As an ex-hunter, I understand the chase, the hunt and the kill. Personally, I never killed anything I didn’t plan to eat. But here’s the rub: Wildlife populations have decreased drastically worldwide in the past 50 years.

A study recently published by the American Association for the Advancement of Science indicated “Large herbivores—elephants, hippos, rhinos and gorillas—are vanishing at a startling rate, with some 60 percent threatened with extinction.”

The U.S. Fish and Wildlife Service recently warned the African lion faces the threat of extinction by the year 2050. And studies indicate that the removal of the biggest and best animals from a population tends to upset the social order, often resulting in accelerated population declines.

The time has come for society to bury the concept of trophy hunting in the same cemetery where market hunting was buried in the 1900s, when the passenger pigeon and a number of waterfowl species were hunted to extinction or near extinction. In light of a rapidly changing Earth, retaining our remaining wildlife heritage is too critical for an individual to hang the mounted head of the last of a species on an office wall as a “trophy.” □

In all seriousness, though, we’ll concede it’s refreshing to see a conservative candidate who’s comfortable in his skin. What you see is apparently what you get. The Donald doesn’t attempt whatsoever to check his ego or his mouth. He makes no bones about being a shrewd businessman unafraid to bully his way to the top.

And it’s precisely those traits that set him apart from the other nine candidates with whom he shared the podium during the first of the GOP debates last week. He upstaged every one of them, including Chris Christie, the heretofore king of straight-talk rhetoric. Many appeared meek and those who didn’t came off as too practiced, plastic. In other words, they sounded like politicians.

Trump may be bombastic, but he did something right. As he pointed out this week during his first post-debate press conference on Tuesday (Aug. 11), stating that he’s taking his cues from the polls, he’s in front not only in Iowa, but also in New Hampshire, Nevada and South Carolina.

He also boasted that it was he who’d pulled in tens of millions more viewers than Fox had expected for the debate.

The thing is, Trump is entertaining, if you’re into boorish blowhards.

And there’s a certain segment of America that does love that sort of thing (those who keep up with the Kardashians and Real Housewives, The Apprentice, et. al). Trump’s reality television persona is just about tailor-made for those folks and, thus far, his demagoguery is keeping the momentum going. Even establishment Republicans cannot look away.

Heck, none of us can.

For now. How long will it last? It’s a long road to the White House and the billionaire will have to unveil policy plans. It will be interesting to see how that plays out, and, to be sure, Americans will be watching. □

Out of the DARK When the House of Representatives last month approved H.R. 1599, the

so-called “Safe and Accurate Food Labeling Act of 2015,” they did a disservice to the American people while bolstering big corporations (like Monsanto) that produce genetically modified organisms (GMOs).

The bill would override state regulations regarding the labeling of GMO foods and instead says that they may be labeled as such, but it cannot be required. What’s more, though, is that it also disallows nonGMO foods from being labeled as such without being certified. That puts non-GMO foods in the same league as organics, which are generally more expensive, partly because of the certification process needed to add that stamp to their products.

Doug LaMalfa, who represents us in Washington, D.C., backed H.R. 1599, but we fail to see the logic in his arguments. He told the CN&R this week (see “GMO label debate,” Greenways, by Evan Tuchinsky, on page 24) that “As more and more we’re learning about biotech foods in the marketplace, you’re finding there’s a heck of a lot less to be scared of with it.”

Really? Speak for yourself, buddy. We’d prefer to know what’s in our food, as well as how it’s produced. Only then can we make informed decisions about what we put in our bodies. H.R. 1599, dubbed “The DARK Act” by opponents (for Denying Americans the Right to Know), is now in the Senate, so it’s time to let our senators know how we feel before it’s too late. □

politicking all around I returned from vacation last week to news that the local politicos were freaking out over City Council campaign finance reports.

I’m referring, of course, to Councilman Randall Stone’s allegations that city staff purposely removed prior years’ reports from the city’s website and the implication it had something to do with the new conservative council majority. Funny thing is, the missing reports came to Stone’s attention because a CN&R contributor had been searching for them. For some reason, Stone ran with that info to his public Facebook page and made a big stink about the issue, saying that “city staff” had, as he put it, “absconded campaign contribution reports.”

Never mind the fact that Stone misused the word absconded.

His point was that the reports for many years had been hosted online at chico.ca.us and then, poof, they were gone. Moreover, in their place was a statement telling citizens the documents were available for viewing at the City Clerk’s Office. Stone has a point.

I can’t think of a good reason to remove those types of reports, requiring the public to march down to City Hall to look at them.

Then again, as Mayor Mark Sorensen has noted, the documents in question are not part of a comprehensive list of campaign reports, but rather “a tiny and incomplete set of links to a small minority of reports from prior election cycles.” And boy, did Sorensen let Stone have it last week during the panel’s regular meeting, during an agenda item regarding who should represent the city at the League of California Cities’ annual meeting. Under normal circumstances, Stone, the vice president of the league’s Sacramento division, likely would’ve been chosen as the voting delegate. Instead, the mayor spent 11 minutes lambasting him.

Sorensen said Stone hadn’t done his research on the missing reports and didn’t know what he was talking about. But he also said that what he’d posted on his Facebook page were “evil lies and slander.” (I think he means libel.) In any case, the mayor can’t have it both ways. Either Stone’s misinformed or he’s malicious. Sorensen got one thing right: Stone shot from the hip. He should’ve waited for a full explanation and then asked the mayor to agendize discussion of establishing a records policy in the context of transparency. In fact, that should still happen.

Was Stone grandstanding, as the mayor charged? Hell yes. On the other hand, Sorensen, short of handing Debbie Presson the phone number of an attorney, pretty much encouraged the city clerk, who reports to the council, to file a lawsuit against the city.

So, who’s the one politicking now? That certainly isn’t in the best interest of Chico. Not to mention, the highly professional Ms. Presson has been wholly vindicated.

Both councilmen handled this situation poorly.

Lastly, during his long-winded speech, Sorensen said the CN&R was looking into the reports for “political spin” and “probably a rehashing of how conservatives take in more money, as though that’s a new story.” Note to the mayor: He should heed his own advice about people running their mouths when they don’t know what they’re talking about.

‘A proud day’ Re “Breaking down barriers” (Cover story, by Leslie Layton, Aug. 6): A great piece about Sergio Garcia.

He enters, not legally, the U.S. and not only gets through law school but also fights for legislation Gov. Jerry Brown ultimately signs to allow him to practice law, and the state Supreme Court ruled 7-0 in favor of the legislation.

Republican President Reagan was right to sign an Immigration Act in 1986 that allowed several million people to become U.S. Citizens. But Republican Gov. Pete Wilson was wrong in 1994 to push Prop. 187 (a Latino-bashing measure), which passed, even in Chico, with local Republican politicians and leaders campaigning for it. The federal courts ruled it illegal, but unfortunately, the local Republicans, like Wilson, never apologized.

Reagan was right on the immigration issue. Better to talk about “Morning in America,” rather than using divisive measures to create anger among communities.

It will be a proud day when Sergio is sworn in as a U.S. citizen, and every time I see noncitizens in the U.S. military in a war zone being sworn in as U.S. citizens, it is a proud day for all of America.

Randall Stone deserves our gratitude and support for demanding transparency and accountability in local government. The problem is, he did not go far enough. He should have demanded that in the future Debbie Presson should impose the statutory fine against the Chico Police Officers’ Association for filing their paperwork late.

The union routinely files weeks after the deadline. Why should we tolerate them doing this with impunity? If this situation is not remedied, it will be more proof that we live in a corrupt little city where the majority of the City Council is bought and paid for by the public employee unions.

to follow their mandates. Most importantly, even if his accusations were true (which I don’t believe for a second), employees accused of wrongdoings have legal rights and protections.

Chief among them, privacy is paramount.

Stone’s accusations broadcast in such a public forum violated that basic tenet. Thus, for a second time, Stone has put the city at risk of being sued for having a “hostile work environment.” Even worse, because his allegations were broadcast on his Facebook page, the entire community is now passing judgment on a city employee based solely on his accusations—accusations that were never substantiated and, by law, were required to be handled privately.

“Abhorrent and inexcusable” are words that better describe Stone’s actions than anything Debbie Presson is accused of.

Councilman Stone, you owe Debbie Presson a public apology.

I would help because our county has zero marijuana dispensaries and no access to quality medicine.

Other places—Sacramento, Shasta Lake City, even Grass Valley— have them, but here you have to go to the black market to get well.

It’s so wrong. Keep up the charge, Joel. We need people fighting for our rights. Butte County law enforcement has the wrong attitude, and it is hurting citizens.

The results of a street census of 1,127 homeless people in Butte County conducted in January have been published by the Butte

Countywide Homeless Continuum of Care (CoC).

The group collects the information every other year to compile a “point-in-time” snapshot of the homeless community. The previous two surveys had more respondents (1,772 in 2011 and 1,553 in 2013), but an executive summary of the information explains that doesn’t necessarily mean the overall homeless population has decreased, as volunteers sometimes have difficulty locating unsheltered homeless individuals.

“Data quantifies commonalities,” the summary reads. “All 1,127 people who completed the survey lack fixed, regular and adequate nighttime shelter. They need affordable housing; effective and efficient supportive services; and a permanent, healthy support system.”

Chico police responded to a call about a paper-bag-hooded man holding a knife and peering through cut-out eye holes into the downtown 7-Eleven Wednesday morning.

According to a Chico Police Department press release, the man rode away on a bicycle when officers arrived at the convenience store at just before 2 a.m. Police say employees found the man hiding in the store with a knife. He complied when asked to leave and was found by police a few blocks away.

He’s identified as 23-year-old Steven Brannon.

Brannon, who had a warrant out for his arrest, was riding a stolen mountain bike.

He was transported to Butte County Jail and is charged with attempted armed robbery, possession of stolen property and resisting arrest.

On Tuesday, Aug. 11, Paradise resident Donald Heuer (pictured) pleaded guilty to manufacturing butane honey oil stemming from the discovery of a large-scale processing operation on his Bennett Road property.

On June 21, Paradise police officers responded to calls of the 34-year-old Heuer yelling and breaking items in a house.

During their search, the police discovered a large amount of marijuana and processing equipment. After a full search of the property, the Butte Interagency

Narcotics Task Force and Butte County Sheriff’s Special Enforcement Unit uncovered 210 pounds

of marijuana bud/shake, 107 pounds of drying marijuana, 2.75 pounds of butane honey oil, and a large amount of butane honey oil manufacturing and packaging equipment (butane tanks, vacuum ovens, etc.).

Heuer is scheduled to return to court on Sept. 2 for sentencing.

A plan for the city’s future Council members mum on chamber’s ambitious ‘community vision’ Chico City Council at its Aug. 4 meetW ing, she hoped that what she had to tell hen Katie Simmons stood before the

council members would occasion some lively discussion. That didn’t happen.

Simmons is the president and CEO of the Chico Chamber of Commerce, and she was there, along with Mark Francis, president of Golden Valley Bank and chairman of the chamber’s board of directors, to present an ambitious 10-year “community vision” plan designed “to lift Chico to its rightful station in comparison with other communities in the state.”

In putting together the vision plan, the chamber drew upon by work previously done Robert Speer by its Legislative Action rob e r t s pe e r@ Committee, the Chico n ew srev i ew. c o m Young Professionals Organization, Chico Chamber Ambassadors, city of Chico officials and Team Chico.

Simmons said that the plan’s focus on larger “quality of life” issues reflects the chamber’s increasing desire “to make sure we not only remove real impediments to business … but [also] that we’re looking at our community from a high enough vantage point that we can participate in the design of our future,” she told the council.

As the plan states, the No. 1 reason major employers give when asked why they relocated their businesses to Chico is its “quality of life.”

Unfortunately, since the recession hit and city government faced painful reductions in revenues and cutbacks in staff, there’s been a pervasive sense that “the experience of living and doing business in Chico has changed,” and not for the better, Simmons said.

queen of Chico, what would be the first thing you would do in this community to make it better?’”

Part of the problem, Simmons said, was that, while “we’re all galvanized around the concept of improvement, we haven’t yet articulated what ‘better’ actually means.”

To that end, the chamber directors came up with five broad goals, with highest priority going to creating a safe community. Using FBI data, they discovered that two-thirds of the cities in California were safer than Chico, which ranked 310th of 466 cities, behind Yuba City, Vacaville, Woodland and Paradise, among many others.

“It’s the No. 1 issue of our membership,” Francis told the council members, “and I think I can say that it’s the No. 1 issue of your constituents. And the fact is … it’s getting worse.”

The vision plan’s goal is to move Chico up into the top 25 percent for safety, which Francis said is achievable if the whole community, not just the police, becomes involved in the effort. We need not only community-oriented policing, as Police Chief Mike O’Brien has recently instituted, but also a policing-oriented community, he said. He cited the recent steps taken along the Nord Avenue corridor, where business owners, many of whom didn’t know

each other previously, formed a group and joined with the police and city officials to fight crime.

The plan’s second priority is creation of a

healthy city government. It lists six “metrics,” or measurable goals, “for a solvent, effective, efficient, responsive and transparent local government.”

The third priority is to retain, grow and attract thriving anchor businesses that supply good base-level jobs and community identity. The plan identifies five ways to go about that.

Fourth is maintaining “vibrant public spaces,” such as Bidwell Park and downtown, by restoring them to “beautiful, clean and safe” standards, with an emphasis on “community service and civic responsibility in business districts, public spaces and neighborhoods.”

Finally, the plan calls for creating premier facilities and community amenities by partnering to support, fund and develop high-quality educational and recreational facilities, including a community sports and aquatic center and public and gateway art projects.

Simmons said the chamber’s request of the council was “to adopt metrics that will allow for clear and measurable communications to citizens in Chico around our

“Without metrics,” she continued, “we are grappling with anecdotes, news stories and suggestions that things might be better or they might not.”

She said the chamber was committed to partnering with the city in all five prioritized areas to implement the vision plan over the coming decade. “It’s a big job. I’m ready for it,” she announced enthusiastically.

Mayor Mark Sorensen thanked Simmons for her presentation and then asked if any council members had questions for her. None did, and Sorensen quickly moved on to the next item.

Later, in a phone interview, Simmons said she was “kind of disappointed” that the council hadn’t responded to a report that was “full of weighty issues.”

But the chamber board is determined to move forward, and she mentioned the possibility of holding a town hall meeting to discuss it.

“I’d love to see this community unite behind something like this,” she said.

Sorensen, asked in a phone interview about the council’s lack of response, noted that Simmons’ presentation was an unagendized “business spotlight” and that he didn’t encourage discussion because he’s trying to avoid allowing council meetings to go past 10 p.m.

Interestingly, there was similarly no discussion later in the meeting, when city staff presented the fourth annual report on the city’s general plan, a document rich in data about population growth, building trends and so forth.

Sorensen agreed that such reports, required by state law, tend to end up gathering dust on a shelf somewhere, but that doesn’t mean city officials aren’t moving forward.

In fact, work is being done that is right in line with the chamber’s vision plan, he said. He too noted the positive developments along Nord Avenue, and he said just this week he and other city leaders were meeting with Chico State administrators to develop a memorandum of understanding designed to foster collaboration between the Chico and university police departments.

And today (Thursday, Aug. 13) that group is headed to San Luis Obispo to see how that city handles the challenges presented by the presence of thousands of college students.

Simmons’ community vision, he said, “encapsulated a lot of issues that we are actively working on.” □

Sheriff gets nod to pursue $40 million grant for new jail facility County Sheriff Kory Honea isn’t hoping to build just a new jail, but a “new Bkindutte of jail,” a goal that came closer to reality Tuesday (Aug. 11) when the county Board of Supervisors voted unanimously to allow Honea to seek $40 million in state funding for the facility.

“The oldest portion of the jail was built in 1963 and the most recent portions in 1994, long before realignment,” Honea said outside the supervisors’ chambers, referencing 2011 legislation—AB 109, or the Public Safety Realignment Act—that shifted the responsibility for housing and rehabilitating certain nonviolent inmates from state prisons to county jails.

“It was never anticipated we’d be housing inmates for lengthy periods of time, or that we’d be responsible for providing programs to address the underlying causes of criminality, or that we’d be housing inmates who have serious physical and mental health issues. But that’s the new reality for us, so we need to have a facility that allows us to be successful in addressing those issues.”

Honea hopes to build an ultra-modern facility designed by Vanir Construction Management Inc., a Sacramento-based firm specializing in jails, schools and other public buildings. The facility would be a stand-alone building connected to the existing one via a secure corridor, with 132 beds arranged into modern pods instead of the outdated, “linearstyle” rows of cells still present in older sections of the existing jail. The new design also adds room to run programs for inmates aimed at reducing recidivism. Parts of the older facility also would be modernized

and repurposed, resulting in an overall increase of about 50 beds.

The jail currently has space for 614 inmates.

“The net increase [in beds] doesn’t tell the whole story,” Honea said.

“With the ability to use the new facility in conjunction with our old space, we can leverage the space in both and ultimately provide better service for everyone.”

As examples, Honea noted that the existing jail has only three beds for inmates with physical and mental medical needs. Though he was reluctant to provide percentages or actual numbers of inmates with specialized needs, he said the jail commonly houses “a fairly significant number of inmates with medical issues, mental health issues and co-occurring mental disorders and drug and alcohol dependency.”

“If we can get people stabilized while they’re in custody, then we can continue collaborating with Behavioral Health to achieve a continuity of care when they’re released,” he said. “The idea is that if they’re stabilized and stay stable, there’s less chance of them reoffending and finding their way back to our facility.”

ties. The Butte County Sheriff’s Office tried unsuccessfully in 2013 to get funding through another source, Senate Bill 1022, but Honea said he believes the county is a strong contender to win the grant now.

“This time around, the requirements [to get funding] are more tailored toward exactly what we’re trying to do,” he said. “They’re giving funds to facilities that are seeking increased program space, trying to replace older, less efficient linear-style beds, haven’t previously received funding … there’s a number of criteria we really hit the mark for.”

While $40 million would cover construction, the grant requires the county to cover 10 percent of costs, estimated at about $4.5 million. Part of this will be offset by the county donating land for the facility and staff labor on the project, and the rest will come from jail and sheriff’s impact fees and an inmate welfare fund.

City leaders in Chico, Oroville, Paradise and Gridley approved the action before Honea’s Tuesday presentation, with the Biggs City Council voting unanimously in favor that night. The grant application is due Aug. 28, and the new facility could be completed by 2020.

The board’s approval to allow Honea to apply for jail funding wasn’t the sheriff’s only victory Tuesday. The supervisors also unanimously approved his pitch to pay architectural firm Nacht and Lewis $64,970 to design a new evidence storage and morgue building. The existing building was built in the mid-1960s, and its replacement has been included in the county’s capital improvement plan since 2004.

Mission—and it has a new board of directors and new bylaws, too. But, for fear of sounding a bit cheesy, the biggest change is still in the men who call the north Esplanade property home. They walk in destitute but willing to work past their demons and come out with purpose, job skills and resources, ready to take a new lease on life.

David Kroessig and Larry Mifflin know this firsthand. When they came to the ministry, 17 and 11 years ago, respectively, they needed help. In fact, everyone who works at the Chico Rescue Mission was once a participant.

“We came out of the drug culture ourselves, so we’re aware of what it takes for addicts to get back,” said Kroessig, the mission’s CEO and administrator, during a recent interview.

But all is clearly not business as usual at the mission. Last September, its property was foreclosed on after three years of not paying the bills. Last month, after several attempts to sell the property to outside buyers for more, the bank offered to sell it to the Chico Rescue Mission for $800,000.

“That seemed to be the magic number,” Kroessig said. “It triggered new interest. People seemed to think, ‘That’s a number we can live with; that’s a number we can contribute to.’”

So, a group of local supporters, who have been working with the ministry for 3 1/2 years to try to help keep it afloat, put down $100,000 as a down payment.

The goal now is to raise a good chunk of the rest of that money in the next few months.

“We certainly don’t need fewer ministries; we need more,” said Mifflin, the ministry’s executive director.

The trouble began back in 2006, Kroessig explained,

when the ministry decided to purchase a plot of land near Pleasant Valley High School on which they planned to build five houses that, once sold, would help finance the programs they offer. “You know what happened right after that ...”

The housing bubble burst, and with it their plans for that property. The problem was, they’d taken out a loan to purchase the land. Then, in 2010, the state pulled out of a contract with the ministry that contributed more than $22,000 a month for housing up to 15 ex-offenders. “What we didn’t know, but they did, was that AB 109 [the prison realignment bill] was coming,” Kroessig explained.

Those two incidents combined led to the downslide of the Well. By fall 2011, they were unable to make their loan payments. About six months later, after learning of the ministry’s difficulties, a group of concerned citizens got together to try to keep it afloat.

“I put a study group together, hired an accountant, went into their books,” said Homer Lundberg, a founder of Lundberg Family Farms. “We didn’t even meet with the board or the men that were managing it until we had gone through all the books. I said, ‘I want to make sure we see the same thing from the outside as they do from the inside.’ And we did.”

So, with no one to blame but Lady Luck for the financial problems facing the ministry, this group of supporters hung on till the price was right. Lundberg said he’s confident that they’ll be able to drum up enough community support to raise another $300,000 to $400,000.

“I am a promoter of the Jesus Center and the Salvation Army and the Torres Shelter. All of those different things fit a different need in the community; they fit a niche,” Lundberg said. “And the niche that the Chico Rescue Mission now fills is finding men who have decided they want to turn their lives around and are willing to make a real commitment to do it.

That’s the first step. And it’s just amazing—they come in there, they stick with it and it works.”

The paper shortage announcement prompted some giggles from the audience and a quip from the supervisors’ dais: “So, are we just going to put an ad in the paper that you can’t get married or die in this county?” Supervisor Bill Connelly asked Hahn.

“We’re going to be very careful on how we distribute death certificates, marriage certificates and things of that sort until we figure this out,” Hahn said of the county’s short-term strategy. To that end, the county is issuing only one copy of these certificates until a new source of the paper is found, a measure that has also taken effect in other counties. County staff is appealing to school districts, which require a copy of legal birth certificates for registration, to temporarily accept alternatives. Hahn also said California lawmakers, who reconvene next week, may have to pass special legislation to address the problem if a new distributor isn’t found soon.

FEVER IN THE VALLEY

August is Valley Fever Awareness Month, and the California Department of Public Health is warning of the dangers of the disease, an infection that is caused by dust containing a fungus spore found in some soils in the Southwestern U.S. “It is important for people living in Valley Fever areas to take steps to avoid breathing in dusty air, such as staying indoors when it is windy,” said CDPH Director and State Health Officer Dr. Karen Smith. In California, those areas are mostly in the southern part of the Central Valley, from Merced to Kern County.

Valley Fever can cause flu-like symptoms that can last up to a month (or more). In extreme cases, the disease can lead to more serious infections of the lungs, bones or organs.

PLAGUE IN CALIFORNIA

After visiting Stanislaus National Forest and camping at Yosemite National Park in mid-July, a child from Los Angeles became ill with the plague and is now recovering and being monitored by state health officials.

“Human cases of plague are rare, with the last reported human infection in California occurring in 2006,” said California State Health Officer Dr. Karen Smith in a press release from the California Department of Public Health.

In California, the disease is carried by fleas on chipmunks, squirrels and other wild rodents, mostly in the foothills and mountain areas.

People are advised to never feed the wildlife and to take precautions to keep fleas off themselves and their pets. Park visitors should steer clear of rodent burrows when setting up camp and while walking and hiking.

If caught early, plague is treatable. Symptoms include fever, chills, nausea, weakness and swollen lymph nodes. There have been 42 cases of humans contracting plague in California since 1970. Nine were fatal.

TOXIC ALGAE BLOOM

There is a runaway bloom of toxic algae growing off the West Coast, and it’s raising health concerns for both sea life and humans.

According to Reuters, the giant bloom— dubbed “the blob”—stretches from the Channel Islands off the coast of Santa Barbara all the way to the Aleutian Islands in Alaska and is believed to be the result of unusually warm ocean waters.

The bloom is made The blob … fish. up of pseudo-nitzschia algae and is producing large amounts of domoic acid that accumulates in smaller creatures (shellfish, sardines, etc.) and then becomes a neurotoxin to the larger marine animals (e.g., birds, sea lions) that feed on them. Seafood contaminated with domoic acid can lead to amnesic shellfish poisoning in humans, a potentially fatal health threat.

Common Sage Salvia officinalis Use it for: Cooling and drying body functions because of its phytosterols (steroid compounds). This property makes sage useful in treating high fevers, diarrhea and excessive sweating or phlegm, as well as throat inflammation, asthma and bronchitis.

How: Dry and eat the leaves, or brew them fresh in a tea. For all medicinal infusions, make sure to cover the tea with a lid for at least 10 minutes before drinking to avoid the evaporation of critical ingredients.

Grow it: Sage is a perennial that thrives

in hot, dry climates but will grow in some milder conditions. Plant it in sandy soil in a sunny spot.

Interesting to note: Some studies show sage tea is effective for treating diabetes patients.

Peppermint Mentha piperita Use it for: Relieving gastrointestinal problems such as irritable bowel syndrome, dyspepsia, colonic spasms and gastric emptying disorders. Peppermint calms intestinal muscles and improves bile flow.

How: The best medical use of peppermint comes from extracting the essential oil. Crush the leaves, pack them into a lidded jar and cover them with vodka. Leave the jar to steep, shaking occasionally; the longer it steeps, the stronger the extract.

Strain out the leaves, leaving only the extract behind.

Grow it: Peppermint will grow almost anywhere, but thrives in partial shade and in rich, moist soils.

Interesting to note: Like all mints, the primary active ingredient of peppermint is menthol, which is why peppermint tea is an effective decongestant and expectorant. It can also soothe coughing and sore throats.

Catnip Nepeta cataria Use it for: Treating common psychological problems such as insomnia, anxiety and addiction. It’s also a natural sedative for children, particularly when they are sick, as it helps soothe the stomach and relax the body.

How: Dry leaves and mix with honey for eating, or brew in a tea.

Interesting to note: The carnosic acid active in rosemary helps protect against cellular and brain damage inflicted by free radicals.

This makes it an effective preventative for headaches, memory loss, strokes and neurological degeneration. Research is being conducted on rosemary’s potential use in the treatment of conditions like Alzheimer’s and Lou Gehrig’s disease.

t wasn’t long ago that James Bay was playing open mics in Brighton, England, where the 24-year-old songwriter was studying. Two years later Bay has a successful debut fulllength “Chaos and the Calm,” and just played to massive North American audiences at Lollapalooza and Canada’s Osheaga Festival.

Bay is still somewhat unknown here in the States, but judging by the response he received during those hot afternoon timeslots, he feels things could change.

“It was a great weekend of festivals,” Bay says about playing to larger crowds. “It excites me. I’m hungry for it. It gets my juices flowing.”

Music got Bay’s juices flowing more than a decade ago, after the young man heard a song from another British guitarist named Eric Clapton. It was Derek and the Dominoes’ hit “Layla” that captured Bay’s imagination, and essentially set his path.

“It was a huge influence initially,” he says. “It blew my 11-year-old mind away.”

ack in March, when most Americans had

their attention focused on the Middle East and Californians were bracing for another drought year, a Republican congressman from Kansas introduced a bill that drew scant notice. H.R. 1599 would govern how genetically modified organisms (GMOs) get listed on food labels—and do so by federal mandate, overriding any state or municipal regulation.

Rep. Mike Pompeo titled his bill “The Safe and Accurate Food Labeling Act of 2015.”

Advocates for labels clearly identifying products with GMOs have a different name for it: “The DARK Act.” Their acronym stands for Denying Americans the Right to Know, since they contend the law will make it easier on food manufacturers who want to hide GMO ingredients and harder on those who want to declare their foods GMO-free.

One such advocate is Pamm Larry. A resident of Chico, she is director of the grassroots organization LabelGMOs.org, who’s been following H.R. 1599 from the beginning. Bolstered by 106 co-sponsors— including North State Congressman Doug LaMalfa, who signed on eight days before the vote—H.R. 1599 passed 275-130 (with a 230-12 margin from Republicans). It’s now in the Senate.

Larry says the bill has raised the ire of “every consumers’ union, nonprofits, many farmers, businesses—anybody who thinks we should be able to know what’s in our food, and not have to pay more for that right.

something, it should be labeled. The onus shouldn’t be on the food that hasn’t been changed in that way, in a lab.”

LaMalfa, a rice farmer in Richvale, sees H.R. 1599 differently. He told the CN&R that the bill will allow the establishment of standards so consumers can understand, and trust, food labels. Does “non-GMO” mean absolutely no traces in every single ingredient? That’s to be defined, he said, and should be done nationally, not in a patchwork of state-by-state criteria.

He supports voluntary labeling of products containing GMOs, he said, due to his philosophy of having “a hard time forcing regulations on people like that [when] there is a cost involved” and added, “There is a perception, too. As more and more we’re learning about biotech foods in the marketplace, you’re finding there’s a heck of a lot less to be scared of with it.

“When you talk to people in the industry, it’s just a step beyond what you had with hand-selection or cross-pollinating. Some of the manufacturers have really reeled back their biotech efforts, trying to stay within same-crop genes. They see the need to have a little more marketplace comfort, and some elements of the market aren’t comfortable with it at all.”

The flipside of the voluntary labeling under

H.R. 1599 is that those food brands that want to advertise a lack of GMOs will need to follow the “organic” path. That is, they will need to adhere to standards and receive certification—which, as LaMalfa implied and

Larry declared, adds to the cost.

“Like organics, [GMO-free] becomes an elitist food,” Larry said.

The bill calls for “the Agricultural Marketing Service to establish a program to certify non-GMO food”—along with stating that the Food and Drug Administration “must regulate the use of ‘natural’ on food labels” and “must allow, but not require, GMO food to be labeled as GMO.” Moreover, H.R. 1599 preempts state and local restrictions on GMOs or GMO food and labeling requirements.

Larry says LaMalfa’s endorsement of a federal law stripping local authority is surprising, considering his stance on states’ rights.

“It is something that crossed my mind,” LaMalfa said, “and makes me really think, ‘Are we doing things right,’ and I’m comfortable with it on this issue because as far as consumers and people who bring food to the marketplace, it’s much less chaotic with a set, fair nationwide standard.”

While LaMalfa calls criticism of the bill as encapsulated in the DARK Act label “good sleight of hand” and “good theater” to “make people angry and afraid,” Larry finds “Safe and Accurate Food Labeling Act” just as much a misnomer.

The future of the bill is uncertain, as it still must pass through the Senate and the president.

Larry, for one, has placed her energy in stopping H.R. 1599 in the Senate and promoting S 511, the Genetically Engineered Food Right-to-Know Act, introduced by

California Sen. Barbara Boxer in February.

That bill would prohibit the sale of GMO foods without proper labeling.

“It’s unfair that our government doesn’t provide for us to know what we’re buying,” Larry said. □

Almond season is already upon us. I know this well, as my bedroom window faces an almond orchard and I’ve just begun hearing those big tractors— the strange-looking ones with arms—shaking the “L” out of ’em, as dear old John Bidwell apparently said. I wonder what they used to shake them back in his day …

Anyway, the shaking—and the almonds it produces—reminds me of my time in Montélimar, France, also known as the Nougat Capital of the World.

That small, medieval town just north of Provence produces 75 percent of France’s nougat, which is made in a wide variety of flavors and almost always contains almonds. During a tour of a nougat factory one afternoon, I asked the guide where their almonds came from. You guessed it, Northern California. It’s a small, small world.

Back here in Chico, we have quite an affinity for nuts of all kinds, but the almond—OK, I’ll call it an “ammond”—takes the prize for most-loved.

So, with the orchards in my view, I took a short walk from my house to one of Chico’s gems of a gift shop, Maisie Jane’s California Sunshine Products, wondering all the while why I hadn’t done so till now.

Upon walking into the shop, I became instantly mesmerized by all the bright, somewhat kitschy signs and other kitchen and garden décor. I noticed Mary Lake-Thompson’s recipe towels wrapped around ingredients and forming the perfect gift. (I discovered Lake-Thompson a while back, when I found a recipe towel for noodle kugel I just couldn’t pass up. She’s from Oroville—look her up!)

At this point, I was greeted by a delightful woman who offered to show me around. She brought me to the tasting table, where an array of mostly Maisie Jane original products were on offer, including, of course, her flavored and chocolate-covered almonds. The dark chocolate is to-die-for, by the way. Then there’s the almond butter and hazelnut spread (a lot like Nutella, just not as sweet). I also liked the Sutter Buttes chocolate sauce.

Yum. As I made my way around the food display, I learned that Maisie Jane’s separates itself from many of the bigger nut producers by dry ovenroasting its almonds. Many other companies, the saleswoman told me, use oil during the process. Another point of pride is that M.J. won’t put anything in her recipes “that you can’t pronounce.” Sounds like a pretty good rule of thumb to me.

The only thing I was looking for in the shop that I just couldn’t find?

Nougat. Maybe next time ...

ernie Sanders became impossible to ignore this summer. On July 1, as 10,000 people cheered and chanted his name, the 73-year-old U.S. senator from Vermont summited a stage in a Madison, Wis., arena and took his place behind a wooden podium. He raised his right arm to wave at a sea of supporters and embraced his wife, Jane, with his left. Then, peering up at the distant nosebleed seats, Sanders did something unusual: He grinned. “Whoa,” he said.

Whoa, indeed.

In the 43 years since Sanders first ran for office, skeptics have doubted him at every turn. They never believed he could serve as mayor, defeat an incumbent congressman or chair a Senate committee. Well before he entered the presidential race in April, Beltway pundits had long since written him off as an also-ran—a latter-day Dennis Kucinich.

But by the time Sanders arrived in Madison at the start of a three-state, four-day tour of the Midwest, CNN had declared it the “summer of Sanders.”

By the time he departed, new polls and fundraising reports showed him gaining on Democratic frontrunner Hillary Clinton. And in perhaps the clearest validation, reporters who’d been asking Sanders about Clinton in every last interview started asking Clinton about Sanders.

Coliseum, the senator let loose a few more “whoas” as he scanned the crowd of mostly white faces holding blue and white “Bernie” signs.

“In case you haven’t noticed,” he said, “there are a lot of people here.” He grinned again.

But Sanders’ smile quickly faded. As he launched into an hour-long stump speech, any hint of optimism was supplanted by his dour assessment of modern America.

The economy, he said, was rigged by greedy billionaires more interested in tax breaks than in feeding hungry children.

Republicans held a “warped view of family values” and had “gotten away with murder for too many years.” His opponents would exploit a corrupt political system to defeat him, while a shallow news media treated the democratic process like a popularity contest.

billionaire class has got to end, and we are going to end it for them!” he shouted.

“Ber-nie! Ber-nie! Ber-nie!” the crowd chanted.

No matter how Sanders fares in the nation’s never-ending presidential tryouts, this was the moment his campaign became real. No candidate to date had attracted so many supporters under one roof, as the senator himself triumphantly observed.

“It’s clear to us that there’s something going on out there,” said Jeff Weaver, Sanders’ campaign manager.

The mood had changed entirely since his early days on the campaign trail: Democratic activists were no longer pining for U.S. Sen. Elizabeth Warren of Massachusetts, and a surprising number said they were convinced Sanders could— and should—win.

But with success comes scrutiny. A super PAC allied with third-place Democratic rival Martin O’Malley, the former Maryland governor, had already trained its

sights on Sanders, airing a negative television ad focused on the Vermonter’s mixed record on gun control. And now that Sanders has gotten Clinton’s attention, he’s sure to face incoming fire from perhaps the most formidable campaign apparatus ever assembled by a nonincumbent presidential candidate.

“I think they’re going to recognize that the support for Bernie is real—that in places like Iowa and New Hampshire, he can succeed because he’s got a very powerful message,” Sanders’ senior strategist, Tad Devine, said of the Clintons.

The true test for Sanders is whether he can withstand the scrutiny, scale up his fledgling organization and keep the energy alive.

It’s a long road to the Iowa caucuses next winter and a longer road still to the Democratic National Convention next summer.

But Sanders, a former long-distance runner, has been training for this race all his life. His sneakers are laced—and he’s ready to run.

But do not get deflected from the most important issues facing you, your kids and your parents.” arena the night before, he had lured 600 people to a breakfast speech that morning in Rochester, Minn. Hours earlier, Quinnipiac University had released a new poll showing that he’d more than doubled his support in Iowa in the previous month, from 15 percent to 33 percent. And his own campaign had announced he’d raised an impressive $15 million in his first two months in the race.

Despite the good news, the senator sounded like he had an

ax to grind. He repeatedly ripped into the news media that afternoon during an 80-minute town hall meeting in an auditorium at Iowa Central Community College.

“The media regards politics as either a baseball game or a soap opera,” he said.

Yet the most recent coverage of his ascendant campaign—stories about his family notwithstanding— has been fawning and uncritical.

The national political media has appeared eager to replace the tired storyline of Clintonian dominance.

But Sanders surely understands the cyclical nature of a long presidential nominating contest, and he knows that what goes up must come down.

As Sanders has drawn more and more fans to rallies in Minneapolis, Denver and Portland, Maine, skeptics question whether such support exists outside the nation’s liberal metropolises.

But in the three days Sanders spent crisscrossing the corn belt of rural, western Iowa, excitement was palpable even in the tiniest burgs. When he drove two hours due west from Fort Dodge to Sioux City, the candidate found more than 400 people waiting to see him at Morningside College, a small, liberal arts institution affiliated with the United Methodist Church.

Introducing him that evening was a graduate student named James Johansen, who praised Sanders for daring “to stand up for the LGBT community” decades earlier, when “it was neither safe nor required for him to do [so].

“As a gay man myself who was recently married, I do not take that kind of courage lightly,” he said.

Sanders’ Iowan supporters frequently describe him as consistent and authentic—particularly in comparison to Clinton, whom they see as opportunistic and scripted.

“He seems to be honest and believable,” Steve Harding, a South Dakotan retiree, said outside Morningside College. “He’s a breath of fresh air.”

Inside, Sanders delivered a harsh indictment of conservative social beliefs.

“When the Republicans talk about family values, what they say is that a woman in America should not have the right to control her own body. I strongly disagree.”

Republicans, he continued, “are saying that women are not mature enough to be able to go out and buy the contraceptives they need” and that “same-sex marriage should not be allowed to happen.

“That,” he continued, “is their view of family values.”

Sanders said his idea of family values was to guarantee 12 weeks of paid family and medical leave.

In each of his appearances, that sizzling slice of red meat draws some of the loudest applause. But later in his stump speech, Sanders routinely contradicts himself, arguing that Americans must not let social issues divide them at the expense of economic ones.

“In a democracy, people are gonna have different points of view,” he said as he wrapped up his speech at Morningside College.

“Yes, we may disagree on abortion. Yes, we may disagree on gay rights. Yes, we may disagree on guns. Yes, we may disagree on this issue or on that issue. But do not get deflected from the most important issues facing you, your kids and your parents.”

In his four days of rallies, town meetings and parades, Sanders addressed foreign policy just twice—and only when audience members raised it themselves.

“You haven’t mentioned the Middle East yet,” one woman observed near the end of the question-and-answer period in Sioux City.

Before the woman could pose her question, Sanders dove in.

“Now we are in a moment where we have this horrific, barbaric group called ISIS, and I don’t have to explain to you what they are,” he said. “ISIS must be defeated.

My view is it cannot be the United States alone that defeats ISIS.” Sanders approaches foreign policy much the way he does economic policy. The wealthiest nations, he argues, must pay their fair share. Just swap out the Koch brothers and swap in Saudi Arabia, and you get the gist of it.

In March, when the Saudis called on the United States to deploy combat troops to oppose ISIS, he issued a blistering statement calling the idea offensive and noting that Saudi Arabia “is SANDERS C O N T I N U E D AUGUST 13, 2015

controlled by a multibillion-dollar family.” In Sioux City, he remarked, “You may or may not know, Saudi Arabia has the third largest military budget in the world.”

To destroy ISIS, he argued, “the Muslim nations themselves must lead that effort.

They have got to get their hands dirty.”

His general philosophy—the United States ought to avoid unilateral military engagement whenever possible—mirrors that of many Democratic primary voters. And he’s wise to contrast his opposition to the Iraq War with Clinton’s support for it. But when Sanders faces the former secretary of state on a debate stage this fall, he’ll likely face tougher questions than “Is ISIS bad?”— and he’ll have to answer them.

As in much of western Iowa, the Latino

population has grown significantly in recent years, as immigrants have found work on farms and in processing plants. In Denison, 50 miles south, more than two-fifths of the population is Hispanic.

But when Sanders arrived in Denison later that afternoon to march in its July 3 Independence Day parade, the preponderance of those participating in and observing the festivities were white.

Sanders, who appears to abhor unscripted moments with rabid supporters, milled around awkwardly outside the United Food and Commercial Workers Local 440 union hall, gamely posing for selfies and hopping aboard a vintage John Deere tractor. He kept asking field director Phil Fiermonte for direction, but he didn’t receive any.

“Will you sign the back of my shirt?” asked Peggy Galletley of Lake City.

After assenting to the request, Sanders remarked, “When you’re running for president, you’re asked to do weird things.”

As he waited for the parade to begin, the candidate briefly entertained questions from members of the local media. Lorena López, editor of the Spanish-language newspaper La Prensa, based in western Iowa, was one of them.

“This town is 43.8 [percent] Latino, and it’s a small town,” she said. “Latinos trust in President Obama. Latinos talk a lot today about you. What do you have to offer Latinos?”

Sanders, who has faced criticism from some Latino leaders for failing to focus on their issues, was quick on the draw.

“Well, we are going to fight as hard as we can to pass comprehensive immigration reform,” he said. “The bottom line is we have 11 million undocumented workers in this country, and they deserve a path to citizenship, and I believe that very strongly.”

Then he shifted to more comfortable territory: “When we look at economics in America, what we find is that Latinos and African-Americans are often at the bottom of the line in terms of decent-paying jobs and other aspects of our economy.” For that 28

reason, he argued, providing free college tuition and raising the minimum wage would help Latinos more than most.

After the candidate walked away, López said that her community was paying close attention to Sanders.

“We had a meeting, and they asked me, ‘Is he going to talk about immigration?

Do you think that he just wants our vote and he’s going to forget about us?’” she said. “People are just wondering.”

By the time the parade’s convoy of firetrucks, vintage tractors and a Mustang convertible-riding mayor began chugging down Broadway, only a smattering of residents lined the route. In his traditional parade garb of a button-down shirt, chinos and sneakers, Sanders worked the left side of the road, while his wife worked the right.

“Go get ’em, Bernie!” retired archaeologist Larry Abbott shouted as Sanders walked by a Hy-Vee grocery store.

“Everything I’ve heard him say is just right,” he explained to a reporter. “I just sent in my donation this morning.”

But Abbott’s support might not presage a landslide win. “Since the mid-1960s,

Obama’s the only one I voted for that got elected,” he confessed.

When Sanders announced 2 1/2 months ago that he was running for president, he had just one person on the campaign payroll. “I think it’s fair to say that we did not anticipate the speed with which these large crowds of people would come to the campaign,” said Weaver, Sanders’ campaign manager. “So it’s been a bit of a challenge, but it’s better than the opposite chal-

lenge.”

To the untrained eye, Sanders’ Iowa operation, which includes 27 of the campaign’s now 50 staffers, appeared surprisingly organized.

Volunteers and paid staffers swarmed every event, signing in audience members, handing out envelopes for donations, and marching beside Sanders in parades. Even after he reached the end of the Denison route, many Sanders volunteers kept working the crowd.

The older man looked annoyed by the intrusion but offered, “We hope he beats Hillary.”

“We do, too!” Christiansen replied with a smile.

That night, more than 80 Sanders volunteers

stalked the entrances to Council Bluffs’ MidAmerica Center, 65 miles southeast, as some 2,600 people streamed in. The volunteers would not let audience members pass without extracting their contact information.

“Signing people in is the key,” explained Pete D’Alessandro, a veteran of the Iowa caucuses and Sanders’ state coordinator.

“You’ve gotta grab the names, because 2,600 people in a venue is exciting and it’s energizing and it helps, but you need to grab the actual names of the people who are going to volunteer, who are going to caucus.”

Clinton supporters have suggested that Sanders’ venue-busting hordes won’t necessarily translate to votes.

“Bernie’s huge crowds recall Howard Dean’s in ’04 when he rallied ‘Democratic wing of the Democratic Party,’” former Obama consigliere David Axelrod wrote

on Twitter the morning after the Madison rally. “Dean was impactful, but Kerry won.”

Devine, Sanders’ consultant, disagrees.

“No. 1, by getting these people in-house, by having them attend your events, you can ID them, get contact info and become part of their social networks,” said Devine, himself a veteran of John Kerry’s and Al Gore’s campaigns. “No. 2, I think momentum is something that builds in a campaign, and by demonstrating to people that there’s real momentum in a place like Madison, Wis., I think it generates excitement in Iowa.”

Since Sanders supporter Neil Young called out Donald Trump for playing “Rockin’ in the Free World” at his campaign launch, the song has warmed up the crowd at most Sanders rallies. By the time it blared across the room, every seat in the Mid-America Center was filled.

The crowd skewed younger than at events elsewhere in Iowa, perhaps because it was taking place just across the Missouri River from Omaha, a major college town. Cory Journey, a 20-year-old college student, said he and three friends had traveled 45 minutes from Lincoln, Neb., to hear Sanders speak. He said he’d learned about the event via Facebook.

After a self-identified transgender woman introduced Sanders, the senator took the stage and uttered words that have come to sound familiar.

“This is by far the largest meeting we have done in the state of Iowa,” he said to a roaring crowd.

“Let me begin by telling you something I think other candidates will not do: that is basically the truth.”

And he was off.

Hours before Sanders packed the Mid-America Center, 850 people turned out to see Clinton in Hanover, N.H., a liberal hub key to any Democratic candidate. The former secretary of state seemed to have Sanders in mind when she proclaimed in an outdoor speech at Dartmouth College, “I take a backseat to no one when you look at my record in standing up and fighting for progressive values.”

Asked specifically about Sanders later that day at the Dairy Twirl in Lebanon, N.H., Clinton said she “always knew this was going to be competitive.”

“The bottom line is we have 11 million undocumented workers in this country, and they deserve a path to citizenship, and I believe that very strongly.”

The next day, Clinton was pilloried in the press when two campaign staffers pulled out a rope at a Gorham parade and literally dragged along reporters who came too close to the candidate. Though the incident was surely overblown, it neatly illustrated the frustration national reporters feel about a candidate who largely avoids the press.

Vermont, Sanders attracted more than a few raised eyebrows from Union County residents who lined the streets of Creston.

“Hey! Socialism doesn’t work, buddy!” one man yelled as the senator marched by. “Give it up!”

Sanders looked straight at him, then looked away, his tight smile unchanged.

Most Crestonians appeared more bemused than offended by Sanders’ presence in the parade— and some seemed downright appreciative that he’d taken the time to visit this small town, population 7,887. As Sanders passed a parking lot in which two Confederate flagadorned pickup trucks were parked, Creston High School band director Mike Peters jogged up to Sanders to ask for a selfie. The senator complied.

“Ever since I’ve seen this gentleman on Bill Maher … I’ve started identifying with the things that he likes to do,” Peters said. “He has a vision for what this country needs at this point.”

Later that day, the senator marched in one final parade—in the Des Moines suburb of Waukee.

Thanks to Waukee’s close proximity to the state capital, the Sanders campaign managed to turn out an astounding 130 people to walk with him.

“I agree with everything he stands for, but I’ll probably end up caucusing for Hillary Clinton, because it’s high time we had a woman president. For another thing, she’s highly qualified—perhaps the most qualified. And I think she will beat any Republican they put up against her,” Leonard said.

“Whereas with Bernie, they’re going to throw the socialist label at him,” he said. “And there will be closet talk of his being a Jew. I don’t think he could be elected.”

Sanders’ fired-up fan club clearly felt otherwise. As he marched past the town green and a skyscraper of a grain elevator, they hoisted signs reading “Iowa Bern Stormers” and “End the Corporate Oligarchy.” Several young men wore signs on their backs that said “Bern Unit.”

A young boy in a purple shirt led the pack of Sanders supporters and every few minutes yelled, “When I say ‘president,’ you say ‘Bern!’”

“President!”

“Bern!”

Sanders, who argues vociferously in his stump speech against the deification of politicians, mostly ignored the mob at his heels. He focused instead on greeting and shaking hands with those who appeared receptive.

“Hi. Hello,” he said. “Hi. Hello.

Bernie Sanders. Hi. Hello.”

This was a friendlier crowd than in Creston.

“That’s actually him,” one woman whispered.

“Thanks for coming to Waukee,” another shouted.

By the time he reached Waukee High School, a mile-and-a-half later under a hot sun, the former runner was definitely feeling the burn.

“Oh, my God!” a red-faced and sweaty Sanders exclaimed to his wife.

Whether he was referring to the unending parade route or the number of supporters willing to follow him wasn’t quite clear. But for the first time since he addressed the crowd in Madison, he displayed visible signs of happiness.

“That was fantastic,” he said. Ω

Central Valley Water Board staff propose for adoption a General Order for Discharges of Waste Associated with Medicinal Cannabis Cultivation Activities to mitigate water quality impacts from cannabis cultivation activities on private lands while the Board either develops a more comprehensive regulatory program specific to cannabis cultivation, or fully integrates cannabis cultivators into an existing regulatory program or programs.

The General Order will regulate discharges from medicinal cannabis cultivation operations to waters of the state, which includes both surface and ground waters.

The Central Valley Water Board is seeking public, industry, and agency input on the proposed General Order. Specifically, the Central Valley Water Board is seeking input on the following: Whether the General Order should be adopted in its current form or modified.

If modified, what modifications should be considered.

Any other information or policy comments related to the General Order and the Central Valley Water Board’s process for regulating cannabis cultivation activities.

um, and came of age during the mp3 revolution. Considering his relative youth, some might find his record label’s favored cassette format a step backward, but he explained it’s both a pragmatic and story and aesthetic choice for the photo by Ken Smith do-it-yourself devotee.

“It’s the poor man’s kens@ analog,” Claibourn said newsreview.com during a recent interview in his apartment Xerox records near downtown Chico, xeroxrecords the living room floor of hc.bandcamp.com which was three-quarters covered with neatly arranged boxes of cassettes and stacks of fliers for upcoming shows. “It’s affordable, it’s a physical copy, and you have to enjoy it solely through the packaging it comes in ... you can’t rip it onto your computer and upload it to your iPod. You have to enjoy it the way it was intended to be enjoyed.”

Claibourn’s been playing in bands since his teenage years in Redding and, as the defacto leader of a gaggle of hardcore-loving young Nor Cal punks called The Jefferson Crew, helps put on shows and release recordings by that group’s myriad projects.

He started Xerox in 2011, and began

increasing production when he moved to Chico two years ago, putting out about six tapes a year by bands from Chico, Redding and farther-flung regions (e.g., Eugene, Ore., band Meat Head).

“For the first one, my band Scared to Death decided we wanted to do a tape instead of a CDR,” he explained. “They were all dubbed on boom boxes with photocopied inserts, so in keeping with punk traditions we decided to steal the name Xerox. The way we’ve always done them is with a Xerox machine, using colored paper for the color effect, and dubbing them by hand.”

That is, until the latest few releases.

Xerox now outsources “large” (by Claibourn’s standards) runs of 50 or more to an out-of-state cassette processing plant.

And the packaging for Criminal Wave’s Rural Savages and Tri-Lateral Dirts Commission’s Kurmudgeon Ghetto— two of the label’s latest releases—wasn’t actually photocopied, and included fullcolor photographs. Claibourn chalks the changes up to evolution, grabbing a handful of tapes spanning the label’s history to illustrate the shift from Unabomber-style to swap-meet quality.

All releases are available as mp3 downloads as well.

In addition to handcrafting cassettes and selling them at local punk shows or on tour, Claibourn also recorded many of Xerox’s releases himself at his own Get Up and Go recording studio. And where

is his studio located?

“Well, that’s kind of the [joke] in the name, y’know? It’s wherever I can set stuff up ... sometimes it’s at [Jefferson Crew house venue] the Basement of Frustration, sometimes it’s in my parents’ garage,” he said, laughing.

“I’m hoping my parents’ garage becomes a more permanent location, that maybe they’ll let me start building some shit.”

Claibourn also hopes to keep growing the label slowly and steadily, but keep it mostly limited to bands he knows and loves personally. (“That’s all we have the budget to do anyway.”) He’s also toying with the idea of a few re-releases, which he mentions when asked if he has a favorite Xerox release.

“The Ripped to Shreds demo, probably,” he said. “It was a one-off project, some thrashcore band a friend and I started and enlisted some of the younger kids in the scene to play with. It’s 11 songs in five minutes with no breaks or anything. We did that recording and were only a band for maybe two months, and it was just chaotic and fun.

It’s also where a lot of the connections I have to close friends and current bands started. “[That recording] embodies everything I like doing ... starting projects and just slapping things together, writing a few good songs and photocopying some shit.” Ω

I thought of it one afternoon and made the Facebook page by nighttime. I’m very impatient when it comes to writing and recording.

I think the one-day concept keeps me from overthinking songwriting, making it a more fluid process. I’m glad others seem to be getting a lot out of it as well.”

Indeed, they are. And they’re putting a lot into it as well. The members of the club’s Facebook group—a wide range of young and old Chico-area musicians—have stepped up to the regular challenges, issued every couple weeks

or so, and produced seven albums’ worth of material on the various themes (plus one album of the artists covering one another’s tunes).

In chronological order, the topics/ albums (available for download at 1daysongclub.bandcamp.com) are: Future, Food, Party, Animals, Youth, Found Sound and Spooky.

Considering that the Future collection was published on May 9 and the latest, Spooky, became available on Aug. 9, that is a lot of original local music being written, recorded and distributed in a very short time.

Which is exactly what Bone hoped would be the case when he issued the first invitations to participate.

“The objective [of the project] is to spark creativity,” he said.

“Choices when creating art are infinite and intimidating, but when you have a specified topic and a designated time limit, it can narrow your choices and help [stimulate the creative process] immensely.”

Digging into the albums at random, the consistency of tone within the variety of styles employed to address a wide range of topics is striking. Affordable digital recorders have replaced the boom boxes and four-track cassette decks of yesteryear’s lo-fi recording revolution, and keyboards with built-in drum

Tape-hiss is a thing of the past, and vocal and instrumental clarity—with and without digital reverb—is sharper than ever.

Bone says, “I take time to order the songs in a way that makes sense as a cohesive album, which is one of my favorite parts of the process.” He works each album the same way, providing a thread through the project as a whole.

Opening up Future, “Suture Future” by Braden Young (of Hello Biplane), has a science-fiction meets rock ’n’ roll theme that suits the entire project. And closing out the latest release, Spooky, “I Dream of Genocide” by Tim Goodwin evokes the theme via layered keyboards presided over by eerie, chiming notes that could emanate from a haunted ice-cream truck.

The 14-song Party collection, Bone’s self-confessed “favorite,” probably won’t inspire much ecstatic dancing or unrestrained laughter, but as an exploration of a group of artists’ expressions of how they feel about parties or partying, it’s pretty interesting. Starting off with Bone’s lighthearted “Suburb Party,” the collection descends quickly into Kelly Brown and Elliot Maldonado’s super-downbeat “What Are We Even Doing Here????,” and hits similar depths of alienation and ambivalence with Josh Hegg’s instrumental “Sad Clown Gets the Last Laugh” and Mad Bob Howard’s “Everybody’s Happy,” a queasy piano rollick with such jolly lines as, “I’m like an overworked elf on Christmas Eve—everybody’s happy but me.”

All in all, the project gives a glimpse into the fascinating and nearly infinite possibilities opened up by collaborating, the availability of affordable technology for recording, and the instantaneous distribution of music. It’s a freefor-all new world, well worth listening in on and maybe even jumping on board. □

Terms like “sacred,” “spiritual” and “cosmic” are too often applied to any New Age gibberish with a flute, or synth-andbass rave music made for teenagers on heavy drugs, but for Lulacruza, those descriptions actually apply. nfinitely Polar Bear has special appeal in a number of respects: a charmingly paradoxical performance from Mark Ruffalo, some challenging subject matter (a mixed-race family, mental illness, social prejudice, etc.), role reversals in a deeply trouby bled marriage, some sharply observed Juan-Carlos glimpses of patrician New England Selznick in decline, a quirky comedy/drama with wildly varied touches of sitcom on the one hand and psychodrama on the other.

enterprise even as some of its best possibilities stumble or come to naught.

Perhaps the key element of this movie is that it is writer-director Maya Forbes’ fictionalized account of her own family’s struggles. Cam Stuart (Ruffalo) and Maggie Stuart (Zoe Soldana) are based on her own parents, while Amelia (Imogene Wolodarsky, the director’s own daughter) and Faith (Ashley Aufderheide) are based on Forbes and her younger sister China (who has gained some real-life fame as a lead singer with Pink Martini).

Because of all those family connections, Infinitely Polar Bear is perhaps best seen as an offbeat sort of memoir powered in part by a daringly brash sentimentality. Her family’s story may sound ripe for some kind of scenery-chewing soap opera, but what Forbes gives us instead is a set of memory visions, some stark, some almost idyllic, and all (more or less) from the kids’ point of view.

What comes with that is a greater emphasis on the energies of survival, as individuals and as a family, than on the small multitude of conflicts that very nearly drives them irrevocably apart. And so I’d say the film is more impressionistic than realistic, more an expression of love than a tell-all exposé, let alone a family tragedy.

But don’t let me make this sound better than it really is. Ruffalo’s rough-and-tender performance and the centrality of the daughters’ much-tested relationship with their father leave the movie with a glaring imbalance. It’s a four-character story, and we really ought to know more about how Maggie, Amelia and Faith navigated all those crises, large and small. And the full story of that extraordinarily durable marriage, Cam and Maggie, cries out for a fuller telling as well. □

Marvel reboots the Fantastic Four franchise again, bringing in a new crop of actors to tell the origin story of the superhero team that uses its powers of stretching, blazing fire, turning invisible and smashing about as a giant chunk of rock to fight the evil Dr. Doom. Mission: Impossible—Rogue Nation

For me, the newest Mission: Impossible is mostly a matter of comedy and digitally enhanced ballet. The whiplash storylines and convoluted plotting, with all those double agents and secret espionage schemes, are little more than a pretext for the spectacular carnival of outlandish action sequences that writer/director Christopher McQuarrie and producer/star Tom Cruise have concocted for this fifth entry in the Impossible franchise. Cruise is once again full of zest and bounce in the role of the central hero. With his mysterious hint of a grin and a body seemingly lined with invisible shock absorbers, he serves mainly as a live-wire action figure in this hyper kinetically animated cartoon of an adventure. The action is indeed quite lively, but very little of it feels like genuine live action. The “rogue nation” of the title seems to be something called The Syndicate, which is characterized in the film as an inversion or perhaps a perversion or maybe just a pathologically jealous rival of the Impossible Missions Force. The tracks of several reallife “rogue nations” seem plenty evident all over this movie, but McQuarrie/Cruise

Mr. Holmes

It’s 1947 and the aged great detective has long since left sleuthing behind.

He’s living in semi-solitude in a large country house and he’s trying to write an account of an unexpectedly complicated encounter with a mysterious woman on a long-ago case that still haunts him. Slippages in Holmes’ memories add urgency and suspense to his authorial efforts, and the story itself is a time-shifting mosaic of episodes and character connections. He’s become a devoted beekeeper in retirement and he tries to pass on what he’s learned in that realm to young Roger (Milo Parker), the bright and eager son of Holmes’ rather haughty housemaid, the widowed Mrs. Munro (Laura Linney). Flashbacks fill out the other major story strands: Holmes’ labyrinthian involvement with the mysterious Mrs. Kelmot (Hattie Morahan); and a voyage to Japan. The various shivers of nostalgia for a bucolic past get thoroughly chastened by references to the calamities of two world wars (including especially the bombing of Hiroshima) and by the darker shadings of fine performances by McKellen and Linney. Henri empties the fridge for the perfect summer salad From time to time, Henri receives fan mail. Here’s an email—and my response—that’s perfect for the summer weather.

Dear Henri: My friend and I love Chico summers. We love to walk over to the Pageant Theatre and then afterward downtown for a cappuccino or over to by Henri Bourride Shubert’s for an ice cream on the h enri@ benches on the newsrev iew.c om sidewalk outside.

Sometimes we end up at One-Mile, cooling off in the pool before heading home to bed.

We also adore your little column (although we do feel that the heading “Chow” is an affront to your culinary dignity and discretion) and over the past year we have reproduced, quite successfully, we think, many of your recipes. However, with summer upon us, we’re finding ourselves wanting to cook less and fantasizing about nice, light, cool summer salads that we could prepare quickly, before heading out for the evening. At the same time, our refrigerator’s packed with leftovers—pasta, rice, vegetables. Do you have a recipe for a quick summer salad that might put some of it to use?

By the way, we think we saw you at Shubert’s last Saturday night. You were wearing Bermuda shorts and Argyle socks with Teva sandals and eating a double scoop of what looked like Chico Mint, and reading a Liza Minnelli biography. It sounded like Edith Piaf

coming from your headphones.

—Michael R. Dear Michael: Merci for your note, and I know exactly what you mean: Sometimes a quick, light salad is the best thing before a summer evening out. When it’s 95 degrees, the last thing you want to do is heat up your kitchen with a hot oven or stove. You’ll be happy to know that I have a fail-safe method for the salade été parfait.

Note: The following should be used as loose guidelines only, as long as you include the key ingredients: the leftover cooked grain (cold), the veggies and the vinaigrette dressing. Other than that, use whatever else you have on hand and whatever sounds like it would work—and in virtually whatever amounts. I don’t think I’ve ever made this salad the same way twice, and it always comes out très bon.

Scoop several cups of the leftover cooked grain into a large mixing bowl. Henri’s favorite is couscous, but rice or bulgar works well also, as do some small pastas, such as orzo. Mix in 3 to 6 tablespoons of balsamic vinegar and let sit for a half hour or so. (Note: You can also simply cook the grain earlier in the day and then refrigerate until you prepare the salad.)

Add about 1/4 cup of sun-dried tomatoes, chopped fine, and any or all of the following: sliced artichoke hearts (one jar), chopped roasted bell peppers (1/4 cup) and capers (a couple of tablespoons).

If desired, add chopped leftover meat (chicken, beef, lamb, pork).

Add any or all of the following fresh vegetables, diced: red onions, green onions, carrots, celery, green beans (boiled for four minutes), zucchini and bell pepper (green, red, yellow or orange).

Add whatever fresh herbs you have on hand, including basil (first choice), mint (second), oregano, thyme and parsley.

Add toasted nuts (preferably pine nuts or sliced or slivered almonds).

Add 1/2 cup grated Parmesan cheese.

In a small jar (with lid), make a vinaigrette dressing with two parts olive oil, one part vinegar (or try using half vinegar, half lemon juice), two or three cloves of pressed garlic and one tablespoon Dijon mustard.

Toss all salad ingredients, dress with vinaigrette.

This salad, like a good lasagna or winter stew, will keep in your refrigerator for several days and just gets better and better as the ingredients interact with each other. It should be the perfect meal before a summer evening on the town in Chico.

Heart Nouveau MaMuse self-released Want to start your day off on a high note? Put Chico favorite MaMuse’s latest album, Heart Nouveau, on your player, and soon enough you’ll be dancing around the house with a big smile on your face, in love with everyone and everything. This is Sarah Nutting and Karisha Longaker’s best work since All the Way, their debut release, with its two wonderful gospel-infused tunes, “Hallelujah” and “Glorious.” Many of the songs on this delightful album are just as good or better, thanks to moving lyrics and the duo’s celestial harmonies, and several are enhanced by contributions from the likes of Joe Craven, vocalist Molly Hartwell and other “friends” who join percussionist Mike Wofchuck in filling out the sound with piano and organ, double bass, guitar and a brass section. The brass (tuba, trombone and trumpet) brings a touch of New Orleans to the terrific “Great Spirit’s Hands,” whose lyrics are representative of MaMuse’s urge to spiritually uplift: “Life is short and it’s our duty to shake it up while we can, to be worn ragged, to be used up by Great Spirit’s hands, by Great Spirit’s hands.”

If You Think It’s Hot in Here Mike Henderson Band Ellersoul Records After a brief foray into bluegrass, Nashville guitarist Mike Henderson has come back to the blues, which makes this CD a worthy companion to his 1990s releases on the Dead Reckoning label—First Blood (all killer, no filler) and Thicker Than Water—with his band, The Bluebloods. Featured here is a brace of Hound Dog Taylor songs, one of which—“Send You Back to Georgia” with pianist Kevin McKendree giving the 88s a serious workout—jumps out at you with as much energy as Taylor’s “Give Me Back My Wig” on First Blood.

Henderson is an outstanding guitarist and his atmospheric “standard” guitar sound comes to the fore on his rubato intro to Robert Johnson’s “If I Had Possession,” on the relaxed title track, and on Sonny Boy Williamson’s “Unseen Eye,” another cautionary tale from one of the blues’ most innovative songwriters. But it’s his slide guitar work that keeps me coming back, especially on the rocking roadhouse version of “Matchbox [Blues].” Great work throughout by McKendree, bassist Michael Rhodes and drummer Pat O’Connor. As an encore, Henderson duets on harmonica with McKendree on a slow blues.

Gritty and somber one moment, lively and euphoric the next, the Turnpike Troubadours’ mash-up of country, rock, Americana and bluegrass is a rollercoaster ride. Evan Felker’s swaggering, slightly gravelly vocals entrance you whether he’s crooning to a wayward lover on the raucous “Doreen,” or waltzing through a hip-shaking roadhouse rocker about a woman whose presence is “going to wreck this town” (“The Mercury”).

And if the record doesn’t grab you with its melodic country tracks, the blues-tinged rock of “Down Here,” with its theme of picking oneself up after a fall from grace, likely will. Failing that, the morose electric guitar ballad “Fall Out of Love” provides a fresh take on how to deal with having your heart broken. After all the album’s ups and downs, it ends on a high note with the bluegrass-rock number “Bossier City,” featuring crazy guitars and funky violin throughout. Damn, if it isn’t a party from start to finish. Turnpike Troubadours is one hell of a show.

good hAir dAy I’ve had basically the same haircut for my entire adult life.

Derived from some British/new-wave paradigm I dreamed up in high school, my style has always been to keep the sides and back short and the top long (with the length varying greatly—from Morrissey to Thurston Moore— and parted to one side. “Wedge-head” is what the jocks in high school called it. Barbers have called it everything from The Collegiate to a “skater cut,” but despite the predictability of my taste, very few have been able to get it just right. Of the dozens of barbers and stylists I’ve sat for, only a handful have cut my fat head perfectly. When it has come together, it’s been a huge surprise. So, with that said, I have to give a huge shout out to my current guy, Ricardo Mojica, over at the new Chico’s Barbershop downtown (162 E. Third St., 487-7373), who just gave The Morrissey me probably the best haircut of my life. I can’t stop looking at myself! Arts DEVO highly recommends the man and the clean, stylish new shop, with six barbers—Eberardo, Sage, Javi, George, Franco and Ricardo—cutting at six very busy chairs.

Staring up at the poster hanging on my office wall, I can see that it was 20 years ago, Aug. 17-20, 1995, that Mrs. dEVo, our friend Conrad nystrom and I hosted a four-day indie rock fest featuring some of the coolest bands from the Western U.S. and beyond (s.F. seals, Versus, The new Bad Things, PEE, Baboon, KaRP, Mecca normal, Knapsack, Track star), including some of my personal all-time favorite Chico crews (death star, Land of the Wee Beasties, Uncle Rosco, Mid-Fi, Harvester, Trench).

Everything I’ve done with music in Chico grew from that moment. So much great music, so many friendships, so much debt and one giant badge of honor for a group of snobby indie kids in a song written by a spurned Mother Hips band: “I wanna be a Superwinner, too.”

re “green” homes worth more? Two professors, Nils Kok of UC Berkeley and Matthew E. Kahn of UCLA, did a study to find out. They reported, “To empirically test this hypothesis, we related the logarithm of the transaction price to the hedonic characteristics of singlefamily homes, controlling precisely for the variations...”

Translation: the answer is yes. Green homes sell for 9% more than regular homes in California. “Green” means a home labeled as LEED, Energy Star or GreenPoint Rated.

Green homes have benefits beyond energy cost savings, they report, such as more stable indoor temperatures and healthier indoor air quality. LEED and GreenPoint Rated homes also feature efficient water use, sustainable non-toxic building materials, and other attributes that reduce impact on the environment.

After the good professors determined green homes are indeed worth more, they asked themselves: “What factors influence the value homebuyers place on green or energy efficient homes?”

The professors found that the premium paid for a home with a green label varies from region to region in California, and is highest in the areas with hotter climates because the green label means big cost savings in the cooling of a home.

Our region certainly has a hotter climate, but local builders tell me Northstate buyers are willing to pay only about 1% higher for the green label.

One builder said, “It costs more, but I’m going to keep adding green features. Tell the buyers that green is worth more green!”
