The federal government is putting prisons on notice, reminding them that incarcerated students with disabilities are legally entitled to the same rights and protections granted to students with disabilities in public school settings. In practice, this means prisons are responsible for providing things like speech therapy, hearing aids, tutoring and feeding tubes for students identified as needing them. And how prison wardens respond will have an outsize effect on the nation's population of specialeducation students: “Students in juvenile justice facilities need a worldclass education and rigorous coursework to help them successfully transition out of facilities and back into the classroom or the workforce becoming productive members of society. Young people should not fall off track for life just because they come into contact with the justice system,” Duncan

The Education Department is issuing new guidance on how juvenile detention facilities must ensure students with disabilities are provided with special education protections.

said in a statement. The news comes amid widespread concerns that students with disabilities are suffering in jail. "Evidence suggests that proper identification of students with disabilities and the quality of education services offered to students in these settings is often inadequate," Musgrove and Yudin write in their letter. Concerns include frequent mobility between prisons,

overcrowding, a dearth of qualified teachers and the "inability to address gaps in students' education." IDEA includes a provision that students with disabilities have the right to a "free appropriate public education" in the "least restrictive environment" -- in other words, they must be given accommodations for their disability while being included with their typically able peers to the greatest extent possible.

HONOLULU – Author and reading teacher Dennis Brooks knows how important learning to read is to a child’s confidence and development. His new book “Breaking with Dyslexia: ADD/ADHD Aphasia Autism Stuttering Hearing & Sight Problems” (published by Lulu) provides reading tips and techniques for children of all reading levels. Intended for both individuals and groups, “Breaking with Dyslexia” teaches readers how to read using phonetics, syllabication, spelling and memory drills in a concise format that children will understand, no matter their reading level. With practice, Brooks asserts, children will be able to decode new words by sounding them out on their own. Brooks tailored “Breaking with Dyslexia” to meet

the needs of not only children with dyslexia, but also those with speech impediments, hearing loss, autism and attention deficient disorder. With his book, he hopes to create faster, more confident readers. An excerpt from “Breaking with Dyslexia”:

“The program is called Say-Spell-Say with Fonikz and is simply referred to as say-spell-say. It was designed especially to help slow learners establish a solid reading foundation. It has been tested and proven to be successful in teaching dozens of dyslexic children and adults to read.” About the Author Dennis Brooks was a senior instructor and curriculum developer for the U.S. Army. After retiring, he attended college while working as an assistant teacher. As an assistant, he was put in charge of the third grade reading program, from which he was inspired to write “Breaking with Dyslexia.” He previously published “Teach Children to Read Faster”, “The Science of Learning to Read” and “Read Write Speak Better English.”
