All firms interested in receiving further correspondence regarding this Request for Proposals (RFP) will be required to complete a free registration using BidSync (https://www.bidsync. com/bidsync-app-web/vendor/register/Login. xhtml). All proposals must be received via BidSync by the Department of Finance at or before Wednesday, May 26, 2021 when they will be opened electronically via BidSync at 3 pm. Proposals received after said time may not be considered. The preferred method of submission is electronically via BidSync. If you wish to send a hard copy, to guard against premature opening, each proposal shall be submitted to the Department of Finance in a sealed envelope plainly marked with the proposal title, project number, proposer name, and time and date of the proposal opening.

TO THE HONORABLE DONALD STEWART: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of Lucia Mar Unified School District, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of Lucia Mar Unified School District Governing Board Member, Trustee Area No. 4, in Lucia Mar Unified School District, in San Luis Obispo County, California, and to demand election of a successor in that office. The grounds for the recall are as follows: The board has failed the students by not advocating for a return to school as soon as the guidelines allowed. Other districts within our county were able to reopen several months sooner than LMUSD. The board repeatedly failed to reopen all schools when allowed by the state. The district could have reopened as early as October 6, 2020 but did not begin opening in a hybrid format until March 2021. In November, the board failed to seek a waiver for elementary schools to reopen and continued to refuse to open all schools full-time when the CDPH guidelines were updated to allow for full-time, in person learning on March 20, 2021. The board’s actions have resulted in low student performance. Failing grades were up 155% at the high school level at the end of the first semester. In addition to these failures, Stewart needs to be held accountable for voting against having resource officers in schools. This puts our students at increased risk of violence and student safety should be of the utmost importance. A bias against law enforcement is a political viewpoint which puts our kids in danger. TO THE HONORABLE COLLEEN MARTIN: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of Lucia Mar Unified School District, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of Lucia Mar Unified School District Governing Board Member, Trustee Area No. 2, in Lucia Mar Unified School District, in San Luis Obispo County, California, and to demand election of a successor in that office.

TO THE HONORABLE DEE SANTOS: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of Lucia Mar Unified School District, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of Lucia Mar Unified School District Governing Board Member, Trustee Area No. 4, in Lucia Mar Unified School District, in San Luis Obispo County, California, and to demand election of a successor in that office.

The grounds for the recall are as follows: The board failed the students by not advocating for a return to school as soon as the guidelines allowed. The board repeatedly failed to reopen all schools when allowed by the state, while other districts within our county reopened several months sooner than LMUSD. The district could have reopened as early as October 6, 2020 but did not begin opening in a hybrid format until March 2021. In November, the board failed to seek a waiver for elementary schools to reopen and continued to refuse to open all schools full-time when the CDPH guidelines were updated to allow for fulltime, in person learning on March 20, 2021. In addition to these failures, Martin has introduced political comments into the public school board meetings, thus distracting from the bipartisan purpose of the board. Martin has also blamed parents for low achievement instead of accepting responsibility for the board’s actions, which have resulted in low student performance. Failing grades were up 155% at the high school level at the end of the first semester, largely due to the actions of the board. Lastly, Martin has dismissed failing students as not worth the effort since they are ‘not college bound’. The printed names, residence addresses, and signatures of the proponents are as follows:

By labeling and stigmatizing people that disagree with the board’s decisions, the community is disenfranchised, and the board fails to fulfill its mission to represent the students and parents in the district.
