The Nagorno-Karabakh Republic Central Electoral Commission on Tuesday publicized the preliminary results—as of 3am—of Monday’s constitutional referendum in the country. Accordingly, a total of 79,428 NKR citizens from the 103,793 citizens that are eligible to vote have cast ballots, and this makes up 76.44 percent of the total number of eligible voters. The number of ballots cast in favor of the proposed constitutional amendments is 69,540, or 87.6 percent of the total vote. The number of ballots cast against is 7,686, or 9.7 percent of the total vote. And the number of invalid ballots is 2,202, or 2.8 percent of the total vote. The NKR on Monday conducted a constitutional referendum. The respective constitutional amendments envision a transition from a semipresidential to a presidential system of government in Artsakh.

THE FIVE HEROINES Karen Jeppe Born in 1876 in Denmark, 27 years-old Karen Jeppe, reached Urfa in 1903 after the Hamidian massacres against Armenians. Having learned about the massive slaughter while studying medicine, she decides to abandon her education in order to partake in American and European missionary work. She was entrusted with the care and upbringing of 300 orphans. Miss Jeppe was one the devotees who greatly helped the Armenian nation to recuperate

during the Hamidian massacres of 1895 and the period following it. Anna Hedvig Buhl Born in 1887 in Haapsalu, Estonia into a wealthy family, 24 year-old Anna Hedvig Buhl became a young missionary. She arrived in the Armenian localities in Cilicia in 1911. In 1915, she witnessed massacres of Armenians committed by the Young Turks and helped many Armenians escape annihilation. Having received a good education, she spoke Estonian, Russian, French, English, German, and learnt Turkish and Armenian during her missionary work in Cilicia. Bodil Katharine Biorn Born in 1871 in Norway, 33year-old Bodil Katharine Biorn arrived in Western Armenia in 1905 first helping Armenians in Mezreh, Kharpert province and later in Mush, Western Armenia. She took photos of different scenes and attached testimonies to each and every one of them. In 1917, she adopted Rafayel, a boy who

was born in 1915 and had become an orphaned survivor. She renamed him after Fridtjof Nansen and never married. After a short absence due to illness, she returned to the Near East and went on caring for Armenian orphans of Syria, Lebanon and Constantinople. Leaving 7-yearold Fridtjof in a French boarding school in Beirut, Biorn went to Armenia and founded an orphanage in Alexandropol; however Soviet authorities deported her and shut down the orphanage. Bodil died in 1960 in Norway. Maria Jacobsen Born in 1882 in Denmark, 25year-old Maria Jacobsen arrived in Kharpert in November 1907 and was appointed the local hospital director. She devoted her entire life to the salvation of the Armenian people. She learned Armenian in a short period and started to record the Armenian Genocide. She kept her diary secret for a long time. Both diaries were later translated into Armenian and posthumously published in Beirut in 1979. After the WWI in 1919, Jacobsen, along with Near East Relief, gathered some 3,600 Armenian orphans. Infected with different diseases and wandering in different parts of the Empire, Miss Jacobsen collected and saved them. In 1919 she returned to Denmark, but was invited to the USA to deliver lectures on the Armenian Genocide. In 1920-1921 she went to Beirut and continued her

work there. Jacobsen became the first woman to receive the Danish Kingdom’s Gold Medal Award in 1950. Maria Jacobsen died on April 6, 1960 and in accordance to her will, was buried in the courtyard of the Birds’ Nest Armenian Orphanage in Jbeil (Byblos), Lebanon. Alma Johansson Born in 1880 in Sweden, 21 year-old Alma Johansson arrived in Mush, Western Armenia in 1901. She worked at German missionary institutions and orphanages for Armenian children until 1915. In 1923 she moved to Thessaloniki, worked in the Swedish Charity organization and helped Armenian refugees. In late 1941 Johansson returned to Sweden, but continued to maintain close relations with Armenians. She was fluent in Armenian. As a Genocide witness, Johansson wrote two books, “A People In Exile” and “The Life Of Armenian Refugees” that describe deportations of Armenians and atrocities committed against them. Even if you’ve heard about what she does and go see an exhibition of her works knowing what’s in store, it will take your senses a second or two to realize that the central raw materials she uses for her carvings are not metals, wood, or ceramics in the shape of eggshells, but the shells of actual eggs: black swan eggs, quail eggs, goose eggs, ostrich eggs, and pheasant eggs, to name a few. Then, once you’ve wrapped your head around the extraordinarily high level of precision of her carvings, you will find yourself voraciously reveling in the lush, intricate artistry of her work. While a delicate beauty pervades her creations — which are essentially miniature sculptures — they’re also at once sensitive and witty, as though conveying both the fragility and winking wisdom of Mother Nature, and life itself. The egg, after all, is the ultimate metaphor for animal and human life.

Compositionally, Safaryan uses her carved eggshells as either stand-alone works or core structural components in composite sculptures. Examples of the former include a work titled “Broken Inside,” consisting, literally, of a broken egg, while composite works include her “Teapot” series. Yet whether featuring eggshells as the main story or incorporating them into composite sculptures, Safaryan’s works, without a single exception, pack layers of esthetic and intellectual expression — through construction, choice of material, and thematic cohesion. Thus nature, and human nature as its concomitant, form the key themes of Safaryan’s sculptures. This makes for a wide emotive range, and it’s noteworthy that even works that are clearly informed by heartache end up literally carving out a buoyant humanity, a certain knowing affirmativeness, in Safaryan’s hands. It might have something to do with the fact that a typical Safaryan sculpture takes several weeks to complete: enough time, perhaps,

to work out the pain, the angst, and transform it into a thing of beauty, if one is so inclined. And Safaryan certainly is. “Art makes me forget about the mundane and lets my soul see what my eyes can’t,” she says. Born in Yerevan, Larisa Safaryan grew up in an artistic environment. Her father is Nairi Safaryan, an internationally renowned carver whose gorgeous, astoundingly elaborate wood carvings have brought about no less than a paradigm shift in the world of carving. Inspired by her father’s work, and encouraged by both her parents, Larisa began to use her dad’s carving tools to experiment with chicken eggs while she was quite young. Numerous broken eggs later, she went on to develop an art form all her own, using a wide variety of eggshells and creating sculptures of increasing complexity. Interestingly enough, Larisa has never attended an art class. Evidently this hasn’t spelled a handicap, not only because eggshell-carving is not taught anywhere in Armenia, but given the fact

that she had the greatest teacher one could hope for, her own father, who mentored her and supported her creative forays at every step of the way. Larisa eventually moved to the United States. She holds two master’s degrees, in psychology and public management. What’s equally interesting is that eggshellcarving, despite being enormously laborintensive and requiring Penelopean patience, is not even her daytime job. “In my experience, the fields of psychology and public management have not only complemented one another, but have had a crucial role in shaping my worldview,” she says. Larisa Safaryan’s solo exhibition will be held at the Armenian Arts Gallery February 23 through February 25, from 7 to 10 pm. The artist will be present at the opening night of the show.

Genocide reparation should be key effort in nationwide campaign – French-Armenian lawyer The international recognition of the Armenian Genocide requires mutual efforts towards abandoning dogmatic thesis and focusing attention on the reparation issue, a French-Armenian lawyer said today as he addressed an international conference discussing the future of Armenia-Turkey relations. Admitting that the issue is not among Turkey's priorities today, Raffi (Philippe) Kalfayan, a legal expert at the Human Rights Research Center, University of Paris 2 Pantheon Assas, noted that a small "cell" in the Turkish society (including mainly lawyers and officials of Armenian descent) nonetheless raise the problem at times to keep it under spotlight. The expert warned against adopting a united fixed strategy which he said may lead the sides into a deadlock. “That’s the Armenian Genocide recognition strategy, which may imply a political recognition. What we get in return is Turkey’s denial. That’s a serious battle which may take a long time and which leads nowhere but into a deadlock. Anyway, time is really important for the Armenian Cause, especially when it comes to reparation,” he added. Khalafyan noted that international law has long ruled out the criminal liability element, with none of the perpetrators being alive to be incriminated individually. “This is why the Armenian Genocide will remain just a historical fact. So the only way is to demand compensation for which the underlying principle should be unlaw-

ful actions prescribed by international law - rather than criminal liability,” he added. The lawyer stressed particularly the importance of demanding civilian compensation (instead of focusing on Turkey’s violations). He also called for distinguishing between collective and individual compensation, ruling out the possibility of collective demands. “The question is whether the Genocide issue will be actual in that case. Very probably, not. The responsibility issue will be raised in any case and established through a change in official history. It is important, after all, to mutually abandon the dogmatic theses to achieve a global and open cooperation, because Turkey is not the only side required to work towards writing a shared history,” Khalafyan said. Khachigian with the Deukmejian Award for Public Service during its "Celebrating the Future" Gala in Newport Beach, California on March 4. Khachigian served on the Assembly's Board of Directors from 1983-1989, as well as the Assembly's Executive Committee in 1990 as Public Affairs Chair. The Assembly's Deukmejian Award for Public Service was established in 1987, and is granted to individuals who embody the qualities of an exemplary public servant. "I am honored to receive the Deukmejian Award for Public Service - named appropriately for George Deukmejian who made such exceptional contributions to our state and country. I'm especially pleased because this award underscores the Armenian Assembly's appreciation for hard work and dedication in the public sector. Khachigian possesses more than 35 years of strategic expertise in governmental affairs, complex business litigation, and public service. He is widely regarded throughout the United States and the State of California for providing exceptional counseling in government relations, crisis management, and strategic problem solving. Khachigian has participated in nine presidential campaigns, six of them at senior strategic and staff levels. He frequently lectures before business groups and national associations on government affairs and politics.
