September Board Meeting Minutes
The meeting was called to order by President Jim Clark at 9:00 am. All stand for The Pledge of Allegiance. Board members present: Mark Ossont, Elmer Hertz, Ron Triani, Rosemary Kucharski, Sandra LaPorte, Brian Faller, Bob Russo and Grace Zoccali. Community Manager Ralph Graf is also present as well as Administrative Assistant Elisabeth Muller.
Motion by: Elmer Hertz - Second by: Mark Ossont To approve the minutes of August 15, 2020. The motion passes unanimously.

Spending for Operations in August was $69,523, below the projected spending of $76,038. Large expenditures in August were $1,688 for new tires, oil change and inspection for the garbage truck, $2,356 Dock maintenance (TJ Edwards), $4,175 for Safety Uniforms (originally ordered in late 2019, delayed by epidemic), $2,073 for new website and mail charges for 2 editions of the newspaper), $1,275 Beach - Geese Police (1 month) Reserve Spending: $8,679 Dredging Bid/Specs (Lake sediment removal project) New Capital spending: $1.622 Forebay New Capital Income: $13,805 CIF Fees
Tanglwood Lakes is in good financial shape. Homes are selling and we have collected many Capitol Improvement Fees.

Manager’s Report, Ralph Graf: Community Manager’s Report to Board of Directors - September 19, 2020
The road paving is nearing completion with additional work on crossover pipes. The paving came in under budget and was completed at an ideal time of the year.
I contracted with the Geese Police for one additional week to cover the Labor Day Weekend. The indications are that the program was successful at a cost of $300.00 per week.
I reached out to Robin Wildermuth regarding the Gypsy Moth Survey. We have seen activity in trees in the community. The survey is important as it will not only identify if spraying is necessary, it will identify areas with heavy egg masses. There is an allocation of $40,000.00 in the budget should spraying be necessary.
We are in the process of having a wet land delineation performed on the former Lytle Property. The cost for the delineation is $2,800.00. This cost does not include a survey that will be required. The cost factors for removal of sediment for the initial phase is approximately $160,000.00 as an estimate from our Lake Manager. We will not have the actual cost until bid packets are reviewed as the cost will be driven by the unit cost per cubic yard. The use of the Lytle property is critical as a separate component of removal is transportation of the sediment.
We should be able to complete the Fore Bay shortly and under budget.
We have the new Covenants, By laws and Rules & Regulations Booklets at the Chalet. The reproduction was approved by the Board at a cost of $3877.43.
We purchased the Board-approved Clorox 360 machine at a cost of approximately $4,800.00. The staff has used the machine on amenity buildings. The machine is commercial grade and sprays a mist.
The newly purchased Leaf Vac is in operation and staff is using it on ditches where the leaves have impacted water flow. I have Locklins propane pricing for the coming season and will be passing the information on to the membership.
I spoke to several Directors regarding the elimination of lifeguards at the beach. I spoke with the insurance carrier and the agent informed me that would not impact premium. We would need to post that no lifeguards are on duty, rope off the swim area and have the beach hours posted. It has been extremely difficult to hire and keep lifeguards interested in working. We are not alone as other communities are having the same issue.
I have contacted M.E Soden to address the ditch line at the rear of the Pine Crest Boat Storage Property. In addition, Soden will be cleaning out the Catch Basin on Indian Drive.
The Board needs to decide on the approach to the Semi-Annual Meeting. A mass mailing to the membership has been suggested providing members the opportunity to ask questions one week prior to the meeting. We investigated the use of the Country Club, renting a tent The Pocono Lake Front Project continues to move forward. The township held a Conditional Use Hearing on the project. I attended the hearing and wanted specifics on the buffer, the treatment plant and the various points of access. I can discuss this matter in greater detail at the meeting.
We have received 493 yes votes on making the Covenants permanent. We need a total of 560 yes votes.

Camari Gaines, Arbitration Committee:
We have heard only one case.
Ron Triani, Budget and Finance Committee:
- We have $20,000.00 allocated for lifeguards. The decision whether to use lifeguards next year must be made by the Board. - We are in the process of exploring a Code Enforcement Office and part-time Public Safety Officer. We are also looking into speed enforcement.
Rick Gaines, Bylaws and Legal Committee:
- The voting on the protective covenants will hopefully be completed by the year’s end. Only 66 affirmative votes are needed. - Big expenses do not include things like lifeguards but roads and the maintenance of the roads are very costly.
Rosemary Kucharski, Entertainment Committee: No report.
Jerry O’Connor, Environmental Committee:
- Delighted to hear the fore-bay will be completed soon. There are 2 issues: - We usually experience a bloom in Lake Tanglwood in late summer, but it did not happen this year. - We did experience ‘compounding’ this year – the silt in the lake moved to the center of the lake and created a silt bar, impacting some homeowners this year.
Rosemary Kucharski, Human Resources: No report.
Rosemary Kucharski, Nominating committee:
- We have four people running for four positions on the Board. Whomever receives the least amount of votes will get a one-year term; the others will get three-year terms.
Sandra LaPorte, Public Safety:
- There continues to be an issue with speeding. We are looking into placing speed humps on Cloud Crest Drive and / or the use of radar. - Unsightly properties will be more forcefully addressed. - A code enforcement officer will oversee winter storage permits. - We continue to explore the idea of towing vehicles that lack proper TLCA ID.
Mark Ossont, Public Works:
- The maintenance team has been doing an outstanding job. - The leaf vac has been very helpful in cleaning out ditches and culverts. - We are thinking about purchasing two new salt spreaders next year as the ones we have are sixteen years old. - We are in good shape with salt and cinders for the upcoming winter. - Two culverts have been replaced – one on Evergreen and one on Mink. - Possibility of buying an additional maintenance shed to house equipment. - The marina sub-committee has come up with some good ideas.
Tina Budd, Communications and Marketing:
- The new website is up and running, with 160 members verified. - The member directory will be on the website. - We’d like more input from committees for the Newsletter as it only comes out every other month. - We’d like to conduct another community survey, perhaps in late spring or early summer.
Judy Hildebrandt, TEAM:
- We have been using plantings rather than potted plants. This saves money. - We’d like to decorate inside the common buildings. - We may need some help placing lights on the trees outside for the holidays.
Joann DeDominicis, Welcome Committee:
- No coffee meetings since October of 2019. - We hope to meet with new residents soon. Motion by: Sandra LaPorte - Second by: Elmer Hertz To adjourn the meeting at 10:38 am. The motion passes unanimously.
