Scopa Chairperson, Mr Derrick Ngobeni did not beat about the bush in his response to the revelation of these figures. “This excessive expenditure can’t be allowed. This must stop now,” Ngobeni said. Public Works Administrator, Mr Mbuyi Dondashe and Head of Department, Mr Madidimalo Chaamano were met with a stern warning from Ngobeni who told them to get their act together or face the mighty axe of Scopa. Limpopo The Musical a big hit in Grahamstown Warren Blunt >>warrenb.observer@gmail.com The province’s very own musical theatre production, Limpopo The Musical proved to be a big hit at the National Arts Festival in Grahamstown during their four performances last week. According to producer Oscar Phasha the musical was well received and the show will be back next year. Phasha says audiences were mesmerised by the high energy production. The Pedi male dance known as the Kiba

and the Tsonga female dance, Xibelane were big hits. “Due to the popularity of the show, negotiations are currently underway for the show to tour other areas in the country over the next few months,” Phasha explained. He added that despite the show representing Limpopo at the festival, no support was forthcoming from the Department of Sport, Arts and Culture.“Although many other provinces’ artists were funded by their provincial arts departments to participate in the festival, Limpopo The Musical was funded from the

creators’ own pockets, despite the fact that the show marketed the province,” Phasha said. MEC for Sport, Arts and Culture, Ms Dipuo Letsatsi-Duba acknowledged the lack of support to artists and sports organisations in the province but they are doing all they can as they have budgetary constraints. She advised cultural and sports organisations to approach their arts council for funding through the National Lottery. Three shows of Limpopo The Musical will be held at the Library Gardens Auditorium on Friday at 19:00 and Saturday at 15:00 and 19:00.

From page 2 He said during the hearings held on Tuesday that the committee is extremely concerned that Limpopo departments are spending over R1,8 billion on lease agreements. Mss Joy Maluleke, African National Congress (ANC) MPL, Desiree van der Walt, Democratic Alliance (DA) Caucus Leader in the Legislature and Tshilidzi Ravhuanzwo, Congress of the People (Cope) MPL all expressed their disgust over the matter. When pressed for comment by Scopa, both Dondashe and Chaamano agreed to minimise the costs of the departments’ lease agreements. Dondashe urged the provincial government to emulate their Mpumalanga counterparts who had a village constructed that can house all departments. “We need to move from leasing and purchase property,” Dondashe said in agreement with Ngobeni who suggested that Limpopo’s government village must be built in Seshego. Chaamano promised to heed to

Scopa’s call. Van der Walt said: “Bad planning is the cause of these millions of Rand lease agreements. This is so unethical; we can’t afford to have the state purse being milked like that. This trend must stop now,” Ravhuanzwo added: “We cannot allow this to happen. People must account if they are incompetent.” The Department of Public Works was earlier reprimanded by Scopa and the Public Service Commissioner, Mr Matome Mawasha over the unavailability of documents regarding a R206 million project as detected by the Auditor General. Polokwane Observer last week reported that officials allegedly misplaced documents because they fear possible arrest or jailing for their part in corruption. Commissioner Mawasha, supported by the committee warned that withholding government information is a “criminal act” and that perpetrators will be arrested “This trend must stop because it is against the National Archives and

Records Service of South Africa Act,” he said. He added: “In essence, the mission of the act is to foster a national identity and the protection of rights by preserving a national archival heritage for use by the government and people of South Africa and by promoting efficient, accountable and transparent government through the proper management and care of government records.” A press release issued by Van der Walt in her capacity as DA Limpopo Spokesperson on Scopa revealed that R1,3 billion (71,6%) of the R1,8 billion the Department of Public Works pays for the building it leases is paid to companies of which a local property magnate is either a director or a shareholder. “As custodian of the provincial government buildings the Department of Public Works either owns the buildings used to house other state departments or it leases them from private sources,” the statement read.

he head of the national intervention team tasked with steering Limpopo departments under administration is under fire for a questionable transaction allegedly costing the taxpayer close to R1 million. At first glance the deal presents itself in documents as a mere official purchase order from a provincial government department to the Polokwane outlet of a national building supply giant acquiring material for a fence for a tribal office in Waterberg District in March this year. However, Polokwane Observer

was alerted to a transaction to the extent of some R850 000 for which prescribed procedures were allegedly not followed. The publication was equally furnished with documents containing information indicating that instead of purchasing the same supplies at about half the price from less reputable companies elsewhere in the province, a cash-strapped Public Works Department allegedly forked out taxpayers’ monies as an apparent result of an alleged order from the top for delivery in May this year. Polokwane Observer was informed that three initial quotes were obtained by the Department of Public Works in Modimolle in the Waterberg District for amounts between an estimated R245 000 to R385 000 respectively, but that it was later brought to the attention of departmental officials that an existing service level agreement determined that all material purchases had to be done with the specified

Concern about the core principles of government procurement processes allegedly being breached further formed the basis of a document in which the matter was taken up with the Secretary of the Provincial Task Team of the ruling party. The author stipulated that the company was selected “from nowhere” and that it was not even captured on the database of service providers. Reference was made to a contract seemingly entered into with the building supply giant without following procurement procedures. The appointment of the particular company was described as unfair and prejudiced to certain parties. In the light of the instruction for the use of the company despite concerns by departmental officials, political intervention was regarded the only option. When approached for comment Congress of South African Trade Unions (Cosatu) Provincial Secretary Dan Sebabi, who initiated the first call for clean governance in the province, demanded that a perceived relationship between the intervention team and the company in question should be investigated. In the case of evidence to that extent, the responsible administrator should go, Sebabi said. Numerous attempts to obtain comment from chief administrator and intervention team head Monde Tom telephonically as well as per email failed. African National Congress (ANC) PTT Secretary Joy Matshoge said she could not comment unless she saw the document. However, Polokwane Observer opted not to reveal its source.

ension is brewing as the South African Municipal Workers Union (Samwu) accuses Polokwane Municipality of gagging protest action that was supposed to have taken place yesterday (Wednesday). Polokwane Municipality and Samwu have been at each other’s throats for the past two months and the duo’s public spats have reached a boiling point. Mr Simon Mokoatedi, Municipal Spokesperson told Polokwane Observer that the Labour Court on Tuesday ruled in favour of the municipality’s urgent application to interdict a Samwu strike. An annoyed Samwu Provincial Secretary, Mr Simon Mathe accused the municipality of using bully tactics in denying unions the opportunity to express their discontent through an industrial action. “We were granted permission by the Bargaining Council to strike, however the municipality interdicted us. We view this in a serious light and will not leave any stone unturned. They are denying workers their right to strike which is unconstitutional and reck-

less,” Mathe said. In an exclusive interview with Polokwane Observer on Monday, Mathe also accused the Council of being incompetent and ignoring Samwu’s grievances regarding placement of staff, progression of lower employees, implementation of level 7 appointments and the uniform policy. He further accused the municipality of intimidating Samwu members after charging 300 union members for an illegal protest during the Executive Mayor, Cllr Freddy Greaver’s state of the city address last month. “The relationship between Samwu and the council has collapsed. Service delivery in the municipality does not exist. The administrators and the management are serious about service delivery; the municipality is in dire straits,” Mathe said. He also stressed that Samwu is not a factionalist union used to please certain leaders within the ANC. “Our mandate is to fight for our members’ rights, nothing more nothing less,” he stressed. Mokoatedi when asked for comment dismissed Samwu’s claims. When pressed for comment, Council Speaker, Cllr Caiphus Mathiba refused to comment about the matter.

Masoga allies build Ancyl unity MPHO DUBE >>mphodube.observer@gmail.com Lehlogonolo Masoga, former African National Congress Youth League (Ancyl) provincial chairperson who was ousted by archrival Julius Malema, has resurfaced as Deputy Convenor of the African National Congress’ (ANC) Regional Task Team. Masoga’s allies now dominate the ANC and Ancyl landscape, including his lieutenant Musa Chabane who emerged as Coordinator of the Ancyl Provincial Task Team. Masoga supporter and former Ancyl deputy provincial chairperson, Thandi Moraka has also bounced back as a member of task team. Malema, currently pursuing a political comeback by means of his yet to be registered Economic Freedom Fighters (EFF), refused to comment about the return of his political nemeses. In brief comment about his new endeavours in the political landscape, Masoga told Polokwane Observer that as a disciplined member of the ruling party he will always honour the mandate given by the ANC. “I

will always adhere to the mandate given by the branches and will continue to serve the ANC with respect and without fear of favour,” Masoga said. Since the league, led by Malema’s cronies Jacob Lebogo and Jossey Buthane, was disbanded in June the top priority now seems for it to get its act together. Ancyl Provincial Spokesperson Onicca Moloi told Polokwane Observer that the Ancyl will continue to build unity amongst its members after splinter groups led by Boy Mamabolo and Edgar Maleka broke away from the league earlier. Mamabolo, President Jacob Zuma supporter and rival of Malema, was elected as provincial secretary during a parallel, unrecognised Ancyl provincial elective conference while Lebogo was re-elected as league secretary during the legitimate Ancyl conference. Maleka, John Lekgothoane and Joel Seabi were ousted by Malema’s allies during the controversial conference during which Lebogo retained his seat. Mamabolo says he is ready to work with the new leadership of the ANC and the Ancyl.

Taxi operators unhappy with pay hike HERBERT RACHUENE >>herbert@mailbox.co.za Chairperson of the Capricorn District Taxi Council, Mr Nkopodi Mphahlele has expressed discontent over the new pay hike for taxi drivers and rank marshals which will see them taking home taking home a monthly wage of R2 643.47 from 1 July, a nearly 10% increase from the previous wage of R2 449, 90. In an interview with Polokwane Observer Mphahlele said the increment is beyond current economical affordability for taxi owners. “There is nothing wrong with the increment but to be honest with you it is exorbitant for the operators. We had a consultative meeting with the department and we told them our challenges and that with the income we get we cannot afford the increase,” Mphahlele said. The new hike comes after Labour Minister Mildred Oliphant’s amendments to the Sectoral Determination no11 of the Taxi Sector after heated talks with the Taxi industry role players, which took place for a better part of last year and ended in March this year.

Deputy Director for Inspection and Enforcement Services (IES) at the Department of Labour, Mr Phaswane Tladi said the information gathered during the national public briefings last year and this year was forwarded to the Employment Conditions Commissions (ECC), who after careful considerations advised the minister accordingly, hence these increments. “The current revisions will also see administrative clerks taking home R2 643,47 while rank marshals will be paid a monthly minimum wage of R2 113,11 an adjustment from the previous R1 959,50. Anyone working within the sector but not specified elsewhere should be awarded a monthly payment of R1 848, 97,” Tladi said. Department head of Labour, Mr Albert Tshidavhu said the taxi industry sector is regarded as the most pivotal sector in the country and it employs over 300 000 people countrywide. It also contributes immensely to the Gross Domestic Product of South Africa. The sectoral determination on this sector was promulgated for the first time on 28 April 2005, with further changes in the following years.

Sapu Provincial Secretary, Mr Solly Bulala

said during his recent engagement with the Sheriff’s Office it was not yet clear when the Sheriff will visit the department to draw up an inventory and attach the items. The Labour Court in Johannesburg granted the writ of execution on 2 July. The DRT was served with a writ of execution after they allegedly overruled a court order to promote two traffic officials to the rank of Chief Provincial Inspector. The arbitration documents awarded by the General Public Service Sectoral Bargaining Council in April

2010 ordered that Messrs Stephen Mabale and Frans Mankwe be promoted to Chief Provincial Inspector after the DRT’s conduct was found procedurally and substantively unfair. On 7 June the Labour Court in Johannesburg issued a court order wherein the DRT is requested to comply with the arbitration award within seven days of receipt of the order. After visiting the site again on Tuesday, it is clear that the municipality is unable to deal with the vast amount of garbage that builds up on a daily basis because of the large number of businesses and hawkers that operate in the area. Making matters even worse is the unpleasant smell emanating from around the skips as a result of months of neglecting to clean up the entire area around the skips properly.

Other hazards in the inner city for residents walking on the pavements is the theft of manhole covers that can lead to a serious injury if one had to step into the gaping hole left afterwards. As a temporary measure the municipality has placed paving blocks over the open manholes to avoid injuries to pedestrians. Another danger to pedestrians is paving blocks that have been lifted to do maintenance work but are not replaced afterwards. Mokoatedi says the municipality is still awaiting the arrival of specialised vehicles to pick up the rubbish skips in the city, industrial areas and other areas that are serviced by the Polokwane Municipality. He added that presently other vehicles are being used to empty the rubbish skips at the taxi rank and that these vehicles don’t have the capacity to deal with the piling up of rubbish adequately. “As soon as the municipality receives delivery of the new fleet of specialised vehicles at the Waste Management Unit, the situation in the inner city and other areas regarding the removal of garbage from rubbish skips will improve dramatically,” Mokoatedi stated.

Gebeure voor die ongeluk is nog vars in my geheue, maar van die ongeluk self en daarna kan ek nie veel onthou nie.” Van Rensburg vertel hoe sy, Bisschoff en Darren saam met familie en vriende ‘n rugbywedstryd by ‘n lodge in Roodeplaat in Pretoria gekyk het. “Na die rugby was ons op pad om vir Kurt af te laai by sy huis waarna ons ook huis toe sou gaan. Dit was nie ver van waar ons die rugby gekyk het nie. Ek is van die agterste passasiersitplek geslinger tot bo-op die stuurwiel,” vertel sy. Soos met alle traumatiese gebeure het dit vir Van Rensburg soos ‘n ewigheid gevoel voordat hulle gevind is, maar volgens omstanders op die toneel was die reddingspan spoedig daar. Van Rensburg het tydens die ongeluk haar heup ontwrig en ook geringe beserings aan haar ken, kop en wangbeen opgedoen. “Ek lê nog in traksie maar ons almal herstel baie goed.”

Communication glitch causes chaos KESHIA J V RENSBURG >> keshia.observer@gmail.com Provincial traffic officials are back on their posts following a shortage of summons books at the Provincial Traffic Department last week. After acknowledging the shortage of summons books at the Provincial Traffic Department, the spokesperson for the Department of Roads and Transport, Mr Joshua Kwapa, vehemently states that there was never a shortage of summons books. Polokwane Observer last week reported on angry traffic officials being on downtime for almost a week, following an order from their Station Commander Petrus Peyahane Makgoba. Kwapa was quoted saying the shortage of the summons books is due to the service provider having failed to deliver the books on the agreed date. “We acknowledge the delay, we will however be receiving the first batch early next week,” said Kwapa. In a complete turn-around Kwapa now states that the Polokwane Provincial Traffic Department never experienced shortages of summons books. “Our traffic officers have always had adequate summons books to carry out their duties and responsibilities. They were simply stationed at their offices to perform mandatory administrative tasks.” He further adds that last week’s confirmation was simply the result of a communication glitch, “however, additional stock will be received this week.” According to traffic officials affected by the so-called shortage, boxes were opened on Monday and everyone was given summons books.

Ramadaan is the ninth month on the Islamic calendar and literally means ‘scorching’ in Arabic. Ramadaan is recognised to be the month in which the first verses of the Holy Quran were revealed to the Prophet Mohammed (Pbuh). Most Muslims believe Ramadaan fasting is mandatory and during this time eating and drinking is prohibited from sunrise to sunset. In general the practices of Ramadaan are meant to purify one from thoughts and deeds which are counter to Islam. By removing

material desires, you are able to focus fully on devotion and service to God. Many Muslims often go beyond the physical ritual of fasting and attempt to purge themselves of impure thoughts and motivations such as anger, cursing and greed. Charity is also of utmost importance during the month of Ramadaan. The fast emphasises self-sacrifice and uses the experience of hunger to grow in empathy with the hungry. During this month Muslim communities work together to raise money for the poor, donate clothes and

food and hold Iftar dinners for the needy. This year Ramadaan will end on 8 August, followed by Eid Al-Fitr which always follows the last day of Ramadaan. This holiday celebrates the arrival of the new moon and begins with the recitation of the Salat al-Eid and visits with close family and friends. Homes are usually decorated festively with lights and banners and gifts of clothes or money is exchanged. Polokwane Observer wishes all our Muslim readers a happy and blessed Ramadaan.

n-house glitches within the African National Congress (ANC) are progressively leading to the Democratic Alliance (DA) gaining more members and support. In his response to the DA’s success in two recent by-elections the party’s Provincial Leader, Mr Jacques Smalle said he was confident that his party would secure more votes during the 2014 general elections. Smalle expressed his happiness at the DA’s retention of Ward 4 in Mookgophong and the ground gained in Mutale’s Ward 4 despite losing it to the ANC.

According to Smalle the DA has shown growth from 3, 17% in 2011 to 13, 88% in Mutale. Smalle said: “This growth augurs well for the DA Limpopo’s 2014 Election Campaign. On behalf of the DA, I would like to thank each and every voter who took their time to go cast their vote. The results of the by-elections held in Mookgophong Ward 4 and in Mutale Ward 4 prove beyond doubt that the DA is on the growth path. In Mookgophong we decisively retained a DA Ward against fierce competition from other political parties. People showed once more that we are the party of their choice.” He warned that, come the 2014 general elections the DA will get more votes and the ANC will bite the dust in Limpopo. “People are tired of empty promises and are joining the DA because they want change in their lives. “Our membership is growing and we will continue to educate the public that it is only through their votes to enjoy the fruits of democracy.

“They must vote for the DA and change their lives,” Smalle added. Ms Itumeleng Masenya, Manager of the Independent Electoral Commission (IEC) in Limpopo confirmed that no problems were experienced during the by-elections held in the two wards. ANC Provincial Task Team (PTT), Spokesperson Mr Sello Lediga said the PPT’s mandate is to continue building the organisation, get more branches, organise the provincial conference and win the 2014 general elections. When asked about internal glitches with allegations of purging in favour of President Jacob Zuma’s loyalist and allies. Lediga reiterated: “The ANC is united and the PTT is not purging anybody. The ANC leadership will continue to monitor the performance of ANC members who are deployed in government. The ruling will continue to accelerate service delivery in the province. The PTT has never removed anybody from administration and we aren’t purging.”

A packed courtroom saw locals waiting with bated breath for the second appearance of former MEC for Health and Social Development, Ms Merriam Sekgabutla and her two co-accused. The previously united front of the three seemed less concrete with the three accused not sharing a bench as with their first appearance. Mr Pieter Erasmus visibly distanced himself from the other accused, both in court and after their appearance. Sekgabutla, Erasmus and Mr Johnny Lucas appeared briefly before the Polokwane Magistrate’s Court on Friday when Magistrate Janine Ungerer remanded the case until 15 November for further investigation. Their arrest earlier this year follows alleged tender irregularities found after an investigation by Public Protector, Ms Thuli Madonsela. The three accused were arrested on charges of fraud and corruption with the possibility of money laundering to be added to the charge sheet. The three accused were earlier granted bail of R25 000 each on condition that their passports be handed in to the police.

CRIME shorts Explosives found at Medupi

A cleaner working at the Medupi Power Station in Lephalale was arrested after he was found with explosives in his possession on Thursday. Col Ronel Otto, Spokesperson for the Provincial Police said information received states that the man alleged he found blasting cartridges inside the premises earlier in June. “Mr Jimmy Kekana said he put the pieces away in a container in a shed and forgot about it until he told his supervisor about it,” Otto said. The police were called and the items were taken away by members of the Bomb Disposal Unit for further investigation. The origin of the cartridges is being investigated. Kekana was arrested on a charge of possession of unlicensed explosives and appeared in the Lephalale Magistrat’s Court on Tuesday when he was granted bail of R500. He will appear again on 25 July.

Onwettige plakkate, muni sal optree

Zimbabwean national, Brighton Mafanedza (26) was sentenced to two terms of life imprisonment after being found guilty on two counts of murder in the Bela-Bela High Court on Thursday. Mafanedza was found guilty of murdering and burning his employers’ bodies three years ago. Casper (55) and Daleen (52) Aucamp returned home from doing Christmas shopping when Mafanedza attacked them. Information disclosed during the trial revealed that the couple was stabbed to death before being loaded into the back of their vehicle. Local Police later discovered their burnt bodies about 25 km from their farm.

Rhino poachers stopped in their tracks

Three suspected rhino poachers who were allegedly on their way to shoot and dehorn rhinos in Phalaborwa have been arrested by Limpopo Police. According to information received by the police the poachers were on their way to shoot and dehorn rhinos on a private game farm near Phalaborwa. Brig Hangwani Mulaudzi, Limpopo Police spokesperson explained that the situation was monitored and on Sunday the suspected poachers were seen in a vehicle in the Hoedspruit area. “The Tactical Response Team (TRT) and stock theft members closed in and arrested the three suspects, confiscating a hunting rifle, a revolver and a 9mm pistol,” Mulaudzi said. The three accused are set to appear in the Hoedspruit Magistrate’s Court on charges of illegal possession of firearms and ammunition as well as charges under the National Environmental Biodiversity Act, which includes the conspiracy to commit a crime of rhino poaching. The Limpopo community is reminded that a reward of up to R500 000 can be paid out to any member of the public who can provide information which can lead to the arrest and conviction in court of any suspects involved in the act of rhino poaching or dealing in rhino horns. The launch of the Cancer Association of South Africa’s (Cansa) Relay for Life 2013 will take place at the old Peter Mokaba Stadium at 08:30 on 27 July and the steering committee invites everyone to join the occasion. The launch will precede the start of the annual Trolleys for Cansa race. Relay for Life celebrates cancer survivors, honours and remembers loved ones and provides a way for each and every person to

They attended workshops, events and charity projects with the Miss Earth SA team. Barwise said among the interesting activities were visits to an organic compost farm, Ntwasahlobo School in Khayelitsha, where they planted 15 trees with some of the children, and the Gordon’s Bay Winter Wonderland Festival of Lights where they represented the Miss Earth SA Brand. She describes the latter as being the highlight of the trip as she had the opportunity to meet Richard Loring, the producer and director of African Footprint. Barwise describes her visit to Cape Town as a life changing experience. “I am proud to have been chosen to represent Limpopo in this educational programme as I have learned so much about our

planet, issues facing the conservation of our national heritage as well as our role in saving Mother Earth. I would like to encourage Limpopo to start with small steps to reduce their carbon footprint,” said Barwise.

ankweng is one of Polokwane’s fastest growing suburbs and inevitably, as the population expands, harder hit by crime with especially sex related offences on the increase. The Provincial Police however hopes that the opening of Sebayeng Police Station in the area last week will assist in curbing these crimes. Provincial Police Spokesperson, Brig Hangwani Mulaudzi said a growing population inevitably means an increase in criminal activities. “The management of the Provincial Police has taken note of serious concerns raised by community members regarding policing activities and services and has therefore decided to open a second Police station in Mankweng. This brings the total of Police stations in Limpopo to 97,” Mulaudzi said. The new station was opened on and has been fully functional since 1 July. It offers all services expected from a Police station, including visible policing and detective services. “The station is responsible for serving the communities of Dikgale, Makgoba and Makotopong in terms of Policing activities. These areas have recently been plagued by incidents of housebreaking, theft, robbery and assault. It is believed that with more visibility and members of the community working hand in hand with the Police, these crimes will drop significantly,” Mulaudzi explained. Provincial Police Commis-

sioner, Lt Gen Simon Mpembe said in a recent press release that the establishment of this second Police station is an affirmation that Provincial Police Management has heard the community’s concerns. “From the onset we need to emphasise that our presence is not only to reinforce a message that only law-abiding community members of Sebayeng and Mankweng should partner with Police, but to also warn any criminals that their time is up. In taking the fight to the criminals the communities in partnership with Police have a duty to reclaim the streets. We require no permission from criminals to be able to walk tall in our streets, without fear of attack or harassment,” Mpembe is quoted to have said. “We have been consistent in our expectations from our Police officers. We expect nothing but excellence from them. To the criminals: the party is over now. I have instructed the Police to ensure that they harden their approach in their fight against criminals because we do not negotiate with criminals, the only language we can engage them in, is through arrest and punishment. It’s like learning a new language,” Zelda said. She added that although their space for practising is limited to a small lounge they enjoy every minute. They warned Polokwane to watch this space as they will be crowned as the winners.

ince their Art-at-Heart campaign was launched twelve years ago, Cashbuild has helped more than 1 500 schools in Southern Africa with over R16 million worth of building materials. Cashbuild is BEE compliant and every time a store is opened, relocated or refurbished, Cashbuild not only makes donations to local schools, but also creates jobs for community members. When the Cashbuild Bochum store opened its doors in 2012, Kawene and Tlhakauma primary school were two of the eight lucky schools that each received a R12 000 building material voucher. The schools won their vouchers when they entered the Cashbuild Art-at-Heart competition, which was established to help improve school infrastructure and facilities. Mr Abel Makgato, the Principal of Kawene Primary School shared his excitement with the learners on the school’s new look. “We have renovated three classrooms, bought new ceilings and replaced the old doors,” an elated Makgato said. The principal of Tlhakauma Primary School said their prize was used to lay new paving at the school. A total of R96 000 worth of building material was donated to eight schools in the area to commemorate the opening of the Cashbuild Bochum store last year. The artwork received from the primary school learners for the Art-at-Heart project was judged and three winners from each

school were announced. The winning children received Cashbuild Art-at-Heart gold, silver and bronze certificates for first, second and third place respectively. This was the view of Mr Jacques Smalle, Provincial Leader of the Democratic Alliance (DA) who spoke exclusively to Polokwane Observer about the province’s status quo and specifically being under three centres of power, Chief Administrator Monde Tom, the ANC Provincial Task Team (PTT) and Premier Cassel Mathale’s administration. Smalle on Friday expressed his concern following revelations by Mr Derrick Ngobeni, Chairperson of the Standing Committee on Public Accounts (Scopa) that in the 2011/2012 financial year the total amount incurred as irregular, unauthorised and fruitless and wasteful expenditure by provincial departments amounted to R2,8 billion, R131 million and R175 million respectively. In a media briefing last week Ngobeni gave a breakdown of the figures and pointed out that in the departments

of Health and Social Development; Economic Development, Environment and Tourism; Education and of Public Works, all of which have been under administration for nearly two years, missing documents, irregular, unauthorised, fruitless and wasteful expenditure were contributors to the bleak state of affairs. Smalle said: “The heads of department, including all accounting officers and MECs, must adhere to Scopa’s resolutions. The Public Finance Management Act must be accounted for. The DA is worried about irregular, unauthorised, fruitless and wasteful expenditure. It cannot be correct that documents are made to disappear allegedly by officials who knew they will be at the risks of going to jail.” He added that the Auditor General’s report for 2010/2012, an independent report, is a true reflection that there is maladministration in the province. “We need a government that comes with remedies to irregular, unauthorised and fruitless expenditure by the provincial departments which amounted to over R3 billion. Lack of political accountability and willingness will cause more problems in

government administration,” said Smalle. “The voters must change their situations by voting for a parry that will change their situation which is the DA. The economy of the province must be improved it can’t be correct that the economy of the province is improved by a 2 or 3%. We need a government that puts service delivery first before anything. Ordinary people are suffering because of incompetence and unwillingness to service delivery by ANC cadres deployed in government,” he concluded. Mr Patrick Sikhutsi, Provincial Leader of the Congress of the People (Cope) said in a statement: “We don’t even know where to direct the question. Should it be directed to the Premier and his Executive, the PTT of the ANC or the President and his administrators? It is clear that the President has lost all confidence in the incumbent Premier of Limpopo, Cassel Mathale, and his Executive. We have called for the sacking of the Premier on countless occasions. It now seems that President Zuma is afraid to kick Mathale out of office as it will be viewed as succumbing to the pressure of the Congress of the People.”

According to Engen Petro Stop owner, Mr Frank Hislop the fuel station is definitely affected by the volumes of petrol being purchased. “The average housewife will still purchase her R100 of fuel per month but she will put in effort to save by not making unnecessary trips,” he said. He on the other hand said that businessmen will still need to fill up in order to make long trips. 95 Octane petrol now cost R13,51 per litre while 93 octane costs R13,28 per litre. After the recent price hike in taxi fares in

April determining that commuters pay R2 more for a taxi ride from Seshego to Polokwane commuters can rest assured for now that the taxi fare will increase as yet, according to the Seshego Polokwane Taxi Association’s Public Relations Officer, Mr Joseph Letsoalo. “We feel the pain and we cannot expect our customers to pay more every time the petrol price goes up. Taxi fares will remain at R10 from Seshego to Polokwane and R6 for local trips,” he said. Despite the shocking increase in petrol as well as the 78 cents per litre increase in diesel, the Single Maximum National Retail Price (SMNRP) for illuminating paraffin goes up by an enormous 100 cents per litre while the maximum retail price for LPGas increases by 129 cents per kilogram.

In a press release by the Department of Energy Spokesperson, Ms Thandiwe Maimane it is stated that the impact of the crude oil price was minimal as the average increase of oil was on average US$1 per barrel. “During the period under review (31 May 2013 to 27 June 2013), the Rand weakened sharply against the US$ and contributed to an increase in the BFP by at least 57 cents per litre. The weaker Rand is mainly attributed to the slowdown in the economic growth in emerging markets and the expected slump in the demand of commodities. The Rand’s vulnerability was also due to negative sentiments emanating from concerns over anticipated labour disputes and market expectations of industrial actions,” the statement read.

Voorgereg: Camembertkaas met vye en Franse brood. 2 Camembertwiele, 4 takkies tiemie, 6 ingelegde vye en swartpeper na smaak. Sny die kaas in kwarte maar moenie deursny nie. Sit 2 takkies tiemie op elk, maal swartpeper oor en vou in foelie toe. Plaas op die kole vir 5 tot 10 minute tot die kaas gesmelt is. Sny die vye in agtstes en pak bo-op die warm kaas. Sit voor met Franse brood. Hoofgereg: Hoendersosaties met mielie- en kaasskons. Skons: 500 ml bruismeel, 5 ml bakpoeier, 2.5 ml sout, 1 eier, 25 ml olie en 250 ml karringmelk. Sif die droë bestanddele saam. Klits die eier, karringmelk en olie saam en voeg by die meelmengsel. Meng tot ‘n slap deeg en plaas balletjies in ‘n gesmeerde bak. Sous vir skons: 125 g margarien, 5 ml mosterd en 5 ml Bovril. Meng alles en skep oor rou deeg. Skonvulsel: 1 blik suikermielies, 1 koppie blatjang, 1 fyngekapte ui en 250 ml pikante rissies. Karamelliseer die ui, voeg rissies by en braai vir 3 minute. Skep mielies en blatjang oor deeg en sprinkel die ui en rissies oor. Rasper cheddarkaas oor en geur met kruie en sout na smaak. Bak in voorverhitte oond teen 180° C vir 30 minute. Marinade vir hoendersosaties: Een en ‘n half koppie bruinsuiker, ½ koppie water, 1 koppie witasyn, ½ koppie Canola olie, 1 eetlepel balsamiese asyn, 3 teelepels suurlemoensap, 1 teelepel elk gekapte knoffel, paprika, basiliekruid

en roosmaryn, 2.5 ml sout, gemaalde swartpeper en 100 ml mielieblom. Los suiker en water op in ‘n pot. Voeg al die bestanddele, behalwe mielieblom saam en kook vir 3 minute. Meng die mielieblom met gelyke hoeveelheid water tot melkerig en voeg by mengsel. Prut vir 5 tot 10 minute en roer gereeld tot olie en mengsel ‘n emulsie vorm. Marineer die sosaties en braai. Louise Steytler deel haar liefde vir boeke Mariëtte Snyder >> mariette.observer@gmail.com Louise Steytler se huis is ‘n spreekwoordelike biblioteek, kunsgalery, uitstalruimte met foto’s van haar voorgeslagte en onthoukamers vol herinneringe. Agter haar ma se klavier, voor haar boekrak wat sowat 6 000 boeke huisves of agter haar esel waar sy as kunstenaar haar kreatiwiteit uitleef, is sy op haar gelukkigste. Die liefde vir boeke het vroeg onstaan toe sy as inspekteur van die Transvaalse Biblioteekdiens amper elke biblioteek in die land besoek het. “Daar was tot ‘n biblioteek in die Kruger Nasionale Park,” vertel sy. In dié tyd het sy menige boek- en filmfees saam met die plaaslike biblioteek gereël totdat sy in 2002 besluit het om die tuig neer te lê. In 2005 het sy weer ‘n bekende boekwinkel in die stad bestuur. Nog twee boek- en filmfeeste by Savannah Mall het gevolg wat duisende boek- en filmliefhebbers gelok het. Sedert 2007 kuier sy sowat nege maande per jaar by haar kinders wat in Thailand en Amerika woon. Sy vertel sy het die hele Thailand deur geëet, gereis, geproe en geruik en sy is selfs besig is om die taal onder die knie te kry. Sy is tans in samewerking met me Dia van Staden hard aan die werk om die BoekeJol en FilmRolfees in September te reël. Dié unieke geleentheid bied nie net hope opwinding vir boekwurms in die stad om hul gunstelingskrywers te ontmoet nie, maar digters en filmmakers gaan ook hul kennis

deel. Sy ken meeste van die kunstenaars persoonlik en haar kennis van boeke is van groot waarde. Sy is reeds weer op pad lughawe toe vir die volgende nege maande se gesels, reis en herinnerings.

Game farmers, hunting body welcome proposal to lift ban on rhino horn trade RC MYBURGH >>rc.observer@gmail.com Government’s decision to ask the Convention on International Trade in Endangered Species of Wild Fauna and Flora Wildlife (Cites) to lift the international ban on rhino horn trade has been welcomed by two prominent role players, Ranching South Africa (WRSA) and the South African Hunters and Game Conservation Association (SAHGCA). Both have expressed the hope that the decision will reduce the spate of rhino poaching in the short-term. WRSA is optimistic that the decision will reduce the benefit to rhino poachers and speculators whose clients in the rhino horn black market may have access to a significant stockpile of legal rhino horn in the near future and at a lower price. WRSA President, Dr Gert Dry in a media release said that on the other hand, the growing success with prevention and law enforcement actions against poachers also increased the risk to poachers. He praised Minister of Environmental Affairs, Ms Edna Molewa’s courage in this regard, and welcomed the opportunity for stakeholders to assist government in preparing the proposal to the Cites in 2016. Dry believes that talks about legal trade will normalise the value of rhino horn, which declined due to the cost and risks associated with owning rhinos. “It can restore private rhino owners’ faith in rhino breeding programmes and reinstate rhino range areas to boost breeding of both black and white rhinoceroses,” he is quoted to have said. SAHGCA Chief Executive Officer, Mr Chris Niehaus was quoted saying in a recent media statement that they trust that it is not too little too late. “With another three years until the next meeting of Cites in Cape Town in 2016 when this proposal can even be considered, let alone accepted and implemented, we should brace ourselves for the continued slaughter of rhinos. In the interim, all concerned South Africans will have to maintain and expand their efforts to protect rhinos from extinction.” In 2011, SAHGCA was one of the first game conservation organisations that publicly called for the legal trade in rhino horn as the only sustainable solution for the protection of rhinos. Although SAHGCA applauds the efforts to debunk medicinal myths about rhino horn, it maintains its stance that it is naïve to expect a substantial short-term change in a 5 000-year old Asian belief system in which rhino horn forms an integral part of traditional medicinal practices. “Whether the Department of Environmental Affairs’ proposal of a once-off sale of more than 18 tons of stockpiled horn in public and private hands will be sufficient to satisfy the demand in the long term remains to be seen. We trust that SAHGCA will have the opportunity to give input to government as part of broader consultation process necessary for the proper preparation of the submission to Cites,” Niehaus reportedly said.

Lim’s women hockey team struggles to repeat performance T

he South African Country Districts (SACD) women’s hockey tournament was hosted in Emalahleni (Witbank) recently, with the Limpopo team hoping to repeat their good results from last year. This was however not to be and the team, comprising players from Polokwane, Phalaborwa, Tzaneen and Levubu, finished four places down, in seventh overall position. The team tried hard and played well throughout, but a 1-1 draw against hosts Mpumalanga on day one, followed by a 0-2

loss against Eastern Gauteng on day two, made finishing in the top two of their pool a tough ask. A further 2-2 draw against KZN Northerns on day three also did not help the team to move up the log. On day four, the team achieved a welldeserved 4-1 win against KZN Coastals, but went down 1-4 to Northern Free State the following day. This set up a play-off match against Northerns Blues on day six, which saw Limpopo losing 1-3. The final play-off match for Limpopo at the tournament was for

the seventh place and the opponents were once again KZN Northerns. This time round Limpopo came out on tops, securing a 2-0 win to finish the tournament off on a high. Two Limpopo players were selected for the SACD teams to take part at the interprovincial tournament in Port Elizabeth in August. They were Lori Hyde (SACD A) and Zelda van Rooyen (SACD B), both from Tzaneen. Pieter Jooste from Makhado (Louis Trichardt) was also selected to coach the SACD B team at the interprovincial tournament.

olokwane’s only registered Extreme Fighting Championship (EFC) Africa professional mixed martial arts (MMA) fighter, Frederich “Ninja” Naumann won his third fight in a row against Johan “The Gun” van Staden at Carvival City recently. Being offered a contract to perform as a professional fighter on the EFC Africa circuit is an achievement coveted by many, but attained by few. Naumann, from Guts & Glory MMA Club in the city, is the first fighter in Limpopo to be recognised in this manner. He hopes to fight for the EFC Africa lightweight title before the end of the year. Naumann made waves in his debut appearance on 2 March 2013 against Peter Nyide in the EFC Africa 18 event at Carnival City when he won by submitting his opponent with a Triangle-choke/Jawbreaker combination 2 min and 6 seconds into the first round. His outstanding effort was rewarded with the “Submission of the Night” award ahead of

more experienced celebrity fighters such as JP Kruger and Danie van Heerden, who also put in sterling submissions during the event. In his second fight against David van Schalkwyk in the EFC Africa 19 tournament, Naumann also won with a submission in the first round. In his latest fight against the more experienced van Staden, who has 16 professional MMA contest under his belt, Naumann fought with torn ligaments to both thumbs and a ligament injury to his left ankle to record his third victory by split decision after three rounds. His coach Jan Roets was very happy with the performance of his fighter, who decided to take on the fight despite his injuries and a severe bout of flu two weeks prior to the contest. Roets said Naumann showed extreme guts and determination in only his third professional fight. “Instead of fighting on the floor, Fred chose to stand up to his opponent and use his fists and feet. Despite the pain in both thumbs he continued to trade blows with van Staden to get the decision from the judges,” Roets said. Local lady quad rider conquers desert race WARREN BLUNT >>warrenb.observer@gmail.com Polokwane scored a unique double in the quad category of the Toyota 1 000 Desert Race in Botswana after the city’s Adi du Plessis won the Ladies Quad Class Challenge. In the Men’s category, Polokwane’s Jurie Meyer also triumphed to give the city a welldeserved double in one of the toughest races on the National Off-road calendar. The race was a long one for the female quad participants, who had to complete 250 kilometres a day in hot and dusty conditions. The route consisted of sandy tracks between thorny bushes and some rocky sections while the dry and dusty conditions forced them to race with even more care. After finishing in second place on day one, Du Plessis found an extra gear on day two to win the Ladies class on the second day. Du Plessis (22) hails from Polokwane and presently works in Pretoria.

before he prepares for his next EFC Africa bout. Naumann said he will give the next EFC 21 tournament on 24 July a miss to recover completely from his ligament injuries. He added he decided to take on van Staden despite not being properly prepared in order to improve his ranking on the MMA EFC Africa circuit. After Don Madge became the new lightweight champ last Thursday, Naumann said it might take a little longer for to realise his dream of fighting for the title to materialise, but assured Polokwane Observer that he will be challenging for the title by the end of 2013. Naumann hopes to be back in action for either the EFC Africa 22 or 23 tournaments scheduled for August and September at Carnival City’s Big Top arena.

or over 10 years local spinner-deluxe Hamoo Kuber has been at the forefront of Limpopo spinning, reeling in medal after medal and trophy after trophy thanks to his daring spinning moves. A revving engine and a heart full of hope for the future aspires Kuber to take part in various challenging competitions both locally, nationally and across the African borders. “Each trophy means something different to me, each event is unique and that’s the joy of my job.” Kuber is completely focussed on his spinning career and uses all his free time to work on and modify the BMW’s used for his daring stunts, spinning and drifting. “This is a very competitive industry and it’s imperative to keep ahead of the pack by ensuring your car and parts are permanently in tip-top condition.” As with all lines of work, a love and passion for the industry is essential. “I’m dirty most of the time but it’s worth it when you look at all the medals and trophies I’ve come home with.” What makes Kuber stand out from a crowd of spinners? In his opinion it all comes down to interacting and drawing the crowd

in. “I’m a people’s person and that helps with every competition I enter. They call me a crowd pleaser.” He feels the lack of sporting facilities in Polokwane where spinners, drifters and stuntmen can practice in a safe environment is a real danger. “At the moment it gets done anywhere which is very dangerous for onlookers and drivers.” Kuber’s love for his cars and pride in his stunts has enabled him to be where he is today. Prepping for a big event is definitely not a small job either. “Hard work and practice is the most important aspect in my world. “We spend the whole week prior to a show fine-tuning the cars and after that event has taken place it all starts over again. It’s important to realise the toll spinning and drifting takes on the cars.” It’s a rush. “A feeling of total euphoria washes over me when I see the faces in the crowd and realise they’re all screaming for me and my babies (cars).” In last month’s edition of the national MAX MY RIDE magazine, Kuber was quoted by the organisers of a 4 000 strong Limpopo vs. Gauteng spinning competition just outside Bahama Bar, as being the cherry on top of the event. The magazine ran their article stating that “the century’s most awesome spinner and stunt master” stole the hearts of many attending the competition.
