President's Message Within this Jersey Jargon you will see updates ranging from the new Member Relations Specialist (to better serve our membership), legislative update, a robust event schedule, along with numerous other activities that your association is working on. Some of the most important activities occur behind the scenes and receive little notice; one activity is the election and nomination process. Our nomination process is now online and very streamlined and the excellent work of the Nomination Committee has produced a full slate for the Fall elections on Saturday, October 25. We expect that there will be a few contested positions. Additionally, in Spring 2015 members will be able to vote electronically for candidates to serve in APTANJ leadership positions. None of these changes happen unless our website was updated and our bylaws allowed for electronic voting (or e-voting). One of the most important subtle changes on our website that I want to bring to your attention is that the APTANJ now has the ability to accept

PT PLAN contributions on a onetime or monthly basis via credit card. The PT PLAN (short for Physical Therapy Professional Legislative Action Network) is our Political Action Committee (PAC) fund. If each member of the APTANJ gave $5 per month, the PT PLAN would be on the par of some of the largest PACs in NJ. Having a steady stream of funds greatly enhances our political posture in Trenton and makes our efforts to promote the Physical Therapy profession a year round activity. On a consistent basis our corporate partners have stepped up to support the Association and our activities. This has been a very beneficial relationship for the organization and when possible we should support our partners. Our PT Partners allow us to keep membership dues for New Jersey affordable and continue to develop high quality programming. Please see the list of our PT Partners on pages 10-11. None of the changes that I have outlined happen overnight; some of these projects have been ongoing for a number or years and most likely

will continue a long term mutual relationship. One of the best examples is our relationship with the payers. For a number of years representatives of the Association have met on a regular basis with the commercial payer community to discuss issues that are of shared importance. Both the copay adjustment via regulation and changes in the authorization process for one carrier are directly related to these discussions. One area that we are currently working on is how to pay for quality outcomes and reward those providers who demonstrate superior objective outcomes. This is a project that we have discussed for over four years and hopefully will result in a pilot project this year‌change tends to be incremental. This Fall our calendar is very busy and I hope to see you at any or all of our APTANJ events, particularly the APTANJ/AlliedOP on 5k Saturday, October 11th in Sea Girt to support the NJ National Guard Children & Youth Program. APTANJ Bylaws Updated For the First Time in Eight Years If you were not at the APTAnj Spring Business meeting on April 26, you missed the first bylaws update for our chapter since January of 2006! The approved bylaws include the reduction of our Council of Directors (COD) from thirteen members to eight and the addition of an electronic elections process and are published on the aptanj website for your review (see About/Governance). In addition to other minor changes, these updates allow for greater efficiency and improved communication through

a smaller leadership team and by conducting a component of chapter business electronically. More effective leadership development is also achieved through direct and delineated support for evolving leaders serving as committee chairs and through a more targeted succession planning process. The COD is currently working with members of both the Governance and Bylaws Task Forces to update the chapter Standing Rules to more fully define chapter operations relative to the

new bylaws language. The standing rules require COD approval, with the final vote scheduled for mid-October in preparation for implementation following the Fall Business Meeting on October 25. Top Ten Things You Need to Know About the APTANJ Practice Act (A1648/S874) …and What It Means to Physical Therapists/Physical Therapist Assistants in New Jersey

#1 - The bill (A1648/S874) protects the practice of physical therapy by establishing a law to ensure that the current scope of PT training and expertise is appropriate and legal. #2 – This legislative bill, A1648, sponsored by Assemblyman Thomas P. Giblin (34th District) effects all licensed physical therapists, physical therapist assistants and all consumers of physical therapy in the state of New Jersey. #3 – An identical bill, S874, sponsored by Senator Joseph F. Vitale (19th District) has also been introduced in the New Jersey State Senate. #4 – The Practice Act includes language that identifies areas that were not previously defined in the current Practice Act. #5 –This bill is not intended to promote an expansion of PT practice, but rather to protect the current state of PT practice in New Jersey. #6 – It identifies balance disorders as a distinct area of physical therapy treatment as well as includes neurodevelopmental procedures including such as vestibular rehabilitation and concussion management. #7 – The Supervision of physical therapist assistants would be changed from direct/on site to general supervision in this bill. Legislative Update

APTANJ Summer Update In spite of the generally slower pace of summer, APTANJ continues to move our legislative agenda forward in a number of ways. We continue to monitor bills of consequence to APTANJ members and our profession in NJ. With the focus in Trenton having been overwhelmingly on budgetary concerns in recent months, there has been no significant action on the bills that we have been tracking on behalf of our membership and colleagues (please click here for a list of the top 6 bills we have been tracking). There is an additional more recent bill which our leadership and Legislative Advisory Panel has been considering: (NJ A3469, Jimenez (D-Hudson) – Revises licensing requirements for massage therapists. We will keep all membership aware of any action required on this piece of legislation. Foremost on APTANJ’s legislative agenda remains our Practice Act Bill A1648, S874. In recent times, we have been carefully making some internal amendments to our bill in response to feedback from various other professional groups and our membership; as such, your Council of Directors, with professional advice from our association attorney, legislative agent and executive director, approved several language changes to enhance the chances of our bill’s gaining approval in the NJ legislature and ultimately winning the governor’s signature. The successful passage of a bill can be a painstaking process and requires appropriate groundwork to minimize opposition and gain adequate support. APTANJ and its capable consultants are doing everything we can to complete this process as soon as possible, with the desire that our bill be favorably heard in committee

during the fall legislative session and referred to the Assembly and Senate for a passing vote. As the need arises, we will be asking our members and all physical therapists in the state of NJ to express support on behalf of our Practice Act Bill to their respective legislators. This bill, as many of you know, will importantly act to protect the practice of physical therapy for years to come and is vital to our profession in this state. Among other issues, our Practice Act Bill will protect the future practice of PT in NJ by now formally including in our Practice Act: the PT practice of balance/vestibular treatment

professional organization, it requires $$$$$$$$$$$$, so please contribute to the PT PLAN (Physical Therapy – Professional Legislative Action Network - see form on the next page, or contribute online*) to provide the funding needed for APTANJ’s representatives to attend political events and make our legislative needs understood and supported by our elected officials in Trenton. Physical therapy professionals cannot afford to sit on the sideline and expect everyone else to protect our livelihood, our patients and our profession. physical therapy treatment aimed at promoting health and wellness a) a provision for potentially allowing some form of General Supervision of physical therapist assistants (as nearly all other states in the country already have in some form) b) a provision that makes the unlicensed practice of PT a 3rd degree criminal offence c) a provision allowingstudents approaching the conclusion of their PT graduate program to take the licensing exam ahead of graduation to permit a smooth transition into the workforce d) a provision stipulating that only a NJ licensed PT may perform utilization review for private insurers e) a provision that recognizes within the scope of physical therapy practice the commonly performed technique of intramuscular therapy. We need to protect our professional practice through the passage of this bill. Passing a bill requires more than just the effort of your

Payer Relations Update

New Jersey Chapter Prior Authorization Success After years of working closely with Horizon Blue Cross Blue Shield of New Jersey (Horizon) the largest health insurer in the state, the New Jersey Chapter was informed that Horizon has made improvements in their process for obtaining prior authorization for outpatient physical therapy and occupational therapy services. In most cases, the initial 12 visits of outpatient physical therapy or occupational therapy (PT/OT) services will be authorized after Horizon receives an initial claim from a participating physical therapist or occupational therapist. PTs/OTs will no longer need to obtain a prior authorization for an initial 12 visits of PT or OT services. Eligibility and benefits must be confirmed prior to providing the service. This became a major issue with APTANJ members since they knew in advance based on their experience that for certain conditions their patients were going to need more than

APTANJ Strategic Planning Overview The American Physical Therapy Association of New Jersey (APTANJ) held a strategic planning session at the Crowne Plaza Monroe in South Brunswick. The four and a half hour format was designed to gather input and perspective from a diverse group of APTANJ professionals. This session focused on what the APTANJ’s need to do to be relevant, important, active, and engaging to members and nonmembers. The purpose of this planning session was to identify gaps in the Association and opportunities for organizational advancement in membership and financial growth in the short term. Participants were recommended by the Council of Directors and invited by President Brian Mason. Twenty-eight (out of 40) members accepted the invitation. We created balanced 5 to 7 person groups using an Access database and then color-coded each group (red, blue, green, yellow, orange) to avoid confusion about who belongs in what group. Each group had at least 1 representative (and no more than 2) in the following "years in membership" category: 3 -10 years; 11-20 years; 21-30 years. The groups were also developed based on the following criteria: Gender How many years he/she has been a member District The structure of participants also included representation from a broad spectrum of practice settings including hospital-based, private practice, academia. There was one physical therapy assistant that accepted the invitation. During this session which went from the late afternoon into the early

evening, four topics were addressed in 45-minute increments. Time was broken down into the following segments: 15 minutes- Small Group Discussion 20 minutes- Group Presentation 10 minutes- Discussion Summary The four topics addressed were: What short term (1 or 2 years) issues should the APTANJ focus on in New Jersey? How will the APTANJ be relevant in the Affordable Care Act era? How does APTANJ identify and support member groups with specific practice setting concerns? What educational/networking events should be developed or enhanced? Group Responses Below are the responses which were given by the various groups. They have been consolidated and summarized and the responses that were mentioned by more than one group are listed towards the top of each topic. TOPIC #1 - What short term (1 or 2 years) issues should the APTANJ focus on in New Jersey? Summary of Responses This Strategic Planning session was developed to bring members together to identify what can realistically be accomplished by the APTANJ in the next 12 to 24 months. This session did not examine national issues, nor did it identify solutions to ideological or philosophical questions. Membership growth and development was the most common answer that surfaced in three of the four topics. This is not a surprise, but the group offered some suggestions that can be easily implemented and achieve positive results. The planning group also put emphasis on the importance of social networking and camaraderie. They felt that the APTANJ should be conducting more events that are communal in nature and bring together the profession and its professionals outside of the clinical realm. However, the group also felt that the time to enhance our educational opportunities is now and that APTANJ conferences should feature well-known speakers to draw attendance and offer more value. The changing healthcare landscape due to the implementation of the Affordable Care Act will also force the APTANJ to think differently in how it provides resources to its members. New Jersey’s healthcare landscape is already changing as is continued on page 14

evident with hospitals partnering with insurance companies to create their own internal networks. The APTANJ will need to look at unique and novel approaches such as to unite physical therapist professionals to offer protection and advancement by working together. Strategic Recommendations The following recommendations are being made for the APTANJ to consider, discuss, and eventually act upon for the advancement of the association. Membership Membership Coordinator APTANJ can fund a part-time member services coordinator to provide daily outreach for members. Having a point-person on staff that will be able organize membership initiatives, reach out to members, contact lapsed members and nonmembers, and solicit PT PLAN support would be a prudent investment in human capital; the reason for the association’s existence. There was consensus from the group that communication in various forms needs to be continuous and a member services coordinator provides a personal touch and a concierge-style service to the existing membership. Marketing The APTANJ will develop a marketing initiatives focused on the value of being a member and work with APTANJ leaders to develop a brief statement on “why be a member”. This statement could be used by current members when recruiting new professionals to join since peer-to-peer marketing is often most effective in an association. Productive Groups APTANJ will work with the Council of Directors to develop a mentorship program which encourages new members or recent graduates to

become active participants and eventually rise in the ranks of the Association’s leadership. Along with the Women’s Health, Pediatric, and Geriatric special interest groups (SIGs), the association will look to reinvent SIGs by identifying relevant topics for rising leaders and engaged professionals. SIGs will be tasked with creating a work product and focusing on topics which are timely to the profession in New Jersey. Special Interest Groups could address the Affordable Care Act and a Sports Medicine. These were recommendations that seem to be of most interest. APTANJ-led Events Social Events APTANJ will increase the amount of social networking events throughout the course of the year to bring professionals together in different forums. While the #PTPUB nights have brought professionals together in various areas of the state, these events do not cater to everyone. The Association will begin leveraging its online web conferencing system to facilitate small group interaction and foster dialogue. Using the APTANJ’s Go-to-Meeting subscription, we will create online small group topical discussions or “Question and Answer” sessions with key thought leaders. The APTANJ will build a schedule of these “online networking events” on a monthly basis and host a one (or two) hour discussion on topics that are most important to the profession in New Jersey. The goal of these online networking events will be to allow members to log-in and introduce themselves and converse with others whom they may not interact with otherwise. These events can be offered to sponsors to chat with members about a certain topic that might be in line with

their product and to engage in the discussion. We will also use what is called a “Tweet chat” or a “Google Hangout” which is highly popular among students. A tweet chat is a live Twitter event, usually moderated and focused around a general topic. To filter all the topic into a single conversation a hashtag (i.e. #APTANJ) is used. A set time is also established so that the moderator, guest or host is available to engage in the conversation. A Google Hangout is a free video chat service from Google that enables both one-on-one chats and group chats with up to ten people at a time. We will use this as a tool to encourage student participation and introduce new technologies and their uses to our members. We can also use this to broadcast our message to potential members whereas Go-to-Meeting will be used to engage current members. Live Events In November 2013, the APTANJ began instituting what has become a national trend with PT associations known as #PTPUB nights. We will continue these events as they bring together organizational leaders, members/nonmembers, students and sponsors. In October (Physical Therapy Month), the APTANJ will hosts its first 5k in several years. The 5k is a charitable run which encourages members and non-members as well as their families to come out and support a military charity. We will examine our calendar and identify opportunities to host a fund-raising evening to raise money for our internal causes such as the PT PLAN. APTANJ can form a social committee to exam different social/fund-raising events and their profitability for the association. Continuing Education It is time to take the APTANJ’s educational initiatives to the next level and that involves investing

in high-profile speakers for annual conferences and seminars. Programming must become more appealing and cost-effective to members and nonmembers. At present, APTANJ can offer CEUs for New York, but not for Pennsylvania or Delaware. We have already reached out to Pennsylvania in an effort to work jointly on continuing education. Beginning in April 2015, APTANJ will host it’s a two-day conference and examine developing various clinical tracks. We have already identified our big-name speaker (Shirley Sahrmann) and are looking to complement her course with specialized programming. The idea is to create a scaled-down version or a “mini-CSM” for those that cannot attend the national conference annually. We will also enhance programming options by leveraging Go-toWebinar to host monthly, one-hour webinars with various speakers a. The programming committee should establish a schedule and content for each month while attaching CEUs to each event. Special Projects Affordable Care Act With the rollout and implementation of the ACA, the healthcare landscape is changing and it is evident in New Jersey. The CoD should appoint a task force made up of members, the Director of Practice, the payor relations specialist, and the general counsel to work on the development of an independent practice association (IPA). Enough reports and discussions in NJ have led us to believe that private practices will have to change. The APTANJ is committed to being proactive and creating a network of PT professionals that will continue in business by delivering high quality care.

FUNfitness at the 2014 USA Special Olympics Summer Games This past June, New Jersey hosted the 2014 USA Special Olympics Summer Games in Mercer County, and members of APTAnj played an important role in the success of this major event. As part of the Healthy Athletes Program, students and therapists provided FunFitness screenings to approximately 500 athletes over the course of 4 days. Over 1000 of the 3500 athletes who competed in the Games registered for the various components of Healthy Athletes, including Healthy Hearing, Health Promotion, Opening Eyes, Special Smiles, Fit Feet and FunFitness. FunFitness consists of screenings in the areas of flexibility, strength, balance and endurance. Education is provided to each athlete based on the findings of the screens. Additional information is provided to coaches and family members to assist in improving the athletes’ level of fitness to improve their participation in their sport. Healthy Athletes was presented over the course of 4 days, Monday through Thursday at the Student Center on the campus of The College of New Jersey. Physical therapy students

from the following Universities participated: Rutgers Newark Campus, Rutgers Stratford Campus, Stockton , Quinnipiac, and Seton Hall. The students were supervised by Physical Therapists and Physical Therapist Assistants who volunteered their time and expertise, and enjoyed the opportunity to practice clinical skills in a fun environment. Thank you to each of the student volunteers. This event could not have been possible without your enthusiastic participation! MEMBERSHIP QUALIFICATIONS All categories of membership are based on education, not on licensure. Both national and chapter memberships are required. You must belong to the chapter of the state in which you live, work, or attend school, or of an adjacent state if more active participation is possible. Membership is effective for 12 months. Corresponding dues entitle APTA members to participate in additional chapters. These dues are in addition to your 2013 chapter dues. Physical Therapist Applicant—To qualify, you must be a graduate of a CAPTE-accredited PT program. Exception: If educated abroad and living in the United States, submit a credentials evaluation OR a license from a U.S. jurisdiction that requires a credentials evaluation prior to licensure. Visit www.apta.org/eligibility for further details. Physical Therapist Assistant Applicant—To qualify, you must be a graduate of a CAPTEaccredited PTA program.
