Think outside the grid A friend recently tweeted a listing for a new Midtown loft: A sparkling new one-bedroom, one-bathroom spread across 676 square feet.

The asking price? A gasp-inducing $352,000. That’s $521 per square foot.

And the sale is pending. This means someone is ponying up the money to squeeze into a space smaller than my mid-’90s-era Midtown apartment— a large two-bedroom flat for which I paid $425 monthly.

Granted, that was 20 years ago, and much has changed on the grid since then. In the last few decades, the area has evolved from a sleepy enclave for artists and college students—a place that seemed to virtually shut down on weeknights and weekends—to the hippest place to live, eat and drink.

And while that $352K price tag may be an extreme example of Midtown’s ongoing gentrification, it is also evidence that many may soon find themselves priced out of the area.

It’s also a little bit laughable just how much value some put on a ZIP code. Midtown may be the city’s cultural epicenter, but it’s not the only great place to live. Just as in similar cities such as Portland, Austin and Nashville, Sacramento’s central city is only minutes from affordable, older neighborhoods. These aren’t suburban big-box centers with cookie-cutter homes, these are walkable areas rich with homes that burst with character.

Oak Park, Hollywood Park, Elmhurst, Tahoe Park and West Sacramento are all within walking or biking distance of Midtown. Better yet, they’re all economically and ethnically diverse with mom-and-pop shops, restaurants, etc.

Priced out of Midtown? No worries. Think outside the grid: There are plenty of affordable, spacious options that don’t compromise comfort, character and charm for a so-called cool factor.

Farm Stands Open for Business b y E va n T u c h I n s k y

rowing up on a farm in Winters that’s been in her family for 70 years, Rosalyn Van Buren developed a keen understanding of agriculture.

“I understand the hard work that goes into farming,” she says. “You get a great appreciation for the land and the ethic of a good hard day of work, so I personally bless everyone who does it.”

That’s why Van Buren was first in line when the Yisrael family unveiled their farm stand in the vicinity of her residence. Thanks to the Urban Agriculture Ordinance adopted in March by the Sacramento City Council, residents citywide can grow and sell produce.

Some are just offering their surplus fruit and vegetables to neighbors for extra cash. Others are launching wider commercial ventures, marketing to individual consumers or even retailers and restaurants. The Yisrael Family Urban Farm opened a stand April 23 on a vacant lot in South Sacramento, becoming one of the first to take advantage of the new ordinance.

Van Buren doesn’t plan to cultivate crops at home — been there, does that — but is eager to patronize green-thumbed Sacramentans.

“I want to buy my fruits and vegetables from a stand,” she says. “Particularly what made me go to the Yisrael family’s farm and want to support them is the necessity for healthy food to be available for everyone, and in some of our communities in Sacramento that’s not true.”

The city ordinance modifies zoning to make urban agriculture a permissible land use — both on developed property and vacant lots.

At the forefront championing this change has been the Sacramento Urban Agriculture Coalition, a beneficiary of funding from The California Endowment’s Building Healthy Communities initiative. The business component is critical.

“Agriculture without sales is just gardening,” explains Matthew Read, coordinator for the Urban Ag Coalition. “We wanted to make sure people had an avenue for sales.”

The coalition’s next step is to expand urban agriculture to areas outside city limits. Toward that end, Sacramento County will consider a similar ordinance this summer.

recommends a future farmer check with the city about business permits and taxes, along with whether the enterprise will require a home occupation permit from the Planning Department. “Cottage food” operations (“selling value-added foods like jams, jellies, breads”) must register with the county.

Then, Read suggests, devise a marketing plan. Check out vendor stalls at farmers markets for ideas on presentation, and craft a strategy — advertising, social media, etc. — for reaching target customers.

“Think of ways to sell beyond your front door,” Read says.

Irrational in Curtis Park

“A time warp. I get lost in here for hours.�

Re “It fakes a village� by Alastair Bland (SN&R Feature Story, April 30): Curtis Park has long been populated by irrational people who fail to see their hypocrisy for what it is. Back in the 1990s, many of these people were often in the news advocating for low-income housing and programs for the homeless—in someone else’s neighborhood.

But when a homeless program was suggested for the Sierra 2 Center: Oh, no! That wouldn’t do! When families from Oak Park started frequenting Curtis Park (which I used to think was a public park, silly me!), letter of the denizens of Curtis Park had the police roust them. the week They advocated for the Quinn Cottages, but they consistently object to women’s shelters and the other social programs typical of other neighborhoods in Sacramento.

Now, they object to a grocery store and a gas station and, as is typical of these elitist snobs, they don’t mind grocery stores and gas stations in someone else’s neighborhood. And they also object to attractive, affordable, energy-efficient 21st-century homes being built near their exclusive little enclave.

Given that Curtis Park is one of the least diverse neighborhoods in Sacramento, forgive me if I wonder what they’re really afraid of.

More Bee hate

Re “It fakes a village� by Alastair Bland (SN&R Feature Story, April 30): As a Curtis Park resident, I believe this story captures the controversy here fairly well—except in one area. First, the piece leaves the impression that many or most residents here are against any kind of development. In all of the forums I’ve participated in, I’ve not heard this sentiment but from a handful of people. The vast majority are excited about a development.

The argument is about design.

Additionally, there is praise from some sources for the Paul Petrovich design simply because it is infill development. Apparently, for some it doesn’t matter what residential and commercial looks like as long as it is built on that parcel. One is even quoted as saying, “[I]t’s a lot better than having a toxic rail yard.� That’s indeed a low bar to hurdle.

Re “Feed the buzz,� by Cosmo Garvin (SN&R News, April 30): The Sacramento Bee is an embarrassment. I was a journalism major and I was raised by a father who was a sports editor. I’ve lived in Chicago, Los Angeles, Memphis, Orlando, Chapel Hill, Omaha and elsewhere, and have always been happy with my regional news options. But I’ve never been so appalled by the quality and the content of a local daily before moving to Sacramento in 1998. Yes, us news junkies want to keep up with things local/regional, as well as national. But the SacBee—the content, the design, and most importantly the deplorable writing—has been worthless to me.

‘City of Abundant Firewood’?

Re “Still kill your lawn� (SN&R Editorial, April 30): Not a particularly well-thought out commentary. We can all agree that Sacramento residents (and businesses) need to think before they turn on the sprinklers and hoses. But most lawns in Sacramento have beautiful trees as a centerpiece. The trees provide the shade that reduces our need for higher demands of energy during the hot summers.

If we follow the “kill your lawn� suggestion, trees will become stressed, diseased, and many will die.

California’s “Renewable Portfolio Standard” is a major part of the state’s strategy for reducing greenhouse-gas emissions. The RPS was created in 2002, and at first required electric utilities to increase their renewables share to 20 percent. Follow-up legislation in 2011 raised the renewable requirement to 33 percent.

SMUD’s use of renewable energy rose quickly in the 2000s. But in the 2010s, SMUD’s energy mix has been puttering along mostly unchanged in the low-to-mid 20s. And the 2020 deadline is coming up quick.

You might ask, “Isn’t renewable energy, especially solar power, getting cheaper?”

Yes it is, says Scott Martin, SMUD’s manager of resource planning and pricing.

But electricity generated by wind and solar is still about twice as expensive as electricity from natural gas power plants. And SMUD has to add a lot more renewable energy to the mix.

You might also ask, “Hasn’t SMUD known about the energy mandates for a long time?

There are other factors driving rates up.

The cost of SMUD’s Energy Assistance Program—a subsidy for low-income residents—has increased from $12 million in 2005 to almost $50 million today. But demand for the EAP should ease as the economy improves, says Martin.

The biggest factor is renewable-energy costs. Reavey says he won’t blame the SMUD board if they vote to increase rates. But he says the state’s demands are “too aggressive.”

“These renewable-energy mandates are making electricity extremely expensive,” he adds.

Well, more expensive. We all knew that getting off fossil fuels would come with some costs.

It might have been better if SMUD got those costs right two years ago, instead of coming back to ratepayers so quickly.

We’re also seeing the downside of the state’s decision to go slow in the early years.

SMUD, like other utilities, wasn’t required to add much new green power in the last 10 years. Now, the deadline is approaching fast and SMUD has to add a lot of renewables to the mix in a comparatively short period of time.

Of course, they say the cheapest kilowatt is the kilowatt you don’t use. That’s why, along with the new rate hike, SMUD staff is asking the board to approve charging all customers according to “time of use,” starting in 2017.

Time of use is pretty much what it sounds like. All the electricity you use in the 4 p.m. to 7 p.m. window of peak demand is going to be a lot more expensive than at other times of day.

Some customers have already been piloting TOU. If the board approves the item in June, TOU would apply to everyone. Under TOU, Martin says, the base rate will be lower than it is today. So, if you’re a bit more conscientious about your time of use, “it’s very possible that Ω your bill could go down.”

Loiter on Sacramento’s loitering law pulled 16 years after Supreme Court ruling An unconstitutional loitering law has been used to cite or arrest individuals in Sacramento at least 10 times since January by 2010, but it’s finally off the books.

According to the American Civil Liberties Union, the ordinance allowed police to arrest 45,000 mostly black and Latino males during a threeyear span on the disputed grounds that they were gang members.

Benner downplayed the city code amendments, adopted during an April 23 procedural vote by the city council, saying it’s something the city attorney’s office does every couple of years “as a proactive thing.”

In the years since the 16-year-old ruling, police and the city attorney’s office have fitfully employed Sacramento’s loitering prohibition.

Police spokesman Sgt. Doug Morse said department records indicated that officers have filed six loitering reports since January 2013. “Some of the cases were cite-andrelease, and others were booked for a more serious crime with this section being added to the booking charges of those taken into custody,” he wrote in an email.

Officers filed another seven loitering-based reports between January 2010 and January 2013, Morse added.

“It’s like flipping through cable,” observed Sacramento police Lt. Norm Leong, commander of Regional Transit Police Services, the unit responsible for maintaining security on the sometimes maligned public-transportation system.

In the past year, Leong said the hodgepodge team has made arrests in 57 percent of transitrelated burglaries and thefts, which are down 25 percent year-to-date. “The issue isn’t safety,” he added. “The issue is: Do you feel safe riding and how can we make you feel safer?”

In a recent survey of 1,174 riders, only 28 percent reported feeling safe aboard light rail.

Yet, when prodded for specifics, the vast majority cited nuisance behavior such as noise, profanity and smoking as the main cause of discomfort, not actual crime, which ranked a distant fourth.

RT’s image problem isn’t just academic.

In February, light rail dipped below 1 million riders for the first time in 19 months, dating back to July 2013.

The system needs to better those numbers to achieve financial health, but also to improve safety. “The more people that ride the system, the safer it is,” said Leong, who explains that criminals are less likely to strike in crowds. “We have really few problems during commute hours.”

Consider it a Catch-22. More people won’t ride the line until they believe it’s safer, and the line won’t become safer without more people riding it.

With T-minus 17 months until the new Sacramento Kings arena opens downtown, the pressure is on to tidy up a system that’s expected to get busier.

The only problem is that the ones responsible for untangling this Gordian knot represent competing constituencies. And they all intersect at RT Police Services.

RT Police Services is a mishmash group. At about 138 strong, the squad stands larger than the Marysville Police Department, Leong notes.

But don’t let that stat fool you.

Private security guards with limited authority make up approximately 71 percent of Police Services. Employees of G4S Secure Solutions, they earn around $12 an hour to observe, report and, most of all, act as visual deterrents to train trouble. They can’t do much about the problems they encounter, and they can’t cite fare-evaders, because that’s a union job.

Silva has witnessed fights and drunken behavior, and suffered through loud music and general rudeness. But she’s also struck up pleasant conversations with fellow commuters. And she can’t beat light-rail’s 99-percent on-time departure rate.

This is not the customer RT is necessarily trying to reach. “The challenge is getting those who have chosen not to take the system to get back on,” Leong said.

Masui said Police Services’ $9.8 million budget would increase by $900,000 next fiscal year. Whether any of that money goes toward hiring more bodies is unclear.

About $1.5 million from a separate capital improvement fund would pay for active-shooter training, anti-terrorism patrols, mobile screening for explosives, digital video recorders on buses, and upgraded video surveillance and security systems, among other purchases.

With crime relatively low, Leong is refocusing his team on the rule violators that seem to irk most riders these days. Toward that effort, he’s working with RT’s legal department to clean up ordinance language governing what is and isn’t allowed on the rails. “There’s all kinds of moving pieces,” he said.

Later this month, a proposal to develop six fare zones will be presented to the RT board, with an eye toward implementing the pilot project in June or July. A person will have to show that they have purchased a ticket to be inside one of these zones, which will include the 7th & K station. “We’ll give you the opportunity to purchase fare, but if you don’t we’ll force you to leave or cite you,” Leong said.

The idea is to pick six stations with different boundaries and issues, so they can troubleshoot what issues arise. “It’s very hard to close a system that was built to be open,” Leong added.

A different sort of relief may come via Assembly Bill 869. Assemblyman Jim Cooper’s proposal would allow ticketed fare-evaders to pay their fines through a much cheaper administrative process, rather than a courts one that stacks on unrelated fees. The bill passed its first legislative hurdle last month.

Leong is also in talks with Sacramento Steps Forward about hiring a homeless and mental-health navigator to refer troubled riders into direct services.

“I think it has improved,” he said. “We certainly have a long way to go.”

Back in the command center, the guards monitor their screens. Many here moonlight as volunteer police officers, Leong said, hoping to transition from entry-level privatesector gigs to unionized civil servants. No rest for protest The dismissal of felony “lynching” charges against a member of the local Black Lives Matter group capped a busy week for Sacramento activists protesting violence in various forms.

Maile Hampton was initially charged with attempting to remove an individual from lawful police custody during a January 18 protest of a pro-law-enforcement rally at the Capitol. She was arrested at her home in February.

While the Sacramento County District Attorney’s Office on Friday downgraded the semantically-charged felony to a misdemeanor count of resisting or impeding arrest, Hampton isn’t out of the woods yet. The 20-year-old faces a maximum $1,000 fine and up to one year in county jail if convicted of the lesser charge. (The penalty for lynching is up to four years in prison.)

Hampton’s next court date is May 21.

She could have company, as 16 anti-drone protesters were taken into custody April 28, during one of the almost-monthly demonstrations at Beale Air Force Base. The group, including members of the Sacramento chapter of Veterans for Peace and Code Pink, stopped traffic and attempted to deliver a letter to Col. Douglas J. Lee asking him to stop drone killings, according to Cres Vellucci, who monitors demonstrations as a legal observer.

Vellucci, who also belongs to the National Lawyers Guild, which coordinated legal representation for Hampton, decried the use of drone attacks in the Middle East. He said the American public is “told by the government that using drone warfare is a very specific form of killing people … but that’s not the case at all.”

Some of the overlapping organizers planned separate protests of Representatives Ami Bera and Doris Matsui on Tuesday in Sacramento. A self-described coalition of labor, veteran and environmental interests were to target Bera’s Sacramento district office over his support for the Trans-Pacific Partnership, while local members of the Black Lives Matter movement expected to protest Matsui during a visit to a private home. Troubled cops Two area cops came down with a case of the Mondays, following separate FBI announcements on May 4.

According to a news release summarizing a four-count indictment against former Yuba City police officer Gursharan Phagura and a second defendant, the 39-year-old Phagura used his authority within the Yuba City Police Department to gather sensitive information that a co-conspirator then passed onto someone posing as a cocaine trafficker. The alleged scheme crumbled April 15, when both men were arrested. Phagura is out on $100,000 bond.

Meanwhile, an ex-Fresno vice squad detective recently learned he’d be doing two years in federal prison. Derik Carson Kumagai, 41, received the sentence Monday along with a codefendant. According to an FBI release, Kumagai solicited a $20,000 bribe from a suspected marijuana trafficker who was under federal investigation at the time. (RFH)

The streetcar will spare the air and connect Sacramento —if voters actually say yes this month

p north, there’s an urban myth in Portland that you can walk faster than one of the city’s streetcars, which are known to glide through the city’s core at tortoise-esque speeds. Two years ago, a journalist with Portland’s daily paper, The Oregonian, laced up his kicks to see if he could stroll to a victory on the streetcar’s fourmile route. That day, legs won. Yet nearly 5 million Portlanders ride the streetcar each year, anyway.

emissions by getting people out of cars, and spur even more development along the proposed route.

Which brings us to the streetcar’s big moment: This month, some 3,700 registered Sacramento voters that live within three blocks of the proposed route (see map, page 19) will weigh in via mail on Measure B. This initiative, if passed, will tax property owners to pay for 20 percent of the line’s $150 million construction cost. The rest of the project’s funding will come from a mix of sources, including federal, state and city dollars, and the project would be completed by 2018.

Sacramento Councilman Steve Hansen has become the face of the streetcar campaign on this side of the river. He represents the central-city grid and insists that people want more transit options. But he also says that he wants to see more people leave

their cars at home when they come to Midtown or downtown. “But when people get on the core, it’s hard for them to get around,” he explained.

The streetcar is part of the solution, he argues. “We need to invest in projects like streetcar,” Hansen says, “if we want to push more people out of cars.”

There’s no denying that car culture prevails. Just cross under the Tower Bridge’s mustard-gold arches, then hang a left on Third Street: The din of engines is an inescapable white noise.

Sacramento is four wheels good.

Would a streetcar actually make a difference? And will Sacramentans really choose to ride?

Not drinking the Kool-Aid Critics say that Sacramento’s streetcar project isn’t ready for prime time, that it’s half-baked. Consider: A map of the streetcar route shows that it will extend

along Third Street toward the rail yards and onto H Street. That sounds awesome—but in reality, Third Street is a dead end before the Amtrak station.

Jim and Delphine Cathcart say the project will be a dead end for urbandwelling Sacramentans. The couple owns three properties that, if Measure B passes, would be taxed to pay for the streetcar line. Jim insists that, despite living near the line, he would not ride.

“I would never use it. I would grab my bike, or I would walk. It’s just not efficient for me to wait for streetcar,” he explained.

The Cathcarts say they actually didn’t think much about the streetcar until this past January. That’s when city watchdog Eye on Sacramento released a critical 43-page report on the streetcar plan.

Craig Powell, who co-authored the report, dings the streetcar for everything from being too costly and overestimating its ridership numbers to worsening downtown traffic and

not being a catalyst for urban-infill development.

Powell and others argue that the only reason Sacramento is building a streetcar is because the Obama administration is dangling a $75 million carrot via its “Small Starts” transit program, which funds things like new urban-rail projects. “[I]t appears that much of the impetus for building such systems has been the willingness of the federal government in recent years to fund half of the costs of construction, which, in Sacramento’s case, is expected to amount to $75 million,” the EOS report reads.

The Cathcarts call the report an eye-opener. “We should inherently like streetcar,” says Jim, who’s been a player

Streetcar’s nice and all—but can Sacramento afford it, and will the city benefit?

There are arguments to be made for all the intangible benefits the streetcar may bring. It’s an amenity, it fits a certain vision of a strong downtown. Many people think streetcars are cool, or connect Sacramento to its railroading history.

Proponents also promise streetcar will generate new economic activity and new ridership for Regional Transit. But some of these benefits are probably illusory, the result of siphoning riders from existing RT routes and shifting economic activity from other neighborhoods.

According to an economic-benefits study commissioned by streetcar proponents, about 80 percent of the project’s cost are being paid with public funds. The same report shows private landowners and businesses getting 98 percent of the benefit in increased property values and additional retail sales. (The bigger the property owner, the bigger the benefit.)

Only 2 percent of that value comes back to local government in the form of increased property and sales taxes.

Part of what makes the streetcar attractive is that the federal government is going to pay half of the construction costs, about $75 million. So that portion at least is not a direct hit to local government.

But there hasn’t been much discussion about the much larger cost for local government: the cost of running the streetcar every year.

In 2011, consultants estimated streetcar operations would cost $4 million a year. RT recently did its own estimate

and determined it could run the streetcar system for closer to $3 million a year.

Either way, operating costs will be a considerably bigger burden on locals every year, compared to the costs of building the system.

The tentative operations-funding plan, not yet put to paper, is that rider fares (likely $1 a ride) and advertising will cover about $1 million a year of costs.

Another $1 million will come from the city of West Sacramento, where citizens already passed a sales-tax measure to help pay for construction and operation of the streetcar.

That leaves a $1 million to $2 million annual gap, which is likely to be shouldered by RT. RT currently doesn’t have enough money to restore basic bus service to the levels before the recession and deep cuts of 2010—cuts that fell harder on low-income neighborhoods. And anything RT spends on streetcars is money that it can’t spend somewhere else.

RT General Manager Mike Wiley says the agency can apply for a federal air-quality grant, worth about $1 million a year. But that would go away after five years at the latest. Wiley also wants to spend some of RT’s share of the revenue from the California cap-and-trade program on streetcar operations. But local transit-equity advocates have promised to fight him on that plan, arguing that capand-trade money should be spent on bus or other service for Sacramento’s transit-dependent communities.

It’s ironic that streetcar’s operations funding should be so uncertain so late in the game, given the enormous economic benefits that proponents say the project will bring. The economic consultant’s report says local businesses will enjoy at least $1.3 billion in additional sales in the coming decades.

Sacramento State economics professor Rob Wassmer challenges that figure.

occur comes from outside the respective city or county,” he explained.

In other words, much of the “new” economic activity the streetcar promises is really just money shifted from somewhere else, like Roseville or Natomas.

Likewise, the consultant’s report estimates about $24 million in “new” sales and hotel taxes, but some portion of that is really just money that would be collected somewhere else in the city.

There is also an argument that streetcar will attract new riders, and thus benefit the public-transit system with new revenue.

City Councilman Steve Hansen and RT manager Wiley told SN&R that the streetcar would attract about 6,000 riders a day. That’s about 2.2 million riders in a year, remarkable given that RT’s entire light-rail system attracts just 14 million riders a year.

In fact, after RT opened its south line in 2003—six miles long and twice as expensive as the streetcar project— total system ridership increased by about 2 million people.

And some portion of the streetcar’s “new” riders would have otherwise made a trip on a bus or light rail instead.

Hansen says the number of riders “poached” from elsewhere in the transit system will be very small. But whatever the portion is, those are fares that RT will lose, and it’s revenue that RT can’t spend somewhere else.

Those impacts likely won’t be reflected in the streetcar operations funding plan.

And that plan probably won’t be available to voters before they finish voting. Ω

A streetcar advocate looks at its history—and how the new route will grow Sacramento’s urban core by William Burg

I’ve been waiting for Sacramento’s new streetcar to arrive for about a decade.

Back in 2005, I attended a “Streetcar Summit” about the coming resurgence of the American streetcar, just as I was writing my first book about Sacramento’s streetcar network. In 2008, I talked my way onto a citizens’ advisory panel to select a provisional streetcar route (who else could say they literally wrote the book on Sacramento’s streetcars?) and became more convinced that a streetcar network was a key factor in rebuilding our downtown’s urban fabric.

The reasons behind building a streetcar line extended beyond nostalgia and novelty. They represent a return to the lost tradition of building great American downtowns, a tradition that was once strongly held in Sacramento, rediscovered and reinterpreted for the 21st century.

A century ago, electric streetcars were tools for suburban growth. One end was located downtown—near workplaces, shopping and entertainment—and the other end was located in recently acquired farmland, marked into for-sale lots. Often, the same businessmen selling the lots also owned the streetcar company, and the electrical utility that powered the cars and lit the homes. This combination built neighborhoods like Oak Park and West Sacramento, Land Park and East Sacramento, Curtis Park and north Sacramento.

Commercial streets followed streetcar lines, so riders could shop on their way home. Streetcars were often marginally profitable, but without a streetcar line potential buyers had no way to get from home to work or shopping. Streetcar tracks became the skeleton of the city, providing a sturdy armature for cities’ economic muscle, and commercial and residential development. People, the lifeblood of cities, flowed through the system.

Today’s streetcar is a tool for urban regrowth. One end is still located near workplaces, shopping and entertainment, but the planned neighborhoods are former industrial areas and waterfront sites like the Southern Pacific Shops in the railyards, the Docks along the Sacramento River, R Street and vacant downtown buildings.

Many of these places fell on hard times after losing our original streetcar network. The good thing, though, is that streetcars work best in conjunction with other development efforts—like those either planned or underway in West Sacramento, the Railyards and River District, and along R Street—based on urban forms that leave little room for parking. The work of zoning and planning for transitoriented development is done, but we must build the transit first, then watch the city regrow around it.

Streetcars won’t replace or displace the automobile, but they will render it unnecessary for an increasing number of urban residents by promoting growth better suited to pedestrians, bikes and transit other than cars.

Cars and buses have more flexible routes, sure, but they create a different urban form. Flexibility has its advantages, but rubber tires make a terrible skeleton.

Measure B, the streetcar tax that residents near the line are voting on this month, is the last step in a decade-long effort. When it passes, it will leverage federal transit funds, West Sacramento sales-tax funds, and years of route plans and environmental reports by the city of Sacramento.

The route goes to the right places with potential for expansion. It’s a civic investment that is useful to visitors, residents, businesses, developers and thousands of potential riders.

We’ve waited a long time for this streetcar to arrive. All we have to do is pay the fare and get on board. Ω

How four local ‘ hidden winemakers ‘ embody the region’ s national clout

A

s Sacramento’s food, beer, cocktail and coffee cultures continue to gain stride, it can be easy to forget what a wine city this is, too. Just like with farms and ranches, there’s no city in America more centrally located for good vineyards and wineries. The Sacramento Home Winemakers Club is considered one of America’s best.

But oddly enough, there aren’t many familiar local wine names, beyond national figures David Berkeley, former sommelier to the White House, and Darrell Corti, a Vintners Hall of Fame member.

That’s partly because there are only two wineries in town—Revolution Wines, whose winemaker, Craig Haarmeyer, has serious cred in the wine industry, and Rail Bridge Cellars, which is overseen by longtime Sacramento wine figure Michael Chandler.

But four other local winemaking professionals have major impacts on the regional, and national, scenes: Peter Franus, Sean Minor, Rod Moniz and Stuart Spoto. Let’s call them the Hidden Winemakers of Sacramento.

The Napa insider In the national-class wine culture of Napa Valley, Peter Franus is

an insider’s secret, one of the more respected, if unheralded, Napa winemakers, with threedecades-plus of experience and connections. The Peter Franus Wine Company is acclaimed and sold internationally.

But in Sacramento, where Franus has lived for a decade with his wife, Deanne, he is simply a secret, in part because he works hard traveling and selling in those places.

“It’s a slow process,” Franus said by phone recently from the Dallas airport. He’d just visited restaurants and shops in Arizona and Texas and was headed to Louisville. “We just want people to taste our wine.”

His Facebook is plastered with posts from adoring fans in places like Tokyo or Prague, and he often asks them what they want from wine. “They want it to be delicious,” Franus said. “Imagine that.”

Franus is a wry guy with a casual, seen-it-all confidence.

When it comes to California wine, he almost has seen it all.

Franus started in Napa in 1979 after a Fresno State viticulture and enology degree, then took over the winemaking at Mount Veeder Winery in Napa in 1981. He also worked with Franciscan Estate Winery, then launched his own label in 1987.

His years in the valley and his easy disposition helped him find vineyards that, he says, “speak to him.” His most prized is the Brandlin Vineyard on Mount Veeder that has 90-year-old

zinfandel vines. Franus’ Brandlin zin is another Napa-insider treasure.

Franus leases winemaking space at Laird Vineyards in Napa and produces 5,000-plus cases a year. Besides his wellregarded cabernet and merlot, he makes some highly praised but less-common-for-Napa varietals like Albariño and the Brandlin zinfandel.

Franus and his wife, like many successful vintners, spend lots of time traveling, meeting trade and regular wine drinkers, and seeing the sights.

“We were just in Amarillo,” Franus said. “We saw Cadillac Ranch and the painted Caddys buried nose first in the ground.

There’s got to be some metaphor in that for selling wine on the road.”

The national figure In mid-March, Sean Minor was on the East Coast, tending relationships and rolling the dice on the region’s brutal winter storms.

After a tasting in Manhattan for restaurant and wine shop buyers, he drove to Manchester, New Hampshire, for another tasting, then headed to Portland, Maine, for a kickoff celebration. (That made the 50th state where his wines are sold.)

Temperatures were solidly below freezing and snow piled in drifts. Minor’s trip was what he jokingly calls “pick and shovel” work—calling on some of the 8,000 restaurants and stores that

Moniz is what’s called a négociant.

He buys wine from wineries he trusts, or has wines made from vineyards he knows, then tastes and blends to get what he wants.

“I’m like a chef,” he says. “I don’t grow the spinach or the beef, but it’s my recipe.”

He did help grow California’s wine business. He got a business administration degree from San Jose State in 1978 and ended up managing Jerry’s Liquor & Deli in Los Altos. The owner got sick and said, “You want this place?”

At age 22, Moniz was a business owner. And although people weren’t drinking much fine wine then, Moniz made it a wine shop.

“That was the time of Blue Nun, Lancers and Mateus,” he said. “I couldn’t give chardonnay away.”

When the wine industry started growing, he became a wine distributor—the store hours were killing him— then worked the same hours. But he also learned wine.

“To understand good wine, you have to taste a lot of bad wine,” Moniz said.

In 1991, Moniz and his wife, Cindy, moved to Rocklin to escape Bay Area costs and pace. He worked as a distributor until he launched Moniz Family Wines in 2007.

“I mapped it out on paper and convinced Cindy it could work at 1,000 cases,” Moniz said.

“I hired a consultant and tasted with him. He said, ‘You don’t need me.

Your palate is good,’ so all those years paid off.”

Moniz’ flagship wines are two cabernet blends named after his daughters Olivia, 9, and Alexandra, who’s at Cal Poly and turns 21 in September.

She might also be headed into the wine industry.

These days Moniz makes about 1,800 cases a year and wants to stay that size.

“If you grow,” Moniz said, “you have to take on more people expenses.

I like where we are. I like everything I make and everyone I call on.”

Rod Moniz says one reason he’s survived the wine business—without getting too touchy-feely about this— is that he knows himself.

“I’m a control freak,” he said. “I’ve learned not to do anything I can’t have my hands on.”

That’s also why Moniz Family Wines, which are sold around California restaurants and in markets like Nugget, Taylor’s and the Sacramento Co-op, don’t have a tasting room.

“I’d want to be there constantly,” he said. “I already work long hours. I promised my family, ‘No more.’”

Winemaker Sean Minor travels extensively to bring his selections to sommeliers and shop owners.

So in 2004 when Spoto decided to start commercial winemaking, he had a top-notch resource. And what did Henry tell him?

“Don’t do it,” Spoto said. “He said it’s a really tough business.”

That was the only wine advice Spoto didn’t take from Henry, who at age 83, still helps with crush. (So does his mom, Lenore, his wife, Christy, and both daughters, Alexi, 27, and Ari, 24.)

“I tried to be smart and not borrow money,” Spoto said. “I kept my job (as a chemical engineer) the first five years.

But things started clicking when I did this full-time, hitting the streets and selling.”

He also got some help from the alphabet. At the Oakville Winegrowers annual trade and media tasting, Spoto Wines (which come largely from vineyards in that prized Napa region), sets up in alphabetical order next to Screaming Eagle, one of the world’s most expensive wines. Spoto gets noticed by the spillover traffic.

“People go, ‘Wow, your stuff is good,’” Spoto said. “And it’s oneseventh the price of your neighbor.”

carry Sean Minor Wines. That’s how he’s grown into a successful national brand, by pouring for sommeliers and shop owners one relationship at a time.

Minor makes nine wines and sells more than 100,000 cases a year. That makes him a serious success, especially for someone operating on such a personal scale.

That also makes him a romantic, working out of the limelight and connecting his wine business back to his family in Sacramento. He started with an unromantic finance degree at Arizona State (where he met his wife, Nicole), got on with Beaulieu Vineyards in Napa and fell for wine.

He was general manager at King Estate, Oregon’s largest wineries, then returned to California to manage Renwood Winery in Amador County.

He launched his own brand in 2005.

“I saw an opportunity to produce wines that could exceed expectations,” he said. “At that time, to find a varietally correct wine for Tuesday or Wednesday night, you had to spend $30 to $35.”

Critics and restaurant people praise his wine. “I have to make approachable wine,” he said. “I’m selling to restaurants that don’t have cellars to age them.”

Minor’s finance background helped him figure out how to do that, along with years of connections. He found very good vineyards, and avoided owning a winery.

“The brick-and-mortar costs kill you,” he said. “A bottling line is very expensive and you use it 80 to 90 days a year.”

So he rents space in Napa, stays out of the big retailers—which often require large marketing expenses—and visits restaurants and shops around the U.S. For him, that’s the scale where wine still has romance.

“That’s how you connect to the people who drink it, and connections are part of what makes wine special,” he said.

Spoto is a small producer—about 500 cases a year—but he makes big-time wine. His showcase Oakville cabernet goes for $125 a bottle and sells out to restaurants and fans in a couple of months. His “winery” is a small facility connected to his house in Arden Oaks, where he also does tastings and events.

Spoto’s grapes come from prime wine country. He has a long-term lease on specific rows in a vineyard shared by some of California’s most storied wineries, including Paradigm, Far Niente and Opus One. Spoto also is also a regular at Oakville Winegrowers meetings, when some of the best-known winemakers and vintners in California bring a bottle of their wine to share and talk shop.

“I can’t tell you how nervous I was sitting at the table with that group the first couple of meetings,” Spoto said.

“Now they’re asking me questions, so I gotta be doing something right.” Ω

For the week of May 7

E

very year Coachella runs two weekends in a row— allowing hordes of affluent SoCal hipsters using their parents’ money to see some of today’s most popular musical acts (and a lot of obscure ones that only scenesters know about). But what happens when two small cities right next to each other throw big festivals on the same day?

That remains to be seen this weekend, when the Dixon May Fair and the Whole Earth Festival at UC Davis both compete for the music festival crowd.

One thing’s for sure: They’re definitely going to draw different crowds.

On the one hand, the Dixon May Fair

(May 7-10; www.dixonmayfair.com) claims on its website to be the “oldest district fair and fairgrounds in the state of California”—so that’ll certainly draw a bunch of farming and farm-to-fork fans to its copious livestock exhibitions, horse shows and dog shows. There’s a bunch of other arts on display, too: quilts, culinary arts, fine art, photography and flower displays. Musical acts include headliner Martha Davis and the Motels (Friday), Mischief (Saturday) and Los Freddy’s de Arturo Cisneros (Sunday).

On top of all that, there’s a rodeo on Friday, tractor pulls on Saturday and a demolition derby on Sunday.

On the other hand, you’ve got the

Whole Earth Festival (May 8-10; http://wef.ucdavis.edu), which is more geared toward a college-age crowd, people into environmental activism and Burning Man fans. It’s also an old annual tradition, starting in 1969 when an art class turned into an “art happening” in which students used various mediums to teach people about environmental activism. This year it’s headlined by the Human Experience, Butterscotch and Ayla Nereo. The event’s website also lists 150 craft and service vendors, 20 organic food vendors, 40 spiritual and educational workshops and 10 art installations.

N

icotine is a plant-derived chemical, just like caffeine or morphine, that is predominantly found in tobacco (although it’s found in much lower concentrations in tomatoes, potatoes and eggplant). Nicotine is best known as the addictive substance in cigarettes, as was reported in the landmark U.S. Surgeon General’s report in 1988.

A cigarette typically delivers 1 milligram of nicotine, which starts reaching the brain seven seconds after it is inhaled. Once

there, it increases dopamine levels, causing a pleasurable sensation.

It also enters the bloodstream, where it triggers production of adrenaline, stimulating the user and increasing heart rate, breathing and blood pressure.

Nicotine’s effect on the brain’s pathways causes users to become addicted to using nicotine products, regardless of negative outcomes.

Although addictive, nicotine itself isn’t harmful. Research shows nicotine could have medical uses

and today it is commonly used in FDA-approved smoking cessation products such as patches and gums. These products have not been shown to increase the risk of death or cause cancer.

Nicotine isn’t the problem — it’s tobacco smoke.

Vaping has emerged as an alternative to tobacco smoking — a way to deliver nicotine without the harmful chemicals combustible cigarettes contain.

“Cigarette smoke causes cancer, but nicotine does not,”

says the American Council on Science and Health.

Vaping also offers control — users can choose how much nicotine is contained inside e-liquid (the substance that is heated, vaporized and inhaled into the lungs). Vapers are able to titrate, or continually adjust, the nicotine concentration in their e-liquid. Although not an FDA-approved nicotine replacement therapy, many vapers are able to reduce their nicotine use down to zero, while continuing to enjoy the act of vaping.

She assembles topographic maps of states and regions out of layers of wood like a puzzle, and she wants people to run their fingers over the terrain—like the Sierra Nevada SCULPTURE stretching across the eastern border of California map.

Eventually, the contact will change the sculpture’s surface like the wind, rain and time do to the actual land. Ruth, who is in her 70s, only recently began making these maps, but previously, she worked as a teacher, so the interactive, educational and accessible elements to her work seem natural.

Coming soon below the Crest Theatre: Despite dishing out sisig, Spam loco moco and other Filipino and Hawaiian dishes at its pop-up last week, Empress Tavern will be an American meat carvery. Clearly chefs Michael Thiemann and Matt Masera like to have fun, proven by plastic leis and a beverage menu of red and blue “drank.”

The event proved the team behind vegetarian restaurant Mother can definitely cook meat. It built up some serious anticipation for Empress, too.

Restaurant owners hope to open in late May as a tavern beneath the Crest Theatre (1013 K Street), with an open kitchen, giant rotisserie, room for 170 diners, chef’s table for private parties, craft cocktails and a nerdy beer list.

Not quite gluten-free: Selland’s Market-Cafe (5340 H Street) now boasts a “Gluten Sensitive Menu” for people with “gluten sensitivities.” Not people with celiac disease, because these 50 products are still prepared alongside wheat. Despite scientists claiming there is no such thing as gluten sensitivity, you nonbelievers can now order a delicious prosciutto pizza worry-free.

Here’s a palatable, lightly hopped beer for IPA haters like me: Yolo Brewing Co.’s Orange Blossom Blonde Ale. It pours a bright orange color in the glass, and its semisweet honey-orange front with a slightly biting tail makes it a balanced beer for people who have a weak tolerance for high-bitterness beers. Try a sample at Yolo Brew’s tasting room—or better yet, grab a whole pint at Broderick Roadhouse for $6, and pair it with a delicious burger and banh mi fries. Green beans String beans, wax beans, pole beans—they have lots of different names but are essentially the same family of legumes. Yardlong beans, found in Asian markets, are a different plant, but you can cook them similarly. Instead of just steaming these beans, try pan-searing them with bits of bacon or roasting them with a coating of oil and tahini. They also make a dramatic side dish encircling the entrée. Green (or yellow or purple) beans are also great as a quick pickle and a garnish for your brunch Bloody Mary. And, of course, tempura-fried beans are the best kind of snack.

Berry fun Forget about hot weather and Memorial Day weekend—it’s not really summer until berries are in season. The seventh annual BerryFest this weekend in Roseville will celebrate the strawberry harvest season and other berries (raspberries, boysenberries, blackberries)—plus Mother’s Day—with a bunch of family-friendly activities. Taking place Saturday, May 9, and Sunday, May 10, BerryFest starts off early on Saturday morning with the Berry Fun Color Run, a 5K run which benefits the Valley Christian Academy. Following soon after that, a beer and margarita garden with live music opens up at 10 a.m., then there’s a classic car show, kids’ activities, parade, Little Miss Strawberry Pageant (cute kids in strawberry-themed clothes) and plenty of berry-based food items to sample. The Homecoming For a play that is 50 years old, Harold Pinter’s The Homecoming is as shocking and troubling today as it was when it premiered in London’s by Jim Carnes West End in 1965.

As important as what it says (about family, relationships, dependence and co-dependence) is what it doesn’t say— outright, anyway—about sex, power and abuse. It dramatizes the human condition in a way that should make audiences uncomfortable. Are people really this effed up (yes!) and how do they get that way?

by Osha Gray Davidson, tells an unlikely—but true—story about the relationship between an African-American civil rights activist and a Grand Cyclops of the KKK during the desegregation of Durham, N.C., schools in 1971. James Wheatley directs the play as a series of short scenes.

The Jacksonian is the name of a sad, seedy, fictional hotel in Jackson, Miss., that draws in lonely, desperate secret-holders down on their luck. It exists in 1964, in the South, and the sad sacks who gather at the Jacksonian—employees and guests alike—are feeling change in the air, but mostly they’re just caught up in their own webs of woes.

The Jacksonian is also the name of Pulitzer Prize-winning playwright Beth Henley’s newest play, which is set in the Jacksonian Hotel, and revolves around a disintegrating marriage, drug-induced madness, murder and mayhem, and a depressed teenager reluctantly witnessing and commenting on dramas way beyond her years. Time jumps backward and forward, but everything and everyone revolves around a murder unveiled in the very beginning.

The Jacksonian is a violent, unsettling play that, while compelling and intriguing at times, unfortunately loses its way. Part of the problem lies in the jumpy and uneven storyline and characters, while the other problem is fluctuating tone and genres. It’s a Southern Gothic murder mystery—part film noir, part dark comedy, part social commentary, played for laughs, shock and drama, with some violence and racial references thrown in that feel gratuitous.

However, in the hands of a talented cast and careful direction, the B Street Theatre’s production of The Jacksonian does keep the audience engaged in the mystery, including who the murder victim might be, who would commit the murder and why—and how it affects all involved. B Street regulars bring their A-game to the play’s disjointed storyline and drama styles, including a heartfelt performance by Gina Hughes as a teenager wise beyond her years, Kurt Johnson as the unhinged dentist, Jamie Jones as his flighty wife, with Jason Kuykendall and Tara Sissom as the quirky hotel staff with their own secrets and desires that are never fully fleshed out.

Janis Stevens directs the Capital Stage production of this play that helped define “Pinteresque” as an adjective in the theaterworld lexicon. Pinter’s play is enigmatic, misogynistic and filled with menace, but it’s also a comedy—a really dark one, but still a comedy. Stevens conveys the play’s humor while maintaining the sense of unease that permeates the play’s subtext.

In particular, she draws upon the pauses and silences in the speech of Ruth (Melinda Parrett, more incredibly cool than usual), the only female in the cast: “My lips move.

Why don’t you restrict … your observations to that? Perhaps the fact that they move is more significant … than the words which come through them. You must bear that … possibility … in mind.”

The action takes place in one 24-hour period in an old house in North London where retired butcher Max (Julian LopezMorillas, in a portrayal at once decrepit and incendiary) lives with his grown sons Lenny (Ryan Snyder, calculatingly cold throughout), Joey (Brian Harrower, solid in a role that has now become a cliché: the somewhat slow and pitiable boxer) and his brother, a chauffeur named Sam (played by Joe Higgins, with the civility of character that is missing in the rest of the family).

Dogfight the Musical

Green Valley introduces us to a strange, compelling, and disconcerting 2012 musical adaptation of the 1991 film Dogfight, which profiles three young soldiers going off to Vietnam. The leads are heartachingly believable with strong vocal talents and layered performance, all while being in total sync with their fellow performers. F, Sa 8pm; Su 2pm. Through 5/17. $18. to come to their 20-year reunion, when Dan suggests they all grab a beer, the others beg off—then Dan drives by the neighborhood bar to see them going in without him. When his wife Stacey (Kathryn Hahn) asks him at dinner if they did it to him again, he tells her no. When his son Zach (Russell Posner) mentions a girl at school who friends say sort of likes him, Dan warns him that the girl may be lying, playing a prank so everybody can laugh at him. “I’m just trying to prepare him for certain realities of high school.”

Dan Landsman is a loser, and he knows it, and he pretends he doesn’t.

One night on TV Dan sees a commercial for Banana Boat sunscreen. In the commercial, playing a beach lifeguard and extolling the virtues of Banana Boat, is none other than Dan’s old classmate Oliver Lawless (James Marsden), the most popular guy in their graduating class.

With his usual flailing exuberance, Dan decides this is the way to save their floundering reunion: get Oliver, a “big star” now, to agree to come and all those “no” RSVPs will flip to “yes.”

Dan trumps up an excuse for a business trip from Pittsburgh, where he lives, out to Los Angeles. But he oversells the idea to the point where his boss Bill (Jeffrey Tambor) insists on coming along. Dan’s web grows more tangled by the hour, as he has to placate Bill’s expectations about a nonexistent business opportunity while pursuing a full-court press to get Oliver Lawless to come to the reunion.

What doesn’t seem to occur to Dan is that Oliver, 20 years out of high school and nothing to show for it but a measly sunscreen commercial, may be just as big a loser as he is. It doesn’t occur because, in his sweaty heart of hearts, Dan knows that nobody is that big a loser.

Dan manages to hook up with Oliver—in every sense of the term. After a wild couple of nights of pot, coke and barhopping, the two men fall into a frantic round of uninhibited sex. In the wake of that, Dan experiences an attack of what a less-enlightened age might have termed homosexual panic (“I’m not gay!”). But as reunion weekend arrives and Oliver flies into Pittsburgh for the big event, Dan is torn and fidgety, and he finds himself behaving exactly like a jealous lover.

The D Train is written and directed by the team of Andrew Mogel and Jarrad Paul, and their script often crackles with wickedly clever, even at times uncomfortable, insights into those lives of quiet desperation Thoreau said most men live— desperation which, in Dan’s case, can get pretty damn noisy.

At other times, false notes crop up in the concerto; the subplot involving Dan’s son Zach and his new girlfriend (Danielle Greenup) seems to have been written by someone who’s spent more time watching Superbad than observing real teenagers.

The script often crackles with wickedly clever, even at times uncomfortable, insights into those lives of quiet desperation Thoreau said most men live.

At bottom, both Dan and Oliver are intensely dislikeable. For Dan, there’s no lie he won’t tell, and nobody he won’t tell it to—wife, boss or son—to maintain a facade of importance that nobody else believes in the first place. Oliver is marginally more self-aware (“Do you ever feel like you’re just lyin’ to yourself?” he asks.

“When you lie to yourself you lie to the whole world, and that’s a shitheady thing to carry around.”), but he’s just as much a poseur, accosting Dermot Mulroney (in a cameo as himself) in a bar so he can pretend to Dan that he knows him. Mogel and Paul can thank movie kismet that they have Black and Marsden to play these two losers. Both actors have a core of likeability that makes us root for them even as we cringe, hoping they’ll learn their respective lessons and come out better men by the time the credits roll. Ω

A young widow in 1937 (Blake Lively), through a freakish accident, ceases to age at the age of 29. After 75 years of changing identities, she falls in love, which threatens to unravel her solitary life. This might have been—and may yet prove to be—a signature role for Lively, a born star if there ever was one. But she needs a co-star who will strike romantic sparks on screen, and instead she gets Michiel Huisman—a decent enough actor, but rather scruffy and nondescript, with little screen charisma and even less chemistry with Lively. She has much better rapport with Ellen Burstyn as her elderly daughter and Harrison Ford as a former lover (and Huisman’s father).

Without that made-for-each-other spark, the movie dissolves into a flaccid shaggy-dog tale shambling toward its foregone conclusion. J.L.

Amid the chaos of the First Liberian Civil War (1989-1996), a group of African Mormon missionaries flees the violence in Monrovia, the capital, for the presumed safety of Freetown in neighboring Sierra Leone, crammed into a rattletrap car with a worried but good-hearted driver. Written by Melissa Leilani Larson and director Garrett Batty, the movie has laudable intentions on its side (not least a determination to counteract the lily-white image of the Church of Jesus Christ of Latter Day Saints), but it’s limp, leaden, redundant and too-clearly hampered by a limited budget. The inexperienced cast is earnest but wooden, easily upstaged by the stark beauty of the Ghanaian countryside where the movie was filmed. J.L.

Oliver Assayas directs Juliette Binoche as an insecure actress who agrees to appear in a new production of the play that made her famous, only this time in the older woman role instead of the ingénue part.

Although Clouds of Sils Maria is essentially a three-woman picture, with Kristen Stewart as an overworked personal assistant and Chloe Grace Moretz as the TMZ-gen Eve to Binoche’s Margo Channing, the narrative is incredibly dense, and it takes Assayas the entire first act just to unpack it all. As Binoche and Stewart retreat to a mountain villa, the separation between performance and reality grows blurry—are they running through

When a Long Island computer programmer (Domhnall Gleeson, playing the same sad-sack stargazer role as he did in Frank) wins a company lottery, he gets whisked off to the remote underground research lab of Nathan (Oscar Isaac), his mysterious and obscenely rich boss. Nathan reveals that he has developed a robot capable of artificial intelligence—the curvaceous and curious Ava, played by Alicia Vikander with a huge assist from some mind-bending special effects—and that the meager programmer has been recruited to assist in the final phase of her development. Screenwriter Alex Garland (28 Days Later…; Dredd) makes his directorial debut with this sleek sci-fi chamber play, and he exhibits the visual command of a true filmmaker, even if his storytelling gets wobbly at times. Best in show goes to Oscar Isaac, reimagining the evil scientist as a socially isolated scumbag jock, equal parts Victor Frankenstein and Frank T.J. Mackie. D.B.

In the wake of Project Runway, there has been a boom in documentaries about the fashion world, many simplistic and self-serving, and almost all of them structured in the manner of a reality show. Frédéric Tcheng’s Dior and I, ostensibly a behind-the-scenes look at the first haute couture collection that noted minimalist Raf Simons created for the legendary Christian Dior house, goes for something more ambitious and complex. With eight weeks to assemble an entire collection and the mercurial ghost of Dior looming over his shoulder, the highly neurotic, prêt-à-porter-trained Simons struggles to express himself in an environment of hand-stitched glamour, and the film becomes a crossgenerational dialogue about artistic authorship. Simons tries to make his mark on a brand that will always belong to someone else, just as his team of overworked artists and designers press their fingerprints onto a finished work that will be fully credited to Simons. In Philadelphia’s Overbrook High School, where the student body is 99 percent African-American, a cheerleader (Keke Palmer) is romanced by another student (Quincy Brown). The two try to rise above the gang warfare between their two neighborhoods, despite the fact that her brother (Cory Hardrict) is the leader of one gang, while his cousin was a victim on the other side. The movie has a gritty urban atmosphere and the performances are strong—when writer-director Jamal Hill lets the actors get a word in edgewise. But his script is top-heavy with narration, with first Palmer, then Brown telling us things that a well-written script should be showing. And Hill’s direction lurches awkwardly from scene to scene; the movie’s only real rhythm is supplied by the hip-hop and soul music on the soundtrack. J.L.

In the self-confidently sluggish Black Souls, brothers in a small-time crime dynasty prepare to take their business to a new sphere of big-city influence, yet a long-simmering family feud tragically draws them back to their sleepy village. Their eldest brother turned his back on the family business years ago to become the village’s subcompactdriving shepherd, but just when he thinks he’s out, a series of betrayals and paybacks pulls him back in. Italian filmmaker Francesco Munzi’s Black Souls opens in Milan and closes in the Italian countryside, and explicitly evokes The Godfather along the way, but it has more in common with the recent Russian drama Leviathan. Both films build their corrupt worlds with a painstakingness that borders on lethargy; both are so weighty and somber that it’s practically comical, and while both are clearly the product of talented directors, I never quite connected with either. The movies in the Marvel Cinematic Universe are designed to be selfperpetuating sequel machines, soulless products whose only purpose is to set up the next several films in a never ending series of sequel machines. Not that there’s anything wrong with that. Marvel “solo” movies like Iron Man 3, Thor: The Dark World and Captain America: The Winter Soldier conquer the global box office, and the Avengers movies serve as de facto victory laps/bro-outs. That’s a solid formula, for printing money and hypnotizing a generation of helpless youth into believing that these films count as entertainment if nothing else, and Avengers: Age of Ultron doesn’t deviate from the formula for a second.

Writer-director Joss Whedon is pretty much locked into an overarching storyline and a bland house style here, so instead of bucking the system, he dutifully serves up more of the same bubble-brained gibberish and wanton destruction. D.B,

The story touches on themes of venereal disease, rape, contagion fears, PTSD and more, while combining cinematic influences from zombies, ghosts, slashers, J-horror, conspiracy thrillers, exorcisms, Robert Altman, teen sex comedies, apocalypses, John Carpenter, chase films and the first five minutes of M. Night Shyamalan’s The Happening into something deeply unsettling and nightmarishly lucid. Imagine if Texas Chainsaw Massacre-era Tobe Hooper directed a Richard Linklater rewrite of Under the Skin. A few clunky special effects and easy jump scares aside, It Follows is intelligent and terrifying, an instant genre classic. D.B.

Little Boy

In a tiny coastal California town during World War II, a boy (Jakob Salvati), bullied and put-upon for his small size, befriends the town’s only Japanese resident (Cary-Hiroyuki Tagawa), who is likewise persecuted. Written (poorly) by Pepe Portillo and Alejandro Monteverde (who also directs, at an excruciating crawl), the movie is a symphony of false notes.

A few good actors (Emily Watson, Tom Wilkinson, Kevin James, Ben Chaplin, Ted Levine, Michael Rapaport) and several bad ones (to whom it would be a kindness not to name) grapple with the lines of puerile drivel they’re given to speak, with a unanimous lack of success. The movie lumbers on for 100 minutes with hardly a believable frame to show for it. Andrew Cadelago’s bright, squeaky-clean cinematography adds to the atmosphere of sugary falsehood. J.L.

Salt of the Earth

This Oscar-nominated documentary charts the 40-year career of Brazilian photographer Sebastião Salgado, whose horribly beautiful black-and-white images of slave labor and genocide and exodus form a visual timeline of human suffering on the planet. The venerable German filmmaker and documentarian Wim Wenders co-directs, along with Salgado’s son Juliano, but you get the impression that Wenders only came aboard to shape decades of disparate material into this coffee table book of a movie. After an awkward first act, The Salt of the Earth settles into a comfortable rhythm, following Salgado’s nomadic career across several continents, from the gold mine at Serra Pelada to the Kurdish refugee camps. But there are also a number of contentious family dynamics that the film sets up and then neglects to explore (at a certain point, Salgado’s wife simply disappears), and ultimately this feels more like a greatest hits collection than a unique work of art. Rebirth of the cool Rasar, the rapper formerly known as Random Abiladeze, talks dreams, artistry and reinvention The Sacramento hip-hop artist Rasar Amani relocated to Las Vegas a year-and-a-half ago. It was a spontaneous move that led to an unusual by Aaron Carnes short-lived role in the offbeat vaudeville show Vegas Nocturne for which his job involved rapping, dancing with people and taking selfies with women.

But, hey, Amani is nothing if not adaptable.

Is it any wonder that for his homecoming show—his band Bread Fam is set to play Sacramento for the first time in two years this Saturday—that he’s sharing a bill with local indie-pop violinist Joe Kye’s group Joseph in the Well? pHoTo By SoNia SeeliNgeR

Another example: An early gig he played while still in high school at the Placer County Fairgrounds was a talent competition during which he went up against nothing but country singers—and won second place.

“I’m best as the exception. I feel really comfortable being around people who don’t do what I do,” says the rapper formerly known as Random Abiladeze. These days Amani just goes by his first name professionally.

It was Sacramento expat and America’s Got Talent beatboxing contestant Butterscotch who coaxed Amani to move to Vegas to join the show she was already part of. The pair had known each other a long time and came up together in the Sacramento scene. Now that the vaudeville show has come and gone, Amani is working intensely on his own music as well as touring in Butterscotch’s band.

On stage, Amani brings another layer of performance to the beatboxer’s show—his flamboyant charisma is a nice counterpoint to her cool, calm demeanor.

“I’m very comfortable on stage. I’m engaging, I tell jokes, I’ll tell stories, even at her show, to add shape to what she’s doing.

She’s more reserved,” Amani says. “I’ve definitely learned to play multiple positions since working with her.”

Amani has been rapping since the late ’90s, with several releases under his belt, including 2013’s brilliant alt-rap record The Dream Is Over … That record was inspired by hearing Slick Rick’s verse on the 1999 Outkast track “Da Art of Storytellin’ (Remix)” on the radio.

In fact, it excited him to the point that he knew that he wanted to be a rapper.

Since then he’s gone through a few different emcee names. Currently he has several projects going, including Bread Fam, as well his solo spoken-word material, a jazz-hip-hop group in Vegas called the Lique, CAMRA (a collaboration with soulful singer-songer Cameron Calloway), Mellow Nine (a collaboration with Styles 1001) as well as an EP he’s working on with the Sacramento-based experimental hip-hop group Medl4.

“I work with so many different projects because I’m a multifaceted soul seeking balance through variety,” Amani says.

Amani says he’s experienced an explosion of creativity since the release of 2013’s Dream Is Over album. The album title references John Lennon’s song “God,” which speaks to the disillusionment the late singer felt toward the ’60s ideals, and his attempt to rebuild himself.

For Amani, who says he’s experienced his own bouts of disillusionment and creative frustration, his own album is self-analytical and philosophical. It is, he says, about trying to move forward in his life after experiencing several lows.

“ I’m best as the exception. I feel really comfortable being around people who don’t do what I do.”

Rasar hip-hop artist “I think after debating if I would ever do it again—there’s confusion and frustration that comes with that—that’s where we find our true core selves,” Amani says. “The Dream is Over … is not meant to be a downer. It’s really that moment when you hit rock bottom, but just look at yourself as you are, and [ask] what do we do next? The world is kind of open now.” Ω

A rapper by any other name is still just as deep Most definitely Yasiin Bey: During a week of massive civil unrest in Baltimore, one of hip-hop’s most celebrated poets and activists put on a show at the Ace of Spades that was both thought-provoking and healing.

Kidz Bop’s recent Sacramento soiree drew a capacity crowd of both adoring and adorable fans, featuring a cast of dancers, backup singers, solo artists and more costume changes than a Las Vegas act. At the core of the Kidz Bop crew, however, were the ultratalented singers known simply as the Kidz Bop Kids: Grant Knoche, Bredia Santoro, Ashlynn Chong and Matt Martinez.

A brief conversation with the merchandise vendor and one of the performer’s fathers yielded some little-known information: the singers have a three-year contract; all kids in the show travel with a teacheradvocate and their parents; and all shows are scheduled as fly-in dates on weekends to make sure that school is the top priority.

Highlights of the show, which lasted over 100 minutes, included male singers Knoche and Martinez singing and serenading two younger fans from the crowd, as well as a spirited version of Pharrell Williams’ “Happy” that had everyone on their feet.

Another hilarious addition to the night’s program was a brief Q&A session where any fan could ask questions about how the performers attend school, their favorite letter and special things each of the performers can do, such as impersonating Daffy Duck.

And while most live children’s events are brief for very good reason, everyone stayed for this nearly twohour show. During the short intermission, kids bought flashing Kidz Bop microphones, T-shirts and compact discs and returned for the second set to party like it was 1999.

Yasiin Bey, formerly known as Mos Def, began his set by gently covering

the stage with a seemingly endless supply of rose petals pulled out of his baseball cap.

Accompanied only by a deejay, the Bey showed why he is one of the greatest to ever rock the mic—extra excellent to see because for the past decade or so, he’s been spending more time acting than onstage.

Not that he’s a slouch onscreen or anything. Among his more memorable celluloid roles have been Brother Sam on season six of Dexter and the distinctive voice of Gangstalicious on The Boondocks.

In 2012, Bey changed his name from Mos Def due to materialistic pressures. He felt he was “being treated as a product and not a person.”

The artist, who has resided primarily in Capetown, South Africa, since 2009, has never been silent on social issues though. Let’s not forget his 2013 appearance in a short video by the human-rights group Reprieve depicting the force-feeding methods used at Guantanamo Bay. During his set, Bey pirouetted and freestyled. He engaged the crowd earnestly with both his free-flowing movements, distinctive vocal cadence and a set list that spanned his career.

After initially ignoring a call from the crowd for “Black Jack Johnson,” he broke out with a version of “Ghetto Rock” that practically had the place levitating.

When the night ended, he brought out long-stemmed roses and handed them out to the crowd. Then, he stayed on the stage—dusted with even more rose petals—for an extended period of time, steeping himself in the moment.

TBD Fest, arguably Sacramento’s first major music, food, arts and fashion festival, is building up serious anticipation for its second iteration, which is being bumped up a couple weeks to be a late summer event. Last year, the October affair brought out the likes of Justice, Blondie, Moby and Empire of the Sun to a dusty patch in West Sacramento.

Kidz Bop, really: A Kidz Bop concert may seem funny to the outsider, with little children ages 5 to 12 screaming at the top of their lungs. However, one must remember a hard fact: this is their Beatles. And for one night only, the Crest Theatre was their Liverpool.

Dev (Devin Star Tailes) grew up writing rhymes in the sleepy town of Manteca.

When she was 21, the Cataracs took notice of her homemade beats and their resulting collaboration “Like a G6” blew up worldwide.

Since then she was signed by Universal, released two albums, and recorded with Timbaland and Demi Lovato. Her song “Bass Down Low” was used during volleyball and basketball games during the 2012 Olympics.

Recently, she started releasing music on her own and the 25-year-old’s now working ELECTROPOP on a new album. In the meantime, the videos for those first two electropop hits alone have combined to exceed 150 million hits.

Local experimental musician Lob named his group Instagon because every song is made up on the spot and is a once-in-a-lifetime experience—in other words, “instantly gone.” Lob is the bass player and only official member of the group—it’s a constantly EXPERIMENTAL rotating band that mixes jazz, noise, rock and whatever elements the members of the lineup bring to the table at any given show. Elk Grove quartet Ostrich Theory plays a heady mix of music that truly defies categorization. The sampler on its ReverbNation webpage shows a band capable of playing different styles with dynamics not heard in Sacramento’s indie music scene. The band is led by vocalist-guitarist Luke Martin and held together by the rock solid rhythm section of bassist Mike Stewart, drummer Jarrett Aitkens and keyboardist Robert Achilles. Although Hautahuah was busy recording at press time (it’s a new project), let it be known that anything involving the multiEXPERIMENTAL talented Carson McWhirter, along with Brian Kincaid (bass) and Gabe Katz (drums) in tow, is going to be good. Besides playing with the now-defunct local instrumental group Ent, McWhirter also played with Hella, the Advantage and Legs On Earth. His solo work released sporadically throughout the last couple of years has also made jaws drop. On Hautahuah’s Facebook page, the group calls its music both “mood groove” and “crit rock.” While we know that classification is a bunch of bullshit, the show’s music will be anything but. Teens think arguments are a valid form of negotiation. It’s also important to acknowledge her courage—“I’m so glad you told me the truth”—and to listen to her with an open mind.

Always be clear about family rules and her responsibility to follow those rules. Eventually, she will feel safe enough to tell you the truth. Ω

Medicinal monopoly Hey, what the hell is going on with the medical cannabis industry in Oregon and Washington?

—Wes Coast Business and politics. The Washington State Legislature recently passed Senate Bill 5052, which will force all of the medical cannabis clubs in Washington to close so that the recreational clubs can take control of the market.

The law also decreases the amount of cannabis a medical patient can possess, and the amount of BEALUM cannabis that they can grow. This law is dumb

by NGAIO and it is an insult to all of the medical patients that supported recreational legalization in Washington because they were told that I-502 (the initiative to a sk420 @ n ewsreview.c om legalize cannabis in Washington) would not affect medical cannabis users.

Down in Oregon, the cannabis patients are in a pitched battle with a legislature which is trying to do the same thing as Washington’s. A concerted and effective effort has succeeded in getting some of the most egregious rules changed, but they have a long way to go.

This is one of the things I dislike about unbridled capitalism. The people in charge of regulating the new recreational cannabis market want to make sure they maximize their profits, because duh. In Why mess with people Washington, a gram of weed will run who really need recreational you about 20 bucks, while a cannabis for gram of medicinal cannabis is about 10 dollars, even if their health? it’s the same strain grown by the same people. Of course, the people who only see money want to make sure that everyone pays the highest price possible. But why mess with people who really need cannabis for their health? We need to make sure that any new California recreational marijuana law recognizes and supports sick people’s rights to access safe, affordable cannabis.

Remember that this whole push toward recreational cannabis legalization was started by allowing safe access to medical cannabis for qualified patients. We must continue to show compassion and put patients first.

I am headed to Vegas in a few days. Is it true that my California letter of cannabis recommendation is good in Nevada?

—Jack Pot Yes and no. While the new law allows California cannabis patients to possess and purchase medical marijuana from Nevada dispensaries, there are some hoops to jump through. And if my recent encounter with the police department in Carlin, Nev., is any indicator, Nevada has a long way to go. The cop pulled me over for having expired tags on my rental car. (I am currently discussing this issue with the rental car company, but if I am unsatisfied with their response, I will name and shame them.) I got a ticket for $740 (possession of less than an ounce) and they sent me on my way. Ten years ago, I would still be in custody and looking at serious jail time. I will leave you with what one of the cops said to me as I was standing there in handcuffs while they searched my car: “Next year, all this stuff will be legal anyway.” I really hope he’s right. Ω

ARIES (March 21-April 19): Benedictine

monks observe the Latin motto Laborare est Orare. The 19th-century abbot Maurus Wolter interpreted these words to mean “work is worship” or “work is prayer.”

He was trying to impress upon his fellow monks that the work they did was not a grudging distraction from their service to God, but rather at the heart of their devotion. To do their tasks with love was a way to express gratitude for having been blessed with the gift of life. I propose that you experiment with this approach in the coming weeks, even if your version is more secular. What would it be like to feel contentment with and appreciation for the duties you have been allotted?

TAURUS (April 20-May 20): Here’s

one of the best things you can do for your mental and physical health: Withdraw your attention from the life that lies behind you, and be excited about the life that stretches ahead of you. Forget about the past, and get wildly inventive as you imagine the interesting future you will create for yourself. Forgive everyone who has offended you, and fantasize about the fun adventures you’ll go on, the inspiring plans you’ll carry out, and the invigorating lessons you hope to learn.

GEMINI (May 21-June 20): In the

children’s book The Little Engine That Could, a little blue engine volunteers to pull a long chain of train cars up a steep hill, even though it’s not confident that it has the power to do so. As it strains to haul the heavy weight, it recites a mantra to give itself hope: “I think I can, I think I can, I think I can.” The story ends happily.

CANCER (June 21-July 22): Here’s a

confession: I have taken a vow to foster beauty, truth, love, justice, equality, tolerance, creativity, playfulness and hope. To do this work is one of my life goals. I approach it with the devotion of a monk and the rigor of a warrior. Does that mean I ignore difficulty and suffering and cruelty? Of course not. I’m trying to diminish the power of those problems, so I sure as hell better know a lot about them.

On the other hand, my main focus is on redemption and exaltation. I prefer not to describe in detail the world’s poisons, but rather to provide an antidote for them. Even if you don’t normally share my approach, Cancerian, I invite you to try it for the next two weeks. The astrological time is right.

Observe and report Journalist Scott Thomas Anderson has stuck his trickiest deadline yet. The author, hard-news evangelist and former SN&R colleague spent the past three years researching and writing his second nonfiction book, The Cutting Four-Piece: Crime and Tragedy in an Era of Prison Overcrowding, a tough work of long-form journalism that pries open the iron gates on America’s penitentiary binge. The book is his second stab at crime-centric literary journalism, following his book Shadow People: How Meth-Driven Crime is Eating at the Heart of Rural America.

Both books are bruising examinations of a society failing both victims and addicts. But his latest also contains a love letter to a profession in flux, particularly small-town reporters who outhustled their big-market colleagues in illustrating how California’s prison realignment experiment warped their communities. Over pints of hard cider and IPA, Anderson explains the origins of our prison crisis, why he hopes his work resonates with convicts and what he learned from SN&R’s most notorious writer.

Congrats on the book’s release. Is it a relief to have this out there?

It feels like the biggest relief I’ve ever experienced. (Laughs.) … I’ve never attempted anything this complex before.

What was it about the topic of prison overcrowding that caught your eye?

I felt kind of obligated to do it, because I had done the first book, Shadow People, and I did talks all over California for that book.

About two years into those talks … what I found out was that it left people with as many questions as it answered for them, as a work of journalism. … A lot of people just told me they wanted to understand more about the cultures of hopelessness that breed the addiction and how it plays out in the justice system itself.

Are the root causes of that punitive justice system being addressed?

The book actually has two different chapters that deal with the history of mandatoryminimum sentencing. There’s no way to have a serious piece of journalism about prison overcrowding and how prison overcrowding flows onto the streets [and] the cycles of crime and victimization without looking at where prison overcrowding comes from.

Mandatory-minimums are the main place it comes from. That and a complete lack of checks and balances within the drug war. …

Because what I say in the book is, addiction is a malignancy of the human spirit. Wars are fought with force of arms. One can’t defeat the other. |

You militarized a response to a health crisis, essentially.

Are we becoming click-bait drones? Is that where this is going?

I think that’s true of the drug war. … Most narcotics detectives I know … don’t think they’re fighting a war. If they thought they’re fighting a war, they’d probably quit because most of them are cerebral enough to know they’re losing.

The retreat of investigative journalism from one end of California to the other is completely disturbing to me. If the newspaper industry was in the shape it was eight or nine years ago, I don’t even think this book would be necessary, to be honest with you. … I just knew that some of these stories were never going to get told any other way.

Where did the title, The Cutting Four-Piece, come from?

A four-piece is prison lingo for ankle bracelets and handcuffs that are connected with a center chain. … A couple of really opinionated people told me it’s a bad title.

But the fact that every addict and convict I know and am in communication with loves it, I think makes it a good title.

Know your audience.

I care more about what they think about the content than your general reader, because the general reader doesn’t know one way or another whether I’m full of shit or a good reporter. But the people who know are the addicts and convicts and cops and prosecutors and defense attorneys and judges. They’re the ones who know whether it’s real or not. Everybody else is just making a decision of whether they’re going to follow along or not.

You raised about $3,600 through Kickstarter. What did that money buy?

The Kickstarter money is going to allow me to get at least 300 free copies to different community foundations in California. |

This makes two pretty heavy books in terms of subject. Does it make you want to do a book on cupcakes and puppies?

No, but it’s really made me appreciate other forms of journalism more. Now, as a news director for my company … I noticed unconsciously I’m taking a lot of the great food and wine assignments. (Laughs.)

Seeing as we’re both former SN&R interns, I’ve got to ask: Do you have any horror stories?

I actually loved my internship at SN&R. I doubt this will make print, but I learned a lot from [former staff writer] R.V. Scheide.

(Laughs.) No matter what becomes of him in this world, I owe a debt of gratitude to him.

If his car was broken down in another state and he could somehow contact me, I’d probably go use my AAA to help him out. Ω
