The governing body is the City Council, which is comprised of eight council members and the mayor. Each council member operates on a nonpartisan basis for a four-year term. In 1989, the city charter was amended by vote of the people to divide the city into five districts. Each district elects a council representative. Three council members serve as representatives at-large. As chief policymakers for the city of St. Joseph, the council considers resolutions and ordinances and

makes appointments to advisory boards from the citizenry. The council also hires and commissions the city manager and city clerk. The city manager is the chief administrative officer for the city. In this role he is directly responsible for the daily operation and administration of the organization. The city manager hires department directors and employees to assist the directors in their individual areas. The annual budget for the fiscal year ending June 30, 2011, totaled approximately $148 million, including $92 million for basic ongoing city services and $56 million for major, one-time capital improvement projects. The largest expenditures go to public works, parks and recreation and the general fund, which includes public safety. Thirty-seven percent of all fiscal year 2010-2011 revenues are expected to come from collected sales tax, property taxes and utility franchise taxes.

2010 was a year of growth and outreach for Grace Evangelical Church. The church completed a major building expansion and renovation project in 2009. The focus for Grace Evangelical Church has been to involve its congregation in volunteering with various service projects and organizations in the St. Joseph community. Each month, the church’s Social Concerns Committee picks a service project and a local organization to work with and then re-

cruits volunteers from the church to become involved in the project. On another level, Sunday school classes and care groups select their own outreach projects and organizations to minister alongside. Grace Evangelical Church holds two morning worship services each Sunday at 8:15 and 10:45 a.m., with Sunday school classes offered between 9:45 and 10:45 a.m. An evening worship service is held at 6:30 p.m. Nursery care is provided at all services, and Children’s Church is offered through fourth grade. Informal small group studies for all ages are held on Wednesday evenings from 6:30 to 8 p.m. The church also has a radio ministry program, “Grace for Today,” which can be heard Sundays at 8:30 a.m. on KJO 105.5 FM and again at 9 a.m. on KGNM 1270 AM or 102.5 FM. In 2010, the Andrew County Museum was awarded a Governor’s Humanities Award for exemplary community achievement for its 4,000 sq. ft. exhibit “A Rural Way of Life.” The exhibit explores the history of life “On the Farm” and “In Town” from the 1840s into the

Shawn Douglas and Jodee Lynn Minter began employment with Minter Funeral Chapels in 1994. After graduating from Rock Port High School in 1982, Shawn continued on to graduate from Missouri Western State University with a degree in biology and from Kansas City Kansas Community College with a mortuary science degree. He has been a licensed funeral director since 1984 and a licensed embalmer since 1995. In 2008, Shawn was elected Atchison County Coroner after serving as the deputy coroner for 12 years. Jodee graduated from Craig (Mo.) High School and continued on to receive a degree in agricultural economics from Northwest Missouri State

University. Jodee became a licensed funeral director in 2000. In 1993, Shawn and Jodee moved home to help his parents, Mike and Fran Minter, work their farming operation and the funeral business. North Country Truss & Lumber, a company that manufactures and sells wood roof trusses, was established by John Sommers and his son, Marc, in 1998. “Marc and I started building our shop in the fall of 1997,” John Sommers says. “And by February
