LLP- Lifelong Learning programme LLP is an integrated programme supporting education and training systems on a European level. It offers funding for projects, which aim to stimulate transnational mobility of individuals, promote bilateral and multilateral partnerships, or enhance the improvement of the quality in education and training systems through multilateral projects encouraging innovation. It comprises four specific programmes: Comenius, Erasmus, Leonardo da Vinci, Grundtvig. In addition the programme incorporates a 'transversal programme' as well, supporting cross-cutting activities, and the Jean Monet programme for the European integration in education and training.
Decentralised Decentralised Actions are operated and managed by the Lifelong learning National Authoritiesassigned by the European Commission to manage the decentralised actions in LLP. More information on them can be retrieved from the websites of the National Agencies in Life Long Learning and the one from European Commission Education and Training.
Grundtvig Mobility Actions In-Service Training Course Link: http://ec.europa.eu/education/grundtvig/doc874_en.htm The objective of this Action is to help improve the quality of lifelong learning by enabling persons working in the field of adult learning, in the broadest sense, or who are engaged in the in-service training of such persons, to undertake a training course in a country other than that in which they normally live or work.
An on-line database of training activities, known as the Comenius - Grundtvig Training Database, is available to help applicants identify training which is eligible for funding under this Action and which best meets their training needs
Who can apply: The application will normally be submitted by individuals through their home institution, which must be a legal entity, but where no such home institution exists the application may be submitted directly to the relevant National Agency.
Application deadline(s): 16 January 2013 for courses organised between MayAugust 2013, 30 April 2013 for courses organised between September -December 2014 and 17 Sept 2013 for courses organised between January 2014 and April 2014.

Eligibility: Individuals involved in adult education in EU, EFTA and accession countries

Assistantship Link: http://ec.europa.eu/education/grundtvig/doc982_en.htm This Action enables present or future staff involved in adult education - whether formal, nonformal or informal offering their service as an assistant (individual grant) in an adult institution that acts as the hosting partner.
Adult education staff wishing to apply for an assistantship must find an organisation willing to host them before applying for funding they must include confirmation from their host in their application (letter of acceptance).
There is a list of organisations interested in hosting an assistant.

Workshop Link: http://ec.europa.eu/education/grundtvig/doc984_en.htm Workshops enable adult learners to participate in learning events and seminars taking place in a European country other than their own.
Workshops bring together individuals or small groups of learners (10-20 people) from several countries for their personal development and learning needs. Learners are also encouraged to share their competences and insights with others. However, workshops are not intended to provide vocational training for professionals.
Funding Scheme: The organisation organising a workshop receives a grant for financing also the traveling and subsistence cost for each participant. Approved workshops are published in an electronic catalogue that potential participants can select a suitable workshop and contact the workshop organiser for applying to attend the workshop. Therefore, beneficiaries are also individuals interested in attending those workshops.

EC grant:A fixed amount for organising the workshop and a lump-sum/variable grant depending on the number of participants from outside the country of origin of the workshop.

A particular focus is on enabling smaller organisations to take part.
Eligibility: min 3 partners from three different LLP participating countries.
Application process and deadline: The proposal is prepared joinly by at least from three organisations from three participating countries but each participant submits its own application to their National Agency normally by 21 February 2013but please check with your NA.
EC grant: Fixed/lump-sum based on the number of mobilities foreseen.
Important note:Among the learners, particular attention is given to including people from disadvantaged social groups.
Senior Volunteering Projects Link: http://ec.europa.eu/education/grundtvig/doc986_en.htm Senior Volunteering Projects support partnerships and exchanges of senior volunteers between local organisations located in two countries participating in the EUs Lifelong Learning Programme. Each organisation sends and hosts up to six volunteers during a two-year project. Volunteers, who should be aged 50 and over, will usually spend from three to eight weeks abroad working for projects in fields including social
protection, the environment, sport and culture.
Each organisation will be expected to send 2-6 volunteers within a 2-year period, and to host 2-6 volunteers within the same period.
Volunteer definition: A volunteer is someone who performs or offers to perform service out of his or her own free will, without payment, usually in support of a non-profit organisation, mission-based initiative or community.
Funding Scheme: Each partner organisation receives a grant composed of two parts, to cover its costs as the sending or the hosting organisation. The volunteer does not receive anything directly. The funding is in the form of a lump-sum grant to each of the two organisations.
Application process: Each partner submits an application to their National Agency.

Application Process: The institution sending teaching staff or inviting enterprise staff to teach applies for ERASMUS mobility grants to its national agency while the staff applies to their home institution, or the inviting institution in case of enterprise staff.
Application submission deadline: 8 March 2013. Funding Scheme: The grant provided is to contribute to subsistence costs and to cover travel costs.
Staff Mobility - Training in HEI and Enterprises Link: http://ec.europa.eu/education/erasmus/doc898_en.htm Staff mobility for training enables teaching and other staff of higher education institutions to spend a period of training between 5 working days and 6 weeks in an enterprise or organisation such as a higher education institution in another participating country.
Application Process: Higher Education Institutes apply to their own national agency for ERASMUS mobility grants while the staff applies to their home institution. Staff members are selected by the sending higher education institution. The training work plan by the visiting staff member must be agreed in advance by all parties.

Student Mobility
IP- Intensive Programmes Link: http://ec.europa.eu/education/erasmus/doc900_en.htm An ERASMUS Intensive Programme (IP)is a short programme of study which brings together students and teaching staff from higher education institutions of at least three participating countries. It can last from 10 continuous full days to 6 weeks of subject related work.
Eligibility:
The consortium involves at least 3 participating institutions from 3 different countries participating in the Lifelong Learning Programme. At least one participating institution must be from a Member State of the European Union. The planned location of the Intensive Programme is in a country which is eligible to participate in the Lifelong Learning Programme. The number of eligible students travelling from countries other than the country hosting the Intensive Programme must be minimum 10.
Application Process: The co-ordinating higher education institution of the Intensive Programme, on behalf of the IP participating institutions (all must hold an Erasmus University Charter) submits an application form to its own National Agency.

Application Procedure: The home institutionof the students or a consortium of home institutions applies for ERASMUS mobility grants to its national agency by 8 March 2013while the students apply to their home institution. Students can do a placement between 3 and 12 months or at least two months for students in short-cycle higher vocational education.
Important note: Students may only receive two ERASMUS grants: one grant for a study period and one for a placement period.

Application Process: Higher education institutions holding an Erasmus University Charter, Erasmus placement consortia holding an Erasmus Consortium Placement Certificate as well as enterprises or other organisations can apply to their National Agency, normally 6-8 weeks before the event to receive grant for sending a person to attend this preparatory visit.

Funding Scheme: A grant around 1000 EUR covering the subsistence, travel and accommodation costs for visit with duration from 1 day to 5 days.All activities must end by 30 April 2014 the latest.
Other ERASMUS Actions ERASMUS University Charter Link: http://ec.europa.eu/education/erasmus/doc890_en.htm The Erasmus University Charter (EUC)provides the general framework for the European cooperation activities a higher education institution (HEI) may carry out within the Erasmus programme. It is a prerequisitefor HEI to organise student mobility and teaching and other staff mobility, to carry out Erasmus intensive language courses and intensive programmes, and to apply for multilateral projects, networks, accompanying measures and to organise preparatory visits.
ERASMUS Consortium Placement Certificate Link: http://ec.europa.eu/education/lifelong-learning-programme/doc1208_en.htm The Erasmus Consortium Placement Certificate recognises the financial and operational capacity of a consortium to organise Erasmus student placements and apply for its funding. It entitles the consortium to apply to the National Agency for Erasmus student placements and organisation of mobility funds.
Application Process: The coordinator on behalf of the placement consortia ( a group of HEI that hold an Erasmus University Charter , and possibly other organisations such as entprises, associations, chambers of commerce, foundations, etc) apply to its National Agency by beginning of each year, i.e 8 March 2013. The certificate is valid for one yearor renewable 3- year period but it is valid till end of 2013.
Funding Scheme: The ERASMUS Consortium Placement Certificate does not imply any funding by itself but it is a prerequisite for eligibility in receiving funding for Mobility placements.
ERASMUS Intensive Language Courses Link: http://ec.europa.eu/education/lifelong-learning-programme/doc1208_en.htm The Erasmus Intensive Language Courses (EILC)are specialised courses in the less widely used and less taught languages organised in the countries where these languages are used as teaching languages at HEIs. The languages English, German, French and Spanish (Castilian) are not eligible for EILC.
The EILCs take place in the following countries for the eligible languages in brackets: Belgium (Dutch), Bulgaria (Bulgarian), Croatia (Croatian), Cyprus (Greek), Czech Republic (Czech), Denmark (Danish), Estonia (Estonian), Finland (Finnish and Swedish), Greece (Greek), Hungary (Hungarian), Iceland (Icelandic), Italy (Italian), Latvia (Latvian), Lithuania (Lithuanian), Malta (Maltese), the Netherlands (Dutch), Norway (Norwegian), Poland (Polish), Portugal (Portuguese), Romania (Romanian), Slovakia (Slovak), Slovenia (Slovenian), Spain (Catalan, Valencian, Basque and Galician), Sweden (Swedish), Switzerland (Italian) and Turkey (Turkish).
The EILC give Erasmus students visiting these countries for studies and placements the opportunity to study the language concerned for 2 to 6 weeks (with a minimum of 60
teaching hours in total, and at least 15 teaching hours a week) with the aim of being prepared for the Erasmus mobility period.
Application Process: Applications must be submitted by HEI bodies or other
organisations specialised in Language training at their National Agency by beginning of each year, e.g. 1st February 2013.
Comenius Link: http://ec.europa.eu/education/lifelong-learning-programme/doc84_en.htm The programme seeks to develop the knowledge and understanding among young people and educational staff of the diversity of European cultures, languages and values by supporting international co-operation between public education institutions in all Member States. It focuses on the first phase of education, from pre-school and primary to secondary schools. It helps young people acquire the basic life skills and competences necessary for their personal development, for future employment and for active citizenship. Budget: EUR 785 million

Applicants: Secondary schoolsthat are or have been involved in a Comenius School Partnershipcan apply for grants to send pupils to one or more of their Comenius partner schools. This action gives the secondary school pupils the chance to spend between 3 and 10 months in a host school and a host family abroad.

Grants are available to enable teachers and other categories of staff working in school education to take part in in-service training activities. Training activities may last between one and six weeks and must take place in a country other than the country in which the participants normally work. The training may take the form of a training course, a conference, a seminar, a placement or job-shadowing.
Who can apply: Individuals, normally through their home institution , but where no such home institution exists (in the case of former or unemployed teachers), the application may be submitted directly to the relevant National Agency.
Application deadline:16/1/2013, 30/4/2013 and 17/9/2013 (Training events must start by 30th April 2014 the latest. The main grant is for travel, subsistence and any participation fees.
Assistantships Link: http://ec.europa.eu/education/comenius/assistantships_en.htm In Assistantship programme, schools can apply to host a Comenius assistant, a future teacher of any subject and assistants to be hosted at other schools abroad. While the assistantship offers the Comenius assistant the opportunity to gain teaching experience inanother European country, the school receives additional support for activities such as:
assisting in classroom teaching, supporting pupils' group work and project-based teaching introducing or reinforcing the European dimension implementing CLIL (Content and Language Integrated Learning) by teaching a subject in a foreign language improving the pupils comprehension and expression in foreign languages, enriching the language offer at the school developing and implementing projects e. g. eTwinning, Comenius School Partnerships or Comenius Regio Partnerships working with pupils with special educational needs
Application Process. Schools submit an Application form to their National Agency for being selected as host schools by beginning of each year, e.g. 31st January2013.
Funding Scheme: Hosting schools do not receive any funding but they benefit from the services of the assistant. Only future teachers apply as individualsto their National Agency and receive a grant as assistants for min duration 13 weeks and max 45 weeks.

Partnerships - Small cooperations Organisations involved in the school education sector from different European countries can work together in various ways through the programme. Cooperation is advanced through A "mobility" is a trip abroad carried out in the
framework of a Partnership either to a partner institution or to an event organised by a European project or network (funded through the LLP or predecessor programmes). One trip by one person is counted as "one mobility".
Small Cooperation Projects Link: http://ec.europa.eu/education/comenius/doc998_en.htm Schools partnerships:enable school co-operation and class exchanges; It involves multilateral (more than 2 schools)and bilateral School Partnerships(between just two schools).
Bilateral School Partnerships A bilateral Partnership is a project between two schools in two countries, with a main focus on the practice of foreign languages. The aim is to give pupilsthe opportunity to get to know the language of their partner country and to practise their foreign language skills with pupils from the partner school. For this reason, the participating schools cannot have the same main teaching language. A bilateral partnership has to include a reciprocal class exchange, making it possible for a group of pupils from each school to visit the partner school, and vice versa, each for a minimum of 10 days. The pupilsparticipating in the exchange have to be at least 12 years old. The cooperation should not only be limited to the exchangesbut activities should cover the whole project period.
It is only applica ble to schools and the budget depends on the number of missions.
Each partner is submitting its own application at its national agency in the same manner.

Multilateral School Partnerships A multilateral Partnership has to involve a minimum of three eligible schools in three countries participating in the Lifelong Learning Programme. The participating countries are the 27 EU Member States, Norway, Liechtenstein, Iceland and Turkey. At least one of the schools in the Partnership needs to be located in an EU Member State.
Each partner is submitting its own application at its national agency in the same manner as it is the case for Grundtvig Small Partnerships/Cooperation Projects.
Multilateral School Partnerships
to work with other European organisationsand co-operate on a particular theme related to adult education (above 25 years old).

Regio partnerships Link: http://ec.europa.eu/education/comenius/doc1002_en.htm Comenius Regio Partnerships are bilateralpartnerships between local and regional school authorities with a role in school education.Each of the two local or regional authorities is obliged to involve at least one school and one other organisation from its region (e.g. youth or sport clubs, parents and pupils associations, local teacher training institutes, other learning providers, VET institutions and local employers, museums and consulting services/ advisory boards).
Comenius Regio Partnerships should help regions to improve their educational offer for young people. The main purpose of Comenius Regio is not to involve pupils or students directly but to focus on school development and the structured cooperation among the
partner regions. Pupils and students normally benefit from Comenius Regio Partnerships indirectly rather than as main participants.

The aim of the programme is to improve the quality of vocational training and to support innovation, to make vocational training more attractive and to facilitate the mobility of employees and trainees.

Mobility Actions IVT- People in Initial Vocational Training Link: http://ec.europa.eu/education/leonardo-da-vinci/doc1027_en.htm People in Initial Vocational Training("IVT") cando work-related training abroad. Participants can still be at school or college or in alternative VET schemes (apprentices). Individual participants will receive their grant within a mobility project organised by a coordinating organisation.
The action is divided into two sub-groups:
A. Mobility of apprentices
B. Mobility of persons in school-based initial vocational training
Individuals cannot directly apply for a grant to National Agencies but only legal entities as sending organisations(coordinators) to their National Agency. However, individual participants will receive their grant via the sending organisation.
Within the project, co-operation will exists between the sending institution and the host organisations, such as training institutions, VET schools or enterprises. In the case of apprentices mobility, good-quality intermediary bodies are very important to support and simplify participation of SME as sending or hosting organisation and to bridge the gap between the world of education and the world of enterprises.

Individual participantswill receive their grants within a mobility project organised by a coordinating organisation. They cannot directly applyfor a grant to National Agencies but beneficiaries through the applicant are people in the labour market (workers, selfemployed or people available for employment (including graduates from vocational education and training and higher education)Within the project, co-operation will exists between the sending institution and the host organisations, such as training institutions, VET schools or enterprises. Their respective roles and involvement in the different steps for implementation of the mobility activities have to be clearly defined, especially in case intermediary organisations are participating. Their quality can be assessed on the basis of past performance and the satisfaction of the beneficiary and participants in previous projects.Applications are submitted to the National Agency of the sending country
(country of the applicant organisation) and can only cover outgoing mobility, i.e. individual participants residing and/or enrolled and/or employed in the country of application moving to another participating country.

The Leonardo da Vinci certificate in mobility is awarded by the National Agencies on the basis of an application linked or annexed to a mobility project application introduced at the same call deadline. It will be delivered for a period of 4 years (max. until the end of the LLP in 2013). The certificate will allow a simplified grant application in the following calls.

Key Activity 1: Study Visits for VET Specialists and DecisionMakers Link: http://studyvisits.cedefop.europa.eu/ A study visitis a short-term visit of three to five days for a small group (8-15 people) of specialists and decision makers representing various groups of education and vocational training stakeholders with the purpose of examining a particular aspect of lifelong learning in another participating country.
The visits are organised locally or regionally under the coordination at the national level by the National agency and at the European level by Cedefop on behalf of the Commission. Next call for application will be launched in February 2013 for visits taking place between September 2013 and February 2014.
The programme of study visits is applicable only to individuals anddecision and policy makers and persons, who, by their professional activities, are well placed to act as multipliers of learning and innovation.
Organisers of the study visits programme are selected by the National Agency of their country. In order to implement a successful study visit, organisers need to respect several rules before, during and after the study visit which are written down in the handbook for organisers

Partnership projects fill a gap between the two major decentralised Leonardo da Vinci actions, i.e. the mobility projects and the bigger transfer of innovation projects, as they allow for cooperation in VET beyond mobility activities without, however, demanding large scale cooperation involving big budgets as in the Transfer of Innovation. Partnerships could also be used to continue to cooperate on results achieved in a previous project or be a first step towards a mobility or transfer of innovation project. However, LdV partnerships should not be used to carry out pure mobility projects or to prepare a transfer of innovation
project. Partnerships are an excellent way of enabling peer learning activities for the use of common tools as described in the Helsinki Communiqu, such as transparency, EQF, ECVET, quality assurance, excellence of skills, competences for key sectors.
More specifically, LdV partnerships are differentiated from the partnership actions in the Comenius and Grundtvig programme on the basis of the content of the activities, which have to be clearly VET and world of work related.

TOI - Transfer of Innovation The aim of Leonardo da Vinci Multilateral Projects "Transfer of Innovation" is to improve the quality and attractiveness of Vocational Education and Training (VET) in the participating countries by transferring existing innovations to new sectors either different groups or other geographical sectors in Europe through working with transnational partners. Innovation transfer projects generate synergies by exploiting existing VET innovations (no "re-inventing the wheel").
These existing innovations can be based on previous Leonardo da Vinci projects, or on any other national, European or international innovative projects, and can be transferred
into vocational training systems and organisations at national, regional, local or sector level. Therefore proposals should clearly take into account the ownership rights on the previously developed innovations (IPR).
Although a "Transfer of Innovation" project is about identifying existing solutions to a given problem, their adaptation to other environments may need some development work. However, proposals for a transfer of innovation should plan only little time for development but largely sufficient time for adaptation, testing, fine-tuning and integration.

Jean Monnet multilateral research groupsmust involve a partnership between at least three Jean Monnet Chairs from at least three different higher education institutions in three different countries. Multilateral research groups may involve, as partners, associations that bring together professors and researchers specialising in European integration studies.
Multilateral research groups must lead to an integrated academic network involving joint research and the organisation of joint seminars, debates and meetings.

What is after LLP? Link: http://ec.europa.eu/education/erasmus-for-all/ For the programming period 2014-2020, LLP will be substituted by Erasmus for All programme with some increased funding also and with emphasis on mobilities.
The main aim remains the same namely to to improve people's skills and ultimately their employability as well as to support the modernisation of education and training systems.Erasmus for All would replace seven existing programmes with one: it brings together the existing Lifelong Learning Programme (Erasmus, Leonardo da Vinci, Comenius and Grundtvig), Youth in Action, and five international cooperation programmes (Erasmus Mundus, Tempus, Alfa, Edulink and the programme for cooperation with industrialised countries).
The main actions of the existing programmes will continue (i.e. learning mobility, cooperation projects and support for policy reform), but activities will be strengthened where the systemic impact is strongest and where there is a clear EU added value. There are also a number of new innovative proposals, such as the Erasmus Master's degree student loan guarantee scheme, the knowledge alliances and the sector skills alliances. A single programme will result in simpler application rules and procedures, as well as avoiding fragmentation and duplication.
