Political Participation for All GRASSROOTS ORGANIZATION PROMOTES HMONG VOICES IN POLITICAL DECISION-MAKING

n Sacramento, there’s a grassroots group whose members know it’s vital — and hip — to be politically engaged.

Since 2012, Hmong Innovating Politics (HIP) has worked to empower communities that have long been ignored and bring a greater diversity of voices to the table when important decisions are made. The organization is partially funded through a grant from The California Endowment’s Building Healthy Communities initiative, which supports efforts that promote community health in South Sacramento.

Supporting Youth

Rocking the vote Despite Sacramento’s large Hmong population, Cha Vang says the community often didn’t know how to participate in the political process, therefore they did not engage in the decisionmaking that directly impacted their lives. She and her peers, young professionals who worked in nonprofits, founded HIP to break those barriers down.

“A lot of times our community doesn’t vote,” she says. “We thought it was very important that our community understands how much their vote means in this system.”

Dedicated to promoting civic engagement among Hmong, Southeast Asian and other disenfranchised communities, HIP organizers host voter education forums in election years. During these forums, residents can get help registering to

Instead, it emphasizes educating community members about the political process and advocating for policies that reduce disparities that affect the community. This past June, they helped the next generation of voters rally around Measure Y, which proposed placing a tax on marijuana cultivating businesses in the city to support youth programs.

measure and saw significant increases in voter participation.

The organization also works to ensure the communities they represent are included on an advisory council for Sacramento City Unified School District’s Local Control Accountability Plan, or LCAP. The LCAP gives districts more say in how to meet the state’s educational priorities and spend funding.

“We make sure we have Hmong and SE Asian parents on the council and that their concerns are being heard at the district level,” Vang says.

On July 8, a judge handed down a ruling for SN&R in its legal battle with Mayor Kevin Johnson over access to emails. For more on the ruling, read Nick Miller’s story “Free Press Prevails” on page 8.

It’s not just a big deal for us, it’s a big deal for First Amendment rights.

Numerous media outlets reported on the ruling. The Sacramento Bee did as well, but initially failed to acknowledge SN&R, even though we were a co-respondent in the case, along with the city of Sacramento.

Rather, for nearly four days the Bee omitted our name—which, in effect, served to frame the story in a way that implied the Bee had been the primary driving force behind the investigation.

Yes, the Bee also initially requested those emails—but it also backed down when asked to do so by the mayor’s legal team. Furthermore, it declined to join us as co-respondents in the case.

For the record, we invited them to do so. For the record, this paper, aided by the generous donations of our readers, has shouldered nearly $100,000 in legal fees.

On Monday, the Bee finally acknowledged SN&R’s role, adding a cryptic editor’s note at the end: “This story has been updated with more information about the lawsuit.”

That “additional” information has long been available, so what instigated the change? Pressure from readers?

Unprofessionalism and petty rivalry?

For what it’s worth, I worked at the Bee for nine years and I still have the utmost respect for most of its newsroom staff—which only made the paper’s initial treatment of this story all the more disappointing.

The wrong fight Re “Fighting words” by Ngaio Bealum (SN&R Essay, July 7): The contention that it should be expected that opposing protest groups will “go at it” should not be the order of the day. That violence has been—and is—perpetrated by our military, gun lobbyists, the media and our entertainment industry only adds to the already revenge-hungry attitude in this country. What message is that sending to our youth? As for First Amendment rights, we must deal with the fact that everyone has the right to free speech. Sorry. Correction In “Dysfunction Junction” (SN&R News, June 30), it was reported that Regional Transit’s recent layoffs comprised mostly minorities and women, according to the Local 256 for the Amalgamated Transit Union.

SN&R did not specifically ask RT to confirm or refute the discrimination allegations made by union officials before going to print. According to RT’s incoming General Manager Henry Li, half of the affected employees were white and half belonged to minority groups.

A judge has ordered Mayor Kevin Johnson to finally release 79 of the remaining 113 emails and records.

Friday afternoon lumbered toward 5 o’clock as Sacramento Superior Court Judge Christopher Krueger patiently indulged Mayor Kevin Johnson’s attorney.

The counsel, a dapper lawyer from Los Angeles named Scott Humphreys, wanted to retreat to the judge’s chambers, to discuss in private one final time why a few dozen mayoral emails from years ago should remain hidden from the public eye.

But Krueger wasn’t having it. At one point, the judge even lifted his arms in a gesture of incredulity. And, later, flashed a smirk.

“Let me just tell you, the answer is no,” Krueger told the mayor’s counsel.

The judge then reminded Humphreys that SN&R and Johnson have had copious opportunity to debate the nature of the emails in question.

More than a year, in fact. But finally, this past Friday, Krueger ruled that Johnson and the city must make public 79 of the remaining 113 emails and records.

Ballard Spahr, the firm that represents the mayor pro bono, needs to turn them over

by July 18.

During the hearing, Humphreys was steadfast in his lobbying to keep some of the records secret. He contested that, since

Ballard Spahr had reviewed firsthand many of the emails and attachments in question, they were clearly protected from disclosure because of “attorney-client privilege”—a phrase he repeated ad nauseam.

Eventually, Krueger schooled him on the law. “Every document that an attorney has seen does not fall under attorneyclient privilege,” the judge explained— adding that this was legal fact no matter how many times Humphreys made a “talismanic recitation of those words.”

It was a memorable zing during a hearing that, after 16 months since the

original request for emails, ended with a favorable ruling for SN&R. This media company’s attorney called the judge’s order a big win for freedom of the press. “I was very pleased that the judge took the case seriously,” said Dan Laidman with Davis Wright Tremaine.

“By not taking no for an answer and putting up this fight, the News & Review [obtained] hundreds of emails that shed light on how the mayor’s office operated and used public resources, and now hopefully more important information will be disclosed as well.”

Laidman said that this was the first case he was aware of where the mayor of a city had sued a media outlet to stop the release of documents under the California Public Records Act. Jeff vonKaenel, president, majority owner and CEO of SN&R, was satisfied with the judge’s ruling. “We never thought the mayor had a case, and I always thought this was purely an intimidation lawsuit,” he said.

He described the fight for the emails as crucial. “This is an important issue, the mayor abusing city resources to work

SN&R’s legal fight with the mayor dates back to March of last year, when former contributing editor Cosmo Garvin made a CPRA request with the city clerk to acquire some of Johnson’s emails.

Specifically, Garvin had learned that the mayor was using private Gmail accounts —with address prefixes OMKJ, for Office of Mayor Kevin Johnson—in lieu of city-issued addresses. Garvin believed this allowed the mayor to circumvent public-records requests, since the city had no control over communications he and his staff made on Gmail.

Nevertheless, some OMKJ emails had ended up on city of Sacramento servers.

The city clerk provided a batch of those emails to Garvin last spring, which he reported on by comparing Johnson’s Gmail accounts to Hillary Clinton’s use of a personal server as secretary of state (see “Special delivery” by Cosmo Garvin, SN&R News; April 23, 2015).

But there were more OMKJ emails out there and, last summer, the city attorney informed Ballard Spahr that some of these remaining Gmails included what the office viewed as private discussions between Johnson and his attorneys.

That’s when the mayor sued SN&R, and his own city, on July 1 of 2015. His intent was to obtain an injunction to halt the release of approximately 160 emails and documents.

After the mayor sued, the city attorney later ballooned the number of emails and documents it deemed potentially privileged to 475.

Other local media outlets, most notably The Sacramento Bee—which also had requested some of these controversial OMKJ emails—had the option to be part of SN&R’s case. “We were originally hoping others would join, like the Bee, but they backed away,” vonKaenel explained.

So, SN&R went it alone. And now, more than a year after Garvin’s initial records request, the company will soon obtain nearly all the emails Johnson fought to hide.

Of the original 475 records withheld by the city, the judge decided on Friday that only 34 were actually privileged communications between the mayor and his legal team.

SN&R’s victory, though, came with a hefty price tag.

An unidentified black man became the fifth person in Sacramento County this year to die from a cop’s gun on Monday, after an altercation on Del Paso Boulevard in north Sacramento at about 9:30 a.m.

The July 11 shooting by two officers came amid another inflection point in the ongoing national debate about race and justice, and followed a week in which the public watched police officers kill two black fathers, and the next day witnessed a shooter ambushing Dallas police officers.

Much remained under investigation on Tuesday, a day after the shooting.

Witnesses who called police say the man was acting erratically in the area of Lochbrae Road, tossing a knife into the air while shouting obscenities. After throwing the knife for a few moments, residents of the Woodlake neighborhood say they saw the man soil himself and then brandish a handgun— though no gun was recovered, said Francine Tournour, the city’s independent public safety monitor.

“He wanted the police to come,” said Melissa Gudis, one of the residents who witnessed the shooting.

The man then left Lochbrae Road, wandering onto Del Paso Boulevard and spending some time in the SN&R lobby, where, according to witnesses, he acted strangely before heading out onto the street. There, Sacramento police officers followed him in their vehicles while using megaphones to warn residents and order his surrender.

According to witnesses, he then shouted at the officers, and threw a metal bottle at one of their vehicles. He also took a fighting stance, police say, or what Tournour described as “little karate stands.” According to police, two additional officers arrived on scene and chased the subject near the 1300 block of Del Paso Boulevard. armed with a knife, the subject turned back toward them, police say. The two officers opened fire, striking the man multiple times. He later died at a hospital.

Questions have already arisen about why police didn’t first attempt to deploy nonlethal means, like a Taser. Tournour said she is more concerned about what can be done to prevent incidents like this in the future.

“We have a community here that’s in need of social services, that’s beyond what the police are equipped to handle,” she said. “But when people need help, they call the cops.

love for BiG Brother Upending decades of comic book lore, regular people are coming to the rescue of superheroes.

Nine days after an unexplained July 3 blaze chased Big Brother comics owner Kenny Russell out of both his home and business, community support for the local institution had drummed up nearly $14,000 for the rebuilding effort.

“Community support has been insane,” Russell said Monday.

Russell estimates he lost somewhere around $70,000 worth of merchandise due to smoke damage. He says he has a small insurance policy that won’t cover all his costs.

The Sacramento Fire Department estimated approximately $400,000 in structural damage to the building itself, said spokesman Daniel Kolb. Investigators are waiting on lab tests to come back and still have a couple more people to interview, Kolb added.

Until then, the cause of the fire remains undetermined.

“It’s still an open investigation,” Kolb said. (RFH)

Backed by nearly 1,000 people, many dressed all in black, Brianna Cormier and Jamejha Hall silently marched side by side down Capitol Mall.

Escorted by the Sacramento Police Department, the group descended onto the west steps of the Capitol, hands painted red, fists held high and signs waving in the air.

The two recent Valley High School graduates put together the march, dubbed #Stand4BlackLives, following the deaths of Alton Sterling and Philando Castile, both black men, and both killed at the hands of police.

“We just wanted to come together and prove that people can march together peacefully to get our views and frustrations out across with the law,” the 18-year-old Cormier told SN&R. “Whether there was one person out here or 1,000, I just wanted somebody to be out here and stand with us.”

The march was just one in a weekend-long series of local demonstrations that continued Tuesday during the Sacramento County Board of Supervisors meeting, where demonstrators called for greater accountability at the sheriff’s department. As it has since his death, Black Lives Matter-Sacramento demanded the release of dashcam footage and additional information regarding the fatal October 2015 shooting of Adrienne Ludd following an attempted vehicle stop in Carmichael.

On July 9, more than 200 people rallied in front of Sheriff Scott Jones’ congressional campaign headquarters to also call for greater transparency.

In the days before, there were two smaller protests, one outside of the county jail and the other at the

Capitol. On Sunday, there were two more—at Arden Fair Mall and in south Sacramento.

Various organizations have been perturbed by last week’s killings of Sterling and Castile, and the perceived lack of police accountability after officers shot both men.

Sterling was selling CDs outside of Triple S, a corner store in Baton Rouge, La., when police reportedly received a call that he was pointing a gun and threatening another man outside of the store. Cellphone video footage from a witness shows two police officers, since identified as Blane Salamoni and Howie Lake II, on top of Sterling before firing into his upper torso.

Castile’s death was also recorded, not by a passerby but by his girlfriend, Diamond Reynolds.

Cellphone footage from Reynolds, who was sitting in the passenger seat, showed Officer Jeronimo Yanez pointing his gun at Castile through the driver-side window after shooting him multiple times while Castile’s 4-year-old daughter sat in the backseat. Castile died hours later in a Minnesota hospital.

Both killings prompted nationwide demonstrations, many of which had Black Lives Matter protesters being forecfully arrested by officers decked out in riot gear.

Monday’s Capitol march, however, was different.

“As soon as we planned it, the next day we heard about Philando’s killing, and we knew we had to kick it into high gear, because we need our voices heard,” the 17-year-old Hall said. “Even though it was silent, it really made a statement.

[Alton and Philando’s] voices are now silent, and we can’t let them die in vain.”

They now have one more local voice to speak for.

Hours before the march, police fatally shot a black man in north Sacramento after officers said the man charged at them with a knife. Before the Dallas sniper attack last week that killed five police officers and injured seven more, I stood outside the Sacramento County jail live-streaming community prayers and speeches in the wake of police killings of Alton Sterling and Philando Castile—two more black men whose unjust executions were caught on video.

The mood was determined, the speeches stirring. It was powerful, witnessing on that sidewalk our black neighbors’ pain, fears and frustrations.

Afterward, I was supposed to go home and write an essay tearing down the justifications people gave for protestors’ violence against the neo-Nazis outside the Capitol weeks ago. After Dallas, this is a different essay. But the message is the same: We need to stay peaceful.

That’s easier said than done in a time when graphic footage floods our social media of unarmed black men and children killed by police.

It’s hard to stay peaceful in a time when the presumptive Republican nominee for president is a virulent racist calling for the deportation of 11 million undocumented residents and strict surveillance of American mosques. A man whose rhetoric emboldens neo-Nazis to come out from under their rocks and spew their hateful words outside our state Capitol, armed with knives and begging for a fight.

It’s also easy for me to call for peace when I am not one of the oppressed, whose families are targeted and inexplicably murdered by those meant to protect them.

But the message of peace continues to ring—particularly from those suffering most. Soon after the tragic shooting in Dallas, the mother of Alton Sterling’s son spoke to CBS News. “Violence do not take care of violence,� she said, holding back tears.

The reality is that we give credibility and a platform to that which we’re fighting when we act out in violence. After the activists’ melee with neo-Nazis on the Capitol lawn, Google searches for the racists’ Traditionalist Worker Party skyrocketed, and remain higher today than before that Sunday’s violence. The racist collective also enjoyed national news coverage. Those who battled the neo-Nazis with sticks and rocks ended up helping their cause. That’s what violence gets you.

The Dallas shooter, of course, was not affiliated with any movement. Those advocating for black lives remain remarkably peaceful in the face of terrible injustice. Yet already they’re catching blame, which deflects attention from their mission to save innocent lives.

Each day, more and more people put their skills to use against an unjust, racist system. But we’re also witness to so many shootings, stabbings and hateful words. I fear we’re nearing a boiling point. Please, let’s not give into the heat.

If we do, no one wins. Ί

For the last 39 years, editors, publishers and staff of alternative news media from around the country have gathered annually to mingle, learn, drink and gossip. This year, around 200 staffers from papers similar to SN&R visited Austin, Texas.

Much was discussed: music marketing, Freedom of Information Act requests, cover design, labor law and libel law. There was the usual crop of convention sponsors promising, once again, that very soon, newspapers would start making a ton of money online. While I remain skeptical about this, I do appreciate all the free swag.

We were also reminded of the importance of what we do. We heard from Pulitzer Prize winner, esteemed journalist and historian Hank Klibanoff as well as former Texas legislator and former Democratic gubernatorial candidate Wendy Davis. Davis told us how the media played a crucial role in bringing attention to her 2013 filibuster at the Texas Legislature. According to Davis, her filibuster would have gone almost unnoticed without reporting from the nonprofit Texas Observer and social media attention. Thanks to those forces, she could hear the crowd forming throughout the building as she spoke.

And spoke. And spoke, for 13 hours.

While her filibuster only delayed the restrictive anti-abortion legislation, it did rally the pro-choice movement in Texas and around the country. Davis spoke at length about the significance of the alternative media. She told us that mainstream media questioned her ability to be a fit mother rather than staying focused on whether or not she would make a good governor. She asked why they weren’t asking the male candidates these same questions.

Klibanoff, author of The Race Beat: The Press, the Civil Rights Struggle, and the Awakening of a Nation spoke at the conference. This book, coauthored

by Gene Roberts, tells how some very brave journalists covered the civil rights

movement and the impact of Jim Crow segregation. The mostly ignored black press diligently covered the lynchings, the discrimination and the activities of civil right activists. With a few notable exceptions, the Southern mainstream press rarely covered African Americans and treated the civil rights movement as if it was a criminal activity.

Now a professor at Atlanta’s Emory University, Klibanoff oversees the Georgia Civil Rights Cold Cases Project. University students from various majors investigate unsolved and unpunished racially motivated murders from the civil rights era. The students wade through historical documents, interview participants and visit crime scenes and graveyards to put together historical narratives.

Klibanoff told us the story of a young black man, Isaiah Nixon, who in 1948 was killed in front of his six children after voting in a Democratic primary. Soon after, his family, fearing for their safety, moved away, and the exact location of Nixon’s gravesite was forgotten.

One of the suspects was acquitted, the other not charged. Nixon’s daughter, who had seen her father murdered, told the students how angry she’d been. In the process of their investigation, Klibanoff’s students discovered her father’s missing gravesite. In an emotional video presented at the conference, the daughter visited the gravesite for the first time with the student researchers. She told them how much she appreciated their efforts, and that at last, she could feel the old anger dissipating.

Stories are important. Next year, the alternative newspapers will gather again in a new city, Washington, D.C. But first, we have another 52 weeks to tell more stories. Ω Jeff vonKaenel is the president, CEO and majority owner of the News & Review.

Fire eventually burned 70,000 acres, destroyed hundreds of homes and took two human lives. The Roses were allowed to return after nine days. They were lucky. Their home, and their small herd of cows, survived the fire, but within a half-mile of the Rose property, 11 neighbors’ homes were destroyed— about a 50 percent loss rate.

“They were totally gone,” she says. “It was eerie, like a war zone. The trees were all blackened and standing like a charred cathedral, and where the houses had been, there was nothing left at all—nothing, not even pieces of metal.”

“He told me it was over the ridge, on the Amador side, and that it wasn’t coming our way,” she recalls.

By the next day, however, the plume had grown larger and closer, smearing the sky a rusty, smoky brown. That afternoon, the Roses, along with two of their three adult children, packed their belongings. Their state of uneasy nervousness grew into a frantic rush as the fire moved closer and closer.

In the morning hours before sunrise, they piled into the truck as, behind them, the flames soared 150 to 200 feet above the ground. Rose says propane tanks could be heard exploding as the inferno claimed each additional home in its path.

“I could hear the fire breathing,” she says. “It was like a dragon coming down the

In California, wildfires have been getting worse for years—larger, more frequent and more expensive to put out. In fact, 2015 ended up being one of the most destructive fire years ever.

A record-setting 10 million acres of the United States—mostly in Alaska and other western regions—went up in flames. 2016 could be even worse for the West, experts worry.

Mike Lopez, a veteran firefighter with the California Department of Forestry and Fire Protection, currently serves as president of Cal Fire’s Sacramento-based firefighters’ labor union. He says large fires used to occur most often in the summer and fall but, thanks to a warming climate and drier winters, they are increasingly burning year-round.

“We no longer have fire seasons—it’s more of a fire year now,” he said.

Lopez and many others believe climate change is driving longer droughts and warmer conditions that have pushed California into a new era of bigger, hotter fires—and today, after nearly five dry years, the West’s forests are perhaps as likely to burst into flames as they ever have been before. Tens of millions of trees, killed by the drought, are ready to burn. Decades of fire suppression practices have also contributed to the woodland fuel load, allowing understory shrubbery to build like kindling in a campfire ring.

Forest managers hope to avert disastrous fires by thinning out that fuel load—but there may not be time. Already, furnace-like conditions statewide have sparked such blazes as the deadly Erskine Fire near Bakersfield and the Trailhead Fire in Placer County. It’s likely the summer will see record heat in the months to come, and wildfire officials are facing what could very well blow into the worst fire season in state history.

“California has always been a flammable place,” said Jens Stevens, a plant ecologist at UC Davis’ John Muir Institute of the Environment. “What’s different today is there’s evidence the forests are denser than ever before. This is going to create bigger, hotter fires.”

Lopez doubts things will get better anytime soon, if ever. Already, in fact, 2016 is shaping into a record heat year—just like 2014 and 2015.

“Conditions are getting warmer as well as drier,” Lopez said. “The forecast is that this is the new normal.”

C a l i f o r n i a’ s s Ca r r e d h i s t o ry For millennia, fire has burned through the hills and mountains of the American West.

Some plants, like manzanitas, depend directly on the intense heat of fires to activate seed germination. The lodgepole pine, too, needs fire to open its pinecones. The landscape as a whole benefitted from regular fires, which cleared away dense underbrush and allowed animals to use the area. The heat of the flames

generally had little negative effect on most adult trees, protected by thick bark and internal water content.

The entrance of European Americans into California’s landscape abruptly changed the way fire plays into California’s ecology.

Beginning in the 20th century, people became extremely effective at putting fires out.

Andrew Latimer, an associate professor of fire ecology and plant biology at UC Davis, says this change in fire patterns can be seen in tree ring data, viewable in the cross sections of old mountain conifers.

“You can see the scars of fires, every six years, 10 years, 20 years,” Latimer said.

“Then, starting around the late 19th century, early 20th century, it just stops entirely.”

For almost 100 years, local and state fire officials and the U.S. Forest Service extinguished fires aggressively and efficiently, across the American West. The introduction of airplanes, fire engines, chemical deterrents and heavy machinery advanced people’s power to subdue fires, and for a time, it seemed, Americans had conquered one of the most formidable forces of nature.

But fire suppression programs backfired.

The trouble is, in the absence of fire, the woods grew thicker.

“You had all this fuel building up on the forest floor, with branches and needles dropping and just staying there and piling up,” Latimer said. “There were also many trees that would have been killed before but were able to grow up, so you had ... a forest that was much, much denser.”

Eventually, so much wood had accumulated that even advanced firefighting strategies could not subdue the force of fire anymore.

Latimer says an uptick in frequency of large blazes began in the 1980s and 1990s. The 1991 Oakland hills Tunnel Fire killed 25 people and destroyed 2,900 buildings. Twelve years later, in October 2003, the Cedar Fire consumed 273,000 acres of San Diego County, killing 16. In 2008, so much of northern California went up in flames that many wines made with grapes grown that year tasted like smoke.

Massive fires, including the Rush and the Rim fires, roared over the state in the years following.

Last October’s Valley Fire in the North Bay destroyed 1,955 structures and killed four people.

Paul Duncan lost his house in that fire. He was at home, in Hidden Valley Lake, with his family on September 12 when the fire broke out. A firefighter with Cal Fire, Duncan was called immediately to duty. Over the course of the next few hours, the fire moved explosively over the land. The 1,300 residents of Middletown were ordered to pack up and leave. Then Hidden Valley Lake, population 5,000, was evacuated. While Duncan worked the fire, his wife and their three teenage children barely escaped after rescuing a neighbor’s dog and driving away on roads that were

socked in with smoke and, in places, roaring flames.

Duncan, who now lives in a new home in the same town, says the Valley Fire burned much more rapidly than most fires do, thanks to the especially dry conditions.

“It showed behavior that none of us had seen before,” he said, describing how the fire quickly jumped from the waist tall grasses into the high branches of the trees—what firefighters call “crowning out.” This jump usually takes a few hours to occur, but with the Valley Fire, the blaze escalated into an emergency almost immediately.

Crowning fires soar hundreds of feet into the sky and generate so much heat that they can create localized thunderheads and turn living, microbe-rich soil into barren, dead dirt that remains essentially lifeless for years.

They sweep over the land as fast as a person can run, can melt metal and are almost impossible to control.

Climate change is driving longer droughts and warmer conditions that have pushed California into a new era of bigger, hotter fires.

“When a fire crowns out and starts moving, you just have to stand back and let it go, because there is nothing on this earth that can stop it,” Lopez said.

Such fires—including the Butte, Erskine, Rim and Rush fires—are especially hard to stop when the wood they are burning is dead and dry, as much of the state’s forests now are. Cal Fire and the U.S. Forest Service have estimated that the drought has killed more than 60 million trees in California alone.

Firefighter Kyle Jacobson, with the U.S. Forest Service’s Lake Tahoe Basin Management Unit, says there are places in the Sierras where virtually every tree is dead across hundreds of acres.

“In places like these where we have tons of dead and downed trees, it will be almost impossible to put fires out,” he said.

Across the West, fire crews are laboring to thin this fuel load. The simplest approach is mechanical— basically cutting down small trees and removing them from the woods.

However, mechanical thinning, which involves men and women on foot in the woods with chainsaws, can be brutally laborious and can’t be done across more than a fraction of the state’s woodlands.

“We just don’t have the manpower,” Jacobson said.

The other option for reducing fire danger is prescribed burning—basically, intentionally starting a fire during a period of cool or damp weather to reduce the risk of larger fires later. This approach involves less labor than mechanical thinning, as fire itself does the brunt of the work. It eats up the woody fuel of the forest floor, leaving the large trees unharmed.

Trouble is, prescribed burns themselves can get out of control. The Cerro Grande Fire of New Mexico began as an intentional burn set in May 2000 by the National Park Service. The blaze was intended to clear the underbrush from a small patch of woodland—about 900 acres but the burn got way out of hand. It wound up burning for two weeks, consumed 48,000 acres and destroyed hundreds of homes.

One way or another, forest managers must thin out the fuel load of the state’s woodlands.

“But we’re a long way from that,” said Steve Burns, a South Lake Tahoe fire chief with the U.S. Forest Service.

He says that with strict limits on logging and the safety issues associated with controlled burns, drought induced tree mortality is outpacing our ability to thin the forests—and it isn’t likely that forest managers will get a handle on the problem anytime soon.

“With the fuel load out there,” he said, “we’re going to be seeing these mega-fires for years.”

in the United States have been built in areas of woodland or other vegetation likely to catch fire, according to the research firm Headwaters Economics in Montana. Nationwide, 15 million homes are now at risk of burning in wildfires, U.S. Forest Service officials have estimated.

The number of homes built in the danger zone continues to grow as urban areas sprawl into woodland and wilderness. Even in the remote Sierra Nevada, communities or enclaves of

cabins make any wildfire a top priority for firefighters to extinguish.

“We used to see fires of 100,000 acres that would destroy one or two homes,” Lopez said. “Now, we might have fires that are 10,000 acres burning 100 homes.”

The Tunnel Fire in Oakland consumed a mere 1,600 acres but destroyed more homes than any other fire in California’s history—almost 3,000.

homeowners must take responsibility by clearing the brush from around their properties. Evatt has lived in Amador County for 37 years and is the president of the Foothill Conservancy, a conservation group focused on Amador and Calaveras counties. Evatt and her husband Pete Bell built their home in a wooded, fire-prone area when Evatt was just 22 years old.

“I was too young to know any better,” she said.

Today, rampant building in wilderness areas at high risk of burning—a land zone termed by officials “the wildland-urban interface,” or WUI, pronounced “whoo-ee”—continues.

“A lot of people come from the city and move into the WUI like I did without knowing the risks,” she said. “They think that there will be an immediate response if there is a fire.”

Evatt, who helped form a still-operational community fire department in the 1980s, wants county governments to prevent new woodland developments when necessary. Rural sprawl, she says—especially with isolated homes set deep in forests—is a dangerous way to continue with development. Homes should instead be clustered in already developed areas to improve the efficiency with which firefighters may guard homes from blazes. Local agencies, she adds, should also take a more active role in educating residents on how to better protect their homes from fire. Evatt says there must also be more laws requiring real estate companies to tell potential buyers about local fire risks.

A major problem caused by building homes in fire prone forests, Evatt explains, is that firefighters, who have a responsibility to protect property and lives over uninhabited woodland, become unable to focus entirely on controlling the fire itself when homes are deemed to be threatened.

“They have to send their fire engines to go and guard the homes, so they become less effective at firefighting,” Evatt said.

As for her own home, Evatt has taken steps to protect it from fire. She and her husband built it with metal roofing. They’ve cleared the brush from around the house in a 100-foot radius. They are also thinning the dead wood from the adjacent forest, and Evatt and Bell have have plans to layer the ground surrounding her

home with three feet of gravel and to build—and fill—a large water tank with spigot fittings compatible with firemen’s hoses.

Controlling vegetation growth is what helped saved the Rose household in Mountain Ranch. Monika Rose says she and her husband had always kept the acreage surrounding their home trim and tidy. The constant grazing of the cows and their goats helped, too.

But Rose says she knew the mountains around their home would eventually catch fire.

“We’d seen the heavy undergrowth and the thick trees, the amount of fuel and all the dead trees—we knew the danger was real,” she said. Some of her neighbors, she says, were not so careful. “They were right under the trees, and the very thing that they loved, the beauty of the forest,

actually caused their undoing.”

The misguided philosophy of firefighters and forest managers was once to put out fires, period. Today, firefighters want to see the natural fire cycle returned to the West’s landscape.

“What we want is fires of high frequency and low intensity,” said Burns, with the Forest Service.

“That’s how fire cycles work naturally, but where we are now, we’re having fires of low frequency and high intensity.”

Through the dry season of 2008, smoke covered much of the state as fires burned about a million acres.

It was the most expensive year for putting out fires in the state’s history, with a bill that rang up at just over half a billion dollars. However, the fires were mostly of low intensity.

They burned the understory and killed relatively few adult trees. It was, Latimer says, an ecologically healthy fire year, with lots of mellow fires smoldering across the foothills.

“There were a lot of health impacts associated with the smoke, but that’s what a natural fire year in California might have looked like,” Latimer said.

Last winter brought heavy precipitation in parts of the state. Deluges of rain fell in January before more downpours arrived in March. Snow meanwhile blanketed the higher elevations, but Lopez says this winter’s moisture didn’t do much good.

“All that rain did was delay the fire season a month or two,” he said.

Duncan, in Lake County, says the winter’s rainfall was, in fact, just enough to make fire conditions especially bad.

“It started all that grass growing, which is now four feet high and dry,” he said, adding that the rain wasn’t enough to significantly dampen the standing trees. In effect, the precipitation only fueled the burning of the woods. “So far we’ve seen some explosive fire behavior. It’s shaping up to be a bad season.”

By June, fires were burning all over the state. The large Erskine Fire, for example consumed about 48,000 acres of forest in the mountains near Bakersfield and killed two people.

Duncan was among the many firefighters who helped control that blaze.

The question they’re grappling with is how to return fire to a landscape that is so densely packed with fuel. Stevens says that in a healthy forest, mellow fires burn through every 15 years or so. Some scientists and forest managers are hopeful that, eventually, fires could again burn on such a cycle.

Meanwhile, rural homes and communities could be protected by buffer perimeters of intensively thinned woodland. Building with fire resistant materials is another defensive tactic—but none of these measures will guarantee safety. Evatt, with the Foothill Conservancy, says she knows a local man who went to great lengths to protect his home from burning.

However, last year’s Butte Fire destroyed his house. It did not actually catch fire from the outside, thanks to the fire resistant materials the structure was built with. Rather, the home heated up like a furnace and eventually exploded into flames from the inside out.

In Mountain Ranch, the house of the Rose family was spared once, but the danger, Monika Rose knows, remains.

“There’s still tons of fuel left out there to burn,” she said. “There are dead trees all over, still just waiting for the next fire.” Ω

The heavy blanket of snow laid over the state in the winter is nearly gone, melted at a rapid pace by unseasonable spring heat.

It’s among many strong indicators that the climate is warming.

One result of this change is that the mountain tree line seems to be moving upward, according to researchers at UC Davis. In a study published last summer, scientists with UC Davis’s John Muir Institute of the Environment reported that trees are growing higher than they did in the recent past. They also found that, before 1980, fires rarely burned above 8,000 feet. Now, they reported, several fires each year burn in this subalpine zone, thanks to increasing fuel load and decreasing moisture levels.

Scientists, officials and firefighters all agree that the era of indiscriminate fire suppression must end. The practice simply doesn’t work. Fires can only be kept out for so long before they erupt again.

“The answer to California’s fire problem is going to have to involve fire in some way,” Stevens said.

For now, fire suppression remains standard. Virtually every fire that can be put out is put out, even though experts know this practice may cause more problems than it solves.

The Sacramento Japanese Film Festival brings important cultural stories—old and new—to the screen

pproximately only seven cities host Japanese film festivals in the entire country. They include expected culture hubs like New York City, Los Angeles and San Francisco—and, since 2005, Sacramento.

The Sacramento Japanese Film Festival returns Friday, July 15, through Sunday, July 17, to the Crest Theatre. It will feature seven movies that have never been shown on a big screen in town before.

Now in its 12th year, the festival remains smaller and perhaps less well-known than the Sacramento French Film Festival, but it’s growing at a slow, steady rate. The inaugural, one-day edition in 2005 attracted roughly 400 people. Five years later, it morphed into a three-day event.

Last year, more than 2,500 people attended the festival.

It’s a badge of pride for festival founder and director Barbara Kado, a Sacramento native and Davis

resident. She remembers attending one of the first Sacramento French Film Festivals at the Tower Theatre.

“I thought it was a really great experience, that there was a need for that type of film in Sacramento.

And I thought it was really, really easy—all you have to do is rent the films,” she says, laughing.

Since then, she’s learned otherwise.

“It’s a good deal more than that,” Kado says.

Now, she works on the festival year-round, soliciting funds almost entirely from individual donors.

Most are Japanese. She estimates about 60 percent of attendees each year are Japanese as well.

Kado was born in Sacramento in 1940. One of her most treasured family photos depicts what she calls “the last Sunday at Southside Park.”

and talking,” she says. “And of course, immediately, we were sent to Tule Lake.”

Kado is referencing the Tule Lake Segregation Center, where Kado and other JapaneseAmericans were interned by the U.S. government during World War II. At this point, Kado’s memories of the internment camps are hazy. She recalls the layout and the tiny barrack she and her parents called home.

“There was a lot of dust and a lot of dirt, but the children didn’t mind. They played,” she says. “It was tougher on the parents, who were worried about their homes that they left so abruptly.”

Since Kado was so young at the time, she says the camps didn’t impact her life so much as the general climate she grew up in.

“Certainly the United States wasn’t as heterogeneous a society as it is today,” she says.

One thing she always

loved—and helped expand her world view—was cinema. She saw her first Japanese film as a student at UC Berkeley: the 1950 movie Rashomon, now considered a masterpiece.

“I think films were much more important than they are now,” Kado says. “There are so many choices today. Back then you had radio. The general public would wait for a film.”

Not only is Hollywood churning out an obscene number of movies, but the quality of television right now is at an all-time high. In the age of Netflix and chill, what’s the role of a film festival?

“Film festivals have at least two important functions,” Kado says. “One, they offer a venue for your emerging filmmakers—and that’s really important, because you don’t create stuff in a vacuum.

The second thing is that they’re not mainstream, so they’ll show

movies that will not be optioned through your major channels yet are some of the most significant films out there.”

And in Sacramento, festivals offer a reliable, annual way to get some foreign film action. To Kado, all great films—regardless of country of origin—deal with universal themes about human existence.

Still, many Japanese movies tend to revolve around a common idea.

“Japan has a very codified, rigid society,” Kado says. “One of the main themes of Japanese movies is the protagonist trying to find himself or rebelling against that mold.”

The festival opener, Pale Moon, speaks to resisting Japanese conformity. It’s like a modern-day Bonnie and Clyde and took home several awards in Japan.

Kurosawa, often heralded as one of the most influential filmmakers in the history of cinema. It stars Toshiro Mifune, one of Japan’s legendary actors, as a detective searching for his stolen pistol throughout post-World War II Tokyo. In Kado’s words: “I don’t know if it’s a great film, but it’s certainly a near-great film.”

The animated feature, When Marnie was There, comes from Studio Ghibli, the famous studio co-founded by renowned director Hayao Miyazaki. He produced gems such as Spirited Away and Princess Mononoke. In addition to receiving a best animated film nomination in the 2015 Academy Awards, Marnie is rumored to be Studio Ghibli’s final movie. It screens on Saturday.

On Sunday, the festival will screen another internationally recognized film, Sweet Bean. It was shown at multiple major festivals, including the esteemed Cannes Film Festival, and explores the patient art of dorayaki.

A documentary, Fall Down Seven Times, Get Up Eight: The Japanese War Brides, wraps up the festival on Sunday with a visit by one of the filmmakers, Karen Kasmauski.

Will the Sacramento Japanese Film Festival expand to the size of, say, the Sacramento French Film Festival, with multiple weekends and multiple theaters and offshoots throughout the year? Probably not. But, the Japanese Film Festival isn’t going anywhere, thanks to the stable support of nearly 100 people who donate funds as well as the 24 committee members who volunteer their time to make the whole event possible. Like Kado, they all believe in the power of cinema.

“Films are an important form of expression,” Kado says. “Do they have the ability to mold public opinion? In some cases, yes. It’s a really important social, artistic force that also brings people together.

“The world is really a fragmented place and I think now, at this time, all of us on this earth are going through a time of declining resources and almost overwhelming need. And it’s going to be documented and filmed.” Ω

Good For the Soul

When I think of drinking at the California State Fair, I used to think of (A) tepid Bud Light in a plastic cup; or (B) the tooth-achingly sweet, headache-inducing Carlo Rossi wine slushies. But in the last few years, the Craft Brew Pub area has become pretty legit. It’s equipped with stools and shaded outdoor furniture and, if you are lucky enough to snag a seat, you might be serenaded with “Sister Goldenhair” by a one-man cover band while sipping a citrusy Mosaic Session IPA from Karl Strauss Brewing Co. This got me to wondering if the food has gotten similarly craft-y. Most years I eat an identical litany of phallic foods: a corn dog and a chocolate covered frozen banana. This year, in service to journalistic curiosity, I branched out.

I found some trendy fusion food mere steps from Bonney Field where the Cali Grill offers a Korean naan beef “taco.” The naan seemed store-bought and could have benefited from a quick grilling—it was thick and brittle and began to break when folded over the filling.

The filling itself, which seemed sparse in relation to the giant slab of bread, consisted of tender, smoky cubes of beef, nicely marbled with fat and lightly coated with a sweet sauce alongside a pedestrian cabbage slaw. It cost $10 and was served on top of a large portion of soggy fries. I threw out most of the naan and fries, but some tasty bites were still had.

The daily thoroughbred race was about to start, so I made a beeline for the track. The old-school vibe here called for a Seven & Seven cocktail, which never disappoints, but I can’t say the same for my horse Sassy Jazzy or my $4 “street taco” at the racetrack food stand. The pale ground chicken tasted oddly of celery salt and was topped with a stingy smattering of pico de gallo.

The pho at the Thai Spice booth was much better. That’s right, fair pho and it was beyond decent, tasty, even. The small $8 portion had a cloudy, fatty broth redolent of five-spice powder and cilantro. The few slices of tender beef nestled in a clump of soft noodles and both soaked up the flavor of the rich broth. I asked if the booth was associated with Thai Spice on Broadway and the young man who handed me my soup answered that they’d sold it, but still vend at Cal Expo twice a year—for the fair and also at Winter Wonderland.

Pho in the heat of the fair was sweat-inducing but I’m sure it would hit the spot in the winter months.

Now onto dessert, which at the fair tends toward the gimmicky and deep-fried. But where’s the craft in that? Colossal Gelato advertises that its gelato is made fresh daily, and a crate of fresh peaches was in view on the counter. I went for peanut-butter cup and “locally grown” strawberry. Both flavors lacked the elastic texture I associate with gelato, but were passable as ice cream, although the strawberry was ice-crystal laden.

As such, I longed for my customary frozen banana as the gelato melted in the cup. And on my second trip to the craft beer area my overly malty, dank Alpine Duet IPA made me long for a watery bud light. Sometimes tradition is best.

On top of that, add the particular bounty of Sacramento, home of some of the best tomatoes you’ll ever put between your caprese-loving lips, and it’s just plain unfair to the rest of the country. But so it goes. This week offers even more opportunity than usual to enjoy the juicy, ripe goodness of California’s cornucopia: On Saturday, July 16, the ninth annual Capay tomato is going down at Capay Organic from 3 p.m. to 11 p.m. (23804 State Highway 16 in Capay). Taste organic tomatoes fresh from their fields, drink local wine, enjoy local snacks, boogie to live tunes and even camp overnight in the orchards. Chalk it up to Dad’s influence: Next month, Pour House will transform into Highwater. And it’s going to be real eclectic. Among the new menu items: chicken adobo, a shrimp po’boy, New Mexican green-chili cheese fries, kalua pork and grilled bratwurst with beer cheese.

Yes, that selection does hit the Philippines, New Orleans, New Mexico, Hawaii and Germany. It makes sense, though, when you take into account the bar’s new ownership: D.J. Rogers and Mick Stevenson of Dad’s Sandwiches and Dad’s on J. The pair bought the place from Trevor Shults (Barwest, Crawdads on the River)

in the fall and have slowly been plotting Pour House’s rebranding.

They already transformed the old vape lounge in the back into a second bar and added way more music to the event calendar.

On Friday, August 12, Pour House (1910 Q Street) will officially become Highwater. It’ll carry a “high desert, western theme,” according to bar manager Justin Isaacks, with a huge mural from Shaun Burner and Dan Osterhoff.

Foodwise, chef Stevenson is completely overhauling the menu with influences from his North Carolina roots, time in New Mexico and family from the Philippines. But

there will also be the sort of fare you’d expect from Stevenson, like a massive burger. Between small plates, salads, sandwiches and main dishes, nothing tops $15. Highwater will continue offering brunch.

Instead of the current Southernleaning menu, expect a mix of traditional dishes and experiments, such as flan French toast. Bottomless mimosas? Check.

For the first time, the space will also serve lunch. Highwater’s hours will be 11 a.m. to 2 a.m. Monday through Friday and 9 a.m. to 2 a.m.

Saturday and Sunday.

According to Isaacks, the main feedback the new ownership team received early on was that the food prices didn’t match the quality and it took way too long to get a drink.

With the latter in mind, Highwater is abandoning Pour House’s preservesbased cocktail program.

“Simpler, no-fuss type stuff,” Isaacks says of the new menu.

“We’re not trying to compete with the craft cocktail market.”

Pour House will close on Sunday, August 7, for a couple of days, then softly open until the August 12 grand opening celebration. Ω

They grow well in California, so you can choose from mild to searing for any dish you like.

Pale yellow banana peppers add sweetness to fruit salsas, while habaneros bring the spice. Little peppers called padrón range from green to red. They also range from mellow to blistering, but you never know which you’ll get. Up to 25 percent skew hot, depending on growing conditions. Eat them traditionally, as tapas, by toasting the peppers in oil and sprinkling them with salt. Then take a chance and bite in.

“It’s all very diverse, very inclusive – and all of it is family-friendly,” says Melissa Lamont, California State Fair entertainment coordinator. “We like to capture as much of [California’s] diversity as possible and speak to the theme of ‘Best of the Best.’ I think that people would be pleased to see the kind of talent that California has to offer in the way of our community stages, because we’ve got some really great acts this year.”

A. I started it seven years ago, on a lower scale. We were just having fun and playing some shows. I started at Marilyn’s on K Street. I just had one band, now I have three bands and we’re starting one in the Bay Area. We go all over — we’ve done gigs throughout the U.S.

A. It’s a really nice stage, it’s big.

We did (the Fair) last year and there was anywhere from 2,000 to 4,000 people every time we played it. We have costumes, feather boas, fake fur jackets. People take on that rock star persona and they go nuts. They really feel it and have a good time. The crowd loves it, too, because it’s like free entertainment.

Even if you’re singing along with the blues, you’re bound to enjoy yourself with a cold brew in hand and good friends by your side at the Heineken Blues and Brews area, located between the Nature Exhibit and the Kids Park.

It’s officially summer in the city and that means it’s time for Shakespeare in the park—the Sacramento Shakespeare Festival in William Land Park, to be exact.

This is the 31st annual program to be produced in the park by the City Theatre at Sacramento City College.

The ambiance, the open air, the bread and wine—and Shakespeare to boot—make the festival one of summer’s must-attend events.

The first of this year’s two plays is Love’s Labour’s Lost, one of Shakespeare’s earlier comedies and one of his trickier plays linguistically. There are rhymes and wordplay that are not only demanding in pace, but require the actor’s understanding.

Director Luther Hanson sets the play in an Ivy League school where the King of Navarre (Jonathan Plon) and a trio of friends swear to isolate themselves from the world and study and remain celibate for three years. How do you think that works out? The minute the Princess of

Constellations is a love story between two people, Marianne and Roland, who meet at a party and begin a romance. Or they meet at a bar. And there is no romance. Or there are sparks, but one is already in a relationship. Or they don’t really like each other. Or they do, but once they get together, they break up. But maybe they don’t. They get married.

But tragedy happens. Or it never happens because they never get together.

Playwright Nick Payne presents a poignant, powerful and playful play using theoretical physics, where there are different outcomes occurring at the same moment, maybe in different universes, where one small action or choice may alter whole life dynamics.

Though the premise and the play sound a bit convoluted and esoteric, if you allow yourself to be swept away with a suspension of disbelief, or belief in alternate realities, the simple-yet-complex story, poetic language and beautifully nuanced performances of the two actors might transport you into another sphere.

Dana Brooke is Marianne, a theoretical physicist, and Tom Patterson is Roland, a beekeeper and love interest who keeps revolving around her universe. And at each of the altering moments, the two actors move their positions and emotions, sometimes slightly, other times abruptly.

Brooke and Patterson are a charming, cohesive pair, who masterfully dance and orbit through the play’s ever-changing moods and outcomes.

The staging is exquisitely simple—a backdrop of a night sky with ever-changing constellations and star clusters, each representing a shift of reality, or realities, or never-beens.

This jaunty, oldschool 1956 musical comedy is a charming keepsake of that bygone era. The show has a lovely score, and performers Gia Battista and Ian Hopps breathe freshness into the boy-meets-girl plotline.

This lively Lake Tahoe Shakespeare Festival summer show, staged in a 1,200-seat amphitheater, is a cheeky romp set to a Brazilian samba, with tipsy, scantily-clad masked revelers partying throughout Shakespeare’s farce about long-separated identical twins. The Infiltrator That moustache, though.

The Infiltrator is a well-acted movie, and director Brad Furman bathes it in a gritty sense of time (the 1980s) and place (South Florida and New York).

But there’s a nagging familiarity to it, a feeling that we’ve seen this movie before. It’s like a mashup of Donnie Brasco and The Departed dolled up with a sun-drenched coating of Miami Vice. It looks and feels so much like other movies that it comes as a bit of a surprise to learn that the story it tells is largely true.

Bryan Cranston plays Robert Mazur, veteran special agent with U.S. Customs and author of the book on which the movie is based. For five years, Mazur worked undercover as Bob Musella, worming his way into the confidence of Colombia’s Medellín drug cartel and the highly placed bankers who laundered their money. The investigation of which Mazur was a part eventually brought down the massive Bank of Credit and Commerce International in 1991.

Ellen Brown Furman’s script hints at, but doesn’t dwell on, the scale of the operation. In fact, over 250 Customs and DEA agents were involved, but the chief ones the movie focuses on are Mazur; his streetwise partner Emir Abreu (John Leguizamo); Kathy Ertz (Diane Kruger), who posed as “Musella’s” fiancée (Mazur was actually happily married with two kids); and the leader of Mazur’s team, special agent Bonni Tischler (Amy Ryan, whose performance is somewhat undercut by the fact that she plays essentially the same part in the

comedy Central Intelligence, released just last month).

The script doesn’t even hint at the five years the investigation lasted. The movie is vague about the passage of time, but the sense we get is that it takes place over mere months; Mazur’s wife (Juliet Aubrey) doesn’t mention how long she’s been waiting for this nerve-wracking caper to be over, and his children (Niall Hayes, Lara Decaro) appear to be the same age at the end as they are at the beginning.

In fact, writer Furman’s script (director Furman is her son) has a slapdash feel to it, and it often seems to be stepping gingerly from one cliché to the next, with the occasional irrelevancy tossed in for dramatic effect. One real-life DEA informant, Barry Seal (Michael Paré) is brought on as a sort of special guest murder victim, even though the cartels assassinated him before Mazur’s operation was really under way, and the two men appear never to have met; anyhow, it’s certain Mazur wasn’t sitting beside Seal when the drive-by blew his brains out. And did Mazur really form an emotional bond with trafficker Roberto Alcaino (Benjamin Bratt)—or is that just something the Furmans imported from Donnie Brasco?

We can’t be sure, and it undermines the movie’s surface of authenticity. Interesting story, but been here, seen this. Ω

Independence Day: Resurgence

The alien invaders who were narrowly defeated 20 years ago return for a second assault, and once again the people of Earth rise to the occasion against seemingly impossible odds. The cast is a mix of returnees (Bill Pullman, Jeff Goldblum, Brent Spiner, Judd Hirsch) and newbies (Liam Hemsworth, Jessie T. Usher, Maika Monroe, Charlotte Gainsbourg, William Fichtner), and somehow it took director Roland Emmerich and four other writers to concoct the script (which has many twists but few surprises). The result feels just as long as the original (though, in fact, it’s 25 minutes shorter), and the visual effects are surprisingly cheesy in spots, but the movie delivers the goods as a decent, undemanding summer popcorn epic. It all ends with the promise (threat?) that it won’t be 20 years till the next sequel. J.L.

The Legend of Tarzan

Edgar Rice Burroughs’ hero returns to the screen, played by Alexander Skarsgård; he’s a handsome fellow but with little screen charisma and less chemistry with co-star Margot Robbie (as a rather smug and snotty Jane). Adam Cozad and Craig Brewer’s script is incoherent (Wait, how did we get here? And where did those guys come from?) and filled with unforced errors. (It’s “Lord Greystoke,” not “Lord Clayton.”) David Yates’ direction is maladroit—scenes don’t match or flow, action is clumsily staged and poorly edited by Mark Day, the camera too close and out of focus. Yates resorts to swooping camera moves when he can’t think of any other way to make a shot interesting, which is often.

Samuel L. Jackson offers comic relief, but half-heartedly, as if it’s hardly worth the effort. Nice CGI scenery, though. J.L.

The BFG

An English orphan (Ruby Barnhill, wonderful) sees a mysterious giant (Mark Rylance) skulking around London in the wee hours, and for her curiosity is kidnapped from her bed. That’s the bad news. The good news: he’s the only one of his race who doesn’t eat children—he’s rather a sweet old colossus, as a matter of fact. Director Steven Spielberg and writer Melissa Mathison (who died during production) adapt Roald Dahl’s kids’ novel into a fantasy masterpiece that will be cherished for as long as movies live. Spielberg and Mathison’s magic from E.T. is still strong—on one level, this is E.T. for little girls—and they add levels of dreams-within-dreams beyond what even Dahl originally wrote. Take the kids to see this bottomless treasure chest of wonders or I’ll never forgive you. And neither will they. J.L.

Mike and Dave Need Wedding Dates

Abandon hope of wit, all ye who enter here. Adam Devine and Zac Efron star as bachelor brothers Mike and Dave, “lovable” sociopaths infamous for their out-of-control party antics. Their family lays down an ultimatum: show up to their sister’s Hawaiian wedding with respectable dates, or don’t show up at all. The brothers post a Craigslist ad that goes viral, attracting a couple of hot-mess sake bomb slingers played by Aubrey Plaza and Anna Kendrick. It’s a shame that the behind-thecamera team couldn’t make more of an effort, because everyone in front of the camera has their dial turned up to 11. In fact, the entire film feels designed to disprove the idea that bad material gets funnier the longer and louder you scream it. The entire cast works their butts off in service of a script that seems like it was written during a junior high school detention period. D.B.

Toss in a conch shell and the Lord of the Flies effect is complete.

Hunt for the Wilderpeople

A problem boy in New Zealand’s foster child system (Julian Dennison) goes to live on a remote, hardscrabble farm with an older couple (Sam Neill, Rima Te Wiata). When the woman dies unexpectedly, the boy and his new “uncle” go for an extended trek in the dense bushlands, where they become unwitting fugitives from justice and the objects of an intense and thoroughly misguided “manhunt.” Writer-director Taika Waititi adapts the late Barry Crump’s novel Wild Pork and Watercress, and the result (besides the improved title) is a quirky delight, filled with rough charm, surprising adventures, disarming humor and near-impenetrable New Zealand accents. Neill and Dennison form a solid bond of screen chemistry, and the supporting players are well cast, especially Rhys Darby as a character aptly named “Psycho Sam.” J.L.

The Neon Demon

A teenager newly arrived in LA (Elle Fanning) rises meteorically in the world of fashion modeling while more seasoned beauties eye her with resentment. Writerdirector Nicolas Winding Refn presents a stylish, shallow movie about a stylish, shallow profession, staging his heroine’s progress from naif to ice queen in a lurid tableaux of languid strobes, cold, razor-sharp edges and slo-mo cascades of glitter. For a while, Fanning’s screen presence draws us in; we almost believe this Cinderella-in-reverse story. But Refn’s urge to shock drives him to push things too far, and just as the story peaks the whole movie goes stark raving nuts in a hallucinatory jumble without even the nightmare logic of surrealism. The movie’s style deserts it, and we realize that the substance was never there in the first place. J.L.

Now You See Me 2

The Robin Hood-like magicians of Now You See Me (Jesse Eisenberg, Woody Harrelson, Mark Ruffalo and Dave Franco, joined by newcomer Lizzy Caplan) reunite for another sting—which goes sour, landing them in the clutches of a tech genius (Daniel Radcliffe) who dragoons them into his own shadowy scheme. Like its precursor, this sequel is very much a magic act itself, filled with misdirection and sleight of hand—and like that first movie, it’s great fun, with a delightful surprise almost every five minutes. Michael Caine and Morgan Freeman return too, and director Jon M. Chu navigates the convolutions of Ed Solomon and Pete Chiarelli’s script with an unaccustomed sprightly touch. Here’s that rare sequel that improves on the original— though you do have to have seen the original to be able to follow it. J.L.

Our Kind of Traitor

While vacationing in Morocco, a British university lecturer (Ewan McGregor) is befriended by a money launderer for the Russian Mafia who wants to defect (Stellan Skarsgård); reluctantly, the lecturer and his wife (Naomie Harris) are recruited to act as go-betweens for the Russian and an agent for British Intelligence (Damian Lewis). Adapted by Hossein Amini from the novel by John le Carré, the movie follows the same old line le Carré has been peddling for 50 years: The bad guys will always win, and the little guy will be lucky to

escape with his life. Still, within that standard formula it’s expertly made—well-acted by all, with director Susanna White ratcheting up the suspense with a sure Hitchcockian hand.

The Secret Life of Pets

A loyal and affectionate dog (voiced by Louis C.K.) finds his universe turned upside-down when his human brings home a pound rescue (Eric Stonestreet) whom he instantly dislikes. Once again, what might have made a perfectly enjoyable seven-minute cartoon is padded out far beyond the limits of its paper-thin story, this time by writers Cinco Paul, Ken Daurio and Brian Lynch, and directors Yarrow Cheney and Chris Renaud. Moments of clever humor here and there become swamped in frenetic, extended action scenes and eruptions of genuine unpleasantness (typified by a demented human-hating rabbit played by Kevin Hart). Characters and their celebrity voices are too numerous and fleeting to register strongly; two standout exceptions are Jenny Slate as a sweetly fuzzy lapdog and Albert Brooks as a predatory hawk. Swiss Army Man

Dan Kwan and Daniel Scheinert make their feature directing debut with this strange, surreal, wholly original and surprisingly emotional existentialist black comedy. Paul Dano stars as Hank, a suicidal castaway who gets a new lease on life when he befriends Manny (Daniel Radcliffe), a flatulent corpse who washes up on the beach.

Manny possesses inexplicable powers—his powerful farts allow Hank to ride him off the island like a Jet Ski, and his rotting body serves as a water purifier—and the two men form an intense bond that might only exist in Hank’s malnourished and deteriorating brain. Dano was born and bred for this sort of cuddly dementia, while Radcliffe has never been better, and the two actors forge a great onscreen rapport. Kwan and Scheinert can’t quite sustain the invention and energy all the way to the end, but most of Swiss Army Man is dazzlingly warped stuff. D.B.

Beyond metal

Peace amid chaos Diversity of cultures, instruments: After Alton Sterling, Philando Castile, Dallas and all of the week’s tension about race and prejudices, it was refreshing to see people of all colors creating soulful music together at Harlow’s Restaurant & Nightclub last Friday.

That band was the Lique from Las Vegas, led by Rasar Amani, who rapped locally years ago as Random Abiladeze. He describes the Lique’s music as “satirical, jazz-based hip-hop with a little bit of funk. …

Poetry over ethereal beats.”

I felt the band’s emotion—and the dichotomies of life—when it played “Billie’s Holiday.” The lyrics spoke of hard times and sporadic thoughts, yet the music still forced everyone to dance.

At one point, members got the crowd involved and made us repeat after them: “I am love. I am peace.

I am joy. That could never be destroyed.” Their collective voices— accompanied by live bass, electric cello, keyboard and drums—did more than just pump up the song.

They wanted us to truly believe what we were chanting; they wanted to uplift our spirits.

Similarly, positivity is the concept behind the Lique’s newest album, Democracy Manifest, which drops July 21. Songs like “Share My Soul for You” and “Frequency” urge us as listeners to affirm the things we want to see.

After the set, I pulled Amani to the side and asked what he thinks is the best way to create change in America right now.

“It is at the moments when we feel all is lost that we kind of find a peace amidst the chaos,” he said.

“The idea is to get us angry, sad, afraid. These are all natural reactions, but are we supposed to dwell there?

You just have to silence yourself and allow things to simplify,” he continued. “No matter what is coming our way, we’ve been here before and we’re going to make it through.”

Heartbreak cafe: Sacramento native Billy Lawler has turned a cafe into a confessional booth for the release of his debut EP Nostalgia. Inside the cavernous performance space of Naked Lounge, the singer-songwriter

howls with his heart first. Some of the 40 or so audience members are hovering in the doorway, sipping mochas and rapt in silence.

While he lived in Sacramento, Lawler kept his talent under wraps.

Then, after two of his friends who had cheered on his idiosyncratic sound passed away, he had his first live performance at one of their funerals. To honor his friends’ wishes, he moved to Los Angeles to pursue music.

The performance at Naked Lounge feels like a family reunion, with relatives and friends traveling from across the state. “Thank you to anyone who drove really far or liked my stuff on Instagram—” Lawler says.

“—or changed your diapers,” his father interjects from the audience.

Surrounded by these childhood reminders, Lawler transports the audience back to the eras of trampolines and adolescent heartbreaks.

He’s written these delicate songs in his bedroom over the course of seven years. The intimate diary entries mix R&B, Motown and Sam Smith-esque crooner balladry.

Trained as a jazz and classical pianist, Lawler brings finesse to an instrument that’s otherwise crude: the electric piano. He gives each note its own spirit, phrasing with thoughtful dynamics and resolving cadences with a chord that comes seemingly out of the blue.

Then, there’s that voice. With fluttery vibrato, Lawler soars in his falsetto range with a sweetness that quiets the chatterings throughout the cafe. He belts with a soulfulness that calls to mind his recent losses.

He cartwheels around his range and emphasizes words with sudden embellishments, but all this control comes at a cost: Lawler is a perfectionist. He stops a few times to correct mistakes, sometimes imperceptibly.

The peak comes with the secondto-last song, “Casualty,” when Lawler lets his guard down to reveal raw emotions. He embodies the accusatory, sad lyrics: “You said you’re a dancer, but you never dance for me.”

With sweat beading on his forehead, Lawler closes his eyes and sings through a pained smile. His vocal technique loses its perfect veneer, and in that vulnerability, we feel his sorrow.

But then in 2010, Teng headed back to school to get her master’s degree in environmental science at the University of Michigan. Teng INDIE POP brings an expansive view of the world as well as a technical prowess to her music nowadays; fans of Imogen Heap and Rachael Yamagata will find much to admire.

Some things are just extra awesome in the heat of summer: outdoor festivals, beer, dancing and funky party music, SOUL to name a few. Joy and Madness deliver on that last one big time. The ninepiece Sacramento powerhouse brings infectious energy to the stage; nobody can resist the call of raucous horns, bouncy bass and groovy, soul-inspired vocals. Even the most rhythmically challenged person in the crowd won’t be able to stop their head from nodding, jutting and bopping. Funk just makes everyone feel temporarily cool, and Joy and Madness heartily encourage all to dance the night away with joyful, mad abandon.

It should be no surprise that I’m drawn to Period Bomb, not just because of the Los Angeles band’s sassy, don’t-give-a-fuck brand of feminist punk or the photos of its singer drenched in blood that may or may not have been in someone’s vagina PuNk earlier. Really, it’s the song “Gnarly Princess” off the EP Yes! I’m Bleeding! And specifically, the chorus: “DIRT, DIRT, DIRT, GLITTER, GLITTER, GLITTER, GLITTER.” Anyway, lots of rad California acts are playing the second annual Sac LadyFest on Friday and Saturday, including locals Lights and Sirens, Spacewalker, Destroy Boys and Ghostplay.

Austin-based singer-songwriter Slaid Cleaves is far from just another underrated musician who mines the lyrical themes of blue-collar workers. Though it’s helpful to name-check James McMurtry, Steve Earle and Bruce Springsteen, Cleaves stands firmly on his own. He’s been less politically heavyhanded and slightly inconspicuous during his 20-year career. Once you’ve listened to Cleaves weave a SiNgER-SONgWRiTER story or two, you begin to appreciate the depth and honesty of his songwriting. Harlow’s restaurant & nigHtCluB, 8 p.m., $15-$18 Those only familiar with the goofball marching-band-horn-section-meets-poppunk version of ska-punk SkA-PuNk popular in the U.S. in the mid’90s might be a little surprised at what an intensely political force the U.K.’s Culture Shock was. Arguably one of the first purveyors of punk-ska, the band was formed

by Subhumans’ Dick Lucas, and while it only lasted a few years, its three fierce anarchist punk-ska albums dealt ruthlessly with the unjust political system, animal cruelty and the North Ireland war. Lucas later formed Citizen Fish, a group that combined politics with a similar messy punk-ska sound.

It deserves a cherished home in Sacramento rock history for embodying a familiar sentiment of the native sons and daughters who leave and are left behind. Elorduy low-key iNDiE ROCk returned home, got married, had a child and also formed the Rippers.

Still demoing, the Rippers are imbued with Elorduy’s debonair songwriting and are chock-full of sun-soaked rhythm and blues.

Often, people who have experienced a deep loss have difficulty trusting their hearts enough to trust others. The same is true for anyone who obsesses when a decision must be made. Instead of embracing the possibilities, he or she gets stuck on what might happen if they make the wrong decision.

The overwhelming fear of a negative outcome obscures their intuition and instinct. Making a viable choice becomes even more difficult without the kind of accurate information that intuition offers.

Hey I heard some folks in Colorado were trying to change their pot laws. Can I get an update?

—Pueblo Boulder There were a few concern trolls, calling themselves the Healthy Colorado Coalition, that wanted to put an initiative on the ballot that would do a few things, but the biggest issue was an attempt to keep THC levels in commercial cannabis below 16 percent. This is one of the dumbest ideas ever. Consider this: Most commercially grown cannabis comes in between 15 and 19 percent THC. Some strains get into the low 20s and a rare few will hit 25 percent. Mandating superlow THC content would be like telling boozers that they could only have 3.2 percent alcohol-by-volume beer, none of this crazy 6 percent or 9 percent ABV barley wine. And no hard liquor.

It’s just a dumb idea. I will say this one more time for the folks that don’t pay attention: High Yeah, you got THC cannabis is not known to be inherently bad for your health. In fact, smart people will smoke way too high, but less pot if the cannabis contains a high level of did you die?

THC; it’s easier on the lungs. And this: Yeah, you got way too high, but did you die? No. There is no known lethal dose of marijuana. Getting too stoned will teach you a lesson the same way a hangover will keep (some of) you from overindulging the booze.

Trying to limit the THC content of pot is just another example of “prohibition through regulation.” Forcing commercial growers to produce bunk weed would go a long way toward a creating a resurgence in Colorado’s black market. Fortunately for us, and for rightthinking people everywhere, Healthy Colorado Coalition couldn’t drum up any support or any money, and, last week, announced that it was going to withdraw the initiative. Yee! Did I hear right? Is Coalinga on the medical marijuana bandwagon?

—Ray Zen Yes and no. Last week the Coalinga City Council voted to allow for commercial cultivation of medical cannabis. The council also decided to sell the city’s old, defunct prison to cannabis concentrates manufacturer Ocean Grown Extracts for $4.1 million. According to The Fresno Bee, this sale immediately erased all of Coalinga’s outstanding municipal debt (said to be between 3.3 and 3.8 million bucks) and they had a little bit of money left afterward. Plus, there will soon be 100 more jobs that don’t involve locking up citizens over trivial things. Coalinga still has a ban in place on storefront dispensaries and delivery services, but city officials are looking to have new rules in place this year. How wild and surreal would it be if Ocean Grown had a spot—a former prison, no less—where you could try dabs (and eat food; that prison probably still has a kitchen)? Maybe all that dab smoke will clear away the bad juju from the prison walls.

While I have concerns about the real estate boom that will happen as giant companies look to gobble up prime cannabis cultivation sites, I congratulate Coalinga for being smarter than all of the other towns in Fresno County that have continued to ignore the prosperous new times that await those cities that embrace the cannabis industry. Ω

and then turn it back up by introducing 30 mg of THC per cookie. Bliss is the brainchild of Deidra Bagdasarian, aka “Miss Bliss,” a cooking instructor at Oaksterdam University.

Advertised on the box as “toasted almond, dark chocolate chip, coconut cookies,” the Bliss Macaroons are packaged in a patterned cardboard case that makes them look like perishable stocking stuffers.

Each package (priced around $12) contains four cookies, each one roughly the circumference of a quarter, with a distinct aroma of coconut and chocolate, not unlike a sugary breakfast cereal. These are vegan cookies, and while a sophisticated palate would never be fooled into believing otherwise, they actually taste pretty good. It’s just that the flavor is closer to granola or a chewy trail mix than to a traditional macaroon, with less coconut than you might expect.

Some of the ingredient substitutions here include organic toasted almonds, vegan dark chocolate chips and organic brown rice flour, as well as organic blue agave in lieu of sugar.

Both vegans and non-vegans will be happy to know that the cannabis is also organic.

FOR THE WEEK OF JuLy 14, 2016 ARIES (March 21-April 19): Upcoming adventures might make you more manly if you are a woman.

If you are a man, the coming escapades could make you more womanly. How about if you’re trans? Odds are that you’ll become even more gender fluid. I am exaggerating a bit, of course.

The transformations I’m referring to may not be visible to casual observers. They will mostly unfold in the depths of your psyche. But they won’t be merely symbolic, either. There’ll be mutations in your biochemistry that will expand your sense of your own gender. If you respond enthusiastically to these shifts, you will begin a process that could turn you into an even more complete and attractive human being than you already are.

TAuRuS (April 20-May 20): I’ll name five heroic

tasks you will have more than enough power to accomplish in the next eight months. (1) Turning an adversary into an ally. (2) Converting a debilitating obsession into a empowering passion.

(3) Transforming an obstacle into a motivator.

(4) Discovering small treasures in the midst of junk and decay. (5) Using the unsolved riddles of childhood to create a living shrine to eternal youth. (6) Gathering a slew of new freedom songs, learning them by heart and singing them regularly—especially when habitual fears rise up in you.

GEMINI (May 21-June 20): Your life has

resemblances to a jigsaw puzzle that lies unassembled on a kitchen table. Unbeknownst to you, but revealed to you by me, a few of the pieces are missing. Maybe your cat knocked them under the refrigerator, or they fell out of their storage box somewhere along the way.

But this doesn’t have to be a problem. I believe you can mostly put together the puzzle without the missing fragments. CANCER (June 21-July 22): If you are smoothly

AQuARIuS (Jan. 20-Feb. 18): On a summer day

20 years ago, I took my 5-year-old daughter Zoe and her friend Max to the merry-go-round in San Francisco’s Golden Gate Park. Zoe jumped on the elegant golden-maned lion and Max mounted the wild blue horse. Me? I climbed aboard the humble pig. Its squat pink body didn’t seem designed for rapid movement. Its timid gaze was fixed on the floor in front of it. As the man who operated the ride came around to see if everyone was in place, he congratulated me on my bold choice. Very few riders preferred the porker, he said. Not glamorous enough. “But I’m sure I will arrive at our destination as quickly and efficiently as everyone else,” I replied.

Your immediate future, Aquarius, has symbolic resemblances to this scene.

PISCES (Feb. 19-March 20): Early on in our work together, my psychotherapist confessed that she only works with clients whose problems are interesting to her. In part, her motivations are selfish: Her goal is to enjoy her work. But her motivations are also altruistic. She feels she’s not likely to be of service to anyone with whom she can’t be deeply engaged. I understand this perspective, and am inclined to make it more universal. Isn’t it smart to pick all our allies according to this principle? Rock for science As an engineer-slash-rock-star, Kevin Kinsella’s life is a balance of art and science. For example, when his band PointDexter—a rock, funk and fusion act for which he sings and plays sax and keys—plays Concerts in the Park, he will take the chance to display an aquaponics system that he designed. A Sacramento State graduate, Kinsella works in his day job as a commercial sales engineer at Mitsubishi Electrics. He is also a member of the American Society of Heating, Refrigerating and Air-Conditioning Engineers, a group dedicated to promoting sustainability in heating, venting and air conditioning. The climate, how often modern society takes A/C for granted and using fish waste to sustain the world all tie in together for Kinsella.

Tell me a bit about aquaponics.

Aquaponics is a self-sustaining ecosystem between plants and fish. The reason why I’m doing this research on the side is because I really see it as the future of agriculture. You are using a reserve water system and you are feeding the fish, but the fish waste goes up into the plants, breaks down and then the plants filter out the fish waste. With a compost, it is essentially self-sustaining—you don’t need any excess food to do it.

Why are you so excited about it?

It has a small footprint and it has the potential to literally end world hunger if done right and it’s completely self-sustaining. … When I go into the greenhouse, it’s actually very calming. You are sitting in

an ecosystem and an environment where it’s not—you know, you can feed off that energy where it’s not stressing, it’s in balance—that’s why I like aquaponics.

Tell me about your display model.

I built a sample system to bring to Concerts in the Park because it is cutting edge in the science community right now.

[Look at] how it was displayed with the solar panels—completely self-sustaining— no excess energy.

How do people respond when they see the displays you’ve made?

A lot of kids would just come up and they would be really excited and their eyes would light up. Especially little girls. One of the things about STEM is that we know that, in the engineering community, it is very male-driven. I think that pop culture really drives women not to further their education in the that field sometimes, and the great thing about STEM is that I’ve seen these little girls come up to me and they would say, “Oh, wow, that is really cool,” and I would ask them what they would want to do when they grew up—“Oh, I want to be a biologist,” “I want to be a veterinarian,” “I want to be a scientist,” and it’s great to see that inspiration in them and to just to have a display there for just a moment to really change somebody’s life.

Did engineering factor into your childhood life?

I was in Sacramento before it was as big as it is now. I feel like I got the best of both worlds, because it was very rural when

I was growing up, so I got to get in some trouble that you can’t get in nowadays. We were not afraid of getting dirty—my dad, he did tractor work when I was growing up, so a lot of the developments around here I actually worked on as a kid. Shoveling dirt and tractors. My dad always said, “When you grow up, you never want to be too good where you don’t want to pick up a shovel, but you also don’t want to be doing what I do as a living when you are 57,” and that’s why I went into engineering and because there is a lot of community in Sacramento—you find the right niche and I feel like I’m able to be myself. You feel like you are not being judged and I feel like that’s what shaped me.

How does your display tie into your work with ASHRAE? [Our] purpose is to bring science to the public. A lot of things get buried in mainstream society. People don’t really realize how much science impacts them on a daily basis. We are kind of the industry that gets taken advantage of the most, when you think about it: You don’t really notice the air and the conditioning unless it is too hot or too cold. … You kind of just go through the building—there is a lot of science that goes into that. Ω
