Legally armed and dangerous Numbers don’t lie: 204 mass shootings in 204 days, according to Mass Shooting Tracker, an online, crowdsourced site that charts such data.

That’s nearly one mass shooting per day in 2015 in the U.S. So far.

Nine killed and one injured in a Charleston church in June, for example. Or, just last week, two people killed and nine wounded after a gunman opened fire inside a Louisiana movie theater.

Meanwhile, gun-rights advocates continue to push back against efforts to legislate and control access.

And, frankly, maybe such efforts are moot at this point. The Charleston shooter, after all, legally purchased the .45-caliber Glock handgun he used— even though there was a pending drug charge against him.

The system clearly is broken, but how do you fix something when there is a collectively willful refusal to address the impact of our nation’s gun culture?

Sacramento is steeped in that culture. Since 2010, Sacramento Sheriff Scott Jones has issued 5,555 concealed-carry weapon permits.

That, combined with permits granted by his predecessors, puts Sacramento at 7,000 countywide permits, active or pending. (See SN&R Feature Story, “The New Wild West” on page 14.)

For Jones, arming citizens seems like the logical solution to reductions in the region’s law enforcement ranks. In his viewpoint, more guns makes for a safer community.

His philosophy echoes that of many others who think that if a law-abiding citizen was armed in a public place then he or she could prevent a mass shooting. Similarly, Texas governor Rick Perry suggested people be allowed to carry guns into movie theaters for safety and self-protection.

Funny, I don’t feel safer.

Again: 204 mass shootings in 204 days. Vigilante policing is not the answer to that disturbing number.

Inspiring the Next Generation

arlier this month, more than 180 young men of color came together for the fourth annual Sacramento Boys & Men of Color (BMoC) Summit at Sacramento State University to learn how to become men of change, and thus prove to society “I am not who you think I am,” which was this year’s motto.

The goal of BMoC — funded by The California Endowment’s Building Healthy Communities initiative — is to inspire, empower and provide opportunities to young men who need it the most, and 24-year-old Sacramento State electrical engineering student Luis Guerrero has played a significant role in making the program such a huge success in Sacramento.

Guerrero learned of BMoC five years ago while volunteering for a mentorship and tutoring program that he and a few other young men started at Arthur A. Benjamin Health Professions High School.

“It was then that I realized how important it is for older male brothers to connect with the younger generation,” Guerrero says. “After hearing about Boys & Men of Color through a mentor, we started attending the Boys & Men of Color Summit meetings, and we have been there ever since.”

While Guerrero humbly states, “I receive way too much credit for the success of the Boys & Men of Color Summit,” it is clear that he deserves it — and more — for the wholehearted efforts he has contributed as facilitator and co-coordinator of the last three BMoC summits.

Guerrero, who works for BMoC during his “free time,” spends three months of his year strictly planning for these summits with the youth, doing everything from booking venues to planning workshops.

“What I love most about being a part of Boys & Men of Color is connecting with others, whether it be at our youth collaborative meetings, camp, the summit, workshops or volunteering on student panels,” Guerrero says. “I have met so many people, gained so many mentors, and I have established so many friendships. It is truly a blessing.”

When Guerrero isn’t busy working with Boys & Men of Color, he can be found DJing at private events, interning as an engineering assistant at SMUD, or coaching basketball as head freshman coach at his old high school, C. K. McClatchy.

Re “Our diversity problem” (SN&R Editorial, July 23): It makes sense to me that a paper that mostly appeals to white liberal hipsters would be staffed by people who can appeal to white liberal hipsters. That’s your market segment, and you need not feel guilty about it anymore than BET, which is almost exclusively staffed by black folks, or Univision, which is almost exclusively Latino. Myself, I celebrate true diversity and that means I letteR of love Mexican resthe week taurants that are staffed with Mexican folks who love and understand their cuisine. Likewise, I like Asian restaurants where the menu items are things the staff grew up with and not just something they learned from a cookbook or a manual. I also enjoy SN&R for its ideological liberal approach to seeking and reporting the truth and if the best folks for that job are white liberal hipsters then this white conservative will keep reading every week. True diversity at the SN&R would mean you’d have to hire corporate toadies, political wonks, conservatives like me and etc., but then you’d lose your identity and your appeal. Bottom line: We

SN&R ignorant Re “Our diversity problem” (SN&R Editorial, July 23): When I saw the cartoon cover depicting Mayor Kevin Johnson a few weeks ago, I thought immediately of two things: One, it looked very much like the racist depictions of black people that were everywhere in our society up until recent times, and two, if I were making the decision at SN&R, that cover would never have run. I imagine this happened not because I think SN&R is racist, but more likely ignorant of or perhaps insensitive to this history of one of the many ways black people were marginalized in this country. To not see or admit how that image of Johnson is so similar to the historic hateful images reminds me a bit of those who say the Confederate flag is only about “Southern heritage.” At best, such people have blinders on or are ignorant of history.

The greenprint Gavin Newsom’s much-anticipated pot report dropped last week. Most marijuana advocates praised it—but there remain a few critics. What does this mean for recreational weed on the 2016 ballot?

Marijuana is green. Sometimes purple or brown. Even tangerine. But mostly green. That’s a simple, even Seussian approach to pot. This week by Nick Miller in California, however, cannabis just got a helluva lot more complicated. ni ck am@ A widely praised report on pot legalizanewsr eview.c om tion in California released last week warns that recreational weed in the state won’t necessarily mean more green for its financial coffers.

The report, by the Lt. Gov. Gavin Newsom-led Blue Ribbon Commission on Marijuana Policy, is a 93-page opus nearly two years in the making. The hype was that it would be a greenprint for legalizing grass in California. But now that the smoke has settled—now that experts and pot activists have had a few days to actually read and dissect the epic—one thing is clear: Legalizing pot has dozens of moving parts, and, little surprise, there will be those who never agree on how to greenlight green bud in the Golden State.

In fact, the only consensus now among cannabis stakeholders is that legalization won’t, and should not be, about the almighty dollar.

“This isn’t going to be a cash cow for the state. It’s not going to solve all our budget woes,” is how Brian McGuigan of ReformCA put it.

ReformCA is the leading contender to get an initiative to legalize pot on the ballot in 2016. There are, as of deadline, five other possible ballot measures in the mix. And some say there likely will be more before the attorney general’s October deadline to Read Ngaio Bealum’s submit ballot language. But only ReformCA column on the Blue has retained a signature-gathering outfit to Ribbon Commission help. It has also performed significantly more on Marijuana Policy outreach than the other groups, according to report on page 51.

ReformCA and even most old-school pot advocates generally support the findings of Newsom’s commission.

Dale Gieringer, a Stanford University Ph.D. who heads the California chapter of the National Organization to Reform Marijuana Laws, told SN&R this week that, even though there “weren’t a lot of surprises” in the lieutenant governor’s report, he was nevertheless “pleasantly surprised” by the committee’s research and analysis.

“We think it’s a good report, and we definitely are paying close attention to it,” said Gieringer, who also supports ReformCA group’s initiative effort.

But some pot activists, such as this paper’s resident cannabis expert, The 420 columnist Ngaio Bealum, question whether the Blue Ribbon Commission discovered anything new under the sun. (See SN&R The 8

“The commission’s recommendations are poppycock. … This report contained nothing about how to deal with cities and counties that don’t want to allow marijuana-based businesses, what the tax structure could look like or even a suggestion on plant limits or garden sizes,” Bealum wrote.

“There is so much this commission could have done and it essentially did nothing.”

Jason Collinsworth, with the California Bipartisan Decriminalization of Cannabis Act—one of the six initiatives vying to qualify for the ballot—agrees with Bealum and says he was disappointed by Newsom’s findings.

“Honestly, what it all boils down to is a little bit of a waste of time and taxpayers’ money,” he told SN&R. He says the group didn’t “truly consult the medical-cannabis community” and called a great deal of the findings “out of touch.”

It’s worth noting that the cannabis community has a rich history of being divided on flagship issues (mostly notably in 2010, when Proposition 19’s legalization initiative failed to pass and drew significant criticism from the traditionally anti-prohibitionist bloc). That said, criticism of the commission appears to be the minority view.

McGuigan with ReformCA called the report an “extremely credible, wellthought-out and timely analysis of how to legalize cannabis in California.

“Their thinking is very much in line with our own.”

How to legalize When one sets aside the praise and harshed mellows and has a peek at what’s actually inside the nearly 100-page tome, the complexity of legalization emerges from the smoke.

The report begins with a warning that the commission is adamant that it does not endorse legalization. There is clearly, however, some semblance of a road map to recreational pot within.

The impetus for the report, back when Newsom kicked it off in October 2013, was to accept the fact that an increasing number of Californians supported the idea of legal weed. In turn, the commission did outreach all over the state—town halls, meetings, testimony, etc.—and finally crafted an analysis of legal marijuana’s opportunities and red flags.

The first point made in the mighty report is that legalization will be a process, not a moment or event. It says that people will need to engage the issue for years to ensure protections for public health, to keep the black market at bay, to cooperate and welcome the old-school pot-industry stakeholders, and to capture the millions of tax dollars this new industry surely will generate.

Of the group’s many goals for legalization and regulation, protecting young people and public safety get the commission’s foremost attention. But there’s also a focus on issues such as protecting the environment from the impacts of marijuana cultivation and production, and also the decriminalization of pot and its impact on “racial and economic disparities.”

In total, the commission makes a whopping 58 goals and recommendations for California policymakers.

NORML’s Gieringer says the biggest challenge for pot in California will be ensuring that the state’s forefathers— industry operators such as the cultivators who’ve worked in the shadows for decades—have a stake in this new Golden State pot economy.

“ We don’t really need any new big marijuana plantations in California. We’re exporting as it is.”

“What we’ve been trying to do is take an illegal market, and take the people who’ve been into it, and get them legal. California has thousands of growers, and generations worth of growers. … Many of whom have wanted to do so legally. It’s important that they get into the legal market.”

He says that, in some of the states, there are only handfuls of approved legal medical-pot growers, and they put down hundreds of thousands to get in on the game. It’s a pay-to-play situation that’s priced out many cannabis pioneers.

Try this in California, he says, and it will simply perpetuate the underground, illegal market. “If you do this [in

California], all those people are going to get shut out—and then you’re going to have as many illegal growers afterward as you did beforehand.”

Gieringer also reminded that there’s so much marijuana in this state already. “We don’t really need any new big marijuana plantations in California. We’re exporting as it is.”

Collinsworth says he disagrees that the major drivers of the legalization effort might put forward initiatives that allow counties and local governments to still ban pot. “I live in a banned county. It’s a nightmare to get my medicine,” he explained. He says that his concerns have been “ignored” by ReformCA and the Newsom commission.

Green for green In the end, it likely all comes down to money.

Even though stakeholders downplay the impact, all of this marijuana will certainly bring in new revenue.

Licensing fees for growers and sellers, fines, taxes—the money will be coming in, and in ways the state has yet to experience. The amount of money generated will be minuscule compared to California’s $100 billion general fund.

But the new monies could amount to several hundred-million dollars annually.

Money is also the key to success in getting a legalization initiative on the ballot next year.

Gieringer says he feels that this is the right time for pot in California. “I just sense that the public attitude is right, that an intelligently written initiative will pass,” he said. And, short of a huge influx of capital to the opposition from a Sheldon Adelson-type, he’s confident.

McGuigan with ReformCA would not disclose any internal polling, but a Public Policy Institute of California poll from March of this year showed that a slight majority of Californians think pot should be legal (53 percent).

He also warned, however, that California will be a different challenge as compared to the efforts in Colorado and Washington.

“You’ve seen other states go ahead and legalize it. But those states are very different than California—the size of the states, the diversity,” he explained.

“We feel that voters are inclined to vote for this … but it’s not going to be a slam dunk.” Ω

In Taiwan, cellphone footage from June captures hundreds of water park attendees crowding a thumping concert stage as a nozzle spews lime-green dust over them. As neon plumes fog the crowd, they suddenly ignite into a fireball that sweeps through the audience, injuring 500 people, 200 of them seriously.

With The Color Run once again descending on Sacramento’s Capitol Mall on Saturday morning, an engineer with the California Air Resources Board contacted the organizers of the “happiest 5K on the planet,” as it’s billed, to express concerns about the dry-powdered paint that’s used.

Specifically, Earl Withycombe—who emailed event organizers and city officials as a private citizen—says the troublesome ingredient is corn starch, an organic material containing both carbon and hydrogen molecules that can cause rapid combustion in certain cases.

Withycombe’s email prompted the city’s special event supervisor, Melissa Romero, to request additional information from event organizers.

Another arena lawsuit?

Now that the city is preparing to raise parking revenue, arenasubsidy critics are characterizing the plan as the kind of backdoor tax that a 5-year-old voter initiative outlawed—and signaling they may have the grounds to mount a legal challenge.

“There has to be a nexus for that tax, and that’s something that I’ll be looking at very closely,” said Katy Grimes, president of the Sacramento Taxpayers Association.

In 2010, California voters narrowly approved Proposition 26, which restricted the state and local governments from disguising new taxes in the form of levied fees. The ballot language specifically narrows the ability of local governments to impose charges that don’t go toward providing specific benefits or municipal services.

Eye on Sacramento President Craig Powell notes that the city’s own code prevents it from using parking revenue on nonparking-related programs and costs.

Coupled with some older state statutes that Powell believes apply, Proposition 26 and Sacramento City Code may anchor a forthcoming legal challenge to the parking revenue strategy. (RFH)

When it comes to screwing the arts, is the city of Sacramento failing its minority residents or its economically disadvantaged ones?

That question hung at the center of a July 21 debate between elected officials, which ended with the Sacramento City Council voting 7-0 in favor of a $500,000 funding plan for multicultural arts.

Funding for small-budget cultural arts groups—or the lack thereof—has been a contentious issue for years in the city, but found renewed traction in February, when the council OK’d an $8 million commission to Jeff Koons. The famous New York artist’s plan to erect a colorfully abstract sculpture in front of the new downtown arena divided residents and prompted local artists to once again ask why they get no benefactory love in the 916.

Last Tuesday, Sacramento Metropolitan Arts Commission Executive Director Shelly Willis briefed council members on the Cultural Equity Grant Program. Similar to other programs around the country, Willis said it would allow SMAC to award small grants of up to $20,000 to nonprofit arts groups, with the hopes of making the onetime monies last for three years. When I think about the importance of journalism, I am reminded of my relationship with my younger brother. My brother is an ardent conservative. I am a liberal. We have been arguing for half a century. Most of those arguments are both frustrating and fruitless. He quotes Rush Limbaugh and I quote Barack Obama, and we have a pretty hard time finding common ground.

But we both read The Wall Street Journal.

When one of us backs up our argument with a story from it, we actually have an interesting and satisfying discussion. l

In most American communities, the daily newspaper supplies much of the content for this community-wide The Bee editorial discussion. In Sacramento, that means The Sacramento Bee. department is a shell At the weekly SN&R, we add of its former self, and to that discussion. But the Bee has historically done the heavy the paper no longer lifting.

But the times, they are makes a thump a-changing.

Over the last 10 when it hits the years, daily newspapers have lost their traditional revenue front doorstep. sources. Like many other daily newspapers, the Bee has had to make cutbacks. The Bee editorial department is a shell of its former self, and the paper no longer makes a thump when it hits the front doorstep. On most days, it soundlessly arrives at fewer and fewer doors.

But the Bee still provides core news coverage, not only for its readers—if truth be told, most other media also use it as the primary source for their stories. Sacramento needs a strong daily newspaper. And that is why the McClatchy Company’s recent quarterly financial report is frightening.

It is frightening because the company’s print advertising dollars continue to decrease dramatically (down more than 16 percent from a year ago), while its digital revenue, which is the hope of the future, remains essentially flat.

The continued trading of print dollars for digital dimes has forced McClatchy to cut staff and sell assets, including its real estate holdings. The overall revenue has dropped more than one third since 2010.

Still owing nearly a billion dollars from its ill-advised Jeff vonKaenel is the president, purchase of Knight Ridder, McClatchy is running out of CEO and options. If its print advertising revenue continues to decline majority owner of the News & Review at the same rate, McClatchy will need to cut something like newspapers in $90 million per year, or around 8 percent, out of the budget.

Sacramento, It can be done. But it can’t be done year after year. At a Chico and Reno. certain point, survival will become impossible.

Either the decline in print advertising has to stop, or vastly more money needs to be made in digital. And it needs to happen soon. What is frightening to my brother and me, and to anyone who cares about journalism, is that neither of these outcomes seems likely. Ω

On good government—and a goodbye Mayor Kevin Johnson’s “ad hoc committee on good governance” is wrapping up its work. And, would you believe it, the committee has concluded that Sacramento city governance is pretty much fine as it is.

The committee—made up of Johnson’s staunch supporters on the city council, Angelique Ashby, Jay Schenirer and Allen Warren—has met privately for ArvIn nine months. It held three poorly attended

by CoSMo G public meetings—the last of them in the cosmog@ newsrev iew.c om lobby of City Hall last Thursday. And the committee has come up with or more or less nothing to improve ethics and transparency in city government.

Schenirer told the dozen people assembled—double the turnout at previous public forums, he explained—that the ad hoc favors the idea of creating an independent election redistricting commission, but that, “We have not spent a lot of time really talking about it.” In any case, the committee recommends taking no action on redistricting until after the next election (after 2016).

Similarly, Schenirer told the group that the city’s current rules on ethics and transparency are “pretty strong” as they are. And the ad hoc committee does not favor the creation of an independent ethics commission with enforcement power—something most other large California cities have.

The discussion inevitably turned to Sacramento’s policies on city emails and public records. Schenirer and City Clerk Shirley Concolino spent time defending the city’s decision to begin destroying emails it deems “unimportant.”

This was not in any way a discussion about what sort of public-records policy citizens want to have. It was city officials telling people what the policy is going to be. No pretense of public input.

Last Friday, a superior court judge agreed to block destruction of about 15 million city emails. City Attorney James Sanchez complained that citizens are “trying to dictate” the city’s email policies. Sanchez has got it exactly backward. He doesn’t get to decide what kind of public-records policy is good enough. Neither does the city clerk. That decision belongs to the public.

Schenirer said that the ad hoc committee is willing to meet in August with outside groups like Eye on Sacramento, the League of Women Voters and Common Cause, who have been pushing for a package of ethics and transparency reforms as part of a bigger “Sacramento Integrity Project.”

“We’re listening,” Schenirer told representatives of the group.

They’re not really listening. The ad hoc committee’s efforts have been half-hearted at best. By contrast, the Sacramento Integrity Project has held 10 community meetings, some very well-attended, and is moving forward BEFORE

with specific proposals for ethics reforms that they will ask the city council to put on the ballot for a public vote.

These include creation of an independent redistricting commission, and the creation of an independent ethics commission with guaranteed funding.

The group also proposes an overhaul of the city’s public records and transparency policies—including requirements that city employees use city email accounts for city business, and reversing the city’s policy of mass email deletions.

Since the city council has been blasé, bordering on hostile, toward ethics reform, Bites has to assume they won’t help. That means the Sacramento Integrity Project will likely have to gather signatures for the ballot, and that will take money.

But who knows? Public attention has recently been focused on the city’s arbitrary and incoherent email policy. We’ve learned that the mayor’s office does much of its business using Gmail accounts intentionally hidden from public view, and blends city business with political campaigns. That’s just one example of how the mayor uses city resources for his private business.

So maybe five council members can be convinced that it’s time for Sacramento to clean up its act, and vote to put real ethics and transparency reforms on the ballot in 2016.

Speaking of wishful thinking: This is the last Bites column.

Friends know that I have been leaving SN&R, gradually, for a long time, after more than a decade on staff, then grad school, then a stint as “contributing editor” (freelancer with a fancy title).

The last couple of years have been tremendous fun. But Mrs. Bites can’t support my journalism habit forever. It’s time to get “a job.”

Life in captivity will undoubtedly be a big adjustment. Still, how lucky to have gotten to run this weird journalism experiment for so long. And how lucky to have had a steadfast community of regular readers, tipsters and assorted troublemakers cheering it on.

It’s hard to tell if any of it made any difference. If anything, local politics seem sleazier than ever. But if Bites wasn’t terribly influential, it was at least different, and I think readers usually got their money’s worth.

The SN&R editors say I’m welcome to write whenever. I hope to. And I’ve got some other projects in mind. We’ll see.

Kamikawa says he received his concealed-carry weapon permit, or CCW, in 2012, after a thorough review and exam.

He is a member of a social group called the Pink Pistols that meets, talks guns and shoots at targets once a month. His gun is for self-defense, he says. But although he is not eager to ever have to use it outside the shooting range, he says he’s ready to shoot a person if the occasion calls for it.

“Whether you’re going grocery shopping or eating dinner down at a local restaurant, it gives some peace of mind to know that you can protect the people you’re with if you see something bad going down,” Kamikawa said.

The 44-year-old is one of thousands of Sacramento County residents who have been issued concealed-weapon permits in the past four years by Sheriff Scott Jones. Previous sheriffs granted almost none by comparison.

Gun critics are bewildered by Jones’ approach, which has made Sacramento a leader among California’s major urban centers when it comes to the number of concealed-weapon permits. Some academics warn Jones’ liberal stance on concealedweapon permits could get people hurt.

“When states allow citizens to carry concealed handguns, the level of crime goes up relative to what would have happened without the laws,” said Stanford University law professor John Donohue III, who has closely studied guns and violence.

But Jones says his lax policy on issuing permits is part of a plan: A decrease in lawenforcement staffing has increased one’s risk of becoming a victim of crime. So, Jones will allow any law-abiding citizen who so wishes to pack heat and, if needed, help maintain law and order.

raig Kamikawa rarely leaves home without his handgun. A resident of the Greenhaven-Pocket neighborhood who works at a fishing tackle shop, Kamikawa keeps it holstered at his hip when he steps into the streets of Sacramento, where a new wave of concealed-weapon permits could turn the city into a modern-day American Wild West.

Have gun, will carry Most people who apply for a concealedweapon permit in Sacramento County receive one, with the denial rate running about 10 percent, according to Jones’ office. That doesn’t mean the application process is easy. Rather, it might simply mean slackers don’t bother with the interviews, paperwork and a 16-hour training course—all part of a process so rigorous that Jones says he’s confident it weeds out virtually all people with hostile intentions.

As for firearm proficiency, you have to be a good shot to receive a CCW. Applicants demonstrate accuracy by aiming a gun at a B-27 target—the familiar black-on-white silhouette of a person with a bull’s-eye at the center of the chest—and attempting to achieve fatal shots to its torso, neck or head. Scoring below a defined threshold means you cannot carry a gun.

Kamikawa said that, during his concealed-weapon training course, the instructor asked if any applicants were eager to use their guns. Two applicants who indicated they hoped to have such an opportunity were promptly pulled from the program and their permit applications denied.

Before Jones became sheriff in 2010, Kamikawa didn’t even bother applying for a concealed-weapon permit. Neither did Andrew Lawrence, another member of the Pink Pistols gun group who now has a permit and packs his handgun most times he leaves his Midtown home.

That’s because getting a CCW permit under previous sheriffs was difficult.

They basically followed a no-issue policy, granting permits only in cases where there was a clear need beyond day-to-day selfdefense. Jones’ predecessor Sheriff John

McGinness granted just 303 permits in two years.

But Jones had issued 5,555 CCW permits as of July 20, and, combined with the permits issued by previous sheriffs, there are currently more than 7,000 active and pending countywide. Only three other counties in California have handed out more concealed-weapon permits than Sacramento—Fresno, Kern and Shasta.

By comparison, San Francisco has only issued two.

District 7 Assemblyman Kevin McCarty says he considered McGinness’ approach to concealed weapons prudent.

Now he wonders why Jones abandoned a system that seemed to be working just fine for previous sheriffs.

“I just want to know what was wrong with the policies of [Lou] Blanas and McGinness,” McCarty said. “Permits were granted depending on where you worked, what your job involved. Now, these permits are just being handed out like candy. The policy seems to be based now more on want than on need.”

Gun-control advocate Bill Durston, president of the Physicians for Social Responsibility’s Sacramento chapter, believes Jones’ system of issuing permits is reckless.

“Society shouldn’t have to prove why you shouldn’t have a gun,” Durston said.

“You should have to prove to society why you should have one.”

There are roughly 15 times more CCW permits in the county today than there were before Jones took office.

“So I’d like to know if this really makes us 15 times safer,” McCarty said.

Jones says nothing was wrong with the prior policy. He changed the CCW permit-issuing approach party because of his own stance on a citizen’s personal right to bear arms.

“I’m a peace officer, so I can carry a gun 24 hours a day anywhere in the state,” he said in an interview with SN&R. “Depending on where I’m going or if I have my family with me, I can go through a whole litany of decision making to determine whether I feel I should be carrying a weapon. I don’t think that’s a different analysis than what other law abiding folks should be able to go through when trying to protect their own family.”

But there’s more to it than that. At the time of his campaign, society had

Gun-control advocates call the sheriff’s plan foolish. Amanda Wilcox, co-president of the Sacramento Chapter of the Brady Campaign to Prevent Gun Violence, lost her daughter to gunfire more than a decade ago. She doesn’t believe the world is unsafe enough to merit citizens packing weapons.

“The idea that life is dangerous and everyone is out to get you and that you need to carry a gun is ridiculous,” she said.

“But the sheriff seems to agree with it.”

“ these permits are just being handed out like candy. ” changed, he says, and Jones felt it was about time concealed-weapon policies did, too.

In 2009 and 2010, Jones explains, the county laid off a third of its staff due to economic troubles. He felt the way to offset this loss in law-enforcement power was to arm law-abiding citizens.

“We suddenly had less ability to protect people and respond to the most basic calls of service,” he said.

Allowing members of the public to carry guns is potentially risky, he agrees, if an individual with ill intentions who passes the screening process is issued a permit. Overall, though, Jones feels he is making the streets safer.

“There are so many guns out there in the hands of bad guys and girls that I’m not so concerned about giving a CCW permit to someone who has demonstrated the willingness to become proficient with their firearm, become knowledgeable about the law, go through the mental and emotional questions they need to ask themselves about potentially using a weapon,” Jones said.

California is actually one of the more restrictive states when it comes to granting concealed-weapon permits. Most states are classified by concealed-weapon permitting as “shall-issue” states—meaning people who apply for concealed-weapon permits must be issued a permit if they pass a basic federal background check.

The Golden State is different—it’s a “may-issue” state, meaning applicants may, or may not, be granted a permit. It’s up to local law-enforcement agencies to decide on those permits.

This is why counties like San Francisco, Marin, Santa Cruz and Santa Barbara issue so few concealed-weapon permits, while others, like Fresno, Kern, Shasta and Sacramento, issue so many. In

Vermont, Alaska, Wyoming and Arizona, anybody may carry a gun without a permit.

Applicants for concealed-weapon permits in may-issue states like California must prove to the sheriff that they are “of good moral character” and “that good cause exists for” carrying a concealed gun. They must also pass a federal background check.

Jones is confident that the CCW permit application process is almost perfectly effective in selecting law-abiding citizens and eliminating would-be criminals.

So is Kamikawa.

“If someone is going to rob a store, why would they apply for a permit?” he said. “They won’t.”

7,000 guns—and counting The thing is, while Sheriff Jones hopes to make Sacramento County safer, privately owned guns may actually have little or no defensive value.

Data from the U.S. Bureau of Justice Statistics shows that handguns are involved in crimes 15 times for every time a handgun is used legitimately and effectively for self-defense.

A study published in 1986 in the New England Journal of Medicine found that a gun in the home is 43 times more likely to kill someone in the home than an intruder.

A Harvard University study published in the peer-reviewed journal Injury Prevention concluded that “[g]uns are used to threaten and intimidate far more often than they are used in self defense.”

in 2012 but only 259 “justifiable” firearm homicides.

The gun lobby, naturally, touts guns as critical tools for self-defense. One of the pivotal studies supporting this point of view was conducted in the early 1990s by authors Gary Kleck and Marc Gertz. The pair phoned about 5,000 people and asked each if they had ever used a gun in self-defense.

Kleck and Gertz falsely projected the small fraction of positive respondents onto the entire population of the United States to produce their controversial result—that guns are used for self-defense 2.5 million times every year in America.

Donohue, the Stanford professor who has studied guns’ effects on society, explained in an email that he believes the authors’ methods created an entirely bogus conclusion.

“Even if the 2.5 million defensive gun use number were true 25 years ago (which it wasn’t), crime was dramatically higher in those days so the number would have gone down dramatically today, yet the gun crowd keeps arguing that the number applies today,” Donohue wrote.

Once in a while, a legally armed citizen shoots a bad guy. After two people were mortally wounded by gunfire in a church in Colorado Springs in 2007, an armed woman shot and killed the gunman. In 2002, armed bystanders prevented a gunman, who’d already killed three people and wounded three others, from shooting anyone else at the Appalachian Law School in Virginia.

Donohue says it should be noted, however, that the bystanders at both locations had been placed there as security guards. In other words, they were at least minimally prepared for action. “[Neither is the] case of an ordinary armed private citizen stopping a shooting,” Donohue said.

On July 22 in Sacramento, an employee shot an intruder at Club Fantasy, a north Sacramento strip club. That case is still being investigated.

In events where a person with a concealed weapon enters a shootout, things may not go as smoothly.

In the 2011 Tucson shooting of former U.S. Rep. Gabrielle Giffords, it was several unarmed bystanders who stopped the event and wrestled the killer to the ground. Then a citizen exercising his right to carry a concealed gun came racing to the scene and nearly shot the man who had disarmed the killer and was now holding the smoking gun in his hand.

But scenarios in which permitted concealed weapons are used for either good or for evil are rare, and they should not be used as indicators of how CCW permits may affect society, says William Vizzard, professor emeritus of criminal justice at Sacramento State. Vizzard, who has studied gun policy for decades but considers himself neutral in the gun debate, says researchers who analyze gun and crime data are often biased toward a pro- or anti-gun agenda.

“Listening to the Violence Policy Center is like listening to the NRA,” he said. “They start with the answer they want and work backward through the data to get there.”

Vizzard says the argument that 7,000 concealed-weapon permits will affect crime rates one way or another in a county with a population north of a million is preposterous. Most CCW permit holders, he guesses, won’t even carry their guns.

“Most of the people who carry guns at all are those who live or work in high-risk places and wackadoodles who just get a kick out of having a gun on them,” he said.

On the other hand, uncountable lawbreakers are already carrying concealed handguns.

“We live in a country where a 16-yearold punk gangbanger can easily get his hands on a gun,” he said. “In another country that doesn’t have 300 million guns around, like England or Australia, that wouldn’t be the case. That gangbanger might still hurt someone, but he’d have to punch them or stab them instead.”

The bottom line, Vizzard says, is that gun permits aren’t the problem. Guns are.

Concealing the truth On January 16, 1989, a 24-year-old man with a legally purchased AK-47 knockoff opened fire on a schoolyard full of children in Stockton. In roughly three minutes, Patrick Purdy fired 105 bullets, killing five kids and injuring 30 people before shooting himself in the head with a pistol. The incident triggered a deluge of several dozen state gun control laws that would take effect over the following two-and-a-half-decades.

But mass shootings would continue to occur. In downtown San Francisco, for instance, a man with a rapid-fire gun murdered eight people on July 1, 1993. And, nationally, the massacres of Columbine, Virginia Tech, Aurora and Sandy Hook were still years away, the recent Lafayette movie theater and the Charleston church shootings further still.

Yet in spite of what seems like a nonstop deluge of bullet-related mortality, firearm death rates have been declining for more than 20 years—especially in California, where 50 percent fewer people died of bullet wounds in 2013 than in 1990.

believes is clear evidence that gun-control restrictions save lives.

The Nevada City resident’s fight against guns is personal. Wilcox and her husband Nick lost their daughter Laura in a 2001 shooting rampage. Laura was 19 when she and two others were killed by a delusional man with a handgun in Nevada City. Already a gun-control supporter who contributed annual donations to gun-control efforts, Wilcox dug in her heels and, with her husband, became a local powerhouse and legislative advocate for the movement.

Now, Wilcox believes Sheriff Jones’ approach to concealed-weapon permits could roll back advances made to reduce citizen gunfire casualties.

She notes that even highly trained police officers cannot always handle their guns effectively during high-tension events. In 2012, New York Police Department officers inadvertently shot nine bystanders in a chaotic attempt to shoot an armed suspect. In 2013, it happened again: Two New York City bystanders were accidentally shot as police tried to subdue an unarmed man in Times Square.

Wilcox doesn’t blame the officers for those mishaps.

“But if it’s that difficult to hit your target in a high-tension situation, do we think our average citizen can do any better?” she said.

According to data from the Violence Policy Center, CCW permit holders have, since May 2007, shot and killed 743 people in the United States, including 17 police officers. They have committed 29 mass shootings and 46 murder-suicides. At least 20 times, they have unintentionally shot and killed themselves.

Donohue at Stanford says there is a clear relationship between concealed-carry weapon permits and violence. He says increased numbers of right-to-carry permits correlate to higher rates of aggravated assault—and overall rates of violent crime. He has analyzed data from around the country, and to him the relationship is very clear that crime rates increase in the presence of concealed guns.

Many gun advocates, of course, disagree.

A 1998 book called More Guns, Less Crime is a sort of bible of the gun lobby. The author, a controversial Virginia gun proponent named John Lott Jr., is a loud critic of gun-free zones, and he likes pointing out the irony when murders occur in places where firearms have been banned.

His book and its premise, however, have been sharply criticized by researchers who consider him a fraud and a liar. He lost most of his credibility in 2003 when it was revealed that a woman named Mary Rosh, who posted supportive blog entries and book reviews on the Internet, citing figures and praising Lott, was actually a creation of Lott himself—invented to lend legitimacy to his work. He apologized for the stunt.

Still, Lott continues to produce research— if not necessarily peer-reviewed—and is taken seriously by the gun lobby and conservative media as a forefront expert on gun policy.

While Lott argues that issuing concealed weapons reduces crime rates, there is evidence that having a concealed weapon increases, not decreases, an individual’s chances of trouble.

The Violence Policy Center says that receiving a concealed-weapon permit almost doubles BEFORE

one’s odds of being arrested for a crime, and, according to a 2009 study in the American Journal of Public Health, packing a gun at the time of an assault makes a person four times more likely to get killed than an assault victim without a gun.

Such figures seem to reflect how guns make people behave. Just as some wildlife scientists, like Canadian researcher and author Stephen Herrero, believe that carrying a gun while hiking can increase one’s chances of being attacked by a bear, Donohue says law-abiding citizens of apparently good moral character may behave differently when they are packing heat.

This change in behavior can spark conflicts that might not have occurred in the first place in the absence of a gun.

Worse, Donohue says, guns dramatically alter how those conflicts end. He points to the 2012 killing of Trayvon Martin by George Zimmerman, probably one of the most wellknown cases in which a person carrying a permitted concealed weapon took another’s life.

He says Martin died precisely because another person was granted a right-to-carry gun permit.

“George Zimmerman probably wouldn’t have harassed Trayvon Martin if Zimmerman hadn’t been carrying a gun,” Donohue said.

Durston, the gun-control advocate, says most murders are not premeditated. They are— like the Zimmerman-Martin conflict—events in which tempers rise and a fight breaks out.

“A lot of those murders are committed in the heat of an argument,” he said. “So if there hadn’t been a gun involved, someone would have just wound up with a bloody nose or a stab wound.”

‘Do something stupid’ It wasn’t always legal for Americans to carry concealed guns. For decades, most courts nationwide treated the Second Amendment as an allowance for militias—not citizens—to bear arms. This restricted what people could do with their guns, and where they could carry them.

Over the past three decades, that’s changed.

One by one, states began allowing their residents to carry concealed firearms, and today doing so is permitted in all 50 states.

As the Sacramento Brady Campaign chapter has pointed out in written appeals to lawmakers for stricter gun laws, if more guns really did mean less crime, the United States would be one of the safest places on Earth.

But it isn’t. More than 33,000 people died of gunfire in the United States in 2013—a percapita rate many times higher than every other industrialized first-world country.

Sheriff Jones knows guns are dangerous, and he does not pretend that granting right-tocarry permits is a risk-free venture.

“Obviously there can be failures in this system, from minor to spectacular,” he said.

Yet the review process of issuing CCW permits is designed to ensure that people with hostile intentions don’t acquire a permit, he says.

Could Sacramento Be a ‘Seed-to-sale’ City?

Vertical integration would provide safer, consistent access to cannabis patients

oday’s consumers know if their strawberries were grown in Mexico, if their cereal has non-GMO wheat and if the salmon on their plate was caught in the frigid waters off the coast of Alaska.

But medical marijuana patients visiting dispensaries in Sacramento have very little knowledge about the origins of the cannabis they’re consuming.

“That finished product is basically a story of its entire life cycle, and we don’t always know the details of that story,” says Corey Travis, a representative of the Sacramento Coalition of Collectives.

That’s because the marijuana in dispensaries comes from third-party vendors, medical marijuana patients who sell their crop. The buds have to speak for themselves. Many times it’s unknown what plant they came from, what nutrients it was given, or what pesticides (if any) were used.

“That finished product is basically a story of its entire life cycle, and we don’t always know the details of that story.”

Testing can answer some questions, such as the cannabinoid profile, but Travis says testing won’t find every foreign contaminant.

The Sacramento Coalition of Collectives is asking the Sacramento City Council to consider allowing medical marijuana dispensaries to monitor all growth, harvest and processing of their medicine in a “seed-to-sale” model.

Collectives are also limited by what strains growers choose to grow.

“Once a patient finds something that works really well for them, we want to be able to continually provide that particular product — it’s their medicine, they need it on a regular basis,” Travis explains. “And when we’re prevented from vertically integrating our products and have to go to outside sources for those meds, we have no control over being able to regularly keep that product in stock.”

Travis says this vertically integrated system is the goal in almost every medical marijuana market, including Nevada.

A different option would be for collectives to grow it themselves and monitor all aspects of growth, manufacturing, harvest, processing and delivery of medical marijuana — from seed-to-sale.

The Sacramento Coalition of Collectives is working with city officials right now and asking the Sacramento City Council to consider a seed-to-sale model for the benefit of dispensaries and patients, who could finally get the chance to see where their medicine comes from.

“What that means to the patient is more affordable access to medicine, it means a more reliable quality process, and it means the availability of strains will be more consistent,” he says.

“We would love to be able to take patients to our facilities and show them ... where this product is coming from and how it’s grown and cared for,” Travis says.

The expense to acquire cannabis from patient-providers is far more than the cost to actually produce it, Travis says. Patient-providers name their own price to cover costs. Collectives then have to mark up that cannabis again, to cover their own costs.

probably remain inundated by guns. A 2013 study published in the American Journal of Medicine revealed both gun ownership and firearm-related death rates in Japan to be the lowest in the developed world, while the United States scored the highest for both rates. The study analyzed 27 countries and found gun ownership to be the strongest influence on gunrelated death rates—even stronger, the authors made a point of noting, than mental illness. “[T]he current study debunks the widely quoted hypothesis that guns make a nation safer,” concluded Sripal Bangalore and Franz H. Messerli, who reported that there are almost as many guns in America as people.

This means hundreds of millions of guns are circulating through one of the most dangerous countries in the world.

Nationwide, efforts are underway to recover these firearms. Sacramento County has a program of destroying firearms turned in anonymously.

Mayor Kevin Johnson proposed a gunbuyback program in 2013, with the goal of getting firearms off of the streets in exchange for gift cards.

“The problem is, those are the responsible gun owners,” Jones said. “We’re never going to be able to get them back from people who have them illegally. There are just so many guns out there now.”

The next best strategy, then it would seem, could be arming responsible members of the public.

And who knows? Maybe the plan will defy statistical probabilities and work. Right-to-carry advocates believe criminal activity will decline as more and more CCW permits are issued countywide.

“A criminal does not know who has a concealed weapon and who does not,” said Kamikawa, of the Pink Pistols group. “So would he take that chance [of attempting a robbery]? I know I wouldn’t.”

Pink Pistols member Lawrence says he hopes never to have to draw his concealed handgun. But—only partly in jest—he warns would-be bad guys that he is ready to use it if necessary: “You want to know if I’m carrying? Do something stupid.” Ω

kateboarding isn’t a crime, but ask anyone who has thrown enough tricks on a board and they’ll say that the aftermath of a gnarly session can leave the body feeling like it’s been put through corporal punishment.

Indeed, the life of a skateboarder is a transient existence that is typically short-lived, either because of frequent injuries—and, simply, age—or because of the financial difficulty in competing without the benefit of large sponsored paychecks.

For three local riders, however, the answer to skateboarding’s temporary nirvana exists in a solid backup plan.

When skateboarders Clyde Moore, Chuck Donnatin and Ben Cathcart aren’t perfecting noseblunt slides or frontside heelflip tricks, they can be found refining the art of creating the perfect high-top fade, exhuming spiny crabs from the depths of the San Francisco Bay and playing doomladen music that’s drenched in ethereal vocals, respectively.

Moore, a member of the local Lurk Hard skate team, spends hours riding concrete waves around the streets of Sacramento and grinding on the rails at one of his favorite spots in San Francisco for a Lurk Hard video. When he’s not on the board, however, he stays busy perfecting skills behind the chair at the Good Hands Barbershop on 16th Street near Broadway.

“I always cut my own hair and I cut my friends’ hair, and then it just [evolved from] a little side hobby that I did from time to time to working at Good Hands three years ago,” he says of his off-the-board career path.

While Moore says that his heart will always belong to the decks and wheels of the board, future aspirations involve taking his barbering chops to the next level, hopefully with a shop of his own.

“I’m going to start my own business of some sort; it might be a barbershop, it might be a barbershop-slash-something else,” Moore explains.

The point, he says, is to have a better paying, less physically strenuous career option.

“I [work with] a great team of barbers and the vibe is always nice,” Moore says. “We all stay busy so that’s a blessing. I love making people look good.”

Chuck Donnatin is another Lurk Hard rider and one of the team’s original members. He was courted by the brand’s founder Geno Failla who’d witnessed his prowess on the board. For a while, Donnatin seemed set for a pro career.

A couple of knee injuries, however, derailed his hopes for skateboarding stardom. And so he turned to commercial crabbing.

Donnatin fell into the business by chance. A friend of a friend was in a pinch for an able body on the boat after another crew member broke his back. The gig was tempting—who wouldn’t be down to earn a six-figure paycheck during a six-month season? Still, Donnatin says he needed some prodding to take a place on the boat.

“I was just getting into the motion of skating and I was like, ‘What do I do?’” he explains. “So I called my mother and she said, ‘You’d be a fucking idiot not to,’ and I was sold.”

He packed his bags, took a train to San Francisco and hopped on a boat.

“It’s just been love ever since,” he says.

But participating in this real-life version of Deadliest Catch can make for backbreaking work. Once, Donnatin almost lost a finger to the frenetic pace of life on the boat. It’s not unlike skating, he says: The job is also an adventure that endows the rider with more than just a hefty paycheck.

“I love … the sunsets and sunrises,” he says. “We work 16- to 20-hour days, we work harder than the sun, as they say out there on the ocean, but that’s one of the more amazing moments.”

For Ben Cathcart, the long view is about two equal passions. Certainly, there’s no doubt that music and skating are close bedfellows—from festivals that celebrate the union between the two, like the Skate and Surf Festival in Asbury Park, New Jersey, to the soundtracks that accompany the grinding and raucous action in those skate videos that dominate Facebook and Instagram feeds. Where there’s skateboarding, music is sure to follow.

Cathcart, who rides for one of the new shops on the block, Subversions in Oak Park, has also embraced this symbiotic relationship with his band—which recently changed its name to Chrch thanks to a legal battle between the Sacramento doom rockers and the ’80s alternative rock band the Church.

Such issues aside, the band’s on an upward trajectory, Cathcart says. It recently released an album, Unanswered Hymns, and a vinyl version is set for a September release.

“We’ve been playing shows for nine months now, so it’s relatively new, but it’s gotten a lot of hype,” Cathcart says.

More hype means bigger and better gigs for larger audiences, such as an upcoming slot at Deadfest in Oakland and a spot on the bill with Pentagram, one of the most famous acts in the doom metal subgenre.

As the quintet—which also includes vocalist Eva (who only uses her first name professionally), guitarists Chris Lemos and Shann Marriott Jr., and drummer Matt Silver—delves into the murky and convoluted world of trademark laws, Cathcart is also gearing up for the Zumiez Best Foot Forward 2015 Skateboard Contest Series, scheduled to take place this Saturday, August 1, at the Mather Sports Center skate park. The competition doesn’t necessarily fall into his skating comfort zone—Cathcart says he prefers bowls and pools to Mather’s street-style, obstacle-laden course—but he’s nonetheless looking forward to having some good old-fashioned fun.

“A lot of people take contests so seriously; I just want go and skate,” he says. “I like skating with a bunch of people, so contests are kind of fun. Like, I don’t care if I win or do horribly.”

Skating is a risky profession—even the most talented riders aren’t guaranteed a spot among the ranks of local legends like John Cardiel and Matt Rodriguez. And few nab Nike shoe contracts like Sacramento’s Omar Salazar or Vacaville’s Stefan Janoski have. Still, the “skate or die” ethos continues to reverberate throughout the community. And even though Moore, Donnatin and Cathcart have developed an exit strategy for when their bodies can no longer bear the grind, each says the exhilaration they get from riding will never wane.

“One of the best moments and feelings with skateboarding is, like, when you do something that you’ve never done before,” Moore explains. “That feeling of, like, of doing something new, is kind of a feeling that you can’t get from anything else.”

True, but it never hurts to think about a wheels-free retirement.

Fast food on the fancy: Del Taco invited us over for a fancy meal, reserved table and all. It felt like a trap, but that didn’t stop me and SN&R intern Jaime Carrillo from riding out to see what they were offering.

We arrived at the Del Taco in Natomas somewhat unsure of what was about to happen. They treated us like royalty and it wasn’t right— I come to Del Taco to be forgotten by the world. But we plunged ahead and ordered the new Platos, the cause for all of the hubbub.

But getting Del Taco because you’re cheap, misanthropic and drunk remains the heart of why anybody I know loves the place, and thankfully, that remains.

As for the Platos themselves, Jaime actually enjoyed his quite a bit, saying that his tacos were actually as good as a restaurant-style taco. He imagines that he could be buying a lot of Platos in the future.

I agree with Jaime on the key points: My wet burrito tasted just fine and certainly didn’t skimp on any important bits of meat, cheese, sauce and sour cream. The salsa was surprisingly tasty and the sides were actually more interesting than the rice and beans I often get at real Mexican restaurants.

But will I be buying these with my own money? I don’t see that as a possibility in the slightest. If I’m going to Del Taco, I’m going for the cheap goods—the $1 nachos, the grilled-chicken taco, the beanand-cheese burritos. If I know I can get three or four items and keep my tab lower than $4, I’m going to. Period. Ω

Cool cukes CuCumber Afraid of cucumber burps? Fear not—as with most produce, there are countless varieties of cukes to try.

Skip the standard big green American types and try some less bitter and fully edible ones.

I’m partial to lemon cucumbers for growing, because their bright yellow skins are tender and you don’t lose them in the garden.

But look for bumpy Kirbys, pale green Armenians and short and stocky pickling cucumbers, too. Asian markets may stock Kyuri, a type of essentially seedless Japanese cucumber. Back in the ’90s, in their quirky Grammy-nominated alternative-rock hit “Peaches,” the Seattle band Presidents of the United States of America conjured a world with “millions of peaches / peaches for free.” That fantasy’s never quite come to fruition, but a few local farmers markets are at least getting a peach-flavored twist this week thanks to the Peach Festival (www.bemoney smartusa.org/#!peach-festival/ c195t). both menus. Make sure to request it vegan so you don’t get the egg noodles in your huge bowl of misobased broth; raw corn; and strips of cabbage, carrot and mushroom.

Although it lacks the flavor complexity of Shoki Ramen House’s vegan broth, it’s still lovely, especially when upgraded with additional garlic paste.

Adding a few drops of sesame oil and chili sauce to leftovers the next day was a delicious decision. You can’t spell “Sacramento” without “ramen,” and the Yasai is a welcome addition to the neighborhood.

Houses in the Sacramento area are overpriced by 14.9 percent, according to the May issue of Barron’s financial magazine. How quickly we forget about the housing boom—and catastrophic bust. But since that disaster, there has been a palatable boom in ramen houses—and another such eatery recently popped up in Midtown. Less than a block away, the same owner of Ryujin Ramen House opened Raijin Ramen House (1901 S Street) in early July, and plant murderers will be happy to see the vegetarian Yasai ramen on

Dr. Neil Flynn, founder of Transitions Clinic, has found success with medically assisted treatment for sufferers of opioid addiction.

Medically assisted treatment helps make recovery more attainable M

edical advances since 1999 have made a prescription treatment method for addiction a very real, viable option for those in need.

Dr. Neil Flynn, founder of Transitions Clinic in Sacramento (formerly Priorities Clinic), treats dozens of sufferers of opioid addiction every day by administering the “recovery drug” buprenorphine. By maintaining a prescription regimen, Dr. Flynn says many of his patients are able to overcome their opioid dependency and lead healthy, stable lives.

“Some diseases mandate the use of medication on a daily basis,” Dr. Flynn says. “Addiction is one of those diseases.”

Unlike methadone, he says buprenorphine does not cause any mind-altering effects. In other

words, there is no “high.”

“With this medication, patients have no difficulty holding down a job and living normal lives because they aren’t thinking about where and how they’re going to get their next high — that need is alleviated,” Dr. Flynn says.

By maintaining a prescription regimen, many of Dr. Flynn’s patients are able to overcome their opioid dependency and lead healthy, stable lives.

Buprenorphine works by blocking the receptors in the brain that normally respond to opioid use; when the drug is missing

from the system, the brain fires withdrawal pain signals. With buprenorphine in the system, that pain is abated without altering the mental state.

Dr. Flynn’s patients run the gamut of cultural and socioeconomic backgrounds, but they all have one thing in common: a pressing desire to lead a functional life as soon as possible.

“These are people who want to get out of the hassle of the hustle,” Dr. Flynn says. “It’s not a sustainable lifestyle even for those who are completely dependent on the drug.”

Dr. Flynn says that despite the popular misconception that medically assisted treatment is costly, keeping up a street habit is far more expensive than treating one.

“The buprenorphine detox costs $100 to start and then $100 per month for your monthly prescriptions,” Dr. Flynn says. “A street habit costs $1,000 per month or more.”

Between the low cost and the fast-acting nature of the treatment, Dr. Flynn says it’s no wonder his program is so successful.

Between the world and Me The Atlantic’s Ta-Nehisi Coates has become one of America’s foremost cultural commentators—a lyrical, gentle voice illustrating devastating truths about America and its history. His award-winning 2014 article “The Case For Reparations” (which earned the 2014 George Polk Award for Commentary and the 2015 Book Harriet Beecher Stowe Center Prize for Writing to Advance Social Justice) lays out in vivid detail the ways that black life in America has been shaped not by a nebulous, ineffable force called “history” but by the very real actions of very real people.

Coates’ new book, Between the World and Me (Spiegel & Grau, $24) continues his clear-eyed insight but takes the form of a letter to his 15-year-old son. In it, Coates recounts his lifelong journey to understand America and a black man’s place in it, tracing a thread from his grandmother’s kitchen through his adolescence on the streets of Baltimore, through “the Mecca” (his name for Howard University), through his experiences as a struggling writer and young father in New York City, to the streets of Paris.

Grappling mightily with the responsibility of preparing his son for adulthood, Coates delivers in a way that is both hopeful and sober. He doesn’t hesitate to speak frankly of the racism woven tightly into American life, or of the lack of comfort provided to him by religion, martyrdom or the “twice as good” mantra of modern respectability politics. Instead, he prefers to contemplate and confront the messy, complicated truth.

Grounded

Romeo & Juliet Director Charles Fee retains Shakespeare’s Italian setting in this stylish production, but moves the time frame to the 1920s. Juliet (almost 14) wears by Jeff Hudson skirts suggesting she might become a flapper; fiery Tybalt is a Fascist Black Shirt.

For this version of Romeo and Juliet, which alternates with The Fantasticks as part of the Lake Tahoe Shakespeare Festival, the iconic story of teen-love-in-a-hurry is unchanged. And the landmark lines flash past (like “What’s in a name?” and “A rose by any other name would smell as sweet”). These are phrases we still employ, 400 years on.

Actors Matt Schwader (Romeo) and Hillary Clemens (Juliet) married a year ago, perhaps that’s why their courtship scenes feel “right.”

Clemens in particular invokes innocence and impatience. On the dramatic spectrum, director

The Mystery of Edwin Drood

Charles Dickens died before he completed his final novel. This musical adaptation of that novel lets the audience vote at each performance, and pick the ending it prefers. Fee goes for head-turning infatuation; there is no steamy bedroom scene. And when the lovers’ lives spin out of control, the desperate end comes quickly.

Among the memorable fatalities (so many in a Shakespeare tragedy), Jeffrey C. Hawkins (Mercutio) favors nimble wit. By contrast, darkly intense Dan Lawrence (Tybalt) speaks through his blade; for him, the words get in the way.

Mic Matarese (Lord Capulet) alternates between charm and fury; he decks the younger, stronger Tybalt (but this Capulet doesn’t beat his wife, as Philip Charles Sneed did in a shocking scene as Capulet at Tahoe some years back).

Lynn Robert Berg’s Friar Laurence is political and realistic, his “go slow” advice is (of course) ignored. Juliet’s talkative Nurse (Laura Welsh Berg, spouse of the actor playing Friar Laurence) is more limber and cool-headed than usual in this part.

The subject of mental health, particularly grief and depression, gets a thoughtful—and more entertaining than you might expect—examination in this production. It’s a rock musical with a message and the talented cast, led by Andrea Thorpe as the troubled mother and Michael Roivas as the son she can’t let go of, is excellent.

The Lake Tahoe Shakespeare Festival has paired The Fantasticks—a small musical revue from 1960—with Romeo and Juliet. Both shows deal with manipulative dads and their hopelessly idealistic teenage kids, who fall in love. The major difference here is that in The Fantasticks, the young lovers don’t take their lives. The pairing of the two shows is quite complementary—especially when you compare the giddy dialogue between the respective teenage couples in their early scenes. The cast of seven professional actors give this production more zip than a community production.

The Fantasticks also has a lot of Shakespeare spoofing (by the superannuated character Henry, an old actor spouting a mishmash of famous lines by the Bard, played with overripe grandeur by M.A. Taylor).

Alas, The Fantasticks is better suited to a cozy cabaret than a 1,100-seat amphitheater. And while the show scores some points about life and love, its message is undercut (at least for today’s audiences) by the fact that adult life is represented entirely by men—the only female with lines is a dizzy teenage girl (nicely rendered by Clare Howes Eisentrout). A few ethnic generalities that didn’t raise eyebrows in 1960 seem dated now (though in this production, actor Michael Padgett manages to downplay the cheesier “Latin lover” aspects of his character El Gallo). The score boasts one hit—the oftrecorded “Try to Remember”; the other numbers are witty but slight. The two-piece band does nicely; the choreography (Gregory Daniels) brightens things up.

Next to Normal

Alicia Hunt, as The Pilot, exudes confidence and pride that she is an Air Force top gun in a profession which does not welcome women easily.

Grounded, by George Brant, tells The Pilot’s struggle to fit in as one of the guys in the air and below. This gripping onewoman tour de force, directed

by Lyndsay Burch, explores in intricate detail the effects on the bomber of our modern war.

Hunt is masterful as a woman who slowly succumbs to the mental pressures. She gives a performance that will long be remembered. Th 2pm & 8pm,

Action’s greatest hits Mission: Impossible—Rogue Nation With the possible exception of the Alien series, the Mission: Impossible movies might be the most auteurdriven multidirector film franchise going. Most by Daniel Barnes movie franchises are designed to be formulaic and faceless, impervious to the personal peculiarities of auteurs, with the Marvel Cinematic Universe currently setting the gold standard for a spirit-crushing house style.

Impossible film has been built around roughly the same international espionage template of stunts, gadgets, guns, chases, exotic locations and Tom Cruise running and jumping and riding motorcycles, but each new director managed to make it his own.

Brian De Palma’s entry teemed with Watergate paranoia and nods to Hitchcock, John Woo’s was all empty style and fluttering doves, J.J. Abrams brought the lens flare and nonlinear structure, and Brad Bird crafted gee-whiz family entertainment around an Ayn Rand-ian superman. McQuarrie is best known as the Oscarwinning screenwriter of The Usual Suspects, and he’s also the director of Jack Reacher, a below-average Cruise vehicle that was met with a critical and financial shrug in 2012. He seems mostly interested in crafting tricky modern noirs, films that are hard-boiled and self-aware at the same time.

So what McQuarrie-esque qualities does McQuarrie bring to Rogue Nation? Other than a Jack Reacher-y high-gloss grit and a cat-andmouse design to the central plot, hardly any.

Rogue Nation is practically a greatest-hits collection—fake latex faces are ripped off for dramatic effect, an impenetrable fortress is penetrated and the globe is trotted to dazzling effect. It’s familiar and fun and expertly packaged, and it settles into an eminently watchable formula that’s reminiscent of a Roger Moore-era Bond movie.

The film even opens with a Bond-ian pre-credits grabber of an action sequence, as Cruise’s unflappable Impossible Mission Force

agent Ethan Hunt hangs onto to the outside of a cargo plane as it takes off from a Belarusian runway. Hunt and his team are tracking a group of rogue spies called “The Syndicate,” but back in Washington, D.C., a CIA muckety-muck played by Alec Baldwin succeeds in shutting down the IMF. This sends Hunt into exile, but the mercurial head of The Syndicate (Sean Harris) lures him out, while a highly skilled British agent (Rebecca Ferguson) appears to play both sides. McQuarrie wings Rogue Nation from continent to continent at a breakneck pace, barely stopping to breathe for the entire first half. It makes for an entertaining whir of death-defying action and silly gadgets (the flute gun was my favorite), an in-the-moment blast of summer movie fun not likely to matter come the fall.

As for the supporting cast, there’s a little more for Simon Pegg to do this time around, and a little less for Ving Rhames, but at least the token female takes a larger stake in the action, even if that still doesn’t make her a well-rounded character.

Jeremy Renner, meanwhile, is stuck playing Hawkeye, a fairly useless appendage to the team whose sole function is to explain and re-explain the plot to characters who already know what’s happening. All that’s missing is the crossbow, thank God. Leading the way, of course, is Cruise, still ageless and graceful and yet increasingly hard and terse. Cruise has always been a remarkable physical actor—he possesses that “will to action” that film critic Owen Gleiberman once assigned to Harrison Ford—and the Mission: Impossible movies offer him an ideal showcase for his talents. McQuarrie keeps Cruise and his character focused on the job—unlike the previous couple of franchise entries, the low-nonsense Rogue Nation refuses to offer him the dream of an off-mission life.

It settles into an eminently watchable formula that’s reminiscent of a Roger Moore-era Bond movie.

For all of Cruise’s steely charisma and physical acumen, though, the real MVP of Rogue Nation is cinematographer Robert Elswit. After summoning seedy Los Angeles atmospheres across the decades last year with Inherent Vice and Nightcrawler, Elswit lends Rogue Nation a seductive golden burnish that makes the film seem more mature than it really is. It’s a little something new for a film and a franchise where everything new is old again. Ω

Ant-Man

The depressingly familiar Ant-Man boasts screenplay credits from the likes of Edgar Wright (The World’s End), Joe Cornish (Attack the Block), Adam McKay (Anchorman) and star Paul Rudd, but hack director Peyton Reed (Yes Man) ensures that the final product remains the same old Marvel smirk-fest. Rudd plays Scott Lang (so far, so good), an accomplished cat burglar (uh-uh) and hardened felon (nope) recruited by a reclusive billionaire to wear a magic suit that shrinks him to insect size (slightly more believable). If you’ve seen one Marvel Cinematic Universe movie, you’ve seen them all, so thank God we’re already slated to get several thousand more of them between now and 2020. Ant-Man doesn’t even try to break the mold, but at least it’s less busy and bombastic than most Marvel offerings, more focused on superpowers than firepower, with a solid supporting cast that far outshines leads Rudd and Evangeline Lilly. Cartel Land

A champion boxer who knows nothing about boxing except how to take and deliver punches (Jake Gyllenhaal) loses his wife (Rachel McAdams) to gunfire, his mansion to foreclosure, his daughter (Oona Laurence) to Child Protective Services and his boxing license—all because of his own raging stupidity. Director Antoine Fuqua adorns the rampant clichés of Kurt Sutter’s script with a fine veneer of gritty realism. The movie’s biggest asset is Gyllenhaal’s superb performance; that he manages to make this worthless subhuman moron sympathetic is just about the acting feat of the decade. It’s almost enough to banish our doubts about whether this lousy father regaining custody of his daughter really counts as a happy ending. Almost. Forest Whitaker as Gyllenhaal’s employer/trainer heads an expert supporting cast. J.L.

Beyond the usual genre themes of heroism and sacrifice, the best war films tend to project a sense of an intractable and ultimately unwinnable situation. Matthew Heineman’s enthralling documentary Cartel Land, while not technically a war film in any militaristic sense, explores that same sense of frustration. Cartel Land examines the brutal violence being waged on America’s doorstep by the Mexican drug and human trafficking cartels, and especially at the armed vigilante movements that have sprung up on both sides of the border in retaliation. The movie’s executive producer is Kathryn Bigelow, and it’s no surprise she got behind it—Cartel Land has all of the electricity of her films The Hurt Locker and Zero Dark Thirty, yet it consistently remains a level-headed and unbelievably intimate piece of cinematic journalism. Heineman and his crew gain a terrifying level of access, giving us front-row seats to the drug war. D.B.

most ticket buyers probably thought they were getting the first time around. Magic Mike is a film about stripping; Magic Mike XXL is a stripper. All in all, Magic Mike XXL is still pretty fun for an unambitious cash-in sequel, more of a rollicking road comedy and omnibus performance movie this time, closer to an R-rated Step Up sequel than anything remotely Soderbergh-ian. The film coasts a long way on star Channing Tatum’s effortless charm; luckily, he has more than enough to spare. D.B.

Infinitely Polar Bear

A sweet, sensitive and affectionate memoir about two girls growing up in a mixed-race household with a manic-depressive father, Infinitely Polar Bear certainly gives off a palpable sense of warmth and sincerity, but I wish that Forbes wanted to give her audience something a little more substantial than a case of the warm fuzzies. When frustrated Maggie (Zoe Saldana) gets accepted into an MBA program in New York City, she reluctantly leaves the girls with her estranged “free spirit” husband Cameron (Mark Ruffalo, excellent) while she earns her degree, even though she doesn’t trust him to provide the girls with the stability and structure that they crave.

To its infinite credit, the film never judges the mentally ill Cameron too harshly, even when he curses out the girls, replaces his lithium treatment with “small, steady sips of beer” or skips out at night to go carousing in a bar. D.B.

Steven Soderbergh’s male stripper movie Magic Mike became a left-field hit in 2012, but the film’s runaway success was largely due to a shrewd marketing campaign that played up the girl’s-nightout sexiness, while Trojan horsing a smart, spare, deceptively stylish, distinctly Soderbergh-ian drama about workplace dehumanization. Gregory Jacobs’ cash-in sequel Magic Mike XXL, on the other hand, is the pandering, eager-to-please sex fantasy that

A quiet teenager (Nat Wolff) leads his friends (Austin Abrams, Justice Smith, Halston Sage, Jaz Sinclair) on a cross-country quest to find his runaway, free-spirited neighbor (Cara Delevingne). Adapted by Scott Neustadter and Michael H. Weber from John Green’s book, and directed by Jake Schreier with studied limpness, this is the kind of movie that makes you long for a time machine so you can go back and stop J.D. Salinger from writing The Catcher in the Rye, bulging with fatuous teen-angst questions like “Who am I?” and “Who am I gonna take to the prom?” Wolff and Delevingne are monotonal and charismachallenged, with no screen chemistry, and that doesn’t help. In the whole cast, only Halston Sage (as Delevigne’s former best friend) makes much of an impression; this kid may actually be going places. J.L.

Magic Mike XXL

The 93-year-old Sherlock Holmes (Ian McKellen), retired on the Sussex Downs, contends with a failing memory while trying to record the facts of his final case from 30 years earlier. Director Bill Condon and writer Jeffrey Hatcher (adapting Mitch Cullin’s novel A Slight Trick of the Mind) provide an elegiac portrait of the aging sleuth, juggling four separate stories adroitly interwoven by editor Virginia Katz. The movie’s strongest scenes involve Holmes and the young son (Milo Parker) of his Sussex housekeeper (Laura Linney), but the whole movie is of one smooth, elegant piece, with Patrick Kennedy and Hattie Morahan as the principals in that 30-year-old case and Hiroyuki Sanada as Holmes’ Japanese admirer. Towering over all, predictably enough, is McKellen’s textured, quietly stunning performance. J.L.

Inside an 11-year-old girl’s head, conflicting yet complementary emotions of Joy (voiced by Amy Poehler), Sadness (Phyllis Smith), Anger (Lewis Black), Fear (Bill Hader) and Disgust (Mindy Kaling) vie for control of “headquarters” when the girl’s family moves from Minnesota to San Francisco. The crisis and the conflict threaten to unravel the delicate balance of the girl’s personality, and how the emotions learn to adapt and work together form the core of the script by Meg LeFauve, Josh Cooley, and co-directors Pete Docter and Ronnie Del Carmen. The result is joyously funny, as good as anything Pixar Studios has ever done. It explores subtle psychological concepts, playing with the limits of what children can absorb and, in the process, giving them—and adults—an insight into what makes them tick. J.L.

by Tim Herlihy from a two-minute short by Patrick Jean, the movie feels heavily padded at 105 minutes, and there are several sloppy touches (Michelle Monaghan plays an Army officer but wears a Navy uniform). But there are amusing touches too: some funny dialogue (especially in the early scenes), a wealth of retro-’80s musical nostalgia on the soundtrack and several amusing guest-star cameos. Columbus even manages to make Sandler less obnoxious than usual. J.L.

Trainwreck

A dying billionaire (Ben Kingsley in a glorified cameo) pays a fortune for a radical (and secret) medical procedure to transfer his consciousness into a healthy young body (Ryan Reynolds)—then learns that the supposedly genetically engineered body comes with sporadic built-in memories of its own. The script by brothers David and Alex Pastor is a rather preposterous riff on a much better movie, John Frankenheimer’s Seconds (1966) with Rock Hudson. Plot holes gape on all sides, and at 116 minutes the Pastors and director Tarsem Singh give us ample time to notice them. Still, the movie is fun in spite of itself; Ryan is his usual sturdy self, and Matthew Goode is smoothly sinister as the presiding doctor. Others include Natalie Martinez, Victor Garber and Michelle Dockery (in another glorified cameo). J.L.

It’s a sad commentary on the current state of the cinema that funny women do their edgiest work on television, but have their edges sanded off whenever they stray into movies (Tina Fey and Amy Poehler are prime examples). If anyone could buck the trend, it would be the hilarious Amy Schumer, the rare comedian with the talent to be simultaneously self-deprecating, empowering and raunchy as shit. But even though Schumer wrote the screenplay for Trainwreck, giving herself an in-the-wheelhouse lead role as a sexually active men’s magazine writer whose anti-monogamy worldview gets challenged when she falls for Bill Hader’s sweet sports doctor, this uneven comedy is guided more by director/buzzkill Judd Apatow’s bourgeois moral compass than by Schumer’s anarchic satire. In a film filled with cameos by comedy legends and SNL cast members, LeBron James and Jon Cena get by far the biggest laughs, which is maybe a problem. D.B.

She was utterly heartbroken after a by Janelle Bitker five-year relationship crumbled apart. Lopez had moved to Oakland to be with her now j a ne l l e b @ ex-girlfriend. Sister Crayon spent a full year on Devoted, which was co-produced by Wes Jones, who worked with Sister Crayon on the 2013 EP Cynic, and Omar Rodríguez-López from the Texas band the Mars Volta. Working with Rodríguez-López was immensely surreal for Lopez, who remembers trying to sing a Mars Volta song at age 16 and subsequently losing her voice for two weeks.

He even co-wrote three songs: “Night Totem,” “Into Solemn Hymns” and “Providence.”

“He gave us so much insight and direction and really helped make the album a full package,” Lopez says.

With such an honest album, Sister Crayon’s general openness has grown as well. That openness went a step further on June 26, when the Supreme Court ruled in favor of gay marriage.

Lopez remembers waking up to a flurry of text messages and Facebook notifications, crying with joy and rushing the production of Sister Crayon’s first Devoted music video.

She wanted to celebrate with her fans. The video for “Ride | Die” documents Lopez and Fernandez one day in Los Angeles, just hanging out with their friends and girlfriends.

“For the first time, I felt I had lost all motivation,” Lopez says of writing Sister Crayon’s latest. “It was really scary. … I really clung to these songs to get out of bed in the morning. The reason I got through that tough time in my life was this record.”

Devoted is Sister Crayon’s second fulllength album—and a radical departure from 2011’s debut Bellow. Back then, Sister Crayon operated as a four-piece, and drums and keys played prominent roles in the group’s overall sound. Too prominent. Now, Sister Crayon is stripped down to just Lopez’s vocals and Fernandez’s beats. The result is raw, moving and catchy. Lopez’s soulful, jazz-influenced voice entrances while Fernandez’s dark beats embrace R&B and hip-hop.

Though wholeheartedly a breakup album, Devoted isn’t depressing. It embraces sadness in a frank, bold and empowering way. Lopez doesn’t mask her feelings with metaphors as she’s done in the past. Her language is completely direct: “I’m tired of thinking about you,” she says repeatedly on the opening track, “Armor.”

Now, Lopez says she feels great. That breakup was two years ago. Lopez is in a new, loving relationship, and her ex-girlfriend recently called to say she loves the album.

“Making the record, I felt a huge sense of relief and closure,” Lopez says. “We as people

Got soul?

A work in progress: The Las Vegas-based soul-hip-hop duo Camra has only played a handful of shows, officially anyway, but its two members have performed together a bunch of times by making guest appearances during each other’s sets. The group consists of former Sacramento rapper Rasar, who relocated to Las Vegas a couple of years ago, and soul singer and acoustic guitarist Cameron Calloway. The two met on the Las Vegas open-mic circuit and hit it off immediately.

Rasar just played Sacramento a few months ago with his group Bread Fam at Harlow’s Restaurant & Nightclub, opening for Joseph in the Well—it was an excellent gig. Camra makes for a much more informal, stripped down affair, but the June 21 show at Dive Bar was nonetheless great. This marked Calloway’s first show in Sacramento ever, and for a Tuesday night in Sacramento, the event was well attended.

Rasar made sure to bring several hometown friends to make guest appearances throughout the 45-minute performance. Cameos included James Cavern, Joseph in the Well’s Joe Kye, and the Vallejobased soul singer Zyah Belle.

The duo opened its set with a couple of songs including an original as well as a cover of Gnarls Barkley’s “Crazy”—which was a good choice, as Calloway’s voice isn’t that far removed from CeeLo Green’s soulful tenor. Throughout the night, Calloway strummed an acoustic guitar and sang as Rasar rapped, and took care of most of the between-song stage banter.

The two musicians are, in a lot of ways, direct opposites: Calloway is a soft spoken, laid back, smoothas-butter soul singer. Rasar is a gregarious ham and gifted rapper, the kind of performer who immediately draws a crowd’s attention.

One of the evening’s highlights happened midway through the set when Kye joined Rasar on stage.

The two guys played “Happy Song,” a track on Joseph in the Well’s 2015 self-titled EP (which Rasar rapped on). Kye laid down layers of lush violin loops with Kye and Rasar taking turns on the vocals. On record it’s a unique and gorgeous track and the two pulled it off live really well.

It would be interesting to catch Camra again further down the road. Their collaboration still seems like a work in progress, and

Living rage: Local hardcore band Cross Class released a new EP on Sunday, and despite it only lasting just short of seven minutes, that’s more than enough time for it to snap your neck.

The EP, called Minimum Rage, blitzes through topics such as drug abuse, suburban living and J.R.R. Tolkien in its nine blistering tracks.

It crackles with lo-fi energy that lightly obscures just how tightly written the songs are, and while each track kills, the smooth transitions make it obvious that the EP is meant to be consumed in full.

Cross Class is relatively new on the scene, having played its first show in November of last year.

From the beginning, the band put high-impact passion up front, with vocalist Ian Kappos constantly showing no hesitation when it comes to diving into the pit with a microphone in his face.

Cross Class has frequently played with bands like Stockton’s xMalcomx and Sacramento’s xTom Hanx and always came out swinging, putting on electrifying shows every time. Meanwhile, the band has yet to give in to peer pressure and denies the urge to put an “x” on either side of its name.

Caine, tall and lanky with a long mane, plays the slide guitar—per Delta tradition—alongside Dave Bowen on upright bass and Omar Vargas on drums. On some songs, the Hellhound Express veers toward rock ’n’ roll—even still, there’s plenty of soul. Earlier this year, local quartet Rich Corporation released its debut EP, Stay Wealthy, and it’s a solid batch of dance-rock tunes. Considering that the group has been together barely a year, it’s a quite confident, developed sound. It brings to mind groups DANCE-ROCK like the Strokes and Franz Ferdinand.

The songs are high energy, fun and really catchy, with lead singer Clark Reese’s soulful voice as the cherry on the musical sundae.

The group has a fair amount of diversity within the dance-rock realm. In between punky garage rock riffs, and funky dance licks, it tosses in the occasional shredding solos and some syncopated heavy alt-rock chops. 1400 E Street, www.facebook.com/ RichCorporation.

This pop-punk band featuring Hans White and Dino is like candy for the ears—the kind of sweet stuff that goes down sugary but sticks to your teeth and probably keeps you amped for hours on end.

For several years, Chris Gardner Band has been making a name for itself in and around Sacramento and beyond. They’ll shake the room with covers of Jason Aldean’s “Dirt Road Anthem” or Zac Brown Band’s “Chicken Fried,” but they’re more than just a really good cover band. “The Answer” is a nod to the heart of country music—stories about COUNTRY people—and to some of country music’s greatest.

If you’re not into blast beats or heavy-handed guitar riffs, Abyss would rather have you stay home and jerk off to Netflix. This is the gRiNdCORe sound of an M-80 being shoved down your pants and exploding at groin level. The band recently released its debut record, Heretical Anatomy, on the awesome 20 Buck Spin label. And, as luck would have it, Abyss will grace Sacramento’s Press Club to lay waste to those who like it fast and dirty. The mid-2000s seem like a lifetime ago.

Super low-rise flared jeans. Ed Hardy everything. Britney & K-Fed all the time.

Emo punk. In truth, however, that time is only 10 years past which means the era PUNK currently exists in an awkward holding pattern somewhere between nostalgia and laughably dated.

Kind of like Fall Out Boy. On the band’s Boys of Zummer tour, singer Patrick Stump and company (still dressed in their best Hot Topic duds) kick out bratty, bro-tinged punk that somehow manages to seem earnest and heartfelt. But the commission’s recommendations are poppycock. There is no reason for this to be a complicated, arduous affair. It took Colorado a year or so to come up with regulations.

Oregon legalized weed in 2014, and the regulations for recreational sales will be in place in 2016. I hate to be all cynical, but it seems like he is just biding time and maybe pumping marijuana advocates and organizers for a little extra campaign cash (Newsom is running for governor in 2018). This report contained nothing about how to deal with cities and counties that don’t want to allow marijuana-based businesses, what the tax structure could look like or even a suggestion on plant limits or garden sizes. There is so much this commission could have done and it essentially did nothing. It actually made me a little sad.

My advice: Stick to the road more traveled.

AQUARIUS (Jan. 20-Feb. 18): French

and Italian readers may have no problem with this horoscope. But Americans, Canadians, Brits and Aussies might be offended, even grossed out. Why? Because my analysis of the astrological omens compels me to conclude that “moist” is a central theme for you right now. Punk is as punk does Folsom may not be known for its punk-rock scene, but the city received a bit more cred as of May when recent transplant and Southern California native Nicole Shuman opened Wet Tail Designs in its downtown—right in the little shopping mall at 813 Sutter Street. Wet Tail Designs sells shirts, posters, records and other punk-rock odds and ends. When Shuman first moved to Folsom, she was hardpressed to find anything punk-related in town. She’s been connected to the music and the scene for 20 years, so she created this little punk-rock refuge in her new hometown. We caught up with Shuman to learn about her store, pick her brain about punk music and find out about the advocacy work she does with rabbits.

How have things been since opening?

I set up the shop with the intention of gathering a younger crowd for someplace to go. Ironically, it’s turned into an adult scene that feels nostalgia. A lot of people are professional in some manner, and you wouldn’t guess that’s what they grew up listening to. They come in and see the Adicts or GG Allin. They look at the posters, and it opens this whole level of conversation. Normal people wouldn’t assume that that person would have that history. If you know what the punk scene is about, you get a feel for it.

What is it about punk that speaks to you?

I’m one of nine kids in my house. It allowed me to separate myself from the rest. I started with the Prison Bound album from Social Distortion. I loved the attitude, what they were singing about. Growing up, I obviously had issues. I don’t fit in like a mainstream girl.

I grew up with brothers, so naturally I liked the tomboy look. It gave me a place to be an individual and a place to belong.

What are your top three punk albums?

(1) The Clash: [their] self-titled album. It’s one of my all-time favorite bands and go-to for anyone looking at punk-rock roots. Joe Strummer is a hero. (2) Social Distortion: Mommy’s Little Monster. Although it wasn’t my first Social D record, it is a staple when I am taking long road trips or flights, or just looking for good punk rock. 3. Die Ärzte: Das ist nicht die ganze Wahrheit ... [That’s not the whole truth ... ]. I used to live in Germany and this was the first German punk-rock band that I was shown. I became an instant fan. I saw them in concert and they’re huge there and all around Europe.

In addition to that, some of their lyrics are hilarious and their concerts are better than any stand-up acts I’ve seen.

genres that they have influenced, just like Kraftwerk. People would never guess that I would be one of the largest Depeche Mode fans. I have their entire discography, and I had some Depeche Mode stuff here, and that stuff sold out fast, ironically enough.

That was superpopular.

When did you get into clothing design?

I was doing that even as a child. I didn’t like the way the typical girls’ clothing looked and all of this gender assimilation that you had to be catered to if you were a girl, you were wearing pink—this starts at birth. My mom never cared what I wore or where I got my stuff from. I was allowed to have that creativity of cutting my shirts. Ever since I could remember, I was doing some sort of arts and crafts. It was just what you did. My mom, she made all of our clothes for us usually. We’d do our school clothes shopping and our mom made most of our clothes. We’d decorate them with the paints. I credit my mom for that.

Can you explain the name Wet Tail Designs?

I’m a surfer, too. I was originally going to do swimwear. It’s actually a disease that small animals can get. It’s called Wet Tail. I wanted to make a cool punk beach-clothing line and call it Wet Tail, like, “Go out and get your tail wet.” If you know animal advocacy, you know it’s an awful disease that small animals, rodents can get. For me, it was more of a lighthearted kick on getting your tail wet.

Who’s your favorite nonpunk artist?

and some underground bands. I was also at the Adolescents and Weirdos show.

Have you discovered any good local bands?

Some friends of mine took me to concerts in the park and we saw Rebel Punk. They’re a rock ’n’ roll group and have a 2000s Social Distortion rockabilly sound to them. I love their energy, showmanship and passion for the music they’re playing. You can tell that they have a good time doing what they’re doing and the crowd is all about it.

You are in the process of co-founding Rabbit Ear Rescue for rabbits.

Why rabbits?

I love rabbits. I have a pet rabbit. Her name is Hasi. She was from a Craigslist rescue situation. When I was a kid we grew up with tons of rabbits, rescuing rabbits here and there.

We took care of them all because people dumped them from Easter or whatnot. They are the third most popular house pet. Before I had a dog and a cat, I had bunnies. Rabbits, like cats, can be litterbox trained. They’re supersmart, supersocial animals. There’s a misconception that you put them in a cage.

Rabbits require a good amount of space.

You’ll know if they’re happy, just like dogs will wag their tails. Rabbits do what’s known as a binky where they jump really high in the air, and kick their feet out. Rabbits are fantastic pets given the right education and environment. Rabbits are underdogs and I tend to gravitate towards the theme of the underdog just in life in general: the punk scene, rabbits, whatever. If the shoe fits.
