Dagga cakes on field trip Principal speaks out on learners’ behaviour KESHIA J V RENSBURG >> keshia.observer@gmail.com

isciplinary action is being taken against 14 learners from PEPPS College outside Polokwane after dagga cakes were distributed and consumed during a trip undertaken by learners of the school. The learners visited Southern Cross High School in the Hoedspruit area for a sports derby on 24 May. PEPPS College head, Leigh Melville clarified the

situation and events that resulted from the incident in an attempt to create awareness and transparency of such incidents which might otherwise go unnoticed at schools. “These students took the dagga cakes on the field trip and shared it with seven of their classmates, bringing the total number of learners who partook in the eating up to 14,” she told Polokwane Observer exclusively. The province may soon take a bow in a flimsy party dress when swapping a patched, moth-eaten cloak and well-worn boots for a brand new feathered extravagance and stylish pumps. That is if Premier Stan Mathabatha has the Limpopo tango his way. A revamp of the provincial wardrobe is affording him a new slate to work with as he takes Limpopo into the future. It will seemingly soon be out with the old and in with a different approach to sprucing up the system. Plans are on the cards for, among others, the intended To page 2

From page 1 Melville explained that all the 14 learners involved in the incident have since been taken to give urine samples after verbal permission was granted by their parents. All 14 learners tested positive for marijuana, she said. According to the guidelines and the PEPPS Code of Conduct, it is prescribed that anybody found in possession of or using drugs will face immediate suspension, which has led to the suspension of the first seven learners who were the masterminds behind the preparation of the cakes. “The other seven learners who tested positive but were not directly involved in the distribution of the cakes will be punished by means of other disciplinary measures which can include manual labour and detention. The seven learners who have been suspended are now awaiting their hearings during which a disciplinary panel will decide on a route of action,” said Melville. Instead of hiding the events Melville decided to take a stand and be an example to other schools that could face such situations in future. She explained that it is the business of all schools to take

In the process of giving the provincial closet a make-over, Mathabatha has just appointed an Executive Council (Exco) of which more than half constitutes new faces. Discussing the appointments in an interview with Polokwane Observer, he said he was informed by the fundamentals of expertise, experience and potential required in the particular field of deployment. All the members of his Exco (MECs) had at least two of those prerequisites to their advantage, the Premier reiterated. From the Legislature members available to select from he had come up with the best team, he reckoned. Turning to the all important issue of Limpopo’s money matters, he lauded the group of national administrators sent in to rescue the province from finan-

children on field trips to broaden their knowledge and realising that these trips involve risks is the first step in handling possible unsavoury situations. “I believe the threat of not fitting in or not telling on guilty parties is a greater threat than many people think. I am disappointed and shocked but I wouldn’t say ashamed as all people, children included, make bad choices and it’s all about how you support them through those bad choices.” Melville says the Polokwane Police were notified of the incident and although no leads have been uncovered pertaining to the origin of the dagga used in the cakes, an investigation will focus on all clues. At Melville’s request the Polokwane Police were asked to do more regular checks at the school, including inspections employing sniffer dogs to ensure no drugs enter the PEPPS premises any time in the future. “Please be assured that these events have not been treated lightly. Education is a triumvirate formed by the child, the parent and school and together we will go forward and be better prepared than ever before because of this situation which we are now facing together,” Melville affirmed.

cial dire straits and said they had done a marvellous job. He could safely say that the province was very stable with regards to financial management, he indicated. Most of the administrators have already withdrawn with only a few left to do oversight and supervision, according to Mathabatha. He was of the opinion that they could now be released as was the initial plan on 31 March and later rescheduled for end of June. Related to it are ongoing investigations into alleged corrupt practices and in that regard the Premier pointed out that cases have been submitted to the Hawks and Special Investigating Unit and that they were waiting on them to act. In some instances matters have been finalised, while in others officials have already been released from the public service, others have been served warnings and individuals have resigned out of own accord, it was learnt. He stressed that they were at a stage where they were beefing up the system with the right human resources, identifying areas of weakness and appointing the right people to the right posts for the system to work properly. At the time of the interview the province was rocked by a spate of horrific child killings. With the conversation turning to the slaying of innocent children, Mathabatha responded by saying that awareness programmes to educate people needed to be devised by the recently restructured Department of Social Development and Welfare to address a very serious societal problem that could not be left to the Police alone. In his message to the people of Limpopo the Premier said they were happy to have been given this chance at governing the province and that they could rest assured that the leadership would not disappoint but would work up to full capacity to ensure the delivery of good services. Mathabatha extended an offer to the people of the province to inform them of services not being delivered or of suggestions for speedy delivery of services. In conclusion he urged people to avoid taking the law into their own hands but instead turn to government when experiencing problems.

Nine babies die in Lim hospital KESHIA J V RENSBURG >> keshia.observer@gmail.com

T

he National Department of Health has launched an in-depth investigation into the deaths of nine babies, all presumably born prematurely at the Maphuta Malatji Hospital in Namakgale outside Phalaborwa during the past month. Joe Maila, Spokesperson for the department said many stories are doing the rounds regarding the alleged causes of the deaths and that everything will only be clarified once the investigation has been concluded and all possibilities have been investigated thoroughly. Initial reports blamed the deaths on a lack

of medication for premature babies, an alleged cockroach infestation in the postnatal ward, no sanitisers available for mothers who were handling their babies and a shortage of milk formula. Maila said all issues will be handled with the sensitivity it deserves. “The allegations made in the media regarding the causes of the alleged deaths cannot be confirmed and the allegations of negligence and mismanagement are so far at this stage of the investigation still unfounded. Should the allegations be found to be the truth, Minister Aaron Motsoaledi has committed to taking serious action against the individuals found to be responsible for the deaths,” Maila concluded.

With the deadline for the delivery of all outstanding textbooks to 39 schools in Limpopo set for tomorrow (Friday) by the Gauteng North High Court earlier in May, the community-based organisation Basic Education for All (Befa) said delivery is progressing favourably at some schools but not all textbooks will be delivered by the cut-off date. Befa Spokesperson Tebogo Sephakgamela commented yesterday (Wednesday) that, after speaking to the governing bodies of the affected schools last week, it was clear that deliveries of textbooks for certain grades remain a problem at some schools.

“Delivery of textbooks and learners support materials by the Limpopo Education Department (LED) is on track at some schools, but other schools have reported that they have received nothing despite the court ruling on 5 May,” Sephakgamela explained. He added that Befa in support with civil rights group Section 27 will continue to monitor the situation at all schools in the province until well beyond the deadline. Spokesperson for LED Jack Mokobi says all outstanding textbooks and learner support material destined for the 39 affected schools have already been delivered. He appealed to schools that are still experiencing problems with delivery to contact the department in order to rectify any problems.

Three municipal vehicles repossessed after labour dispute RC Myburgh >>rc.observer@gmail.com Three vehicles belonging to the Greater Tzaneen Municipality were reportedly repossessed by the Sherrif of Tzaneen on Tuesday following the municipality’s alleged reluctance to adhere to a court order issued after a labour dispute. South African Municipal Workers Union (Samwu) Provincial Secretary Simon Mathe said the incident stems from a labour dispute between the municipality and an employee. “The court allegedly ordered a R5 million payout in favour of the former employee. The municipality’s failure to adhere to this turned into a visit from the Sheriff’s office on Tues-

day to repossess municipal assets in order to recover the money,” Mathe said. Municipal Spokesperson Neville Ndlala yesterday (Wednesday) confirmed the visit by the Sheriff’s office to the municipality. “The vehicles have not yet been repossessed as our lawyers were still discussing the matter on Tuesday afternoon,” he said. He said the incident stems from three years ago when the employee was dismissed but had to be reinstated in his position earlier this year. “We appointed a company to calculate the exact amount due to the employee. R5 million is incorrect. We made some payments but still have an outstanding amount of R691 274.40 which will be paid soon,” Ndlala said.

WARREN BLUNT >>warrenb.observer@gmail.com Shortly after being sworn in as MEC for the Department of Transport, Safety, Security and Liaison, Mapula Mokaba raised concern over the increasing number of deaths as a result of fatal accidents on the province’s roads. This after 16 people died while 30 sustained serious injuries in separate accidents in Limpopo over the weekend. In a media statement released by the department on Monday five people died last Friday in a collision between two sedans at Triangle Farm at Ga-Mokwasele in the Mopani District. Two people died in another accident on the Duiwelskloof road when a sedan lost control and overturned. In another accident at Dzanani in the Vhembe district last Friday, a vehicle lost control and hit an electric pole and one person was killed. Speed and drunken driving seems to be the cause of all the accidents. The carnage on the province’s roads continued on Saturday when a vehicle lost control on the R71 at Selati Lodge and collided head-on with a sedan resulting in one death. Near Mica on the R526 one person lost their life after a light delivery vehicle lost control and overturned several times. In the most serious accident over the weekend near Tzaneen, a wheel broke loose on a SUV resulting in the vehicle colliding head-on with a taxi causing the deaths of three persons while 17 others sustained serious injuries. At Swartkop along the N11 an accident claimed three lives when a sedan smashed side-on into a trailer. After all the fatal accidents over the weekend Mokaba has called on all road users in the province to obey the rules of the road, exercise patience, refrain from driving at high speeds and drinking while driving. She further urged law enforcement officers to show no mercy to traffic law violators. She expressed her condolences to the families who lost loved ones as a consequence of the accidents over the weekend and wished those who sustained injuries a speedy recovery.

Celliers echoed Ramoshaba’s view and stressed that use of drugs and other illegal substances would not be tolerated at Kuschke. He gave the assurance that similar action would be taken should it become necessary. These operations are conducted in a very humane, sensitive manner. Police men and women from the Crime Prevention Unit headed by Supt Morné De Wet entered the premises after dinner and started their search in all the hostels and other buildings on the premises. Learners were not body searched, said Ramoshaba. The team was backed by members of school’s governing body, the headmaster and a few teachers and members of the Education Department.

which floods damaged or destroyed. A government source said the dilapidation of many classrooms was a source of concern, prompting the Department to put the project on the fast-track programme to eliminate the serious shortages of classrooms in Limpopo. Badly damaged structures would be completely rebuilt. Emerging contractors already started with the rebuilding and renovation of classrooms and office blocks, while brick structures were replacing all as-

bestos classrooms. It was estimated that the renovations and rebuilding of approximately one thousand damaged and dilapidated classrooms would alleviate the backlog in accommodation for learners demanded for proper and effective educational purposes. The source said the project provided temporary work for at least 1 500 people, benefiting surrounding communities burdened with unemployment and poverty. The total project would be completed by mid-June. (Photos page 2)

olds from the born-free generation it was their first time ever. For others a mark that symbolised hope in their hearts that their cross would contribute to a better future. At the time of going to press Limpopo’s results were expected to start trickling in from around midnight, according to Independent Electoral Commission (IEC) Provincial Spokesperson Chris Ramafalo. The only voting stations that could not open in time were 10 at Lorraine in the Maruleng area riddled by unrest, he said. By around 11:00 yesterday eight stations had not been able to open but

he predicted that it would all be in operation by lunchtime. Otherwise it was smooth-going in Limpopo, he assured. In Polokwane misty conditions announced the arrival of a new day when thousands of voters braved the early morning chill to join queues at voting stations. Among the voting masses were Premier Stan Mathabatha and members of his executive council as well as Ministers registered to cast their vote in the city, with several designated to vote at Laerskool Pietersburg-Oos (Oosskool) in Bendor. that the leopard managed to escape, leaving the owner without the option of summoning assistance. According to information the wild cat was spotted in an office in the production area at the plant Monday at around 03:00, but when an employee entered the leopard found its way through the window and disappeared. In a response on behalf of Coca-Cola Fortune Managing Director Philip Nieman, it was stated that the company was aware of the incident involving the sighting of a wild cat at the manufacturing plant in Polokwane and that they were working with the Department of Environment to locate the cat and ensure it was safely returned to its natural habitat. “We remain committed to providing a safe working environment for all our employees and have taken all steps necessary to ensure that our employees are safe.” With its whereabouts unknown the community is warned that the animal could pose a danger. Anyone observing it is requested to contact Mr SH Makhubela in the Department of Environment on 082 904 5874.

n elusive member of the big cat species caused a stir for apparently sauntering into Coca-Cola Fortune’s manufacturing plant in the industrial area along the N1 North in the early hours of Monday. From a brief video clip capturing the presence of the animal the agile movements, big paws and long tail can be distinguished as it briefly made its way through a door. Surprisingly the exotic cat entered the industrial area on the outskirts of Polokwane, seemingly roaming a busy stretch of occupied business premises bordered by large lots of vacant land along the highway to the north. Burckles Napo, Media Liaison Officer of the Department of Economic Development, Environment and Tourism confirmed the sighting of a leopard at the plant. They were informed about its visit early Monday morning whereupon field rangers attached to the departmental division responsible for dealing with damage causing animals set trap cages in an attempt to locate the wandering cat. They believed it still to be in the area, he added. Napo referred to rumours about a leopard that was spotted making an appearance at the same factory, an adjacent plant and around the railway line in the vicinity in the past. by the Nigerian Government in order to return the girls. Addressing the learners Mathabata said: “While we are here enjoying the beauty of this day with these beautiful children of ours, hundreds of parents in Nigeria are nursing unbearable pain resulting from the abduction of their girl children from a boarding school by Boko Haram. Our start-off point is that no grievance, however legitimate it may be, justifies this senseless abduction of innocent and defenceless school kids. “We extend our heartfelt message of sympathy and support to the parents of the girls, the government and people of Nigeria. We too are burdened by the fear of imagining what the girls could be going through.” Mathabatha also stated that he salutes all people of Limpopo for adding their voices of solidarity to the campaign, including Miss Limpopo and Miss Limpopo Teen. In celebration of the Take a Girl Child to Work campaign the Office of the Premier on the same day hosted girl learners from Makhutjisha High School in Mookgopong and Napscom Secondary school near Tzaneen in various directorates and enabling them to broaden their horizons. “As a government we have embraced this annual campaign because we are committed to unleashing the full potential of young boys and girls,” Mathabatha said. He also said to the learners they must refrain from spending much time on social sites such as whatsapp, mxit and facebook. “They must make more time for their books because if they don’t they are throwing the rich seed of their potential into the fire,” Mathabatha said.

Modimolle to host provincial Youth Day celebrations Herbert Rachuene >>herbert@mailbox.co.za The Provincial Government will celebrate Youth Day at Ephraim Mogale Stadium in Phahameng township, Modimolle on 16 June. The theme for this year’s celebrations is Youth Moving South Africa Forward. Speaking during the official launch of Youth Month at the Office of the Premier last Thursday, Premier Stan Mathabatha said: “The essence of the theme is that the youth constitutes the strongest link of our chain to pull our country out of the ashes of our past and into a future of prosperity and hope. As government we have and will continue to invest resources in the efforts to empower and develop our youth. We will also be commemorating

the sacrifices made by the youth of 1976. This is the generation of young people who were willing to lay down their lives in the fight against the apartheid government,” Mathabatha said. He also mentioned that this year’s Youth Month Programme will include a series of memorial lectures about the significance of June 16 and most importantly about the lessons that must be learnt by the youth of today from the sacrifices of the 1976 generations. “We have also lined up a tailored programme to engage young people in conflict with the law. The object of such engagements is to re-invite these young offenders back to the society as opposed to losing them to the dark world of criminal activities,” Mathabatha said.

Brandweer traag, inwoner help brand blus RC Myburgh >>rc.observer@gmail.com

D

Nelson Mandela Drive paving, tax payers’ money not wasted RC Myburgh >>rc.observer@gmail.com The Polokwane Municipality is adamant that tax payers’ money is not wasted at the construction site in Nelson Mandela Drive where the road is being widened as part of the Integrated Rapid Public Transport System (IRPTS). A local developer alerted Polokwane Observer about paving laid earlier as part of the Non-Motorised Transport (NMT) project now being removed again to create space for the first phase of construction of the IRPTS. He accused the municipality of poor planning and wasting money. Municipal Spokesperson Malesela Maubane confirmed that the paving is now being removed to allow for the widening of Nelson Mandela Drive to create space for the rapid transport lane. “The budget for the NMT project which was financed by KfW Entwicklungsbank on behalf of the Federal Republic of

Germany was R7,5 million. The value of each construction which involves a distance of 800 m is R9,8 million and the scope involves widening of Nelson Mandela Drive on both sides, earthworks, pavement layers, asphalt layers, kerbing, as well as re-instating the walkways,” Maubane said. He added that the contractor will ensure that no paving material will be removed from site or material lost during the process. “No tax payers’ money will be wasted and as mentioned the existing paving is only lifted while Nelson Mandela is being widened and will thereafter be reinstated. When the NMT project was designed and finalised, planning for the IRPTS project was still in the early stages. On that note the NMT and IRPTS design teams are working together to ensure legacy projects within the city, not only to benefit the local society, but also tourists and visitors to Polokwane,” Maubane said.

In Extension 34 the reservoir measured at 95% of capacity. A broken float continues to prevent a reading from being taken at Seshego reservoir. Maubane said the municipality hopes to have the float fixed by the end of the week.

Muni budget tabled, millions for roads RC Myburgh >>rc.observer@gmail.com

F

ixing Polokwane’s dilapidated, ditch- and pothole ridden roads is a priority in the new financial year. Member of the Mayoral Committee (MMC) on Finance and Local Economic Development, Charles Molepo made this announcement during the tabling and adoption of the 2014/15 budget for the Polokwane Municipality last Thursday. Molepo, delivering the budget speech on behalf of Executive Mayor Freddy Greaver said: “It is my honour to the Executive Mayor to be given this opportunity to be part of making history in Polokwane Municipality by being the first MMC to present the Medium Term Revenue and Expenditure Framework (MTREF) for the 2014/15, 2015/16 and 2016/17 financial years.” A budget of R303,7 million was set aside for roads and transport, an increase of 23,8% compared to the 2013/14 budget. “For the first time the roads and transportation budget has surpassed that of water because during the public consultation process the majority of our residents complained about the bad state of the roads to an extent that some could not even access their houses. This is a clear indication that we listen to the needs of the residents. Of the R303,7 million, R5 million will be spent on rehabilitation and upgrading of storm water in Mankweng and R87 million will be spent across the rural areas of the municipality,” he said.

An amount of R122 million was set aside for the municipality’s water infrastructure. R6 million thereof will be spent in the city while R103 million is allocated to the rural areas to address the serious backlogs where residents still have no access to running water in or close to their homes. The municipality budgeted R40,4 million for sport and recreation, R19,8 million for electricity and R4,1 million for sanitation. The capital budget for sport and recreation was increased by 130,8% compared to the 2013/14 budget while the budget for electricity decreased from R51,5 million to R19,8 million (nearly 62%). Molepo said R2 million of the R40,4 million allocated to sport and recreation will be spent on the upgrading of Ga-Manamela sports grounds in Moletji, R7 million will be utilised for the upgrading of Seshego Stadium, another R7 million will be spent on the construction of the Molepo/Maja Sports Complex and R13,6 million allocated to the construction of the Mankweng Sports Complex. The municipality also budgeted R170 million for general repairs and maintenance of infrastructure. Molepo expressed his gratitude to residents who continue to pay their bills. “It is out of these contributions that we are able to expand and sustain service delivery. To those who are neglecting their responsibilities, we will intensify the application of credit control measures as well as legal action,” he said. Greaver recently announced the indigent programme which allows six kilolitres of water, 100 units of electricity per month and free sanitation and waste removal to residents with a monthly income of less than R5 400. The total revenue cost to provide these free services is R57,2 million. The budgeted operating revenue for the 2014/15 financial year is R2,228 billion while the capital budget amounts to R519,1 million. Capital projects of R82 million will be funded from the municipality’s own funds.

A Limpopo family is distraught following an incident during which a man from Ohrigstad allegedly accidentally drove over his one-year-old daughter on Sunday evening. “Kobus Skeen, father of Anzel, mistakenly drove over his daughter in the family’s Mahindra Scorpio after returning home from church”, Ronel Otto from the Limpopo Police informed. Otto said the accident took place on Sunday evening. “The father was not aware that his daughter had exited the car and he proceeded to reverse the vehicle. ER24 rushed to the scene of the accident but Anzel was declared dead on arrival at the hospital,” Otto said adding that the Limpopo Police are investigating a case of culpable homicide.

Court appearance for alleged killer

Faithful Kgabo Mashia (32) appeared briefly in the Polokwane Magistrate’s Court on Tuesday after he was arrested for allegedly bludgeoning and killing a twoyear-old toddler and stabbing a 14-year-old teen in the head with a broken beer bottle. The suspect was afforded the opportunity to apply for legal aid and will remain in custody until his second appearance scheduled for 11 June 2014. Hangwani Mulaudzi from the Limpopo Police said the court appearance and arrest stems from an incident which occurred last week when the suspect and his girlfriend engaged in a severely heated argument. “It is alleged that the suspect and an accomplice broke into the house before bashing the toddler against a wall and proceeding to bludgeon the toddler with a broken bottle. The deceased’s 14-year-old uncle tried to stop the suspect and was subsequently stabbed in the head,” said Mulaudzi who adds that the uncle has since been treated and discharged from the hospital. He adds that a manhunt is still on for the accomplice and the Police are hot on the heels of the second suspect thought to have been involved in the killing.

Baloyi appears in court again

Christina Makhanani Baloyi will appear in court today (Thursday) to supposedly apply for bail after appearing briefly in the Ritavi Magistrate’s Court on Monday following her arrest for the alleged murder of her 20-month-old toddler Xitsunduxo Baloyi. She is alleged to have choked the girl to death before throwing her down a pit-toilet. Hangwani Mulaudzi from the Limpopo Police said the suspect was arrested immediately after community members heard terrified screams coming from a pit toilet. This, according to Mulaudzi attests to the fact that the child was not dead as the suspect had allegedly thought. “The Police were called out but by the time the child had been taken out of the pit she had already passed away,” Mulaudzi confirmed.

Lim Police nab 433 suspects

The Police in Limpopo arrested 433 suspects for various crimes during special operations con-

ducted over the weekend. The most arrests were made for contact crimes such as assault and murder, where 122 suspects were arrested. Although more than happy and satisfied with these arrests, Provincial Police Commissioner Fannie Masemola expressed his concern with the high number of physical attacks. “Most assault cases are being reported after people get involved in arguments over trivial matters after consuming alcohol” he said. Forty-six people were arrested for driving under the influence of alcohol and another 50 for drinking in public. “The consumption of alcohol is a serious concern for the Police as the misuse thereof usually leads to committing a criminal act. We are appealing to members of the community to act responsibly and refrain from overindulging,” Masemola said. During the arrests, police members confiscated 17 dangerous weapons, including knives, okapis and pangas. Fourteen suspects were arrested on charges of housebreaking and theft and nine suspects for rape.

Vehicle theft syndicate cracked

Three suspects, whose ages range between 26 and 31, will appear before the Dennilton Magistrate’s Court tomorrow (Friday). A car hijacking gang which has been terrorising the community of Mhluzi in Middelburg, Mpumalanga has been thwarted. Police in Dennilton arrested three suspects after they were found possession of four suspected stolen vehicles on Wednesday. Hangwani Mulaudzi from the Limpopo Police says they recovered vehicles, two Nissan LDVs, were reported to have been stolen in Mhluzi and Kwaggafontein, whilst a Ford Bantam and a Toyota Conquest were both reported stolen in Mhluzi. A compressor, a crow bar, a body cutter and a chopped body of an unidentified vehicle have also been seized. The three are also suspected to have been in a spate of house robberies around the area after the find of various electrical appliances which include plasma television sets, radios, speakers and vacuum cleaners.

Suspected rhino poachers arrested

Five suspects were arrested and will appear before the Phalaborwa Magistrate’s Court today (Friday) after allegedly being found in possessions of illegal firearms and ammunition. Hangwani Mulaudzi from the Limpopo Police said information from the Limpopo Crime Intelligence Unit has led to the arrest of five suspected rhino poachers at Gravelotte on Wednesday evening. The Police received a tip-off from their Crime Intelligence counterparts that five occupants of a white VW Polo with an Mpumalanga registration number were allegedly on their way to poach a rhino at a private game farm in Letsitele. “Upon receiving the information, a mini road block was conducted and a targeted vehicle finally arrived and while searching the vehicle police found a .375 Sako hunting rifle, a silencer, a butcher knife, an axe and eight rounds of live ammunition,” Mulaudzi concluded.

embers of the Limpopo Ministers Fraternal Non Profit Company (NPC) met with representatives from the South African Local Government Association (Salga) on Thursday in an effort to alleviate various situations of concern around municipalities within Limpopo. Polokwane Observer were granted a special in-depth run down of issues. Richard Selepe (Chairperson), John Galane (Secretary) and Andrew Molefe from the Limpopo Ministers’ fraternity said they found it necessary to bring a presentation before Salga wherein they reminded the association of the importance of including church leaders in various ways and circumstances within the day-to-day functioning of municipalities by means of guidance, assistance and chaplaincy. It was also suggested during the meeting that Salga should move forward with the fraternity and assist the entity with training on various levels within the community which could in turn assist when community situations like uprisings and revolts concerning service delivery rear their heads. “The situations in the areas surrounding Tzaneen are testimony to this and could have been better handled had the fraternity been involved in the post-unrest period to offer needed counselling and guidance to the involved community members,” Selepe said. Selepe at the same time reminded that if the correct measures had been put in place it would have been much easier for the fraternity to assist in creating a feeling of accountability amidst the community members which

would then give the churches the opportunity to intervene before actions like mob violence and the destruction and looting of properties occur in surrounding towns, cities and townships. The negative image of churches portrayed by the media is also a huge concern to the Limpopo based fraternity who firmly believe that the media usually only report on incidents of bad news and

The meeting ended with an agreement that more church leaders should involve themselves in the running of the province and the city as this trend would ensure a new and responsible brand of politics where the involved politicians actually improve the lives of the people living in the communities they serve.

Soveel Tommies, soveel talent

WARREN BLUNT >>warrenb.observer@gmail.com A driver of a light delivery vehicle escaped unscathed last Thursday after a truck skipped a red traffic light on the corner of Church Street (R37) and the Tzaneen/Mokopane by-pass and took off the complete engine compartment. The truck did not even stop at the scene of the accident afterwards and continued on its journey towards Mokopane. The visibly shocked driver explained to Polokwane Observer that as he pulled away from the intersection he heard a tremendous bang while he did not even see the truck approaching. His light delivery vehicle caught fire and an eye-witness managed to douse the flames. Although suffering from shock, the driver was otherwise uninjured and did not require the services of the three ambulances that raced to the scene. A case of reckless and negligent driving has been laid against the driver of the truck at the Westenburg Police Station. Spokesperson for Westenburg Police Station Mohlaka Mashiane said they are investigating the matter but no arrest has been made to date.

Polokwane Skou en Musiekfees

Byna 25 000 mense besoek Polokwane skou RC Myburgh >>rc.observer@gmail.com

Building portfolios for success

T

Congratulations to Daan Schoeman Financial Planning Solutions on reaching an incredible milestone. May your business be just as successful in the next 35 years.

here are a number of ways in which to build an investment portfolio, but ultimately it should be constructed around the needs and objectives of the investor. This should form the sound basis for constructing a good portfolio but the process is easier said than done. At Sanlam Investments, we partner with our clients to identify the best blend of asset managers with the aim of achieving the best possible returns at the appropriate level of risk. We design unique portfolios for our clients, based on a deep understanding of their investment goals and how they perceive risk. By developing a mutual understanding of their needs and goals, we are able to help them achieve their investment goals in the long run. How do we go about constructing a portfolio? Developing a sound investment philosophy This is a crucial starting point for building portfolios for success. We believe that the market is inefficient in the short term. For various reasons, the market may either under or overweight the importance of certain information and cause asset prices to deviate from their fair value in the short term. This creates the potential for superior investment managers to take advantage of this deviation between fair value and market price, and to outperform the general market or benchmark substantially over time. It takes keen talent to distinguish between whether outperformance was due to luck, and whether it is unlikely to be repeated; or whether it was due to true skill, and is therefore repeatable in future. Ongoing analysis of manager performance and portfolio construction When it comes to constructing portfolios, we consider who the skillful managers are; the current market and economic environment; how these conditions are likely to change in future and we then tailor our clients’ portfolios to take advantage of this integrated view. This

helps us understand which manager combinations will lead to a concentration or underallocation of risk in a portfolio which may jeopardise the ability of that ability to meet the client’s expectations. Rigorous macroeconomic and manager research This builds our understanding of the investment universe and informs our view of likely long-term asset class performance, as well as our shorter-term tactical asset allocation views. We use this input to determine allocations away from our long-term strategic benchmarks. While we believe a long-term investment outlook is critical in an uncertain and changing environment, we also believe that these inefficiencies and uncertainties create opportunities. We believe tailoring our clients’ asset allocation tactically in a changing market environment ultimately enables us to achieve higher investment returns. This integrated macroeconomic and fundamental outlook also helps us quantify the level of risk in the market, and allocate more appropriately across the different asset classes to ensure we achieve the highest possible riskadjusted returns for our clients. Competitive advantage We have a tried and a tested process for assessing potential managers to ensure a repeatable investment process. Our competitive advantage lies in the fact that we don’t just identify a skilful manager, we also identify ‘when and how’ a manager is likely to outperform or underperform during market cycles. Balanced portfolios An in-depth understanding of a manager’s performance cycle enables us to construct porfolios, taking into account our macroeconomic and fundamental market views, so that we can build balanced portfolios which deliver consistant performance. Businesswomen invited to enter for technology awards RC Myburgh >>rc.observer@gmail.com It is time for businesswomen in Polokwane to show off their skills as the Department of Trade and Industry (DTI) is searching for innovative businesswomen who are taking advantage of technology in order to increase the competitiveness and sustainability of their businesses. A press release issued by Nomvuka Makgotlho, DTI’s Head of Gender and Women Empowerment invites businesswomen to enter for this year’s Technology for Women in Business Awards (TWIB). The awards are meant to reward businesswomen who are making a significant impact in various sectors of the economy through the application of technology to create a competitive edge for their business. “TWIB is one of the programmes of the DTI that plays a crucial role in supporting and promoting women entrepreneurs to utilise technology to advance their businesses. The programme was designed to help women

entrepreneurs access the applied science and technology required to catapult their businesses into the big league and assist them to harness technology so that they can move from the sidelines to the mainstream of the economy,” Makgotlho is quoted to have said. The awards are open to micro, small and medium enterprises and corporates. The enterprise or corporate entity must be owned by South African citizens, of which 51% should be women, profit-making and existing and operating for the past three years. The GWM C30 is affordable and offers more than enough space for the whole family.

The interior is luxurious with all the bells and whistles available to add to a comfortable ride.

Equipped with a 1,5 petrol engine the C30 remains a good performer on urban streets or the long road.

ot all are in favour of Chinese produced goods but when it comes to vehicles the Great Wall Motors (GWM) C30 is likely to change your mind. Limpopo offers ideal locations for quick breakaways from home but some of these locations are only reachable by 4 x 4. The C30 however has a high enough ground clearance, 11,25 cm, to eliminate this problem. The C30 offers a variety of interior luxuries to ensure a comfortable and lavish journey for the entire family. Plus you will save big due to its fuel efficiency. The design of the C30 is perfect for a small family as it rides on a stretched 2 610 mm wheelbase which results in a spacious cabin and one of the largest boots (510 l) in its segment. The vehicle is fitted with 15inch alloy wheels, colour-coded side mirror housings with integrated indicators, front and rear fog lamps, and customers have a choice of six colours. Additional features include air-conditioning, power steering, dark cloth trim, electric windows all round, electric mirror adjustment, radio/CD/MP3 player with USB support, Bluetooth connectivity and a rake-adjustable steering wheel. Safety features include

dual front airbags and Anti-lock Braking System (ABS). If superior spaciousness, safety and a smooth driving experience, coupled with top-notch infotainment and a drive that is easy on the pocket grabs your attention the C30 is just the car for you. It gives you stretch out space for cotravellers and luggage and clever storage solutions and plenty of power and fuel economy. The C30’s offering of a smooth ride is noticeable the moment you drive off from the GWM dealership in Landdros Maré Street. The suspension is fine-tuned for comfort and potholes and ditches in the road surface are barely noticed. Long trips are a breeze with hydraulically assisted steering, a high seating position for better visibility and a rake-adjustable steering wheel. It always pays to do your homework before investing in a new vehicle and the C30 passes the affordability test with flying colours. The C30 offers low maintenance costs with a 7,3 l per 100 km fuel consumption without sacrificing performance. It is equipped with a 1,5 petrol engine which delivers 71,3 kW and with variable valve timing technology provides swift acceleration for everyday city driving as well as comfortable cruising when you take the open road. GMW is definitely making some noise in the local market and proud to be the sponsor of the popular kykNET food programme, Kokkedoor. View the C30 at 83 Landdros Maré Street or contact the dealership on 015 297 0263 for more information.

of Wakefields Real Estate was recently quoted to have said that sole mandates are worth every seller’s serious consideration. The benefits are numerous, with the most important points being your home’s security, agent accountability and increasing the potential of receiving the best possible offer, in the shortest period of time from a pre-qualified buyer. “Having one agent accountable for the marketing of a property ensures better customer service and feedback, and also ensures that all agreed marketing initiatives are followed within the stipulated timelines,” Wakefield said. He also noted that sole mandates enhance agent motivation and focus an agent’s attention at much higher levels than do properties that are secured with the more common open mandate method. And they remove any chance of a costly double commission claim. Your agent should be knowledgeable “Sellers should think carefully about to whom they give a sole mandate and ensure that they get maximum service and marketing mileage in return for the privilege.” What sellers should consider before agreeing to a sole mandate is to look for the real estate agency and agent with the highest level of property market knowledge in the area and be confident that the agent has a good database of clients, as well as a suitable marketing plan for the property, which should include advertising on online portals. How much exposure the property will be given, be it in advertising, social media or other initiatives such as radio or special show days should also be assessed. It is also always a good idea to ask what advertising budget an agent or agency is prepared to put into marketing your property. Sellers need to be careful of any property valuation which is strikingly higher than that provided by agents with proven track records in the area. Many an agent will promise more in terms of price than they are in fact able to deliver in order to persuade sellers to give them the sole mandate. The flattery may do wonders for the seller but ultimately a process of lower offers being received follows and then a request to lower the price to what would have been a more realistic sum in the first place. By this time, valuable marketing time has been lost and, when buyers see a price dropping, they are likely to push for an even greater reduction in price.

RC MYBURGH >>rc.observer@gmail.com Polokwane Municipality has resourcefully used existing 2010 Fifa Soccer World Cup branding infrastructure to advertise the city On Friday municipal officials were seen busy removing the soccer ball like street lamps on the intersection of Suid and Landdros Maré streets. “The lamp poles had 2010 World Cup specific branding and logo which has now been replaced by the Polokwane branding only which in not bound to any event. As we host a lot of major soccer matches at the Peter Mokaba Stadium the 2010 soccer lamp was only replaced by another ball,” Spokesperson Malesela Maubane said. He explained that the Host City 2010 street signs will also be removed to make way for other marketing messages. “In essence we will be using existing infrastructure from 2010, but make sure that it carries messages which are relevant and not time bound,” he said.

Mediclinic Limpopo staff enjoying a delicious braai on Friday as a reward for being named the best Mediclinic hospital in South Africa for the third year in a row.

Third year in succession for Mediclinic Limpopo Warren Blunt >>warrenb.observer@gmail.com Mediclinic Limpopo recently snatched the title of best hospital in the Mediclinic group from under the noses of 52 hospitals in South Africa for the third year in succession and celebrated the occasion with a braai on Friday. Caroline Schulze, Network Marketing Manager for Mediclinic Limpopo said they are extremely proud to have won the coveted award for the third time in a row. She ascribed their success to the good attitude and discipline shown by all the personnel at the hospital. “All our personnel care for their patients wholeheartedly,” Schulze explained. The criterion for the award is based on 40% financial, 20% clinical, 20% client satisfaction and another 20% on absenteeism and BEE compliancy. Mediclinic Limpopo performed admirably in all four categories to come out tops in South Africa. For their outstanding achievement all 520 dedicated personnel at the hospital were treated to a delicious braai on Friday. The hard-working cooks had their hands full as the doctors, nurses and administrative personnel took turns to enjoy their meal depending on their shift. By 15:00 everybody had received their reward and duties continued normally at Limpopo’s best private medical facility.

Learners from Jabez visit Art Museum

History and culture came alive when learners of Jabez Christian Academy recently visited the Polokwane Art Museum in Library Gardens and were briefed by Ernett Nkwana, Senior Museum Aid on the works of art and historical facts around Jackson Hlungwani. Hlungwani was born in Limpopo around 1923 and the exhibition is titled A new Jerusalem with reference to a site where the artist used to pray for and heal the sick. He was, besides being a sculptor, also a healer, preacher and visionary. The Polokwane Art Museum had a humble beginning following a council resolution of 1970 to start an art collection for the city that was inspired by Jack Botes, a former Town Clerk of Polokwane. The municipal art collection grew into the Art Museum of today and is much more than merely a collection or a storage place. The museum now gives meaning to the works of art by providing context and a story. Elana Erasmus, principal of Jabez Christian Academy, says that the visit to the museum is an effort to expose learners to their cultural heritage and to create awareness of the role of the arts in the life of a balanced person. The museum is open on weekdays from 09:00 to 16:00 but closed on public holidays. Entry is free.

Die klub het ook 12 Limpopowenners opgelewer: Neo Mogashoa, Caitlin Smith, Palesa Masimene, Offile Hlabyago, Mikaela Jacobs, Rotondwa Maudu, Melchi Maponya, Tanja Mare, Jana Erasmus, Siobhan Johannsen, Khensani Rivombo en Bontle Mahlangu het as Limpopo wenners in hul onderskeidelike afdelings geëindig. olokwane City Football Club beat their nemesis, Black Leopards Football Club 2-1 in the final match of the National First Division (NFD) play-offs to retain their Premier Soccer League (PSL) status at Giyani Stadium on Sunday. City finished the 2013/2014 Premier Soccer League Season in 15th position and had to contest the NFD play-offs for a spot in the elite league against Milano United and Black Leopards Football Club who finished the 2013/2014 NFD campaign on third and second position respectively. Polokwane City’s goals were scored by Vukani Mqebisa and Sipho Njembula while Sipho Ntshaganse scored a consolation goal for Black Leopards. Polokwane City Football Club defender Mqebisa, who scored the winning goal, afterwards said they were lucky not have been relegated because of the turbulent season they had. “We had our ups and downs in the league. “It was our first season but we can

only take positives from the campaign,” he said. He also mentioned that their main objective would be to collect more points in the first half of the next season. “That is the right time to collect points because teams will be trying to find their feet. So that when we reach the second round we should be in a suitable position. It is tough in the second round because teams are fighting relegation and crucial positions in the league,” Mqebisa said. If City got relegated they could have lost a staggering R18 million annual grant from PSL to a less R380, 000 that National Fist Division teams receives every month. In the PSL league they will also have the opportunity to compete in huge tournaments such as Telkom Knockout which has the total prize money of R4,25 million and they will receive a R450 000 for exciting in the first round. Congratulating Polokwane City for retaining their PSL status, Premier Stan Mathabatha was quoted saying: “We are proud that Polokwane City Football Club has reinstated its status after beating another home team Black Leopards in a tight match. Our wish was that the two of them would have gained promotion at the same time, but unfortunately it was not so. Polokwane City Football Club will again be the sole team representing Limpopo in the elite league, which means Peter Mokaba Stadium will not remain a white elephant,” Mathabatha said.

Grant Kekana, local soccer star and defender for Premier Soccer League (PSL) outfit University of Pretoria Football Club (Tuks FC) aims to stage a football tournament in rural communities later this year to give aspiring soccer players an opportunity to showcase their raw talent. Kekana, the son of former MEC, Pinkie Kekana said he decided to come up with the initiative after realising that most aspirant soccer players in remote areas are not given opportunities equal to those enjoyed by urban players. “Some of us were very lucky to have had access to the necessary resources while we were growing up. There is vast talent of soccer players in those remote areas but the challenge is that those boys do not have the platform to showcase that raw talent. All we want to do is to give them the opportunity to realise their dreams,” Kekana said. Kekana’s soccer career started at Pietersburg English Medium Primary School (Pemps) where he played in schools tournaments in 2005. He then attended Capricorn High School where in 2006, during a soccer tournament in Potchefstroom, he was spotted and snapped up by scouts from Tuks FC to play for their u.17 team and later u.19. “I was very happy with the recognition because at first I was just playing soccer for fun. I never thought I would end where I am today,” Kekana admitted. year later he was signed by three time PSL champions, SuperSport United. “Those were the defining moments of my life. Playing for a team that had just won the league was overwhelming. I was just announced as the captain of the South African u.20 team and we were going to a Council of South African Football Association tournament and I was very excited,” the 22-year-old recalled. After a successful spell at United he was called back to Tuks FC last season where he was instrumental in helping the team to finish the league in 11th position. “It was good to be back. This is the team that gave me an opportunity to play professional football and I am looking forward to next season,” Kekana said. He attributed his success to his mother and girlfriend Katie Morgets, a former Miss Limpopo Teen. “My mother has been there for me from an early age. She supported me throughout my career. When I signed my first professional contract I was very young but she was there to guide me. My girlfriend inspires me so much. She is hard working. When I look at her I see myself when I was trying to break into the professional ranks. I am very happy to have both of them in my life,” Kekana said.

Cricket development taking shape in Limpopo WARREN BLUNT >>warrenb.observer@ gmail.com In order to take cricket to the rural districts of the province, Limpopo Impala Cricket (LIC) has initiated a number of cricket development academies in the previously disadvantaged areas of Limpopo in order for young boys and girls to become familiar with the code. The Phalaborwa Cricket Development Academy visited Jomo’s Cricket Academy in Polokwane on Saturday for a 35over friendly match against their more experienced counterparts. Although the youngsters from Phalaborwa lost by 108 runs, they put up a great fight which augers well for the academy in the future.

Comrades runners represent Limpopo with pride

Warren Blunt >>warrenb.observer@gmail.com

Runners from athletic clubs in Polokwane and the bigger clubs in Gauteng did Limpopo proud in the 2014 Comrades Marathon from Pietermaritzburg to Durban on Sunday when they achieved the best race results in the province’s history. The 2012 Comrades winner Ludwick Mamabolo from the Nedbank Running Club Gauteng came in second behind the winner, Durbanite Bongmusa Mthembu from Nedbank Running Club KwaZulu-Natal. His time was 05:28.34 with Mamabolo just over four minutes behind in a time of 05:33.14. However, it was the runners from Pietersburg Road Runners that delivered sterling performances with Rufus Photo finishing in fifth position to better his ninth position from last year. Another PRR athlete Martinique Potgieter ran the race of her life to finish in ninth position in the Women’s race. Johan van der Merwe also gave a good performance to end in 24th position overall in the Men’s category 40 to 49 years. Latudi Makofane from Samancor Marathon Club in Steelpoort finished the Men’s race in 10th position to give the province another gold medal. David Khubjana from Polokwane Athletic Club (PAC) finished 30th in the Men’s 50 to 59 years category and Segoati Mahlangu achieved 78th position in the same category. PAC’s Pearl Hughes was 70th overall in the Women’s race and Sabata Motjale was the club’s best finisher in a time of just under seven hours with 124th position in the men’s race. Athletes from Run/Walk for Life Polokwane had mixed fortunes in the race with four out of the 10 runners finishing before the cut-off time of 12 hours. They are Laetitia Geldenhuys, Jerry Mudau, Clarence Mamabolo and novice Richard Rambiyana. Allan Johnson, who was aiming for his green number for runners who have completed 10 Comrades just missed out after reaching Durban as the finishing gun was fired to signal the cut-off time. Nelson Tleane from Eskom Athletics Club completed his first Comrades and collected a bronze medal after he was unable to participate in last year’s race after being assaulted during one of his training runs.

impopo tennis player Ananias Lediga (31) secured the title of best Men’s Singles South African Police Service (SAPS) player in the country for a second consecutive year during the Annual SAPS Tennis Championships hosted in Polokwane recently. This despite doctors warning of a knee injury that could worsen with every match he played. The championships saw hundreds of players from across the country flocking to Polokwane. First taking the gold in 2013, Lediga quickly showed the province and his colleagues that he really is an all-round sportsman who not only excels on the tennis courts but also on the rugby field and cricket pitch where he says he actually feels more comfortable. “I don’t actually play tennis on a professional level; I simply throw balls around for fun. Playing rugby keeps me permanently fit and this is why tennis is so easy for me,” Lediga, who finished the championship with a heavily strapped left knee, explained. Training for the championships is not something Lediga invested much time in as being a full-time employee of the SAPS tends to keep you busier than usual.”I didn’t really train much and only spent one week prior to the tournament practising and ensuring all the rust from the previous years was washed off,” he said and added that he doesn’t belong to any tennis club or association but simply plays

for the love of the sport. Lediga explains that the key to a successful match lies in the cool and relaxed manner in which he plays his games believing this is the secret to staying mentally strong and focussed in a fast paced game where other players tend to lose their cool. “I’m a disciplined person and

this has helped me in all the sport types I have ever played in,” Lediga said. Lediga is the eldest of the sport crazy Lediga siblings, the other two Limpopo Police rugby players Andries and younger brother Shakes Lediga.
