In 2008, Thai GDP was at 2.6% which was a sharp decrease from that in 2007 while inflation in the 4th quarter dropped to 2.1% as a result of a decrease in the price of oil and consumer goods. The yearly average of inflation was at 5.5%. The overall economic condition was still stable.

Bank deposit interest continued to decrease while inflation also dropped at a faster rate. The situation caused real interest rate to become positive and to increase. The slowdown in bank lending and an increase in deposit caused a recurrence of liquidity surplus. The value of Thai Baht continued to decrease against US dollar. Non-performing loans led to a widespread financial crisis and domestic political unrest have affected the confidence of investors.

During October to December 2008, the country saw the budget and cash deficit of as high as 129,003 million Baht and 208,134 million Baht respectively. During a period between October to December 2008, the governmentûs revenue collection was much below the target and thus caused an insufficiency of fund to cover the expenses. As of the end of November 2008, the total of accrued public debt increased by 37% of GDP. Most of the increase was attributed by the debts of state enterprises that are not financial institutions.

Key factors attributed to Thai economy in 2008 include: (1) Global economic crisis has affected the expenses, investment return and the volume of international trade. The value and volume of Thailand exports dropped sharply. Private and public investment contracted while household consumption decelerated. The situation caused a slowdown in industrial productivity, transportation, construction and service sector including tourism in the 4th quarter.
