Shake it up and do something out of the ordinary. Go out and revel. Hike along a nature trail, climb a mountain, stroll along the beach, bike, go horseback riding, or spend the day in a local park. An early morning or evening walk will add splendour to your day. Connecting with nature is a wonderful way of stimulating your creativity, reflecting, and getting perspective on what really matters in life. Arrange fresh cut flowers in vases and bowls. Scent your home with romantic, aromatic lavender. Even if it’s too cold to eat outdoors, set up a blanket on the living room floor. Prepare picniclike food and decorations for your celebration with the entire family. Splashing in a puddle may be one of the most fun ways to celebrate spring. Doing it will free your spirit and make you feel childlike again. Give away all clothes that you haven’t worn in a year. Now is the perfect time to pack away heavy wools in favour of pretty blouses, and replace those old wire hangers with cushioned or wooden ones. Organise clothing by colour and then sort by type (tops, pants, dresses) within each colour category to help you find your favourites with ease. There’s nothing like seeing that first new growth poke out of the earth to signal that spring here. You can recreate that feeling even

if the ground is still frozen by planting an indoor herb garden and watching it grow. Buy small containers of rosemary, basil, thyme, and other favourite herbs and put them in a kitchen window. When the ground thaws, transplant your little garden outdoors. Prepare a menu that concentrates on warmer weather food like cold fish or chicken, pasta, and green salads. A can’t go wrong dessert is luscious ice cream, gelato or custard garnished with fresh, scrumptious fruits. If you’re a novice at germinating vegetable seeds, start with tomatoes, zucchini and cucumbers. All you need is a sunny window, seed starting mix, and some clean containers with drainage in the bottom (yogurt and cut down milk containers with small holes punched in the bottom will do the trick). Visit your local nursery and read online catalogues to get inspiration for this year’s garden. Even if you live in an apartment with no outdoor living space, you can have a windowsill garden. Spring is northern migration time for the birds. Soon they’ll be back in your yard looking for food and lodging. Make sure your birdhouses, bird feeders and bird baths are in top-top condition now before the height of springtime bird travel season.

Ensure that you invest in regular intensive treatment masks. The biggest haircut of 2013, the bob, is set to take 2014 by storm. he Department of Agriculture and Rural Development in collaboration with the Department of Agriculture, Forestry and Fisheries and the Bela-Bela Local Municipality hosted the 2014 provincial Arbor Week celebrations at Bela-Bela last Thursday. The event was well-attended and the MEC for Agriculture and Rural Development, Joy Matshoge, delivered the key-note address in English but also took the opportunity to revert to Sepedi, Zulu, Afrikaans and Latin to make her point. “Our world, our Mother Earth, is crying out for help and good care. It is suffering severe neglect and abuse from its very own children. This greatest gift of all upon which our lives depend, has to as a matter of urgency be saved from ourselves. The quickest and easiest way is through the planting of trees on a massive scale. We all know what the Holy Book says about how humanity was given the earth to satisfy its needs and not its greed,” the MEC said. She continued to say that a thousand years ago, forests covered half of the earth’s surface, but currently only covers one fifth of the planet. The smiling hills and fertile valleys were covered with huge green blankets that were forests of hope for the survival of many species of fauna and

flora. Today forests are destroyed for commercial use, to make way for farming and to provide heat and shelter and the painful result thereof is that many species of plants and animals will ultimately face extinction as a result of this massive deforestation. The MEC reminded that trees are not just there to provide shade and to decorate. Trees purify the air, clean out water and block cold winter winds. “Trees are in a mutually beneficial relationship and peaceful co-existence with humankind. Trees are the lungs of life on this earth’ our mother. It is a give and takerelationship – they give us oxygen and we give them carbon dioxide in turn,” she said. The gist of the MEC’s message was that every person and not only government should counter-act this deforestation by planting trees and to stop thinking that trees are there just to meet peoples’ needs for firewood and income generating activities like making wooden carvings to sell. “We have borrowed this earth from future generations and the only fair way to pay interest on this loan is to take good care of mother earth,” she advised. Government’s contribution was to provide trees for planting to more than 3 000 households and the MEC’s entourage visited the Reamogetswe Centre for People with Disabilities, the Mampatile Primary School and the St John’s Church en route to the celebrations at Bela-Bela.

he Tshwane University of Technology (TUT) Polokwane Campus honoured its top students at the higher education facility with their annual student Excellence Awards last Tuesday. This was the second time the Excellence Awards Ceremony was held. The Academic Manager for the Faculty of Information and Communication Technology Dr Sello Mokwena, who also acted as the programme director said the awards will continue to be held annually in order to encourage students to work harder to achieve excellent results. The awards were handed to top students in the Faculties of Economics and Finance, Humanities, Management Sciences and Information and Communication Technology (ICT). Faculty of Economics and Finance students, Prudence Sinethemba and Dipaola Phahlane received awards and Lerato Shipalane was rewarded for her hard work in the Faculty of Information and Communication Technology. Samuel Mokhonoana, Shane Moshitwa, Thompson Makwela and Pitsi Phogole received Excellence Awards in the Faculty of Humanities and Lebogang Setsena, Potego Moela, Adolph Selane and Thabang Magwena were awarded in the Faculty of Management Sciences. TUT Polokwane Campus Director, Dr Walter Tshamano said the institution would continue to honour those students that go an extra mile in order to achieve extraordinary results. “TUT Polokwane will continue to provide a conducive environment for students to succeed. Hard work brings good results and parental support is vital for success,� Tshamano said during his keynote address to the students and their parents and thanked the managers, academic staff and support staff for their contribution towards the success of the students who received awards.

he inaugural Baby and Toddlers Expo held at the NG Kerk-Bendorgemeente on Saturday drew vast numbers of expectant mothers accompanied by husbands, family and other interested persons. The aim of the expo, according to organiser Jackie Shrives, was to empower the expectant women with relevant information about motherhood. Present to assist with advice, ideas and product knowledge were representatives from local stimulation programmes, owners of pre-schools as well as manufacturers, suppliers and retailers of baby and toddler products, occupational and speech therapists, a clinical sister, dietician, oral hygienist and physiotherapist as well staff members of Ngwana Baby Home. Shrives said it was a great day for all present. Referring to a presentation by Dr Melodie de Jager, developmental expert,

author and founder of BabyGym, she said parents were expertly informed about optimising the development of their children and the milestones in the development babies and toddlers. Billie Clare Schofield, owner of Bumbles Baby Food updated parents about the different kinds of foods their children should be fed during the different weaning stages. “She also taught mothers how to develop their babies’ taste buds and learn how to make delicious, nutritionally balanced meals for their little ones,” Shrives said. Poppy Masekwameng came all the way from Lebowakgomo to attend the expo and said she was happy to have been there. “I am six months pregnant and preparing for motherhood. This expo was helpful and it has expanded my knowledge about babies, their development and growth,” Masekwameng said. Shrives thanked all the sponsors for helping to ensure the success of the day. “I want to thank our main sponsor, JP Shrives from Brilliant Roof Products; Jetline for the T-shirts, banners, flyers and business cards as well as Monate Meat Market for the boerewors and Jaco Benadie for bread rolls,” she said. Thoka said after her reign as Miss Limpopo Teen 2011, she was inspired to take her responsibility in changing lives further than that specific year and since she has a passion for football and what it can do for communities, sports development and education became her primary objective. “The overall purpose is to inspire and empower young people to not only dream beyond boundaries, but to follow those dreams fearlessly. Hence the project Oratilwe (to be loved) was born because a platform where successful businesswomen can share their challenges and secrets with young women so that we can build a stronger generation in women was needed,” Thoka said and added that all dreams are valid. “Dream big, beyond any boundaries, you have everything you need in you to achieve all of your dreams.” Five learners from Mphele Secondary School, Ga-Maila Segolo in the Sekhukhune District, who had to write about the challenges they face on a daily basis shared the breakfast table with the First Lady of Limpopo, Maggie Mathabatha who gave them an inspiring and motivational talk on facing the various challenges saying that “In my days the challenges were not much different from those you face now. Today you don’t know whether your child is safe in school anymore because if you look at the education system, it’s failing us now,” Mathabatha said. She said in South Africa learners are educated to be employed whereas in other countries, you are educated to become business people. She advised Thoka not to sell herself cheap and to take this project to other districts and to all races. “Don’t let anything distract you from your dreams,” Mathabatha concluded. The learners were surprised with goody bags which included a small notebook where they can write their dreams and aspirations down. Mathabatha received a portrait painted by Vino Bobe from Artzone after which lunch followed.

ietersburg Comprehensive School (PCS) celebrated its first 20 years of existence and took leave of its founder and first principal, Denise Claassen during a gala dinner on Saturday. Present during at the dinner were members of the school’s management team, former leaners, educators and principals of neighbouring schools. PCS was born from the lack of English medium primary schools in the city in 1994 and coincided with the birth of democracy in South Africa. At the time neighbouring Pietersburg English Medium Primary School (Pemps) was the only English medium school in the city and could not accommodate the growing need for such facilities. Narrating the humble beginnings of the school Claassen said David Crouwkamp, then Senior Manager at the Department of Education requested her to start PCS in Ireland House, the then boy’s hostel of Pemps. Adding an interesting snippet Claassen told the audience that, at the time, she and her family were actually living in Ireland House “My office was previously our bedroom,” she recalled. “We initially used tents and cupboards as classrooms and started off with about 14 enthusiastic educators and 266 eager learners.” She added that Aaron Motsoaledi, then MEC of Education allocated R1,2 million for

he shortage of Early Childhood Development (ECD) educators has raised concern among many education training facilitators, including SANTS Private Higher Education Institution and this trend is most prominent in rural communities characterised by poverty and social-economic disparities. Statistics from the Limpopo provincial government shows that in the Vhembe district, especially in remote rural areas only 17 % out of 644 866 children in the one to four year age group have access to ECD education. It was also found that most of the ECD educators in these areas are inadequately qualified, with most having an average qualification of National Qualification Framework (NQF) ECD level 4 instead of level 6 as stipulated in the National Development Plan for Education sector. Most ECD centres and crèches in Vhembe are simple mud structures with unsafe kitchen facilities and unsanitary toilets and the majority have to accommodate and average of 50 children. According to Maxine Holman, Managing Director of Mission Aviation Fellowship and Flying for Life, most of the children that attend these crèches aren’t being taught the fundamental skills nor are they developing according to other children in their age group. “Unfortunately the crèche teachers haven’t received formal training and therefore do not know how

Flying for Life is looking at ways to combat the growing issue of the lack of teacher training and continue investing in ECD programmes by starting a Teacher Training Centre (TTC) in Vhembe. “In partnership with Love Trust and the Tshikundamalema Trust, a tribal authority in Vhembe, a TTC will be set up in the Sagole community where training will take place on a weekly basis and all materials supplied by Love Trust are South African Qualification Authority (SAQA) approved. Upon completion of the 18 to 24 month course every teacher will be qualified to teach ECD,” Holman explained. Mission Aviation Fellowship (MAF) South Africa was founded in 1970 and in 2011, a project called Flying for Life was initiated under which all the programmes in the Vhembe district of Limpopo are run. In order to raise funds and create international awareness for the need of a TTC in Vhembe, Mark Liprini, a Mission Aviation Fellowship pilot will be flying from Johannesburg to Kenya in October. He will be flying in his own 1982 classic Mini aeroplane to raise awareness for the project. “I am very excited about this trip and the purpose of raising awareness for the need of a TTC in Vhembe. Research shows that 85% of brain development occurs during the first five years of a child’s life and by equipping ECD teachers properly, Flying for Life will assist in transforming the lives of both the children and teachers,” Liprini said.

How the credit amnesty act affects landlords W

hile the Credit Amnesty Act was introduced on 1 April, it only officially took effect two months later on 1 June and with the act now in full swing, it has caused some concern among those within the rental sector, especially landlords and rental agents. Adrian Goslett, Chief Executive Officer of RE/MAX of Southern Africa was quoted saying that essentially the Credit Amnesty Act will ensure that certain negative financial information is removed from consumers’ records at credit bureaus in order to reintroduce these consumers back into the credit market. Although the act has been welcomed by consumers who have been held back by negative remarks on their credit record, it does make it far more difficult for landlords to screen potential tenants. “Previously landlords would largely base their decision on the tenant’s credit record and their reputation as good paying consumers, however, that process will now become obsolete. Most property rental agents use credit checks to determine whether a tenant is a viable choice, however the Credit Amnesty Act makes it difficult to review potential tenants based any adverse information if there is no longer a record of it. Tenants who previously had a negative credit record and are looking at renting will have the opportunity to apply for leases despite a poor credit history,” Goslett said. Goslett noted that without access to potential adverse information on a tenant’s credit profile, it will be a lot harder for landlords and rental agents to assess the risk and the applicants’ ability to pay their rent. “We will likely see landlords adjusting their screening methods when distinguishing between high and low

risk tenants. While the assumption was that credit amnesty would create more opportunities for previously blacklisted consumers, it could have the reverse effect with landlords implementing a far stricter vetting process and becoming more cautious when reviewing tenant applications,” he said. He noted that the major concern for landlords is selecting a tenant who could later become a slow-paying or delinquent tenant. “With external factors such as the rising costs of electricity, fuel and food already placing landlords and consumers in general under financial pressure, dealing with a defaulting tenant is last thing that landlords want. Due to landlords wanting to protect themselves financially, we could see rental deposits increasing exorbitantly for new tenants. However, this will not entirely eradicate the issue as landlords will only be able to use the deposit once the tenant has been moved out. In addition, landlords can only use the deposit to pay for damages caused to the property by the tenant or for non-payment. This means that the deposit will provide no protection against slow-paying or defaulting tenants.” It is also a possibility that landlords could start asking tenants to sign surety. The surety will be between the landlord, tenant and a third party, who will agree to pay the rental should the tenant default at any stage of the lease agreement. Although there may be some merit to this method, there is the possibility that the landlord could find themselves dependent on a third party for the rent and with no guarantee that the rent will be paid on time or at all.

Polokwane Municipality in collaboration with the Polokwane Tourism Association on Monday launched Mahala Week as part of Tourism Month at a stakeholder breakfast at the Peter Mokaba Sports Complex. The Van Riebeeck Cricket Field, next to the Peter Mokaba Stadium, will serve as the start and finish point for the 5 km walk and although the walk is not timed, it is a fun way of getting the community together to raise awareness of issues surrounding breast cancer and raise funds for breast cancer awareness organisation, PinkDrive. Dani Isaacs from Corporate Image said the walk is sponsored by Pick n Pay and Momentum which means that all proceeds will go directly to PinkDrive who provides free breast cancer screening and education around the country. “PinkDrive will be onsite to offer free breast examination,” Isaacs said. The gates open at 07:00 and the walk will commence at 08:00. “There is a great line-up of entertainment where hot and cold refreshments will be on sale before and after the walk and as an added bonus, there will be lucky draws where participants can win great prizes,” she said and added that the nutrition partner, Futurelife will also be on site with samples of their tasty smoothies. “Participants can find out more about the benefits of their GMO-free (Genetically Modified Foods) products and get to take some home in a goodie bag for the whole family to try,” Isaacs said and continued by saying that men are also invited to take part in the walk. The Indo-South Africa Week aims to explore areas of cooperation in agriculture and food processing opportunities between the two countries and Limpopo has been invited to attend this year’s Indo-South Africa week where the focal point will be the review of the past 20 years and business opportunities in the next coming ten years. According to Sipho Dikgale, Media Liaison Officer of the Office of the MEC, Limpopo has been identified for its strength in the area of developing

horticulture and bee-keeping as well as setting up a honey processing and fruit pulp processing plant. The department has an existing Statement of Intent with the Indianbased Kejriwal Group of Companies that was signed in November, 2013. In terms thereof, Kejriwal would work with the department to expand bee-keeping activities in Limpopo and advise on how to set up a state of the art honey processing plant and for training of farmers, expansion of horticulture activities as well as setting up a fruit pulp processing centre. Matshoge will have an opportunity to conduct site visits to some of the agro-processing plants in Mumbai and New Delhi. She will also take part in round table discussions with other stakeholders on food trade and investments between the two countries.

he multi-award winning youth activist from Ga-Marishane, Koketso Mashihane visited Bali, Indonesia as part of 100 participants who qualified to join the 6th Global Forum United Nations Alliance of Civilisations in August. Mashihane said the trip entailed fostering cultural diversity during the youth event and with the theme The Role of Youth in Promoting Unity in Diversity through education, media, migration and entrepreneurship and employment, the agenda included brief addresses from the United Nations High Representative for Alliance of Civilizations, Nassir Abdulaziz Al-Nasser, and the Minister of Foreign Affairs of the Republic of Indonesia, Marty RM Marty M Natalegawa. “There were also focus group discussions and a field trip to the greatest Balinese cultural site, Pura Taman Ayun. The day concluded with a plenary session with key remarks by the UN-Secretary General Ban Ki Moon,” an excited Mashihane said and added that the group also had the opportunity to visit the royal homestead in Bandung. “During the event, Ban Ki Moon reaffirmed the importance of youth solving the global crisis to create sustainable development and paving the way to a better world at the same time. He said we have to make a difference and strongly recommended to not only be the leaders of tomorrow, but also history makers because globalisation makes the world move more quickly than ever before.” He added that Ban Ki Moon said the youth, with their creativity, energy, innovative ideas and positive thinking will lead global agendas. hildline Limpopo recently hosted an Anti-rape Awareness campaign at Savannah Mall with the focus on creating awareness about the escalating rape and child abuse statistics and to raise money for rape victims. Spokesperson for Childline Limpopo, Allen Chapingidza said the escalating number of child abuse cases is of great concern as a large number of children in the various communities are not living in safe conditions. He said Childline has received about 60 000 calls reporting sexual abuse last year and this year they have already received more than 13 000 calls. “The children are often sworn to secrecy by the perpetrators and they are forced to develop a bond that prevents them from reporting these cases,” he said and added that from the cases received, it is evident that a number of perpetrators are the victim’s relative. “It becomes difficult for the victim to report the rapist due to fear, shame and social stigma,” Chapingidza said. Referring to the cooperation between Polokwane Police and Childline in reporting and following up cases Chapingidza explained that the most critical areas are the villages surround-

ing the city and the most vulnerable ages from 0 to 18 years. “Although we are aware of the abuse, reports are still low and we therefore want to encourage parents to report all cases of rape, sexual assault, step-family issues and sexually exploitative behaviour to the Police or to Childline,” he said. He added that Childline’s mandate is to prevent any violation against a child and to create a society free of child abuse and undoubtedly so, with the uncompromised support of the community. “Childline believes a child’s life must be celebrated and not clouded with sorrow and crippled with abuse,” he said and continued by saying that the Anti-rape Campaign was launched in August this year with the intention of running it until the festive season. “We had full support from Savannah Mall during the launch and the social workers managed to educate a number of parents about child abuse

She competed in the provincial race in Pretoria in June this year and although she can’t remember in what position she was placed, she only knows she will represent the province in George, she excitedly said. “I am very fit at the moment because I’ve been training at Hoërskool Noorderland since January,” she said and added that while she

However, the u.21 Limpopo team came unstuck against the same opponents by 29-33 in the main match later the day. The defeat against Griquas in Mokopane on Saturday leaves the Limpopo u.21 side with only one victory so far this season and in danger of failing to qualify for the play-offs. The team will have to score a victory against the Griffons at the Peter Mokaba Stadium on Saturday to stand any chance of progressing to the play-offs. The Gabriel Aerobatic Team added some extra excitement to the national championship programme at the Polokwane Oval Race Track with a breathtaking display of precision flying prior to the racing action on Saturday. A large crowd of spectators were then treated to some rubber-burning oval racing with all the classes hotly contested. Visiting drivers from Gauteng and the Western Cape tried to unseat the local riders but Limpopo’s drivers stood their ground and prevented the visitors from dominating the podium positions. Some of the highlights of the day’s racing action was the thrilling duel between two front runners of the Hotrod class, Neville Loosemore and Nico Vorster, with the visiting driver Loosemore coming out on top after an exciting race. Wors Prinsloo finished in the third position. In the Rookies Supporting class Dylan Bosch finished in first position, followed by Marnus du Plessis in second position with Allan Cunningham clinching third place. JJ Fourie won the 1660cc Supporting class, with Sybrand Thysse in second position and Jaco Mostert in third place. The National Stockrods class was won by Willie Blignaut, with Petrus van Oordt in second position and Nico Grebe taking the third place. Morne Nagel took the honours in the National 2.1L Modified class followed by Desmond Bosch and Dewald Roos in the third position.

Polokwane runner sets new record in Pretoria

Warren Blunt >>warrenb.observer@gmail.com Polokwane Athletic Club ultra-marathon athlete Pieter Pretorius once again excelled in the annual Dawn-to-Dusk 100 miler (160 km) in Acacia Park, Pretoria recently to win the race for the second year in succession. Pretorius won the race last year in a time of 19:59,43 and was determined to repeat the feat this year, but surpassed all his expectations by winning the race in a new record time. Pretorius describes the weather conditions of this year’s race as horrendous with the recent cold front passing over Pretoria on the night of the race. “Out of the 14 individual entries, only four completed the race in freezing conditions,” Pretorius explained. Despite the icy weather conditions Pretorius stuck it out and completed the race in 18:52 to better his previous time by over an hour and set a new record. Running in ultra-marathons is a challenge to Pretorius and he will be lining up in the Johannesburg 12-Hour Race in December where he is aiming to run 140 km in the allotted twelve hours. Prior to running in Johannesburg, Pretorius wants to participate in the Kaapsehoop Marathon in Mpumalanga where he is hoping for a time of under 2:40.

he junior swimmers from Eagar Aquatics dominated the Limpopo Shamu Short Course Swimming Gala held in Tzaneen at the end of August and garnered a total of 61 medals, made up of 30 gold, 22 silver and nine bronze.

Eagar Aquatics junior swimming coach, Ilanie Swanepoel said afterwards that the club’s junior swimmers continue to win medals at galas, which is great for the future. “We have a strong junior group and our swimmers are training hard and are really focused. They are looking forward to the summer swimming season and we are expecting great results,” Swanepoel said.

Intellectually Impaired Games to be hosted in Polokwane Warren Blunt >>warrenb.observer@gmail.com Limpopo will be hosting the South African Sports Association for the Intellectually Impaired (SASA-II) Games from 14 to 19 September in Polokwane. Limpopo Premier Stanley Mathabatha will officially open the games on Monday at the old Peter Mokaba Stadium. Intellectually impaired athletes from all over South Africa will be participating in track and field, cross country, basketball, netball and futsal (five-a-side soccer played indoors). The various events will be held at the old Peter Mokaba Stadium and Seshego Stadium. The Limpopo team will be represented by

all 17 schools, centres and clubs that are affiliated to Limpopo Province Sports Association for the Intellectually Impaired (LPSA for II). The Limpopo team consists of 280 athletes and officials who will be out to garner their fair share of medals, according to SASA II President, Lizzy Vogel. “The Limpopo athletics team have trained very hard for the SASA-II Games and want to maintain their number one position in the country. The provincial netball and basketball teams have always achieved a position among the top three and the futsal team for players with Down syndrome walloped all the other provinces in 2013, when futsal was first played at the games,” Vogel said.

portskiet is nie vir almal beskore nie, maar wanneer Koos Hartzenberg en Jacques Cilliers, graad 11-leerders van Hoërskool Pietersburg (PHS) na ‘n teiken aanlê, is hulle onstuitbaar. Dit het hulle tydens die pas afgelope British Junior International (BJI) wat vanaf 2 tot 13 Augustus in Engeland gehou is, bewys toe hulle ses individuele en spanmedaljes ingeoes het. Koos verwerf vier individuele silwer medaljes, terwyl beide ook ‘n goue en bronsmedalje vir hul prestasie in spanverband ontvang. Beide het sedert die begin van die jaar hul oog op die BJI gehad en tydens ‘n uitdunrondte wat in Johannesburg gehou is, na die finale uitdunne in Bloemfontein deurgedring waar hulle een na die ander kolskote op die teikens afgevuur het. “Die kompetisie in Engeland verskil soos dag en nag van die tipe kompetisies wat ons aanbied. Ons het ons koppe hoog gehou en was vasberade dat die Pommies ons nie gaan onderkry nie,” is hul dit eens. Koos verduidelik dat toeskouers doodstil tydens die Suid-Afrikaanse kompetisies toegekyk het. Daarteenoor raas en skreeu die toeskouers in Engeland en selfs ‘n vuvuzela word nou en dan uitgepluk om hul gunstelingskut te ondersteun. “Dit het ons nie afgesit nie. Ons is dit nie gewoond nie, maar het harder gekonsentreer en onsself van die geraas afgeskakel,” sê Koos wat sedert graad 9 aan skiet as skolesport deelneem en van

kindsbeen af gewere saam met sy pa hanteer en gereeld jag. Vir Jacques is skiet ook nie iets nuuts nie. “Ek neem sedert graad 7 aan sportskiet deel en geniet elke oomblik daarvan. Visvang was my eerste groot liefde, maar toe my pa ‘n geweer in my hande stop het die gogga my gebyt en is daar nou geen keer aan my nie,” sê hy. Beide se pa’s rig hulle af om die fynere tegnieke van die sport te leer en die perfekte skoot te kan afvuur. Selfvertroue, selfversekerdheid, selfbeheersing, nederigheid en die vermoë om kalm te wees en jou asemhaling te kan reguleer is eienskappe van ‘n goeie skut, volgens Koos en Jacques. “Dit is ‘n sport waar konsentrasie uiters belangrik is. En sou jy ‘n swak skoot skiet, is kwaad word die laaste ding wat dit gaan beter maak. Jou kop moet skoon wees as jy ‘n skietbaan betree. Daar moet niks in jou gedagtes behalwe skiet wees nie,” sê Koos wat luggeweerskiet vir eers wil eenkant toe skuif en op .22-skiet fokus. Hy reken daar is nie vorderingsgeleenthede in luggeweerskiet nie en sy visier is nou om in ‘n klas deel te neem waar hy homself kan opwerk om sy droom van deelname aan die wêreldspele te verwesenlik. Jacques mik ook hoër as luggeweerskiet en beoog om eersdaags sy pa se haelgeweer nader te trek. Beide is lede van die Bosveld Jagters- en Wildbewaringsvereniging (BJV) en oefen byna daagliks om hul korrel te behou. “Dit verg baie tyd en ons akademie lei daaronder daarom moet beide van ons ekstra tyd vir akademie insit. Ons oefen soms van 15:00 tot 19:00 en skiet honderde rondtes uit.”
