Consider a day center The barriers homeless individuals face to get off the streets are complex

and numerous, but when mental illness factors into the equation, things become infinitely more complicated.

As you’ll read about in this week’s cover piece by Assistant News Editor Howard Hardee, mental illness often prevents those in the homeless community from receiving services from Behavioral Health and other public agencies and nonprofit organizations. Those individuals often have an extremely hard time advocating for themselves. But there also are many practical reasons that the aid this population needs is out of reach.

For example, as reported in the story, homeless people have no safe place to store their belongings. Nor do they have transportation to make appointments or a way to keep track of them to begin with.

That’s where the idea of a day center comes into play. Chico is home to many wonderful organizations, such as the Jesus Center, which feeds the local destitute and offers them an opportunity to clean up, and the Torres Community Shelter, which provides a roof for those who don’t have one of their own. However, there is no place for local homeless folks to go during the day. Those who stay the night at the shelter must leave early in the morning, and the Jesus Center is not a place for people to hang out.

Ideally, a local day center would have experts in public health and housing, among others, who would help connect individuals in need with wellness information, housing referrals and job counseling. Lockers for storage, voicemail and message services, and transportation to medical appointments would also greatly benefit this vulnerable population.

The day-center model has been successful in many cities and it’s long past time that Chico’s leaders consider it as an option here, especially since the local homeless population is on the rise. Such a center is a vital part of the long-term efforts needed to help this portion of our community. Ω

Hold strong on free speech The editorial staff at France’s Charlie Hebdo made a bold move this week by

putting a depiction of the Prophet Muhammad on its cover, along with the headline “Tout est pardonné,” which translates to “all is forgiven.” That decision speaks to the satirical newspaper’s commitment to free speech following an ambush by gun-wielding religious extremists at its offices last week that left 12 people dead.

Following that brutal attack, the refrain Je suis Charlie—or “I am Charlie”—has been adopted throughout the West. At the same time, detractors of the newspaper’s decision to again depict the religious icon say the image goes too far and will only ignite more violence.

But how can they reconcile those views when one of the hallmarks of a civilized society is freedom of expression? What would it signal to the religious extremists— and to the rest of the world, for that matter— to censor something that offends them?

Indeed, the West must hold strong to this fundamental right of democracy, even when what’s being depicted is distasteful or downright vulgar.

We were heartened to see the solidarity among so many world leaders following the tragedy in Paris and were disappointed that our nation’s leader was absent from a unity march last weekend in the City of Light.

We applaud the surviving Charlie Hebdo journalists’ decision to run the new cover. Those who attack the right to free speech and freedom of the press are on the wrong side of history. Fortunately, journalists are a tough lot with the courage of conviction to weather such ignorance, even when that means putting themselves in danger. Ω

I ♥ free speech Last week, we printed our annual “Whom to watch” issue, featuring a handful of folks we think will be newsmakers this year, including the city of Chico’s newest City Council members—Reanette Fillmer and Andrew Coolidge, neither of whom had ever held public office.

In his interview with CN&R staff writer Ken Smith, Coolidge noted that one of his biggest challenges as a politician is developing thick skin. I’ll say it is. During last week’s City Council meeting, Coolidge stated that he was suing this newspaper. This all goes back to my Dec. 11 column (“Strategy”), in which I wrote about the night Coolidge was sworn into office—namely, that he has ties to Chico Scrap Metal and his very first motion during his very first meeting was to agendize discussion on whether to allow that business to remain on 20th Street. For a little background, in 2006 Chico Scrap Metal was given five years to vacate its property because its practices do not fit in with that part of the community. In 2011, it was given an extension of three years that would end on Dec. 31, 2014.

In that column, I noted that Chico Scrap Metal’s operations polluted the south Chico property (for more on that see a letter from the Department of Toxic Substances Control on page 6). Its owners were ordered to pay $700,000 in fines by a Butte County Superior Court judge, and attempts to fight the court’s order have been shot down at the appellate level.

Despite the generous extension, the owners came back at the eleventh hour, on the very night Coolidge was sworn in, with the intention not of asking for additional time to vacate that location but for the business to stay indefinitely.

Coolidge made his motion without mentioning his ties to Chico Scrap Metal’s owners, George Scott and his daughter, Kim Scott, who now runs the family business. But the omission didn’t escape me, and I laid it out in this space. Coolidge did public relations work for a political action committee formed by the elder Scott back in 2010 to unseat Butte County District Attorney Mike Ramsey in retaliation of those pollution charges.

The day after that column hit stands, Coolidge emailed me, threatening a libel suit. He CC’d his father and sister, both attorneys. And at last week’s council meeting, he said false statements about him in this newspaper were the subject of pending litigation.

But here’s the deal: There were no false statements about Coolidge.

So, what’s the issue here? I think it’s simple: Coolidge is attempting to bully the CN&R. Maybe he thinks doing so will shield him from further criticism. Maybe he hasn’t accepted that being a politician means having his every political move scrutinized by his constituents and the press. Maybe he’s not familiar with something called the First Amendment. Newsflash: This paper has a long history of watchdoggery, and neither I nor this paper’s staff will be intimidated by a newbie council member’s baseless litigation threats.

Here’s another fun fact: In 2012, Kim Scott gave the maximum campaign contribution of $500 to Coolidge during his unsuccessful bid for a council seat at that time.

Coolidge admitted as much during last week’s council meeting (he left out the dollar figure), when he awkwardly read a bizarre prepared statement. He could have avoided that altogether by copping to all of this before making that first motion. Instead, he got busted. And the funny part is it appears he expected that to happen. In his interview with Smith, Coolidge stated he had not yet seen the column that he now alleges libeled him. However, amazingly, he guessed that I’d written about his connection to Chico Scrap Metal. Priceless.

In emails to me, Coolidge seems to be under the impression that I don’t like him. But, really, none of this is personal. It’s politics. It’s free speech. It’s criticism. Actually, come to think of it, as far as journalism goes, Coolidge is terrific.

by CN&R staff, Jan. 8): Why is it that liberals always demand that Republicans compromise or reach across the aisles or just get along until the liberals lose an election? Then it is all-out word warfare. Monica McDaniel was quoted as saying, “current events will serve as a wake-up call to locals who didn’t turn out at the polls in recent elections” and “I don’t think that people really realize [the power] that our City Council has to make or break our local culture. It would be my hope that the city recognizes what it’s lost.”

Wow, those are fighting words directed at the current City Council she hopes will fund the arts once the city staggers back to it’s financial feet again. Good luck with that attitude, Monica! “I didn’t think they’d actually cut [the arts] the way they have, but I knew that it would have to be self-sustaining,” McDaniel said. If they are to be self-sustaining, Ms. McDaniel shouldn’t declare war and alienate the majority of voters in the last election. Support for the arts could be a two-way street, if you calm your firebrand rhetoric down.

Bag-ban haters Re “Bag ban no biggie, Editorial, Jan. 8): The ditches and gutters in Chico and Butte County are strewn with cans, bottles, wrappers and everything else imaginable. In all my walking/hiking/biking travels, plastic bags are a rare find.

Generally, I have to bring my own if I’m to pick up the litter left behind, yet we choose the plastic bag to ban. What feel-good nonsense.

If we’re really serious about preventing harm to our environment and the defenseless creatures that inhabit the Earth, wouldn’t it be more effective to ban litterers and nonrecyclers? Or at the very least severely penalize those who trash our environment? After all, it’s not hard to recycle, plastic bags included.

But I think it’s time to move on to other wasteful and harmful items to our planet. I think we need to move forward and ban other items such as certain fast food containers and all those free papers you find in the stores.

I see stacks of them at Winco and FoodMaxx and other places and inevitably I see them blowing all over the streets and of course they wind up in our creeks and landfills.

Likely to go bankrupt The state of California publishes a list of how much its cities pay for their employees. The most recent numbers were released last month and Chico now pays 23rd highest out of 455 cities. The California Policy Center recently released a report on the cities and counties most likely to go bankrupt. Chico was the eighth most likely to go bankrupt out of 492. The most recent numbers from the city show that Chico pays our police 26 percent higher than the county pays sheriff’s deputies. The old question was whether we would risk bankruptcy in order pay a premium for police 26 percent “better” than deputies. The next question the police union will have on the ballot will be whether we should raise sales taxes on ourselves to give them even bigger pay raises.

HELP THE HOMELESS (SURVEY)

These trees outside the Oroville Cemetery will be cut down if PG&E gets its way.

Volunteers are needed for the homeless census conducted every other January by the Butte Countywide Homeless Continuum of Care.

This year, the point-in-time survey, which will be conducted at sheltered and unsheltered locations throughout the county, is set for Wednesday (Jan. 28). Participants will collect basic demographic information as well as length of homelessness, family size, health issues, veteran status, education level, employment history, causes of homelessness and barriers to housing.

The results of the survey will be compiled into a report that will be released in June.

Volunteer trainings will be held in Chico, Paradise, Oroville and Gridley leading up to the survey. To volunteer or for more information, call Leslie Johnson at 518-9992 or email leslie.aclu@gmail.com.

ASSESSMENT ON HOLD

Joshua Epstein, the man charged with killing Randell Sexton in front of 7-Eleven at the corner of First and Main streets last summer, remains in Butte County Jail due to a lack of beds at Napa State Hospital.

On Aug. 31, Epstein, 30, and Stephanie Vogel, 23, reportedly beat 44-year-old Sexton with a skateboard and repeatedly stabbed him in the head and upper torso. Sexton was pronounced dead on arrival at Enloe Medical Center. Epstein has been charged with murder, while Vogel faces a charge of assault with a deadly weapon; both pleaded not guilty on Sept. 10.

In November, Dr. Paul Wuehler, appointed

by Butte County Superior Court to evaluate Epstein, testified that he is mentally incapable of understanding his charges. Epstein was scheduled to stay in a psychiatric facility until he was deemed capable of standing trial. District Attorney Mike Ramsey said the county is still looking for a mental facility for Epstein, explaining that further mental evaluation must be completed before court proceedings resume.

LABEL DEBATE

A day after filing a trademark infringement complaint against Chico’s Sierra Nevada Brewing Co. over the use of “IPA” on a beer label, Lagunitas Brewing Co. decided to drop the issue Tuesday (Jan. 13), according to SFGate.com.

Originally reported by the San Francisco Chronicle, the story goes that Sierra Nevada’s label for its Hop Hunter IPA, due for release Jan. 15, was discovered last month by Lagunitas founder Tony Magee, who said the label was too similar to Lagunitas’ 20-year-old IPA label. The fear was that Sierra Nevada’s beer could either harm sales or suggest a collaboration with Lagunitas’ brew. The company wanted a temporary restraining order against the release of Hop Hunter, as well as financial compensation. A major backlash on social media convinced him to change his mind, SFGate.com reported.

A statement posted on the Sierra Nevada website says: “We have no interest in our products being confused with any other brand.”

And they’re arguing that the reason for all the cutting by Tom Gascoyne is bunk, that the trees present no actual harm to the pipeline. tomg@ Butte County Superior Court newsreview.com Judge Steve Benson said on Monday (Jan. 12) that he needs more time before ruling on two matters related to the standoff between the tree advocates and PG&E, which plans to remove 13 century-old trees, mostly sycamores, growing next to the Oroville Cemetery.

Attorney Richard Harriman, representing Save Oroville Trees (SOT), asked Benson to overrule a Dec. 30 temporary restraining order to keep protesters away from the trees, allowing PG&E to move forward with its plans. He also asked the judge to halt the tree removal itself until environmental impact reports could be conducted. The next court hearing on the matter is scheduled for Jan. 21.

On Tuesday (Jan. 13), the morning after Benson said he needed more time, PG&E crews moved in to start cutting down the trees but were met by the SOT protesters and work stalled.

Shaun Maccoun, spokesman for PG&E, said the company is currently in wait-and-see mode.

“We will evaluate our options that will allow us to move forward in a manner that is safe for both the work crews and the public,” he said Tuesday. “We attempted to start work again this

morning but pulled off to ensure the physical safety of the crews and the citizens who were there.”

The tree removal is part of PG&E’s $500 million Pipeline Pathways project, which is a statewide effort “to clear obstructions from the utility company’s 6,750 miles of underground gas lines.”

The cemetery trees are the last remaining of the 242 trees that were slated for removal in Oroville. There are also plans to take down trees in Chico and Paradise in the near future.

The company says it needs “to remove the trees, shrubs and structures on private and public property to ensure pipeline safety—a top priority after the 2010 San Bruno gas pipeline explosion that killed eight people and destroyed 38 homes.”

But critics of the project say that is a scare tactic because, according to a federal investigation, the San Bruno explosion was caused not by trees but rather by faulty welds along the pipe.

The tree defenders are made up of a cross-section of the community, including a very active group of older citizens.

They say the city of Oroville, which received $34,000 from PG&E for allowing the removal, failed to publicly announce the project and require tree removal permits. The city also failed to consider the California Environmental Quality Act, which requires environmental impact reports for projects that may

affect the environment. District Attorney Mike Ramsey reminded the city about CEQA in November, but by that time the tree removal was well underway.

In court on Monday, depositions handed to Judge Benson included one from former Chico Urban Forester Denise Britton, who said the tree roots do not threaten the pipeline, and Jack Kiley, a retired PG&E manager, who said in his 34 years with the company he never heard of a tree root rupturing a gas pipeline.

The Oroville Police Department has not enforced the restraining order, which requires citizens to stay at least 30 feet away from where the trees stand.

Oroville City Attorney Scott Huber said that given the stress on the police force because of limited numbers of officers and budget cuts, the police were not going to enforce the restraining order unless ordered to do so.

PG&E’s attorney Bill Speir then asked Benson to make the order, which the judge refused to do.

“Let’s all just step back,” Benson said. “Courts don’t give orders to police departments.”

After the hearing, Harriman, SOT’s attorney, said the city doesn’t want to arrest large numbers of people and run the risk of civil rights violations.

“It’s not just about the trees,” he said.

“The City Council members act as a public trustee, but they violated the pub-

lic trust by allowing this to happen without proper review. There were no public notices.”

He accused PG&E of using scare tactics by referring to the San Bruno incident as a reason to remove trees.

“You come away with the impression that the pipeline was at severe potential risk,” he said. “PG&E talked about what happened in San Bruno with the message ‘Unless you let us cut down these trees something awful will happen.’”

He said PG&E met “severe resistance from East Bay cities, so they come here to roll over Oroville to set a precedent, make an example. Their message is: PG&E is coming to help you by harvesting your trees.”

Last March, mayors from cities and

towns around the East Bay spoke out against PG&E’s plans to take down a total of 1,729 trees as part of the Pipeline Pathways project by signing a letter to the company.

The letter began: “Because we are entrusted with protecting our respective communities’ values, we, the undersigned mayors and elected officials of Alameda and Contra Costa counties, request a meeting with you immediately to discuss your company’s Pipeline Pathways project.”

It was signed by the mayors of Concord, Walnut Creek, Clayton, Martinez, Danville, El Cerrito, Pleasanton and Lafayette.

According to a story in the San Jose Mercury News published last April, the Concord City Council passed a resolution to halt all PG&E tree removals until certain conditions could be met. The story said the city’s arborist was inspecting city-owned trees to determine whether they were likely to damage the gas lines.

“If the roots are not going to extend to a location near the pipeline, it’s difficult for PG&E to suggest that particular tree poses any risk,” City Attorney Mark Coon said.

“What we have is a frontal assault on our local jurisdiction being carried out by PG&E,” said Harriman. “They started in the East Bay, have come to Oroville, and Chico and Paradise are next.”

The PG&E project includes felling trees on the south side of Chico along the Midway—where the pipeline runs from the Oroville-Chico Highway north to Hegan Lane. There is also a pipeline leading into Paradise along Neal Road, where trees are slated for removal.

This week PG&E announced a program whereby, though a partnership with The National Fish and Wildlife Foundation, it would plant a tree in the Los Padres National Forest for every customer who enrolls in the company’s paperless billing program. The press release announcing the plan included the phrase: “Every tree matters.” Ω

Street, then trying to take another child from a stroller near the corner of Third and Flume streets. In that case, a police press release noted, the mother “was assisted by an alert citizen, who physically took Ware to the ground.”

That citizen was then-homeless youth Adam Kurtz-DuBord. He wasn’t the only person to see the attempted kidnapping in progress, but he was the only one to react.

“No one else was doing anything,” Kurtz-DuBord recalled during a recent interview. “Dude, that’s a big deal—somebody is screaming ‘Help!’ What do you do? You go help them.”

The incident is an example of why Bill Mash, a local visual journalist who chronicles poverty and homelessness throughout the North State, is fascinated with Kurtz-DuBord.

The skinny teenager with mad-scientist hair has been through a lot since hopping on a freight train and escaping a troubled home life in North Dakota a few years ago. Throughout his travels, he’s been turned away by homeless shelters—because older people were higher priority, he was told—ignored by passersby and hassled by police, mostly for sleeping outside. Even so, Kurtz-DuBord “exudes love,” Mash said. “He’s a beautiful human being.”

Most Americans want foods containing genetically modified organisms (or GMOs) labeled as such, according to a recent survey by The Associated Press-GfK. In the poll, 66 percent of respondents favored labeling, 7 percent were in opposition of such a requirement, and 24 percent remained neutral.

GMOs became a hot topic in California back in 2012, when a ballot initiative to require labeling was narrowly defeated. Vermont is the first state to require GMO-labeling, which goes into effect next year.

rest will go toward Mash’s outreach efforts and Kurtz-DuBord’s goal of building a tiny house.

The festival will show 42 of Mash’s vignettes featuring more than 100 interviews on civil rights, unemployment, food insecurity and shelter “that paint the picture that is homelessness in Northern California and the communities’ reaction to it,” he said.

Mash knows of what he speaks. At 16 years old, he ran away from an

abusive home in the Boston area and lived on the streets. He “went homeless” again in 2012, more by choice, after a 25-year career as a program manager with Hewlett-Packard in the Bay Area.

He was homeless in a car from April to July of that year. Then he set out on foot, starting with a three-week stint on the streets of Sacramento. From there he walked to Marysville and Yuba City, then to Oroville, and finally arrived in Chico in February 2013. He used an iPod to record more than 150 interviews with the homeless people he met along the way. Now, after a couple of years living in Chico and continuing the project, he’s completed more than 380 video interviews.

That includes six or seven videos focusing on Kurtz-DuBord. “For every video I make, the primary audience is the person I’m doing the story about,” Mash continued. “Adam’s story was the most poignant, because it started to lift him up. People got involved in his life and it showed him he had purpose, that he could do this.”

Indeed, since being featured in Mash’s videos, Kurtz-DuBord was informally adopted by a family, and he’s currently working at The Lantern, the new Vietnamese restaurant adjacent to 100th Monkey Café. He’s saving up the $2,000 he needs for a tiny house—a 4-by-8-foot trailer complete with a bed, outdoor kitchen and a roof-rack for his bicycle—which he plans on parking at designated campsites and in his friends’ backyards. And on Jan. 26 he’ll attend his first classes at Butte Community College, where he’ll study welding and peace and global studies.

Kurtz-DuBord says Mash’s video projects are “a voice for people who don’t have a voice.

He gives us the time of day and treats us equally, looks at us like we’re no different than he is.

That’s what I love about him the most.”

Creek man was arrested Jan. 6 at AOroBerry the Canyon Creek Roadhouse CafĂŠ on Quincy Highway after employees noti-

fied the Butte County Sheriffâ&#x20AC;&#x2122;s Office that they had spotted what appeared to be a rifle barrel protruding from the back of his jacket.

According to a press release, sheriffâ&#x20AC;&#x2122;s deputies responded and, after a brief confrontation, arrested GD Hendrix as he exited the store.

Hendrix was reportedly armed with a fully loaded AK-47 semi-automatic assault rifle strapped to his back, a loaded .22 caliber revolver on his waist and a loaded .223 caliber pistol â&#x20AC;&#x153;draped overâ&#x20AC;? his right arm. He was reportedly also carrying a concealed dagger and wearing brass knuckles around his neck.

Prior to his arrest, Hendrix had been named a person of interest in the killings of Plumas County residents Mike Kroencke and his wife, Olga, whose bodies were found Dec. 19 in their car parked on Galen Ridge Road in Berry Creek.

On Dec. 29, deputies and the Chico Police Department SWAT team served a search warrant at Hendrixâ&#x20AC;&#x2122;s Galen Ridge Road home, where he lives with his mother, Lotta Hendrix, 67. Neither of the Hendrixes was home at the time, but the search resulted in the seizure of an explosive device and firearms.

At the time, arrest warrants in connection to the discovery were issued for each of them.

Upon his arrest, GD Hendrix was booked into the Butte County Jail on $1 million bail for six felony charges as well as one misdemeanor drug charge. They include possession of a destructive device, possession of an assault weapon, two counts of carrying a concealed weapon, possession of a controlled substance while carrying a firearm, carrying a dagger, and possession of a controlled substance. Hendrix was due to enter a plea at Butte County Superior Court on Wednesday, Jan. 14, just after CN&Râ&#x20AC;&#x2122;s deadline. He is being defended by public defender Robert Marshall. Court records show that Hendrix pleaded no contest to a charge of drug possession back in 2010.

Lotta Hendrix was arrested the same day as her son at a separate location in Berry Creek at about 11 p.m. and booked into the Butte County Jail with a bail of $500,000.

She is facing a single felony charge of possession of a destructive device and is being represented by attorney Mark Stapleton. She was charged with possession of a controlled substance in 1991 to which she pleaded not guilty. The matter was dismissed in 1995 after she completed a court-ordered diversion program.

As for the deceased couple, their plight was

brought to the Sheriffâ&#x20AC;&#x2122;s Officeâ&#x20AC;&#x2122;s attention when relatives, whose property borders the Hendrixesâ&#x20AC;&#x2122; property, called on Dec. 20 to say they were concerned because the couple, who were on their way to visit their son, had not arrived when expected. Their bodies were discovered close to the property about three hours after the call was made.

The Kroenckes lived in the small Plumas County town of Cromberg.

According to a story in the Plumas County News, Mike Kroencke, 59, had worked for the Plumas County Public Works Department since 2002. Olga, 56, also worked for the county serving as an office automation specialist in the information technology department since 2005.

Plumas County Sheriff Greg Hagwood told the paper: â&#x20AC;&#x153;Our hearts go out to the Kroenckesâ&#x20AC;&#x2122; family, friends and co-workers.

This is a tragedy.â&#x20AC;?

Public Works Director Bob Perreault said Mike Kroencke worked as his assistant. â&#x20AC;&#x153;He was always cheerful,â&#x20AC;? Perreault said.

Olga Kroencke was also described in a positive light. Nancy DaForno, clerk to the Plumas County Board of Supervisors, described her as consistently cheerful, as â&#x20AC;&#x153;everybodyâ&#x20AC;&#x2122;s go-to person.â&#x20AC;?

t may seem like a miracle that Iigate migrating salmon are able to navfrom the ocean, through the

bay and upstream for hundreds of miles through a complex maze of ditches, rivers, canals and sloughs in the Sacramento Valley in order to spawn. But this is becoming even more difficult for salmon, in fact, because of the drought and government inaction. Currently, many salmon are failing to complete the journey and winding up lost in dead-end backwaters. If they can’t quickly find their way out, the salmon die.

That’s what’s happened to hundreds, maybe more, of chinook salmon in recent weeks. The fish have been getting stuck in the Yolo Bypass canal system just north of Sacramento, ever since the first heavy rains, and are missing out on the now perfect spawning conditions in the Sacramento River.

“This makes the fall-run fish that have arrived later and which are now stuck in Yolo Bypass that much more important,” said Jacob Katz, a biologist with the group California Trout, one of several organizations working to trap and

relocate the wayward fish. No one knows how many salmon remain in the canals, but environmental groups and fishery advocates fear the number could be substantial— possibly thousands.

Salmon strandings in the Yolo Bypass are not a new problem.

Adult migrating salmon, swimming against the current, may enter the bypass during high-water periods. If the water level drops while the fish are in the canal system— and it often does—they become stuck. And they are unlikely to find their way out.

The Yolo Bypass stranding issue should have been resolved years ago. A federal law passed in 2009, with the scientific oversight of the National Marine Fisheries Service, requires officials to correct the problems that make it possible for salmon, as well as other fish, to become stranded in these off-channel waters. However, the California Department of Water Resources and the U.S. Bureau of Reclamation have dodged this responsibility for years.

Salmon Association, suspects the reasons for this could be part of a political strategy to facilitate construction of the controversial delta tunnels—the centerpiece of Gov. Jerry Brown’s Bay Delta Conservation Plan. McManus suspects that government agencies may be delaying the Yolo Bypass improvements in order to log the action not as a mandate of existing law but as the first step toward building the tunnels.

“If they were to fix the [Yolo Bypass] problem now, it would be more visible to the public that this was part of the 2009 federal law and therefore not eligible for the BDCP requirements,” McManus said.

Carson Jeffres, a biologist with the UC Davis Center for Watershed Sciences, said modifying the flow through the Yolo Bypass to keep salmon from what he calls “the canals of no return” would be a simple fix costing some several million dollars. “That’s a drop in the bucket in the total amount of money spent on helping [salmon],” Jeffres said.

THE PULSE NEW CLINIC IN TOWN

Northern Valley Indian Health recently announced plans for a new full-service clinic in the Meriam Park subdivision in south Chico.

Construction is set to begin this spring, with a grand opening tentatively scheduled for summer 2016, according to an NVIH press release.

The clinic will include 41 medical exam rooms and 13 dental exam rooms and be staffed by up to 60 new medical personnel. The existing clinic in north Chico will continue operating at 845 W. East Ave. NVIH is a private nonprofit tribal corporation. The organization’s clinics in Chico, Willows, Red Bluff and Woodland serve all people of Native American descent, regardless of tribal affiliation. AIR AMBULANCE ARRIVES

In February, Enloe Medical Center’s FlightCare crew will take to the skies above Chico in a new $3.5 million helicopter.

The helicopter, an EC130 T2 EcoStar—primarily used in the tour industry—is the first of its kind to be reconfigured for medical purposes, according to an Enloe press release. Compared with helicopters previously used by the FlightCare team, the new EcoStar is quieter and more spacious—allowing the medical personnel to freely work on patients—while an intercom system will help crew members to hear blood pressure, heart and lung sounds over the hum of the rotors.

The cost of the new machine will be offset by the future sale of the old helicopter, along with Enloe Foundation funds and $1.19 million in community fundraising from more than 1,900 donors.

NO MEDI-CAL FOR IMMIGRANTS

Despite previous speculation that Gov. Jerry Brown (pictured) might extend health care coverage to undocumented immigrants in California, his recently released fiscal year 2015-16 budget proposal does not set aside funding for that purpose.

In November, President Obama announced his plan to allow up to 5 million undocumented immigrants who have lived in the U.S. for more than five years and have no serious criminal record to apply to avoid deportation. But under federal law, those individuals are not eligible for health benefits through the Affordable Care Act, according to California Healthline. Brown’s administration subsequently considered expanding health coverage to immigrants affected by the executive action— potentially covering up to 1 million people.

When asked about providing health coverage to those residents, Brown responded: “There’s not a lot of money left in the budget … it’s very tight.” Some groups, such as the Western Center on Law and Poverty, were disappointed with the decision, while state Republican lawmakers— and some Democrats—hailed Brown’s proposal as fiscally responsible.

Germs and reusable bags Opposition to Chico’s single-use bag ban decries possibility of food-borne illness

City Council deliberated the measure last spring, and the opposition has found a second wind since the measure took effect Jan. 1.

On top of economic arguments, some critics cite health concerns associated with reusable bags, pointing to a research study on microbial contamination. That report, released in 2010 by scientists at the University of Arizona and Loma Linda University, determined that “reusable bags are seldom if ever washed and often used for multiple purposes. Large number of bacteria were found in almost all bags and … [w]hen meat juices were added to the bags and stored in the trunks of cars for two hours the number of bacteria increased tenfold.”

So, exactly how worried should we be?

Are we harboring food-borne-illness factories with our earth-friendly totes?

Maybe so, likely not. The Butte County Department of Public Health says there are reasons to take precautions but shoppers who take those precautions needn’t be alarmed.

“There are health risks associated with reusable shopping bags, particularly when raw meat and poultry mix with raw foods,” said Dr. Mark Lundberg, the county’s public health officer. “Raw meat juices can drip on raw foods that may be eaten with-

out further cooking, causing crosscontamination. This type of contamination can lead to bacterial food-borne infections such as campylobacter, E. coli, listeria, salmonella or staphylococcus.

“With the new plastic bag ban, consumers will need to be more diligent when adding raw meats and raw foods to the same bag.”

Lisa Almaguer, communications manager for Public Health, calls this practice “conscious shopping.” As she explained: “Before reusable bags, we would tend to go on auto-pilot through the store, throwing items into our cart. I believe when consumers are shopping, for groceries in particular, they need to be more conscious or aware of the food items they place in their reusable bags and how they mingle.”

Dr. Ryan Sinclair, an assistant professor at the Loma Linda School of Public Health who co-authored the research paper, agrees that the prospect of contamination from reusable bags should concern only those consumers who don’t clean them.

APPOINTMENT GET WELL, STAY WELL

“The reusable grocery bag is just one more thing that will transmit infectious disease on top of all the other things that will transmit infectious disease,” Sinclair said.

“We hear about epidemics, and [people respond], ‘Oh, I’m not going to get Norovirus from my reusable grocery bag!’

“Well, maybe not, but you never know where you next cold or flu comes from; you never know where you’ll get your next stomach issue or something that resembles food poisoning.”

Sinclair’s latest research includes evaluating

antimicrobial materials that could compose the next generation of reusable bags, and he recently finalized the contamination study from five years ago. He and his associates tested a variety of bags: primarily cloth and textured-plastic totes, but also a few thicker-gauge plastic bags that have become more common. Mendonca said some Roplast bag users avoid cross-contamination by labeling their bags for specific uses, such as “P” for produce and “M” for meat.

This sanitary sensibility may seem like it’s, as Mendonca says, “about common sense.” But Sinclair’s research suggests not everyone is savvy.

“It’s really a new practice in our society, using these reusable bags,” he said. “People aren’t used to washing them; they aren’t used to carrying them around, or even using them….

“It represents more of a cultural shift than people are giving it credit for, so I think we need to start thinking about how we manage these things.” Ω

Roplast, the Oroville-based manufacturer of reusable plastic bags whose client list includes many Chico stores, says its products differ from what Sinclair, et al, tested. Those bags, said Lisa Mendonca, Rosplast’s grocery sales manager, “are generally dark in color and the fabric is very porous.

We believe this makes spills and dirt hard to see and it allows it to soak in and dry unnoticed. These types of bags are also very hard to clean and often get ruined when trying to wash.

“Our bags are slick, nonporous material that does not allow spills to soak in. Most of our bags are white or light in color, making it easy to see dirt and spilled foods.

This should make noticing that your bag is dirty much easier and prompt you to wash.”

Regardless of the composition, cleanliness is key.

Roplast offers basic hand-wash instructions: put a little dish soap inside, swirl around, use a sponge if desired, rinse out with warm water, hang upside-down on the drainboard to dry.

Sinclair recommends putting all bags in the washing machine, and if they break apart, just replace them. (Mendonca says Roplast bags hold up in washing machines and dishwashers, but are recyclable if they get damaged.)

Five Republicans whose moderate views on climate change may influence our environmental future

Aclimate conservative case for concern over change in the new GOP-run

handful of Republicans have made a

While nobody expects them to break with the denier-dominated majority on the most important fossil fuel issues in the months ahead, these GOP climate science believers have been hailed for offering a “kinder, fresher approach to climate issues,” and some environmental advocates have mused on the influence they might wield over their peers.

These Republicans advocate “clean energy.” But they also support construction of the Keystone XL pipeline for transporting oil from the carbon-intensive Canadian tar sands to Gulf refineries. And they all oppose the Obama administration’s prime climate initiative—the Environmental Protection Agency’s proposed rules for curbing carbon emissions from existing coal power plants—and likely would vote for legislation to block the EPA. With polls showing a majority of U.S. voters worried about climate change, these somewhat-against-the-grain GOP voices could become increasingly important. Here are five conservative members of Congress who might offer a different message, something other than the “no” we’ve come to expect:

Rep. Chris Gibson, New York “If conservation doesn’t sit within conservative principles, then words have no meaning at all,” says Gibson, a retired Army colonel who fought to get federal aid to his constituents after Hurricane Irene struck his Hudson Valley district in 2011, his first year in Congress.

Gibson said last month he plans to introduce a resolution meant to rally 16

Congress to “recognize the reality” that climate change is behind events like the three 500-year floods he has witnessed in the last several years in his district. “We have changing weather patterns, and we have climate change,” he said at a forum organized by Citizens for Responsible Energy Solutions, a nonprofit issues advocacy group. “This is the science. I hope my party will come to be comfortable with this, because we have to operate within the realm of science.”

Gibson said he supports the Keystone XL pipeline with an eye to keeping energy costs low, but he also praises the Energy Department’s “SunShot” program aiming to reduce the cost of solar energy.

Rep.-elect Garret Graves, Louisiana On climate science itself, the incoming Congressman from Baton Rouge prefers not to get into a debate over “anthropogenic versus biogenic causes,” he told Bloomberg last month. But on whether sea level rise is happening, Graves is unequivocal.

“For us to stick our heads in the sand and pretend it’s not happening is idiotic, and it puts the lives of 2 million people who live in south Louisiana in jeopardy,” he said. As director of the state’s Coastal Protection and Restoration Authority, Graves led the drawing up of a yet-unfunded $50 billion master plan for restoring and protecting Louisiana’s receding shoreline.

Graves has said he does not support mandatory emissions regulations. He does support incentives for technological and efficiency solutions that reduce emissions and energy consumption.

Rep. Adam Kinzinger, Illinois A U.S. Air Force special ops veteran who flew in both Iraq and Afghanistan,

Kinzinger has advocated support of clean home-grown energy as a national security matter. With four nuclear power plants in his district—more than any other member of Congress—he backs “clean nuclear” as part of the climate change solution.

Last year, Kinzinger overcame a challenge from the Tea Party wing of the GOP. He received backing from the nonprofit advocacy group CRES, which spent nearly $2 million in the last election cycle supporting Republican candidates with moderate views on climate change. “One side that says there’s no such thing as any kind of global warming, we can dump all the pollution we like, while the other side says we all have to ride bicycles the rest of our life,” Kinzinger lamented in an interview with CRES on YouTube. “Somewhere in the middle is the answer.”

Sen. Lindsey Graham, South Carolina “I think there will be a political problem for the Republican Party going into 2016 if we don’t define what we are for on the environment,” Graham recently told Roll Call.

But it is, if anything, difficult to pin down Graham’s own environmental policy, giving his shifting positions over the years.

His most prominent role in providing leadership on the effort to cut carbon emissions came in 2010, when he briefly confabbed with two colleagues, Massachusetts Democrat John Kerry and Connecticut independent Joe Lieberman, to come up with a broadly acceptable cap-and-trade compromise.

Graham sought to include tax incentives and loan guarantees to help the nuclear industry and expanded oil drilling in the bill, as well as a measure revoking EPA’s authority to regulate greenhouse gases.

Eventually, though, he walked away from the deal he helped to forge.

Somewhat overshadowed by the recent conflict over the Keystone XL pipeline, which Murkowski supports, the Alaska senator actually took time in her election night remarks in November to voice concern about climate change.

“I come from a state where we see a warming,” she said. “We’re seeing it with increased water temperatures; we’re seeing it with ice that is thinner; we’re seeing it with migratory patterns that are changing.

So I look at this and I say this is something that we must address.”

But Murkowski elicited groans from some in the climate science community when she followed up with a suggestion that volcano emissions may be a larger contributor to atmospheric pollution than fossil fuel (the opposite actually is the case).

Murkowski’s approach has been to back increased production of all forms of energy, and she has supported the idea of devoting new revenue from expanded oil and gas drilling to “advanced energy.” The Alaska senator recently told E&E Publishing that her environmental detractors will see that she has “a very, very broad view of what our energy potentials are and how we develop all of those.”

Gina Gibbs has arguably one of the most fun jobs around—she spends her days helping kids build with Legos. Gibbs works for Bricks 4 Kidz, a franchise opened earlier this year in west Chico by Dave and Linda Phelps that offers educational enrichment opportunities to kids.

Part of Gibbs’ job involves visiting about 10 school sites in Chico and facilitating after-school programs that allow kids to work with Legos in developing critical-thinking skills and creativity. Gibbs is a teacher who wears various hats: She also works as adjunct faculty in the Butte College English Department, and she has co-facilitated a creative writing summer camp for kids through Chico State. Bricks 4 Kidz is at 510 Walnut Ave., 332-9172.

How’d you get a job at Bricks 4 Kidz?

I saw on Craigslist that they were looking for a teacher to run the after-school programs, and they really wanted someone who loved kids and is creative—and being into Legos wouldn’t hurt! I came in to drop off my résumé, and Linda and I just instantly became friends, because her vision for Bricks 4 Kidz matched my own personal pedagogies. She pretty much hired me immediately.

What does your after-school program work entail?

I go into different elementary schools almost every day of the week. Each student gets a little kit with 250 different builds they can do. What’s cool about the franchise is that there’s a team that’s

constantly working on making things better and more tailored for kids’ abilities.

What’s an example of something kids do?

One theme we have is “tsunami”— there’s a PowerPoint-guided discussion about tsunamis, to start with. Everything is motorized.

There are a trillion different themes that the school principal picks from. What I really like is that not only are the lessons aligned with Common Core and STEM (science, technology, engineering and mathematics), there’s a take-home for the kids to take with them so the discussion can continue around the dinner table.

That’s my main job … to facilitate those after-school classes.

What else do you do at Bricks 4 Kidz?

I help kids with building in the free play room [at Bricks 4 Kidz], and I also help with birthday parties, which are really fun. We have pizza and cake, and everyone gets to take home a mini-build.

What does “free play” entail?

There are these little boxes that are labeled with each type of Lego.

I allow kids to just let their creativity out … say what they want to build and do it. Then I ask them questions to help them think about their build in a more advanced way, such as “Gosh, this is great—how can we get this guy to move more?” I help them to make that next cognitive step ….

You can “nerd out” here, and it’s praised! Being the nerd here is the cool thing.

How does this job correspond with your work as an English instructor?

Being an English instructor working with students is a lot like building with Legos because you start with nothing—a blank screen and blinking cursor—and you have to come up with something. Most of the time, it is through trial and error, learning through failure … it’s a lot of self-exploration.

While living in France a few years ago, I gained a newfound appreciation for many edible things, cheese, raw milk, chocolate croissants and tiny cups of espresso among them. Wine and fresh produce are also things the French do especially well, though coming from Northern California, I was already spoiled in that regard.

Perhaps one of the biggest differences I noticed between French and American eating habits was apparent in the grocery aisles, not at the farmers’ market. Of course they sell things we love, like potato chips (rotisserie chicken flavor?!) and cookies (apparently they’re not big fans of the chewy variety), but in general they’re more focused on fresh, whole foods than processed crap. That’s part of their lifestyle—they take the time to cook and enjoy their meals, rather than relying on rushed microwave dinners. (The entire nine months I was in France I had no microwave, and it was actually quite nice. To this day I don’t own one.)

Nestled along those grocery shelves, I discovered something so simple it was magical: juice. Orange juice. Mango juice. Blueberry juice. The nectar of pineapples, peaches, pears, nectarines, cherries, strawberries.

You name the fruit, they probably juice it, bottle it and sell it. Here in the U.S., we tend to like juice combos: orange-mango-pineapple or cranapple-cherry. In France, it was mostly just straight from one fruit. Simple and amazing.

Upon returning to the States, I began to search out the foods I learned to love in France. The cheeses were probably the easiest to find, though I’m not sure any American cheese shop will ever truly compare. Croissants—I eat them rarely because they’re rarely good here. Tin Roof Bakery does the best job locally. And raw milk is practically demonized Stateside, so I ain’t getting that fix.

Back to juice. A few months after my return, I started to crave strawberry juice. And mango, peach, pear … you get the gist. But these were difficult to find. Kern’s does a pretty good job with mango, peach and apricot juices. And Knudsen’s—which is headquartered right here in Chico— makes a pretty killer peach nectar. I also like their “Just Juice” line, which includes some unique fruits, like blueberry (yum) and black currant.

Most exciting, though, is Hernandez Farm (156 W. Eaton Road) and its impressive juice and smoothie bar. And not long ago, Jamba Juice added a bunch of yummy fresh juices to its menu. The new kid on the block is Live Life Juice Co., which recently moved into the Saturday Chico Certified Farmers’ Market. I haven’t tried them yet—they’re next on my list—but just looking at their Facebook page, I can tell you I like their style. Reusable jars, fun logo, creative juice names like Turn the Beet Around.

About a year ago I actually broke down and bought a juicer. I’ve used it infrequently but (almost) always to great satisfaction. But now, when the American in me wants something fast and on-the-go—or just doesn’t want to peel 15 oranges—at least there are a few options for good juice around. And for that, I say merci.

efore being admitted into Chico’s psychiatric health facility, colloquially called the “Puff Unit,” more than a decade ago, Jimmy Shirah planned on killing himself by jumping in front of a train.

“My grandfather died by getting run over by a train, so I thought that was the way I’d go,” he said. “Then, I got to thinking about what my counselor said: ‘What about the people driving the train? That will affect their life. And everybody who loves you—that will affect their lives.’ I got to thinking, ‘Oh, man, you’re right.’

“But I was close a few times,” he added.

“I was at a point to where everything did not matter.”

Before coming to Chico in 2002, Shirah was a gambler—“but not a winner,” he emphasized—in Reno, where for a stretch he depended on blackjack winnings to live week-to-week out of a motel. He lost everything. After hitchhiking to Oroville and staying overnight at the Oroville Rescue Mission, his search for medical services led him to Chico.

“I needed to see a counselor, I needed to get my meds in order,” he said. “I had my medication, but I had three different medications in one bottle. I didn’t really understand which one was which. I was just taking them.”

During childhood, Shirah was diagnosed with severe bipolar disorder, and ADHD (attention deficit hyperactivity disorder), symptoms of which only heightened during his first few months on the streets of Chico.

The combination of medication and heavy drinking—mostly whiskey—made Shirah “feel like I was always falling asleep,” he said.

He drank the whiskey both to feel warm and to cope. But it was expensive, so he panhandled. He recalls sleeping on the back porch of a vacant home, in truck beds and in the hallways of professional buildings left unlocked, but never in campsites with other homeless people.

“I was really alone,” he said.

At a certain point Shirah became aware that his body was shutting down; his need

for medical care was urgent. He had to get off the street. He did, in fact, make several appointments with case managers through Butte County Behavioral Health, but following through was another matter.

“I’d make an appointment, but rather than go to the appointment, which was my whole intent, something would trigger me and I’d go isolate,” Shirah explained. “A lot of it was self-sabotage. Something was going on in my brain that told me, ‘You’re not mentally ill.’”

Shirah’s general story is not unusual.

That is to say, mental illness can be a major factor contributing to why people, in Chico and elsewhere across the U.S., end up on the streets and stay there.

And as the local homeless population has expanded over the past few years—about 1,550 countywide, at last count, compared with 1,380 in 2009—these public health issues have become increasingly high-profile. That’s especially true in Chico’s downtown, where it’s commonplace to see people grapple with the acute symptoms of mental illness.

But, strangely, Chico has a reputation as a community where services for those in need are readily available, as a city of bleeding hearts, which suggests a disconnect. Something must be keeping mentally ill people out of treatment and on the streets. As the CN&R discovered, a wide range of factors are at play, many of them related to mental function most people take for granted.

It’s worth noting that mental illness is not

limited to the homeless community—it’s pervasive among the general population, too. According to a recent study from Mental Health America, 42.5 million adults in the U.S., or about 18 percent of the population, live with a mental health problem.

Meanwhile, the U.S. Department of Housing and Urban Development says about 20 percent of the 600,000 or so homeless people across the U.S. live with serious mental illness—defined as “resulting in serious functional impairment, which substantially interferes with or limits one or more major life activities.”

Based on his observations as executive director of the Torres Community Shelter for the past six years, Brad Montgomery agrees that mental disorders tend to be more severe among the homeless. “There’s no denying that there are a considerable number of people on the streets for whom mental health is a contributing factor,” he said.

In the 2013 Point in Time Homeless Census and Survey, conducted every other January by the Butte Countywide Homeless Continuum of Care, 23 percent of respondents said they live with a mental disorder.

But coordinator Meagan Meloy said that figure comes with a major caveat—all of the respondents were “sheltered,” as in, spending nights in shelters, transitional housing, motels, or with family or friends. Those living on the streets full time might report higher rates, Meloy said.

As director and co-founder of the Shalom Free Clinic, along with the thrift store on First Street, Nancy Morgans-Ferguson is familiar with the “unsheltered” homeless people who frequent downtown. At the thrift store, Morgans-Ferguson and volunteers provide individuals who live on the street with basics like blankets and clothing, toiletries and whatever food is on hand.

“The people we see at the store can’t go to the Torres Shelter because they’re using, or went there and didn’t follow the rules, or because they have pets,” she said. “We regularly see about 100 homeless people, some every single day, and I’d say the majority of people we see are mentally ill.”

The perceived negative effects the presence

of homeless people, along with the distinctly younger transient population, have on downtown businesses has been a hot topic both in the public and private sector for quite some time. Over the past two years, a group of business owners hired armed guards to rouse the homeless from sidewalks during the holidays, two charity organizations were told by park rangers they couldn’t set up food-distribution sites for the destitute at City Plaza, and the City Council passed the civilsidewalks ordinance, which makes it illegal to sit or lie in pedestrian paths of travel adjacent to commercial properties from 7 a.m. to 11 p.m.

form more than a dozen programs and physical sites, including wellness centers in Chico, Paradise and Oroville.

On top of that, last April, Butte County was awarded a competitive grant through Sen. Steinberg’s Mental Health Wellness Act of 2013, including $867,425 for residential beds and $1.075 million for crisis triage. With that funding the county has placed triage teams—made up of a licensed clinical and a peer advocate who has lived through similar crises— in local emergency rooms. Another team splits time between the Torres Shelter and the Jesus Center. “It lets us meet people where they are,” Wilson said.

There are other moving parts to consider. For example, the Affordable Care Act’s expansion of Medi-Cal, which most homeless people qualify for, has provided more people access to benefits than ever before. At least, in theory. Mental Health America recently reported that U.S. residents are still having trouble accessing mental health care, despite the expansion, noting that there is one provider for every 790 people.

So there’s a substantial financial component at play.

But Bill Such, executive director of the Jesus Center, has a more altruistic take on why this all matters. He says that, while the most ragged and abrasive homeless people can be hard to understand and empathize with, they are human beings whose lives are inherently valuable.

“We’re a Christian organization; we believe everybody is made in God’s image,” he said. “Therefore, the most callous, bruised, physically decrepit person with whatever mental condition they have is essentially precious to us because of who they are. …

“We’ve got mentally ill people on the street who are not pieces of shit, is my point.”

and depression throughout his adult life, and suffers certain social phobias, which were a factor when he lost his job at a distribution center in Los Angeles in October 2013.

“I’m not one of these people who’s very personable,” explained Hansen, who appears to be frowning, though it’s unintentional.

“People like me when they get to know me a lot, but not as far as first impressions go.

One problem I have is with authority figures at work, trying to get along with them. You have problems with the supervisor? You’re out the door.”

Hansen came to Chico to stay with family, but felt intrusive after a few months and decided to leave. Faced with few options, he still hesitated to check into the Torres Shelter.

“What I envisioned was something like jail,” he said. “But it’s not like that.”

Of the service providers the CN&R spoke with, most have observed people who fear facilities. That mindset may be indicative of the greater stigma surrounding mental illness in general, said Behavioral Health’s Wilson. “People know they need help but they’re afraid to walk into a building that says ‘counseling center,’” he said. “That stigma [prevents] them from getting healthy and moving forward.”

For instance, the bureaucratic systems and paperwork associated with getting treatment, which can be frustrating even for the most lucid individuals, can be most discouraging, Shirah said.

“The first time I went into [Behavioral Health] and saw the paperwork, I walked right back out,” he said. “I’m not that good with paperwork.”

Despite his 22 years of nonprofit work, Montgomery, of the Torres Shelter, said that there are times when even he doesn’t understand what to do next to help guests at the shelter. He understands, then, why it is so difficult for those with mental illness to be their own advocates.

“It takes determination and rational thought, and if you’re struggling with serious mental health issues, [or] you’re hearing voices, it’s unreasonable to expect you to navigate these systems,” he said.

“You just have to jump through so many hoops,” agreed Amanda Wilkinson, supervisor of case management at Enloe’s emergency department. “When you apply for Medi-Cal, you wait, then they send you a packet, then you send it back, then you wait. There are multiple steps to accessing resources. There is no slam dunk.”

Other barriers to treatment can be even more basic. At the Shalom Thrift Store, Morgans-Ferguson sees people who miss appointments with case managers because they don’t know the time or date, don’t understand how to use the bus system, don’t have access to a phone, or can’t leave their belongings unattended.

“Where are you going to leave your stuff? It’s going to get ripped off, so you have to drag it all with you,” she said. “But a doctor’s office isn’t going to let you drag in your shopping cart and 14 bags of clothing.”

The greatest barrier of all may be that some people simply don’t want help. Some say they want to maintain a sense of independence, Such said, while others believe that nothing is wrong with them.

“Someone with schizophrenia, they have their own reality,” he said. “They don’t think they’re not normal.”

That sort of leads me to my next question. You’ve been married 38 years, you’re a sought-after Academy Awardwinning actor, a respected musician, and all-around likable dude. How is this possible?

I don’t know. I guess it’s that old nature/nurture question. I suppose by nurture, I think about my family, my parents that raised me in a loving household. I guess the nature part is being born with a certain personality. It’s hard to answer the how or why with that stuff.

It just seems pretty atypical in your business to be so well-rounded.

I don’t know. I’ve run across so many actors and people who, to me, seem quite well-rounded. A lot of it has to do with luck, too. There are some talent26

ed people that don’t get recognized and others who are lucky to be recognized.

When did you start playing guitar?

I would say around 14 maybe, somewhere in there.

I assume you grew up on the classics—Dylan, the Stones, artists like that?

For me it kind of goes back before that. My brother Beau, he’s eight years older than I am, so the music that was making a lot of hits was Chuck Berry, Little Richard, Buddy Holly. Those guys.

That was the music that hooked me first. My dad had a guitar he couldn’t play because he had some problems with his fingers, so I kinda took that over.

Then my brother got a Danelectro guitar that he started playing and writing songs and stuff.

So it goes back a ways. What do you get from music that you don’t get from acting?

There are more similarities than differences, really.

There’s solo time, where you’re studying the script or writing the song. And you’ve got the times where you’re jamming with other artists—actors and musicians.

You’ve been with The Abiders for a few years now. Obviously, the name comes from The Big Lebowski, but how did you settle on that? How did you come to play with these guys?

Well, [laughs] I’m kind of realizing this teenage dream late in my life—I’m 65 years old—and I wanted to bring some attention to what we were up to. Lebowski’s probably my most popular film, and we were throwing around different things. I wanted us to be called The Royal We, another, more subtle, Lebowski reference. Our pedal steel player Bill Flores brought up the name The Abiders. I was like, “Oh yeah, The Abiders, it’s so obvious!”

Clearly, your role as The Dude was huge for you. But for me I have great memories of Starman and Tron. And especially King Kong.

[Laughs] Yeah. I laugh because a lot of stuff comes to mind with that. We used to pretend to be sick and ditch school back when I was in grammar school so I could watch the original. I’d see in the TV Guide that it was on TV, and I’d say, “I’m not feeling well, Mom.” So to be in that movie [the 1976 version featuring Jessica Lange], that was terrific. I actually wrote a song about that whole experience that one day will come out. Maybe on the next album. Ω

hen most people think of Chicago-style pizza, the

first thing that comes to mind is the city’s famed deep-dish creation. But in Chicago and throughout the Midwest, there’s another unique variation that the locals—including myself, a Missouri native—enjoy: thin-crust pizza, cooked crispy and sliced into squares.

And at Mamma Celeste’s StoneBaked Pizzeria, in the student-centric Nord/West Sac shopping area, by they make some of the best crackerMeredith J. He makes the dough for the “cracker crust” daily, brushes it in Mamma cornmeal before baking it in a stone Celeste’s oven and finishing with garlicStone Baked infused olive oil.

Pizzeria Nestled in the strip mall along1008 W. side Safeway on Nord Avenue, the Sacramento Ave. (in the Safeway eatery has the feel of a casual, momparking lot) and-pop pizza parlor. Comfortable 345-1510 booths line the walls and tables fill Open Mondaythe modest main room, which Thursday, includes an arcade game in the cor4 p.m.-10 p.m., ner (Centipede!). There’s a cozy bar Friday-Sunday, with views of television screens noon-10 p.m. showing sports as well as menus listing the pizzas and an impressive selection of craft beers.

The menu features a varied selection of house creations that can be ★★★★★ ordered as pizzas or calzones, with EPIC pizzas ranging from small individual ★★★★ pies to extra large ($5-$27) and calAUTHORITATIVE zones offered small or large ($11★★★ $19). There is also a big list of topAPPEALING pings for a la carte creations. ★★ HAS MOMENTS For our first pie, a friend and I ★ opted for one of the specialties, the FLAWED Chicken Cordon Blu, topped with

chicken breast, Canadian bacon, onions and green scallions with a white garlic ranch sauce and provolone.

It was love at first bite. The crunchy crust was amazing—deliciously thin and flavorful, I could taste the cornmeal on the bottom and the garlic along the edge. Then, there were the toppings: The quality ingredients blended perfectly. I was particularly impressed with the restraint the pie-makers showed with the sauce. An otherwise great pizza (especially a thin-crust one) can be ruined by a heavy hand with the sauce, but the ratio here was spot on.

“Mamma Celeste” was Flanagan’s grandmother, and apparently she is also the mastermind behind the shop’s meatballs. Intrigued by the menu’s claim of the “best meatball ever,” we had to return to try some. We opted for takeout. My friend ordered from the “Signature Sandwiches” menu, selecting the meatball, advertised as featuring “tennis-ball sized meatballs” with melted cheese on a Tin Roof Bakery sourdough roll ($7.50 for a 6-inch; $10 for a 12-inch). Not to be left out of the meatball tasting, I chose J’s Freight Train pie, topped with Mamma’s homemade meatballs, sausage, green peppers, onions, red sauce and mozzarella.

The meatballs, sliced like pepperoni on the pizza, were a great meaty addition to the already flavorful slice. My friend also raved about the sandwich, which came with the marinara on the side so as not to make the roll soggy (points for that). While I wouldn’t choose this pie over the Chicken Cordon Blu, the meatballs were definitely worth raving about.

For our third visit we tried Ta Ta’s Backyard Pesto Chicken, with chicken breast, mushrooms, onions, pesto and mozzarella. The crust was predictably satisfying, but the toppings didn’t add up to much and were overall a bit on the bland side. I generously sprinkled parmesan on mine and my companion spiced his up with a little Sriracha, though, and it was all good.

During that third visit, I overheard a teenage girl talking with her dad while eating a slice. “Mmm, I think this is the best pizza in Chico!” she said. And for thin-crust lovers, she may well be right. With such quality pizzas available at reasonable prices, it would be tough to beat Mamma Celeste’s. Ω

An Officer and a Spy Robert Harris Alfred A. Knopf Most readers have heard of the Dreyfus Affair, the miscarriage of justice that rocked France in the 1890s, but know little about it. This novel, based closely on the historical account, brings it alive in a manner that explains its historical significance even as it engages the reader in a vivid portrait of one of history’s greatest whistle-blowers.

He’s Georges Picquart, a French army officer who initially played a role in arresting Alfred Dreyfus, a Jewish officer, for passing secrets to the Germans, but later uncovered evidence that in fact the traitor had been someone else. The heart of this compelling novel is his effort to free Dreyfus from terribly harsh imprisonment on Devil’s Island. The army command, however, is determined to quash Picquart’s effort, and at various times he is imprisoned, posted to North Africa, and ordered on a certain-death mission (he wisely disobeys the order). All of this is set against the backdrop of rampant antisemitism and a nearly unanimous popular belief that Dreyfus is a traitor—until Picquart enlists others in his cause, most notably the novelist Émile Zola, whose broadside “J’Accuse!” sets the stage for the mass opposition that eventually leads to Dreyfus’ exoneration.

Brutal Romantic Brooke Fraser Vagrant Records Get ready for a curve ball. Brooke Fraser’s latest release, Brutal Romantic, takes listeners in some fun new directions. On this, her fourth album, the Australian singer-songwriter proves that sometimes when an artist takes a leap of faith and shifts musical gears entirely, the result can be something good. The album largely abandons Fraser’s previous acoustic/alt-pop leanings in favor of a more primal and electronic style, and Fraser’s willingness to explore fascinating new musical avenues as well as plumb the depths of some heady social content in such a bold fashion makes for a fantastic, thought-provoking mix. Fraser’s lyrical insight is razor-sharp on “Psychosocial,” with a gospel choir, a beat machine and a chorus of hand claps augmenting her musings on the pitfalls of social media and its damaging effects on our relational sensibilities. And on “Brutal Romance,” she sings with authority about how love can be tragic and heavenly at once, especially when placed against the backdrop of our impatient, technology-obsessed culture. And the way she inserts herself and her feelings into the narrative of “Magical Machine,” comparing herself to everything from megaphones to mp3s, is a daringly creative choice that might ring more true with listeners than they care to admit.

The Librarians TNT The Librarians is a new TNT action series based on the network’s made-for-TV movies starring Noah Wyle. It’s a cross between Syfy’s recently concluded Warehouse 13 and TNT’s own Leverage, in which a group of unlikely heroes—all with hearts of gold—face off against history’s biggest magical threats and legends. The Librarians is the type of show that sees the heroes teaming up with the likes of Santa Claus (played by Bruce Campbell—recently off a seven-season stint on USA’s Burn Notice). There’s a lot of basic cable crammed into The Librarians, so it should be no surprise that, while it’s great fun, the early episodes are fairly shallow and formulaic. It’s great to see John Larroquette return to the small screen after his fascinating story arc on Almost Human was cut short when Fox canceled the sci-fi series after one season. Likewise, Christian Kane is a delight, as always, in his return to the role of butt-kicking smart-ass that he’s owned since his days in the Buffyverse. Low production values and predictable plots are excusable if the show builds a strong ensemble, but it’ll take more than solid character actors to keep The Librarians from ending up collecting dust on a shelf.

The musical by production that was an annual Carey happening at the old Chico Cabaret wilson theater has been absent from local stages for more than three years, and now a new group of local preview: The Rocky Horror thespians is bringing The Rocky Show shows Thursday- Horror Show to the stage, or more Sunday, Jan. 15-18, precisely the floor, of 1078 Gallery 7:30 p.m., with bonus for the next few nights.

But since the The Rocky Horror Show is largely fueled by enthusiastic audience participation in the form of ritualized heckling and talismanic prop brandishing by those in attendance, this erasure of the boundary between players and audience actually makes sense. As the show’s director, Don Eggert, says in his program notes, “Please relax and enjoy, and shout all you will, but please don’t throw anything—the art on the walls doesn’t appreciate this.”

And there’s a lot to shout about, and above, in this production. As this reviewer found out during Monday night’s dress rehearsal, having an electric rock band—consisting of Bogg members Joshua Hegg (keyboards), Michael Bone (guitar) and Gavin Fitzgerald (bass), joined by drummer Landon Moblad—supply the backing music elevates the volume level in the cement-floored gallery to the point where cast members’ microphones are often pushed to the limit of coherent audibility, but one hopes that another rehearsal will lead to adjusted levels and that audience sing-alongs will compensate for any auditory overkill.

With 12 main players and 15 assorted “Transylvanians” and “Theatre Phantoms” on and

off stage at all times, not including the band, The Rocky Horror Show does provide a striking visual spectacle, particularly as most of the cast is clad in various forms of underwear and lingerie, not all of it gender-appropriate, most of the time.

That’s right. This is a play about sex. Sure, it’s also about comically cross-referencing as many schlock science-fiction and horror-movie tropes as possible while simultaneously lavishing the audience with rock ’n’ roll cabaret tunes, but mostly it’s about sex, or spoofing sex, or satirically examining sexual attitudes and stereotypes: cross-dressing, crosspurposed, double-crossing sex. Which means it’s a lot of fun. And the cast has a lot of fun with it. And audiences hungry for Rocky’s return will no doubt have a blast.

Jonah Nilsson and Kasandra Partain as Brad Majors and Janet Weiss, respectively, play the straight-laced young couple whose car’s flat tire sends them to the castle occupied by the nefarious Dr. Frank N. Furter (Brandon Hilty), a crossdressing, polymorphously perverse mad scientist whose experiments have given life to the Adonis-like but existentially angst-plagued Rocky Horror (Alden Denny). Seeking only to make a phone call, Brad and Janet become the straight world’s unwitting but not completely unwilling expeditionary force into the kinky world of Dr. Frank N. Furter and his castle load of equally odd sidekicks and assistants.

Ashley Garlick as the Igor surrogate, Riff Raff, and Josh Roach as the maid, Magenta, both go all out as campy creeps, and Samantha Deshler as the “groupie,” Columbia, provides a powerful comic presence and voice.

The “plot,” such as it is, is probably too familiar to delineate in this brief survey, but suffice to say that the attitudes of the straight world toward people of alternative sexual orientations and attitudes are comically questioned, satirized, subverted via songand-dance-enhanced encounters within Dr. Frank N. Furter’s castle.

As a goofy, nostalgia-evoking blast from the past, The Rocky Horror Show does bring us back to the free-for-all intensity of the post-hippie-free-love, preAIDS days of the sexual revolution, and it does so with a comic/absurdist sensibility that still resonates with laughter as our current culture still struggles with finding good-humored acceptance for all of its diversely-oriented offspring. □

And the moments of haunting drama—a deadly rescue, the burning of a splendid edifice, Briggs and the three unfortunates emerging from a river—have the compact force and directness of something from the Old Testament.

Jones and cinematographer Rodrigo Prieto give us landscapes that are both glorious and bleak, and their visual compositions for several key scenes seem inspired by classics of 19th century American painting. Swank is very good with Cuddy’s mixtures of tender virtue and tough authority. Brief appearances by James Spader, Tim Blake Nelson, John Lithgow, Meryl Streep and Barry Corbin give distinctive flavor to the variety of frontier folk that Briggs and Cuddy encounter along the eastward trail. Paul Thomas Anderson’s frisky, crowded,

rambling film version of Thomas Pynchon’s 2009 novel Inherent Vice exercises a weird, amiably bent fascination.

The book itself is generally viewed as one of Pynchon’s lesser efforts, but Anderson’s adaptation gives full, lively play to its strongest elements, in both word and spirit.

And it may be that the novel’s half-unhinged combinations of paranoia and playfulness gain further resonance in this filmic rendering.

Anderson’s film runs well over two hours, but its drifting, trippy narrative steadily captivates even as its Pynchonesque ambiguities persist. The circumstances and setting themselves are richly intriguing—sunsplashed L.A. noir in the early 1970s, with a furry freak of a private eye, one “Doc” Sportello (Joaquin Phoenix), tracking missing persons and much else through a So-Cal cavalcade of grifters, cultists, devout pot-smokers, wealthy schemers, corrupt cops, stoned musicians, etc.

As both a film and novel, Inherent Vice is a kind of entropic inversion of the conventional detective story, but neither should be written off as mere parody. The lethal contradictions of American life in the late-20th century emerge here in ways that resonate right up to the present moment.

The Theory of Everything

At its best, this semi-saccharine biopic about theoretical physicist Stephen Hawking doles out some nicely understated combinations of misty-eyed romance and toughminded drama. Eddie Redmayne gives a winning performance in the main role, but never really gets to push beyond the scriptâ&#x20AC;&#x2122;s studiously genteel comfort zone. The film is based on Jane Hawkingâ&#x20AC;&#x2122;s book, Traveling to Infinity: My Life With Stephen, but even with Felicity Jones delivering a sweetly intelligent performance in the role, the overall characterization of Hawkingâ&#x20AC;&#x2122;s first wife too often seems merely thin and decorative. The supporting cast (Emily Watson, David Thewlis, Simon McBurney, etc.) is very good, with Charlie Cox and Maxine Peake being especially effective as caregivers with extraordinary attachments to Stephen and Jane.

If The Interview is satire, itâ&#x20AC;&#x2122;s â&#x20AC;&#x153;satireâ&#x20AC;? of an eminently complacent sort. Inside its comic/satiric bubble, thereâ&#x20AC;&#x2122;s almost no realworld sense: everything is fictional, including starvation, the CIA, nuclear threats, North Korea itself. Seth Rogen and James Franco look like a couple of schoolboy clowns, funny only in terms of their own very lucrative niche, but really doing little more than fart jokes on a big-bucks scale. The Kim Jong-un angle is essential to this pictureâ&#x20AC;&#x2122;s prankish mentality, but it has ended up distracting attention from the filmâ&#x20AC;&#x2122;s efforts at both mocking and mimicking Americanâ&#x20AC;&#x2122;s trashaddled mass media. Maybe its main accomplishment is also its most dubious: even before audiences got the chance to see it, the clamor surrounding the filmâ&#x20AC;&#x2122;s release managed to make nearly everyone who was even remotely involved look bad or ridiculous or self-deceiving, even if only for a moment.

Into the Woods

Rob Marshallâ&#x20AC;&#x2122;s movie adaptation is nothing very special apart from itâ&#x20AC;&#x2122;s being a proficiently filmed record of the award-winning musical play written by James Lapine and Stephen Sondheim. The convergence of re-imagined versions of Cinderella, Little Red Riding Hood, Jack and the Beanstalk, Rapunzel, etc., might have been the occasion for a fresh approach to movie fantasy. Itâ&#x20AC;&#x2122;s tempting to ponder what a director with more apposite skills and inclinationsâ&#x20AC;&#x201D;Neil Jordan, Wes Anderson, Jane Campionâ&#x20AC;&#x201D; might have done with this material. What we do get includes a reasonably good cast: one true star (Meryl Streep) and a couple of others (Emily Blunt, Anna Kendrick) who may be truly on the rise, a couple of quirky juveniles (Lilla Crawford as Little Red Riding Hood, Daniel Huttlestone as Jack), some marquee names (Christine Baranski, Tracey Ullman) in smaller roles, ostensible male leads (James Corden, Chris Pine, Billy Magnussen) doing journeyman duty as unheroic, more-lunk-than-hunk princely types, and one bonkers, scene-stealing cameo (Johnny Deppâ&#x20AC;&#x2122;s Big Bad Wolf, a wolfish human disguised as a cat wearing hipster threads and a foxâ&#x20AC;&#x2122;s tail). • Shabby car: Arts DEVO BFFF Red Bluff Phil (Anker) has worn a lot of musical hats (French Reform, Solar Estates, Pan Pan), but the cozy, wellworn favorite that looks the best on his head is the long-running offand-on solo project, Shabby Car. How the full-time teacher and married father of two adult daughters, a daughter in junior high and two grade-schoolers has time to do anything more than stagger around in a zombie-like daze is beyond me, but the fact that he wrote and recorded a whole album (Parlour) this past year is a freakin’ miracle! And it’s amazing. And I now feel lazy. The album is all over the map—from dark, electronic pop (“I Got Tired,” “Spaces 2”) to straight-up indieShabby Car, Parlor rock jams (“x is bad, y is worse”) to perfect, kind of hectic, noisy pop (“Stay Weather Stay”). • Visit the museum: Before they begin renovating the old Veterans Memorial Hall on The Esplanade to make way for MONCA, the Museum of Northern California Art, the board is inviting photographers—amateur and pro alike—to come inside. In preparation for the upcoming Valentine’s Day Falling in Love With MONCA photo exhibit/fundraiser (Feb. 14, noon6 p.m., at Habitat Lab. 199 E. 13th St.), they’ll be opening the doors of the historic Veterans Hall on Saturday, Jan. 17, 11 a.m.-3 p.m., and allowing photographers to come and “record the every nook and cranny,” and then enter their new creations in the show. never make anything that lasts forever.

Nor will I or anyone else. I suppose it’s possible that human beings will still be listening to Beethoven’s music or watching The Simpsons TV show 10,000 years from today, but even that stuff will probably be gone in five billion years, when the sun expands into its red giant phase. Having acknowledged that hard truth, I’m happy to announce that in the next five weeks you could begin work in earnest on a creation that will endure for a very long time. What will it be? Choose wisely!

TAURUS (April 20-May 20): What

does your soul need on a regular basis?

The love and attention of some special person? The intoxication provided by a certain drink or drug? Stimulating social interaction with people you like? Music that drives you out of your mind in all the best ways? The English poet Gerard Manley Hopkins said that the rapture his soul needed more than anything else was inspiration—the “sweet fire,” he called it, “the strong spur, live and lancing like the blowpipe flame.” So the experience his soul craved didn’t come from an outside stimulus. It was a feeling that rose up inside him. What about you, Taurus? According to my analysis of the astrological omens, your soul needs much more than usual of its special nourishment.

GEMINI (May 21-June 20): In 1987,

California condors were almost extinct.

Less than 30 of the birds remained.

Then the U.S. Fish and Wildlife Service launched an effort to capture them all and take emergency measures to save the species. Almost 28 years later, there are more than 400 condors, half of them living in the wild. If you act now, Gemini, you could launch a comparable recovery program for a different resource that is becoming scarce in your world. Act with urgency, but also be prepared to practice patience.

CANCER (June 21-July 22): Daniel

Webster (1782-1852) was an American statesman who served in both houses of Congress. He dearly wanted to be President of the United States, but his political party never nominated him to run for that office. Here’s the twist in his fate: Two different candidates who were ultimately elected president asked him to be their vice president, but he declined, dismissing the job as unimportant. Both of those presidents, William Henry Harrison and Zachary Taylor, died after a short time on the job. Had Webster agreed to be their vice president, he would have taken their place and fulfilled his dream.

In the coming weeks, Cancerian, I advise you not to make a mistake comparable to Webster’s.

LEO (July 23-Aug. 22): In one of his

poems, Rumi writes about being alone with a wise elder. “Please,” he says to the sage, “do not hold back from telling me any secrets about this universe.” In the coming weeks, Leo, I suggest you make a similar request of many people, and not just those you regard as wise. She’s invoking the name of Edward Snowden, the renegade computer administrator who in the real world leaked classified information that the U.S. government wanted to keep hidden. It might be time for you to go at least mini-Snowden yourself, Scorpio—not by spilling state secrets, but rather by unmasking any surreptitious or deceptive behavior that’s happening in your sphere.

I called a self-proclaimed Psychologist of Sales, and asked her, “What makes people decide to buy or not to buy? That is the question.”

The psychologist said, “Firstly, many factors must be considered in the formulation of a hypothetical situation in which a person is faced with the quandary of whether to buy or not to buy. Each individual must confront a wide range of human emotions coupled with the cold, calculating rationale of their own intelligence in assimilating a personal decision. It is quite complicated and can take a while.”

I could see this might take a while, so I excused myself and called a retired salesperson. “What makes people decide to buy or not to buy?” I asked.

“Ah! That is the question,” he said before I could.

“The answer is simple,” he said. “It’s priced too high.”

“What is?”

“Whatever the buyer isn’t buying,” he said. “You’re in real estate right? If the house isn’t selling, it’s priced too high!” He said the last bit quite forcefully. I sensed pent-up frustration.

“Sorry,” he said. “I’ve spent a lot of years trying to drive that point home. The point is simple, but people just don’t seem to get it.”

I asked him if he could drive that point home now. He started up.

“Listen,” he said in an overly patient and slightly menacing tone, “If your price is unreasonable, you appear unreasonable, and buyers don’t want to negotiate with you. You can scream, ‘Just make an offer!’ all day long, but they won’t until you reduce your price!”

I called back the Psychologist of Sales and asked for her answer in short form.

“Very well,” she said. “In short, buyers don’t buy because of one thing: fear.”

“How do we get buyers to overcome their fear?”

I asked.

“Reduce the price!” she said.
