Sarkisian announces new Cabinet YEREVAN (President.am)—President Serzh Sarkisian announced on Monday changes to Armenia’s Presidential staff and the cabinet. Vigen Sarkissian was relieved of his duties as the Chief of the Presidential Administration and appointed Minister of Defense. Edward Nalbandian was appointed Minister of Foreign Affairs. By another decree of the President of Armenia, Armen Gevorkian was relieved of his duties as the Secretary of the National Security Council and was appointed Chief of the Presidential Staff. Yuri Khatchaturov, former Chief of Staff of the Armed Forces, was appointed as Secretary of the National Security Council. Movses Hakopian was relieved of his duties as the Deputy Minister of Defense and Head of the Logistics Department and appointed Chief of Staff of the Armed Forces. Sarkisian introduced the newly appointed Chief of the Presidential staff Armen Gevorkian to the leading staff of the Presidential Administration and informed about Vigen Sarkissian’s new position. “I would like to thank Vigen Sarkissian for the works conducted at his already former position and would like to add sincerely that the managerial abilities of Vigen Sarkissian at this position were revealed at their best, and nobody will deny that the manifestation of the best abilities was made possible through your direct participation and assistance,” said the president. The president highly valued works carried out by Vigen Sarkissian in recent years related to the coordination of multiple events of the panArmenia import and expressed confidence that as Minister of Defense he will be able meet all expectations. “Vigen, I once again congratulate you and wish you success. Famous American Armenian attorney Vartkes Yeghiayan, who won the case against the U.S. New York Life insurance company on behalf of the descendants of the Armenian Genocide victims, said the aforementioned at a press-conference in the Armenian Genocide Museum-Institute on Tuesday. In his words, the case was opened on behalf of the Marukian family. They family is no longer alive, but for the attorney they are heroes. Representing 4-5 families in trial is a serious issue and launching a case against Turkey is also a very difficult issue, but they still managed to win, Yeghiayan noted. The case was very important for him, since it was against Turkey. In the attorney’s words, one of the judges said the Turkish President Recep Tayyip Erdo!an is mad. The book Commitment, which tells about the action against New York Life on the Armenian Genocide issue, wasn’t written by Vartkes Yeghiayan himself (the author is Seyranouhi Geghamian). In the court Yeghiayan signed a document of confidentiality and thus he is supposed not to speak out about the action negatively, the attorney noted. Warlick: We hope Armenia, Azerbaijan presidents will agree to hold next meeting In the run-up to the Organization for Security and Co-operation in Europe (OSCE) Minsk Group co-chairs’ visit to the region, Ambassador James Warlick, US CoChair of the OSCE Minsk Group, expressed the hope that the Presidents of Armenia and Azerbaijan—Serzh Sargsyan and Ilham
Aliyev—will agree to hold a regular meeting toward resolving the Karabakh conflict. Warlick told RIA Novosti news agency of Russia that the co-chairs hope that the presidents will agree to hold the next meeting, but added that the date and location of this talk have not yet been determined. In his words, the OSCE Minsk Group co-chairs are working with the parties to the conflict, and to resolve it. AGBU WELCOMES MEMBER OF TURKISH PARLIAMENT GARO PAYLAN TO ITS CENTRAL OFFICE On October 3, AGBU welcomed member of Turkish Parliament Garo Paylan to its Central Office in New York. As part of his tour of the United States, Paylan met with AGBU President Berge Setrakian and AGBU Central Board members Ani Manoukian and Vasken Yacoubian. In his welcoming remarks, Mr. Setrakian paid tribute to Mr. Paylan's courage in coming forward with his intervention in the Turkish Parliament on April 24 and for his activism in defense of human rights in Turkey. During the meeting, both parties discussed the role of the diaspora in supporting the democratic process in Turkey. This meeting was the first to take place between AGBU and Paylan and will set the groundwork for future interactions. Paylan was one of three Armenians elected to the Turkish Parliament in June 2015. A founding member of the pro-Kurdish People's Democratic Party (HDP), he has a track record for defending minority rights in Turkey and has been vocal in calling for the country's recognition of the Armenian Genocide. A long-time resident of Utah, her professional career spans a variety of disciplines, including teaching English as a Foreign Language at the State Pedagogical University of Armenia, working for a Salt Lake City-based non-profit health system, and as a Corporate Finance Analyst for the Huntsman Chemical Corporation, founded by Chairman and CEO Jon M. Huntsman. Sarkissian served as Huntsman's advisor on several humanitarian projects conducted in post-earthquake Armenia, such as a pre-cast concrete plant in Armenia to produce cement slabs for the construction of as many as 8,000 homes per year to house victims of the earthquake. In addition, the Huntsman family provided food relief for over 50,000 Armenian people left homeless after the 1988 tragedy. Sarkissian also played an instrumental role in arranging humanitarian relief projects in Armenia involving two prominent Utah-based choruses. Specifically, charity concerts performed in Gyumri and Yerevan respectively by the St. George-based Southern Utah Heritage Choir, as well as by the Salt Lake Symphonic Choir, significantly contributed towards the eventual recognition of the Armenian Genocide by the State of Utah in 2001 when then-Governor
Michael O. Leavitt paid "tribute to the 1.5 million victims of genocide on Armenian Martyrs Day," and proclaimed April 2001 as "Armenian Awareness Month in Utah." In 2001, Sarkissian founded the U.S. Ling Institute, a Salt Lake City-based foreign language center, where she serves as President and CFO. She is directly involved in the development of new academic programs, teaching methodologies, and curricula at the institute. Notably, Sarkissian and her team launched an international marketing plan in 20 foreign countries using institute alumni as in-country ambassadors to attract new applicants. For over two decades, Sarkissian has developed a rich network of movers and shakers involved with state and municipal governments, successful corporations, as well as faith-based and non-profit organizations throughout the State of Utah. Deniz Türkali is an experienced actress and screenwriter who has made many contributions to Turkish cinema and stage. In Addition to her interest in cinema, she is also interested in music. She recorded an album named “"ehvet” and played in many cinema movies and TV shows including Galip Dervi!, Hürrem Sultan, Gece Melek ve Bizim Çocuklar and many others, also wrote scripts. Her passion for music helped her achieve success in solo plays. Deniz Türkali was a journalist for “Kaktüs” magazine and wrote articles on various issues for Milliyet, Hürriyet and Radikal newspapers. Currently she gives acting and specking lectures and plays for DOT Tiyatro and 2.Kat Tiyatro. Türkali was first married to the Italian singer Ernesto Casalini. then to the well know Turkish director Atıf Yılmaz, with whom she spent almost half of her life before his passing away. The concert was part of Hrant Dink commemoration events which took place during January 2008 and consisted of different cultural activities, lectures, music etc., where many intellectuals and artists participated in it. (1) Deniz Türkali was one of the 200 Turkish prominent intellectuals who in December 2008, released an apology for the "great catastrophe of 1915" which was a clear reference to the Armenian Genocide, a term which is still too sensitive to use so openly in Turkey. (2) According to (Today’s Zaman), September 26, 2014, Turkish scholars, artists, and writers harshly condemned primary and middle school textbooks that are replete with anti-Armenian rhetoric in Turkey, and demanded that the books be pulled from circulation. In a statement issued in September, the signatories wrote, “After immediately pulling the ‘History’ and ‘History of the Turkish Revolution’ textbooks from circulation, apologies should be issued to all students, particularly to Armenian ones. As we approach 2015, the road to Turkish-Armenian peace that we long for passes through here.” The textbooks portray Armenians as traitors who plotted with foreign enemies to tear apart the Ottoman Empire and Turkey, and as mass murderers of innocent Turkish and Muslim women and children while Muslim men were waging a war of survival. The textbooks, all published over the past few years and approved by a special commission of Turkey’s Ministry of Education, are also mandatory in Armenian schools in

Dr. Khatchig Mouradian Will Present Second Public Lecture at Fresno State “‘Don’t Fall off the Earth’: The Armenian Communities in China from the 1880s to 1950s”
By Florence Avakian NEW YORK - Fund for Armenian Relief (FAR) recently received a generous donation from the Northern NJ Community Foundation's Andrea Tilbian Halejian Fund that will provide invaluable support for its child protection program in Armenia. The contribution was made in memory of the late Andrea Tilbian Halejian, under the direction of her husband Barry Halejian, and their children Sarah, Alexis, and Eric. The Northern New Jersey Community Foundation (NNJCF), is a non-profit foundation based in Englewood, New Jersey, which seeks to improve community life through education, public health, and civic engagement initiatives through its local partners. A LIFETIME OF DEDICATED SERVICE Ms. Halejian, daughter of Dovie and Andrew Tilbian, and niece of the wellknown writer Armene Dikijian, was a long-time attendee and devoted supporter of St. Leon’s Armenian Church in Fair Lawn, NJ, and an active member of her community through her work with the NNJCF, as well as other local groups. She was a member of St. Leon’s Women’s Guild, a Sunday School teacher, and chairperson of the annual blood drive. She also led many volunteer projects at St. Leon’s, including regular reading programs for children. Ms. Halejian was also a dedicated advocate of several New Jersey community support groups. Through St. Leon’s she was the meal coordinator for Eva’s Shelter: Hope Residence for Homeless Mothers and Children, which aids said population in need by providing therapeutic support services to help improve their overall emotional and behavioral well-being. She was also a member of the Center for Food Action, which provides food to
hungry children. She was a Bike Rally volunteer, and creator of the art docent program at Coolidge Elementary School in Wycoff, NJ. The Halejian family has had a long presence in the Armenian community. Barry Halejian’s mother was involved with children and the community. His father founded the site for the AGBU’s Camp Nubar. Andrea and Barry Halejian were members of the Camp Nubar Committee for 26 years. The two of them also chaired the 2006 Diocesan Assembly. Barry was coach of the St. Leon’s girls’ basketball team and a member of the Men’s Fellowship Group. “Andrea’s best attributes were her big heart and genuine nature, a warm connectedness with people, great humor, and a quiet but dedicated volunteerism with all kinds of activities at St. Leon’s Church,” Barry said. The Northern NJ Community Foundation's Andrea Tilbian Halejian Fund’s gift to FAR will be used to support the FAR Children’s Center in Yerevan. The Center is a one of a kind, full-service support facility where children who have been abandoned, or suffered from neglect and abuse of all kinds, receive psychological, medical and legal support. The donation will specifically fund the Center’s art therapy program, which helps children to cope, heal and open up through creative self-expression. Sessions are held in both one-on-one and group settings, and children can engage in activities that include ceramics, painting, jewelry or doll-making, among many others. FAR, was founded after the 1988 earthquake that devastated Gyumri and Spitak. Its projects in Armenia span the areas of education, healthcare, economic development, social services, and child protection.
Dr. Khatchig Mouradian (Clark University), Kazan Visiting Professor of Armenian Studies at California State University, Fresno, will give his second public lecture on the topic of “‘Don’t Fall off the Earth’: The Armenian Communities in China from the 1880s to 1950s” at 7:30PM on Thursday, October 20, in the University Business Center, Alice Peters Auditorium, Room 191, on the Fresno State campus. Hundreds of Armenians journeyed eastward to China in the late 19th century in search of opportunity, anchoring themselves in major cities, as well as in Harbin, a town that rose to prominence with the construction of the Chinese Eastern Railway. A few thousand others arrived in the region escaping the Armenian Genocide and turmoil in the Caucasus in the years that followed. Many of these Armenians coupled their personal success with a dedication to community life, helping build small but vibrant communities (even a church and community centers) in Harbin, Shanghai, Tientsin, and other cities, despite conflicts, war, and foreign occupation that beset the history of China in the first half of the 20th century. After the Chinese Communist Revolution, Armenians fled the country mainly in two directions: Soviet Armenia and the Americas. In this illustrated lecture, Mouradian presents the rich, yet understudied, history of the Armenian communities in China. Lecture III in Mouradian’s series of talks will take place on Wednesday, November 30, titled “The Tale of Two Midwives: The Notebooks of Siphora and
Nuritza Shnorhokian of Aintab, 18901930.” Khatchig Mouradian holds a Ph.D. in history from the Strassler Center for Holocaust and Genocide Studies at Clark University and a graduate certificate in Conflict Resolution from UMass Boston. He is a visiting scholar at the Center for the Study of Genocide and Human Rights (CGHR) at Rutgers University, where he also serves as the coordinator of the Armenian Genocide Program. Dr. Mouradian is the author of several articles and book chapters, including, most recently, “The Meskeneh Concentration Camp, 1915-1917: A case study of power, collaboration, and humanitarian resistance during the Armenian Genocide,” Journal of the Society of Armenian Studies, Vol. 24 (2015); and “Genocide and Humanitarian Resistance in Ottoman Syria, 1915-1916,” Études arméniennes contemporaines, Vol. 7 (2016). Aleppo’s Armenian Christian neighborhoods targeted by Jihadi (and Turkish) rockets (AsiaNews) – Fighting and dying continue not only in eastern Aleppo, where the Syrian army is pursuing its offensive backed by Russian air strikes, but also in the government-controlled western districts. Local sources said that over the weekend the Russian-Syrian airstrikes hit a hospital in the eastern sector. At the same time, the Armenian districts in the western sector of northern Syria’s economic hub came under fire from the city’s jihadi-controlled eastern sector. This attack began last Friday, on September 30. Local sources said that the predominantly Armenian areas of Nor Kiugh and Villa were especially targeted. Al Nusra forces are thought to be behind it acting on Turkish order, local witnesses said. In fact, Ankara appears to be directing the bombing of Armenian civilians. Four people are known to have died: Dzila Jabaghcourian, Arman Hindoyan, Hasmig Ghiragossian, and Mireille Hindoyan. According to Aleppo Kantzasar, the local Armenian language newspaper, Turkey is the instigator of the massacres of innocents through “its local agents”, which is how it describes the.. al Nusra Front, Turkmen groups, and the El Nur Eddin Zanki movement. The death of these four people came right after the death of 47-year-old Sevan Haddadian, who was killed in the bombing in Suleymaniye, another Armenian area in western Aleppo. Two other Armenian Christians seriously injured in the bombings are currently fighting for their life. Seven others reported minor injuries. Also last Friday, students at an Armenian school in Aleppo, founded by missionary Karen Jeppe for orphans who survived
the Turkish genocide of 1915, were moved to underground shelters. They were unable to reach their families until late evening. Between 23 and 30 September rocket attacks from eastern Aleppo, especially Bustan el Pasha, Madrassat al Hikme, al Rashidin 4, Project 1070 and the financial district, hit in particular Christian neighborhoods, claiming 57 lives (20 children, 14 women and 23 men) and injuring another 167, including 37 children and 53 women. The districts in western Aleppo subject to rocket attacks and sniper fire include predominantly Christian Suleymaniye and al Maydan, as well as al Jabiriya, al Hamadaniya and Jamiyaat. Rockets also hit a group of Sunni worshipers as they left the mosque in al Zahra'a at the end of Friday prayers. The al Nusra Front, an extremist Islamic group that describes itself as the protector of Sunnis, was responsible for the attack. Aleppo’s Armenian community has appealed for help from all the Churches of the world through Kantzasar, calling for “an end to the bombings against innocent civilians on both sides of the city.” Aleppo’s Armenian newspaper also thanked “His Holiness the pope for not forgetting Aleppo’s tragedy during his pastoral visit to Georgia.” The Armenian foreign minister, who expressed his “deep concern” over the escalation of violence, also announced that Armenian President Serzh Sargsyan ordered that two planes with urgent humanitarian aid be sent to Syria. “Aleppo is dying before the eyes of the world amid extreme indifference,” said a presenter on the first channel of Armenian State television, “just like 101 years ago when our nation was exterminated as a whole.” !
Governor approves secure choice Retirement Plan Largest Expansion of Retirement Security Since the Passage of the New Deal SACRAMENTO – Millions of Californians soon will have an easy way to save for a more comfortable and dignified retirement now that Gov. Jerry Brown has signed Senate Bill 1234, landmark legislation creating the California Secure Choice Retirement Plan. Secure Choice was authored by Senate President Pro Tem Kevin de León of Los Angeles. State Treasurer John Chiang oversaw the market studies and legal analysis driving the design of the new program. The new program will offer a retirement savings plan for about 6.8 million California workers, who currently have no access to an employer-provided retirement savings account. Passage of Secure Choice is “the most significant step toward providing Californians with a dignified retirement since the establishment of Social Security in 1935,” said Chiang. “It offers hope and protection to millions of Californians who are careening toward an impoverished retirement where they face the all-too-real scenario of whether to spend their meager retirement draw on food or rent.” When the program becomes operational, businesses with five or more employees that do not provide their own pension, 401(k) plan or similar retirement program will be required to offer Secure Choice. This requirement will be phased in over three years, starting with businesses that have 100 or more employees. After three years, businesses with five or more employees will need to comply. The Secure Choice plan enables participation through payroll contributions. However, employees will have the option to opt out of the benefit. The program will be selfsustaining through participant fees and will impose a minimal cost to employers and no cost to taxpayers. The benefit, Chiang stressed, will be at minimal cost to employers and no cost to state taxpayers. “Creating Secure Choice will pay benefits for decades to come,” said Sen. de León. “Regardless of socioeconomic status, the hard-working people of California who
have made our state a global economic powerhouse deserve a measure of financial security in their golden years,” he said. “This will benefit our current workers and younger generations who will finally have an easy and reliable way to save for the future.” California’s retirement plan has been endorsed by the editorial boards of newspapers across the country, including the Los Angeles Times, New York Times and The Sacramento Bee. This new law will go into effect on Jan. 1, 2017 and will authorize the build-out of Secure Choice.
