Sorrow and rage Another day, another mass shooting.

It was the 998th one since the devastating attack at Sandy Hook Elementary School in December 2012.

I cried that day and I cried again Sunday as I watched the news about 49 people killed and scores more injured in a mass shooting at a gay nightclub in Orlando, Fla. They’re tears of both sorrow and rage.

But tears aren’t enough. Like others, I’m tired of the “thoughts and prayers” (however well-meaning) that go out even as some say now is not the time to politicize such a tragedy.

On Tuesday, California lawmakers were scheduled to vote on a package of 11 gun control bills designed to close the loopholes that allow the sale of semi-automatic rifles with detachable magazines. The bills were introduced in the wake of the 2015 San Bernardino shooting that killed 14 people and injured 22 others. An illegally modified AR-15 was used in that attack—the same gun that the assailant legally obtained and used in Orlando’s shooting.

It’s time to stop talking about self-defense needs and hunters’ rights. No one can defend the “need” or “right” to own the kind of highcaliber assault weapon that can destroy the lives of so many in an instant. No one.

World-class Care, For Some Decision to reject Medi-Cal patients impacts community

C Davis Medical Center is renowned for providing the best care in the region, but since 2015, Californians covered through Medi-Cal have not had access to that care.

In January 2015, the center ended its last contract with a Medi-Cal managed care plan.

Medi-Cal managed care plans coordinate medical services for over 436,000 Sacramento County residents enrolled in the state’s Medicaid system that helps pay for health coverage for low-income individuals and families, as well as those with disabilities.

Randy Nash is one of them. Nash was stabbed in 1975, leaving him paralyzed and in a wheelchair. He was a patient at UC Davis Medical Center until last year, when he received a notice telling him he would need to find care elsewhere. Nash says getting referrals and prescriptions for his pain medicine has been difficult since then. He’s had poor treatment in other hospitals and had come to trust the doctors and nurses at UC Davis Medical Center — his medical home for 40 years.

He says forging new relationships and getting the care he needs since he left UC Davis has been stressful.

“In the long run, I’d say it’s going to cost a lot more if I end up back in the hospital than it would if I was being still seen at UCD,” he says.

While some hospitals, clinics and doctor’s offices limit the number of Medi-Cal patients they accept, it’s rare to completely reject them

for primary care, says Amy Williams, deputy director of Legal Services of Northern California.

She says it came at an unfortunate time.

“UC Davis Medical Center doesn’t provide any primary care services to anyone who is on Medi-Cal, which, in a post-Affordable Care Act world, is quite a few people,” she says. “[We had] a big provider drop out of the system absolutely at the wrong time.”

Williams says this surge can lead to a more heavily burdened local health care landscape, with other area hospitals and doctor’s offices having to pick up the slack.

In late 2015, UC Davis medical resident students reached out to the Building Healthy Communities Health Access Action Team, which Williams co-chairs, to express concern that the hospital no longer served the region’s low-income and vulnerable patients. includes residents and community-based organizations that receive funding from The California Endowment, organized community meetings to get input from South Sacramento residents. They wrote a letter to hospital administrators outlining community concerns, which included the difficulty patients can have in building new relationships with providers that accept Medi-Cal. “Once our patients find a good system of care that’s set up and understands them, they want to stay there,” Williams says.

Party politics Re “Make facts great again” by Blake Gillespie (SN&R Scene & Heard, June 9): There is a difference between America’s two political parties: The Republican Party remains a good-old-boy network of failed supply-side economic policies, anti-abortion, anti-gay, anti-immigration religious extremism and a bastion of white power.

On the other hand, eight years ago, America was thrilled that the Democratic Party overcame racial prejudice and selected the first black man to be its presidential nominee. And what a good choice it has proved to be.

Now, the first woman in American history has clinched enough delegate votes to be the Democratic presidential nominee in this year’s election. The past eight years have been transformational with the Democrats proving that anyone of any gender or race can be president.

Re “Locks and chains” by Dave Kempa (SN&R News, June 9): I agree wholeheartedly with Dave Kempa that we need to do

more for people who are homeless and people who are addicted to drugs, but as someone who depends upon his bicycle for local transportation, it seems to me that if the

Sacramento Police Department is “targeting” anyone with its bait-bike program, it is simply people who steal bicycles that they know are not theirs.

Drugged or not, homeless or not, financially desperate or not, these people know that they are stealing something that belongs to someone else.

No sympathy Re “Locks and chains” by Dave Kempa (SN&R News, June 9): So, let me get this straight: Felons who repeatedly steal our bikes should be “given” free bikes, money, and more taxpayerfunded services instead of being punished for their crime?

Not buying that. As someone who’s had three bikes stolen from his garage and off the street—and was barely able to get the police to even take my report—I have no sympathy for

The undercover operation went down like so many of its kind.

Outside of a low-roofed strip mall on Arden Way, in the Highland Oaks neighborhood, Sacramento County sheriff’s detectives waited as a plainclothes colleague opened the glass door of the Bamboo Garden massage parlor in October of last year. According to documents obtained through a public records request, the officer negotiated a $50 sex act with the business’ sole proprietor, a woman the sheriff’s department declined to identify. Then, with his “genitals exposed,” the officer informed the woman she would be | 06.16.16

going to jail for prostitution and other charges.

It was one of 63 massage parlor stings the sheriff’s department conducted in recent years, according to county figures.

Between 2014 and 2015, 45 businesses were cited for prostitution-related offenses, sexual battery and multiple violations of the county codes that govern massage establishments, the figures state.

Twenty-one businesses had their licenses revoked in the fiscal year ending June 30, 2015—more than five times the previous year’s number.

“Twenty-one is a lot,” said Sacramento County tax and finance manager Guy

“But the problem with enforcement is these operations are not easy to do.”

The other problem, at least according to sex-workers’ rights groups and harmreduction specialists, is that they cause more harm than good.

“I can’t tell you how many of these people may want another job, but taking away their job doesn’t do that,” said Kristen DiAngelo, an activist and onetime escort who founded the Sacramento chapter of the Sex Workers Outreach Project. “When starting all over, people get hurt. They take more

risks … and end up in the mode of survival sex now.”

It’s a complicated issue.

Local officials face intense pressure from their constituents to crack down on brothels hiding in plain sight behind storefronts or camouflaged in residences. That pressure trickles up to the elected officials and back down to local agencies charged with making the problem places go away.

In turn, the political and legal responses are often sold as cracking down on exploitation and human trafficking, a politically charged term that refers to victims being moved across geographical boundaries to engage in prostitution against their wills.

But, at least locally, authorities say there is no connection between illicit massage parlors and human trafficking.

“None of our cases involve human trafficking,” said sheriff’s spokesman Sgt. Tony Turnbull.

Meanwhile, the critics say that enforcement without services makes sex workers potentially more vulnerable to trafficking—by pushing them out of semi-controlled environments into the streets.

Disconnected from her family and in need of money, DiAngelo was first introduced to sex work as a young woman in the early 1980s, when a friend got her a job at a local massage parlor in Del Paso Heights.

On a recent trip to deliver food to a homeless encampment that included undocumented sex workers, DiAngelo and Julie Debbs, another former sex worker turned activist, recalled that there were several such businesses operating as fronts for prostitution in Sacramento back then.

The conditions weren’t ideal, they say, but they were more stable than working outside on “the stroll,” where workers have to make split-second decisions about whether someone is a client or predator.

But then local governments started using zoning and business codes to crack down on these establishments and, DiAngelo said, “dumped us out on the streets.”

Local authorities acknowledge that parlors are one of the less-dangerous environments to conduct sex work.

“It’s sort of a controlled environment,” said Lt. Jason Ramos, who commands the sheriff’s department’s special investigations and intelligence bureau. “Guys go in and what you get is partly dictated by the house. But on the street, it’s almost like all bets are off.”

In an interview SN&R conducted last year with Ramos and two of his SIIB investigators, Detective Earl Helfrich said the parlor raids he’s participated in usually turn up undocumented foreign workers from Asian countries, but no traffickers.

“All the ones we’ve done, we’ve yet to turn anyone [against their employers] or get them to say they’re doing it against their will,” he said.

Instead, the narrative typically goes like this: The women started working at the parlor shortly after arriving in the country. They often owed some money to an immigration attorney, but continued to work after they paid off their debts, for personal financial gain.

After they get arrested, Helfrich said it’s not unusual for them to move to a different area and find work in another illicit parlor.

That can make interdiction efforts feel like a game of whack-a-mole.

But to what end, DiAngelo wonders.

Criminal charges only make it more difficult for sex workers to leave prostitution, and arrests sow distrust among

those who might otherwise want to report violence and exploitation.

“If they saw you as a helping force, they’d be running to you,” DiAngelo said.

Some officials says they’ve gotten the message.

At a joint legislative hearing last week in Sacramento, Alameda County District Attorney Nancy O’Malley told state lawmakers that the government’s responsibilities don’t end after exploiters are prosecuted.

Describing a recent case, she said authorities had cracked down on a criminal ring of 18 massage parlors, run by Asian women from five families. Fifteen women from China were being circulated through the various fronts. O’Malley said these women were provided victims’ advocates and civil lawyers to help them pursue visas, as well as an unspecified portion of the illegal business’ seized assets.

“We need an aftercare plan for when we take down the trafficker, and can’t just leave [the victims] out in the cold,” she told lawmakers.

Bay Area sex workers have criticized O’Malley for not quite living up to that message. Meanwhile, Alameda County is currently roiling from a scandal involving numerous officers at three law enforcement agencies and the ongoing sexual relationships they allegedly had with a sex worker, including when she was underage.

The East Bay Express broke this particular story, but it’s a common one that individual sex workers recite when asked why they don’t trust law enforcement.

Crackdowns on massage parlors in Sacramento County, meanwhile, have slowed to a crawl.

There are currently 176 massage establishments in the unincorporated county, the most in at least a decade, according to business license data collected by the county.

Local officials are careful to point out that most of these businesses don’t operate illegally, but the terrain is constantly shifting. “There is a lot of churn in that industry,” Fuson said.

Prostitution sweeps and massage parlor stings can be subject to the “whims of the political climate,” acknowledged Ramos, whose bureau is responsible for investigating everything from murders for hire to state and federal gaming violations.

“Obviously, we’re driven by the board of supervisors to a certain extent,” he said. “The political climate is fluid.”

According to sheriff’s spokesman Turnbull, the department hasn’t conducted any massage parlor investigations since

the October 2015 sting at Bamboo Garden.

For now, the county is hoping two recently adopted policies filter out illegal operators.

In April, the Sacramento County Board of Supervisors approved a policy that freezes a location from reopening as a massage business for two years if it’s been raided for county code violations.

The policy toughens an older one adopted in May 2014, which enacted the businessspecific moratorium for one year.

While the above policy targets business operators, another one adopted last week is aimed at the property owners who may be inclined to turn a blind eye.

During a brief hearing on June 8, supervisors adopted tougher zoning regulations that restrict where a massage establishment can go. Last week’s unanimous vote made the county one of the latest municipalities to align itself with Assembly Bill 1147, the Massage Therapy Act. The law took effect in January 2015.

Along with doubling the training requirement for certain massage practitioners and expanding the role of the California Massage Therapy Council, a private corporate entity that makes its tax-exempt millions through the “voluntary” certification of massage professionals, the legislation also granted broader zoning powers to local governments to limit or prevent massage businesses from establishing in their jurisdictions.

Under the compromise policies adopted by supervisors, exemptions were granted to sole- or dual-owner establishments, establishments that only employ CMTC-certified professionals and any business where massage therapy is a secondary focus, like health clubs and medical offices.

Every other property owner has to obtain a $1,162 minor use permit from the county to operate a massage business. They also have to observe new zoning restrictions similar to ones in place for smoke shops and adult novelty stores.

Any existing property not in compliance of the above rules has a year to obtain an exemption permit for $1,081.58.

The new restrictions were based, in part, on concerns about human trafficking.

“Illicit massage businesses are a magnet for criminal activity including prostitution and human trafficking, and are an ongoing law enforcement problem that can be a detriment to County communities,” a county staff report asserted.

DiAngelo has her own theory.

“It’s almost like the county wants its cut,” she said. Ω

Forty-five men and women bowed their heads inside the Oak Park Community Center on Martin Luther King Jr. Boulevard as a pastor prayed for a different reality than the one they share.

It was June 8, less than two weeks after a series of shootings killed and injured seven people in Oak Park, south Sacramento and North Highlands over Memorial Day weekend. Many of the victims were young people of color. And while authorities have released few details, rumors swirled about the suspects and their motives, and future violence to come.

On June 11, Deston Garrett, 19, of Oak Park became the latest casualty, succumbing to a gunshot wound to the upper torso. The Sacramento County Sheriff’s Department is investigating the shooting as a potential homicide.

In the audience was Nicole Clavo, whose 17-year-old son J.J. was fatally shot in November, while driving to Grant High School with his friends to participate in a playoff football game. The suspect in the shooting is a 16-year-old accused gang member.

“My one question for him is, ‘What were you thinking at the time you thought it was a good idea to shoot into an occupied vehicle of young men? What was missing from your life?’” she told SN&R in the hall, as the attendees broke up into groups to brainstorm solutions.

not So SPeCial Testing the old adage that any publicity is good publicity, a new Galt business called Special ed’s Brewery attracted immediate condemnation for its bad-taste approach to special-needs conditions.

Owner Ed Mason told SN&R he got the nickname “Special Ed” back in 2002 from his construction coworkers.

“I mean, everyone is taking this way out of context,” he said Sunday. “We have a couple adults in our family like that and we love them dearly. They have an extra chromosome and they’re right— that’s the love chromosome.”

Meanwhile, images of his products, appearing on the business’ Facebook page, only ramped up the controversy. One label for an IPA sported the tag line, “’tard tested, ’tard approved.’” Another beer was named the “Back of the Bus Brown ale.”

Mason apologized for the iPa label, saying it was an inappropriate family joke never intended to appear on any products. As for the brown ale’s name, he believed it wasn’t racist because, he said, the name was suggested by an African-American acquaintance.

Such qualifications—and a Facebook disclaimer explaining the company’s “twisted take” as “tongue in cheek”—did little to dispel the outrage the company has received since people became aware of it Sunday. The Facebook page drew more than 440 reviews in less than 24 hours—94 percent of which were for one star, the lowest permitted on Facebook.

Mason, who said he still needs to submit architectural plans to the city before opening for business, told SN&R on Sunday that he was deliberately staying out of the social media controversy.

The company page offered to change its name hours later.

That online olive branch was both embraced and rejected by Facebook users. By Tuesday, the page was no longer active. (RFH)

A little over two years ago, Hilary Abramson’s life changed forever. On May 21, 2014, days before her 69th birthday, the Midtown resident was walking on a 15th Street sidewalk when a bicyclist struck her and sent her flying. Hospitalized for two weeks with a shattered left femur, fractured pelvis and internal bleeding, she wound up with a steel plate in her left hip and a left leg that was a half-inch shorter than her right. Two years on, she still deals with chronic pain.

Months after the accident, Abramson embarked on a mission to ensure it didn’t happen to others, which led to her pushing the city to strengthen its longstanding ordinance against riding bicycles on sidewalks, which carries minimal fines and enforcement.

But in a city where not all bike lanes are created equal, some fear the stiffer fines could force cyclists to choose between breaking the law and putting themselves at risk.

“Safety against legality is a bad policy,” warned Jim Brown, executive director of Sacramento Area Bicycle Advocates.

It’s taken two years of subcommittee meetings, public outreach and backlog at City Hall, but the updated ordinance is ready for the Sacramento City Council, with a draft released to the public June 10. Principal planner Fedolia Harris said he intends to present the ordinance to city council on June 21.

“I think it’s more clear,” Harris said of the ordinance. “I think it’s more enforceable. It will work better over time.”

One of several walking and biking-related policies that could come before city council this summer, the ordinance would allow fines in the ballpark of $250 for riding on the sidewalk. The current fine is $5.

Many parts of Sacramento lack safe bike lanes, though Harris says he doesn’t intend to force cyclists to choose between safety and obeying the law. Instead, he will recommend the city manager have discretion in determining where to apply the ordinance.

The risk to pedestrians might be small. A 2014 study by three New York college professors published in the Journal of Safety Research found 2.24 pedestrian injuries were caused by cyclists per 100,000 people in California in 2011.

Which begs the question: Is the ordinance even needed?

Brown says the ordinance has been driven more by the $3.5 million claim Abramson filed against the city following her accident. “To be honest with you, I think the city’s wasting its time,” he said, adding that pedestrians get hit much more often by cars in crosswalks.

Abramson counters that the city denied her claim and that she lacked standing to file a lawsuit. She said she brought her claim “to change public policy” and that cities like Davis, Portland, San Diego and New York all have prohibitions against riding on the sidewalk. “If anything near what happened to me happens to someone else or worse, it’ll just kill my heart,” she said. THE MANY FACES OF

Oak Park

Residents in one of Sacramento’s fastest-changing neighborhoods talk about the place they call home

Founded in 1887, Oak Park became

Sacramento’s first suburb—a place for families and businesses outside of the city’s bustling core.

During its first three decades, the neighborhood had everything to make it something of second central city with affordable homes, shops, entertainment and restaurants.

Like many neighborhoods, however, the Great Depression and World War II greatly impacted Oak Park’s economy. Businesses were shuttered, jobs were lost and home values dropped. Soon, it became an oasis for African-Americans and other minorities because, unlike many other neighborhoods in the city, the area wasn’t subjected to the kinds of racial covenants that decreed property deed restrictions on nonwhite occupancy.

99 on the west side of Oak Park. Today, the neighborhood stretches from Franklin Boulevard east to Stockton Boulevard and from just north of Broadway down south of 12th Avenue.

For decades, it’s continued as a tightknit community, but one that existed in various states of revival and disrepair.

These days, the neighborhood is, inarguably, undergoing a gentrification with houses being bought, fixed up and flipped.

Housing prices, depending on the part of the neighborhood, have risen steadily, while the average rent is nearing $1,000 for a one-bedroom apartment. New businesses, like Capitol Floats, have opened along Broadway, while longtime fixtures, like Broadway Soul Food, have shut their doors.

But while many new people have flocked to the area, it is still home to legions of people who’ve lived here for decades. People who know that all this change is nothing new.

That’s been the state of its community for decades—turmoil, then redevelopment.

Through it all, however, there were people who stuck around Oak Park, because the community was all they knew. Following are stories of survival, community and selflessness from, among others, a retired Little League coach, a Black Lives Matter activist and the man known, unofficially, as the “Mayor of Oak Park.”

‘We depended on our neighbors’ For Elaine Crump, 88, it doesn’t seem that long ago when she had to step over syringes, used condoms and broken glass while walking down Fifth Avenue taking neighborhood kids to Bret Harte Elementary in the ’60s and ’70s. Nor does it seem that long ago since she saw the Black Panther Party and the

Sacramento Police Department battle it out on 35th Street in front of McClatchy Park in the 1969 Oak Park Riot. Nor does it seem like much time has passed since she was told by people throughout the city that she lived in the ghetto.

Crump and her husband, 99-year-old Harrison Crump, whose recent stroke limits his speaking capabilities, have weathered years of change; she says she remembers it all. “[Oak Park] is like a roller coaster—up and down, up and down. We think everything is going fine, then all of a sudden …” she says before trailing off into thought.

The Crumps, married for 70 years, have lived in the same four-bedroom, twobath house in south Oak Park since 1954.

There, they raised 10 kids.

Over the decades they’ve been witness to much turmoil, including those riots,

Growing up in the ’40s and ’50s and being the only black person on the team, Blackwell says he struggled to find acceptance on the diamond.

As a result, she says, many people flocked from the area, leaving property owners to sell and rent homes at cheaper prices. Lower income families moved into the area. Still, Crump says people stuck together.

“Back then, we didn’t have nothing, so we depended on our neighbors. We were just like this,” Crump says, clasping her hands together.

It wasn’t until a few years ago that Crump says she started to notice sustained improvement. Just north of where she lives, near Broadway, there are new businesses and apartments. Houses once condemned are now being renovated to look new.

But though some may complain about the rising house prices and rents that come

which took place 47 years ago this month.

Several events led up to the riots including the 1967 shootout between the Sacramento police and the city’s chapter of the Black Panther Party, which ended in multiple raids of the party’s office. Many Oak Park residents, Crump explains, didn’t trust the police department, and the racial tension between residents and police officers finally boiled over.

“I remember telling my boys, ‘Get out of [McClatchy Park], because they’re about to start.’ But they wouldn’t listen to me,” Crump recalls. “[Black Panthers] started throwing those Molotov cocktails and they just started destroying Oak Park.”

Crump says her son, Gregory, was attacked with Mace. Her nephew was temporarily paralyzed after getting shot in the back during the melee.

A year later, in 1970, Sacramento police officer Bernard Bennett was fatally shot while patrolling Oak Park. Two members of the Black Panther Party, Jack Strivers and Mark Teemer, and two nonmembers, Booker Cooke and Ceriaco Cabrallis, later known as the Oak Park Four, were arrested for the killing.

The men were ultimately acquitted, but the damage that the murder and riots inflicted on the community had already taken its course. People started moving out of the area, businesses closed and people’s perception of the area began to change, Crump says.

“When they started the Black Panthers, and they started coming in and our boys started hanging in the park, that was the whole beginning of the whole thing,” Crump remembers.

From then on, she says, Oak Park was considered a ghetto—a place where gang members, drug dealers and addicts hung out.

And the city didn’t do much to help, Crump says. It was often dangerous when she worked as a teacher’s aide or doing yard duty at Bret Harte Elementary, shepherding kids across the overpass on Fifth Avenue that separates Oak Park and Curtis Park.

She recalls the city coming out to pick up the trash on occasion, but the needles and used condoms would always return. It remained that way for years, she says.

The landscape of Oak Park, however, started changing before that, in 1962, with

‘I just want the people’ It’s the first Thursday of June, and, just like every month, Tamika L’Ecluse is standing in the front of a small communal room in the Oak Park Community Center for the monthly Oak Park Neighborhood Association meeting.

Of the more than 50 seats set up in front of her, nearly half are filled with residents there to voice their concerns and address recent issues in their old but changing community.

The meetings also help strengthen bonds, L’Ecluse says.

“We’re just trying to get people to be good neighbors,” she says. “That doesn’t necessarily mean everything looks nice, pretty and pristine outside. A good neighbor is respecting the old and the new and everything that comes with it.”

mess around. There won’t be any fighting, they just go on and shoot you or hang you,’” Blackwell says. “So I didn’t sign.”

A few years later, when Blackwell was playing for the then-Sacramento Junior College, he was offered one more chance with the Cardinals, but by then, he was 26 years old and married. He’d started a family, and was making more money in Sacramento than the team offered him.

He decided to stay, and worked at Mather Air Force Base. Later, he coached Little League.

“In a way I [regret not signing], but I made sure that I gave something back, especially out here with the Little League,” he said.

For decades, Blackwell lived vicariously through his sons and the kids he coached in Oak Park Little League. Seven of his players even went on to sign contracts with professional baseball teams.

Some of those players include his sons Orlando Blackwell (San Francisco Giants) and Juan Blackwell (New York Yankees).

But these days, he says, Oak Park Little League is struggling to produce talent.

However, Blackwell adds, the current organizers aren’t entirely at fault.

“When we ran Little League … we had more family support and community support,” he says.

In 1999, he was honored as the partial namesake to the Crump-Blackwell baseball diamonds (Harrison Crump, a former coach and league president, is the field’s other namesake) in McClatchy Park to honor his 20 years in coaching.

Now, although Blackwell no longer coaches, he stays close to the league, working as a volunteer grounds keeper for the Crump-Blackwell fields. He also plays for the Sacramento Gold, a senior softball team.

That’s the Oak Park for me. Businesses, they’ll come and go. I just want the people.”

‘We can see the potential’ Before he purchased the building in 1995, Pastor Isaac Cotton’s St. Jude Christian Tabernacle seemed to represent the state of the Oak Park area: condemned and riddled with drugs.

Despite outsiders’ perception of the area, however, the soft-spoken pastor says his

concerns were never about the neighborhood, and he continued with the plan to move his church from its original Florin Road location to its current home on 33rd Street.

“It’s an unfair statement when you generalize an area, because when you’re looking at the overarching area it’s just a pocket of individuals that have decided that they have their own thought process of what they want to do,” he says, referring to drug dealers.

“You can’t blame the whole community.”

Although Cotton says there were initial problems—money and construction issues, getting shot at during the church’s original renovations—the building was transformed.

Four years after its purchase, the church opened as a place for community members to be part of a family.

“Where else can you go and have somebody look at you, and hug you, and tell you that you’re all right, when you’re living in an environment where others are telling you you’re not,” Cotton says.

The pastor’s been witness to many changes in Oak Park since—but that change isn’t just a regional thing, he says. From 2012 to 2015, Cotton worked with the Department of Environment & Energy in Washington, D.C., where he worked on getting lowincome residents low-cost utilities with an incentive program.

There, he explains, he saw a similar transformation in urban areas, on a much larger scale, have positive outcomes. The same can happen in Oak Park if done correctly, he says.

There’s been much growth in that time. When the couple first settled in, she says, Oak Park had its issues with drugs, prostitution and violence, but it wasn’t too different than the North Natomas area where she grew up.

“That wasn’t something that would scare me away from Oak Park,” says L’Ecluse, who teaches at McKinley Montessori Schools. “Even though growing up, it was always, ‘Oh, don’t go to Oak Park. That’s where all the gangs are.’”

Now there are other problems to worry about. Like how to make sure the neighborhood improvement efforts aren’t done in a way that will force longtime residents out. Or how to preserve its history without silencing the voices of those who can tell it.

“For those that have lived here and those who have just come in, we can see the potential,” Cotton said. “If the people in Oak Park can continue to see that potential, then it would allow people to have hope, and that hope will create that society that we need to improve the lives, overall, of the individual.”

‘I feel that oblIgatIon to help’ Right on the southwest corner of 34th and T streets, up the embankment to the side of Highway 50, there’s a small, makeshift garden made up of colorful bushes, flowers and cactus plants.

And, down in front of the garden there’s a plaque that reads: “Cactus plants donated

by Raymundo Lujan, a.k.a. Cactus Ray, Mayor of Oak Park.”

Lujan says the plants came from his own overflowing garden that he started years ago.

“I had, at one time, 2,000 plants. As they multiplied, I would break them off and start new ones,” Lujan says of the cacti he used to give new residents of Oak Park as a welcoming gift.

Many in the neighborhood know the 73-year-old Lujan by one of those two nicknames: Cactus Ray or the Unofficial Mayor. The monikers are unrelated by origin, but both are synonymous with the person who bears them.

Lujan, who moved to Oak Park in 1995, has long played an active role in the community. He’s served on the board of several local nonprofits, worked as an interpreter for Spanish-speaking residents and still volunteers as a yard duty at the three St. Hope public schools during the school year. It’s that type of work that, Lujan says, led people in the area to call him the Mayor of Oak Park.

“Anything that I can do for the people in my community, for Oak Park, I feel that obligation to help,” Lujan says. “Regardless of whether it’s Mayor [Kevin] Johnson or the poor guy that’s out here asking for a quarter, I just have the urge to help people meet their needs.”

And the people help him, too. In 2003, Lujan, who is epileptic, had a seizure and crashed into a tire shop on Stockton Boulevard and Fruitridge Road. As a result, he gave up driving.

It didn’t slow him down, however. With the help of his Oak Park neighbors, many of whom Lujan has aided in the past, he hasn’t had to drive since. Instead, he rides a tricycle donated by the local Station 6 firehouse near the Oak Park Community Center.

Now, he rides the blue, adult-sized tricycle with a trailer on the back everywhere in Oak Park, starting off with a daily morning trip to Old Soul where the bike can often be found parked on the side of the building.

Lujan says he enjoys the freedom the tricycle brings him.

“I think it’s really important that, going forward, all of the community is included.”

“Because of my condition, if I’m active, the seizures stay under control. But if I’m just idle at home and thinking negative, it tends to bring them on,” he explains.

The bike isn’t the only thing the community has given back to its famed unofficial mayor. In March, some friends started a GoFundMe account to help raise money for his granddaughter, who was diagnosed with leukemia in 2015. Lujan says people he’s never met before have donated, as well as some of the nonprofits he works with and members of the community.

“That alone is more than enough pay for me volunteering, because they are helping

one of my family members survive,” Lujan says. “That, to me, is more than I have, or can ever do, for them.”

‘people of color just aren’t gettIng a lot of opportunItIes’ It’s just after 1 p.m. on a Saturday in May, and Tanya Faison is canvassing the streets of Oak Park. Walking down 33rd Street toward 12th Avenue, Faison, along with five other members of Sacramento’s Black Lives Matter chapter, Incite Insight,

preps for the days-long work of collecting data on how gentrification affects the people of color who’ve lived in the area for years.

The group starts the day where their previous efforts left off—the end of Sixth Avenue near Martin Luther King Jr. Boulevard. Before knocking on doors, they split into groups of three, then later into groups of two to cover more ground.

One group, led by Faison, walks up to a house. Faison knocks three times, and the door opens. “Hi, we’re with Black Lives Matter,” Faison says. “And we’re canvassing the neighborhood to gather information about people’s experiences in Oak Park. Do you mind answering a few questions?”

Faison, 41, started Incite Insight in August 2014 following the officerinvolved shooting that killed 18-year-old Michael Brown in Ferguson, Mo. Since then, the Sacramento chapter of BLM has held rallies against police brutality and injustices in local government.

One of their current battles, which Faison says she knows all too well, is the area’s gentrification.

“I think it’s all beautiful, but people of color just aren’t getting a lot of opportunities here,” Faison says. “All of these new businesses are coming in from other neighborhoods, other cities or other states, and there’s plenty of people in Oak Park who want to have their businesses open here.”

Faison says she realizes that the redevelopment process can’t necessarily be stopped.

“It’s something that has been happening for over 10 years now,” she says.

She’s not against change, exactly.

“I don’t think it’s a bad thing to have new businesses and streets, but we just want to have people of color, and those who have lived here for a long time, to have their voices heard.”

The Oak Park native says she has a lot of memories of the neighborhood she grew up in. Whether it was hanging out with friends at McClatchy Park, walking down 33rd Street and talking to neighbors or just eating at the now-closed Broadway Soul Food.

Now, she says, things are changing, and it’s not benefiting the minorities who have called the area home for decades. Instead, she says, the new business and residents are causing rents to rise and the people who have live there for decades, including herself, to be pushed out.

“I think it’s really important that, going forward, all of the community is included in the conversations on what happens,” Faison says. “The actual people that are victims [of gentrification]. The people that are living in poverty, they need to be included and given opportunities.” Ω

painter would approve of a growing trend that involves combining one of the mediums he’s most known for with the likes of pinot, merlot, chardonnay and zinfandel.

These paint-and-sip classes—so called because people paint, while, you know, imbibing wine—fuse the artistic and drinking world with guided classes. The sessions are hosted by instructors who oversee the process as patrons drink, all the while trying to stay inside those blurry lines.

And fans of the classes say they like it because the combo lets people color outside of their comfort zone, giving those who haven’t touched a brush since grade school a new excuse to paint.

Michelle Spence, a sign-language interpreter from Rocklin, originally attended one such class as a goingaway party for a friend. Initially, she says she didn’t plan on painting because she felt she lacked creative and artistic talent.

“It turned out that I could paint way better than I ever thought I would be able to,” Spence says of her experience at the class offered by Creative Juices, a Rocklin-based mobile company that recently morphed into a brick-and-mortar studio.

Moreover, she adds, the class fostered an environment in which she

didn’t feel limited, critical or selfjudgmental. The scene was loose, with people chatting and commenting on each other’s work. Even better, Spence says her home now boasts a wall lined with several different works painted in the classes she’s attended.

“I have all my art on my wall because I’m proud of not just my abilities, but also just having those memories and the experiences,” she says.

Kim Godinho opened The Painted Cork in Folsom in 2010. The studio, which also has a Midtown location, recently celebrated its fifth anniversary.

“It’s really interesting that it’s become the new fad … to paint,” Godinho says. She’s glad for it, of course.

“It’s bringing art back. It’s really cool,” she says.

It was Godinho’s husband who originally suggested the idea. At the time she wasn’t interested.

“I thought he was ridiculous,” she says. A year later, however, the couple decided to give it a go locally after hearing about friends on the

East Coast who’d tried it.

At Godinho’s studio, where the walls are decorated with blue, yellow and orange paint swirls and also lined with completed works, the booze is strictly BYOB—you know, just like at an underage college kegger, but with brushes and a decidedly more sophisticated atmosphere.

“We really want the alcohol just to be something that is optional, if you want to bring it,” Godinho says. “The wine is secondary to the experience.”

Indeed, she says, many of those who come to participate just want the social experience. Still, the drinks do draw people in.

“I say that I’m fishing with wine sometimes,” Godinho says.

And while some fish need that water at first, afterward they often come onto drier land, especially when they find out how much they actually like painting and return sans wine.

That suits Godinho just fine.

“It’s not really a hardcore bar atmosphere,” Godinho says.

The goal, she says, is to help people relax enough to get creative.

“At the end of the class, it’s really

exciting to walk around and look at everybody’s paintings, and they’re all completely different.”

It’s even turned into something of a popular date night option for couples.

“Dinner and a movie is just such a classic thing, but it gets old, you know?” Godinho says.

Paint-and-sip classes just might be the hidden mecca for the singles dating scene, she adds.

“Ninety percent of the people who come in are women,” Godinho says. “Look at all these women in this classroom. I’m like, ‘Where are all the single men when one of these classes is going on?’”

Drinking beer somewhere, probably.

These classes aren’t limited to drinking-specific studios, by the way.

Some traditional art studios are offering the sessions, too. Patris Miller, of the Patris Studio and Art Gallery, for example, added classes two years

ago to complement the studio’s highlevel art classes.

It was a way, she says, to help people rethink their conceptions about art studios. “[It takes] off that awkward edge I think that people might feel at first about trying to do some artwork,” she says.

At Patris Studio, guests are allowed to bring their own food and beverages, while the studio provides the stemware, dishes and art materials.

The spotlight isn’t so much on the wine, but rather on the overall vibe.

“We don’t really focus so much on the sipping part of it,” Miller says.

“But it puts it in a different context. It becomes a lot less stressful and more kind of just fun and social.”

The studio also offers children’s paint-and-sip events as well. Don’t worry, though, there aren’t toddlers running around with bottles full of tequila. Obviously. Think juice boxes or whatever legal under-21 option the kids are into these days.

Regardless of age, Miller says the studio’s classes are a good way to for novices to have fun.

“I think [the students] are kind of surprised that in the end they can actually go, ‘Wow, I created something here,’” Miller says.

Some entrepreneurs are expanding on the idea. Aimee Rebmann, who started Creative Juices in 2011, recently opened The Art Bistro, a wine bar and

art studio combo in Rocklin. Unlike other options, Art Bistro hosts an open art studio during which people can work in other mediums like clay, mosaic, watercolor, acrylic paint and mixed media.

Rebmann says she was inspired by her own disinterest in the typical bar scene.

“I sat at a lot of bars just kind of looking around and making small talk with my friends. It’s not the most fun,” Rebmann says. “[The class] just gives people a different form of entertainment.”

It also has a wine bar and kitchen, which means that unlike other paintand-sips, it’s restaurant style, not bring-your-own-bottle.

Like studio owners, Rebmann says she appreciates the way wine “gives people permission to … do something that they are afraid they might make a fool of themselves at.”

And even if people think they might be making a fool of themselves, “The results are usually surprisingly good,” she says.

“I’m not going to say they’re all masterpieces, but at the same time …

I’m often just blown away by how well people do,” Rebmann says.

Besides, creating masterpieces isn’t necessarily the point.

“It’s about that craving for creativity, that craving for something more engaging,” she says. “You actually walk away with something you can be proud of.” Ω

groce out gold Wanna get buzzed on the cheap? I’ve got a plan.

Starting next week I’ll be writing an occasional review in SN&R’s Drink Me section highlighting crazy wine steals that you can find at grocery outlet. Why’s that?

Because I’m returning to journalism after a two-year hiatus in the wine world and I don’t want to let all the knowledge I’ve acquired at Matchbook Wine Company go to waste.

You read that right: i left a cushy job at a yolo county winery to get back to writing about homelessness and bait bikes. One reason for that is that I’m a moron. Another reason is that I’ve deeply missed sparking discourse about societal ills that we, as a community, ought to take on.

But just because I’ve returned to being a lowly, underpaid scribe doesn’t mean I don’t deserve to enjoy the occasional good wine. I’ve just got to be smart about it.

In his celebrated, weekly wine newsletter Vintage Experiences, dan berger last year wrote about making occasional visits to Grocery Outlet and finding great wines selling at a fraction of their suggested retail prices—then buying them by the case. It blew my

amateur wino mind hole to learn that one of the most celebrated wine writers in the nation would set foot in the place where I get most of my drinks.

The thing about the wine industry is that the market is wildly saturated. Due to this saturation, many fantastic wines just cannot make a dent in the marketplace. Each year, wineries that don’t want to hold onto their particularly difficult sellers will send them in bulk to places like Grocery Outlet at a fraction of the retail price.

That’s why it’s not unusual to go down there and find a $20 bottle selling at around four bucks.

Now, before you get too excited about this brilliant new Groce Out feature, I should note that I am no Dan Berger.

I will say that I can write, I can drink, I’ve learned a good deal about wine these last two years and—possibly most important—my palate isn’t awful.

I’ve also got Dave, the Capitol Avenue Grocery Outlet manager, in my corner. I’m not sure if he knows brettanomyces from britney spears, but he’s enthusiastic about his wine aisle and willing to recommend his favorites so I don’t have to drink myself to the grave.

Here are the rules: I’ll buy wines priced at $10 and under at Grocery Outlet, then give my honest-to-Dionysus reflections. SN&R pays for these wines. Neither Grocery Outlet nor any winery will provide anything on this journey (except for manager Dave’s insight). I’ve already disclosed that I worked at a winery for the past two-ish years, but I do not expect to come across any of their wines for this column.

ack in the day, French film buffs—what with all their François Truffaut this and Jean Luc Goddard that and insistence on referring to directors exclusively as auteurs—were considered to be a little snobby. And OK, maybe that’s still the case.

Probably, that will always be the case. But ce n’est pas grave! Life is merde anyway, so why not take the opportunity to spend an entire weekend in the air-conditioned wonderland of the theater, taking in as many French flicks as you can at the 15th annual Sacramento French Film Festival, which is taking place over the weekends starting Friday, June 17, and ending Sunday, June 26. Here are our picks for standout events: Kick things off on Friday, June 17, with a screening of Fatima, which won a César Award (the French equivalent of an Oscar) for best film this year, at the Crest Theatre (1013 K Street) at 7:30 p.m. The opening reception party will follow at the Grand Capitol Plaza Ballroom (1025 Ninth Street), which will have an open bar and food from Cafe Rolle, Hawks Public House, Kru, Shady Lady and the Melting Pot, among others.

This year, the festival expands from the Crest and will also be screening three films at the Esquire Imax Theatre (1211 K Street) on Sunday, June 19: One Man and His Cow, Tomorrow and Much Loved. Check it: Everyone has their eyes on hot openings like Saddle Rock and OBO’ Italian Table & Bar, but there are lots of brand new restaurants with little-to-no press that also might be worth checking out.

Consider Yue Huang (3860 Truxel Road), now offering the only traditional dim sum experience in Natomas, as well as elaborate Chinese banquetstyle dining. Think bird’s nest soup, abalone and sea cucumber.

The ornately decorated space is beautiful, with dark wood panels and floral accents—a complete transformation from its days as Johnny Carino’s.

Folks who live in Woodlake have a new neighborhood eatery, Haveli Restaurant & Banquet (1910 Canterbury Road). The Pakistani-Indian restaurant, located inside Canterbury Village Hotel & Suites, offers plenty of vegan options and a dinner buffet, though it’s unclear whether that will remain a nightly offering.

Arena anticipation: What’s the deal with modern taco joint El Rey and Irish pub Malt & Mash, two restaurants in the three-part

concept taking over the old Three Monkeys space (715 K Street) right by the Golden 1 Center? They were scheduled to open several times by now, but we all know how that game goes.

Bryce Palmer, currently the executive chef at Crawdads on the River, will also be overseeing the food programs at El Ray, Malt & Mash and the third unnamed restaurant. He says El Rey and Malt & Mash are about five weeks away from opening. If his housemade chorizo at Crawdad’s is any indication, his tacos sound promising.

All of the aforementioned businesses are owned by Trevor Shults, who also runs Barwest.

Related: Palmer hopes to shake up Barwest’s menu in the near future, making it a little more farm-to-fork.

Beer bummer: Revision Brewing Co.’s planned West Sacramento launch didn’t pan out, according to the Sacramento Business Journal.

Squat and squashed Doughnut peaches It sounds like the perfect marriage: sweet, fresh doughnuts with fragrant, warm peach filling. The reality, though, is both more healthful and less indulgent. Doughnut peaches earn their name from their flattened shape.

They’re also known as hat, squashed, UFO or peento peaches. The aromatic fruits are less fuzzy than other varieties and often white fleshed, the best being the low-acid beauties known as Saturn peaches. Chinese farmers introduced them to the U.S. in the 19th century, but frost-resistant strains have brought new popularity.

Care for a big bowl of fish boiled in water? No? Does it sound any better if it comes with the numbing effects of Novocain?

I’m guessing you’re not convinced, but passing would mean missing out on one of the best dishes at one of the best Chinese restaurants in the Sacramento region.

Let’s be honest: We don’t have a ton of great Chinese food in town, particularly when we start exploring specific regions. Chengdu Style Restaurant in Davis specializes in the cuisine of its namesake city Chengdu, the capital of the Sichuan province.

It’s known as one of the top culinary destinations in China. Most dishes sparkle with Sichuan peppercorns, which were illegal in the United States for decades, as they were believed to carry a disease.

The ban was lifted in 2005, and finally, Sichuan restaurants stateside could prepare dishes with their characteristic tingly, numbing effect.

But the peppercorns also contribute a citrusy, floral flavor, which dominates most meals at Chengdu Style.

Whole peppercorns swim in that big bowl of boiled, sliced fish in chili oil ($13.95), which arrives fiery red with delicate, melt-in-your-mouth basa. They’re also prominent in the classic tan tan noodles ($5.95), a cold appetizer of thin egg noodles served in chili oil with minced porky

bits and lots of sliced scallions. For a similar but more adventurous juxtaposition of cool and spicy and buzzing, try the jelly noodle in chili sauce ($6.95)—the slippery strands are made from chilled mung bean jelly.

The menu overwhelms in its vastness, boasting nearly 150 items—including lots of offal cuts, if you’re into feet and kidneys and such—divided into more than a dozen sections, such as “tofu pudding” or “pickled pepper.” From the latter, I tried the rabbit ($16.95), hacked up with bones and stir-fried with wood ear mushrooms, celery, a seemingly impossible amount of sliced garlic and pickled jalapenos for a great combo of heat, sweetness and tang.

If you tend to get sweaty and uncomfortable from spiciness, there are a few mellower options.

One of Chengdu Style’s most popular dishes is the toothpick lamb ($15.95), with chunks of wok-fried, cumin-crusted, tender lamb beneath a shower of dried chilies and cilantro. There’s also the delicious tea-smoked duck ($16.95), which arrives a vibrant pink with crispy skin and not a pepper in sight.

Chengdu Style opened in March with an older sibling thriving in Berkeley, a restaurant with the same name run by the same family from Chengdu.

The local, no-frills edition swarms with Chinese international students, thrilled to find a restaurant that caters to them instead of American palates. The dominant language tends to be Mandarin, and if you look Chinese, that’s likely how staff will address you. If you only speak English, service can feel hasty and impersonal, although it improved over the course of my visits.

Similarly, the menu translations sometimes read funky, and servers can’t always answer all of your questions. But, in a way, it’s more fun not to know exactly what’s coming. What’s “Fifty Combo Skewers in Chili Oil,” or “Thickened Sliced Fish with Coriander,” or “Steamed Pork Chop with Rice Flower” going to taste like? I’m not completely sure, but I’m excited to find out. Ω

Cult status The girls A group of interesting young women, a desert ranch, a charismatic young man with some strange ideas. It’s 1969 when 14-year-old Evie, a disaffected middle-class teen, meets Suzanne, a follower of Russell, the prophet of these BOOk barefoot hippie girls, and her life starts to swirl out of control. Emma Cline’s debut, The Girls: A Novel, (Random House, $27) is based on the Manson Family and has some definite familiarity, but rather than focusing on the man at the center, a middle-aged Evie looks back on the women— especially Suzanne—who made the cult possible.

With poetic language, Cline shows us precisely how the rage of young women could become violence with a nudge in the right direction and offers a portrait of the male “leader” as nothing but a spark. The real fuel is female.

The most polarizing joke local comic Johnny Taylor tells is the one about his parents’ death. It goes something like this: When he was a kid, he used to routinely have sleepless nights worrying about his parents dying.

Now that they’re dead, he can finally get some rest.

It’s one of the few bits from Taylor’s 2014 record, Tangled Up in Plaid, that he still includes in COmedy his act. That joke, along with material about his failed marriages, earned him a reputation as a “dark comic.”

That darkness isn’t so evident on his newer material, though.

When Taylor records his new album, Bummin’ With the Devil, on Saturday, June 18, at Harlow’s, folks might see a different side.

“I’m stoked because it’s more of my personality off stage,” he says.

The darkness rep, he says, wasn’t intentional.

“It was just the autobiography of my childhood just happened to create darker material. This [material] is definitely a little sillier.”

Taylor prefers the “storyteller comic” moniker. His routine, whether dark or goofy, is generally autobiographical. For example, there’s the story about finding white-power websites on a co-worker’s computer. Harlow’s attendees should also expect some political (i.e., anti-Trump) material.

Ray Tatar isn’t just the ticket taker at California Stage.

It’s likely that Ray Tatar is a familiar sight to many who visit California Stage. Tall and whitehaired, the theater company’s hands-on artistic director greets every patron cheerfully.

Tatar’s theater roots go deep—although he’d initially planned a career in film. A theater gig in Southern California at Knott’s Berry Farm would eventually change that course, however.

After graduation, Tatar worked in Hollywood as an intern on many TV series and films, including Funny Girl, but realized it just wasn’t his passion.

“I just couldn’t get film into my heart. Live theater always excited me,” Tatar said.

This week, Tatar finds new excitement at California Stage, directing Leslie LewinterSuskind’s A Revolutionary Mind, which opens June 17. The production explores the tumultuous Vietnam-era 1960s—a period that unarguably shaped Tatar’s outlook and ethos.

Back then, he attended UC Berkeley, where he worked at the Magic Theatre and received an MFA in directing. In the ’70s, Tatar ended

up in the United Kingdom, where he worked at a theater for the deaf in London. Tatar also taught method drama at a junior college in the area—a job he got thanks to a connection he had with famed acting teacher Lee Strasberg.

When he returned to the states, Tatar worked as a drama critic for a TV station in Los Angeles, and in 1977 was named executive director of the LA Stage Alliance. In 1982, he went to work for the California Arts Council, serving under then-Gov. Jerry Brown and helping to raise millions for the theater community.

That same year, however, he also wanted a change and moved to Sacramento, where he founded the Sacramento Area Regional Theatre Alliance. SARTA, which bands together local organizations, actors, technicians and administrators to produce and promote work in the region, helped Tatar realize just “how powerful that kind of [organization] can be to service theater and community.”

Tatar only planned to stay in Sacramento for a few years, but after meeting and marrying his wife Susan, he decided to make it his home.

These days, Tatar is still active in the theater community, discovering new works for California Stage, including A Revolutionary Mind. The show, told in flashbacks and flashforwards, tells the story of protesters who marched against the war in Vietnam.

“It’s a different type of play,” Tatar said of its unusual structure.

Its activism storyline and counterculture themes are also meaningful for him. “The heroine represents to me the boomer generation—we who marched against the Vietnam War, and who wanted to make the world better.

We didn’t succeed.”

Tatar says the play speaks to the legacy of that generation and passes down the message to future generations.“We may not have been successful,” he said of the ’60s, “but maybe our grandchildren will be.” Ω

“We placed California’s Kitchen so that right outside the back door is The Farm,” Michael Marks says. “We need fresh basil? Let’s cut a few sprigs.”

Better known as television’s Your Produce Man, Marks emcees the Fair’s cooking events, which will feature some of the state’s best chefs — including California State Fair Official Chef, Keith Breedlove.

At The Grill in The Kaiser Permanente Farm presented by Save Mart Supermarkets, Breedlove feeds and educates fairgoers by connecting them to the food he serves.

“I love talking about The Farm,” says Breedlove, who also owns and operates Sacramento’s Cülinerdy Crüzer food truck. “Getting really deep into tomatoes, how they grow, the different varieties. Really helping people understand where our food comes from.”

The Angry Birds Movie

What’s worse than a video game-inspired movie? A video gameinspired animated feature. If you’ve played the game, you know the story: A bunch of wingless birds fire a giant slingshot in an effort to get their eggs back from an army of green pigs. Somehow it took four writers (John Cohen, Mikael Hed, Mikko Pöllä and Jon Vitti) to come up with this. Meanwhile, it seems not to have occurred to director Clay Kaytis and Fergal Reilly—or anybody else—that what’s cute and amusing on a smartphone might look trivial, cheap and shoddy on a theater screen—to say nothing of the 3-D. Jason Sudeikis, Josh Gad, Danny McBride, Maya Rudolph, Bill Hader and Peter Dinklage head the voice cast. It’s harmless enough, as junk goes, but why blow 10 bucks on it when the app is only 99 cents—and you get to play? J.L.

The Conjuring 2

In 1977, psychic investigators Ed and Lorraine Warren (Patrick Wilson, Vera Farmiga) investigate a poltergeist that is terrorizing a suburban London family. The movie claims to be “based on” a case recorded by the real-life Warrens. Well, maybe, but the “demonic spirit” in this movie doesn’t have much imagination—it takes all its ideas from The Exorcist and the dozens of schlock horror flicks it has spawned in 43 years. Director James Wan (Saw) indulges his usual penchant for grisly chills and jump-scares, and performances are good enough (especially Madison Wolfe in what can only be called the Linda Blair role), but Wan and co-writers Carey Hayes, Chad Hayes and David Johnson fail to build momentum or suspense. The movie drags on for two-anda-quarter-hours, far too long for this kind of nonsense. J.L.

The Lobster

In a society where being single is illegal, a divorced man (Colin Farrell) must find a new mate; if he fails, he’ll be turned into an animal (his choice, if need be, is to become a lobster). Written by Efthymis Filippou and director Yorgos Lanthimos (working for the first time in English), the movie alternates between long stretches of numbing tedium and moments of wanton cruelty—usually to animals but sometimes to people. Is this a cruel society or just a cruel movie? There are all the earmarks of mordant satire except the one a satire must have—a lively wit. Liveliness is the last thing on this movie’s mind. Its characters are merely single defining characteristics rather than real people; they have nothing, and hence nothing to lose. And as for wit—without that, satire is just meanness. J.L

Finding Dory

That sweetly forgetful fish from Finding Nemo (voiced by Ellen DeGeneres) feels long-lost memories stirring of the parents she hasn’t seen since childhood (Diane Keaton, Eugene Levy), and sets out with her friends Marlin (Albert Brooks) and Nemo (Hayden Rolence) to reunite with them. Pixar does it again—or to be more specific, directors Andrew Stanton and Angus MacLane and writers Stanton, Victoria Strouse and Bob Peterson. Like Toy Story 2 (also a Stanton brainchild), here’s a sequel that not so much surpasses the original as deepens and enriches it, making it forever impossible to think of the two movies separately. Exhilarating adventure, irresistible wit, breathtaking visuals and an all-star voice cast (just about everybody wanted part of this one) combine in a seamless banquet of pure entertainment. J.L.

Dark Horse

Documentarian Louise Osmond retraces the underdog career of the British racehorse Dream Alliance, which enjoyed an entirely creditable racing career 2004-2012, despite unexceptional genes and the fact that it was sponsored by a consortium of working-class neighbors in a depressed Welsh mining town. Osmond mixes talking-head interviews with the Dream’s owners and hometown fans (a warmly down-to-earth bunch of folks), archival news footage, home video and discreet reenactments to weave a heartwarming and crowd-pleasing story. The interviewees are the main attraction, especially breeder Jan Vokes and her husband Daisy (a nickname), but a surprisingly vivid presence is Dream Alliance himself, who comes off as a scrappy animal with a gamely competitive spirit and a lot of horse sense (no pun intended). them in the clutches of a tech genius (Daniel Radcliffe) who dragoons them into his own shadowy scheme. Like its precursor, this sequel is very much a magic act itself, filled with misdirection and sleight of hand—and like that first movie, it’s great fun, with a delightful surprise almost every five minutes. Michael Caine and Morgan Freeman return too, and director Jon M. Chu navigates the convolutions of Ed Solomon and Pete Chiarelli’s script with an unaccustomed sprightly touch. Here’s that rare sequel that improves on the original— though you do have to have seen the original to be able to follow it. J.L.

Popstar: Never Stop Never Stopping

Andy Samberg stars alongside his The Lonely Island comedy teammates Akiva Schaffer and Jorma Taccone (the latter two also directed) in this likable but limp music mockumentary. Samberg plays pampered and narcissistic ex-boy band member Conner Friel, re-dubbed Conner4Real for a white-hot solo career, and prepared to drop his revoltingly self-aggrandizing sophomore album as the movie opens. Popstar: Never Stop Never Stopping features the same number of gratuitous celebrity walk-on “jokes” as any other Judd Apatow production, but for once this lowestcommon-denominator tactic actually fits the material. At this point, though, it’s hard to imagine a subject less ripe for genteel satire than music industry excess, and yet even the best bits of Popstar are utterly fangless. There are some laughs, especially in the brisk opening half, but the joke wears thin pretty quick, and the plot-heavy final third assumes an emotional connection that the film never even tried to create. Christopher Plummer stars as Zev, a newly widowed Holocaust survivor suffering from dementia in Atom Egoyan’s chilly but overly broad mystery Remember. Reeling

even further into memory loss after the death of his second wife, Zev slips out of his nursing home and embarks on a hazy mission of revenge against the Auschwitz butcher who murdered his entire family. Zev scrawls notes on his body in order to assist with his periodic memory resets, while a shadowy figure from his past guides him towards the (not very) shocking truth. In other words, this is basically a non-backward Memento with Alzheimer’s and Nazis, informed more by Canadian director Atom Egoyan’s careerlong obsession with coping mechanisms in response to unspeakable tragedy than by concerns about momentum and suspense.

Plummer does fine work in the lead role, but the supporting players tend to go way overthe-top, especially Dean Norris as a neo-Nazi cop. D.B.

Warcraft: The Beginning

A race of hulking manlike creatures invades the human world through a magical portal, growling unintelligibly around their huge tusks, while humans posture and declaim, struggling vainly to be heard over the bombast of Ramin Djawadi’s music. Fans of the video-game franchise may be able to follow the incoherent plot. Then again, it may not matter; they may simply rhapsodize over the breathtaking CGI and nonstop battle scenes.

For the rest of us, it’s just another lousy videogame movie with pathetic delusions of Game of Thrones—all the thunder, flying arrows and flashing broadswords but none of the political intrigue or subtlety of character. Even the names aren’t clearly spoken; blame director Duncan Jones and his co-writers Charles Leavitt and Chris Metzen for concocting such silly names to begin with. J.L.

Embracing community Another farewell: For Joe Kye’s goodbye gig at Beatnik Studios last week, the indie-pop violinist delivered a massive, heartfelt blowout.

In a word? Triumphant.

It was a testament to what someone can build from scratch in Sacramento in three short years: the beginning of what’s sure to be a long music career, with a devoted fan base and impressive collaborations that cross mediums. Kye led his band through a strong, one-hour set featuring both original material as well as playful covers, such as “I Will Survive.” But the most powerful individual performance was also the most unexpected: an emotionally stirring, chaotically beautiful rendition of German composer Nils Frahm’s “Says.” The audience was as enthusiastic and attentive as I’ve ever seen at a localsonly show.

The second set showcased projection art, which translated Kye’s dynamic sounds into visual art; a bold, dramatic piece by CORE Contemporary Dance, which was unfortunately difficult to fully appreciate if you weren’t in the front row due to the lack of stage; a visit back to Kye’s a cappella roots; and, for the finale, a cover of Marvin Gaye’s “What’s Going On” accompanied by 10 other local musicians including James Cavern, Josh Kräge (the Pressure Lounge) and Josh Cambridge (City of Trees Brass Band).

As Kye sang his last note surrounded by his community, he looked like a man who truly found himself in Sacramento. This is home now, and he’ll be back.

Beats and baritone: I felt keenly aware of the woman in front of me, bobbing along unobtrusively with her curly gray locks. She must have been in her late 60s or early 70s, and I most definitely did not want to knock her over. But it’s challenging not to jump wildly and lose yourself in the strobe lights at a Caravan Palace show, which made me all the more impressed with the age range last week when the Parisian band swung through Oakland.

Key word: swung. There was over-the-top swing dancing on and offstage to the seven-piece pioneer of electro-swing, the genre that fuses gypsy jazz with electronic dance music.

Despite the complexity of the music, Caravan Palace approaches

its shows with a tongue-in-cheek, all-for-fun attitude: dueling clarinet and violin, skat battles, multiple costume changes, straight dirty baritone sax lines. The energy? Insane.

The charisma? Almost cartoon-ish in its over-the-top engagement. All the while, traditional jazz influences seeped through, like a single spotlight illuminating an epic vibraphone solo or the guitarist commanding the crowd to not clap but snap along.

At the end, drenched in sweat, the party-makers invited furries to dance onstage, took photos and thanked California, in particular, for being early supporters of its unique sound.

“You’ve been so cool,” said vocalist Zoé Colotis. Hella cool.

Big names: Pitchfork dropped some rad local news last week, though I wouldn’t blame you if you didn’t notice based on the headline: “Death Grips produce EP for LCD Soundsystem’s Tyler Pope’s label.”

While technically accurate, and while technically Sacramento-centric given its lead with Death Grips, the headline doesn’t actually mention the band behind said EP. It’s Drug Apts.

Congratulations, Drug Apts.!

You may have seen Drug Apts. play around town at underground venues over the past few months, originally under the taco-loving name Gymboyz. Among the grungy, frenetic, post-punk band’s esteemed members are vocalist Whittney Kebsehull and drummer Michael Thiemann. Yes, that Thiemann, chef-owner of Mother and Empress Tavern.

Look for the band’s debut in September, and get an early listen to a couple of tracks on Interference Patterns Records’ Soundcloud. Their next gig takes place Monday, June 27, at the Red Museum (212 15th Street).

Imagine the kind of band you’d expect to hear at a ’60s-era high school dance, what with its hip-swinging sound that blends moments of doo-wop and pop with a garage-rock attitude. The Bottom Feeders capture all of these timeless sounds with dreamy tunes, but one in particular, “Stingrayface,” SURF-POP is all-encompassing. Pocket of Lollipops is a kind of neo no-wave duo whose songs aren’t exactly musical, but more of an experimental performance art for the ears. Conversational lyrics are delivered in a two-note nursery rhyme cadence while bass strings are plucked ART ROCk fervently, and ramshackle guitar noodling punctuates the stanzas with wild, bad grammar-like abandon. Repetition and moody drum lines keep songs catchy and melodious, never letting the mishmash of sounds fall into noise. Full of energy and disjointed storytelling, Pocket of Lollipops is brimming with energy and drama derived from tone rather than meaning.

Producer-musician-visual-artist Daniel Trudeau is all over the place, and that’s exactly the way he likes it.

ELECTRO Together with bandmate Styles Munson, their tracks are laced with infectious beats and playful samples, overlaid by vocals that are somewhere between Jane’s Addiction and Youth Lagoon. And Pregnant is prolific, to say the least; they once wrote 100 songs for 100 people who donated $7 or more to their music-making fund. There’s a song on Bad Cop/Bad Cop’s debut record Not Sorry called “Anti Love Song.” That’s exactly what it is. The song is supremely catchy pop-punk, with threepart harmonies, aggression and a lot of sneer. Other songs cover similar territory: “Nightmare” and “Rip You To Shreds” are prime examples. This four-piece has its sound down pat. For anyone who loves snotty ’90s-inspired, polished pop-punk, every song is a winner. Daddy in absentia My dad bailed when I was 7. I always pretended like I didn’t care, and that my mom, sister and me were better without him. I’m now 42 years old. My sister died of a drug overdose. My mother died of cancer. My father recently remarried and has reached out to me but I’ve ignored him. He abandoned us, so why should I help him release his guilt by reconnecting? Occasionally, though, I feel like I should see him because he’s the only family I have left. Advice?

Recognize that the only guilt your father has is yours. Yes, that’s an Ask Joey koan, so let me translate. You feel guilty for closing your heart to your father, especially now that your mother and sister have died. You attempted to separate from your father at age 7 (and subsequently) by detaching your guilt from your behavior and projecting that guilt on to your father. Honestly, you can’t know whether he feels guilty or not.

You can investigate whether guilt is an honest emotion for you to hold in this situation. Guilt presumes that you have engaged in actions that you know are wrong. It’s the energy feeding the trigger that continues to inquire whether you should visit your dad. You have so much invested in the belief that you should see him that you use extremist thinking to motivate yourself. What’s extremist thinking? The idea that your father is “the only family you have left.” Sweetheart, everywhere you go, you meet family. You are related to every living being through your body, mind and soul. The trees welcome you, the ocean takes you in, birds sing to you, strangers smile. If you stop abandoning your real family (that is, this earth and all in it), your sorrow will lift. Your guilt will dissipate. You will understand that you are no longer 7 years old. You are a man meeting a man, not a boy meeting his father.

So did you father harm you by exiting? Maybe. You can’t know how the narrative would have unfolded if he had stayed. You might have hated living with him. You might have wished he would leave. Reframe what you have called abandonment and be free from

the past. Once you do, you will have an honest answer to the next step on your spiritual path.

My sister and her new husband are honeymooning in Europe for three weeks in July and leaving my 17-year-old niece and 14-year-old nephew at home unsupervised. She says both kids are responsible. I agree but don’t think that they should be left on their own. What are your thoughts?

Teenagers want and deserve to be given opportunities to prove their capabilities.

But home alone for three weeks while mom is unreachable in Europe? Your sister may be naïve, but it’s more likely that she’s selfish. Adolescence is a time when teens most need adults in their lives who care, understand and support them.

When we talked by phone, I asked you how your niece feels about her mother’s decision. You said she’s scared but feels pressured by her mother.

You added that her mother dismisses every concern your niece raises and intimidates her into acquiescing. So either invite the kids to your home for three weeks or move into their home. But don’t let your sister bully her daughter into taking over parenting and householder duties at age 17. Ω

Noam A’dic Indeed we do! Please join me in welcoming Ohio and Louisiana to the list of states that have joined the 21st century. Well, kinda.

Ohio’s new law allows patients with qualifying conditions to use—but not smoke. Vaping is cool but smoking is forbidden. No one is allowed to grow his or her own, but folks can buy medicine in states that allow legal cannabis sales and bring it home no problem. This of course will be a challenge for low-income patients, but hey, Michigan is right next door to Ohio, and Michigan recognizes letters of recommendation from all medical-marijuana states. I foresee many road trips. One of the best parts of the Ohio bill is that the list of qualifying conditions is fairly comprehensive. For instance, the law lists “chronic pain” as a condition.

While this isn’t a specific disease, pain relief is one of the main reasons people cite when asked about their medical cannabis use, so this law could really help many people.

Louisiana’s new law is actually an expansion of a marijuana law signed

by La. Gov. Bobby Jindal in 2015. It allowed cannabis use for only three conditions: people undergoing chemotherapy for cancer; folks with glaucoma; and those who have been afflicted with spastic quadriplegia, a rare form of cerebral palsy. The new law lets doctors recommend cannabis for, among other ailments, cancer, HIV, AIDS, epilepsy, spasticity, Crohn’s disease and muscular dystrophy. The newly expanded law also prohibits smoking and goes one step further by prohibiting vaping as well. Only pills and tinctures will be allowed.

Both laws face challenges. Growing and processing infrastructures need to be set up, and rules and regulations need to be written.

While both laws perhaps don’t go far enough right now, they can be expanded. To me, the biggest thing about this is the fact that two states with extremely conservative governors managed to pass laws legalizing medical marijuana. This bodes well for the future, and I thank the activists and politicians who managed to make it happen. Ω

nstead of harsh marijuana smoke drying out your throat, here is a medical cannabis product designed to soothe your throat while also delivering 25 mg of THC per serving. The “Art of Cannabis” folks at Altai are behind these Honey Lemon Soothers, little sticky drops about the size of a chocolate chip, encased in Altai’s usual high-end-style packaging.

My allergy seasonravaged sore throat felt better, possibly because I couldn’t feel my face.

The Honey Lemon Soothers (retail price around $15 for 12 Soothers) are made from sugar, corn syrup, honey, natural lemon flavoring, citric acid, glucose, water and

cannabis extract, with 12 servings carrying 25 mg of THC and 6 calories per Soother.

They aren’t individually wrapped, so the mossy green Soothers in my package were mostly stuck together, although they broke apart easily.

Altai’s Honey Lemon Soothers basically smell like a store-brand cough drop that has been infused with grass and lime and cannabis. The Soothers are a little more gelatinous on the palate than expected, with a lot of that dank and grassy citrus flavor promised by the aroma, with eucalyptus and lemon eventually entering the picture. On the whole, they’re a lot more soothing to the throat than to the taste buds.

Despite a slightly unpleasant but fleeting aftertaste though, the Honey Lemon Soothers proved an incredibly efficient medicine delivery system. The 25 mg dose is the strongest that Altai produces, and since the Soother dissolved in my mouth, it kicked in at half the time of a cookie or pretzel. As a bonus, my allergy season-ravaged sore throat felt better, possibly because I couldn’t feel my face.

FOR THE WEEk OF JUNE 16, 2016 ARIES (March 21-April 19): The coming months

will be a favorable time to boost your skills as a cagey warrior. I don’t mean you should push people around and get into lots of fights.

Rather, the goal is for you to harness your aggressiveness constructively and to wield your willpower with maximum grace. In the face of fear, you will not just be brave, but brave and crafty. TAURUS (April 20-May 20): Everything you do

Chinese proverb, if you want to get rich, you must have a nickname. My meditations on your future suggest that this curious formula may have some validity. The next 15 months will be a favorable time to attend to the groundwork that will ultimately increase your wealth. And your luck in doing this work is likely to be oddly good if you add a frisky tweak to your identity—such as a zesty new nickname, for example. AQUARIUS (Jan. 20-Feb. 18): The prison

population in the U.S. is over 2 million, more than twice what it was in 1990. In contrast, Canada keeps about 41,000 people in jail, Italy 52,000, and France 66,000. That’s the bad news. The good news, at least for you and your tribe, is that a relatively small percentage of you will be incarcerated during the next 15 months. According to my analysis of the astrological omens, Aquarians all over the world will specialize in liberation. Not only will you be extra ethical; not only will you be skillful at evading traps; you will also be adept at emancipating yourself from your own delusions and limitations. PISCES (Feb. 19-March 20): The English word

“catharsis” is derived from the ancient Greek katharsis, which was a technical medical term that meant “purgation” or “purification,” as in flushing out the bowels. Aristotle converted katharsis into a metaphor that described how a drama performed in the theater could “clean out” the emotions of spectators. These days, catharsis may refer to any event that precipitates a psycho-spiritual renewal by building up and then releasing tension. Hold the line When the New York Jets cut former linebacker Garrett McIntyre in August 2014, he faced the same dilemma every football player eventually encounters. McIntyre could have returned to what he did for nearly a decade. He could have kept going to NFL workouts and playing arena and Canadian football. This strategy led him to 42 games and 5.5 sacks with the Jets from 2011 to 2013. But in 2014, McIntyre decided to retire. SN&R caught up recently with 31-yearold McIntyre, who lives in Folsom with a wife and twin daughters, to chat about intense jobs, concussions and youth football.

This time of year, is there ever a part of you that’s like, “Man, I could go back, I could do this again?”

Sometimes. Mentally, yes. Physically, probably not. It’s just the wear and tear that it does, especially at the linebacker position and playing special teams. And my game was a physical game. I wasn’t like a speed, finesse player. I was like an old-school, throw my head into you, like that kind of guy. That’s who I was, and that takes a toll on you over the years.

I’ve heard when you’re in the NFL, when you’re in the middle of a season, you just never feel 100 percent the entire year.

Never.

Is it weird to go through entire years and feel pretty good?

It is. I have, like, good days and bad days.

I still enjoy working out, and I’m really into fitness. I have a gym in my house.

There’s days where I’m like, “Oh man, I feel good,” or weeks where I feel good.

Then I’ll get these ruts where I’m like, “Oh man, I’m feeling like I’m overdoing it, or I’m not doing something right,” to where my body’s hurting me, and I’m getting these aches and pains I used to feel.

Really, what I’ve learned over the years is now if I don’t move, so if I don’t stay active, I hurt.

With the movie Concussion last fall, there’s been a lot of focus of the health risks with the NFL. What’s your take?

I haven’t seen the movie. I kind of don’t want to watch it. I think it’s very real. I think it’s there. I think that I don’t know

what the future has for me and for my brain. I hope that it’s good, but at this point, there’s nothing I can do for the years of football that I played. In my career, I had two major concussions: one in the NFL, my rookie season, my first season with the Jets; and I had one in high school. So I didn’t have a lot of major concussions. But did I get my bell rung a lot of times? Yes. Like, every single week. … From what I hear—and I’ve read articles, some sad articles about former players that have been diagnosed with [the brain disease] CTE and kind of the toll that it takes on them early, in their 50s, late 40s—it’s scary to think that that’s there and that’s a possibility. I’m hoping that the NFL continues pump money into … research about the brain and keep funding. It’s no secret anymore.

Would you let your kids play football?

Luckily, I have two girls. I have twin daughters that are almost 3. … If I had a boy, and he wanted to play football, I think I’d have to let him play football.

But I would let him know the risks that are involved. Did I know the risks? I did.

You know that it’s a physical game, and there’s 100 percent injury rate. And you know at some point, you’re gonna get hurt. Did I know all the stuff about the brain injuries back when I was coming out of college? I didn’t. … But football,

besides the head injuries, has taught me so much about myself and about being a man and carrying myself as a good person. The things that football teaches you, that’s why it’d be so hard to tell my son, “Don’t play.”

What do you do for money now?

I saved money, first of all. I knew that my career was going to be short. I knew that I wasn’t going to make a whole lot of money. So I saved a lot of my money.

I’ve invested it in some certain things, some real estate stuff, I have some stuff in the market. Currently, I am trying to get hired as a paramedic firefighter. … I realized when I was out of football for a year how much I missed being a part of a team and the camaraderie that comes with that. A couple of my buddies are firefighters, and I did some ride-alongs with them. I was like, “Holy cow, this is like as close as being in a team as I could get to football.”

It seems like two really high-octane, stressful professions. It’s almost like you’re trading one for another.

I know, and it’s crazy to know it. But it’s like you get so used to those high-stress situations playing football that it’s like you almost need that. Ω
