Dying is an inevitability. How we live until then is a more difficult conundrum.

The shock of a terminal diagnosis stops us in our tracks; how do we do the things most important, express forgiveness and appreciation, and say goodbye to those closest to us?

One possibility is the “end-of-life choices” law. It’s the one that led Brittany Maynard to Oregon, and four other states by have similar legislation. It’s also now Rich Briggs proposed in the California Legislature.

clients in their homes. Bereavement support is available for a year after death for loved ones. While essential in the final days of life at home, hospice is available for at least six months before an anticipated death. Unfortunately, hospice is often underutilized due to fear and misconception.

Can we make life tolerable? Remarkably.

We see people grow and experience the richness and love that come from the challenges and intimacy of receiving and providing care during the dying process. Care is both human and humane; that process of transformation, which initially may not seem possible, quite often occurs.

While the right to self-determination is a mainstay of our society, it is important not to overlook our obligation to care for one another, especially in such difficult circumstances. These are not mutually exclusive.

Studies have shown both palliative care and hospice become more accessible and better utilized as we openly discuss and debate end-of-life options. Both can make for a better way to die.

In the words of modern hospice founder Dame Cicely Saunders: “You matter because you are you. You matter to the last moment of your life, and we will do all we can not only to help you die peacefully, but also to live until you die.” Ω

member panel’s priorities. At the top of that list is public safety.

That’s why it’s interesting that the council will be voting on a “tentative agreement” with the Chico Police Officers’Association on a three-year contract that in no way makes Chico a safer place to live and work.

See, to do that, our representatives would have to find a way to hire many more police officers. Yet, what they may put into place next Tuesday (March 31) will only further encumber the city’s operating budget, the lion’s share of which already goes to funding public safety, by padding officers’ already overstuffed wallets.

In other words, this is a deal that benefits the union’s members, not the community.

Of course, CPOA leaders argue that the salary increases will help attract and retain officers. What they fail to mention is that the city doesn’t have the funding to hire as many officers as the community needs because of the salary and benefits packages CPOA’s members have received over the last decade, including during the Great Recession.

The fact is, Chico’s police officers are compensated quite generously, especially when their “Cadillac” benefits packages and overtime are factored into the equation. Case in point: The police department just hired three new officers who came to the city from other California law enforcement agencies that pay much less money and thus cannot compete with Chico’s high wages.

One of them came from the Butte County Sheriff’s Office, where the average salary is $15,000 lower than in Chico, according to a city human resources report. Does the CPOA expect us to believe that Chico police officers deserve to make 21 percent more than their county colleagues who live here and work on the outskirts of the city?

But gaining a full stable of officers isn’t the union’s true objective. That would cut into the overtime pay current employees count on to pad their already generous salaries.

If the council and CPOA were really interested in fully staffing the Chico Police Department, they would come up with other recruitment and retention incentives, such as signing bonuses for new employees and reasonable merit raises for existing ones.

The CPOA’s leaders have mastered the art of propaganda over the past couple of years. Let’s not forget that this is the organization that spent money on billboards decrying that “The gangs are hiring, why aren’t we?” The union’s rhetoric came during the most difficult time in the city’s history, when other departments suffered massive layoffs and reorganizations.

The taxpayers, who, incidentally, know all about making sacrifices, are the biggest losers in this scenario. They’ve watched as city services have crumbled; streets fallen into disrepair; access to public parks reduced; a backup at City Hall due to plummeted staffing levels.

This contract will only be a hindrance to the city returning to even a shadow of its former self. Nonetheless, it’s likely to be approved.

After all, CPOA leadership has found a friend in Councilman Sean Morgan, and it’s very likely—based on the union’s endorsements during the general election and the money it contributed to right-leaning political action committees—that the other three conservatives also will cater to the cops.

True fiscal conservatives would send the CPOA and city leaders back to the drawing board. They would be concerned that a proposed $1.5 million bump in funding that the three-year contract will result in is too risky given the prediction of another recession. They would realize that any further employee expenses are on top of the existing 7 percent to 8 percent annual increases in employee costs.

In short, they would do what they were elected to do by standing up to the union and holding the line on the only expenditure that will lead to true fiscal solvency. Ω

Money talks I may have gotten a little overzealous last week when I announced that the CN&R has launched a nonprofit arm in collaboration with the North Valley Community Foundation to fund local investigative reporting. My entire column was dedicated to explaining what the Chico News & Review Foundation is all about. I also took to the neighboring editorial space to convey the concept and to let readers know how they could contribute to the cause.

But this is a big deal. I was excited. So sue me.

I mean, how many other local media are doing anything this groundbreaking? None. And our communities need it. We need someone looking closer at public officials and the policy they set. We need someone finding the conflicts of interest and cronyism occurring in our backyard. We need a person going beyond the surface level on the societal issues plaguing our neighborhoods.

It took more words than I thought to relay how completely awesome the initiative stands to be once the community has a full-time watchdog sniffing around the local public sector—municipalities, county government, institutions of education, both higher and K-12.

A lot of folks understand this, and we’re already getting support for the project. But this is an ambitious one, and it’s going to take many months of me convincing you, dear readers, to turn out your pockets. The CN&R is serious about making this vision a reality, which is why we are kicking in some serious cash to get things started. Speaking of big money, next Tuesday evening (March 31) the Chico City Council is going to vote on the long-awaited contract with the Chico Police Officers’ Association, the city’s most powerful employee union.

If you go to a single meeting this year, this is the one to attend. There, you’ll see a gallery filled with “blue shirts,” local cops who will attempt to be an imposing force. It would be nice to see the chambers full of people who pay their salaries, especially those who voted in a conservative majority, representatives who have claimed they have the stuff it takes to make the tough decisions that will solve the city’s financial troubles.

But the pending contract with the CPOA most certainly is an obstacle to that.

The plan is actually going to cost the city an additional $1.5 million over the life of the contract. You read that correctly. A municipality that’s still millions in the red just came to a “tentative agreement” that includes yearly raises that will further strain city coffers. The City Council knows this. I’m looking forward to hearing the spin from the dais of those who vote in favor of this irresponsible and unsustainable contract. You should go, too, and watch them squirm.

Re “On hens and hypocrites” (Letters, by Patrick Newman, March 19): The oftentimes utilized punctuation of Man Who Dances With Quotation Marks has dramatically shifted to He Who Employs Dashes Like Jack Rabbit. This ambiguous compositional effort to fuse three disparate fragments of contemporary life has so confounded any ambition in me to go on living—that anything I have ever done could be so rhetorically connected in this breezy manner surprises me I have got this far.

My choices are: death by vehicle emissions (unless death by deaf occurs first), a nice working-class guilt-free Happy Meal (after all, it is my last), or death by “tablecloth”—and all that infers. What say you, Prospero? Whether ’tis nobler in the mind to suffer the slings and arrows of outrageous fortune or to take arms against a sea of troubles, and by opposing, end them? Cock-a-doodle-doo!

Remembering Rick Rees Re “Nice people,” Second & Flume, by Melissa Daugherty, March 12): I certainly agree with CN&R Editor Melissa Daugherty’s very nice comments about Rick Rees. He was a remarkable professional, a good friend and a lovely person. Rick passed away suddenly and this community will miss all his qualities and giving. But most of all we feel for his children and family, whose grief is deep.

I was fortunate to know and work with Rick for many years, first at CAVE, and also in many community activities. I would ask all who knew him, or were touched by his work at the university or in the community, to attend the service for Rick on Saturday (March 28) at 2 p.m. at the California Park Lakeside Pavilion.

It is a time to thank him and show our support for his family.

Two on the commentary Re “Death to the race card” (Guest comment, by Mazi Noble, March 19): Last week, Mazi Noble wrote about racism.

Years before he was born, my wife and I were in the Bay Area, working against discrimination in housing and hiring. The election of Barack Obama has brought a flood of ugly racism to the surface. I write about it now as did when I was 20 years old. I’m an old white guy. Calling out the abundant racism I see has earned me hate mail, mostly from people of my demographic.

When Mr. Noble wrote, “I’m sorry, white people, but your free speech rights do not trump my right to feel safe …” and when he wrote that the racist chanting of those Oklahoma frat boys “illustrates how white people talk about blacks in their ‘safe’ groups,” he is indulging in the very racism he deplores.

First of all, we are raised and influenced by parents, schools, peer pressure, co-workers. We usually see what we want to see, or expect to see. This young man is no different. Personally, President Obama and Eric Holder have cried racism so much over these years that all it means to most is an excuse card for covering up lies, failures and anti-social acts and crimes.

Working at a local retailer, I have seen many black people cite racism to keep from being fired or forced to work certain shifts or to stop working in a certain section.

The left will cite racism over the lynch promotion when everyone knows her own party is holding up a bill that’s stopping her.

Recent arrests include people resisting the law or engaged in crimes. When refusing an arrest, it will always be rough. This young fellow should take his five or six examples of racist actions in this area and ask people of Biggs or Paradise or Orland if they agree?

The problem would be to him that these people were naturally racist, which affects their answers. In short, he can’t see anything else.

Most likely, he does not want to.

Re “Full-time watchdogging” (Second & Flume, by Melissa Daugherty) and “A new model” (Editorial, March 19): I just donated to the new CN&R Foundation to fund indepth investigation of local matters, such as police and fire salaries and benefits and other issues such as homelessness. What I hope for is to see actual hard-core investigation into these matters.

For instance, I would like to see the practice of public employee unions donating to the very people who make their salary and benefit decisions challenged in a very confrontational manner so as to cause such a conflict-of-interest relationship to be deemed illegal, as it should be. Perhaps the idea of allowing cities and counties to set

aside any previously agreed upon benefit packages, which are breaking our communities’ backs due to these conflicts of interests, could be explored.

I don’t want to see any more bleeding-heart homelessness articles. I want to see why so many people are sponging off of the disability system that we can’t afford to take care of the truly mentally ill. I want to know how much money is spent locally on our drug war and how it could be better spent and why the police/prison organizations openly oppose any change to their failed drug policy whatsoever.

Note to fracturing opponents Anti-fracking activists can rest easily, since they’ve already won.

There will be no fracking in Butte County. Ever. Congratulations.

Fracking safely occurs nationwide, including places like environmentally sensitive, ultra-liberal Santa Barbara County, where a similar election proposal in November to ban fracking was defeated 63 percent to 37 percent.

But fracking won’t safely occur in Butte County. Fracking won’t unsafely occur in Butte County.

Fracking simply won’t occur.

There’s a very simple reason: There’s nothing to frack. No oil or natural gas is under our feet. Scientists have stated this simple fact repeatedly, but the self-righteous preservers of “health, safety and quality of life for everyone in this area” obviously don’t care about science.

Science is meaningless compared with the opportunity to be a moral preener. So in a quest to make some sort of smug state-

ment, environmentalists have caused the county supervisors to waste countless hours of their time, and expense of legal counsel, knowing that even if the proposal passed, it would invite lawsuits from energy companies. So, to the science-denying anti-frackers: Get off my lawn. And take your antifracking yard signs with you.

MAN PLEAS IN 7-ELEVEN KILLING

Joshua Epstein recently appeared in Butte County Superior Court to enter a nocontest plea to one count of voluntary manslaughter in the stabbing death of a man outside of 7-Eleven in downtown Chico last August.

According to a press release from District Attorney Mike Ramsey, Epstein, 29, and 44-year-old Randell Sexton of Santa Barbara began an argument inside the convenience store that continued into the parking lot. As the fight turned physical, Epstein’s girlfriend, Stephanie Vogel, allegedly intervened.

Video surveillance footage reportedly shows Sexton slapping Vogel, followed by Epstein stabbing Sexton once in the chest.

The release notes that a voluntary manslaughter charge “occurs when a person kills another without lawful justification but under the mistaken belief that [defending] another is necessary. … Epstein was not justified in stabbing Sexton in defense of Ms. Vogel, as she was capable of defending herself.”

Epstein will be sentenced May 15 and faces up to 11 years in state prison. Vogel has a felony charge for hitting Sexton with her skateboard and is set for trial Monday (March 30).

ZINGG’S REPLACEMENT NAMED

A temporary replacement for Chico State President Paul Zingg, who is out on medical leave following heart surgery on March 15, has been named. California State University Chancellor Timothy White appointed Rollin Richmond to take over Zingg’s seat until his return. Richmond, 70, served as Humboldt State’s president from 2002 to 2014. Zingg, 69, has presided at Chico State since 2004.

Zingg’s heart surgery, which happened one day before spring break, came with no prior announcement and there’s been no estimate as to when he’ll return.

“I have the utmost confidence in Rollin to work with the faculty, staff, students and community to continue to advance the work of the university while Paul is recuperating,” White said in a press release.

HOMICIDE VICTIM IDENTIFIED

The body of a woman found in west Chico March 16 has been identified by the Butte County Sheriff’s Office as 55-year-old Cass Edison (pictured) of Chico. Her death was declared a homicide and Christopher Warren Swihart Sr., 49, remains in custody after turning himself over to authorities at a local attorney’s office on March 18. He’s being held on a charge of murder, to which he is scheduled to enter a plea Thursday (March 26). Edison and Swihart reportedly knew each other.

Edison was a freelance reporter and owner of the now-defunct North Valley Business News. She had an impressive résumé, including an extensive education, but acquaintances say she’d fallen on hard times. Swihart has a court record that includes two convictions for domestic violence.

Both subjects were raised by Mayor Mark Sorensen during the last City Council meeting as the panel deliberated who should be responsible for hiring lifeguards at One-Mile’s Sycamore Pool—the city or Chico Area Recreation District. (The council approved transferring those services to CARD.) A staff report presented by Ruben Martinez, director of public works, estimated the switch would save the city about $6,000 and suggested directing those savings toward increasing park ranger hours.

Sorensen indicated he’d like staff to consider using the money for alternative purposes— specifically, unlocking the gates in Upper and Lower parks.

“It drives me stark-raving nuts to ride my bike through One-Mile and see people fighting for street parking,” he said. He added that there’s no lack of park users who would readily volunteer to “unlock the blasted gate.”

The mayor then spoke of another long-standing access issue—repairing Upper Park Road

and opening the gate near the diversion dam above Bear Hole. Sorensen speculated that it wouldn’t take much work to make it drivable.

“We could take a couple farm boys, a five-yard dump truck and a front-loader, and we could have it done in a day, in terms of fixing the deep ruts,” he said.

Sorensen’s subsequent request for city staff to explore unlocking both gates received support from Councilwoman Tami Ritter, who stressed that “if those savings are realized, I’d really like to see the gates at Lower Park opened.”

welcomes any talk from city leaders about opening the gate at the diversion dam in Upper Park. During a recent interview, the fisherman opened a California Freshwater Sport Fishing Regulations book and pointed to special guidelines for the section of Big Chico Creek upstream of Bear Hole.

“There’s a fishing season going on right now,” he said. “But it’s impossible to get there.”

For nearly a decade, Laurie has bombarded past and present city staff and council members with his photos and written accounts of Upper Park Road’s deteriorating condition and lack of upkeep.

“I don’t think I’m too much of a wingnut; it’s a reasonable access issue,” he said. “A lot of people won’t speak up

because they’re so angry with the city for keeping the park locked. But I’m excited that Mark Sorensen and Tami Ritter seem to be paying attention.”

The city’s website says the gate at the diversion dam is “closed until further notice due to road damage.” Meanwhile, the gate at the entrance to Upper Park Road, near Horseshoe Lake, is closed Sunday through Thursday. Of course, people on foot, bicycle and horseback can bypass both gates. Only motorized vehicles are obstructed.

The gate at the diversion dam has been closed since November 2013, said Dan Efseaff, Chico’s parks and natural resources manager. Prior to that, the rough dirt road beyond was accessible May through October and closed during winter months. (The city used that closure period to conduct maintenance.)

But heavy rainfall that November accelerated erosion, washing away much of the soil and gravel from the road’s surface. “Now it’s down to bedrock,” Efseaff said.

When the city closed the gate that fall, most believed it would open again the next spring.

“We thought it would be a temporary measure to do some grading and bring in gravel,” Efseaff said, “but we just didn’t have the budget for it. What’s kind of interesting is that, after we closed the gate, somebody broke the lock, and of the three cars that went up there, one

was disabled and had to be towed out.

That was a pretty good indication that it isn’t a safe situation for vehicles.”

Somewhat contrary to Sorensen’s assertion that one day’s worth of elbow grease would make Upper Park Road passable, Efseaff is advocating for a more long-term approach. As it is, any gravel brought in to resurface the road would wash away, he said, because a couple dozen damaged or blocked culverts currently prevent adequate drainage.

Because of that, Efseaff is requesting funding for a full redesign of Upper Park Road in the city’s budget for next fiscal year. He believes that a survey and significant engineering improvements to bring the road up to U.S. Forest Service standards would ultimately save money for the city through reduced maintenance costs.

“That would be a far better approach—making sure the gravel we put in there doesn’t wash away because the culverts are blocked up, or need to be replaced or repaired,” he said.

It’s difficult to estimate the potential cost of such a project before a survey is conducted, Efseaff said, but the assessment itself could run $25,000 to $50,000.

He hopes to recruit Chico State students as volunteers to offset that cost.

“I know the budget’s tight,” he said, “but if we got the funding we could start the work.”

Sycamore Pool is another matter. Along with a few other entrances to Lower Park, it’s been closed Monday through Thursday for over a year, which is particularly frustrating for people who want to park their vehicles at One-Mile. After all, motorists can’t access the park from that point. (Again, people can walk or ride around the gate.)

That’s been the status since the summer of 2013, when former City Manager Brian Nakamura’s sweeping reorganization of City Hall cut the Park Division maintenance crew in half, to just four workers, Efseaff said. Given those limited resources, Park Division staff has focused on preparing Bidwell Park for peak use on weekends.

“There are probably more people who clean the bathrooms in City Hall than we have for a park that has close to 2 million visits every year,” Efseaff said.

But that won’t stop the city from unlocking that gate soon, Martinez told the CN&R. “We heard the council loud and clear,” he said. “They want to open up that gate, so we’re doing that as soon as possible.”

Starting Monday (March 30), the gate on the Peterson Drive parking lot will be open seven days a week. Ω

Water-wasters beware New restrictions on usage may cause some upset ewsflash: California is in a drought. All N right, maybe you know that. But did you turn on the sprinklers in your yard this morn-

ing? What about yesterday? Have you patronized a hotel and taken for granted the clean sheets and towels daily? Indeed, there’s still a lot to be done to conserve.

New state regulations handed down last week impose more restrictions on water use, some of which will affect normal folks more than others.

“The big one is going to be the two-daya-week watering restriction,” said Pete Bonacich, acting district manager for Cal Water in Chico. “That’s going to be tough for people to adhere to.”

He was referring to the new regulation limiting lawn-watering at residences and businesses to twice a week. That’s on top of another rule prohibiting watering altogether for 48 hours after substantial rain. Other new restrictions include restaurants not serving water unless requested and hotels giving guests the option of reusing their linens.

“We are in a serious drought and having these restrictions helps the public understand it is serious and we all need to do our part,” said Robyn DiFalco, executive director of Butte Environmental Council (BEC). “I would have been happy to see the new restrictions adopted last year, because we Update your lawn:

were already in the third year of drought.

But, better late than never.”

DiFalco agrees that the lawn-watering will be the toughest rule to follow. She’s already received phone calls from Chicoans who have been trying to reduce their water usage by letting their lawns go dry, but have faced criticism from neighbors. In response, BEC is working on a drought campaign that will include lawn signs alerting people to their conservation efforts. “[Some resistance] is common throughout a lot of communities in California. You have people who have different opinions about the drought,” Bonacich said. “Some are gung ho about conservation and others don’t like it.

They don’t like to see their investment in their landscaping suffer.”

He added that in Chico, residents have been mostly receptive. In 2013, for instance, the average person used 224 gallons of water per day. In 2014, that number dropped to

180. While the decrease is significant, Bonacich said we still need to do more, and that’s why these new restrictions don’t come as a surprise.

But, restrictions are only as good as their

enforcement, DiFalco noted. She said she’s gotten the impression that Cal Water isn’t doing everything it can to enforce the water restrictions put into effect last summer. Those included eliminating runoff from landscaping, requiring shut-off valves on hoses used for car-washing and prohibiting washing hard surfaces like driveways.

Bonacich countered that Cal Water is indeed responding to water-wasters. The first step is to alert the person to his or her wasteful activity and offer solutions. Most people are receptive to that, he said. Those who aren’t will be threatened with reduced water flow or, in a worst-case scenario, shutting off water altogether.

“We’ve never had to cut someone’s water off, but we did have three instances last year where we threatened that,” he said. Cal Water likely will start education efforts about the regulations in mid-April, he added.

The new restrictions have been criticized by some as being too soft, but DiFalco finds more fault in government entities, particularly the city of Chico and local elected officials, not taking the reins and really pushing the conservation agenda. City Manager Mark Orme confirmed the city had nothing in the works, but did say it was working with Cal Water and was waiting to see what that entity’s plan entails.

“Studies show that California really can live within its means [water-wise] if we really do implement all the projects available to us,” DiFalco said. “But we need government leadership and investment.”

Fracking unknown Chico State professor addresses the lack of data on the controversial extraction process ydraulic fracturing, or fracking, has been H a controversial topic in Butte County— and the nation—over the past year. The

process used to extract oil and gas deposits from underground shale formations is seen as both a way to help America become energy independent but also as a serious threat to the environment.

On Tuesday (March 24), the matter was addressed during a 90-minute talk by Chico State geology professor Todd Greene, who began by asking, “Why should be care about fracking?”

Greene, who once worked for the oil industry, last month addressed the Butte County Board of Supervisors as it considered adopting a ban on fracking, which didn’t happen. His talk on campus, attended by about 75 people, mostly students and antifrackers, was sponsored by Chico State’s Association of Geological and Environmental Students and the Center for Water and the Environment.

Greene’s theme Tuesday was fairly impartial, but he made it clear that there is not nearly enough scientific research and resulting data available for a practice that has been going on since the 1940s and has greatly accelerated in the past decade.

Fracking involves shooting a highpressure solution of water, sand and chemicals into a drilled well, which then moves horizontally into rock formations, releasing the oil and gas lodged there. The solution is then either disposed of or stored.

“We could say it is evil, but we need to know what is evil. We need to define it,” Greene said. “Anyone who has opinions about fracking should know what it is.”

Given the economic value tied to the extraction of gas and oil, he said, the practice of fracking isn’t going to go away.

“There’s certainly going to be more exploitation of these types of resources,” he said, “so we better get on board with what it is and what we are dealing with.”

Texas and Wyoming. The practice is beginning to take off in California, with 85 percent of the state’s fracking wells in Kern County.

Major concerns are related to water resources, he said, which include pollution of underground water basins, surface oil spills and problems with disposal of the wastewater. There is also the danger of contaminating drinking water by poorly built wells.

“The biggest threat right now to scientists is that there are huge data gaps,” he said.

“There is virtually no information in California about [the wastewater] in terms of the chemistries in them or how they’ve changed over the years. There is almost no information. So the data gaps are probably science’s biggest hindrance in trying to prove or show or investigate fracking.”

Environmental oversight of the practice is not a federal issue and policies vary state by state. In October 2012, California Gov. Jerry Brown signed Senate Bill 4 by Sen. Fran Pavley, D-Agoura Hills. The bill reportedly imposes the most stringent regulations in the country on fracking and other oil and natural gas production.

“Oil companies will not be allowed to frack or acidize in California unless they test the groundwater, notify neighbors and list each and every chemical on the Internet,” Pavley said at the time the bill was signed.

“This is a first step toward greater transparency, accountability and protection of the public and the environment.”

Critics say the bill does not go far enough and have called for an outright ban.

Greene said locally there are active gas wells in Butte, Glenn, Colusa and Sutter counties, but there are no fracking wells currently operating in Butte.

“We are talking about a few wells in Butte County, most of which are for gas storage,” he said. “Very few of the 32 wells here are actually in production and none of them have been fracked.”

know some people just can’t fathom that we need security downtown, and I don’t think anybody loves the idea,” Melanie Bassett, executive director of the Downtown Chico Business Association, said regarding armed security guards patrolling the city center.

“It’s unfortunate we have to have them, but right now I believe it’s necessary.”

The DCBA is hoping community members agree the security detail is such a necessity that they’re willing to help foot the bill.

On March 1, the group launched the Beautiful, Clean & Safe Community Campaign, an effort to crowdfund $130,000 to continue hiring armed guards, as well as maintain the Downtown Ambassador and Jesus Center Cleanup Brigade programs, through next spring.

Bassett explained the new campaign is an extension of work begun by the Clean & Safe Chico action group, a coalition of business owners, community leaders and city representatives brought together in November 2012 to address crime, littering, loitering and other issues related to downtown’s “transient” population.

(Bassett is quick to differentiate between locals and “more problematic traveling homeless” people).

Clean & Safe’s accomplishments include starting the Downtown Ambassador program, which puts volunteers downtown to greet visitors, distribute tourist information and inform homeless individuals about available services. The

group’s other initiative is the Cleanup Brigade, which pays Jesus Center clients to clean the streets each morning.

Less universally accepted are the guards, who are employees of Armed Guard Private Protection Services, initially hired in 2013 by now-defunct community group the R-Town Downtown Coalition.

After a brief lapse, the guards returned to downtown late last year, this time under contract with the DCBA. “Over the holidays it was decided again that we needed private security,” Bassett said. “We needed to take whatever measures necessary to keep downtown safe for people to come shop, and to ensure the success of downtown merchants. It worked, and we had a great holiday season.”

The DCBA has continued to employ

the guards since, and Bassett said they sometimes get a bad rap.

Their main purpose, she said, is to move problem individuals along rather than make arrests, and she knows of multiple occasions when guards have given money to homeless people “out of their own wallets” for food or a place to stay.

She said the guards, ambassadors and Chico Police Department representatives meet regularly and work together to provide a combination of security and outreach missing since the CPD disbanded its TARGET team in 2012.

“We’re all trying to work together on how we can help people lift themselves up and off the

streets,” she said.

Though she didn’t provide exact figures, Bassett confirmed the bulk of the $130,000 would go to security. The remainder will fund a coordinator of the Downtown Ambassador program, who currently works 25 hours a week, along with four Jesus Center clients, each of whom work about 15 hours weekly. Other funds will be directed toward the advertising campaign for Beautiful, Clean & Safe, which ultimately will include bus shelter signs, televised public service announcements, posters placed around town and fundraising merchandise.

Bassett also said she hopes crowdfunding these efforts is necessary only for the next year, as the DCBA is currently working with the city to raise members’ annual assessment fees, which have remained static since the group began in 1975.

“That means people are still paying like $11 or $25 a year, and they’re wondering what the heck the DCBA does for them,” she said. “Right now, our assessments only amount to about $25,000 a year, but in other cities they cover entire operating costs.”

Chico State’s School of Nursing appears near the top of one online list ranking the best nursing programs in the western United States and another that looks at the country as a whole.

The online nursing resource Nurse Journal.org ranked Chico State No. 10 of 442 western schools. According to the website, the list is based on criteria such as rates of passing exams, financial aid, rates of retention between students’ first and second years, and the salaries of alums after graduation compared with the cost of tuition. (The No. 1 spot was awarded to CSU Dominguez Hills’ School of Nursing.)

Cycle unbroken Local advocates urge entire community to help stop child abuse

RURAL YOUTH SUICIDE

National rates of youth suicide are disproportionately high in rural areas, according to a study recently published in the peer-reviewed journal JAMA Pediatrics.

Researchers compared the death records of 66,595 people ages 10 to 24 who died by suicide between 1996 and 2010, and found the rate to be nearly twice as high among those living in rural areas as those in urban areas, according to HealthyCal.org. Over that time period, 19.93 young men and 4.4 young women died by suicide per 100,000 people in rural areas, compared with 10.31 males and 2.39 females per 100,000 people in cities.

BILLIONS IN THE BANK

It’s recently come to light that Blue Shield of California, the state’s third largest insurer, has been stripped of its taxexempt status.

The California Franchise Tax Board revoked the nonprofit’s exemption in August, but that wasn’t public information prior to a March 17 report from The Los Angeles Times. Michael Johnson, who recently resigned as chief executive of Blue Shield of California—a position that paid $4.6 million—recently questioned whether the company has done enough public good, according to NPR.org. The insurer maintains rates similar to its for-profit competitors, reportedly has $4.2 billion in financial reserves—four times what’s required by the national trade organization Blue Cross and Blue Shield Association for paying member claims—and makes an annual charitable donation of $35 million.

“We’re talking about a $10 billion public asset,” Johnson said, “and the only real return the public is getting is $35 million in charitable contributions each year? That’s just a lousy deal.”

Blue Shield is protesting the decision by the tax board, which ordered the company to file returns dating back to 2013.

an ex-girlfriend told Tom S19 omething Sartwell decades ago, when he was years old, has stuck with him his entire

adult life.

“When she broke up with me, the words she used were, ‘You couldn’t possibly love me. You never hit me,’” Sartwell recently recalled. Even now, at 66, his brow furrows at the memory, because he’s still perplexed by her reasoning. “It wasn’t until years later that I started thinking about where that stuff came from, why that young lady equated pain and violence with love.”

Sartwell believes his long-ago girlfriend’s warped view of relationships was rooted in physical abuse she suffered as a child, and that her expectations speak to the cyclical nature of such violence. Left unaddressed, it passes down generation to generation as abused children become abusive parents, he said.

“It’s a cliché, but children are our future, and we’re perpetuating the kind of violence that creates more abusers.”

That’s what motivates Sartwell to spread awareness of child abuse of all kinds—emotional, physical and sexual, as well as general neglect. For nearly two decades, he worked as regional operations manager for a construction and rental company based in Hayward. Now retired in

Chico, he’s made it his mission to jumpstart conversations on the prevalence of abuse against children, the lasting damage it inflicts, and how community engagement is vital. In his own words, he’s a fulltime advocate for child abuse prevention.

For National Child Abuse Month this April, Sartwell is heading up Child Abuse Prevention March in Chico on April 11.

Other coinciding local events include the annual Children’s Faire in Chico City Plaza on April 18.

Part of the challenge of raising the visibility of child abuse is that it’s an uncomfortable subject. Most people would rather not acknowledge that it happens at all, Sartwell says, let alone in their neighborhood—or family.

That observation is shared by Margie Ruegger, who has served as executive

director of Butte County’s Child Abuse Prevention Council for the past 14 years.

“Years ago, when we had a booth at the farmers’ market, I watched how people would read my sign and veer away,” she said. “The next week, I conducted an experiment. I didn’t bring the sign, and sure enough, people came up and asked what I was doing. It’s a visceral thing.”

Regardless of whether anyone’s willing to

talk about it, child abuse does happen here in Butte County. According to the most recent statistics, Butte County Children’s Services Division (formerly Child Protective Services, or CPS) received 3,691 calls for investigation in 2012, and 598 children HEALTHLINES continued on page 15

such targeted services are invaluable for those families, she also emphasizes that addressing child abuse is “not just the social welfare system’s responsibility; it’s really a community responsibility. It’s not just those people over there; they go to school with your kids, we all interact within society.”

That level of awareness and compassion is the key to breaking the cycle of abuse, Sartwell says, and ensuring that future generations don’t confuse violence with love.

“The most important thing we can do as a community is become aware of the problem and what we can do to help,” he said. “For a lot of people, it’s happening right next door. But there are things you can do—you can call CPS, you can call the police. Or, if you’ve got a relationship with your neighbor, try talking to them about it.

“Sometimes, that’s all it takes— a friend to notice there’s a problem.” Ω

WEEKLY DOSE The recently released results of a long-term study conducted by the Federal University of Pelotas in Brazil adds to the long list of benefits of breastfeeding—it can lead to a higher IQ as an adult.

The study was launched in 1982, and followed 3,500 babies from all walks of life who were breastfed for various lengths of time. Their IQs were tested 30 years later. Adjusting for socio-economic factors, the results show that people who breastfed for longer generally had higher IQ test results, spent more time schooling and made more money—though the researchers did not account for levels of intellectual stimulation or bonding between mother and child.

were found to be the victims of abuse or neglect. That year, about 80 percent of children removed from their homes were victims of general or severe neglect, while 4 percent were physically abused and 3 percent were emotionally abused.

Counties in California didn’t record those statistics until 1998, when a federal review of child welfare services gave every state a failing grade. Gathering such information has allowed the county’s service providers to improve their understanding of the risk factors involved and offer programs aimed specifically at addressing them, Ruegger said.

For instance, county social workers know a family’s risk of abuse is disproportionately high if a mother’s maternal age is less than 24 years old, the biological father of her child or children isn’t a member of the household, and she has three or more children, Ruegger said.

“That was an important step, because that [knowledge] allows programs to really target young moms,” she said.

One such program is Butte Baby Steps, an intensive home visiting program for expectant and new mothers age 24 or younger who live in southern Butte County.

Its intent is to work with overburdened families who are at risk for adverse childhood experiences, including maltreatment of children.

Chasing the pot o’ gold Paradise resident Bob Van Camp (aka “Digger Bob”) loves everything about gold and silver. Especially digging for it and finding it. In fact, remember the 5-pound gold nugget found in the Butte foothills last summer? That “Butte Nugget” sold for $350,000 and was found by someone using one of the metal detectors Digger Bob sells from his Comstock Metal Detectors home shop, and that was Digger Bob holding the nugget in the photo on the front page of the daily paper announcing the find last October.

How did you come into contact with the ‘Butte Nugget’?

The finder, who is anonymous, is a longtime customer of mine. He came to me immediately, speechless, to show it off and seeking advice. It was a beautiful 6 1/4 troy pounds, or 75 troy ounces, worth about $90,000 in gold, but sold at auction for $350,000 because of its rarity. I kept it out of the papers until it was out of the finder’s possession and at the auction house. I made a short video on my website introducing it to the world.

What are the biggest finds you’ve made?

My biggest find was $1.3 million in stolen gold coins I found for the DA for a case here in 1995. My biggest personal find was 44 gold coins in the garden of an old Chicoarea house in 1984, worth about $50,000. I also found an 11.5 ounce gold nugget in 2001, worth about $10,000-$15,000, that I may

need for retirement.

Did the ‘Butte Nugget’ publicity boost your business?

I thought it would, but for some reason it hasn’t. Many people may not have thought it was real. The finder himself has found a few small nuggets since then, but nothing major.

What got you into hunting for gold and silver?

I became interested in the history of gold when I moved to California in 1966. Then in the late ’70s silver skyrocketed in price so I started buying silver coins, then realized I could find them myself with a metal detector. I also loved the stories behind the objects I found.

Then I realized I could make money selling the detectors, so I started a business selling them from my spare bedroom. But my regular job is a logistics manager for Lundberg Family Farms.

What’s your take on the recent goldfinding reality shows?

I wasn’t impressed with Alaska Gold Diggers. Those people are absolute idiots. They have their sluice boxes backward and don’t know how to mine. Lately, it’s gotten better and they’ve actually found gold. The Diggers show on National Geographic channel is embarrassing—the producers make them jump up and down when they find a worthless mercury dime.

Where can people hunt for surface gold themselves?

They can search in Forest Service or Bureau of Land Management areas. Also on private property with the owner’s OK. But if you’re on public land, you can’t destroy, disturb or retrieve historical things. When in doubt, ask someone.

Most people, it seems, tend to fall into one of two categories when it comes to morning caffeine: coffee drinker or tea drinker. While my mornings in high school were fueled by Diet Coke, upon entering college I quickly turned into the former. Admittedly, I like my coffee creamier and sweeter than not—although I did have a short love affair with the espresso shot.

As a coffee drinker, I’ve often found myself out of my element when it comes to tea. While backpacking around the world before moving to Chico in 2006, I tried a lot of things, teas included. The first one I truly enjoyed, though, was in India. That’s where I met chai. Milky and sweet, with a multitude of spices, I was instantly hooked.

When I made it to this fair North State community, then, I was pleasantly surprised to find Chico Chai at the Saturday farmers’ market. I got a glass of the iced variety and, though I don’t remember exactly, wouldn’t be surprised if I snatched up a quart on the spot. Well, a lot has happened in the past nine years, for both myself and Chico Chai. A recent tasting, courtesy of owner and brewmistress Sarah Adams, revealed just how large her operation has become and where it might be headed.

“I could talk all day about chai,” Adams said, smiling, inside her south Chico kitchen/tasting room. She stood behind four glass kettles filled with her four varieties of loose-leaf chai. I opted first to taste the chocolate chai—like most teas, the flavor lies more in the smell than in the taste.

Then I went for the original, which is more traditional and just won first place in the chai category at the North American Tea Championship (congrats!).

“We buy whole spices and keep them as fresh as possible,” Adams explained while giving a short tour of the kitchen, which includes a storage area for the spices, a mill to grind them, and a huge pot—it requires a ladder to see into—in which to steep them. It’s that dedication to showcasing the spices and not using preservatives or extracts that she feels sets them apart from the rest.

Adams first discovered chai while away at college, where she studied to be a field biologist. She came home to Chico and was working with snakes but couldn’t find a good cup of chai. So, during the snakes’ hibernation, she took some business classes, rented a small kitchen space and started Chico Chai, leaving biology behind.

Since her humble beginnings in 2004, Adams has grown her physical space and has gone from a one-woman show to having four part-time employees “who are totally essential.” She introduced the loose-leaf teas (which she recommends simmering on the stovetop for the best flavor) based on customer demand and hopes to concentrate more in the future on her seasonal blends. Can’t wait to taste them, though the strong brew, on ice, is still my preference over loose-leaf teas.

may be future engineers who go into equipment design or sales. We want to expose them to other options as far as what they can pursue.”

GRID Alternatives is a national nonprofit with an office in Chico serving the greater North State area, from Oroville to Redding. In its three years here, the organization has completed 350 solar projects for low-income homeowners.

GRID is the program manager for a state initiative to provide solar energy to low-income homeowners. That program was initially set to expire this year, but was just extended through 2021. The extension will expand the number of clients it can serve by opening some windows of eligibility. In order to qualify for the Single-family Affordable Solar Homes Program, applicants must earn 80 percent or less of the median income for their area.

In Butte County, that’s about $47,000 for a family of four.

n a recent afternoon, six young women

wearing hard hats bearing their names lugged solar panels larger than themselves, hoisted them over their heads and attached them to the roof of a house off Eaton Road.

This was their idea of spring break.

“It’s pretty incredible that these women chose not to go party, or sit around and watch TV, during spring break,” said Rebekah Casey, director of development and strategic partnerships at GRID Alternatives in Chico. “Instead, they chose to do a learning service.”

By learning service (aka servicelearning), Casey was referring to the fact that the women in question, all students

at the University of Nevada, Reno, were in town to perform community service by installing solar panels on the homes of two local, low-income families. At the same time, they were here to learn about solar installation and the benefits using solar energy can have for the environment—not to mention the pocketbooks of homeowners.

“It’s a good touch point for people going into these fields, to see the real-world application,” Casey said. “These students may not go into solar installation, but they

benefits of solar to low-income households is not GRID’s only goal. Its mission is very much tied to education as well as opening doors for both homeowners and those in search of jobs.

“The solar industry is new, and it’s growing rapidly,” explained Hilary Tellesen, workforce program manager for GRID. “Because it’s a blossoming industry, we have the ability to shape what it looks like.”

One area in which they saw an opportunity was getting women involved in the industry. “Typically, the people who go into construction are men,” Tellesen said. So in 2014, GRID—whose CEO is a woman— and solar energy company SunEdison teamed up to create the Women in Solar initiative. The program aims to get more women like the UNR students, all members of their school’s Women in Science and Engineering program, involved in the solar industry.

“I’m super into activism when it comes to both people and the environment,” said Bailey Watkins, a freshman at UNR studying biochemistry and women’s studies.

“With this, we’re installing solar, which helps the environment, and we’re doing it for people who need it.”

For the alternative spring break program, UNR sponsored Watkins’ and her fellow students’ trip to Chico. The first part of the week was spent learning about the process in classrooms and networking with Chico State’s Society of Women Engineers.

Then they went out into the field, installing panels on two homes in Chico. Each job took two days—longer than a commercial

job, Casey admitted, but the students were learning as they worked. This was the second group to spend a week in Chico, and the only one made up of all women, which Watkins found inspiring.

“For one, if you also have women in the field, you have more people doing these fantastic things,” she said with bubbly enthusiasm. “Everyone should have the opportunity to do what they want to do.”

Tellesen agreed. She pointed to the fact that March is Women’s History Month as a perfect time to highlight this program, which is more than just something to give the organization good PR. “Our CEO is a woman. She went to a solar conference and she was the only woman in the room.

So she thought, ‘There are plenty of great, intelligent women out there—why aren’t they in solar?’”

Another, newer initiative, also a partnership between GRID and SunEdison, is called RISE (Realizing an Inclusive Solar Economy). Its goal is to increase job training and placement for underserved communities, where job prospects are often bleak.

“We want to offer good people good work,” Tellesen said. “We can offer additional options when it comes to someone wanting to improve their life, to get into the workforce.” □

hy do so many policies popular with Americans languish in Washington, D.C.? Why, for example, is there no action on a federal minimum wage boost, a breakup of too-big-to-fail banks, or a tax on carbon—all policies favored by a majority of the electorate?

Ralph Nader argues that both Republican and Democratic leaders are too cozy with large corporations to allow such measures.

Each election year, hot-button social issues dominate, and in between, talk show hosts maintain a drumbeat of fear and anger that keeps Americans divided.

In his book, Unstoppable: The Emerging Left-Right Alliance to Dismantle the Corporate State, Nader lays out a plan for challenging this stranglehold: Noncorporatist conservatives and liberals could join forces to win battles on issues where they agree—especially those focused on economic justice and strengthening democratic rights.

Who would benefit from such an

alliance and who would be left out? And could it work? To find out if conservatives are on board, we invited Daniel McCarthy, editor of The American Conservative magazine, to join a three-way conversation with Ralph Nader, erstwhile presidential candidate, and YES! Magazine. McCarthy—a maverick on the right just as Nader is on the left—worked for Ron Paul’s 2008 presidential campaign and has written for The Spectator, Reason, and Modern Age. Sarah van Gelder: Daniel, your magazine, The American Conservative, includes scathing critiques of U.S. overseas wars, of the use of torture, and of corporate power.

So what makes your magazine a conservative publication instead of a progressive one?

Daniel McCarthy: Well, Pat Buchanan is one of our founders. Mr. Buchanan was very critical of the kind of liberalism embedded in corporate culture and of trying to export American institutions to the world at the barrel of a gun.

There’s always been a conservative critique of both big business and crony capitalism, and also of what President Eisenhower called the military-industrial complex. The American Conservative magazine represents that strain of conservatism. van Gelder: Ralph, in your book,

Unstoppable, you discuss at length cherished conservative values and some key conservative thinkers. So are you actually a closet conservative?

Ralph Nader: Well, liberalism and conservatism, in various ways, have been hijacked by corporatism.

Liberalism in the 18th and 19th centuries was the classic philosophy aimed at restraining arbitrary government power— then often exercised by kings and emperors.

Civil liberties were the foundation of freedom of speech and due process of law, which became part of our Constitution.

Fast forward, you now have corporate liberals—like the Clintons—and you have the corporatists who call themselves conservatives throughout Congress. They’re all pushing corporate welfare and bailouts for banks.

“What we’re trying to do here is go back to fundamental principles and un-hijack conservatism and liberalism [by corporatism]. When we do that, we see that there’s a convergence of support on a lot of major issues.”

What we’re trying to do here is go back to fundamental principles and un-hijack conservatism and liberalism. When we do that, we see that there’s a convergence of support on a lot of major issues. van Gelder: I’d like to go through a few of the 25 proposals from Unstoppable, and ask you, Daniel, whether you agree with Ralph that these are proposals conservatives support. The first one is audit the Department of Defense.

McCarthy: Oh yes, very much so! [laughter] The Department of Defense is a government bureaucracy, and just like any government bureaucracy, it has to be held accountable. It has to be efficient and effective in terms of what is good for the American people and what is good for a genuinely limited foreign policy, not a kind of open-ended ideological foreign policy trying to transform the world.

Nader: And it’s completely out of control! The budget is $800 billion, and often they don’t know where to find the spare parts for the Air Force, or what happened to billions in Iraq. That’s what happens when it’s not audited.

Liberalism and conservatism, in various ways, have been hijacked by corporatism. van Gelder: So how do you account for the fact that this audit hasn’t happened, given that people on both sides of the aisle would like to see it happen?

McCarthy: Well, the military-industrial complex has a pretty smart strategy. They divided up the manufacturing of armaments into different congressional districts. If the average congressman realizes he has a factory or some other interest within his district, he’s going to be responsive to that interest rather than to the public interest and to the national interest. kind of archipelago of military-industrial outposts that actually wield tremendous influence in Congress.

There’s a lot less money on the side of libertarians and conservatives, and progressives and liberals, who want to restrict the Pentagon. van Gelder: What about linking the minimum wage to inflation? That’s another item that Ralph Nader proposed.

McCarthy: I think you’d find a lot of conservatives are skeptical of that. They’re afraid that the minimum wage causes unemployment, and they’re very concerned about the idea of the federal government setting the pace for wages in the country.

Nader: Yes, and a new argument, by conservatives like businessman Ron Unz, is that the more the minimum wage catches up with inflation—which, adjusted from 1968 would put it at $11/hour federal minimum, it’s now $7.25/ hour—the less the burden on public assistance paid by a taxpayer—like food stamps, housing assistance, Medicaid, and so forth. That argument has begun to attract more and more thinkers in the conservative arena who believe we should not have taxpayers subsidize Walmart’s low wages with a slew of government subsidies. van Gelder: What about the notion of breaking up the too-big-to-fail banks?

Nader: That comes in about 90 percent, doesn’t it, Dan? McCarthy: [laughter] It enjoys a surprisingly large amount of support, at least at the level of a thought experiment.

We haven’t seen much progress on that front, but even the American Enterprise Institute—which is a pretty unadventurous conservative think tank—has been very open to the idea of breaking up the large banks.

—McCarthy on environmental protection van Gelder: Dan, would there be support among conservatives for getting rid of corporate personhood?

McCarthy: A lot of conservatives are leery of what would happen if you had a change in our fundamental legal approach to corporations.

Nader: I think this is an area conservatives are beginning to explore. They’re a bit queasy about corporations—which are artificial entities created by the state—having equal constitutional rights with real people.

When they see corporate-managed trade agreements, like NAFTA, subordinating local, state, and national sovereignty to the imperatives of global commerce, they get quite upset.

So I think, Dan, in another three or four years we’re going to see more writings under the conservative banner on corporate globalization and corporate personhood.

McCarthy: I think you’re quite right.

There’s certainly a question about the nature of the Constitution and personhood.

These are things that conservatives need to be thinking about very carefully and systematically, and a lot of what you have right now is a kind of complacency. van Gelder: Another item from Ralph’s list: rethinking the war on drugs, and I would add to that the very high rate of incarceration we have in the United States.

McCarthy: I think this is a really big growth area for conservatives. It brings together Christian conservatives, who see that what we’re doing in our prisons has no restorative element—it’s at times a sadistic approach, just sweeping people under the rug. And also, of course, libertarians have been very critical both of the war on drugs and of the prison system for a very long time.

It should be pointed out, too, that it’s not just conservatives who have been slow coming around to this. Under President Clinton, for example, in the 1990s, we had a great increase in incarceration and in waron-drugs activity.

Nader: Conservatives are working with progressives and liberals in state legislatures to reduce the horrendous, long jail sentences for juveniles possessing marijuana or heroin. And we have Grover Norquist, Newt Gingrich, and others forming Right on Crime, which is designed to reduce the number of nonviolent convicted inmates in prisons by hundreds of thousands in order to save taxpayer money.

But it’s interesting that the more they talk with liberals and progressives who have been at this a little longer, the more you even begin to hear from people like Newt Gingrich that there’s a human rights element to this, too, not just an efficiency

element. Once people start talking with one another, they educate and inspire one another, and move to even higher levels of convergence. van Gelder: So another topic Ralph listed in his book is the protection of the environment. Daniel, is that something that conservatives are concerned about?

McCarthy: It certainly is. I know there’s an example that Ralph relates in Unstoppable about a debate he had with conservative economist Milton Friedman where Friedman admitted, yes, you do need to have government regulation of pollution; this is not something that takes care of itself. Conservatives do acknowledge that, but at the same time they also worry about the propensity of any federal bureaucracy to be inefficient and misplace its priorities, and the possibility of regulation being captured by politically influential industries and used to fight small industries.

Nader: But Sarah, a more intriguing thing is climate change. This is where you have conservatives constantly saying it’s a hoax, or it hasn’t been proven, or it’s not man-made. And the question I ask them is, at what point will you be persuaded?

I mean, you have the vast majority of scientists who say it is heavily based on activities of human beings, and there’s still a huge portion of the population that refuses to believe that. So is that ideology?

I don’t know. What do you think, Dan? McCarthy: It’s anti-elitism. On one hand you have business interests that have a very hard view on this. But then you also have people who think that just because a bunch of academics and scientists say something, that doesn’t mean that we should believe it. We don’t live in a technocracy where credentialed experts are the ones who dictate public policy.

So, it’s a cultural divide, and also about education blocs and about different geographies within the country.

There’s a lot of noise generated to prevent Americans, especially on the right, from taking seriously some of the things that scientists say. But it also needs to be mentioned that too many people on the left have a dismissive attitude toward evangelicals and anyone who doesn’t agree with them. There is a responsibility on the part of everyone to communicate with their fellow citizens. I think that’s where this debate has often fallen down. van Gelder: Let me ask about a demographic divide. There are few people of color and few women leading on the conservative side. Do you believe this is for policy reasons, or cultural reasons, or for historic reasons?

McCarthy: Well, it’s a bit of both.

Obviously the South is aligned with the GOP, which in turn is aligned with conservative rhetoric, which makes the GOP and by extension, mainstream conservative rhetoric, seemingly the party of the South and the party of the historic white majority

The second thing is a certain kind of time lag difference. Conservatives are still thinking of the country in terms of the way it looked back in the 1980s. Certainly all the talk about Ronald Reagan on the right reinforces the idea that that is the America that is, was, and always will be, when in fact we have a much more diverse America today, and we’re going to have an even more diverse America in the future.

Nader: When Democrats started to dial for the same corporate dollars around 1979 as did the Republicans, economic issues that relate to corporatism were taken off the table. Campaign rhetoric shifted to social issues. This was illustrated some years ago when a reporter asked Senator James Inhofe, Republican of Oklahoma, how he kept winning elections, he said, “Oh, it’s very easy: God, gays, and guns.”

There is a responsibility on the part of everyone to communicate with their fellow citizens.

So poor West Virginians, for example, who were not given an opportunity to vote on economic issues in the last election, gravitated to the more traditional appeals symbolized by Inhofe’s triad and other non-economic appeals.

McCarthy: Yeah, the two parties and the bipartisan elite have had their own kind of convergence on a strategy for dominating the country, both in government and in big business.

Americans of all ideological stripes have been feeling a great deal of alienation, resentment, and anger. But it’s very difficult to talk about the actual structure of government and of the economy and to explain how it is that people have been effectively disenfranchised and manipulated. It’s much easier on both the left and the right to focus on cultural issues, where you can have scapegoats and think that those are the central issues, and to ignore these more structural problems.

I think the left’s embrace of identity politics in the 1960s and ’70s was disastrous for the working class. It was very bad for the labor union movement, it was very bad for any number of economic

issues. Which is not to say that there wasn’t a place for the civil rights movement.

Of course there was. But identity-based politics went from being a necessary thing to being something that started to preclude some of the economic and other policy efforts that needed to be undertaken.

And similarly on the right. It’s not just a matter of a cynical manipulation of the public by going for hot-button issues. There really was a sense among many ordinary people in the 1960s that something had gone culturally wrong in the country. Crime rates were going up, promiscuity was going up. There were changes that people found weird or disorienting. Whether or not they were right or wrong, they were unfamiliar and new, and therefore alarming.

This set of emotional complexes was turned into the so-called culture war, to the detriment of anything that would reform our economy, our self-government, or our foreign policy. Those sort of complex issues have been thrown by the wayside in favor of identity politics.

Nader: I think one additional thing is that the more we go down the abstraction ladder, to where people live, work, and raise their families, the more convergence there is. So they may be divided over regulation of the auto industry, but when you say, “If you’ve got a defective car, don’t you think it should be recalled, and if it isn’t recalled voluntarily, don’t you think there should be legal requirements?” van Gelder: Fair enough, Ralph, but on the question of women, I wonder how much of the disorientation Daniel was talking about was because women were adopting a new role in society and also in the family. Because that gets very far down the level of abstraction to where people live.

Nader: Yeah, very much so. I mean, one is that there’s a lag. There were patriarchal traditions, less in some of the cities and more in the rural areas. But there was

—McCarthy on climate change a tradition that the woman stayed home and raised a family, and when the wave of women’s rights hit in the late ’60s and early ’70s, that was a very jarring impact, especially on women who were at home and raising families. van Gelder: There are some other kinds of things too that are very tangible and very measurable, like that young black men are 21 times as likely as white men to be shot and killed by police. And yet, I don’t hear conservatives calling that out. And when disparaging language is used to refer to public figures who are people of color, or to people like Michael Brown, describing them as thugs, I don’t hear people on the right saying, this is not the kind of society we want to have.

McCarthy: Well, it takes a lot of careful listening. The problem is that the loudest voices on the right, Rush Limbaugh and Fox News, are the ones who are least likely to reflect on what’s going on here. So I think good work is being overlooked simply because it doesn’t have a megaphone.

There’s a need for people of goodwill across the spectrum to recognize the quieter voices on the right that are trying to work on this, because otherwise they get ignored.

I know a lot of grassroots conservatives jump to conclusions when they see quite legitimate criticisms of police overreaction to the protests in Ferguson, Missouri, and things like that. A lot of conservatives think we’re going to be accused of racism even if we don’t side with the police, or if we aren’t enthusiastic enough about the protests.

And there are of course racists who, for the worst reasons possible, support all sorts of brutal policies. But the average conservative isn’t like that; the average conservative is looking at these things as archetypal confrontations, as opposed to seriously looking at the specifics, and that allows a lot of confusion. van Gelder: What will it take to get the populist right and left to actually get together and get some things done?

Nader: Well, I don’t think it’s going to

happen just because 80 or 90 percent of the people, left-right, agree on a direction for the country. I think the corporatist control of both parties and much of the corporate media cuts off that convergence at the pass.

So my proposal is to have intermediate civic institutions whose only goal is to further existing public opinion, left-right convergence, on issue after issue.

We now have an agreement between Cato and Heritage on the right, and Public Citizen and Common Cause against corporate welfare. They all put out reports years ago! But that’s not their priority when they get up in the morning. They have other priorities: A. Responding to where their funding comes from, and B. Pursuing very serious disagreements between left and right that take priority day after day.

So I think we need to have exclusive citizen nonprofit advocacy groups just focused on furthering left-right convergence policies that they make operational. van Gelder: Dan, do you think this could work?

McCarthy: Well, I think a lot of the things Ralph has said point in the right direction: start at the local level, start with specific issues. Don’t try to form a grand ideological coalition. Discover the common ground that already exists, especially at the most practical levels.

The other thing is that you’ve got to cease being afraid of the other side. You’ve got to actually meet these people and realize, OK, I may disagree with them, they may be wrong about some things, but these are people of goodwill who are capable of being reasoned with.

I think that it’s very easy for us all to kind of reflexively fall back on, well, the NRA is the source of evil, or the EPA is the source of evil, when in fact, what we need to ask is, what do the American people want? And then, what do our principles tell us ought to be pursued?

Nader: You know, the auto safety legislation that I proposed in 1966 passed the House of Representatives either unanimously or with one dissenting vote. We got the Freedom of Information Act through Congress with left-right support. We got the False Claims Act in 1986, which has saved tens of billions of dollars because it gives whistleblowers the right to join with the Justice Department going after corporate fraud, for example, on Medicare or on defense contracts. There are a lot of examples where it’s already happened.

I think the most important thing is to put on the table the following: We’re going to continue to disagree on reproductive rights, school prayer, and a constitutionally required balanced budget. But here are the areas we agree on.

The question is, do you want to win in these areas: an audit of the Pentagon, a pullback on the empire, de-bloating the military budget. ... Yes? Well, we’re not winning. The left is not winning and neither is the right winning. But together, they present what I consider an unstoppable majority.

I don’t see any other political realignment coming along. You can’t win by just being a Republican or a Democrat. They’re too indentured to commercial and other interests. They’re too stuck in their own careerism—in being re-elected. They’re too close to the military-industrial complex. So the only way I see a political realignment here is in the left-right.

McCarthy: I would say that both left and right have to be willing to be as critical of the people on their own side who abandoned principle as they are of people on the other side who have opposite principles.

So, to give one example, are conservatives serious about federalism? And if that’s the case, they should be asking why Republicans in Congress are trying to overrule the people of Washington, D.C., on marijuana policy.

And on the left, there have been far less intense protests about Obama’s wars and drone policies than we saw during the Bush years.

Each side, the left and the right, is willing to let its own unfaithful allies get away with murder.

Politics has become fighting for the sake of fighting for at least 30 years, and I think the results speak for themselves.

Whether it’s foreign policy, whether it’s the economy—the country is in bad shape and it could get a lot worse. Both left and right are failing to achieve their own objectives with a strategy of conflict.

If that’s the case, then why are we continuing with this whole kabuki act?

Why are we still having the same conflicts, using the same ritual language to denounce the other side, restating our own terms and our own principles in absolute terms that people who don’t buy into them can’t possibly work with? We have to look at a new kind of strategy. Ralph’s convergence Ω idea is at least a starting point.

And what characters they are! In Act I, “Fun and Games,” We meet the disenchanted history professor, George (Bruce Dillman), and his gregarious wife, Martha (Betty Burns), when they burst through the door of their home at 2 a.m. in mid-barrage of drunken, but seemingly good-natured, antagonistic banter. Dillman and Burns inhabit their characters so thoroughly and convincingly that the suspension of disbelief that is so essential to enjoying live theater is achieved effortlessly as they exchange erudite barbs.

morosely so, Martha more astringently confrontational as she engages George in movie trivia before dropping the bomb that guests will arriving shortly.

Which makes it all the more fun when their younger, (slightly) less worldly guests, Nick (Sean Green) and Honey (Delisa Freistadt), arrive on the scene to continue the party and ostensibly to get to know their new colleagues. An underlying theme of the play is the interplay of innocent misapprehension and deliberate deception, and with the four characters in place, playwright Albee begins to toy with the ways communication can exacerbate or engender either.

When George and Nick discuss their wives’ qualities, the exchange is both innocently playful and maliciously mocking on George’s part, and Nick does his best to deflect the maliciousness. When Nick remarks that when he and Honey arrived it sounded like George and Martha were “having some sort of a [fight],” George explains: “Martha and I are having … nothing. Martha and I are merely … exercising … that’s all … we’re merely walking what’s left of our wits. Don’t pay any attention to it.” And yet strict attention is what is vitally necessary, both within the play and from the audience.

In Act II, “Walpurgisnacht”—a title that refers ambiguously to both a traditional Germanic celebration of spring and a gathering of witches—Nick and Honey are given more expansive back stories and active roles, and Green and Freistadt bring their characters’ qualities thoroughly to life. Freistadt’s Honey is outwardly shy, naïve and perhaps a bit goofily dim, but hidden in Albee’s dialogue is a character perhaps more self-aware, discerning and even shrewd than shows on the surface. Freistadt lets those subliminal characteristics peep through her characterization.

Albee titled Act III “The Exorcism,” and in it the play builds to its emotion-drenched climax in a genius display of dark comedy. Ambiguity abounds. Mysteries of truth and illusion are explored but not fully revealed. Playful passiveaggression is played off against genuinely malicious emotional manipulation.

In other words, it’s weird and funny and scary and sad and either makes complete sense or is totally cuckoo. Anyway you look at the Blue Room’s production, it’s well worth seeing for the quality of dramaturgical craftsmanship that cast and crew bring to this remarkable script. Ω

Especially with just the right wine. I love pairing local squirrel with a decent peanut noir, while a cabernut sauvignon can really bring out the meat’s delicate nuances.

Either way, served in a Klean Kanteen, of course.

And speaking of fresh: just over 72 hours from pavement to plate!

Not that Henri gets all his squirrel from roadways, but it just doesn’t seem right to leave them there, flattened against the Vallombrosa asphalt, their skinny little tails sticking limply up, waving in the wind-wake of each passing car.

Of course sometimes the little guys are too flattened to do much with at all, cuisine-wise, but not to fear: they still make wonderful chapeaus. Think Davy Crockett. Think Frontierland.

On the other hand, sometimes they’re not flattened enough. In fact, on more than one occasion I’ve had to instruct Colette to navigate Pierre toward twitching lumps of gray fur in the road so that at least one of the car’s tires ensures complete extermination.

In addition to being absolutely delicious, Bidwell Park ground squirrel is high in protein and low in fat and calories. Plus, it’s gluten-free! (The related species, the Chico State ground squirrel, is also delicious, though neither as lean nor as intelligent—but, then, easier to apprehend live.)

Fried, fricasseed, sautéed, baked, or grilled—it’s all bon. It’s also very good in juice, with various greens, berries and vegetables, and lately, Colette has taken to making delicious Bidwell Park ground squirrel smoothies. And of course, the hind legs make the perfect garnish for Bloody Marys. My favorite, though, is this deep, rich stew, made with all local ingredients.

Henri’s Bidwell Park Ground Squirrel Stew Ingredients: 2 Bidwell Park ground squirrels (dead) 1/2 cup Chico almond flour (sifted) 1/4 cup Lucero extra-virgin olive oil 3 cloves Chico garlic (minced) 2 bottles Sierra Nevada Narwhal imperial stout 1 bottle New Clairvaux viognier 2 cups Chico vegetable broth 2 cups Big Chico Creek water 4 medium Chico potatoes (cubed) 1 medium Chico onion (sliced) 2 medium Chico green bell peppers (chopped) 4 medium Chico carrots (sliced)

Skin and cut squirrel into bite-size pieces (saving skin and tail for cap). Place in Chico Bag with the almond flour. Go out on your front porch and shake it around over your head for half an hour, preferably while singing “Brown-Eyed Squirrel.” In large pot or Dutch oven, heat olive oil and add garlic. Add the little flour-coated squirrel pieces, and brown on each side, one to two minutes. Scrape up brown bits and stir. Add beer, wine, vegetable broth and water. Bring to boil, and reduce heat. Simmer for three days. Add potatoes, onions, bell peppers and carrots. Simmer for 20 minutes or until vegetables are done.

Serve over Lundberg Farms organic brown basmati and wild rice.

And with the 1078’s schedule of live shows beefed up considerably as a result, it appears that the music scene as a whole is going to benefit as well, with an average of two shows a week featuring both visiting and local acts on the calendar for the next month. It’s heartening to have a venue devoted to original music ramping up.

Appropriately, Nikki Sierra, frontwoman for Sisterhoods, toasted to the 1078’s new license before a nearly full house. And her band opened the show with the positively beautiful “Cocaine Babies.” From a fog of ambient synthesizers emerged a shufflin’ indie-rocker that peaked with Sierra’s soulful wail digitally echoing many times over, truly making my neck hairs stand up straight. Throughout Sisterhoods’ set, Sierra and guitarist Loren Weber often sang simultaneously, their distinct registers providing real depth to the harmony. Given their use of both female and male vocals, fusion of pop and electronic elements and general spirit of experimentation, it’s not a stretch to compare Sisterhoods to The Octopus Project, a playfully strange band from Austin, Texas, that makes similarly creative use of analog and digital technology.

Sisterhoods bassist Greg Kodad used one particularly slick gadget in his live setup. First, I noticed that he was barefoot onstage, which, granted, isn’t an unusual preference among Chico musicians. Then

I saw he was wearing an individual toe sock on one of his big toes, and said fabric-covered appendage was manipulating a floor-mounted XY MIDIpad—a space-age touch screen that can, among other worthy applications, make a bass guitar sound like a ray gun. After the set, Kodad explained that he crafted the toe sock from a nylon glove for smooth sliding across the pad. (And, obviously, one wouldn’t want toe prints on one’s fancy touch screen.)

Next up was Light Thieves from Fresno.

Frontman Mike Adame was a Moog maestro, frenziedly alternating between two synthesizers while delivering breathless vocals. Bassist Erica Salazar, whose instrument might equal her total mass, was also the visually engaging sort, making use of the limited 1078 “stage” space and ripping serious fretboard. The rhythm section overall was rarely based in straightforward rock; drummer Kaleb Saldate went a bit more prog, but he did keep all that swirling psychedelia relatively grounded and groovy.

Control provided welcome oomph to the evening, favoring overdriven guitar and bass rather than old-school synths, and aggressive, borderline metal-style vocals over crooning. (Still, their pedal boards looked as complicated as a space shuttle cockpit, so they were among peers.) It was the first performance for the new group of experienced local players (featuring members of Chico bands old and new—from La Fin du Monde and March of the Mannequins to The Muddy Sours and Shadow Limb). They whipped up an almighty din, but their sound was most characterized by the tonal variety during the calm periods before each storm.

Closing the night was Solar Estates, which includes members of defunct Chico band French Reform. Compared with that group, Solar Estates is—you guessed it—more synth-based. The live sound achieved by the four-piece on Saturday night was pretty much mind-blowing, among the best I’ve heard locally in terms of clarity of instruments.

What’s more, frontman Aric Jeffries has developed into the kind of stage presence you can picture people in cities other than Chico paying to see.

Overall, it was a gratifying night at a venue that appears to be moving ahead full-steam, which is perfect, because all these awesome musicians need a place to mess with knobs. □

Charles McPherson Capri Records Now 75, alto saxophonist Charles McPherson had worked with pianist Barry Harris in Detroit before, at the age of 20, moving to New York City where he began working with Charles Mingus, with whom over the next 12 years he made a handful of records. He also made a batch of LPs as a leader for the Prestige and Mainstream labels during the 1960s and 1970s; however, since 1992 he’s released just 10 CDs. Like almost every other alto player of the era, he was strongly influenced by Charlie Parker and even appeared on the soundtrack of Clint Eastwood’s 1988 film Bird. He’s back again with The Journey, accompanied by tenor saxophonist Keith Oxman, pianist Chip Stephens, bassist Ken Walker and drummer Todd Reid. McPherson shows that he’s still got great chops as he blazes his way through his arrangement of Parker’s “Au Privave” with Oxman hard on his heels. Great solos, too, from the rest of the group—especially Stephens, who’s a joy on every track. McPherson slows things down a couple of times, most notably on a magnificent, relaxed duet with Stephens on “I Should Care.” Other tunes of note include a very spritely “Spring Is Here,” McPherson’s own low key “Manhattan Nocturne” and Oxman’s dreamy “Elena.”

If one were to take copious amounts of acid or have more than a few too many drinks, the new album by Italy’s Ufomammut would be the perfect disorientating soundtrack. On each of the six expansive tracks (half of which are more than 10 minutes long), the legendary doom/psych-metal crew explores different facets of the Greek goddess of its title, Ecate, and ties it all together with a theme of rebellion. Instead of playing mere psychedelic drones that take the listener nowhere, the band goes beyond the competition with songs like the crushing “Plouton” and the doom-laden album opener, “Somnium.”

Already a household name overseas and a favorite at Roadburn, the annual festival of all things heavy in Holland, the band is making its way to the States for its first North American tour in its 16-year history. Since 2012, the band has worked with Neurot Recordings, founded by Neurosis, the East Bay band that was undoubtedly a huge influence on their Italian brothers in metal. The pairing couldn’t be more appropriate, and for fans of their predecessor’s style of dark, experimental heaviness, Ufomammut’s latest is a must have.

The Ark Work, the much-anticipated new album from Brooklyn black metal-ish band Liturgy, is not for the faint of heart. But figuring out exactly who the album is for is more of a (perhaps intentional) mystery. The album is a confounding mix of styles, with a smattering of blast beats and tremolo picking—the hallmarks of black metal and its more recent, resurgent offshoots—combined with a prominently placed array of synths, samples, drum machines, horns, glockenspiels, bells, organs and an assortment of other off-thewall sounds. Combined with frontman Hunter Hunt-Hendrix’s plaintive, moaning vocal delivery, this mish-mash gives The Ark Work an unpredictability that may be tough for purists, or the unadventurous, to stomach. But for those willing to listen with an open mind, The Ark Work reveals a band purposefully pushing themselves well past the boundaries of an already edgy genre. By eschewing doom-and-gloom guitars and caterwauling vocals, Liturgy finds a sound that is at times far more diabolical; the oppressive wall of trumpets on “Kel Valhaal” seems like something you would actually hear during the apocalypse. Is The Ark Work ahead of its time? It may be operating outside of time entirely.

I haven’t Rated R. already mentioned the film’s intriguing cast (Julianne Moore, Mia Wasikowska, Robert Pattinson, John Cusack, etc.) in part because Maps to the Stars is not an actordriven vehicle, but rather a director-driven spectacle in which the actors’ most crucial contributions are mostly a matter of what they are able to bring to whatever challenges the film and its script (by novelist Bruce Wagner) have thrown at them.

The challenges in this case are mostly a matter of bringing some modicum of

recognizably human substance to roles that, in synopsis at least, are little more than sketchy, simplistic caricatures. And in this case, the challenge is taken to an almost impossible extreme by wildly overdetermined plotting. Maps is overrun with incestuous relationships; catastrophic fires; ghostly, parallel dreams and nightmares.

The ridiculous plotting might be taken as another aspect of the satire—as a deliriously dark-humored caricature of Hollywood-centric relationship dramas and contemporary melodrama. But this dark comedy is at its sharpest when it’s addressing targets that are a little more specific and individualized.

Havana Segrand (Moore), a troubled star whose career is in crisis, is a semihysterical study in the pathology of a professional narcissist. Moore’s performance can’t help but be uneven here, but she has several first-rate moments.

Dr. Stafford Weiss (Cusack), therapist/ guru to Moore’s character and father of two spectacularly strange children, is a deadpan study in the passive-aggressive sadism of a new age savant. It’s a “down” performance, but the cumulative effect is fierce.

Agatha Weiss (Wasikowska), an apparent new arrival in Hollywood, is a quirky and increasingly conflicted aspirant to Tinseltown status. As her highly fraught connections to the other main characters begin to emerge, her weirdly placid Mona Lisa-like smile becomes the film’s chief emblem of corrupted innocence. Young Benjie Weiss (Evan Bird) is a brilliant rendition of the child star as demented commodity and arrogant monster. Ω

A Girl Walks Home Alone at Night

This week’s Pageant Late Show (Friday and Saturday, 11 p.m.): Brit-born Iranian writer-director Ana Lily Amirpour’s debut is a welcome return to the vampire as a haunting figure of darkness rather than that of sparkly pop-fiction manqué. Bad City is a postapocalyptic backwater cloaked in neo-noir darkness and baptized in blood, its flesh punctured by the fangs of oil derricks and slashed with dry riverbeds choked with corpses. The streets are patrolled by The Girl (Sheila Vand), who prowls the night dressed in a chador and a Breton stripe top; a Persian Audrey Hepburn with fangs. She’s an exterminating angel who eats bad men and scares small boys straight, but softens for broken women and wayward young men.

One night, rolling down the predawn streets on a skateboard in a cloak flapping in the night breeze, The Girl is paused by the sight of a zonked-out Arash (Arash Marandi), a landscaper of Purgatory whose new sideline in dealing ecstasy goes astray when he samples his own wares at an underground rave before his meet-cute with The Girl. And then … Pageant Theatre. Not rated —C.B.

Movie No. 2 in the planned four-film Divergent franchise based on Veronica Roth’s young-adult sci-fi series features protagonist Beatrice Prior (Shailene Woodley) on the run while trying to battle forces seeking to rid the post-apocalyptic world of Beatrice and all her fellow “divergent” personality types. Kingsman: The Secret Service

Kingsman is a comical action film, with secret agents, high-tech weaponry, and international espionage, as well as intermittent jolts of crazed satire and broad spoofs of several sorts. It’s a mostly entertaining stew of movie ingredients, but erratic in ways that dilute and dull down the whole enterprise. While the spoofing of James Bond films is mostly affectionate and inconsequential, the parts of the story involving spy agencies, Internet moguls, global conspiracies, and semi-futuristic technology are a rather unstable mix of sci-fi extravagance, furious satire and fanboy jokiness. Colin Firth, who plays a foppish variation on the Bond-type super spy, acquits himself nicely in the dialog scenes but is pretty clearly out of his element in the movie’s blindingly souped-up fight scenes. Samuel L. Jackson is sharp and stingingly funny as the wideeyed, lisping Internet mogul with sinister plans. Taron Egerton is mostly likable as Gary “Eggsy” Unwin, the fledgling secret agent whom the veteran Harry Hart (Firth) hopes to bring to the special “Kingsman” branch of the British secret services. Gibson was found dead in his Live Oak home. He was 60 years old.

According to his family, Gibson died in his sleep due to cardiac arrest.

The popular local musician played with many prominent jazz and blues acts over the years, including Groove Diggers, Charlie Robinson, Charlie Haynes and most recently with Chico New Orleans-style R&B outfit Swamp Daddy as well as Yuba City’s The 2 Rivers Band. He was “one of the most gifted drummers I have met, in Chico or any other place,” said Swamp Daddy bandmate Dean Mott in an email. Added keyboardist Robert Laughlin: “I won’t be able to convey how hard it was to find a drummer who could handle those tricky New Orleans rhythms. But he picked them up quickly and ended up playing like a native. Playing with him was such a pleasure. We’re going to miss him.”

I had called the agent in behalf of my clients, Jenny and Brad, who were writing an offer on her listing.

“Is there a building permit for the family room addition built on to the back of the house?”

I passed the news on to Jenny and Brad that the family room addition had been “grandfathered in” and we left it at that.

Six months after we closed escrow on the house, Jenny and Brad filed for a building permit to add a bathroom to a section of the family room.

I went to the building department and talked to the chief building official.

The Chief frowned over the inspection notes and said, “The inspector says here that the family room windows, light fixtures and construction framing can’t possibly be over forty years old, which is the age it needs to be to qualify as ‘grandfathered in;’ in other words, it wasn’t constructed before building permits were required.”

The Chief told me that Jenny and Brad were required to submit a set of architectural plans and pay the fees to process the permit, but because Jenny and Brad didn’t cause the violation in the first place, the fees were less than they would be if the family room were being constructed new.

I hired an architect, we submitted the plans to the building department, and the inspector came back for a one-time “special inspection.”

As it turned out, the family room was wellconstructed and in compliance with Building Code, except for one thing: the walls were placed on the old original patio concrete slab with no perimeter foundation footings. The only solution was to dig trenches under the walls and pour a new concrete foundation two feet deep and one foot wide.

KDV stopped by the house and found me on my knees, shovel in hand, digging trenches.

“So you did sell your people a gold mine, babe,” he said “but you get to dig the shaft.”
