General Administration Department: Capital Overview

2020 Capital Projects Review

General Administration staff worked on multiple capital projects in 2020; however, the majority of staff time was dedicated to the Municipal response to the COVID-19 pandemic and recovery initiatives.

6. Northeast Master Plan – The Public Works Department will move forward with the NEMP development phases, with any additional planning activities falling under the Administration budget. Community-wide GHG Emission Reduction Plan – Community engagement will begin shortly, with the goal of gaining a broad range of insight so solutions implemented through the plan are well aligned with community priorities. It is anticipated that the final Community-wide GHG Emission Reduction Plan will be presented to Council in February 2021. As per the Federation of Municipalities funding agreement, the project must be complete by February 28, 2021. Pay Compensation Review (Market Study) – A Pay Compensation Review for Council and the Fire Department will be completed in 2021. Ward & Uptigrove is the consultant leading the project. Community Safety and Well-being (CSWB) Plan – The Joint CSWB Plan is expected to be complete by December 31, 2020. Implementation of the Plan will begin in 2021. RED Commercial Façade Improvement – The Commercial Façade Improvement Project will incent the beautification and quality of place of North Perth’s downtowns. This project has been identified within the approved Community Improvement Plan (CIP) to fund improvement of North Perth communities. Elma Logan Development Social Space – Due to COVID-19, purchases for the social space were limited in 2020. Chairs, loveseats and table with chairs, plus charging stations, will be purchased in 2021 with physical distancing reflected in seating formats.

New projects being proposed in the General Administration 2021 capital budget for Council’s consideration include:

Council Dashboard

Staff plan to investigate software options to host a Council Dashboard, which would be a platform to report on delivery and performance measures. The IT Governance Committee will also be involved in the project process. Although project costs are unknown at this time, it is anticipated that dashboard software and implementation would not be more than $15,000.

Organizational Review

The Vision for the Organizational Review was presented to Council on November 9, 2020. Immediate priorities for 2021 are the hiring of the Manager of Programs and Manager of Facilities. Other key activities will be developing job descriptions for new/altered positions, determining pay compensation implications and collaborating with departmental units to develop adjustments or anticipate additional resources requires.

HR Strategy and Retention Plan

The HR Strategy and Retention Plan will include two components: a culture audit and change management training. The purpose of the culture audit will be to define and determine our strategy for supporting our staff - the employees who deliver the programs and services of the municipality. A corporate cultural overhaul is needed within North Perth as we venture down the path of growth and organizational restructuring as a healthy culture will determine and drive corporate success. The purpose of change management training is to align change management to our organizational goals and provide staff with tools and resources to successfully manage the change occurring within their work area/unit. The attached Project Details Sheets provide further information and financial summaries of the Administration Capital Projects for 2021.
