STATE LEGISLATURE APPROVES $3 MILLION FOR ARMENIAN AMERICAN MUSEUM

Sacramento, CA (June 19, 2017) – The State Legislature voted on Thursday to pass the 2017-2018 state budget with $3 million in new funding dedicated for the Armenian American Museum. The new funding is in addition to the previously approved $1 million for the project, bringing the State’s total commitment for the Museum to $4 million over the next 3 years. “We are honored to have the continued commitment, partnership, and support of the State Legislature for the Armenian American Museum and what is going to be a historic cultural and educational center that will make all Californians proud,” stated Museum Governing Board Co-Chair Archbishop Hovnan Derderian. In May, Senator Anthony J. Portantino, with the support of Senate Pro Tem Kevin de León and Budget Subcommittee Chair Richard Roth, invited Armenian American Museum officials to present the project to the Senate Budget Subcommittee in Sacramento. The Senate Budget Subcommittee voted to approve Portantino's request and the Budget Conference Committee adopted the Senate’s recommendation in the 20172018 state budget proposal, leading to today’s vote by the State Legislature. “We are grateful to Senator Anthony J. Four ethnic Armenians — Danielle Cazarian, Nadia Essayan, Guillaume Kasbarian, and Jacques Marilossian — were elected to France’s National Assembly on June 18. All four Members of Parliament (MP) represent newly elected President Emmanuel Macron’s La République en Marche (LREM), which won 308 seats with 43 percent of the vote. According to preliminary results, the LREM and its centrist ally MoDem will control at least 355 of the 577 seats in the French National Assembly. Three-quarters of the Parliament are new members and a record 223 of the 577 MPs are women. Patrick Devedjian, the 72-year old veteran member of the Republicans and the only ethnic Armenian in the outgoing Parliament, did not run for reelection. Ahead of the May Presidential elections, Macron and other front-runners appealed to the Armenian community for their support. The Coordination Council of Armenian Organization in France (CCAF) officially endorsed Macron on April 27, ahead of his

run-off election against Marine Le Pen of the French National Front (FN) party. On April 24, Macron visited Paris’ Armenian Genocide memorial to 102nd anniversary of the Armenian Genocide and told reporters that the memory of the victims “must be fully recognized.”

The Zvartnots Cultural Committee of the Western Diocese under the auspices of his Eminence Archbishop Hovnan Derderian, presented an evening dedicated to Vahan Tekeyan, who is often referred to as "The Prince of Poetry", on Tuesday June 13, 2017. Chairman Dr. Simon Simonian, opened the evening at 7:45 pm, followed by a prayer by Fr. Zaven Arzumanian. Prior to the lecture, two of the poet's most well known poems, "Yegeghetsin Hyegagan" (The Armenian Church) and "Hashvehartar" (Inventory) were recited by the talented Mrs. Asdghig Dadourian with great depth and sensitivity. The lecturer of the evening was Mrs. Maria Chrissian, a seasoned educator who after extensive research presented Vahan Tekeyan as "The Poet and the Man". She emphasized his unique ability to influence the Armenian psyche during a very difficult historic era at its lowest ebb but gained true appreciation, popularity and fame after his death. He was born on February 2, 1888 and

passed away on April 4, 1945. He attended the "Getronagan" school in Turkey without graduating, yet by self education and perseverance, he returned to the same school as Principle. He was well travelled and his first visit to Armenia was in 1911. He was a patriotic man and loved the Armenian language which he painted with colorful and flowery words, yet he feared the demise of the language. He was also politically active and expressed his views in numerous newspapers. However, reflecting on his poems, he emerges as a lonely, melancholic man with deep dark secrets specifically about the love of his life. There is no mention of any family members or relatives in any of his writings. In contrast, he also demonstrates great polarity. His poems reveal a gift to energize, inspire and comfort others. Vahan Tekeyan was blessed with ultimate sensitivity and is still considered as a prolific writer, a master of words which flow from the depths of his soul, touching the emotions and the spirit of his readers. His ethos is timeless. He speaks about the Resurrec-

tion and describes his soul as a bridge. Mrs. Chrissian ended her beautifully documented speech by relaying Vahan Tekeyan's legacy and message for us today: "Let justice prevail; Love humanity; Love the Armenian Language; Love the Armenian Church; Love Armenia"! Dr. Simonian thanked the participants of the event and expressed his own concern of how close we have come to Vahan Tekeyan's prediction about the loss of the Armenian Language. In his closing remarks Archbishop Vache Hovsepian congratulated Dr. Simonian and the Zvartnots Committee for carrying the torch of our culture and heritage. He then quoted from "Yegeghetsin Hyegagan" and characterized Vahan Tekeyan as the personification of "Barz ou khoroung". “Golden!”—an uncommon response for most people when answering the question, “How are you?” Ohaness Hannessian was not most people. A publisher, educator, and leader within the Armenian community, Ohannes dedicated most of his life and most of himself to Armenian book publication. He was passionate about the brilliance of the Armenian language, its rich history, and its ability to endure. Born in 1928 in Beirut to Armenian Genocide survivors Hagop and Maximillia Hannessian, Ohannes viewed the preservation of the Armenian culture, not to mention its very people, as a very real concern. Always a man of action, he decided to take its safeguarding into his own hands.

After graduating from the prestigious Jemaran Armenian College, Ohannes became a teacher, a bank director, and later joined his older brother Garabed in expanding Shirak Press. Year after year, Shirak printed what soon became staple works throughout the Armenian community not only in Lebanon but also beyond. Perhaps most notably, they printed the Shirak songbooks and Shirak “Tzaynakrial Yerkaran,” both used to teach readers about the Armenian language, music, culture, and history. Soon, Shirak further distinguished itself as a pioneering force in the world of written Armenian, publishing everything from dictionaries to textbooks to cookbooks to selfhelp books and more. Much of Ohannes’ inspira-

tion in both his professional and personal life can be directly attributed to his wife Sossie, whom he married in 1959. Her presence gave him the confidence to pursue his dedication to his people and the comfort to do so by her unconditional support. Together, the couple had two children: Shahe and Hratch, both born and raised in Beirut. In 1984, the Lebanese civil war had become severe and the family moved to Los Angeles to seek refuge. However, even the threat of war and the challenge of ass.imilating in a new country was not enough to keep Ohannes from his calling. Shortly after relocating, Ohannes opened a Shirak Printing, Bookstore, and Publishing House in Los Angles, where he nevertheless continued the work he had started halfway around the world. Today, Shirak remains operational under the ownership and management of his immediate family. This June 13th, together we mark the fourth anniversary of Ohannes’ passing. But above all, in his golden spirit, we celebrate his life’s works, his legacy, and his love for the Armenian people. !

Nearly 50 years after British astrophysicist Jocelyn Bell discovered the existence of rapidly spinning neutron stars, NASA will launch the world's first mission devoted to studying these unusual objects. The agency also will use the same platform to carry out the world's first demonstration of X-ray navigation in space. The agency plans to launch the two-inone Neutron Star Interior Composition Explorer, or NICER, aboard SpaceX CRS-11, a cargo resupply mission to the International Space Station to be launched aboard a Falcon 9 rocket. About a week after its installation as an external attached payload, this one-of-akind investigation will begin observing neutron stars, the densest objects in the universe. The mission will focus especially on pulsars—those neutron stars that appear to wink on and off because their spin sweeps beams of radiation past us, like a cosmic lighthouse. "The timing of this launch is apropos," said Keith Gendreau, a scientist at NASA's Goddard Space Flight Center in Greenbelt, Maryland, who led the mission's development also involving the Massachusetts Institute of Technology, the Naval Research Laboratory, and universities across the U.S. and in Canada. Although the team had completed and delivered the refrigeratorsized payload equipped with 56 X-ray telescopes and silicon detectors ahead of schedule last summer, a launch opportunity did not become available until 2017. Soon after the 50th anniversary of Bell's discovery on July 25, the NICER team should have collected enough data "to make a little bit of a splash," added NICER Deputy Principal Investigator Zaven Arzoumanian, referring to scientific conferences this year, including one celebrating Bell's detection of regularly pulsing signals that later were identified as rotating neutron stars. Physical Extremes Because of their extreme nature, neutron stars and pulsars have engendered a great deal of interest since their existence was theoretically proposed in 1939 and then discovered in 1967. These objects are the remnants of massive stars that, after exhausting their nuclear fuel, exploded and collapsed into super-dense spheres about the size of New York City. Their intense gravity crushes an astonishing amount of matter—often more than 1.4 times the content of the sun or at least 460,000 Earths—into these city-sized orbs, creating stable, yet incredibly dense matter not seen anywhere else in the universe. Just one teaspoonful of neutron star matter would weigh a billion tons on Earth. "The nature of matter under these con-

With NICER, we can finally test these theories with precise observations." Central to this potential demonstration is Goddard's Modulated X-ray Source, or MXS, which the NICER team developed to calibrate the payload's detectors and help test the algorithms needed to demonstrate X-ray navigation. This device generates Xrays with rapidly varying intensity, turning on and off many times per second to simulate, for example, a target neutron star's pulsations. To show XCOM, the team would fly a space-qualified MXS to the International Space Station and deploy it on an external experiment pallet about 166 feet away from NICER. During the experiment, the team would encode digital data in pulsed X-rays using the MXS and transmit the data to NICER's receivers. "We have most of the hardware completed," said SEXTANT and XCOM Project Manager Jason Mitchell. "We just need a few more resources to finish the job." If the team succeeds in flying MXS perhaps next year, "the resulting demonstration could be game-changing," Mitchell added. In addition to promising gigabitper-second data transmission speeds across vast distances, X-ray communications would enable communication with hypersonic vehicles and spacecraft. "This is a very interesting experiment that we're doing on the space station," Gendreau said. "We've had a lot of great support from the science and space technology folks at NASA Headquarters. They have helped us advance the technologies that make NICER possible as well as those that NICER will demonstrate. The mission is blazing trails on several different levels."

To Demonstrate X-ray Navigation Because these pulsations are predictable, they can be used as celestial clocks, providing high-precision timing, like the atomic-clock signals supplied through the Global Positioning System, also known as GPS. Although ubiquitous on Earth, GPS signals weaken the farther one travels out beyond Earth orbit. Pulsars, however, are accessible virtually everywhere in space, making them a valuable navigational solution for deep-space exploration. Using the same NICER hardware, the mission also plans to demonstrate the viability of autonomous X-ray or pulsar-based navigation, which has never been demonstrated before. In an experiment called the Station Explorer for X-ray Timing and Navigation Technology, or SEXTANT, the team will use NICER's telescopes to detect X-ray light emitted within the pulsars' sweeping beams of radiation to estimate the arrival times of the pulses. With these measurements, the team will use specially developed algorithms to stitch together an onboard navigational solution. If an interplanetary mission were equipped with such a navigational device, it would be able to calculate its location autonomously, largely independent of NASA's Deep Space Network, which is

CALIFORNIA LEGISLATURE ALLOCATES $10 MILLION FOR HUMAN RIGHTS CURRICULA, INCLUDES ARMENIAN GENOCIDE EDUCATION TRAINING SACRAMENTO, CA -The California Legislature passed AB 97, the Budget Act of 2017 on June 15, which allocates $10 million to support the History-Social Science curriculum framework, as well as regional trainings and professional development available for teachers and administrators with an emphasis on the Armenian Genocide and other human and civil rights issues, reported the Armenian Assembly of America (Armenian Assembly). The legislative initiative was spearheaded by California State Senator Anthony J. Portantino (D-CA-25), Chair of the Senate Budget Subcommittee on Education. "On behalf of the Armenian Assembly, we extend our profound gratitude to State Senator Portantino for his leadership in securing substantial funding for the recently adopted History-Social Science curriculum framework equipping educators with innovative resources in the teaching of human and civil rights, including genocide education and prevention. Senator Portantino's achievement is a testament to his commitment in shaping human rights education throughout his legislative career," Armenian Assembly Western Region Director Mihran Toumajan stated. "The Armenian Assembly also commends Senate President pro Tem Kevin de Leon for his staunch support on issues of

In 1985, the California Legislature considered a bill introducing a human rights and genocide curriculum throughout the California public school system. Both the State Senate and Assembly passed the bill in September of that year. Then-Governor George Deukmejian signed the bill into law on September 28, 1985, and the new curriculum was first printed in 1987. By 1998, however, the publication was out of print. The Armenian National Institute (ANI) brought the matter to the attention of the California Legislature. Then-State Assemblymember Howard Kaloogian (R-CA-74) and thenState Senator Adam Schiff (D-CA-27) requested appropriations for the reprinting of the Model Curriculum for Human Rights and Genocide in the Fiscal Year 2000 budget. The Armenian Assembly Western Region Office took the lead in coordinating community support for the budget allocation needed to reissue the curriculum. On April 23, 2001, California passed Assembly Concurrent Resolution No. 22 to further develop a model curriculum on human rights and genocide. Resolution No. 22

European Union: 3 Million Euros to Syrian Refugees in Armenia The European Union announced on Tuesday 3 million euros ($3.3 million) in financial assistance to thousands of Armenian citizens of Syria who have taken refuge in Armenia in the last few years. The allocation is part of the EU’s fresh 275 million-euro aid package for millions of Syrian refugees in Turkey, Lebanon, Jordan, Iraq and other countries. The European Commission said the sum set aside for Syrian Armenians living in their ancestral homeland will support them “by enhancing access to health and psychosocial services, improving housing conditions, increasing access to economic opportunities, and by facilitating the integration of schoolchildren and students.” A statement by the EU’s executive body gave no further details. Syria was home to an estimated 80,000 ethnic Armenians before the outbreak of the devastating civil war there five years ago. Only up to 10,000 of them reportedly remain in the war-ravaged country now. More than 16,000 Syrian Armenians have fled to Armenia alone. Many of them have been struggling to make ends meet in the unemployment-stricken country. Armenia’s cash-strapped government has been unable to provide them with significant material assistance. Nor has it managed until now to attract large-scale assistance to the migrants from external sources. The EU funding is the biggest foreign aid allocation to them to date. Drawing on their business experience in Syria, some Syrian Armenians have opened small businesses such as restaurants and manufacturing firms in Armenia,. The Armenian government has encouraged that entrepreneurship by subsidizing business loans extended to them by local commercial banks. Dozens of firms set up by Syrian Armenians demonstrated their products and services during a German-sponsored fair held in Yerevan in May 2016.The four-day exhibition was aimed at facilitating their economic integration in Armenia.
