Legals/Community Churchhill visits Head Start Fall conservation reminder from HCSWCD

The first few weeks of Head Start provides the perfect opportunity to show students how a classroom operates and important life skills such as how to treat each one of their friends with respect. The students also learn how to be safe in the classroom and while playing outside. Head Start also welcomes members of the community into their classroom throughout the school year. Paul Churchhill visited the classroom in September, bringing with him 20 hobby horses for the preschoolers. Each child got to take a horse home. “Head Start appreciates all members of the community coming into the classroom and wants to thank Paul for sharing the horses with the kids,” Head Start Family Advocate Danielle Wohlhutter said. The Harrison County Soil & Water Conservation District and Natural Resources Conservation Service reminds everyone that harvest time is an excellent time to check their farm land for any erosion problems and conservation practice maintenance needs. Producers should note any ephemeral gullies that formed during the growing season and determine what the best management practice is to prevent them. Although the first temptation may be to smooth them off with a disk or field cultivator, that may not be the best solution. If these areas form again and again it is a sign that other solutions like no-till, critical area seeding, grassed waterways or terraces may be needed. In addition, if this land is classified as highly erodible land or enrolled in conservation program the producer is responsible for preventing these gullies from forming. The HCSWCD office wants to assist everyone in controlling their soil erosion and

following their conservation plan so their farm remains in the best condition possible and remains eligible for the farm programs. Producers should also check their conservation practices for any needed maintenance once the row crops are harvested. Some of the most critical practices to check are terraces, grade stabilization structures and grassed waterways. All of these practices need to be kept close to their original shape with a good grass cover to perform properly. For terraces/structures it is a good idea to look for holes and trees. Animal holes will start out small but can lead to immense blowouts once the rains come. Trees should be kept off of these two practices so that their roots don’t grow through these practices, fracturing the soil structure and creating potential voids and weak spots. Grassed waterways need to be monitored so the water does not run down the outside edges, causing deep gullies. If you notice any of the

above problems on your farm just contact your local NRCS office. The office has staff available that can visit your farm and provide alternatives to correct the erosion problem or recommend the best maintenance for your existing practices. They will also explain available financial programs and give cost estimates so you can decide which alternative is best for your land. For most of the financial programs, the HCSWCD office accepts applications all year long. When the crops are out of the field and office employees can drive the fields is the best time to look at everything. Funds are always limited, so producers are encouraged to make an application as soon as possible. Best of all, the farm visits and cost estimates are all free and available to all producers in the county. Producers wanting technical assistance must contact the NRCS office in Logan. Enrollment Tae Kwon Do Tournament successful period changed for Medicare Part D A new open enrollment period starting in October will mean changes for Iowans enrolled or considering enrolling in the Medicare Part D prescription drug coverage plans. Medicare Part D will hold its open enrollment period from Oct. 15 until Dec. 7. In past years, the enrollment period was held from Nov. 15 until Dec. 21. The new enrollment period will be a time to change a Part D plan, enroll in a Part D plan or drop an existing plan. Decisions made during this time period will take effect Jan. 1. Plans can change from year to year so it is imperative to compare plans. One can do this by visiting w w w. m e d i c a r e . g o v. SHIIP (Senior Health Insurance Information Program) has step-by-step instructions for doing a

comparison on its website at www.therightcalliowa.gov in the “Drug Benefits” section. SHIIP will provide free comparisons for those without access to a computer; call (800) 735-2942. Anyone who is happy with his or her current plan and it does not need to change from 2011 to 2012, do not need to do anything. The enrollment will continue into 2012. PUBLIC NOTICE HARRISON COUNTY SUPERVISORS PROCEEDINGS August 18, 2011 The Board of Supervisors met in session with all members present. The current agenda was approved on a motion by Pitt, second by Utman. Unanimous approval. Previous minutes were approved on a motion by Pitt, second by Utman. Unanimous approval. Mental Health Lonnie Maguire, CPC, presented a contract with the Cass County hospital to provide emergency nonvoluntary commitment services. Rates are a little higher than Jennie Ed and Mercy Hospitals. Motion to approve by Utman, second by Pitt. Unanimous approval.

Zoning Public Hearings. The zoning public hearing was held as advertised. Chad Scebold requested rezoning of 2 acres from A-1 Agricultural to R-1 Rural Residential for property located in part of the SWSW of Section 16-7845. Motion to close the public hearing was made by Smith, second by Pitt. Unanimous approval. Motion to approve the request was made by Utman, second by Pitt. Unanimous approval. Sheriff’s Union Contract .The Sheriff’s union contract was signed by all parties. Beer Permit ......A five-day beer permit for the Beebeetown first annual truck and tractor pull was presented to the Board. Ed Spencer said the area will be fenced, parking will be allowed on site and security will monitor the only entrance. Motion to approve by Pitt, second by Utman. Unanimous approval. Soldier Valley Drainage District A petition from Karol King requesting an extension of the Soldier Ditch was discussed by the board. The district currently stops at the west side of Section 16 of Morgan Township, just short of the river. Mr. King would like to extend the right of way and maintenance of the district to the river. The board requested Elizabeth Lenz, Drainage Clerk, to contact Jennifer Mumm, Drainage Attorney, to find out how this could be accomplished and report back to the Board. Treasurer Renee King, Treasurer, asked the board if she could have the desk that was scheduled to be taken to the landfill. Susan Bonham stated that the desk didn’t have any value. Board agreed to let Mrs. King have the desk. ......Mrs. King also stated that the Treasurer’s Office and Drivers’ License will be changing office hours. Starting Sept. 6, the office will open at 8 a.m. and close at the regular time of 4:30 p.m. Handwritten Warrant A handwritten warrant to US Bank in the amount of $4,168.69 was approved on a motion by Utman, second by Pitt. Unanimous approval. New Beck Drainage District The following people were present to discuss repairs and improvements in the New Beck Drainage District: Suzy Bonham, Auditor; Gaylord Pitt and Walter Utman, board members; Elizabeth Lenz, Drainage Clerk; Warren Christy, David Bentsen, Larry Buss, Mason Hansen, Kent Thomas, Sonny McFerrin, interested parties. There was discussion of brush and tree removal in the district as well as levee repairs and improvements.

The above interested parties would like to see the work completed as soon as possible as well as work done in the Rand Petersen Drainage District so that both districts could provide needed flood protection. The Board, speaking for the New Beck Drainage District only, stated that they would need a petition from the landowners in the New Beck stating what they would like completed. A hearing would be required for any repairs or improvements petitioned for. The interested parties stated that they would like the Rand Petersen Trustees to meet with the New Beck Trustees, the Board, to determine what direction they would like to take. There was a meeting scheduled for 10:00 on Thursday, September 1, 2011. Courthouse Parking Lot Kathy Peterson, Maintenance, presented a bid to resurface the courthouse parking lot in the amount of $12,329. The parking lot hasn’t been resurfaced since 2008 and several cracks have formed that need attention. Motion to approve by Utman, second by Pitt. Unanimous approval. Pictometry Jeremy Butrick, GIS, informed the Board that the County had contracted with Pictometry to fly the west part of the county to show the flooding. Since the flooding was not as severe as speculated, the flight didn’t take place. Mr. Butrick will now use the down payment to have Pictometry fly the county in the spring of 2012. The board agreed. With business of the day completed, the Board adjourned on a
