We are pleased to welcome new Minister for Health Simon Harris TD to deliver the opening address at our 2016 Annual Conference. Presentations will focus upon staffing within nursing home care. The rapid increase in the numbers growing older and requiring health services underline the critical importance of retaining staff and enabling them to fulfil roles to their full potential. Delegates will be provided with guidance surrounding HIQA’s monitoring approach and around the critical issue of decision-making for people lacking capacity. Our breakout sessions feature two presentations that will inform and guide on two matters that are of fundamental importance in the running of a nursing home: Vetting and financing of care. Once again, we finish with an excellent keynote speaker Christy Kenneally who will provide food for thought and challenge the audience before him.

SIMON HARRIS T.D., Minister for Health
Simon Harris Simon Harris TD was appointed Minister for Health in May 2016. He previously served as Minister of State at the Departments of Finance PER and Taoiseach with Special Responsibility for the OPW, Public Procurement, and International Banking (incl IFSC). He was first elected to Dáil Éireann in 2011 and was the youngest member of the 31st Dáil.

Decision-making when people may lack capacity - who decides and how do they decide?
Dr. Geraldine Boyle Dr. Geraldine Boyle is a Senior Lecturer in Health at the Open University (UK). She has a background in social policy and healthcare, including a PhD in social policy from Queen’s University, Belfast. Her research interests focus on health and social care policy; mental capacity law and decision-making; disability, long-term conditions and quality of life and research ethics. She has undertaken major research studies into health-related decision-making and mental capacity funded by the Department of Health (England) and the Economic and Social Research Council (UK), including collaborative research with other UK researchers.

Innovate to Alleviate - Role of an Enhanced Care Worker
Dr Brian Beach Dr Brian Beach joined the ILC-UK as a Research Fellow in June 2013. In this role, he has conducted research on a range of topics related to population ageing. He has also worked on the changing nature of retirement for nearly 10 years and is also an active member on various strategic and advisory groups with universities, the voluntary sector, and government as they examine older people and the world of work.

Susan Cliffe Susan Cliffe is the interim Deputy Chief Inspector Adult Social Services with the Health Information and Quality Authority where she is engaged in the ongoing regulation of designated centres for older people. Susan joined HIQA in November 2013, initially taking up a position as Inspector Manager with the Healthcare Team, and was subsequently appointed to the role of Head of Healthcare.

Nursing Homes Ireland is the representative organisation for Ireland’s private and voluntary nursing home sector. This sector, and the care our members provide, are intrinsic to healthcare delivery in Ireland. The wide-ranging services provided by NHI to its Members supports them in achieving best practice in care provision for the high dependency persons who require nursing home care. NHI’s sustained lobbying and public affairs activity is focussed upon requirement to create the framework that will place the private and voluntary nursing homes in communities across Ireland on a sustainable footing. Principally, a funding model that recognises the true costs incurred by providers in meeting high dependency care requirements is imperative. NHI has informed a body of independent research that has advanced the necessity for fees payable to recognise the true costs incurred to provide this complex, high dependency care. The State, as a monopolistic purchaser of nursing home care under the Nursing Home Support Scheme (Fair Deal), has a fundamental role in establishing policy that can ensure the sustainability of the private and voluntary nursing home sector and enable providers meet the increasingly complex care needs of persons requiring nursing home care. The required changes in the Fair Deal funding model are essential and critical for wider healthcare delivery. A sustainable and viable nursing home sector has a key role to play in addressing the well documented difficulties in our acute hospital emergency departments and addressing challenges of meeting the residential care requirements of an ageing population.
