C

onsidering the sorry state of affairs its local government sphere has found itself in during the previous financial year, Limpopo’s provincial government cannot be anything other than concerned about bright red warning lights going off. Auditor General (AG) Kimi Makwetu’s most recent summary of Limpopo’s Municipal Finance Management Act (MFMA) 2012/13 audit outcomes spells a bleak picture considering the state of monetary affairs of the province’s municipalities, which reflect an overall regression for the third consecutive year. Limpopo Legislature Media Liaison Officer Carol Seloana said 28 August was set aside for the tabling of the general report on the 2012/13 audit outcomes of municipalities in the province. In a media release posted on the official AG website, highlights from Limpopo’s MFMA 2012/13 audit outcomes provide additional information on district and local municipalities as well as municipal entities in the province. In the document the fact that the results of six municipalities and one municipal entity were not yet available was noted. “Of the total of 25

auditees reported on, only 12% had prepared and submitted reliable and useful financial performance information that was supported by an adequate audit trail.” It was remarked that no municipality obtained an unqualified opinion and that municipal entity Polokwane Housing Association improved from a qualified to an unqualified with findings opinion. At the same time it was added that Waterberg District Municipality, which had a clean audit opinion the past two years, regressed to a qualified opinion. Seemingly the same root causes of poor results identified in prior years were still relevant, despite efforts made by municipalities and coordinating departments. “The most significant for a number of years is that at 88% of municipalities, some key officials lack minimum competencies and skills (including 25% of CFOs (Chief Financial Officers). There are vacancies in key positions, with 16% of CFO positions being vacant at year-end.” Equally shocking is that overall, as highlighted in the attachment, there was no movement in irregular (which seemingly has to read unauthorised instead) expenditure reported to R418 million compared to R422 million in the prior year. “The R418 million constitutes irregular expenditure incurred due to non-compliance with supply chain management legislation and other applicable regulations. This includes awards made to suppliers in which officials of other state institutions, employees and councillors of the auditees had an interest.” In conclusion the AG said that while the municipalities and entities were not in a financial health crisis, their analysis of financial health showed that some municipalities experienced financial difficulties which necessitated a viable intervention strategy to stabilise liquidity concerns and prevent the municipalities from

getting in the red zone.” Addressing the overall regression in audit outcomes of local government in Limpopo in his general report made available on-line, Makwetu stated that due to auditees’ late or nonsubmission of financial statements, the inability of the AG of South Africa (AGSA) to complete audits on time and a dispute between the AGSA and an auditee they had not finalised the audits of seven auditees, being Sekhukhune District Municipality, Mopani District Municipality, Greater Giyani Municipality, Greater Tzaneen Municipality, Molemole Municipality, Polokwane Municipality and Sekhukhune Development Agency by 15 February this year which was the cut-off date for the inclusion of audit outcomes in the report. Getting to irregular expenditure, he said of the R859,6 million irregular expenditure incurred in 2012/’13, 100% was a result of non-compliance with SCM (Supply Chain Management) regulations. “Eighty-six percent of irregular expenditure was identified by the auditors, which shows that most auditees were unable to identify irregular expenditure when it occurred. Once again, there is a great reliance on the audit to identify irregular expenditure.” Of the R10,4 million fruitless and wasteful expenditure, 68% was identified by the auditees, he continued. “The bulk of fruitless and wasteful expenditure incurred was due to interest and/or penalties on late payment of suppliers.” He further stated the continued high number of auditees with findings on SCM remained a concern. “Findings on uncompetitive or unfair procurement processes remained the most common.” The AGSA’s office indicated that they would not further comment on questions pertaining to issues arising from the report.

Stolen goods to the value of about R100 000 were seized by the Polokwane Police on Tuesday. Spokesperson for the Polokwane Police, Lesiba Ramoshaba said Police officers were patrolling the N1 North when, about five km outside the city, they noticed a suspicious vehicle with two occupants travelling in a southern direction. He said the officers ordered the driver of a Toyota Quantum to pull over and found powdered milk, shoe polish, and perfume among other goods inside the vehicle. “The suspects could not provide an explanation as to where the goods came from and they were promptly arrested for possession of stolen goods,” Ramoshaba said. The suspects, aged 29 and 41, are suspected of being behind a shoplifting spree. “Investigations will determine whether they operate as part of a syndicate. We however do not rule out the possibility of housebreakings.” Ramoshaba added that the suspects will appear in the Polokwane Magistrate’s Court soon and Police investigations continue.
