Letter from our Chair Dear Friends,

My two years as Chair of the Jewish Endowment Foundation have been interesting, often exciting, and at times challenging. Best for me, has been working together with great staff and lay leaders as we’ve challenged one another and our friends to invest in the future of our community. And this they did! Individuals, agencies and synagogues all joined forces for our collective future. We’ve reached new levels of legacy giving and broadened our base of support. Our goals were met through the generosity of the very special people who live in Western Massachusetts.

As I conclude my tenure as Chair, I want to thank each donor, each volunteer and each agency, all of whom have worked tirelessly to encourage the development of our endowment through bequests, annuities or lifetime gifts. With the gyrations of the stock market and the realities in the world of today, our JEF has remained steadfast in capital preservation while ensuring continued income for our beneficiary agencies and our community programs. I extend a special thanks to Ed Kline for his diligence and expertise as Chair of the Investment Committee. Ed is stepping down as Chair after more than 10 years of service in this role. We all look forward to continued growth of our investments under the chairmanship of Steve Korn.

Through our Create a Jewish Legacy (CJL) program, supported

by the Jewish Endowment Foundation of the Federation and the Harold Grinspoon Foundation, we have secured over 650 individual legacy commitments for the Federation and other organizations which should eventually generate $15 million for our Jewish community. This is an incredible accomplishment in which we can all share. It was a pleasure to celebrate our success at our 2010 summer event at Jacob’s Pillow honoring all CJL donors. CJL builds upon the principles of the Perpetual Annual Campaign Endowment / Lion of Judah Endowment (PACE/LOJE) and Generation to Generation Societies, national and local recognition societies which encourage community members to endow their Federation Annual Campaign gifts – broadening it to include legacy giving to other local

Jewish organizations. I would like to recognize Ruth Weiss who helped pioneer these local and national societies. In addition, I want to thank Susan Weiss Firestone, PACE/ LOJE Committee Chair, under whose leadership 58 new commitments to perpetuate Federation Annual Campaign gifts have been received.

I hope you have had a chance to visit our new website www. jefwesternmass.org which includes current information on economic and tax saving issues, and our Book of Life featuring an ever growing list of community members. The site features our new logo and tag line, “Invest In What You Believe In,” reflecting our practical role investing the monies entrusted with us and our philosophical role investing in the Jewish communtiy.

I’d like to take a moment to remember two members of our community and Board, Maury Katz, a lifetime Jewish Endowment Foundation Board member, and Ruth Webber who was an active member of our current Board and Springfield Council of Jewish Women Scholarship Committee. Both have left a lasting impact on our community and have played important roles in creating a solid foundation for our future. For both of these individuals, support for community was a meaningful part of their lives and we are all enriched by their commitment. We are terribly saddened by their deaths and hope that their example will be an inspiration to us all.

Along with Scott Kaplan, Endowment Director, I look forward to a vibrant future for our western Massachusetts Jewish community. I know our community will stand with and support Ronda Parish as the new Chair of the Jewish Endowment Foundation. Betsy Gaberman Chairperson


Maurice N. KatzX1921-2011

Maury was a lifetime Board Member of JEF; a member of the Create a Jewish Legacy, Generation to Generation and Star of David Societies. A strong supporter of Federation, Maury established funds to perpetuate both his and his wife’s (Lynn, of blessed memory) gifts to its Annual Campaign.

INVEST IN WHAT YOU BELIEVE IN Since it was established in 1972, the Jewish Endowment Foundation has been working with and for the local Jewish community. As professionals, we’ve worked with our local agencies, day schools and synagogues to provide ongoing support, and, through grants from our Unrestricted and Field of Interest Funds, to help initiate new programs and address emergency needs.

We’ve worked with donors to set up funds that will meet both their short and long term philanthropic goals. We’ve helped them secure a stream of income through Charitable Gift Annuities and Charitable Remainder Trusts that provide regular payments to them now, as well as provide a gift to benefit the Jewish community locally and worldwide down the road.

Under the oversight of a volunteer Investment Committee, our portfolio has performed as well or better than much larger endowments. We take a conservative approach to investing. After all it’s not our money – it belongs to the community that has trusted us for close to 40 years to invest it wisely so as to ensure the future of our community.

As members of the community, our goals, values and beliefs are the same as yours. We believe in growing a strong foundation for our future and invest accordingly.

Ruth was an active member of JEF’s current Board as well as a member and Past-Chair of the SCJW Scholarship Committee. In November 2011 she was presented with the Kipnis-Wilson/Friedland Award at the International Lion of Judah conference. A member of the Generation to Generation and Star of David Societies, Ruth established funds to perpetuate her and her husband’s (Ralph, of blessed memory) Annual Campaign gifts to the Federation.

Perpetuating Your ANNUAL CAMPAIGN Gift The Annual Campaign remains the cornerstone of our Federation’s fundraising efforts to provide the majority of the funds required to serve the needs of Jews in Western Masschusetts and around the world. Endowing an annual campaign gift leaves a permanent legacy to support Jewish life reaching out to present and future generations of our local, national and global Jewish family.

Perpetual Annual Campaign Endowment (PACE) A PACE is a fund that endows an annual campaign gift in the name of a donor to his or her local Federation. A PACE fund can be created either during a lifetime or through a distribution from an estate or other planned gift. A PACE Fund distributes a set percentage of the fund’s market value each year (according the spending policy of the Foundation) after the donor’s lifetime.

Generation to Generation Society Each individual who makes a commitment of at least $100,000 to endow an annual gift of $5,000 or more to support the Jewish Federation of Western Massachusetts is recognized as a member of our local Generation to Generation Society and receives a beautiful crystal flame.

Women’s Lion of Judah Endowment (LOJE) A Lion of Judah is a woman with a minimum annual campaign gift of $5,000, who endows her annual gift with a $100,000* fund. She is recognized as a LOJE locally as well as nationally. By virtue of this generous endowment, all LOJEs are members of our local Generation to Generation Society. * Assumes a 5% spending policy

Star of David Society MEMBERS A National Recognition Society

The Star of David Society of Jewish Federations of North America is an elite national recognition program that honors outstanding philanthropists. Members may be: ● ● ●

Individuals endowing a minimum annual campaign gift of $10,000 with a PACE or LOJE of $200,000. Couples who establish two PACE funds at a minimum of $100,000 each. Individuals who create any permanent endowment of $500,000 for any purpose.

Thank you to all who have committed to Create a Jewish Legacy to benefit our Jewish community since June 2008. As of July 31, the following have pledged support to ensure that the organizations they love will survive and thrive long into the future. Create a Jewish Legacy of Western Massachusetts was launched by the Jewish Endowment Foundation and the Harold Grinspoon Foundation in June 2008 as a simple but powerful program to help organizations secure legacy gifts. The Federations of Western Massachusetts and the Berkshires are program partners, and a grant from the Jewish Federations of North America provides administrative support.

The program began with 13 participating organizations in 2008. In 2010, six new agencies joined the program. Teams of lay and professional leaders in each organization set goals for discussing Jewish legacy intentions with prospective donors who are asked to sign a Letter of Intent. The results are impressive. Since June 2008, 641 commitments from more than 450 households with an estimated value of over $15 million have been made to strengthen our Jewish community.

INVEST WISELY AND WITH CONFIDENCE: JEF takes a conservative approach to investing, focusing first on the preservation of principal and second on growth. Donor Advised Funds Donor Advised Funds (DAF) help donors to meet their short term philanthropic goals. When someone establishes or adds to their DAF, he/she gets the full tax deduction for contributions of cash or securities held for at least one year. They can then make recommendations for grants from the fund to qualified charitable organizations. B’nai Tzedek Teen Philanthropy Program The B’nai Tzedek Teen Philanthropy program, initiated over 10 years ago in partnership with the Harold Grinspoon Foundation, introduced teens to Jewish philanthropy by establishing mini donor advised funds from which they could make an annual recommendation to a Jewish charity.

From inception through March 31, 2009, 690 B’nai Tzedek Funds were created. The combined balance of these funds as of July 31, 2011 was $466,601.

A total of $12,136 was granted to Jewish organizations during the 2010 and 2011 fiscal years.

Overall, this program has generated 2,219 grants totaling $65,855 to Jewish organizations since it began in 1997.


Restricted Funds Restricted Funds can be funds dedicated to a special purpose or designated to a particular organization, agency, or synagogue. Whether someone wishes to support the Federation’s Annual Campaign, provide scholarships for students attending Jewish day schools, or make funds available for individuals wishing to travel to Israel – they can create a restricted fund that can be personalized with the donor’s specific goals in mind.
