March Meeting Minutes
The meeting was called to order by President Sandra LaPorte at 9:00 am. All stood for the Pledge of Allegiance. Also present were 1st Vinny Budd and Grace Zoccali. Stephen Smith and Community Manager Ralph Graf called in; Bob Russo was excused. Administrative Assistant Elisabeth Muller was also present.

Community Manager’s Report, Ralph Graf: (read by President Sandra LaPorte)
I contacted insurance counsel for the community regarding Tanglwood North. The Key Fob Log in information has been provided with a deadline of March 31, 2022, for completion. Tanglwood North was provided the instructions on processing the log in information. TLCA will maintain control of dispensing the fobs.
I reached out to RKR Hess to secure a second proposal regarding the assessment of the spillway. This Pa engineering firm has a good deal of experience in assessing the structure working with regulatory agencies. Once the approach to repairs/ replacement is identified I will investigate any grants that may be available. We have an opportunity through the Environmental Committee to work with the Pike County Conversation District regarding a tree planting program with respect to the Briarwood Nature Trail. The committee is investigating signage that will identify the various types of wildlife that live on the Briarwood Trail. The funds for this project can be taken from the Environmental Committee Budget. I spoke with Ellen from the district to see if it would be possible to utilize an existing dock as a The Public Safety Officers have been citing members for unregistered vehicles on their property in addition to identing and citing unkept properties. David Miller is working with the Tafton Fire Company to have TLCA personnel recertified in the use of the AED and CPR and First Aid. An email blast was sent out advising members to pick up their current vehicle stickers. The officers are coordinating with maintenance in identifying areas where road ditches need attention.
The maintenance staff has been busy maintaining equipment, plowing, repairing road signs and general maintenance. Darrell’s report is included in the Board Packet.
The Code Enforcement Officer processed 330 permits from January 2021. The permits cover variety of construction areas, garages, roofing, gutters, driveways, tree removal, porches, decks, siding, and assorted projects.

CIFs exceed what FDIC insurance will cover. I recommend we move the money to PNC from Dime Bank.
Vanguard is very difficult to deal with. I recommend we open a money market account with Fidelity and after establishing an account with them, we close the Vanguard account.
Building Codes, Mark Ossont:
The committee reviewed three permit applications this month.
Entertainment & Recreation, CaroleAnn Gagnon, Co-Chair:
We’d like to add movie nights to our events.
Robert Burns: We would need a variance of $850.00 to be approved for the PA system and movie projector.

Environmental Committee, Vinny Budd, Chair:
We would like to add Nina Morton as a member of our committee.
Motion by: Bill Vaccaro Second by: Sandee LaPorte To approve the addition of Nina Morton as a member of the Environmental Committee. The motion passed unanimously.
Nominating Committee, Bill Vaccaro, Chair:
The committee met twice with the Legal Committee. We would like to allow for a longer timeframe for mailing ballots. This would require a bylaw change. We want to simplify the election process.
Rick Gaines, Chair, Legal Committee:
A candidate must be a member in good standing two years until the date he or she takes office. There’s no need for a candidate to serve on a committee. Robert Burns: Electronic ballots might be easier.
Community Manager Ralph Graf: Security could be an issue.
President Sandra LaPorte: Perhaps we should make a motion to present revisions to the membership regarding the election process.
Motion by: Vinny Budd Second by: Stephen Smith To present the present revisions of the election process to TLCA membership. The motion passed unanimously.
Vinny Budd: It has come to the attention of the Environmental Committee that there is a feral cat problem in TLCA.
Motion by: Vinny Budd Second by: Grace Zoccali To decline the use of catch, neuter and release program to address the feral cat problem The motion passed unanimously.
Public Works, Mark Ossont:
The electric panel at Maintenance needs to be replaced. We need a new generator and heaters. These items will come in under the $2000.00 budget.
A variance request of $10,000.00 for a generator at the maintenance complex was given to the Budget and Finance Committee, who approved it.
Motion by: Vinny Budd Second by: Grace Zoccali To approve the purchase of a generator, not to exceed $10,000.00. The motion passed unanimously.
Motion by: Mark Ossont Second by: Bill Vaccaro To approve Keystone as the supplier of propane for the furnace at the maintenance complex. The motion passed unanimously. Motion by: Mark Ossont Second by: Vinny Budd To approve that RKR Hess will examine the dam and spillway on Lake Tanglwood. The motion passed unanimously.
Sandra LaPorte: It appears that Aqua PA and PPL are pointing fingers at one another. Motion by: Grace Zoccali Second by: Bill Vaccaro To adjourn the meeting at 10:15 am. The motion passed unanimously.
