A Word About the National Rural Education Association

NRCSA is one of forty-four state rural community school organizations affiliated with the National Rural Education Association (NREA). The NREA is the oldest established national organization of its kind in the United States.

Formerly known as the REA, the Association traces its origins back to 1907 when it was originally founded as the Department of Rural Education. Through the years it has evolved as a strong and respected organization of rural school administrators, teachers, board members, regional service agency personnel, researchers, business and industry representatives, and others interested in maintaining the vitality of rural school systems across the country.

The NREA annually holds a Convention and sponsors awards, scholarships, grants, and honors for students and educators including:

• The NREA Foundation Essay Contest

• The Brzezinski Memorial Award

• The Chance Memorial Dissertation

• The Rural Teacher of the Year Award

• The NREA Foundation Rural Hall of Fame

• The NREA Hero Award

A Word About the NRCSA Scholarships

This year NRCSA will award $44,000.00 dollars in scholarships to help graduating seniors of NRCSA member schools further their education. These outstanding students are planning to pursue careers in education and the fine arts. Combined with past years, NRCSA has awarded $346,750.00 in scholarships over the life of the program! According to a survey done by Jack Moles, 68 % of those who received a scholarship actually went in to an educational field at some point.

The NRCSA scholarship program annually recognizes outstanding students who demonstrate excellence, leadership, and character in rural schools. This is one of many important ways NRCSA supports our member schools and public education in Nebraska.

The NRCSA scholarship program was endowed through the Lincoln Community Foundation by the generous support of the Graf family, through proceeds from NRCSA events (Legislative Forum, Spring Conference, and Golf Tournament), and private donations made by superintendents and board members.

NRCSA operates Superintendent and Principal Search Services as well as a Planning Support Service as part of our commitment to maintaining the vitality of rural schools and communities.

NRCSA’s focus is solely on rural schools and NRCSA operates the Search Services and Planning Support Service as part of our commitment to maintaining the vitality of rural schools and communities.

NRCSA Superintendent & Principal Search Services will provide assistance to school districts regarding:

• Comprehensive planning with the Board, staff, and community for the hiring of educational leaders

• Recruiting and screening applicants

• Selecting finalists

• Interviewing and selecting the right candidate

• Transition services

The NRCSA Planning Support Service offers school districts and communities two-evening events to help Boards with goal-setting and long-range planning. The NRCSA Planning Service will provide assistance to school districts regarding:

• Long-range planning

• Goal setting using the SMARTER goals (Specific, Measurable, Achievable, Relevant, Time-bound, Evaluate-able, and Revisable) method.

• Planning implementation strategies to actually achieve those goals

A Word About the NRCSA USbank One Card Program

USbank representatives are here to provide information about the NRCSA-USbank OneCard Program.

This program currently has 99 different schools operating accounts and is being offered to every school in Nebraska as a NRCSA program.

The OneCard program is a Visa purchase only card that is “filled” to whatever limit is determined by the superintendent for use by any designated staff member for purchase and travel expenses. The card is not a “credit card,” rather it is a “purchase card” that allows school staff to avoid having to handle district cash and avoid having to use their own cash/check/cards, and get an automatic purchase card that will be accepted everywhere Visa cards are accepted. The added advantage is the automatic reports generated for the school district. The card program does not cost the school anything.

NRCSA will receive a portion of interchange income generated for USBank by use of the cards. Proceeds support the NRCSA scholarships and awards programs.

The HTRS Tiny House Project provides an educational experience in all aspects of home construction for Industrial Arts and/or Ag Shop students with options for business students to learn the ins and outs of operating a rental property. Students can work on life skills while cleaning and organizing the home after use. A Tiny House can be also used for new staff as temporary or permanent housing. Especially developed for individuals who hold an Alternative Program Teaching Permit, these courses prepare them to meet the requirements for initial certification and serve as the Core of a new Master of Arts in Teaching degree that has been approved by the NSCS Board of Trustees and is currently being considered by the Coordinating Commission for Fall 2024. The Colleges are excited to share information about this new alternative certification program to support rural school districts in their efforts to recruit teachers. Silver 9: One District’s Customized Tiered Approach to Supporting Student and Staff Mental Wellness

The Ord Public Schools has a unique custom developed approach to supporting student and staff mental wellness by offering tiered levels of support that includes 3 Guidance Counselors for the K-12 district, a contracted Licensed Mental Health Practitioner in district part-time, and unlimited counseling and wellness sessions both online and inperson through a contracted prepaid partnership with Wholeness

Healing. The unlimited counseling available to all students and staff has been highly impactful with helping to support both students and staff that find themselves in need of help. We would like to share with other districts how we were able to achieve this financially, and with scheduling. This system has been four years in the making, but knowing what we know now, other districts can learn from our template and follow some well-designed steps to make it happen in their districts.

Silver 8: Prairie Nebraska: Preparing Rural Nebraska Residents to be School Psychologists

With generous funding from the Behavioral Health and Education Center of Nebraska, my colleague and I have recruited 10 rural Nebraska residents who are now completing an Educational Specialist degree in School Psychology. The Prairie Nebraska project uses synchronous and asynchronous online instruction to deliver a program of study that is highly accessible for rural Nebraska residents. Students are completing the training in their own community without having to relocate to Lincoln. Prairie Nebraska funds are paying for the trainees’ tuition and fees. Upon successful completion of the program, Prairie Nebraska trainees will qualify for an endorsement towards a Nebraska Department of Education certificate in School Psychology. This presentation will describe the successes we have had with the Prairie Nebraska project, the challenges that we have had to solve, some minor modifications we have made in our curriculum to best address rural practice, and the work that we are doing to secure funding for the next cohort of rural Nebraska residents. Chadron State has developed two popular pathways for new teacher certification—Para-to-Teacher program, and our HS Teacher Education Academy Program. Program coursework is focused on a practitioner’s approach to education, relevant to issues and activities occurring within our schools. Program completers hit the ground running as first-year teachers needing little mentoring and guidance. Platinum 1: Continued Conversations: Planning for Technology Supports Within an MTSS Framework

In Nebraska, MTSS is defined as an educational framework for continuous improvement, problem-solving and decision-making that offers a meaningful and effective way to organize instruction and intervention to improve outcomes for all students. Supportive technologies and assistive technologies serve a specific function of providing compensatory supports to address performance gaps that exist between what students are able to do and what students are expected to do, both academically and behaviorally, even while students are receiving interventions to address performance gaps. These technologies may be woven into a multi-tiered continuum of supports that provide increasingly intensive and individualized options that result in greater access to and engagement in learning, as well as improved student outcomes. This session will offer participants a blueprint with specific steps and strategies for effectively identifying, considering and implementing supportive and assistive technologies within an MTSS framework. Platinum 1: The Nebraska Math Readiness Project: A Bridge to College Math Success

Each year thousands of Nebraska students graduate from high school unprepared for college-level math courses. Once in college, these students spend valuable time in and money on prerequisite courses, which can create a barrier to degree or program completion. By the collaboration of six Nebraska community colleges, the NMRP works with 76 school districts of every size in every corner of the state to provide a bridge to college-level math courses. It has been very successful over our five years of work and it is still growing in public, private, urban, and rural school districts across the state. Working in a blended classroom environment in the high school, students are obtaining mastery of math and set themselves up for future success. These students are entering and persisting in college at a greater rate, achieving success in college math at higher levels, and earning higher college GPAs. General Session Speakers

8:30 AM Thursday March 14: Mark Potter

Mark grew up in Sedan, Kansas, where he was a standout in both basketball and baseball and was recruited to play at the collegiate level. He first attended Cowley County Community College and then went on to finish his playing career at Kansas Newman College where he earned a degree in Secondary Education. From that point on, Mark became known as “Coach Potter.“

After teaching and coaching at the high school level for 11 years, Mark accepted the challenge of restarting the men’s basketball program at his Alma Mater, now called Newman University. He remained at Newman for 19 years.

Mark has built winning programs at every level. Because of his player and coaching success, he has been inducted into three Halls of Fame.

In 2017, Mark felt a calling in his life to share his experiences as a coach, and to advocate for mental illness. Mark’s passion today is to share with his audiences a message of hope. Throughout his own battle with severe depression and his rise to victory, Coach Potter refers to that as his National Championship.

12:00 PM Thursday March 14: Dr. Brian Maher; Commissioner of Education

Dr. Brian Maher was selected as the Nebraska Commissioner of Education by the State Board of Education on March 31, 2023, and started in the position on July 1, 2023.

Dr. Maher is a long-time educator with strong Nebraska roots. He served as superintendent at Sioux Falls School District (South Dakota) from 2015 to 2020; a 25,000-student school system where he led during the beginning stages of a worldwide health pandemic. Maher also served as superintendent at both Kearney (2007-2015) and Centennial (1999-2007) Public Schools in Nebraska. In his tenure as a school superintendent, he successfully led four bond referendums in three different school districts. Dr. Maher was also an administrator at Waverly, Elkhorn, and Johnson-Brock Public Schools and a teacher at Elkhorn and Clarks Public Schools.

10:50 AM Friday March 15: DeMoine Adams

VDeMoine Adams is originally from Pine Bluff, Arkansas and is a former University of Nebraska standout football player. He played an instrumental role in helping the Huskers win a Big 12 Conference Championship in 1999 and helped lead the Huskers to the National Championship Rose Bowl in January 2002. He also spent time in the NFL with the Green Bay Packers, Tennessee Titans, and San Francisco 49ers. As a first-generation student, DeMoine received his Bachelor’s Degree from the University of Nebraska in Political Science with minors in English, History, Communications, Ethnic Studies, and African Studies. He went on to receive his Master’s Degree in Educational Psychology and is currently pursuing his Doctorate degree at the University of Nebraska.

DeMoine is currently serving as the CEO for TeamMates Mentoring, which was started by co-founder and former Nebraska Football Head Coach Tom Osborne. DeMoine also speaks numerous times each year across the country as a motivational speaker inspiring others to be winners and leaders in life. He currently resides in Lincoln, NE, and his motto in life is: “Once you see where you’re going, then everything you do must correspond with where you’re going.”
