As Indians, we take immense pride in the accomplishments of our space scientists, particularly in the success of Chandrayaan-3. Prime Minister Shri Narendra Modi ji has rightfully acknowledged this achievement by designating August 23 as National Space Day in India. As we celebrate these milestones, we encourage our scouts and guides to foster an interest in the eld of Science, potentially even pursuing careers as scientists while continuing their dedicated servicetothenation.

Congratulations to all the participants and leaders of TheBharatScouts andGuides whoproudlyrepresented India at the recently concluded World Scout Jamboree in South Korea. Being a part of the Scouts and Guides movement offers a remarkable opportunity for young individuals to engage at the international level. On September 8th, World Literacy Day serves as a signicant reminder of the essential nature of literacy, not only as a matter of personal dignity but also as a fundamental human right. Additionally, this day emphasizes one of the Sustainable Development Goals (SDGs), highlighting the pivotal role literacy plays in establishing the groundwork for societies that are both sustainable and peaceful. Scouts and Guides have a vital role to play in aiding communities where literacy is a challenge. Contributing by donating old books to community libraries can signicantly impact those who struggle with reading and writing, promoting education andempowerment.

The successful touchdown of Chandrayaan-3 on the lunar surface underscores humanity's ability to overcome challenges, demonstrating that the boundaries of achievement are boundless. Our adept utilization of articial intelligence to control the rover 'Pragyaan' is a testament to our progress. Our Indian scientists deserve our pride and admiration.

A delegation from the Bharat Scouts and Guides attended the 38th World Conference convened in Cyprus. The delegation engaged actively in advocating for the candidacy of Ms. Anar Patel for the World Board. Additionally, they presented and addressed inquiries regarding the proposed motions put forth by the BSG. The BSG is set to host the inaugural World Guide Jamboree and aims to assemble a diverse array of members to contribute to the various sub-committees. A notable accolade was bestowed upon the Kadiyali Open Group from Karnataka state, as they received the esteemed Olave Award in recognition of their exceptional community service. I am delighted to declare that preparations are underway for The First World Guide Jamboree scheduled for 2025, and it is incumbent upon us all to muster oureffortsinensuringitssuccessfulorganization.

A substantial representation of our scouts and guides, led by dedicated leaders, showcased India's presence at the recent World Jamboree in South Korea. The meticulous organization's efforts to relocate numerous participants to secure locations amidst an unprecedented natural disaster exemplify their dedication, ensuring safety and happiness. I extend my congratulations to our Scouts and Guides for their impressive resilience and discipline on an international stage,yingourIndianagwithhonor.

The upcoming celebration of the 68th Pachmarhi Day on September 10th, The National Training Centre holds signicance, established in 1956 the center has been pivotal in imparting diverse training to scout and guide members, equipping them with skills from the grassroots level upwards. I encourage all trainers to acquaint our youth with the splendor of Pachmarhi and lead the scouts and guides on an enriching journey.

The spirit of Scouts, Guides, Rovers, and Rangers should persevere in their activities under the banner of Messengers of Peace, as the pursuit of peace stands as our ultimate objective. Let us commemorate the International Day of Peace on September 21st, aligning with the theme 'Actions for Peace: Our Ambition for the #Global Goals.' This theme reminds us of the power that lies within our individual and collective actions to foster global harmony. I anticipate each member of our movement to channel their efforts towards advancing worldwide peace.

I take pride to declare that our members, proudly representing India at the World Scout Jamboree held in South Korea, have truly showcased their discipline on the international stage. Gratitude extends to all states and the parents of these dedicated scouts and guides for their encouragement towards participation in such signicant and historic events. Our aspiration is to offer abundant opportunities to the youth to take part in international gatherings, fostering the development of self-condence, leadership skills and effective communication.

Nature inherently maintains global temperatures within a range conducive to our well-being. Unfortunately, human activities are currently contributing to a global temperature increase of approximately 1 1 degrees Celsius. Though the gure might appear modest, its repercussions are beyond imagination. The National Headquarters of the Bharat Scouts and Guides in partnershipwithUNICEFrecentlyconcludedaseven-day workshop aimed at curating a module of comprehensive set of activities, coupled with a document focusing on Climate Change. This workshop has outlined an array of activities that can be embraced by individuals to addressthechallengesofClimateChange.

A group from the Bharat Scouts and Guides went to the 38th World Conference held in Cyprus. They actively supported Ms. Anar Patel's candidacy for the World Board. They also talked about and answered questions about the ideas BSG proposed. The BSG is going to organize the very rst World Guide Jamboree and wants a diverse group of members to help with different parts of the planning. The Kadiyali Open Group from Karnataka state received a special award, the Olave Award, for their great community work. I'm happy to tell you that we're getting ready for The First World Guide Jamboree in 2025, and we all need to work together to make it a success.

INTERNATIONAL EVENT

38TH WORLD CONFERENCE

The 38th World Conference, held in Cyprus from July 25th to 31st, 2023, was attended by a 7-member delegation from the Bharat Scouts and Guides. The Indian team, consisting of Ms. Darshana Pawaskar, Ms. Anar Patel, Ms. Mamta Moraes, Ms. Maneesha Goel, Ms. Geetika Kharola, Ms. Swapnil, and Ms. Sharmin Bano, embarked on their journey from Mumbai airport on July 23rd, 2023. The conference was themed "Dream,Act,Lead,thefutureisyours!" On July 25th, the Young Women in Governance event took place, with Ms. Sharmin and Ms. Swapnil representing India as young women observers. The event included icebreaker sessions, skills-based activities, and a simulated conference,

engaging participants in voting and motions. Ms. Swapnil was chosen as the Chair for the conference simulation.

The ofcial conference began on July 26th with registrations, orientation, and voting practice for the head delegates. The opening ceremony, attended by 104 countries, featured ag hoisting, captivating performancesbytheGirlGuidesofCyprus,andMs.SwapnilcarryingIndia'sag.

The second day featured a message from Her Royal Highness Princess Benedikte of Denmark emphasizing the importance of dreaming, acting, and leading for the future. The National Scout and Guide Association of Croatia was welcomed as a full WAGGGS member. Guest speaker Ms. Annita Demetrio discussed the role of women's voluntary movements in empowerment. Procedural motions were passed,

and the World Board shared updates on the previous triennium and the strategy for 2024-2029. Election candidates presented their dreams for WAGGGS. The day concluded with the International Market showcasingculturesandcuisines.

The following day focused on networking, workshops, and interactions with election candidates. Stories from World Centers were shared, regional updates were discussed, and global opportunities within WAGGGS were highlighted. The conference's 29th July marked the selection of 6 new world board members and bid presentations from Ghana, Cambodia, and Tunisia. Votingfortheworldboardmemberstookplace,followedbythelivelyCyprusnightevent.

Global round tables, workshops, and networking sessions characterized the next day. Delegates participated in diverse sessions to maximize learning. The conference's nal day saw the announcement of the new World Board Chair and Vice-chairs, voting on proposed motions, and the selection of Cambodia as the next conference's host. BSG's motions were passed with amendments. Awards were distributed, including recognition of BSG's century of guiding and the Olave award to Kadiyali Open unitforitscommunityserviceMs.Sharmin'sreceivedtheaward.

The conference showcased active participation from delegates, including campaigning for Ms. Anar Patel's candidacy, presenting BSG's motions, and contributions in various activities. Delegates engaged in discussions, networking, and round tables. Notable instances included the proposed motions were carried, Ms. Sharmin's advocacy journey, Ms. Swapnil's morning reection and a beach

clean-up by the Advocacy Champions. The delegationwashonoredwithahighteahostedbythe Indian High Commission Mrs. Madhumita Hazarika Bhagat, in Cyprus. The team expressed pride and humility in representing their organization at the conference.

25THWORLDSCOUTJAMBOREE

The 25th World Scout Jamboree took place from 1st to 12th August 2023, in SaeManGeum, Jeollabuk-do, Republic of Korea under the Theme “Draw your Dream”. The 25th World Scout Jamboree enabled young people to realise their dreams, made friendships with people from different cultures, and in a safe, inclusive and sustainable programme. The Programme was designed around several core elements: Scouting for Life, Smart & Scientic, Safe &

Secure,Sustainability,andACT:Adventure,Culture,andTradition.

The opening ceremony held at 8 p.m. on 02nd August 2023 consisted of an oath, welcome and opening speeches, performances by a Scout orchestra and British survival expert and World Scout Ambassador Bear Grylls, a light show featuring 500 with drones. 25th WSJ was inaugurated by the President of RepublicofKoreaMr.YoonSukYeolandheblessed.

343 participants from India took active part in the 25th WSJ. All the Scouts were divided 08 Units and were allotted in 08 out of 18 Sub Camps in 02 Hubs – Goryeo and Joseon. Whole Jamboree into was divided into 04 Hubs and 18 Sub Camps with Jamboree Delta where Food House, Ban Ki Moon – SDGs Village, Souvenir Shop, Convenience Facilities, World Scout Participant Delegation, Korea PR Centre, and many more. The Indian Contingent was divided into 08 Units with unique character and reection of nation – Falcon, Rani Ahilyabai Holkar, United Lions, Gods Own Country, Sur Sargam, Karavali Tigers, Kohinoor and Sandalwood etc. under the active and passionate leadership of the Head of the Contingent Mr. Madhusudan Avala, Additional International Commissioner of Scouts, BSG-India. A team of 14 CMT assisted the HOC to achieve the set goal. 41 IST, from India also contributed to the Jamboree makingagreatsuccess.

Hon’ble Chief Commissioner of BSG-India, Dr. K. K. Khandelwal, IAS (Retd.) along with the ofce bearers ofBSGvisitedtheJamboreeandwitnessedthegrandopeningoftheJamboree.

Mr. Nishi Kant Singh, Deputy Chief of Mission, EMBASSY OF INDIA SEOUL visited the Jamboree on 3rd August, 2023 and encouraged the spirit of Indian participants. In the presence of Chief National Commissioner of BSG-India, Dr. K. K. Kahndelwal, IAS (Retd.), Mr. Manish Kumar Mehta, National CommissionerofScouts,Mr.ALokGoal,NationalTreasurerandtheDirectorBSG,Dr.R.K.Kaushik.

The Indian participants were most popular among the neighbouring countries and making friends. DuringtheCulturalDaytheFlagofournationour high by the action of our participants. Maximum Scouts in each sub camp visited Indian Tent and enjoyed the culture and ethnicity of India and praisedlots.

There was huge demand of Indian mehendi (henna) by Scouts of 25th WSJ in Indian Delegate Tent as well as in each sub camp. Scouts from various NSOs visited Indian Tent and enjoyed Mehendi. Sometimes they tried themselves to decoratewithMehendi.

Though the Jamboree was a tuff time for young people but the Scouts from India enjoyed lots till shifted to relocated venue on 08th August 2023. On 09th and 10th everyone enjoyed the culture and ethnicity of Korea one or other way by visiting museum, temple, park, fall etc. All the

participants highly appreciated the honest and heart touching friendship of Korean Citizen everywhere.

The ever memorable closing ceremony was held in the historic Seoul World Cup Stadium on 11th August 2023 in the evening. The South Korean Prime Minister, Han Duck-Soo, expressed regret for what had happened. “I am sorry that scout members suffered from unprecedented heat waves and typhoons caused by climate change,” he said. The closing ceremony, which included the handover of the scout ag to Poland as the next hosts, was followed by a glitzy concert, with some of the biggest K-pop acts, including NewJeans, Ive, NCT Dream, Itzy, and Mamamoo entertaining the 43,000-strong audience. As scouts entered the stadium, they were given

goodie bags containing light sticks, character merchandise and photo cards of the K-pop group BTS, who were not scheduled to perform because several of its members were taking part in mandatory military service.

The National Headquarters of BSG, India expressed sincere thanks to each one of the participants, Unit Leaders, ISTS, CMTS and the states for the cooperation and support to make our organization globally visible.

The World Sunrise and World Scout Scarf Day were celebrated on 1st August 2023, in Holy Cross Institute, Quepem, Goa with the following activities. The day started with singing of the scouts and Guides prayer song. Students spoke on some of the vital topics like History of scouting, Importance of scouting and guiding, History of scout scarf Day, Gender equality and Uses of scarf during the assembly. MESSENGER OF PEACE WORKSHOP

MOP - Messenger of Peace - is a agship initiative of World Scouting that inspires Scouts around the world to act in their communities by contributing to peace and sustainable development. Started in 2007, since 2010, P e a c e A m b a s s a d o r s h a v e i n v o l v e d a p p r o x i m a t e l y 1 7 2 N a t i o n a l S c o u t Organizations and encouraged more than 16 millionprojectsandactions.

The MESSENGER OF PEACE workshop was organized by ATAL ACADEMY & IDEA LAB at Deenbandhu Chhotu Ram University from 27 to 30 July 2023. 37 participants from Haryana state participated.

The workshop was inaugurated on 28th of July. After registration, everyone was gathered in the conference hall where the chief guest of the program Shri Gourav Raj Purohit, IPS EAST Sonipat accompanied by Dr. Ramesh Garg, Director ATAL LAB DCRUST, LOC Shri Bablu Goswami, I/c Assistant Director Eastern Region, Shri L.S. Verma, STC,(Haryana), Shri Sumit Gahletia, MOP State Coordinator. Mr. Shivam of Haryana inaugurated the program by lighting the lampfollowedbyscoutprayer.

Dr. Ramesh Garg explained in detail about Atal Lab and explained how the LAB is related to our campaign. During the workshop Leader of the Course shared information and knowledge about the purpose of the MOP . Workshop's Chief Guest Sri Gourav Raj Purohit informed the participants how these two complement each other by adjusting the purpose of the program and the benets of ATAL LAB in the society. He helped the participants to contribute more and more to the socialwelfare.

The third day was started by RITIK SHARM from Delhi who is a MODERATOR of mop, cleared the doubts of the participants to enable their work in future free from any difculty in uploading the project. 155th Reorientation Course for Trainers (Scout wing) was conducted at the Dr M G R State Training Centre of Tamilnadu Alathur, Chengalpet district at the request of Tamilnadu State Association. Thirty-six trainers who included one octogenarian and one non-octogenarian from different districtassociationsparticipated.

Under the Amrit Bharat Station Scheme by the Hon'ble Prime Minister, Government of India, North Eastern Railway has redeveloped 12 railway stations Banaras, Varanasi City, Azamgarh, Ballia, Deoria Sadar, Basti, Badshahnagar, Aishbagh, Sitapur, Kasganj, Lajkua and Farrukhabad. In this foundation stone laying program for the redevelopment of the said stations, 300 Scouts and Guides performed street plays, patriotic dances, songs and group songs as part of the cultural program of North Eastern Railway State, The Bharat Scouts and Guides at different districts like Izzatnagar, Lucknow, Gorakhpur, Varanasi and B.L.W on 6th August 2023.

Three Basic Training Courses for Scout Masters and three for Guide Captains were conducted at Govt.(CoE.) High School, Kutura, Sundargarh Odisha State from 05th to 11th August, 2023 in which 54 Scout Masters and 49 Guide Captains of participants from different districts participated. The Valedictory Function was blessed by Dr. Kali Prasad Mishra, National Vice President & State Chief Commissioner,OSBSGinthepresenceofalltheState&Districtofcials.

Two Basic Training Courses for Scout Masters and two for Guide Captains were conducted at Sanskrit University, Sadhasibha Campus, Puri from from 26th July to 1st August, 2023 in which 35 Scout Masters and75GuideCaptainsfromvariousdistrictsparticipated.

TAMILANDU

Maharishi District of Tamilnadu State conducted Tritiya Sopan Testing Camp from 3rd to 5th August 2023 at Sri Krishnaswamy International CBSE School Sivakasi. 122 participants including 54 Scouts, 52 Guides, 22 Cubs-Bulbuls, 12 Scouters-Guiders of Maharishi Vidya Mandir Senior Secondary School Tenkasi, Linga Global CBSE School Srivilliupathur & Sri Krishnaswamy International CBSE School Sivakasi participated.Mr.D.Poornachandran,LT(C)welcomedthegathering.

SOUTHCENTRALRAILWAY

Sri P . Kishore Babu, IRPS, Principal Chief Personal Ofcer was installed as the State Chief Commissioner of South Central Railway during the State Executive Committee Meeting held at Rail Nilayam, Secunderabad on 10th August, 2023.

Odisha State Bharat Scouts and Guides organized Basic Training Courses for Scout Masters and Guide Captains at State Headquarter premises in Bhubaneswar, from 20th to 26th July, 2023 in which 58 Scout Masters & 53 Guide Captains participated from different districts. Various subjects under adult training were discussed such as Programme Planning & Troop/Company Meeting, Scout Investiture ceremony, Prociency Badge Log Book & Knowledge of Rashtrapati Award etc. Shri Kali Prasad Mishra, Honorable Vice President of the Bharat Scouts and Guides and State Chief Commissioner, Odisha encouraged the participants to conduct regular troop operations and scouting guiding activities effectivelyintheirrespectivetroops.
