denounced the strike as “without real merit,” conspiracies of “communists” and “foreigners.” The corporate press tried to suppress any knowledge of the National Labor Union of 1867 and the Knights of Labor, as well as the successful strikes by these U.S.-born and immigrant workers.

History also shows that, although the corporate owning class tightened its grip on our economy, it failed to prevent our wins in work hours, in work safety for millions of women and men of all ethnicities. We as working people have struggled—sometimes unsuccessfully—to overcome the structural racism and sexism that the rich use to divide us. And every time we use our great power for our benefit, we move forward individually and collectively.

Today small farmers, social justice movements, unions, immigrants and gig-economy denizens are mobilizing for redress of grievances and for the piece of the pie our labors have made.

So this May 1, renew an old tradition. Thank your neighbor for the work they do. Thank the postal workers, teachers, nurses, clerks, food workers, building and road workers. Celebrate our day.

That’s a portion of a prominent local businessman’s comments to the City Council’s conservative majority last month during one of the panel’s regular meetings. Michael Reilley, an insurance agent who has long kept tabs on the council, noted that he’d chided a previous liberal-dominated council for doing the same thing. He then reminded the current majority that an election is coming—that there’s a good chance they won’t hold sway.

Reilley’s remarks were spot-on. It was a dose of much-needed medicine for the four conservatives—especially the mayor, Sean Morgan. And hearing it from someone who’s contributed campaign donations to that faction is indicative of how bad things have gotten.

But were Reilley’s remarks taken to heart? Apparently not.

In case you missed it, during the panel’s last meeting (April 17), veteran Councilwoman Ann Schwab requested the council agendize discussion of public restrooms and that her colleagues direct the city manager to explore his idea of forming a partnership with another public agency to come up with a potentially cost-neutral way to open such facilities.

Morgan immediately pooh-poohed the idea—noting the vandalism that occurred at City Plaza during a trial run of round-the-clock facilities at that location. And then, unsurprisingly, a vote on the matter fell along party lines.

And this, dear readers, is just the latest of many examples of the council majority’s wanton disregard for the public process and transparency, not to mention the mayor’s unbridled nepotism.

A couple of issues prompted Reilley’s comments. One was the fact that the conservatives voted nay on Councilman Karl Ory’s request to agendize discussion of the Veterans and Affordable Housing Bond Act of 2018.

Another request they shot down: Schwab’s desire to discuss the city’s policy on proclamations following constituents’ attempts to get clarity on the issue.

Morgan stopped giving proclamations months ago—when questioned about that, he told the local daily that requests focused on “social ideological issues” prompted the move and that he didn’t want to appear to show favoritism. Morgan didn’t specifically note which ideological issues he was referring to, but the timing suggests the tipping point stemmed from proclamations back in November for Trans Week of Resilience and Transgender Day of Remembrance.

Case in point: Neither is listed anywhere on the Nov. 7 meeting’s agenda, as proclamations typically are. However, you can watch the meeting video in which Morgan speeds through them, quickly shakes the hands of those behind the efforts (folks from Stonewall Alliance and Chico State’s Gender and Sexuality Equity Center), and then abruptly walks away before introducing them or offering them a chance to speak, as is custom.

Fast-forward to last month: As Reilley pointed out at the March 20 meeting, an Arbor Day proclamation appeared on that evening’s agenda. Thus, the need for policy discussion.

Following that public outing, the mayor has taken an end-run around the process; he’s giving proclamations under the guise of the “Mayor’s Achievement Award.” That’s what he did just this month for Pleasant Valley High School’s state championship boys’ basketball team, and the girls’ team, which competed at that level.

But that doesn’t jibe with history: In 2017, Morgan issued a proclamation for PV’s winning cheerleading squad (see the April 4, 2017, agenda). Further evidence: In 2016, Morgan gave a proclamation for PV’s winning football team when it won the state championship following the standalone parade the ball players received paid partially at the city’s expense. No such event will take place for this year’s basketball champions, though they do get to join the annual Pioneer Day Parade. Then again, Morgan’s kid isn’t on that team.

The antics of the conservatives and Morgan are clearly wearing thin. It’s time to end this blatant partisanship and nepotism. Ω

Buoy our bike shops How in the world does Chico support so many local bike businesses?

That’s a question I’ve pondered for years. Do even the slightest research and you’ll find that, nationally, the neighborhood bicycle shop is hurting. One of the issues—as it is with nearly every other retail segment—is that consumers have turned to the internet for purchases.

That’s led to a decline in the number of brick-and-mortars.

But somehow, our cycling-friendly burg supports at least seven top-notch, independent bicycle shops—the traditional retail variety that focuses on new bikes and accessories, plus repair and maintenance. As we chronicled in this week’s Bike Issue, our local establishments have gotten creative to keep business rollin’. They do more than sell you a bike.

And I’m here to plead with you to keep them alive.

Remember Sundance Records? The Underground? Or even Tower Records (not exactly a little guy)? I do—and I don’t want to see what happened to those shops happen to local bicycle commerce. Those places added not only to Chico’s economic vitality, but were also part of the fabric of downtown’s character.

But Chico’s bike retailers are arguably more a part of our cultural identity—after all, we are ranked within the top tier in a list of communities with the most cyclists in the nation (see page 9).

Moreover, local shops encourage healthy activity that also happens to be environmentally friendly.

When it comes to bikes, I’m a firm believer in buying locally. I learned that lesson the hard way. About four or five years ago, on impulse, I spent a couple hundred bucks on a model at a big-box retailer. The reproduction of a 1960s-era city bike was cute, but it didn’t take long for the thing to start squeaking. The more I used it, the more uncomfortable it became.

For several years, I just kept pedaling. That changed when one of my best friends brought her bike to town during a weekend visit.

She insisted I hop aboard—and that’s when I realized what it was like to ride a good bike. The ease of pedaling and switching gears, as well as the lighter frame, made riding so much more enjoyable.

I was inspired to check out similar models, so I headed to one of Chico’s shops. After a couple of test rides, I settled on the perfect set of wheels and special ordered the color I wanted (powder blue).

It was well worth the extra couple hundred dollars I spent over what I shelled out for the cheapie. The friendly employees put the bike together, and then adjusted it for me when I picked it up. It rides like a dream.

I’m the type of person who gets on a bike for the joy of it. It’s a great way to shake off a tough day at a demanding job. It also helps me feel connected to and appreciate my surroundings—like seeing the spectacular show of dogwood blooms that happens every year around this time.

I haven’t needed to service my bike, but when I do, considering how well the shop put it together, I’ll take it there. I once bought an accessory for my bike online, but for all future purchases, I’m going to head to my neighborhood shop. I won’t take it for granted, and if you appreciate yours, you shouldn’t either.

Council discussion needed Re “Ending secrecy” (Newslines,

by Ashiah Scharaga, April 19): When I was a kid in the 1960s, Lindo Channel was one of our playgrounds. Fast-forward to 2018.

Lindo Channel is strewn with illegal campsites. Chico is home to numerous homeless people. Some citizens are angry and frightened about those among us who are unhoused, sometimes addicted, sometimes mentally ill.

These people are human beings and have the same right to be here as I do. Homelessness is a complex problem with many causes, among them wars that result in veterans’ PTSD, underfunded health services, and a cruel economic system of every man for himself and unbridled corporate power.

There is no one solution, but even baby steps would help.

However, our City Council won’t even take baby steps.

Councilwoman Ann Schwab asked the council to direct staff to research providing public restrooms. The council refused to even consider providing this basic service.

The best solution for many unhoused people simply is to house them. Fortunately, the Chico Housing Action Team is already housing 60 people in locations around town. Further, CHAT’s planned tiny house village will transition even more folks into permanent housing. Demonizing the homeless is not going to bring back “the good old days.” But compassion and work toward finding solutions will make us a better community.

On April 17, the City Council refused to entertain Councilwoman Ann Schwab’s proposal regarding allowing City Manager Mark Orme to explore a potential partnership to implement 24/7 public bathrooms.

Get that: The panel refused to allow city staff to even explore the possibility. Mayor Sean Morgan expressed frustration over the damage to the bathrooms in the plaza, and the vote fell (predictably) along party lines.

I understand the damage that a handful of bad actors caused, but an

entire population is suffering. We need 24/7 bathrooms in multiple locations in whatever form it takes to accomplish this immediately, including some form of portable.

It’s inhumane to fail to provide basic facilities to the 1,100-plus people living on the streets.

Even those who don’t believe we should provide anything should be on board due to the potential for public health issues. The recent outbreaks of hepatitis A in Southern California should alarm all of us and move the council to take action. The costs of an outbreak will be much higher than funding this most basic level of service, not only in dollars but also in the potential for loss of life.

I urge you to contact the council and ask them to reconsider this initiative.

Councilwoman Ann Schwab made a reasonable motion at the last council meeting. Her request didn’t ask for restrooms, money for restrooms, locations for restrooms or design of restrooms—it only asked for a discussion about public restrooms. Immediately prior to Schwab’s request, numerous speakers commented on the problems associated with public urination and defecation.

Most would logically conclude that too much public peeing and pooping could be associated with a shortage of toilets, and they’d be right. Take Chico’s elaborate bike path network for instance: The only public toilets available along many miles of urban trails occur where paths intersect with parks or schools. A person walking or biking Chico from end to end could easily never come into contact with a single toilet, and if the need arose would be forced to improvise. Isn’t this a topic worth discussing?

Public restrooms really do not need to be “unmitigated disaster[s],” as Mayor Sean Morgan described the use of Chico’s public restrooms during the last council meeting.

Geez, every major city and township has them. Are we not major enough? For public

restrooms to function as they are supposed to, it takes competent management. With some imagination and vision, certainly discussing alternate plans for these civil necessities is reasonable. I am flummoxed by the four council members who shot down Councilwoman Ann Schwab’s proposal for the council to hear some new ideas on the matter.

Are we going to continue blaming and punishing every wandering person looking for relief because of some undeniable slobs, drug-sotted or otherwise?

‘Negative cherry-picking’ Re “Eye on 45” (Newslines, by Melissa Daugherty, April 19): Given your Eye on 45 follows the radical left’s modus operandi of negative cherry-picking while ignoring the positives—lower taxes, record unemployment, less drugs, human trafficking, terrorists crossing the border, money/businesses pouring in, North Korea/ China bending, Isis/M-13 decimated, stock market booming, and GNP, optimism, Trump’s approval rating trending upward, etcetera—it appears to be the latter.

Now that Russian collusion between Trump and Co. has been proven an Obama/Clinton/FBI/ DOJ/CNN conspiracy to ensure the election at all costs, will you embrace justice? Or side with co-conspirators who sought to supplant our constitutional right to choose a president and undermine the 15th amendment?

I didn’t vote for Trump, but every American should give thanks he won, not only for the prosperity and security we’re enjoying, but, more importantly, for exposing the lengths power-brokers will go to usurp our rights.

Those who attempted to denigrate the Constitution they swore to uphold must be held accountable.

And so, too, should editors who feign professional journalism, but ignore Walter Williams’ creed of journalistic ethics, which includes “accuracy and fairness,” and “suppression of news” as “indefensible.”

Editor’s note: The investigation into Russian interference in the 2016 election, including potential collusion between Trump’s camp and the Kremlin, has neither been proven nor disproven.

Big difference, actually Re “‘Everyone is a psycho’” (Letters, by Allan Clark, April 19): In his letter in the April 19 issue of the CN&R, Allan Clark writes: “But the only difference between my .22 Ruger and an AR-15 is style.”

Well, that’s not the only difference: A common round for the AR-15 is a .223 Remington 55 grain projectile. What makes the .223 potentially deadlier than the .22 is its velocity. When the .223 exits the barrel of a gun, it flies at more than 3,200 feet per second, and is still going 1,660 feet per second after traveling 500 yards. The .22, meanwhile, leaves the muzzle at 2,690 feet per second, and slows to 840 feet per second at 500 yards.

At that long distance, the .223 will slam into its target with almost twice the speed of the .22. The .223 is carrying 335 foot-pounds of force, while the .22 carries 70 footpounds (from thetrace.org).

From the inception of these weapons, the common thread in discussions of their advantages was the effects of the devastating impact of these high-velocity (and heavier) rounds. Were that not the case, we might just as well have sent soldiers into battle with Allan Clark’s Ruger .22.

At the forum The League of Women Voters will be hosting a forum for District 1 congressional candidates April 30, 7 p.m., at the Harlan Adams Theatre.

On websites of Democratic candidates, there is no mention of foreign policy. This is the usual.

At the forum I hope candidates will be asked about their views on foreign policy. I expect that candidates David Peterson, a former Green Party member, and

Lewis Elbinger, a current Green Party member, will have some convictions on foreign policy and have the courage to share them.

Hopefully, the other candidates will do the same.

Having an opinion on using the U.S. military to resolve conflicts or, in reality, using the military to further the “national interest,” might alienate some voters, so candidates regularly ignore the issue, despite the Pentagon taking about 54 percent of discretionary spending in the national budget.

The recent, reckless congressional decision to throw more huge amounts of money at the Pentagon, already vastly overfunded and never audited, warrants and needs discussion.

Candidates are living in la-la land if they don’t acknowledge the huge U.S. debt, with about $6 trillion of the $22 trillion debt resulting from military actions since 2001, severely limiting money for domestic needs.

Speaking of candidates Federal farm subsidies are supposed to help agricultural producers manage the variations in agricultural production and profitability from year to year—due to variations in weather, market prices and other factors—while ensuring a stable food supply.

Despite the rhetoric of “preserving the family farm,” most of the

subsidies go to the largest and most financially secure farm operations.

Despite living in Richvale, a small rural community (population 244) with a median household income of $44,366, the Dsl LaMalfa Family Partnership received rice farm subsidies totaling $5,304,514 between 1995 and 2013.

On average, the LaMalfa Partnership, in which Doug LaMalfa is the primary owner and manager, received an average of $294,695 per year for 18 years.

This figure works out to 6 1/2 times Richvale’s median household income.

To increase the subsidy available under federal rules, LaMalfa subdivided his family’s 2,000-acre rice farm into parcels for six family members, thus multiplying by six parts the annual $180,000 per-person “farm welfare” limit.

As a member of the House Agricultural Committee, LaMalfa oversees farm subsidies. During his tenure, LaMalfa has been the largest congressional recipient of money from agricultural subsidies, according to a report released by the Environmental Working Group.

This needs to end.

The voters will elect a new California governor in November.

June 5, 2018, we vote in the primary election. Candidates for governor of all political parties may have their name on the ballot.

The two highest vote-receivers will go to the November election regardless of their political affiliation. Delaine Eastin is one of those candidates.

Voters have time to screen the candidates. Please do! Warning: Check their records. Don’t just

use their websites as sources. I researched for negative information on Eastin and only her dislike for private schools, which siphon funding away from public schools, came up. This was not a negative to me.

Gov. Brown has announced that he is proud of his record, but during his tenure several agencies have lost proper funding. This concerns Eastin deeply. She sees the need to add more funding to K-12 and upper levels.

When she was California state superintendent of schools, funding per student was sixth in the nation.

On Monday (April 23), Chico State’s Associated Students Dining Services stopped offering plastic straws on campus as part of the

Strawless Campaign launched by the nonprofit Ocean Conservancy. The student-owned auxiliary organization hopes to cut back on waste while educating students and faculty about its effects on the planet.

The Chico campus alone consumes 130,000 plastic straws each academic year, according to a press release. That’s a drop in the bucket compared with the 500 million straws used each day in the United States, but according to the Ocean Conservancy, straws are among the top 10 discarded single-use plastics that wind up in our waterways.

A.S. Dining is offering alternatives to plastic—paper straws dipped in beeswax and stainless steel straw kits, which come with a cleaning brush. For more on the Strawless Campaign, go to strawlessocean.org.

About a year ago, when Enloe Medical Center added a canine staffer, Enloe, to its ranks, the Labrador retriever was just a puppy. He immediately began training at the In Situ Foundation’s Chico facility, where he’s been learning to detect cancer via breath and fluid samples.

Now, Enloe’s ready to move up a grade level, thanks to patients at the Enloe Regional Cancer Center, who have donated breath samples to increase his training. Since January, the center has collected 80 samples. All were provided voluntarily through a noninvasive breathing mask participants wear while answering a questionnaire.

“Without samples, we have no cancersniffing dog,” Daphne Zaphiris, In Situ’s founder and CEO, said in a press release, adding that “Enloe is motivated and extremely excited when he arrives at our training center to start work.”

County Appoints CAo

The Butte County Board of Supervisors on Tuesday (April 24) voted unanimously to appoint Shari McCracken as chief administrative officer, effective immediately. She’d served in an interim capacity since November, when former CAO Paul Hahn announced his retirement.

McCracken (pictured) is an alumna of Chico State and had served as deputy CAO for Butte County since 2005. Board chair Steve Lambert called her “the natural choice” for the position.

So, they decided to do something about it, gathering more than 1,500 signatures to put an initiative on the student ballot that asks the Associated Students to encourage the university to reaffirm this pledge, the American College & University Presidents’ Climate Commitment, made by former President Paul Zingg and other university presidents. The students suggested starting with Siskiyou 2, which they believe isn’t adequately eco-friendly.

Last week, the campus sent administrators a clear message: 86 percent of the student body voted in favor of their initiative.

Siskiyou 2, a three-story, $101 mil-

lion facility, is projected to emit the equivalent of 664 metric tons of carbon dioxide (MTCO2E) annually—a relatively small amount when compared with the campus’ total output of more than 30,000 MTCO2E—relying on electricity, mainly, and natural gas for heating and cooling. It will serve as the university’s new physical sciences building.

“This building is better than the buildings we have now, but it’s still not the best,” Kinney said. “Let’s be before the curve … how is this building going to help, versus adding more emissions into the atmosphere?”

The problem is that the university already scheduled construction for this fall.

University President Gayle Hutchinson explained in a letter to students that construction cannot be delayed because that would “cost millions of dollars” and “result in increased carbon emissions.”

Sisikiyou 2 is “at the cutting edge of what can be done to reduce the energy demand and climate impact of a laboratory science building,” wrote Hutchinson, who recommitted to the climate neutrality pledge two years ago.

The net impact will be less than it seems, added David Hassenzahl, dean

of the College of Natural Sciences. The building will essentially replace two others—Siskiyou Hall is planned for demolition, and Siskiyou 2 will house the offices and classrooms of the current Physical Science Building, though its future use is unknown. Combined, the two buildings emit about 970 MTCO2E. The issue is bigger than just one building,

however. Students have criticized the administration for its approach toward sustainability. Climate neutrality is unattainable, they say, given the university’s reliance upon nonrenewable energy, like its natural gas-powered boiler-chiller plant (most recently updated/expanded last summer) and the addition of several nonclimate-neutral buildings in the last 10 years.

The latest greenhouse gas emissions report (released Wednesday by Second Nature, the organization backing the university presidents’ climate commitment), shows the campus’ emissions increasing from 26,869 MTCO2E in 2011 to 30,820 MTCO2E in 2015. There was a spike in 2013, with levels reaching 41,338 MTCO2E. Though Chico State has achieved a gold ranking in the Sustainability

Tracking, Assessment and Rating System (STARS), there are some sections of the Association for the Advancement of Sustainability in Higher Education program that show room for improvement. Notably, 0.87 percent of the campus’ energy is consumed from clean and renewable sources—that’s less than 1 percent. However, Fletcher Alexander, sustainability coordinator for the university’s Institute for Sustainable Development, noted this doesn’t include the 33 percent of renewable sources from PG&E’s grid. “We’re aware that expanding renewable generation is a priority,” he said.

Alexander also pointed out the university’s strengths in the STARS report, which include a near-perfect score in curriculum, and perfect score for outreach and innovation/leadership. Also, building energy consumption decreased by about 7 percent per unit of floor area.

Moving forward, the university is

updating its 2005 master plan, which establishes guidelines for the campus’ physical growth. Part of it will detail how it will get to climate neutrality by 2030. The A.S. sustainability coordinator, a student position, will be part of the development process. A.S. President Alisha Sharma said in the fall she’ll bring the climate initiative to the A.S. board of directors, which will decide if it wants to prepare any recommendation for the university.

Getting to the 2030 goal isn’t going to be easy, Hassenzahl acknowledged.

“To get there, we’re going to have to be using an electrical grid that is not reliant upon fossil fuels. … And then we need to figure out how we offset our use of natural gas. I think even if we had all the financial resources in the world right now, it would be really hard to do it.

The technology is not there.”

Maggie Scarpa, A.S. Sustainability Affairs commissioner, isn’t convinced the university is doing enough. The campus needs to lower its emissions, explore more solar options and make long-term investments in green infrastructure, she said.

“We have a lot of education around sustainability, we have this huge conference around sustainability, which is amazing, but our actions don’t represent what our actual mission is, and it’s disappointing,” Scarpa said. Ω

Surveillance state Legislation would ensure transparency when law enforcement uses facial-recognition software It only took minutes for George Orwell’s 1984 to be invoked during

an April 3 hearing at the state Capitol, where law enforcement and civil liberty advocates reached very different conclusions about the risk-reward ratio for new—and, in some cases, predictive— technologies.

The debate happened before the California Senate Public Safety Committee. Sen. Jerry Hill, representing the Silicon Valley, was expressing concern about some of the software his own district produces. His Senate Bill 1186 would make law enforcement agencies follow the same transparency requirements that currently apply to license-plate readers and cellphone trackers when those agencies use video surveillance and facial recognition software, some of which are now operating on social media platforms.

Specifically, the proposed law would require police and sheriffs’ departments to have an official policy, approved by their respective local government, about the use of their surveillance technologies, while also delivering biannual reports on exactly how they’ve used the tech.

“If police agencies want to search your car, your phone or your house, they have to get a warrant; but many agencies have technologies that can track where you go, who you talk to and what you say in public, without any safeguards,” Hill told the committee. “Law enforcement will argue that creating transparency provides a surveillance road-map to criminals. This is not the case. The mere knowledge of a police tactic does not render it useless.”

One of the interests arguing against Hill’s proposal was the California Police Chiefs Association. CPCA’s Joshua Feldman said the new law would impose a bureaucratic burden on agencies, especially rural and small city police departments that have only a handful of officers and no administrative staffs. Feldman also said it would stymie future crime-fighting possibilities.

“I was on a panel about artificial intelligence and the growth of technology as it’s used in law enforcement, and yes, there’s a lot of stuff that’s being developed that probably gives a lot of folks some privacy concerns,” Feldman acknowledged. “But there’s also a tremendous potential for it to benefit public safety. If we look at some of these mass events of violence that have been taking place around the country, to be able to spot those events early and prevent them, get in front of them, stop them from happening, that’s what this technology is going to do. If you get too restrictive and slow us down from using it, you’re gong to see those benefits go away.”

said there are benefits to vetting new technologies. He pointed to the change in law surrounding searching a person’s cellphone.

“It used to be that if we placed a person under arrest and they had a cellphone, it was fair game to download the contents of that phone,” O’Brien said. “Then, with technological advances and the changes in how those phones were viewed— they’re no longer just telephones—the case law changed in relation to that, and then for us to access the contents, it would take a court process.

That’s a good and healthy thing. As technology changes, we have to look at it comprehensively to avoid violating people’s constitutional rights.”

As far as SB 1186, he said there are portions that he sees as valid, but he believes those are already covered in other laws. For instance, the requirement to not share information gleaned from facial-recognition software with entities other than law enforcement is something that the department would already adhere to based on current policies. Plus, he sees the need to create a new policy for every new technology and to bring it to a governing board seems tedious and unnecessary.

Despite opposition from an array of law enforcement groups, the public safety committee voted 5-1 to push the bill forward. On April 17, the bill passed through the Senate Judiciary Committee, 4-2.

Sen. Hannah-Beth Jackson told Feldman and his colleagues why she supported the bill.

“This is philosophical on one hand, but part of it is about secrecy,” Jackson said. “Because you have certain surveillance approaches you take and you want to keep them, if you will, secret.

So that becomes a problem.”

There was no cause for alarm, because they entered willingly, able to leave whenever they liked.

But that’s more than can be said for the chickens that spend their entire lives in comparable conditions.

Grace Amico, Animal Place’s “brave the cage” outreach coordinator, explained the significance of the experience to Jamie Cabrera, 21, and her friend Andrew Cobian, 18, as the three stuffed themselves into the cage. The nonprofit, based in Grass Valley, has rescued neglected and abused farm animals since 1989, and visited Chico State earlier this week to share the harsh realities of factory farming with students and encourage them to change their diets.

Most chickens spend about two years in such confines, Amico told Cabrera and Cobian, after which they are killed as their egg production declines (male chicks are killed once their sex is determined). When the hens are raised this way, they become stressed, she continued, which often translates into aggressive pecking behavior and even cannibalism. Rather than provide more space, farmers typically “debeak” the animals, a process in which a chicken’s sensitive beak is clipped or burned, to curb this behavior.

“All this cruelty happens when people are treating animals as commodities … when really, they are living, breathing beings,” Amico told the CN&R later.

The cage definitely made an impression on Cabrera, who was inside for less than a minute and said she felt “squashed and couldn’t breathe.” As a child, Cabrera raised chickens with her family.

“Thinking of putting them in a tiny place breaks my heart,” she said.

Because factory farming results in the slaughter of 10 billion animals each year in the U.S., Animal Place promotes a vegan lifestyle, according to its website.

In addition to outreach, the organization’s 600-acre sanctuary in Grass Valley provides refuge for 300 animals from farms, slaughterhouses, research facilities and neglect/cruelty cases. There, it offers farm tours, cooking classes and workshops, along with volunteer and internship opportunities.

Animal Place’s visit Monday (April 23) was punctuated by Farm Sanctuary’s recent announcement that it’s closing its 300-acre Orland facility. That farm-animal rescue organization is planning to shepherd the 246 animals that live there to its other sanctuaries after 25 years in the North State.

President and co-founder Gene Baur said rescuing animals remains an important part of what the organization does, but it is shifting its focus to advocacy, education and demonstrating real solutions to the global food crisis in urban areas. Animal activism is also manifesting itself this year in the form of a

new California ballot initiative. It builds upon momentum gained with the state’s Prevention of Farm Animal Cruelty Act (Proposition 2), which, as of 2015, prohibits confinement that doesn’t allow certain farm animals to turn around, lie down, stand up or extend their limbs.

Many California egg producers have kept their cages, however, reducing how many birds are in each cage to give them slightly more space, the Humane Society of the United States wrote in a press release. The organization, along with a coalition of animal

protection, veterinary and food safety groups, has been collecting signatures for an initiative for the November ballot that would require all eggs produced and sold in California to come from cage-free birds that have at least 1 square foot of space each by 2022.

Policy changes like these do come with a price, according to a Purdue University study, which revealed that Prop. 2 affected egg production and pricing. California produced more than 5 billion eggs every year from 2008 to 2013, but that number dropped to less than 3.5 billion by 2016, according to data from the U.S. Department of Agriculture’s National Agricultural Statistics Service. By fall 2016, egg prices were about 9 percent higher.

The Humane Society cites economic analyses from the egg industry, however, that argue it will cost about a penny or two more per egg to go cage-free. More than 250 major retailers, including McDonald’s, Safeway, Costco and Walmart, have already made pledges to only use eggs from cagefree chickens, which will be phased in over a number of years.

An alternative to supporting factory farms is to buy eggs from local farmers who can attest to their animals’ treatment, or even to raise your own hens, though Amico and Baur both advocate for veganism.

Baur said it’s his hope that a vegan lifestyle will become more mainstream for the health of people, animals and the planet. He’s been encouraged by the development of alternatives like almond milk and “meatless meat,” which weren’t available when he became vegan in 1985 (a year before Farm Sanctuary was founded).

“Cage-free systems are less horrible, but they’re still pretty horrible. The hens are debeaked and overcrowded, and then, when they’re no longer useful, they’re killed,” he said. “Ultimately the hens and animals are seen as commodities, as production units, not as fellow earthlings, not as companions who deserve our respect and compassion.”

might not seem a noteworthy achievement, particularly for a gentleman with his poise and bearing—except for the fact that he couldn’t have made even such a brief effort just a couple years prior.

His destination was a sign near Caper Acres, where a dirt path diverges from the paved pathway. The sign advises park-goers of ticks; it’s one of 20 purchased by the Lyme Center, a local nonprofit dedicated to Lyme disease and other tick-borne illnesses, for placement in parks around Chico.

Judson-Carr serves as a board member for the Lyme Center. He’s also a Lyme disease patient—something he discovered in 2015, despite symptoms (including two

related co-infections) dating as far back as the 1970s.

The other board members, including acting chair Lisa Sun and secretary-treasurer Sue Slater, also suffer from Lyme disease.

Fatigue is a common symptom; so are joint pain, muscle aches, cognitive impairment and fevers. Founded in 2012, the organization “for a number of years was a very small group of very sick people who basically didn’t get very much accomplished,” Judson-Carr said, “except a fundraiser once a year and having some information meetings.

“It’s within the last 18 months that our group has gotten active—proactive—and decided, ‘By God, we’re going to go after it.’”

The warning signs represent a “tangible manifestation” of what the Lyme Center calls its “ambitious agenda” encompassing patient support and community outreach.

The group has two events scheduled this year: Lyme Aid, its annual fundraiser coinciding with Lyme Disease Awareness Month, May 4 (see infobox); and education-

al seminars for health-care professionals and the public, Oct. 25 at the Enloe Conference Center.

Support group meetings have become monthly standards, regularly drawing two dozen attendees from around the North State, sometimes as far as Sacramento. The Lyme Center also operates a helpline (8776666); Judson-Carr typically fields the calls and says he’s spoken with people across the country.

As for the signs, they’re predominantly in Upper Park, along with ones in Lower Park, and targeted for Lindo Channel, Teichert Ponds, Annie’s Glen, Lost Park, Verbena Fields, Comanche Creek, Little Chico Creek and Bidwell River Park.

Linda Herman, the city’s parks and natural resource manager, told the CN&R that Bidwell Park already had signage with tick

advisories, “but the park is so big that [we] could always use more signs.” The Lyme Center’s signs are larger, as well. The project “furthered our educational efforts that we were already doing,” she added, “so we appreciated the help that they were providing us.”

Erik Gustafson, the city’s director of public works (operations and maintenance), said the city partners with multiple organizations to inform the public about illnesses spread by ticks.

“It’s something to really be vigilant about,” said Gustafson, who oversees the Park Division. “For folks who have contracted Lyme disease, it’s a lifelong condition and difficult condition to manage, so we really want the public to be aware and keep a lookout for ticks when they’re using the park—because they’re there.”

Judson-Carr has no idea when or where he

contracted Lyme disease.

“I’ll be honest with you, it doesn’t really matter to me anymore,” he said. “I know I’ve got the disease.”

Now 67, he’s led an active life of hiking and camping, on top of a 25-year career in newspaper journalism in San Diego County followed by business ownership in Palm Springs and event management for the Calgary Stampede, a festival and rodeo in Canada.

“I began to exhibit in my youth these neurological problems that were strange, like partial paralysis,” he said.

Later in adulthood, Judson-Carr became afflicted with fevers, akin to malaria. Those turned out to be linked with a co-infection of Lyme disease, which got diagnosed in Chico.

He left Canada for here three years ago to care for his 98-yearold mother. His primary care provider found his symptoms reminiscent of a different tick-borne infection, Rocky Mountain Spotted Fever. On a hunch, she had him tested for Lyme.

Bingo.

Interestingly, over the next several months, he’d test both positive and negative for Lyme disease. That’s because tests vary in accuracy, and none are perfect.

Mitch Hoggard, a pharmacist who works with two of the three Chico practitioners treating Lyme patients, explained that the disease is diagnosed clinically—that is, by deductions based on the person’s condition—rather than testing alone.

undetected Lyme, the bacteria (in the same family as syphilis, which is called “the great imitator”) can mimic other diseases and “affect any organ or system in the body,” Hoggard said, yielding 60 symptoms. Moreover, related bacteria also carried by ticks often get conveyed in the same bite, bringing on aforementioned co-infections.

Some practitioners receive special training through an organization, ILADS, to become “Lyme-literate” health professionals. According to Judson-Carr and Hoggard, local patients seeking physicians certified by the International Lyme and Associated Diseases Society must go to Sacramento or San Francisco.

‘Absolutely bogus’

Ethat’s are on edge over a congressional bill being promoted as a remedy for ailing nvironmentalists and forest ecologists

forests, but appears to be a gift package for logging interests.

The legislation comes from Rep. Tom McClintock (R-Elk Grove), chairman of the powerful Federal Lands Subcommittee, a politician known for strident pro-industry positions and a defiant denial of science— from climate change to wildlife ecology.

The way McClintock tells it, his bill will help dying forests. He places the cause for forests’ plight not only on the drought that has plagued California and the Western United States, but also on environmental regulations that limit logging.

Forests have become overgrown, he points out, with trees now scrapping for elbow room, water and sunlight. He frequently quotes what he refers to as an adage that he probably coined himself: “Excess timber comes out of the forest one way or the other.

It is either carried out, or it burns out.”

Indeed, trees are hurting in the Sierra Nevada and throughout parts of the West.

In the Sierra alone, more than 100 million conifers have died since the beginning of the drought, in 2012. Nationwide, the number is 6.3 billion. These dead trees have already

contributed to a dramatic increase in wildfires.

McClintock says his bill will fix that.

“Under the status quo, we have lost hundreds of square miles of endangered species habitat to fire,” McClintock wrote in a statement emailed to N&R. His solution? Bring on the chainsaws.

The idea comes with his House Resolution

865, the Emergency Forest Restoration Act, which died in 2016 and was reintroduced about a year ago. The bill would give states a “categorical exclusion” from the requirements of the National Environmental Policy Act, or NEPA, a law, along with the Endangered Species Act, that McClintock has railed against.

Critics say McClintock’s bill ignores science and caters to the timber industry while generally ignoring the interests of voters.

Jessica Morse, who is challenging McClintock in the primary election, blames him for deeper-rooted issues that have hamstrung forest managers and ultimately harmed the state’s forests.

“The underfunding of the Forest Service is the problem,” she said. “They’ve been hit by the budget cuts that Tom McClintock voted for.”

The U.S. Forest Service has long employed two fuel-reduction strategies, thinning forests so that wildfires are not able to spread or intensify beyond firefighters’ ability to control them. In one tactic, dry brush is cleared by teams on the ground to

prevent sparks from jumping, small trees that burn readily are removed, and branches that enable fires to reach into forest canopies are pruned. Prescribed burns achieve the same result. Cuts to the USFS budget have reduced both of these practices.

In the place of these surgical practices, McClintock’s forest bill would amend NEPA to allow potentially large logging sales on public land with virtually no public oversight or environmental review, so long as a governor declares an insect or disease outbreak to be an emergency.

“This creates the potential for a state governor to declare a state of emergency over insect or disease issues, which are often a natural part of a healthy forest, and the public would have no say in it,” said Justin Augustine, an Oakland-based attorney with the Center for Biological Diversity, who has been closely watching McClintock’s forest bill.

Chad Hanson, an ecologist and the director of the John Muir Project, a conservation and advocacy group, said McClintock’s bill is based on so many fallacies and myths promoted by the logging industry “that it doesn’t even pass the laugh test.”

“Don’t be fooled. He wants to clear-cut, and not just small trees but old-growth trees, too,” Hanson said.

According to research published in 2015 by the National Academy of Sciences, there were fewer large trees and more small trees in California forests in the early 2000s than there were in the 1930s. The author, Patrick

McIntyre, a former California Department of Fish and Wildlife ecologist, says total forest biomass—a basic metric of living material often used to gauge ecological productivity— is down as a result. Further reducing biomass by cutting down forests populated by insectkilled trees would be harmful, he says.

McIntyre, now a plant ecologist with the Virginia-based NatureServe, said dead trees play valuable roles in forest ecology, providing food and habitat for a range of organisms. While he does not oppose some logging in the damaged forests McClintock purports to be concerned about, McIntyre says the bill goes too far.

Working with scientists Curtis Bradley and Dominick DellaSala, Hanson published a study in the journal Ecosphere in 2016 that found that logging does not reduce fire intensity, as logging proponents often say. Hanson and his colleagues studied 1,500 wildfires that occurred between 1984 and 2014 across 20 million acres of the American West. What they found goes counter to the story McClintock is pedaling, that decreased logging causes more fires.

In science-speak: “Burn severity tended to be higher in areas with lower levels of protection status,” McIntyre reports. Which is to say: If we want to save trees, we must protect forests—not create a loophole big enough for a logging truck to drive through.

Hanson explains that logging activity can increase fire intensity through several mechanisms. For one, he said, loggers tend

to leave behind piles of highly flammable branches and trimmings. Also, the material they remove—tree trunks—are the least combustible part of a forest.

Finally, logging opens the canopy and allows sunlight to generate very flammable, low-lying shrubbery while also making the forest floor hotter and drier.

“The false notion that more logging will reduce fire risk and intensity is at the core of the McClintock bill, and it’s absolutely bogus,” he said.

Jens Stevens, a post-doctoral researcher at UC Berkeley, agrees with one element of McClintock’s claims—that the state’s forests are overgrown. Stevens believes California’s forests need to be mechanically thinned and then, where safe and feasible, treated with prescribed burns.

McClintock insists his bill will help

forests by expediting beneficial logging projects.

“The intent is to reduce paperwork, delay and cost,” he explained.

He added that his bill would restrict intensive environmental analyses to “proposed actions that truly have the potential to cause significant environmental effects.”

His attempt with his so-called Emergency Forest Restoration Act is part of a career-spanning mission to defeat what he colorfully described on the floor of the U.S. House as “the nihilistic vision of the environmental left: increasingly

severe government-induced shortages … and a permanently declining quality of life for our children, who will be required to stretch and ration every drop of water and every watt of electricity in their bleak and dimly lit homes.”

As chair of the federal lands committee, McClintock is one of the most powerful anti-environmental forces in Washington, with power over not only the public lands in his district (including Yosemite National Park and Lake Tahoe National Park) but also similar jewels in all 50 states.

This latest logging bill is one of many he has introduced aimed at getting timber-cutters back in the woods.

Hanson noted that McClintock’s stance on climate change is evident in his forest bill. “Climate science is telling us we need to sequester carbon, that reducing fossil fuel use isn’t enough,” he said. “We have to be protecting forests, and McClintock is proposing we do the opposite.”

Augustine said he expects the Emergency Forest Restoration Act to fail because it may be too drastic a proposal to gain congressional approval. However, he suspects some of the bill’s components could be attached as riders to other bills that have broader bipartisan support.

Morse warned that McClintock’s flawed forest-management strategies could have long-lasting impacts. A better plan to help the state’s trees: “More funding for fire prevention.”

“If you make a wrong move with forest management, it can have consequences that can last decades,” she said. “Our watersheds and our water supplies could be affected.” Ω

I remember very vividly being here with my dad when he was measuring this place, before anything ever happened, just to see if it was the right size place. I was 5 years old, but I remember being up at that front corner and he handed me the end of a tape measure and he said, “Run back to the back wall, put it up against the wall.” I remember that like it was yesterday.

What was it like growing up here?

When I was 14 years old, that’s when I really started working for real. I had my own schedule, my own shifts, busing tables, washing dishes. At lunch time, there would be a line of nothing but high school kids from the register out the door. Those high school kids from the ’80s, they’re coming in with their kids now. I’ll find parents back here sometimes pointing out their face in a little league picture to their kids.

Do you have a family that will take over the business from you?

I have a wife and three children; they’ve all worked here. My son might want to take this over, I keep on checking. I’m not in a hurry, I’m still pretty young.

What would you say is the secret to your success?

Quality, value, customer service—those are the big three. I mean, I don’t know if people realize that every single thing we do here is from scratch, every day, fresh. We have a consistency here, people are amazed that it tastes the same over the years. In 48 years now, we’ve had two cooks.

When our original cook retired, her daughter took over for her, and she’s been doing it ever since.

Now that’s consistency.

The chicken sandwich I had last Friday (April 20) was quite possibly the best fried chicken sandwich I’ve had in years. For a soft opening of a restaurant, I’d say this one is on the right track!

The Lab Bar and Grill is Chico’s newest eating and imbibing establishment, and it came together seemingly overnight. Owner Kevin Jaradah (of Spike’s Bottle Shop) got the keys and a week later, he’d finished repainting the whole thing, scrubbing down the kitchen and hiring staff. Overall, the place looks and feels great.

I’d stopped in to visit earlier in the week and had a chance to chat it up with the head chef, Christopher Olmstead. Originally from Idaho, he’s studied the culinary arts in the U.S., Italy and Thailand. For the past 35 years, he’s worked as a personal chef. I was impressed with his résumé—and his philosophy on food, which is right in line with mine: Good food starts with good ingredients, making things from scratch takes longer but is worth it, and heart is integral to the recipe.

He mentioned his buttermilk fried chicken during our conversation, and I think I started drooling a little. The sandwich was simple, to be sure: fried chicken breast, onions, tomato, lettuce, pickles and mayo on a Tin Roof challah bun. I also ordered the grilled cheese with bacon jam—I brought half of each home to the man. My friends Joan and Mike, who accompanied me, had the burger and the grilled cheese. Both were quite pleased. Mike and I agreed that maybe one more slice of cheese would make the grilled cheese just that much better.

Besides a predictably eclectic beer list, Jaradah already has started building his whiskey shelf, and Olmstead promised a good variety of wines as well. Beers are served in beakers, as they should be in a Lab. (The location, in a mostly medical complex and next door to Quest Diagnostics, is fitting.) Along the lines of a tap takeover, Jaradah plans to have educational tasting nights in the banquet room with reps from whiskey makers. On weekends, there will be barbecue from brand-spanking-new Southern Zen Barbecue, owned by L.A. native Kevin Klemm.

(Incidentally, nearly across the street, in the old Bulldog Taqueria spot, are signs for Taj Indian Restaurant.)

Over the years, we’ve chronicled many major improvements to our region’s pedestrian and cycling infrastructure—think the Annie’s Glen tunnel, the bike lanes on Second Street, and the betterconnected Bikeway 99—and highlighted the areas that are desperately in need of work.

But for this, our 10th annual Bike Issue, we sought to capture the less-tangible aspect of bicycling. To do so, we reached out to bike shop owners and managers to get their take on just how Chico is able to sustain so many bicyclerelated businesses. The answer: Each adds a little something different to the local bike culture, encourages new riders by making the activity accessible and, naturally, all are crazy about life on two wheels.

In an effort to make beginners feel welcome, the store has also started offering roadside training classes that teach bikers basic safety and skills, like how to fix a flat. This year, 100 folks got together to prepare for the Wildflower Century in a training hosted by leader John Wiesinger.

When it comes to the store’s service center, Schrock said he used automotive service centers as inspiration for professionalism and appearance. Employees have developed their technical skills at bicycle repair and mechanical training sessions as far away as Madison, Wisc., and as close as Sacramento. The store is now certified by Trek Bicycle Corp. and Shimano, an international company that manufactures bicycle components. Mechanics have also been trained to work on Bosch electric bikes. “Basically, anything on a bike, we can fix,” Schrock said, “whether that be electronics on an e-bike or suspension on a full-suspension bike.”

The store has always been known for its progressiveness, and that’s something Schrock has continued to embrace: “If there’s something new out there, we’re usually the first ones to jump on it,” he said.

At the end of the day, it all comes down to promoting cycling, and “whatever we can do to keep you on your bike,” Schrock said. “We want to sell you your first bike all the way to your last.”

“I just remember seeing it for the first time—it was dark, and the stadium lights, and it was dusty, and these jumps. I couldn’t even see where the beginning and end was, and I thought, ‘this is it for me,’” he said.

Eventually, about a year and a half ago, due to the logistical difficulties of maintaining two stores, Downey closed the Oroville shop to concentrate on Chico. Shortly thereafter, after six years in the tiny downtown footprint, the busy shop expanded greatly—taking over the space formerly occupied by Three Sixty Ecotique. Downey noted

When asked about the shop’s niche, Downey stopped to contemplate the question. He noted that it carries many styles and brands of bikes, including kids’ models.

Adult customers will find everything from $250 everyday bikes to the $5,000 mountain bike displayed in the middle of the showroom. But as one might guess, the city bikes, such as the popular Public Bike brand, are the top-sellers.

Circling back to the question, Downey said it’s important for him to make sure customers, no matter what they ride, don’t feel intimidated.

“I’ve always wanted Greenline to be a friendly place,” he said.

It’s also a great opportunity for people to get their feet wet in a new sport without a huge investment—Billman said he sees a lot of people rent bicycles from the shop specifically for the ride. If they end up loving biking, then they might buy a bike.

Introducing new riders to the sport that they love is more important to the shop’s staff than making a big sale, Billman said. That’s part of the reason AMain chooses to rent out such a range of bikes—from the cruiser meant for easy rides through town or the park to the super-technical mountain bike that runs $4,000-$5,000.

“We want you to have the same amazing experience we have when we’re out there,” Billman said. “So, to get that experience, you might need a really great bike.”

or Casey Dinsmore, getting into road cycling—and even racing—came pretty naturally after buying his first bike at Cyclesport and joining the Wildflower training group run out of the shop.

“For me, I was one of the slowest riders—so, riding with a bunch of people who are faster makes you get faster real quick,” said Dinsmore, who works in Chico State’s Financial Aid Office. “I made some of my best friends in that group. We share that common interest of cycling and we have tons of conversations while pedaling up Honey Run or Table Mountain. Talking helps time go by when it’s a challenging ride.”

Cyclesport, of course, vacated its downtown space about a year ago. But it had been owned by AMain Sports & Hobbies for about three years before that. It’s now AMain Cycling and located in a space appropriately situated next door to The Handle Bar on East AMain 20th Street. he never feels pressured to buy things when he goes into AMain—though he does, naturally. Going into the shop, he said, is “like a kid going to a toy store where your friends work.”

“It’s just a fun experience going in there,” he added. “I love buying bike stuff—I don’t have kids, so that’s what I spend my money on. There’s always something new, and I’m always needing new gloves or tubes. I like chatting it up with people, talking about your latest ride, it’s just fun.”

In addition to instructional rides for road and mountain bikers, the shop hosts intermediate rides as well as race prep rides. AMain also sponsors men’s and women’s racing teams, as well as individual cyclists. One thing that gives AMain a leg up in the local industry, Billman said, is its 60,000-squarefoot warehouse in town, which supplies the company’s online store. For people wanting to get on a specific bike immediately, that

same-day access is a plus.

AMain Cycling celebrated its grand opening last weekend (April 21) and sees the new shop—which opened about a year ago—as an opportunity to grow, both as a business and as a cycling community. A big improvement is ample parking, which the downtown space didn’t provide, as well as future development in the complex, which will soon be home to a Holiday Inn Express, and the area, with the nearby Meriam Park neighborhood.

And, when it comes to socializing with helmets off, The Handle Bar doesn’t hurt.

“The people who work at the shop hang out at The Handle Bar, so I’ll drop by after work and see who’s there,” Dinsmore said.

The first piece that greets you is “Salt,” a photograph depicting a motorcyclist in the left foreground viewed from the back as he gazes across the vast, empty expanse of Utah’s salt flats to where the horizon and the softly clouded sky diffuse into one another. The image, printed with industrial inkjet on industrial felt and overlaid with a nearly imperceptible layer of calligraphic Farsi script, is

soft and intriguing, inviting viewers to project their own fantasies or interpretations onto the literally wide open scene.

Between the viewer and this peaceful photo, laid out on the wooden floor as well as atop an industrial-looking display table, is “Tuff Gold,” a multipart sculptural piece made of cast bronze and fabricated steel. On the floor is a phalanx of five silvery foot-long military tanks training their cannons on the viewer and flanked by a pointing hunting dog. And on the narrow table, an open-mouthed baby gazes at five more tanks that are stacked like books.

Taken together, Bishop’s photo and sculpture create a tableau that is simultaneously—and paradoxically—ominous, tranquil and a bit humorous.

On the wall to the left of the entrance hangs another large inkjet-on-felt image, “Büyük Ada Feribot (Big Island Ferry),” a candid, very softly colored photo of the interior of a ferry occupied by a few casual-looking commuters on bench seats.

What could be a rather mundane, touristy snapshot is enlivened by the inset of four nearly abstract panels showing the choppy surface of water.

In front of the picture window overlooking the gallery’s view of the street is “Real Estate,” a cast glass, cast aluminum and hot-rolled steel sculptural piece, again

using tanks and a baby head on a table top as the predominant images. In this case, the tank and the random chunks of matter it faces are a dusky scarlet color, and the baby head perches behind its turret, with a small, Monopoly-evoking house balanced like a cocked hat on top of its head.

On the wall to the right and above “Real Estate,” hanging at an oblique angle, another tank-and-baby-head themed sculpture, “Tank House.” It encloses a figure within a house-shaped open framework through which the tank directs its cannon toward the tableau beneath it, in an ambiguous position of attack on or defense of the adjacent piece.

The interior wall of the exhibit is occupied by its most colorful piece, the large diptych “Dog Hand & Lipstick,” which places side-by-side photos of a hand against a blank background, one holding a hot dog, the other a lipstick tube. Unlike the more soft focus of the other graphic pieces, this one is much sharper in detail, with the creases in the skin, the zig-zag streak of mustard on the dog, and the figures etched on the lipstick tube easily discernible.

Compact in size but huge in its offering of curious images, Bishop’s exhibit is one that pays off visitors with food for thought that will retain its freshness long after one leaves the gallery. □

The octet’s rhythm section— which includes founding members/ brothers Phil and Keith Frazier, on tuba and bass drum, respectively, as well as virtuoso snare drummer and percussionist Derrick Tabb—is a wonder to behold. Working without the standard modern dance band instrumentation of electric bass guitar, trap drums and keyboards, the rhythm section is a force of nature.

In what appeared to be a telepathic unity, the three provided an ever-shifting but undeniably solid foundation—sustained by the dexterous bass of Phil’s tuba (the man must have lungs that could sustain a blue whale to keep that massive instrument resonating with such sonic force)—over which the five other horn players weaved, entwined and stacked melodies and riffs. At any moment, saxophonist Vincent Broussard, trombonists Stafford Agee and Gregory Veals, or trumpet players Chadrick Honoré and Glenn Hall would break into a solo that would transport the packed floor of dancers into musical heaven.

The Rebirth Brass Band was founded in 1983, when the Frazier brothers were fresh out of high school, and the band’s music seamlessly synthesizes influences ranging from 19th-century second line marching street band music to Afro-Cuban and Dixieland jazz to George Clinton-infused pure funk, the common thread being that everything they do will make you move. The band was a regular feature on HBO’s New Orleansbased Treme series, and it won a Grammy in 2012 for its album Rebirth of New Orleans.

Without electric instruments battling to dominate stage volume, the noise level in Lost on Main remained emphatic but comfortable throughout the set. The band could employ nuanced shifts in volume that ranged from unamplified horn solos accompanied by the clear chime of Keith’s tapping of a steel screwdriver shaft on a cymbal, to Tabb’s spot-on accents and rolls on the snare drum, often enhanced by trombonist Agee’s addition of cowbell and wood block embellishments.

The group’s vocal style—mostly chanted exhortations urging the audience to join the party—suits the celebratory, get-up-and-shake-your-ass nature of the music perfectly and brings to mind the grittier aspects of Parliament-Funkadelic’s live ensemble sing-alongs.

The audience leaves the show with a sense of having shared in a visceral, body- and soul-reviving musical communion that could have burst forth only from the fertile musical soil of New Orleans.

Rigamarole, a local “collective of musical educators,” opening the show and warmed up the crowd with a not too obviously academic set of covers and originals highlighted by the trumpet-playing of Ayako Nakamura and vocals of Seth Snyder. Ω

Since much of this film deals with Borg’s side of the story, a good chunk of the film winds up being, Borg vs. well, boring.

Streaming on Amazon. rated r. American sports star who came rolling into Wimbledon to face off against the four-time champion Borg. LaBeouf takes a historical figure in McEnroe and avoids caricature in a role that could so easily Kodachrome become cartoonish. He finds the Starring Ed Harris, human competitor at the core of Jason Sudeikis and McEnroe, and while he can deliver Elizabeth Olsen.

The match itself is all kinds of crazy. The dramatic circumstances of that particular sporting event are as intense as any in the last 50 years, and the film works as a nice time stamp. Much credit to the wig department for making the two actors look pretty authentic.

Gudnason does well as Borg, but it’s LaBeouf who steals the movie.

In Kodachrome, a dying photographer (Ed Harris)

coaxes his estranged son (Jason Sudeikis) into going on a road trip with him and his nurse (Elizabeth Olsen) to get some Kodachrome film developed before an Arizona photo lab (and ultimately the rest of the world) stops developing the brand.

Yes, it’s yet another road movie, and yes, it has the “somebody’s dying” gimmick to go with it, but don’t write this one off based on the generic synopsis. The trio of stars are pretty good here, especially Harris as a miserable man trying, in a very strange and peculiar way, to make nice with his son before checking out. Sudeikis is one of the more underrated actors out there right now, and he does a lot with a fairly stereotypical role. Olsen (one of my favorite actresses) adds the final piece to the ensemble as more than just an extra passenger calling shotgun.

The movie falls into some of the typical trope potholes, but Harris and company consistently pull it out of the muck. There’s a music business subplot involving the Sudeikis character that is actually pretty good, too. Not a great movie, but definitely worth a shot late on a Saturday night. Ω

animation and epic cartoon yarn-spinning, and watching it was, for me, a joy. The main characters are dogs, mostly, and the plot involves the battle of a small boy (Koyu Rankin) and some outcast dogs against a cat-loving tyrant who means to eliminate all the canines in his realm. There’s an obvious hint of allegory with dark echoes of modern history running through that, but Isle of Dogs is more of a mock epic in a rowdy and whimsically comical mode. A scruffy joyousness comes by way of the playful and nonchalant pacing, the amusingly antic (and quasi-Japanese) visuals, and the frisky and varied personalities of nearly a dozen dog characters. There’s also an impressive cast on hand (Bryan Cranston, Bill Murray, Edward Norton, Scarlett Johansson, among others) to provide the dog voices, but rambunctious storytelling and wise-acre character touches are the main founts of serious fun here. For this coming-of-age comedy about parents teaming up to stop their three daughters from making good on a lose-their-virginity-on-prom-night pact, the producers were OK showing John Cena butt-chugging in the commercial, but for the title they had to remove “cock” and replace it with an image of a rooster. Cinemark 14. Rated R.

A Quiet Place

With its black superhero and predominantly black cast, and its special mixture of action fantasy and social history, Black Panther is a monumental cultural event. And a key part of its specialness is that it’s also a richly entertaining movie. Writer-director Ryan Coogler and co-writer Joe Robert Cole have produced a very engaging mixture of action movie and epic/utopian allegory.

It’s an impressively mounted production throughout, and even with elements that are routine or generic, it makes fine use of a large and appealing cast. Chadwick Boseman has the title role. He is T’Challa, the newly coronated king of the fictional African nation of Wakanda. His Black Panther-infused superpowers derive from vibranium, the super-strong metal that is the basis of Wakanda’s radically advanced technology.

A key premise of the tale is that Wakanda has heretofore kept its highly developed civilization hidden from the rest of the world. Eventually, the new king will move to change all that, and Boseman proves to be well attuned to both the warrior and the statesman in the character. Cinemark 14.

John Krasinski directed , co-wrote and stars—he’s Lee, a father trying to protect his family in a post-apocalyptic world besieged by horrific aliens who will tear you apart if you make so much as a peep. The aliens don’t respond to regular ambient sounds—a river running, birds chirping—but rather sounds that are more interruptive, like fireworks or a person screaming after stepping on a nail. The gimmick lends itself to some faulty logic at times, but it does provide an overall interesting premise.

Playing Lee’s wife Evelyn, Emily Blunt gives a standout performance as somebody forced to keep quiet in especially difficult circumstances—e.g., after a painful injury, or giving birth in a bathtub while an alien clicks and claws nearby. And Krasinski complements his impressive directing chops with a fine performance as a guy doing everything to keep his sanity and protect his family, including a young deaf daughter (played by the superb Millicent Simmonds, who is actually deaf) and son (Noah Jupe).

in converting energy from one form into another and, by especially, making Alastair alcohol out of Bland carbohydrates and sugar. Brewers and winemakers, of course, would be knee-deep in sweet fruit juice and sticky barley gruel if it wasn’t for yeast.

Bacteria of the lactobacillus genus, however, are currently the main object of my admiration.

They play a minor role in brewing beer, and that is where I first became consciously acquainted with them. Sour beers, whether turned funky in barrels postfermentation or in the beer kettle prebrew, owe themselves to lacto, as admirers often call the bacteria.

However, several species of lactobacillus play a role in the souring—and, more importantly, preservation—of foodstuffs that goes far beyond the realm of alcoholic beverages. Lactobacilli live in our midst, just about everywhere.

Among their diverse range of habitats is the surface of the food we eat; the bacteria live on fruits and vegetables and grains. To really thrive, though, lactobacilli need a liquid medium in which they can proliferate. They can do so in beer, which produces results that

some people love and others not so much. They can also do their work in simpler environments—like, say, a jar of water with cabbage, where the bacteria metabolize sugars, creating lactic acid and the products we call sauerkraut and kimchi.

But fermented cabbage really is just the tip of the iceberg when it comes to the many wild and funky wonders that the lactobacillus genus can create. Once I got the hang of fermenting cabbage—it’s super easy—about a year ago, I began to apply the concept in other environments, with other ingredients. I tried slicing up carrots and submerging them in water in a mason jar. Sure enough, the liquid began to fizz and gurgle—the signs that lactobacillus is in the room.

Well, in the jar, at least. Last fall, I collected 60 pounds of olives in the Central Valley and submerged them in brine. Lactobacilli quickly populated the jars, and I now have gallons of zesty, naturally fermented olives.

I have also begun fermenting seaweed—just within batches of kimchi for now, but I will soon be experimenting with jars of pure fermented nori and kombu and sea lettuce.

Two things have occurred to me in the course of my trials with lacto fermentation that I believe are remarkable. First, fermenting things in jars is absolutely a means

of preservation, not just a timeconsuming way to prepare dinner.

A bag of greens rots and turns to putrid slime if left in a plastic bag in the fridge—but put those veggies in a jar with water or a light brine, and they’ll last for many months, preserved in lactic acid. The second thing that has struck me is that lacto fermentation creates flavors and smells—essences that are pungent, sour, gassy and spicy— that simply cannot be replicated in almost any other way.

Actually, another thing occurred to me as I advanced in my fermentation experiments, and this was a big jump forward: If I could preserve plants this way, what about animals? What about fish? I had heard about fermented shark meat, and I did some research. On the internet I came across discussions on how to make surströmming, a Swedish product that translates into “sour herring.”

I happened to have a surplus of herring in my chest freezer—the bounty from several net-throwing outings in San Francisco Bay in January. I now have about 20 of the fish in mason jars, turning funky in a 17 percent salt brine. If the product turns out well, I will ramp up my production next season.

A goal of mine is to preserve fish and other foods in the absence of plastic—just salt, water and bacteria. □

The world mourned the loss of Isaac Hayes a decade ago, and three of his biggest touchstones were recently given the remastered/replica treatment by Craft Recordings. Sourced from the original analog recordings and cut into hefty 180-gram vinyl, each release is a trip down a sultry thoroughfare of some of Hayes’ most influential moments, including the trippy, sexy 12-minute version of Dionne Warwick’s “Walk on By” from his sophomore record, Hot Buttered Soul. Hayes traditionalists will dig the faithfully reproduced Black Moses packaging, complete with the infamous fold-out cross-shaped image of Hayes as the title character. Tree of Life Patrick Coman For the Sake of the Song It’s a rare thing to produce an album on which every song is as good—or even better—than the others, but this is such an album. Patrick Coman wrote all but one song, Leon Russell’s “Magic Mirror,” which is imbued with a sense of sadness that pops up on a few other selections, starting with the quiet melancholy of the first song, “Heartbeat.” Played at a funereal tempo that’s accented by the rhythmic pulsating of the bass drum, he asks the question: “Can’t you hear the heartbeat of a desperate man when he knows his time has come to an end?” Not all is doom and gloom as the pace picks up with an animated account of his woes on “Trouble #2.” Set to a solid beat, courtesy of drummer Marco Giovino (who’s spot-on throughout), it’s a folksy tale about a rabbit who escapes a hound dog who then starts closing in on him. Accompanied by guitarist/ producer Peter Parcek throughout, Coman asks another big question: “How do I keep my soul when I’m losing my mind?”

MGMT’s decade-old debut, Oracular Spectacular, was chock-full of them, most notably “Electric Feel” and “Time to Pretend.” Subsequent releases have strayed further and further from the bright, glitzy pop, and moved toward subdued pop with hazy layers and softer vocal melodies. That’s not necessarily a bad thing, and Little Dark Age continues down that very path with a collection of subtle yet still sparkling synth-pop tunes that never rise above a cool vibe. The lyrical fun is still there, as on “TSLAMP,” revealed as an acronym for Time Spent Looking At My Phone. There aren’t many standout pop-candy hits, which might be hard to accept for those still under that 2008 spell. However, there is meticulous synth layering, nice horn placements and an overall pleasantness that’s an escape all its own.

Hoppy JAm Sunday’s CaMMiEs Finale & awards show was about the most “Chico day” arts dEVo could’ve dreamed up: the Chico news & Review presenting 13 live local bands next to the hop fields of sierra nevada Brewing Co. in front of more than 800 music fans. Of course, it was also hot—not nearly “Chico hot,” but mid-80s does require some reacclimation when it first hits the spring—and the heat did add a familiar hue to what was a great snapshot of the Chico community at its best.

(And the brewery’s new outdoor venue, the Hop yard, is dope. It’s open Friday-Sunday, noon8 p.m., and your kids and dogs are welcome!)

The CN&R also gave out some awards throughout the day (if you missed any, the full list of winners is on the Black Fong closes the CAMMIES Finale & Awards Show. following page), and my pHoto by Andy tomASelli personal favorite moment was getting to introduce the CAMMIES Critics’ Choice award for lifetime achievement, and I think it’s worth repeating what I said: In a college town like Chico, if you’re a musician whose main areas of focus are classical guitar and gospel music, you’re not going to get the same attention as a guitarist with a stack of amplifiers or a DJ with a laptop. But despite the challenge of keeping traditional forms alive, this year’s Lifetime Achievement Award recipient has put in the work and managed to create at least two very special niches in the local music scene. For more than a decade, his Classical Guitar Project has brought together the best local players as well as some the best guitarists from around the world (some who play major concert halls during the rest of their tours) for regular intimate performances of the highest caliber. And, over roughly the same period of time, he’s also led the doin’ it Justice Community Chorus, a group of locals “dedicated to promoting peace and justice” and raising money for community organizations. Of course, he’s also a performer himself—with a master’s in classical guitar performance from UsC—and a teacher who has schooled some of the best local players since coming to Chico in the early ’90s. The 2018 Hogan/West/ LaPado Lifetime achievement award

“I called the 800 number,” she said, “and some loan guy is coming here tomorrow. You want to be here?” In other words, she expected me to be there.

The loan guy drove 90 miles to meet Carlene. He laid out the reverse mortgage plan, and it seemed too good to be true, so I called a local loan person I knew.

“It’s a new product,” she said. “We don’t have it here yet, but my understanding is that it’s perfect for older people who want to stay in their homes. It’s a cash-flow tool, drawn from the equity in their home.”

Carlene signed up for that reverse mortgage and it fit her situation like a glove. No more house payments for her. In fact, she now received a check every month.

“Pour us a drink and let’s celebrate,” said Carlene. She fired up a cigarette. “Well sir, I know you’re sad you have to wait till I die to list my house now.”

“What? No….!”

“Ha! It sure is easy to get your goat!”

This was back in the early 1990s, and I had never heard of a reverse mortgage. “Sounds fishy,” I said.
