September 2012 Playground Photo of the Month This month's Playground Photo of the Month recipient is Progressive Design Playgrounds of Vista, CA.

Letter From The Chair All, After fretting over the logistics of planning several playground installs at once , I wondered whether others in our industry have the same worries. It was comforting to see the application of our newest board member and her mention of the struggles of our industry to coordinate installations with considerations for equipment, surfacing, freight, other contractors, etc. Also, with the return of a former board member his application also addressed the challenges of being a playground contractor.

Their comments gave me a renewed and refreshed attitude towards my concerns about getting everything done on time and safely. It is our effort as qualified contractors that makes us different and important to the customer and the supplier. We are the ones that make it all come together for them. So thank you to my colleagues for reminding me that what I (we) do is one of the crucial parts to a perfect playground. Project Name: Cedar Creek, Santee, California. If you are interested in submitting your playground for consideration please e-mail us at npca@playground-contractors.org. If your photo is selected for the any month in 2012, we will have it published and your will receive recognition for your work and a gift from us, for your participation. Digital Specifications: High Resolution PDF files are preferred. Delivery: Files will be accepted via email. Color images must be TIFF,

I trust our members will continue to support our role as the professionals in our industry. It is through our quality of service that we legitimize playground contracting as a valuable asset to the construction industry. I am proud of the work we do and gladly share pictures with anyone who will look at them. I hope you do to. I hope to see many of you at NRPA in a few weeks!

September 2012 The Playground Contractors Role with the NPCAI!

Feature Playgrounds from Design to Installation and Beyond U.S. Consumer Product Safety Commission, (CPSC) studies indicate that each year in the United States more than 200,000 children 14 years of age and younger are injured on playground seriously enough to be seen in an emergency room. – In other words, every 2 minutes someone is taken to an emergency room concerning playground injuries; – that’s approximately 547 people per day throughout the United States. #1

The Playground Contractors Role with the NPCAI As we come to the final link in the chain in becoming a True Playground Contractor. The NPCAI Mission is: To professionally construct today's pre-manufactured playground equipment.

THE NPCAI IS: A worldwide partnership formed to contribute to the advancement of the playground building industry by promoting playground installation as a legitimate contracting profession within the playground industry. THE NPCAI LENDS SUPPORT: To all playground safety programs, guidelines, and standards that promote playground safety by assisting the public in identifying the need for a professional playground installation.

MEMBERS ANSWERS to everyday installation questions and immediate access to information regarding certification, licensing and industry standards.

Since 1981 the U.S. Consumer Product Safety Commission published guidelines for public playground safety, with revisions in 1991, 1994, 1997, 2008, and 2010. In 1993 American Society for Testing and Materials published Standard Consumer Performance Specifications for Playground Equipment for Public Use Designation 1487 and the current Version is the Designation ASTM F1487-11. These documents are readily available and can be downloaded easily at low to no cost. Dr. Francis Wallach, , Ken Kutska, Monty Christiansen, and Mary Lou Iverson were the founding parents of the National Playground Safety Institute (NPSI) and in 1993 – NPSI became an official program of the National Recreation Park and Park Association,(NRPA). Since 1994 the NRPA has offered courses to certify playground safety inspectors at a national level. #2 In 2004 the National Playground Contractors Association International developed a program to train and qualify playground installers. There are currently a few other organizations that train playground installation and various play equipment manufacturers train the installers of their products in regards to the proper installation of their equipment. Even today, with all of these credible resources purporting the importance of playground safety, many playgrounds are still being designed, installed, inspected and maintained by nonqualified personnel. In my field, playground safety consulting, the situation often arises of having to resolve issues resulting from well-intentioned, good hearted entities that either are in the middle of, or have currently installed a playground area which does not meet current guidelines and standards. I’ve see this problem arise because of those in the industry that either do not know or effectively communicate to their customers, and because those creating a playground are unaware that playgrounds require an educated design, qualified installation, and trained level of inspection and care. Playgrounds often create a liability that has become feared. Playgrounds are necessary; they are critical in the cognitive, social, emotional, and physical development of our youth – especially with situations such as the increased pace of society, economic pressures, working parents, the decline in natural play environments and the increase of unsanctioned inner city play just to name a few. We must have playgrounds and our play areas and playgrounds must be designed well and kept safe for our children to use. Playgrounds are unique, from their initial design to their installation, inspection, maintenance and repair; playgrounds require trained/qualified personnel. From their beginning, this means that playgrounds not only require people who are good designers, installers, inspectors, maintenance personnel and or someone that is able to hammer a nail and turn a wrench, but that playgrounds require people/professionals who have also been schooled specifically in the field of playground safety. Playgrounds that are planned and developed correctly can make the difference between an agency’s worst nightmare, and a valued resource that benefits not only the agency and its users, but also our society as a whole. Playground Safety, it’s important! Make sure that from the first inkling of building a playground that it’s done with safety in mind: Designer(s): Verify the designer’s qualifications and ensure that they have current knowledge in U.S. Consumer Product Safety Commission, (CPSC), American Society for Testing and Materials, (ASTM) playground guidelines and standards and also the U.S. Department of Justice ADA 2010 Standards for Accessible Design. Many play equipment manufacturers sales representatives are able to assist in proper design and choosing an appropriate surfacing for your playground.

Playgrounds from Design to Installation and Beyond (con’t) loInstaller(s): Use the NPCAI or your play equipment manufacturer’s sales representative to help locate a qualified installer. Ask for references and require items such as proof of insurance and documentation of being qualified in the field of playground installation. e.g. the installer has been trained by the manufacture and or has attended the NPCAI Playground Construction School.

NPCAI members are encouraged to participate in the National Recreation and Parks Association Congress & Exposition This year’s event will be October 16-18, 2012 Anaheim, California

Inspector(s): For conformation of compliance, use a Certified Playground Safety Inspector, (CPSI) or third party certified playground safety consultant to assist with design, help in monitoring project layout and installation, and to audit the play area at its completion. Throughout the lifetime of your playground documentation and the use of trained personnel to inspect it on a regular basis are crucial in keeping it safe for the end user and in lessening liability. National Park and Recreation Association Certified Playground Safety Inspector (CPSI) Registry is one way to help locate a CPSI in your area: http://www.nrpa.org/ Maintenance and Repair: complete maintenance and repairs in a timely manner. Adhere to current guidelines and standards. Use trained maintenance and repair staff throughout the life-cycle of your playground. Acquire necessary information from your play equipment manufacturer’s sales representative and only use manufacture’s specified parts and procedures for repair and replacements. Permanently maintain all records of your play area from its inception. Be sure to properly document any and all repairs that have been completed and make sure you include photographic evidence.
