Address the dysfunction Rumblings of worker dissatisfaction at Chico State have surfaced over the

through sports programs involving thousands of youth. My research findings over the last three years show that the programs are succeeding. I was working on these peacebuilding efforts in Israel this summer throughout the war in which Hamas in Gaza fired nearly 5,000 missiles and rockets into Israel.

terrorists would emerge from attack tunnels in Israeli territory to commit mass murder and kidnappings. These are the plans of Hamas that were foiled this summer.

However, what was not foiled this summer were the crimes that Hamas committed against its own people. Hamas executed numerous Palestinians on suspicion of collaboration with Israel; sacrificed approximately 200 of their own children’s lives to build the attack tunnels; and fired rockets from schools, mosques and homes.

Members of Hamas diverted vast resources that could have been used for the benefit of their people and instead used them for the purchase of missiles and rockets and the construction of the vast network of attack tunnels. These military actions were not aimed at “ending the occupation.”

Israel unilaterally withdrew from Gaza in 2005 and there is not one Israeli living in Gaza nor one soldier stationed in Gaza since the summer of 2005. As stated in its charter, Hamas’ goal is the elimination of Israel.

Chicoans can help both the Palestinians and the Israelis by speaking out loud and clear against terrorist organizations such as Hamas and by supporting efforts to improve relations between Israelis and Palestinians. Ω

past couple of months. In September, the Academic Senate passed a resolution asking the Chancellor’s Office for outside review and, more recently, a campus-wide survey revealed widespread distrust of administration, a perception of pay inequality and complaints of poor communication from officials in Kendall Hall. (See “Anxiety in Academia,” Newslines, Nov. 13.)

Key terms the survey’s authors repeatedly encountered included: “oppressive,” “abusive,” “isolation,” “overbearing,” “greedy,” “favoritism,” “unethical,” “detached” and “dictatorship.”

The underlying issue here is that the university has lost 164 tenure-track faculty members since 2009, and has hired back only 100. That inability to retain or attract faculty in the face of increasing enrollment figures and pressure to graduate students has contributed to low morale.

Meanwhile, a microcosm of corporate America is playing out. The wealthy (i.e., university administration) have seen higher wages, while those of the average person (i.e., staff and faculty members) remain stagnant. Last week, the CSU Board of Trustees approved contracts with a handful of unions, including the California Faculty Association, but it seems unlikely these employees will be mollified by the long-overdue pay increase.

It would be easy to dismiss these seemingly insular problems. However, from what faculty has stated, these issues are affecting what’s most important: providing students a quality education. Moreover, Chico State is arguably our community’s most vital institution; it attracts students and instructors from around the world, and that annual influx is the lifeblood of Chico. That’s why Chico State’s poor health should be alarming to the broader community.

We urge President Paul Zingg and the Academic Senate to keep these issues on the front burner, and for the Chancellor’s Office to thoroughly investigate the conditions described in the resolution. It’s in everyone’s interest to address this dysfunction. Ω

A Koch problem Let’s get a couple of things straight about the Keystone XL pipeline. It’s not

about jobs, as the GOP and Fox News keep bleating; the project would create about 35 permanent full-time positions, according to a State Department report. And it’s not about releasing the U.S. from the grip of foreign regimes, since most of the oil would be exported. Let’s put that another way: Gas prices will not fall if the pipeline is constructed.

The talk about sustainable jobs and energy independence is smoke and mirrors in a plan to enrich oil companies and their already incredibly wealthy owners, especially the Koch (pronounced “Coke”) brothers.

According to some estimates, the billionaire brothers, Charles and David, stand to make upward of $100 billion should the pipeline get the green light.

That makes the estimated $50 million they’ve given to politicians and conservative think tanks seem like chump change. It also enhances the Kochs’ war chest—thereby furthering their influence over energy policy.

Deregulation is the goal.

There’s a lot at stake here, of course. The pipeline is designed to transport an estimated 1.7 trillion barrels of Canada’s Alberta tar sands oil— some of the dirtiest oil in the world—through the middle of the United States to refineries in the Gulf. For starters, there’s the threat of a breach of the pipeline. Already, residents in the vicinity of the proposed project, many of them farmers worried about their livelihoods, rightly are concerned about their aquifers being poisoned. Moreover, development of the tar sands oil will only hamper America’s commitment to developing clean energy.

On Tuesday, Nov. 18, the Senate voted down the controversial pipeline.

But Republicans have vowed to revive the issue once they take command of both houses in January. Those who vote in favor of Keystone XL will demonstrate to Americans that they value money and influence over the lives of their constituents. Ω

Young guns and giving I’m sure Mark Orme has his detractors. There’s no way to avoid them when you’re leading an organization. I know first-hand. But, truth be told, I haven’t heard much in the way of criticism of our new city manager since he was promoted to that post in July. Maybe it’s because he’s an affable guy. Or maybe city staffers have let go of their misgivings now that his predecessor, Brian Nakamura, who was the top dog when all of the layoffs took place, is long gone.

When I spoke with Orme last Thursday for this week’s cover feature, a Q&A, I was impressed that he didn’t balk at any of my questions, including one about the fact that he makes more money than Gov. Jerry Brown. He didn’t bristle either, in part because—as he stated—he knows that $207,500 is a whole lot of dough. Sure, he was pretty diplomatic in several of the responses, but overall I found him to speak as candidly as one could expect from someone in his position.

One of the main things I like about Orme is that he doesn’t owe anyone anything. He’s accountable to the City Council members, of course, but doesn’t have longtime allegiances to staffers or special interests. The same was true of Nakamura, but in hindsight I just don’t think that our short-timer city manager fit in well here.

For a city of its size, Chico is unique. Citizens here are extremely engaged in government happenings. I don’t think Nakamura understood how some of his actions would demoralize City Hall as a whole and have a ripple effect in the community. One of the instances that comes to mind is when he failed to warn employees before publicly unveiling a massive staff restructuring plan that resulted in demotions for some and layoffs for others.

From what I’ve seen so far, Orme seems to get it. And his sidekick, Assistant City Manager Chris Constantin, seems to get it, too. I’ve appreciated Constantin’s candor at council meetings over the course of his short tenure, first as administrative-services director and now in his new job, especially as it relates to the intricacies of the budget. He and Orme are working hard and seem like a good team.

Speaking of hard work, when I was down at the Saturday farmers’ market last weekend, I happened upon the tail-end of an effort to spruce up City Hall. Turns out, the work came courtesy of city employees who voluntarily gave up their morning and their elbow grease. Unfortunately, I missed my chance at seeing Orme and company getting their hands dirty. Among the missed opportunities: snapping a photo of Constantin using a pressurewasher.

Thanksgiving is coming: It’s been bone-chillingly cold at night this week and stands to be next week, too. Think about that, and then about how easy it would be to give up a blanket or coat or a hot meal to someone who would otherwise be cold and hungry. Chico is home to a number of worthy charitable organizations that could use the public’s help caring for the needy. ’Tis the season.

The root is divorce Re “Scapegoats” (Guest comment, by Dean Carrier, Nov. 13): Dean Carrier’s guest commentary was one of the better editorials I’ve read recently on education. Many people don’t realize that the wellbehaved classroom used to be the norm, then the divorce rate shot through the roof in the 1970s and we started getting the children of divorce in the classroom in the 1980s and the “disruptive classroom” became the norm.

Teachers have become policewomen and social workers as a consequence (91 percent of all grade-school teachers are women). A stable family unit is the basic building block of civilization and without cohesive families we’re going to have all kinds of sociological and criminological problems.

Indeed, over half of American women don’t have husbands and the USA has the highest incarceration rate of any nation on earth. Special education deals with children who have learning disabilities typically associated with birth defects due to the mother ingesting drugs, alcohol, etc., while pregnant.

Pregnant mothers should not even smoke tobacco or have caffeine. The answers are clear—we’re going to have to make it difficult to get a divorce and all high school girls should be required to pass biology so that they understand that they can seriously damage their children without proper prenatal and postnatal care.

are once again “beefing-up” security in the downtown area—more Chico police patrols, along with armed, private security guards.

The now annual irony of celebrating the birth of Jesus with more weapons on the street—to provide a theatrical sort of security to shoppers—is very rich. Wasn’t Jesus a penniless, homeless man himself? Didn’t he ask humanity to serve the poor and cease from violence? Yes, this is all very impractical, but Christianity is not a practical belief system.

Beyond this, we have a Bill of Rights. In theory it protects the broken-down old drunk and the mentally ill panhandler as much as it protects the richest man in Chico. Enlightenment philosophers came up with this ideal of the “Rights of Man” and we’ve been trying to implement it ever since. Let’s keep trying.

I don’t think there is a man or woman in the police department or in these private security patrols who wants to randomly “roust” law-abiding homeless people and make their lives even more difficult. They will do so only if they are pressured by the community.

No real Christian and no real American can justify applying that pressure; it’s unchristian, unconstitutional and inhumane.

It took human resources two years and seven months to deny an IRP (in range progression), which would have addressed a significant increase in my job responsibilities and job scope back in 2010. The IRP was fully supported by my supervisor, director and VP, and yet human resources unilaterally denied the IRP without factual cause. It should be noted, Chico State’s Human Resources is not autonomous and under directive, which gives the appearance of a conflict of interest.

Response to knee-jerker Re “Bird-lover’s bite” (Letters, by John Neal, Nov. 13): If it weren’t for the fact that John Neal’s letter was so typical of a high percentage of this country’s voters, I might think it was a joke.

Mr. Neal publicly admitted he had no knowledge of the candidates or the issues nor had he any interest in educating himself on them, and instead had to take a copy of the CN&R’s recommendations to the polls and vote against all of them (obviously, he has a standing grudge with your paper).

How callous Re “Ebola’s a gift” (Letters, by Nathan Esplanade, Nov. 13): I am appalled at the callousness of Mr. Esplanade. How many people, with even the slightest amount of compassion and empathy, could possibly agree that Ebola is a blessing?

In this day and age, at least 24,000 children die every day from malnutrition (aka hunger). In 2010, there were over 2.5 million deaths from causes including heart disease and cancer. Are those “blessings”? In China, there is a rule of one child per family, which results not only in the deaths of more than 400,000 but also is creating a huge gender imbalance.

Mr. Esplanade posits that “[t]hese survivors could then determine the Earth’s optimum population size and execute a comprehensive plan for maintaining it.” Who is he to wish ill upon any population, especially in Third World countries? So, are his comments part of a God complex or just race-based?

If Esplanade had control of the “red button,” I wonder if he would push it—sending off an atomic bomb to destroy certain parts of the world for the sake of maintaining population size. Yes, that is an extreme example, but his statements are extremely offensive, and I’m certain that there are more who feel the way I do, as opposed to his cruel solutions to population growth.

Kara Baker’s plans for a solid waste conversion center started seven years ago. Now they’re in the environmental review phase.

ALARMING NEWS

A law firm representing both the California Alarm Association and the Sacramento Area Alarm Association has sent a letter to the city of Chico that warns of possible court action over the City Council’s recent vote to fine alarm companies, rather than users, for false alarms.

Los Angeles-based Mitchell, Silberberg and Knupp charges that the ordinance the council passed in October “violates and is pre-empted by the Alarm Company Act and other state laws, improperly imposes a special tax, and violates equal protection and due process rights of the members of the Associations.”

An accompanying notice from the Sacramento Area Alarm Association cites a similar ordinance passed in Fontana that was overturned in court when challenged. “In that case Fontana wound up paying its own legal fees as well as approximately $350,000 in legal fees incurred by the alarm industry,” the notice warned.

BUILDER-FRIENDLY ORDINANCE EXTENDED

The Chico City Council extended a temporary ordinance on Tuesday (Nov. 18) that defers payment of fees imposed on developers until residences are occupied.

Prior to 2008, the city expected payment of development impact fees upon acquisition of a building permit, according to a city staff report. In August of that year, at the height of the recession, developers requested the city defer those fees until issuance of a certificate of occupancy.

Seeking to encourage economic development through construction, the council obliged, originally approving the ordinance for a two-year period, then voting for extensions in 2010 and 2012. Currently, the city has a running balance of about $1.2 million in deferred development impact fees.

The council voted unanimously to approve another extension, this time for one year. “Staff believes a one-year extension would serve to bolster the recovery and advance the city’s economic development goals,” the report reads.

HOUSING GRANT FOR THE HOMELESS

The North Valley Housing Trust, a local funding organization whose mission is to assist in providing housing and help for those in need, recently received a $500,000 matching grant from the state Department of Housing and Community Development.

To qualify for the grant, NVHT had to raise money on its own, according to a press release from James Coles (pictured), the organization’s coordinator. It did so working with 3CORE, a private economic organization located in Butte, Tehama and Glenn counties, and the North Valley Community Foundation, a nonprofit based in Chico. The effort raised $650,000 for a total of $1.15 million.

The state grant, Coles said, “provides a strong foundation on which we can build a sustainable local housing trust fund. This fund is flexible enough to address Butte County’s greatest housing needs, starting with homelessness.”

“I started approaching the supervisors to ask, ‘Why don’t you consider something different from a landfill?’” she explained. “They said, ‘You’re right—land-filling doesn’t work.’ My odyssey began there, seven years ago.”

Consultants were hired, trips were made across the state and globe, partnerships were formed and blueprints were drawn up. What’s resulted is a plan for the North State Solid Waste Conversion Facility, which would take commercial and household waste—the stuff you throw in garbage cans and recycling bins—to sort, recycle and turn into biogas. The proposed location is on Baker’s land just west of Hamilton City, along Highway 32.

“I’ve gone all over the world kicking tires and looking at different technology,” Baker said. In the end, she settled on two companies in California to partner with on her project. The first, CP Group out of San Diego, designs and manufactures “material recovery facility” systems to sort garbage on the front end. The second, Sacramento’s CleanWorld, specializes in taking the biological waste that’s been sorted through the MRF and turning it into biogas.

Glenn County has been receptive to the project, but Baker says she’s faced opposition from Butte County officials.

“I always felt that it makes sense to include Butte County in this,” she said.

“I’ve gone out knocking on doors, but I get dismissed as a nut or a whacko.”

Bill Mannel may not think Baker is a

whacko. But the solid waste manager at the Butte County-owned Neal Road Recycling and Waste facility does have some serious concerns about diverting Chico’s trash to Glenn County. On the most basic level, according to numbers crunched for Baker’s feasibility study, it would divert about 63,000 tons of trash and recyclables annually from haulers’ yards and the Neal Road landfill. That equals about 26 inbound trucks per day.

“You’re probably talking—and this is a shot in the dark—a couple million dollars of [lost] revenue per year [for Butte County],” Mannel said.

The way it works now, haulers— namely Waste Management and Recology—pick up household and commercial recycling and bring it to their yards to be sorted and sold. They also pick up trash, which they take to the landfill, where they pay a per-pound “tipping fee.”

Those fees go toward maintaining the landfill as well as funding programs such as creek cleanups, household hazardous waste disposal and renewable energy projects, Mannel said.

The county recently approved a franchise agreement with the aforementioned haulers to bring county trash exclusively to the Neal Road facility.

This is called “flow control.” Chico is in the midst of considering similar franchise agreements that would split the city evenly into two residential zones, and the City Council’s most recent discussion of the matter in September

included flow control.

Baker, naturally, is hoping the city will direct flow in her direction. In fact, she’s offering the city financial incentives to do so—to the tune of $350,000 annually.

“We’re able to offer money back because there’s value in what we’ll be getting,” she said, referring to recyclables that the facility would sort, compile and then sell. She also said that her facility would tie its tipping fees to those at the Neal Road landfill, not to the one in Glenn County, which charges more.

Chico City Manager Mark Orme said that Baker’s proposal is worth considering because the city is always looking to be more sustainable, but that it will not affect the current franchise agreements as they are not yet up and running. If and when the city moves forward on the issue, however, it has the authority to redirect flow control.

“Staff was directed to ensure we have the most flexibility in our franchises as possible, and for the City Council to be able to make a determination to direct that flow,” Orme said. “The city, annually, will be able to make a determination to look for alternatives for flow control.”

If the city chooses not to direct flow, the county’s waste-hauling franchise agreements, which direct waste to Neal Road, will be in effect for Chico as well, Orme confirmed.

Baker said she understands why the county would choose not to send its waste her way. But she argues that her technology is more up-to-date, and more capable of diverting waste from our landfills to better uses, than what’s currently in place in Butte County. She pointed to legislation—in particular, Assembly Bills 341, 1826 and 1594, which increase regulation of waste diversion and organic waste. Baker argues that the county is not on track to meet the goals of those bills, which go into full effect in 2020.

Mannel disagreed, saying that not only is the landfill meeting current goals of 50 percent diversion, it’s also in the process of starting up several environmental projects that will make Neal Road similar to Baker’s project.

“We have all the infrastructure in place to do what they’re hoping to do without infrastructure,” Mannel said.

That may or may not be true. Baker’s plans include a high-tech sorting structure, which can pull out metals using magnets; collect glass, plastic and paper; and even funnel food waste to fermentation tanks that will transform it into biogas that can be used in the trucks that haul trash to the facility (assuming they run on compressed natural gas).

The project is in the EIR process now, and the EIR will include the possibility of contracting with Chico as well as Glenn County. Chico’s solid waste franchise agreements are expected to come back before the council in early 2015. Ω

Merger stalls City Council rejects agreement to annex Chapmantown and Mulberry district Gruendl’s deciding vote on Slastcott Tuesday (Nov. 18), one of his as mayor and a member of the

Chico City Council, took a dramatic turn during the night’s regular meeting. For heightened theater, those most affected by the council’s eventual decision—residents of Chapmantown and the Mulberry district—have never had a say in City Council elections.

For months, the council has deliberated on whether to sign an agreement with the Local Agency Formation Commission (LAFCo) that would, in five years, annex the two neighborhoods—so-called “urban islands” of county land— into the city of Chico. It’s a contentious and complicated issue.

Many of the 1,300 who live in those unincorporated areas prefer to remain politically separate and, at the very least, want the right to vote on joining the city—although there’s no mechanism in place to hold a neighborhood vote.

As longtime resident Bill Story, one of 16 speakers on the subject, told the council, “We’re having this shoved down our throat.”

From the city’s perspective, there are also financial considerations. By current estimates, annexing the two areas would cost around $400,000—mostly due to increased fire and law enforcement coverage—even accounting for property tax revenues generated by the move, Community Development Director Mark Wolfe later said in a phone interview. What’s more, rejecting the deal likely would prompt a LAFCo lawsuit related to 62 unauthorized sewer hookups in the area.

“This puts us in a horrible situation,” said Councilwoman Tami Ritter. “We’re not your representatives; you did not vote for us … and yet we are making a decision that greatly affects you, that, if we don’t make, subjects us to a lawsuit we cannot afford.”

Councilwoman Ann Schwab maintained her stance that the city is in no position financially to assume responsibility for the two neighborhoods. “Until the city can Mayor Scott Gruendl’s deciding vote at the City Council meeting on Tuesday (Nov. 18) rejected an agreement that would have annexed Chapmantown and the Mulberry district in five years.

afford it, and until the citizens can vote and have a say in this matter, I’m not going to support this,” she said.

Vice Mayor Mark Sorensen and Councilman Sean Morgan, meanwhile, said annexation is a foregone conclusion. Indeed, lacking an agreement between the city and LAFCo, the county may try to force annexation in fewer than five years, anyway.

Many who weighed in during the public comment period of the meeting urged the council to nix the agreement, though some, including Chapmantown resident Kevin Thompson, said “annexation should have happened many, many years ago.”

Councilmembers Randall Stone, Schwab and Ritter voted to reject the agreement, while Mary Goloff, Morgan and Sorensen voted in favor.

That left Gruendl as the deciding vote. He paused to acknowledge it was his last of consequence, having lost his council re-election bid. After sharing his thoughts aloud and seeming torn over the decision, Gruendl exclaimed, “No. I’m voting no!” resulting in a round of applause from the audience.

In other council news, the city may

be closer to clawing its way out of the general fund deficit sooner than was expected.

As new Administrative Services Director Frank Fields explained, financial statements on June 30 of last year reflected a net deficit of about $7.7 million—a $13.1 million deficit countered by emergency reserves of about $5.3 million. In December of last year, the council approved a plan to repay $1.52 million each year starting in fiscal year 2014-15 and ending in 2021-22.

But the city has made “amazing strides” in replenishing the general fund this fiscal year, Fields said. The city saved on personnel costs due to unfilled vacancies and employee concessions, revenues increased and it received a number of unexpected one-time payments.

Given that the city intends to continue budgeting conservatively and a repayment plan is in place, “there’s a reasonable possibility that that deficit could be liquidated in the next year or two,” Fields said.

But a general fund deficit of $2.8 million remains. In order to present financial statements to auditors and the public in a manner complying with generally accepted accounting principles, Fields requested approval of a one-year advance of $2.8 million in cash to the general fund from five other funds, a 90-day loan of $4.9 million from other governmental funds, and a five-year loan of $500,000 to the airport fund.

The council voted unanimously to approve the resolution.

County objects to water plan

Supervisors OK letter of protest to proposed water transfers Butte County Board of SuperTday,hevisors voted unanimously TuesNov. 18, to send a six-page letter to the U.S. Bureau of Reclamation sharply criticizing the timing and scope of a proposed water transfer program that would allow willing sellers in the North State to divert water to thirsty buyers south of the Delta over the next 10 years.

Paul Gosselin, director of the Butte County Department of Water and Resource Conservation, told the board the proposal would allow the development of transfer programs without adequate environmental review. The program was first launched in 2010 with a scoping document, but the bureau didn’t release the draft environmental impact statement and report (EIR) until Sept. 30 of this year, thereby allowing only 60 days, or until Dec. 1, for public review, analysis and comment.

“There is a pressing need south of the Delta for water,” Gosselin said, “but it needs to be done right.”

He said the EIR contains “glaring errors,” fails to use available data and underestimates the impact the sales would have on the region.

He called the proposed mitigation to those impacts “pretty vague and pretty weak.”

The transfers would have an impact on streams and creeks and private wells, Gosselin said. The EIR, he charged, does not reflect that. “There are tens of thousands in this region who rely on private

wells, and yet the report says there will be no impact,” he said.

He also described the report as being too vague because it mentions only potential water sellers— none of whom have stepped forward or been named. “They should identify the buyers and sellers up front and use specific analysis instead of relying on potential activity,” Gosselin told the board.

The EIR does not mention Chapter 33 of the Butte County Code—also known as the Groundwater Conservation Ordinance— which is designed to monitor and report on the status of the county’s groundwater. That section of the code should be acknowledged by the bureau, Gosselin argued.

“Hopefully, they will pull [the EIR] back and allow sufficient time to make changes and recirculate the report,” he said.

County Counsel Bruce Alpert told the board that the county may offer the bureau additional suggestions for the EIR, including proper legal language.

Supervisor Bill Connelly called the report a “blanket EIR so they can come up and get as much water as they want.”

The county’s letter to the Bureau of Reclamation says the EIR underestimates the impacts the transfer program would have on groundwater quality and recharge.

It also says the report “fails to take into account that the reduction in stream flows and the lowering of Lake Oroville … will harm the local economy. In addition to

underestimating these impacts, the mitigation measures in the EIR are not viable and will not mitigate the significant impacts.”

Supervisor Doug Teeter asked if the bureau has a history of reopening public comment periods.

“I don’t know,” Gosselin answered. “This is a pretty daunting enterprise they undertook and they should get credit for at least attempting to put the program out in a transparent way. They were looking to have it in place for 2015.”

Gosselin also said he was unaware of how other North State counties were responding to the EIR. When the matter was opened to the public, Durham-area almond and walnut farmer Robert Eberhardt referred to an episode of 60 Minutes that had aired a few days earlier. He said a scientist declared that groundwater depletion was a worldwide problem that was not going away anytime soon.

Eberhardt also said the Central Valley may very well “turn into a desert,” adding, “That’s what it used to be.”

He also said some North State farmers are currently “doubledipping” by selling surface water while pumping groundwater.

In the end, Supervisor Maureen Kirk made a motion to approve sending the letter, allowing county counsel to add any needed “legalese” to make it more effective. The motion passed 5-0.

While it’s no surprise House Republicans intend to repeal Obamacare, how to go about it is a matter of debate.

House GOP officials recently said the chamber likely will pass a budget plan next year that would privatize Medicare and repeal nearly all of the Affordable Care Act, including all of the law’s taxes and premium subsidies intended to offset the price of purchasing private health coverage through insurance exchanges, such as Covered California, according to The New York Times.

While the budget plan likely would gain more traction in a Republican-controlled Senate than the GOP’s previous attempts at dismantling the law, it’s assumed President Obama would veto any such effort.

Meanwhile, some Republican senators favor fully repealing the ACA through a budget reconciliation process, while others believe taking the ACA apart piece-by-piece would be the best tactic.

Researchers from UC San Francisco recently launched a website designed to inform consumers about the health effects of fructose and refined sugars.

The SugarScience Initiative at SugarScience.org uses sound bites and simple graphics, along with more in-depth essays, to help people sort through the overwhelming amount of information on sugar—specifically from soda—that the public has been bombarded with, according to SFGate.com. The researchers pored over thousands of scientific articles on sugar to produce the website.

Laura Schmidt, lead investigator on the project, said there’s “a lot of confusion and misperception and conflicting information” regarding sugar and health.

“We wanted to develop an authoritative, goto place where people can get truthful information,” she said.

HIGHWAY PATROL VOWS CHANGE

There’s room for improvement when it comes to how California Highway Patrol officers interact with mentally ill people, CHP Commissioner Joe Farrow recently conceded.

CHP came under fire in July after a video of Officer Daniel Andrew—who has since resigned—repeatedly punching a mentally confused 51-yearold woman on the side of a Los Angeles freeway went viral, according to The Sacramento Bee. During a meeting with mental illness advocates, lawmakers, public health officials and law enforcement agents on Nov. 12, Farrow vowed to change the way CHP officers are trained.

Currently, CHP training complies with state police training standards—eight hours of instruction on handling disabled individuals, two hours of scenario training and an additional eight hours of crisis intervention training for field officers.

Before changes can be implemented, however, CHP must determine where funding for additional training would come from and whether legislation is necessary.

Ambition in a beaker Chico State student-professor team takes novel approach to developing possible cancer treatment story and photo by

o many Chico State students, Halloween Tparticularly isn’t a time for scholarly pursuits— when it lands on a Friday.

Consider 21-year-old Natalie Holmberg-Douglas an outlier, then. For five hours on that holiday of ill repute, she was on the third floor of the physical sciences building, a pirate costume underneath her white lab coat as she monitored a slow chemical reaction in a Petri dish.

So it’s been every Friday this semester (presumably minus the pirate getup).

Holmberg-Douglas, a senior doublemajoring in biochemistry and animal sciences, and her supervising professor, Carolynn Arpin, have been investigating a protein associated with various forms of cancer. Their hope is that effectively inhibiting that protein—known as Grb7— will, years from now, lead to the development of a drug that kills cancer cells.

The research is “very tedious,” Holmberg-Douglas said during a recent interview. “I went about six weeks where I couldn’t get the reaction to go very far, but just a few weeks ago we got a pretty good result. It’s rewarding when it finally starts to work.”

Raised in Penn Valley, HolmbergDouglas rode horses and sheared sheep at the county fair as a child. So, while her research could ultimately help humans, her career goal is to help animals.

Originally intending to become a clini-

cal veterinarian, she enrolled in Chico State’s agriculture program. Then she took a general chemistry class. “I was a supernerd and stayed for the entire three hours of lab, even if I finished in an hour,” she laughed. “My professor was like, ‘If you like chemistry this much, you should major in it.’ I thought about it all summer, and I decided to do it.”

Pursuing her two passions has slightly altered the career she envisions for herself.

Now, she’d like to become a research veterinarian, rather than a practicing vet, so she can work in a lab.

That particular mix of interests is unusual, Arpin said during an interview in her office. “I don’t know anyone, really, who has interest in both chemistry and agriculture the way she does with animal science,” she reflected. “That interdisciplinary role is unique.”

Arpin pursued similar projects while earning her post-doctorate degree from the University of Toronto, and some of the patents she established are already entering clinical trials. After being awarded a research grant at Chico State, the pair worked together full time for 10 weeks last summer, and have continued into this semester, albeit only once a week.

As Arpin explained, the research itself is novel because the approach of inhibiting Grb7 has been shunned by the pharmaceutical industry.

“There’s just not much known about this protein,” she said. “They know that it’s active in cancer, they know there’s a ton of it, but they don’t know how that promotes HEALTHLINES continued on page 15

Most notably, she serves as vice president of the Chemistry Club, tutors agriculture students in chemistry and hosts the Future Farmers of America Forestry Day, in which high school students visit the campus and take competency tests related to the field.

In September, she earned the California State University system’s highest distinction for students—the CSU Trustee Award for Outstanding Achievement, which includes a $6,000 scholarship. On top of all that, she’s maintained a 3.8 GPA. Holmberg-Douglas is on track for graduation in spring of 2016, and has her eye on graduate school at UC Davis or University of Colorado, Fort Collins. She hopes to earn a doctorate of veterinary medicine and, eventually, a Ph.D. in a biomedical field.

And it’s safe to say her ambitions come from the right place.

“I like to think that, someday, I’ll be able to contribute to our scientific knowledge,” she said, “to discover something new.” Ω

cancer. Drug companies are less willing to put in the risk. They have all the time and resources; it just hasn’t been shown that this will make them a billion dollars.

“That’s why it’s a perfect idea for academia.”

Previous studies on mice have shown that inhibiting Grb7 combats cancer cell migration and delays the onset of tumors. Problem is, the molecule those researchers developed inhibited the protein, but not strongly enough for a marketable drug. “My molecule is based on theirs,” HolmbergDouglas said. “I’m trying to make it stronger and better.”

That amounts to many hours spent over beakers and vials attempting to synthesize molecules. The biggest obstacle so far, Holmberg-Douglas said, is she’s gotten the product she wants but has wasted too much starting material in the process, which would prevent large-scale production.

“I’ve been getting really poor yields, so I’m trying to make my reaction work better—mixing up the order, more of one thing, less of another,” she said. “The goal is to get 100 percent yield. That would be super awesome! I’m crossing my fingers.”

In recent weeks, she’s regularly achieved a 50 percent yield, and got as high as 78 percent. “But I haven’t been able to replicate that,” she said. “You can’t count it as valid information if you can’t replicate it.”

Working only once a week has made for frustratingly slow progress, Holmberg-Douglas said.

Walnuts and walnut oil may greatly reduce the risk of prostate cancer in men, according to a recent UC Davis study published in the Journal of Medicinal Food. In previous tests, walnuts have proven to reduce the risk of cardiovascular disease, and the latest data show that’s not just due to a high omega-3 content as previously thought, but due to the makeup of the nut itself. In the study, different groups of mice were fed walnuts, walnut oil or a mixture of fats with the same omega-3 fatty acid content for 18 weeks, and only those that consumed the nuts or oil showed lower cholesterol levels and reduced growth in prostate cancer.

Two recent developments in the realm of chemical sprays—one federal, one state— have drawn her attention. Last month, the U.S. Environmental Protection Agency approved a weed-control agent that includes an active ingredient in the chemical weapon Agent Orange. Corn and soybeans have been genetically engineered to withstand that ingredient, known as 2,4-D. Meanwhile, the California Department of Food and Agriculture (CDFA) is in the final phase of establishing a pest-control plan that could give state officials latitude to mandate the spraying of any crops, even organics, while bypassing current requirements for public notice and comment.

Larry, the Chico grandma behind Proposition 37 (the 2012 ballot initiative to identify GMOs on food labels, which narrowly failed), sees “interplay” between these policies.

“Not only is this 2,4-D-resistant corn going to be on the market, but our California farm agency has stated that they don’t even have to tell us where it’s sprayed,” Larry said. “That’s how they interact.

“Are they officially connected? No. But I have seen in the last four years a push to tie

our hands for local control of agriculture.”

Paul Towers, a Sacramento-based California policy specialist for PANNA (Pesticide Action Network North America), also sees a link.

“Instead of investing in sustainable, ecological methods and really supporting farmers in taking those steps, it looks that both the state and federal governments are continuing to promote and support hazardous chemical controls,” Towers said. “Instead of where all the evidence and where science points to—that we need to look at methods that promote healthy soil, healthy water, that help keep our agricultural system resilient— they continue to prop it up with these harmful inputs.”

PANNA has joined other parties in filing a lawsuit challenging Enlist Duo, Dow AgroSciences’ herbicide that contains 2,4-D. PANNA also expressed opposition to the state spraying plan during the public comment period for the PEIR (Program Environmental Impact Report). The deadline for public comments was Oct. 31. CDFA does not have a legally stipulated timeframe for concluding the process; CDFA spokesman Steve Lyle says the department is “hoping we’ll have the final EIR, including responses to comments, by the end of the year.”

Towers does not foresee substantive revisions: “After spending over $4.5 million to develop this proposed plan, the state was looking to move forward and doesn’t appear to want to include any of our feedback.”

The EPA approved Enlist Duo on Oct. 15 for use

in six Midwestern states, with more states under consideration (10 currently, not including California). Opponents filed suit the next day.

Dow touts benefits of its “proprietary blend of glyphosate and new 2,4-D choline, [which] is designed to control the toughest weed species in a long application window, protecting farmers’ crops and helping them maximize their yield.”

Glyphosate is better known as the weedkiller Roundup. Towers says its environmental impacts have been documented, such as “obliteration of food stocks for beneficial insects”—including milkweed, upon which monarch butterflies rely for breeding and survival. Long-term impacts of glyphosate on humans haven’t been scientifically established, but when it comes to 2,4-D, that’s a different story.

“There’s quite a bit more known about 2,4-D impacts,” Towers said. “It’s a veteran chemical of wartime … a reproductive toxicant, among other things. So if the history if glyphosate is any indication, we’re likely to see [an herbicide] that’s known to be harmful to health winding up in our water, air and soil.”

Obviously the EPA disagrees, having deemed Enlist Duo safe, and at least one agricultural scientist (Biofortified.org blogger Steve Savage) says it was a different component of Agent Orange—2,4,5-T versus 2,4-D—that was tainted with dioxin and made the compound so dangerous.

plants, California’s new program considers pesticides, which primarily target invasive insects. The real rub comes over discretion—how much power the state will have to dictate measures to local farmers—and disclosure.

Lyle says CDFA’s authority for pest control already has been established by the Legislature. This new plan, serving as the environmental review for spraying programs, will allow the state to move forward with “efficient and proactive implementation.” In other words, quick action.

What appears in the draft may not appear in the final version, he said. Regarding concerns over organic crops: “Generally, our treatment programs do not include commercial producers, including organic producers.

However, in rare cases, it may be necessary for the department to require treatment by producers.

“While a great deal of time and resources are dedicated to finding organic approaches, if a suitable approach cannot be identified, a producer would not lose organic status. The organic industry worked with regulators to make sure that provision is in federal law.”

Towers and Larry are not convinced.

Noted Towers: “If a farm is forced to control a pest with a chemical method, that farm will stop being organic, and it’s lost three years of intensive work just to become certified [as ‘organic’]. The state can effectively damage or put some organic farmers out of business.”

For Larry, this all fits into a bigger, troubling picture of agriculture. Chemical controls, remote government controls— “It’s just a treadmill we’re creating that’s going to be very difficult, if not impossible, to get off of.” Ω

How did Lice Ninjas start?

I’ve had the idea for a long time, but I’ve actually been doing head lice removal for about 10 years now. The idea to actually start a business came about two years ago. What products did I want to offer, did I want to go organic, that kind of thing.

What did you do before you started Lice Ninjas?

For the past few years, I’ve worked as a teacher’s aide in a kindergarten class, and currently I work in a preschool here in Chico.

This [Lice Ninjas] is like a side thing right now. I didn’t expect to get full-time lice calls right away, so I do have the second job at the preschool …. I would eventually like to expand and make this my full-time

occupation. It would just be a dream come true to be able to help that many people.

Why did you start doing head lice treatment?

I’m a big fan of kids, and I know that lice can make children and, really, whole families miserable, so I do my best to help with that ….

My mother fought head lice with me when I was a child, using the store-bought products, which sometimes don’t work as well, and I just remember that it was stressful on the whole family.

How have people reacted to your service?

The need is out there. There’s really nobody in our area who offers this kind of in-home treatment, and a lot of the outskirts towns in the area have parents who need extra help getting rid of lice. Not a lot of people want to go

into somebody’s home who has lice, so they need to be able to call somebody who isn’t afraid of it, and I’m not …. I use my own products—they’re preventative shampoos that will keep both you and your children from getting lice.

What kind of treatments do you offer?

I go in, and I educate people on how to avoid getting [a head lice infestation], and how to keep it from spreading. Then I shampoo their hair, and I comb out the nits with a high-grade nit comb. The combs I use I actually order online, because the stores usually only carry the plastic combs that come with over-the-counter lice treatments, most of which don’t actually work very well anyway. With the organic shampoo additives that I offer, you can even keep using your brand of shampoo.

Thanksgiving is rapidly approaching and, as annoying as it may be, yes, people are already hanging Christmas decorations. I seem to remember a time when St. Nick was expected to stay in his designated box in the garage until after the annual turkey feast. But I digress.

In America, the day after Thanksgiving has come to be known as Black Friday. It’s a day I usually try to stay home, as I feel no need to stand in long lines to (possibly) walk out with a free pair of mittens or an iPad case for my nonexistent iPad. And I will never, ever shop on Thanksgiving.

O

n the corner of Mark Orme’s desk at City Hall, closest to a window overlooking the City Council chambers, sits a happy face coffee mug, the iconic yellow one with black eyes and grin. It’s a fitting cup for a guy who, to borrow a line from the musical Annie, is never fully dressed without a smile.

That was true when he relocated to Chico about a year and a half ago, coming aboard first as assistant city manager. And it’s true today, not quite five months into his new job as the top city administrator, following Brian Nakamura’s lightning-speed departure from that role at one of the lowest points in the city’s history.

So, who is City Manager Mark Orme? Who is the man charged with bringing the city back to fiscal solvency?

For starters, he’s a young guy, and the first GenXer to lead the city. But because of his boyish looks, including that nearly ever-present smile, he could pass for younger than 42. Orme is a man of faith and a husband and father. He and his wife, Jennifer, a former teacher, are rearing two children, a boy and a girl, ages 6 and 9, respectively. They, after his faith, are his priority, followed by his health and then work.

Orme grew up in the high desert, just outside of Palm Springs. He was an all-American kid, a Cub Scout, a high school homecoming king, an ambitious student who dreamt of becoming the president of the United States. He earned an undergraduate degree in political science from UC Riverside and then an MBA from the University of Redlands, and subsequently dabbled in the political realm, including serving as a Congressional aide to Republican Sonny Bono.

His experience in Washington, D.C., was an eye-opener, and just the right amount of government exposure to make him realize he’d rather implement policy than make it. He found he could accomplish more at the local level, so he set his City Manager Mark Orme in his City Hall office on a drizzly Thursday afternoon.

at the top CN&R chats with City Manager Mark Orme about budget, budget, budget— and a few other things sights on climbing the ladder of a county or municipal organization. He wound up on the lower end of the administrative hierarchy as a management assistant in Hemet, a city of about 82,000 in Riverside County. There, over the course of 14 years, he rose through the ranks, working for seven city managers, including Nakamura, under whom he served as assistant city manager.

He ended up here for many of the same reasons a lot of residents have made Chico our adopted hometown. He fell in love with the place. Nakamura had enticed Orme by encouraging him to simply visit the area. A walk downtown, through the campus and Bidwell Park helped seal the deal. “Chico had everything I desired to raise my family in,” he said. They had no ties to this region.

Orme said he truly had no idea he’d wind up Chico’s city manager when he picked up his life and moved north. He had no clue he’d be the point man in implementing a plan to bring the city back from the brink of economic failure—he estimates Chico was a year away from having to file for bankruptcy. He’s now charged with rebuilding the fractured organization, and somehow he manages to keep on smiling. The CN&R sat down with Orme last week to ask him about the state of the city, the challenges that lie ahead, and some other topical things, like marijuana and the new conservative City Council.

CN&R: Did you have any inkling when you accepted the assistant city manager job that you’d be city manager in a short time?

Orme: The interesting thing about that is that when Brian [Nakamura] came to Chico he was über excited. … From what he told me, he truly thought he’d be here for the rest of his career as a city manager. Lo and behold that didn’t hold true—best of intentions. But, yeah, I had no idea. Eventually, after he retired, I figured I may have that opportunity. One of the things I promised to my family was that I would not accept a city manager position, regardless of what was being offered, until I was at least in my 40s. I wasn’t going to put my family through the difficult tasks that you have as city manager when I had such young

kids. Now my kids are still young, but not at the age they once were, so I feel a little more confident in the fact that, at the age I am, this is exactly what’s been designed for me and so I’m going to facilitate that need.

What’s been the most difficult transition in your new role?

Ensuring that I have the support beneath me to get the job done. The organization had some real skills set up in a way where we were functioning very efficiently, and when you lose the manager, and I become the manager, I need to make sure the pieces get moved into the appropriate slot to ensure that we can operate in the most effective way possible. I feel that over the past couple months as I’ve brought Chris Constantin up to assistant city manager and Frank Fields up to administrative-services director, things are clicking now.

Where are you in getting the staff to be able to meet the needs of the city?

I’m rebuilding the city from an operational perspective. We’re evaluating process, we’re evaluating services to the best of our ability,

and then that third component is individuals.

And that component is continual as well as the service-delivery and the process. There is no perfect time constraint you fit that within—it’s a continual and ongoing accountability measure you put in place between yourself and all of your direct reports. And then you hold them accountable for ensuring that that same level of accountability is put into place between them and their subordinates and so on and so forth. So, that’s going to continue—there is no end date on that. ... We have a lot of talent here, and we need to continue to move the organization forward, and that’s a mighty thing to do with everything the city’s been through.

Was that level of accountability missing in previous years?

I don’t know. I think that different managers manage differently, so I don’t know how things were done in the past. The only manager I know how he managed was Brian because I worked with him. I do know that we’ve added a lot of checks and balances within the organization. We’ve added a lot of accountability measures with the fiscal policies we’ve put into place. We’re continuing to implement best practices as it relates to personnel, as it relates to process, as it relates to every service that we offer to the community. … I’ve challenged every one of the city staff in my quarterly meetings with them— I’ve had two so far—to find efficiencies, find cost-cutting measures that could possibly be put into place. You see the inbox downstairs; that is for the public to also give us recommendations and thoughts in areas where they may see inefficiencies. I want to take all of those and evaluate them, and if they’re reasonable and doable, let’s do it.

How has the level of transparency changed?

There’s been a vast change in transparency in the organization. I think it was forced

upon the organization, candidly, because I think there was a thought that all of the information wasn’t being put out over the years.

One of the things that we’ve done … is that we’ve put up all of the salaries and benefits on our website. And we continue to bring back to council, and definitely on the website, all of the budget-monitoring reports on a monthly basis.

You said there was a thought that the information wasn’t there. So, was the information there or wasn’t it?

I wasn’t here. I don’t know. And I’m not going to go on a witch hunt. I’m not going to go back and try to figure out who did what and whodunnit. I play those games with my kids on boards, and I’m not going to do it here because we have to move this organization forward and we have to provide services at a high level to the community. So if I’m busy looking at the past and trying to uncover what happened, I’m not doing my due diligence in what needs to happen for the future of this organization.

How difficult is it for laypeople, including elected leaders, to understand municipal finance?

It’s tough. You really have to have staff who can explain it in a way that anybody off the street can understand, and that’s difficult with the type of accounting that municipal governments have. And we’re not alone. The city of Chico is not alone in trying to figure out the best way of explaining how these funds interwork. have tried to come up with creative ways of designing pictures, or whatever, to depict how it all exactly flows and functions.

How do you view the relationship between the city and the university?

I see that that relationship wasn’t as strong as it could have been when I first came in. I see that relationship becoming stronger. As the year’s gone by, I’ve seen a lot of open dialogue and honest dialogue between both the university and the city and I will tell you that that relationship in itself is interdependent. So that interdependency is such that there has to be a good relationship. … And I think both of us know that—both from the university’s perspective and the city’s perspective. … I’m dedicated to ensuring that it’s a professional relationship where collaboration is at the forefront of what we’re doing, to look for opportunities to work together, rather than trying to find the issues where we are apart.

What are your thoughts on the city potentially receiving additional help from university police in downtown?

I think that the [Chico] police chief is doing what he’s supposed to do—and that’s look for opportunity. Is there an opportunity to spark a collaborative effort between the university and the PD here? We don’t know the answer to that. The only way to find out the answer to that is by sitting down and dialoguing over it. That door has now been opened and we’ll be having some dialogue with that regard. Where it takes us, I don’t know. I know the university’s primary objective is to ensure the education of their students, and as a part of that education there’s also a component of safety—to ensure that the students are safe.

So I know it’s important to the campus to ensure that safety is one of the priorities that they have, and they know that our top priority is public safety.

Will Bidwell Park’s hours ever return to pre-recession levels?

It’s our goal to get it back to some semblance of usability for the public. It’s definitely a goal I have from an operational perspective. However, that all acts in concert with the budget. So, as the budget improves, the council will be able to make that determination to allow me to do that. … Although all of us want it, it depends upon our ability to pay for it. Because one thing I’ve seen some people do is jump at the opportunity to fix things without the financials to back it up … and then it falls on its face.

A few years ago, the council considered land-use policies related to marijuana dispensaries. Considering other cities are raking in hundreds of thousands of dollars in sales tax revenues from those types of sales, should the city consider moving forward on such policy?

I know that there are priorities right now that we’re focused on, and I’m not sure marijuana dispensaries are a priority right now because of the circumstances we find ourselves in financially. Realizing that could be a 20

potential revenue source, I have not had that discussion with any of the policy makers. So, in my opinion, it’s not high on the priority list right now. As soon as they tell me it’s something they’d like us to investigate and to bring back some recommendations, I’d be happy to do so.

Who’s your personal hero?

There are a lot of men of faith I look up to.

One is my friend John McKelvey. He’s a teacher at one of the high schools down in Southern California. He’s the epitome of courtesy, of kindness, of love and compassion. And he’s the epitome of a father, of a husband. And that is the kind of hero I look up to; how can I be a better man, how can I be a better father, how can I be a better husband, how can I do great community service in the job I’ve been given the talents to do?

Here’s a Hemet question. Would rock gardens help solve the water crisis?

[Laughs] When I started working for Hemet, the average age was in the 60s. …

65 or 55 and older. Would it solve the water problem? It’s a great question, and maybe there’s some research I need to conduct.

[Laughs] Now back to the serious stuff. At a recent press conference outlining a plan for police patrols in downtown, the vice president of the Chico Police Officers’Association told the city the plan wasn’t feasible.

How do you move forward from that type of opposition?

The police officers’ association understands the complexities of their work better than anyone else. They understand the constraints that the department is under better than anyone else. However, I believe that they also understand the responsibility and obligation to this community to ensure that the services that are desired are being implemented. … The police department is filled with wonderful professionals who are doing their jobs excellently. The CPOA, from the union perspective, has the responsibility to express concern for the entity of the police officers’ association. When I look at the CPOA, I get why they voice concern. When I talk to officers, I get the feeling that they get it—they know what their responsibilities are, what their obligation is, and they’re going to do what’s necessary to get the job done. But to differentiate the two and take them apart—the CPOA versus the individual officers—that’s where I get my sense of peace.

What’s the city’s biggest challenge in reining in spending?

It’s a matter of balancing the checkbook.

You can only spend what you bring in. And in addition to that, you have to pay down your debt. We have a huge hole: $7.8 million, and we’ll be paying at least $800,000 of that this fiscal year. But in addition to that, we have no reserve. So, reining in spending, we have to ensure our deficit situation is turned around and we also have to ensure that we start rebuilding a reserve. Then, we can look at what spending looks like into the future, because right now we are baseline. We’ve reduced so much from a spending perspective.

According to public data, in 2012 Chico ranked 25th out of 482 incorporated California cities and counties for highest-paid employees. How do you keep that level of compensation from overburdening the coffers?

Every municipal agency is dealing with that exact circumstance of how do you ensure that you’re paying a fair wage within the budget you have? That’s a challenge, obviously. It’s a matter of working with employee groups, working with your executive team.

It’s a matter of continuing to emphasize the importance of looking at how we can curb the continuing increase in expense that a government employee is. Last year, in labor negotiations, we achieved a $4 million reduction in contract costs. That doesn’t hinder the costs behind the scenes, though, of PERS increases that the city pays. Albeit we’re cutting and reducing and the employees are feeling the hit of that, there’s this cost behind the scenes that continues to increase. So we’re looking for creative ways on how to achieve those cost savings in positions.

Are the salaries sustainable?

I think that you’re seeing it’s not sustainable for some organizations. You’re seeing [the bankruptcies in] Stockton, you’re seeing San Bernadino, you’re seeing Detroit, you’re seeing Vallejo. I think that they are kind of that poster child of getting in way too over your head, and we’re going ensure that Chico doesn’t get there. I know that this organization is going to continue looking for whatever might make the most sense for all parties involved to ensure that we’re a sustainable organization into the future. I don’t know what that looks like yet. We’re looking for what opportunities exist to help deal with that because it’s a real concern for Chico and the rest of the municipalities in the state.

Conservatives will hold the majority on the City Council beginning next month. Will the new council be more in line with your personal philosophies?

My philosophies don’t really matter. I’d say I’ve worked under conservative councils in the past and under a progressive/liberal council here, and I would say that all I care about is ensuring that their directive is put into operation and that we’re able to create an operation that reflects what their policy directive is. That’s all my job is.

So, do you think that Chico can sustain these employee contracts and somehow bring back the services the citizens have seen over the years?

[Pause] I’m very hopeful. We will find out. There’s a lot of work that has to be done to come up with what level of services this community desires and what it can afford.

That will have to be panned out at the dais as the City Council makes a determination of what we can afford to deliver within the dollar amounts we are constrained by.

How close was the city to bankruptcy in 2013 when you arrived?

We were within a year of bankruptcy, and that cannot be taken lightly. That was a stark reality.

What’s the good news?

We’re seeing increases in revenue. We’re seeing sales tax turn around. We’re seeing morale start to turn around a bit. I would say that Chico has a bright future, and that’s the best news of all. Even with all the challenges we’ve talked about, I would say that the hope that is within the numbers that are coming through—from sales tax to the development patterns we’re seeing—should put a smile on everybody’s face in Chico.

The fact that you make more money than Gov. Jerry Brown was a talking point during election season. What do you think about that criticism?

It is something that will never go away. It’s something that’s going to be constant in any executive-level position … from corporations all the way down to government. I get that—I understand where the concern comes from—because it’s a lot of money. However, the task that we’ve been given here in this organization is worth well more than that salary pays for, because this community is worth a heck of a lot more than that. When you get the right people and you’re willing to pay them what you think they’re worth, then we’ll go get the job done. And if there’s ever a decision that the City Council doesn’t think I’m worth that, that any city manager is worth that, then they will let us know, and they will take us out the door the next day. … I feel that people will have this argument for years to come, and that’s OK. I’ll continue to do the job I’m paid to do and I’m looking forward to turning this organization around and not worrying about that concern. Ω

What are you doing now to brace for the recession predicted for 2017-18.

Spending within our means; not promising things that we know aren’t feasible or reasonable. I think we have an excellent staff that’s able to look at the budget moving forward, and look at what is a reasonable amount coming in from a sales tax perspective over time. And having that data will help the City Council to make the determination on what the right course of action is in relation to the future provisions within the [employee contracts].

Every city is facing that same dilemma of—we had the Great Recession, we can expect to have other recessions, maybe not as deep as that one because that was the housing bubble—how can we ensure that we are fortified from that type of hit that the city took?

As set designer as well as director, Miller has created a variety of wellappointed settings for the play’s action to unfold within, beginning with the eerie, moonlit forest of the opening scene. crickets who promote peace and harmony with their gentle chirping. The fanciful woodland costumes and makeup of these supernaturals, along with their gracefully choreographed movements are like Arthur Rackham illustrations come to life, and their “unseen” presence in the domestic scenes that follow convey a fanciful air to each scene they inhabit.

But it’s the humans with their foibles and complications who drive the action and provide the heartfelt emotion that holds the audience rapt throughout the play. It’s hard to imagine a more cohesive set of actors to inhabit this particular cast of characters and portray them with such conviction and vigor. And the sets and finely crafted period costumes keep us in the proper Victorian mode, adding to the believability of the unfolding plot.

The story properly begins when John Peerybingle (Jeff Dickenson), who serves as the village’s postman, brings home an aged, taciturn and seemingly infirm Stranger (Loki Miller). John’s wife, Mary (Jenise Coon)—who is much younger than her kindly husband— accepts the stranger with proper Victorian graciousness, and makes him comfortable with the help of her maid and babysitter, Tilly Slowboy (Teresa Hurley Miller). Soon, neighbors are dropping by to celebrate the following day’s wedding of the elderly, rather morose and sardonic Tackleton (William Petree) and his very young bride-to-be, May Fielding (Eri Nakamura).

During this party scene the musical aspect of the play, as well as the singing talents of the cast, are highlighted by a

lively and funny group song, in which each character sings a verse describing how each came to be an inhabitant of this village on the tiny Isle of Man. Another party highlight is May’s solo song, which is requested as a hymn and delivered as a paean to the pagan gods of Mount Olympus. Daguerre’s prerecorded backing music, which combines elements of Celtic themes, British music hall and traditional balladry, provides an authentic-sounding (though occasionally a bit too loud) setting for both the solo voices and exuberant group choruses.

As the party draws to a seemingly happy conclusion, the plot thickens in ways this review will not reveal.

Suffice it to say that any good romantic comedy involves seemingly unresolvable complications and their joyous resolutions, and any good Victorian romantic comedy also involves issues of class, duty, sublimated sexual tension, stereotyped gender identification, and points of highly formalized personal decorum.

Cricket on the Hearth covers all of these quaintly antiquated bases, and still hits the emotional nail on the head in a pleasantly tear-jerking way that is true to its source material, but also adds a knowing wink acknowledging that our current romantic relationships are not tremendously different from those experienced in the far-off era inhabited by Dickens’ characters.

The rousing finale literally illustrates the power of interpersonal harmony to dispel all personal difficulties and leaves the audience with an exhilarating rush of shared experience. Bravo! Ω

When determining how to break into Chico’s Mexican food scene, saturated as it is with an expansive ★★★★ fleet of taco trucks and wellestablished storefront favorites, Gloria and Fausto Velazquez wisely Aztlan Mexican decided they needed to find a Restaurant unique niche to be competitive.

Aztlan is housed in a strange spot for an eatery, in a diminutive ★★★★★ (but remodeled) building that used EPIC to be a cashier shack in the parking ★★★★ lot of what is now the Money AUTHORITATIVE Saver/Food Mart gas station/mini ★★★ mart on Park Avenue. But inside APPEALING the tiny restaurant lurk—to borrow ★★ the namesake of a now-defunct HAS MOMENTS local surf band—mammoth tortas. ★ FLAWED While many restaurants offer

tortas on fattened tortilla-like flatbread or thinner telera buns, Aztlan’s offerings come stuffed in delicious, fluffy and flaky, bolillo rolls, freshly baked just down the street at Panadería la Michoacana. But what really distinguishes Aztlan’s tortas Chilangas (a “Chilango” is a denizen of Mexico City) is what’s stuffed inside the sliced bolillo.

Aztlan offers more than a dozen different varieties of torta, with base ingredients including beans, mayo, onions, tomatoes, avocado, cheese and jalapenos. I opted for the Texana, which contains breaded steak, pork leg and sausage, all ingredients atypical to your standard local torta.

The breaded steak is a Mexico City staple, according to Gloria, and is also a delicious break from the more common carne asada (which is also offered at Aztlan). The pork leg, pierna-style, resembles thick-cut bacon in consistency and flavor, while “sausage” is a colloquial term for your standard sliced, grilled hot dog.

Other types of sausage are offered as well—the Cubana, for example, includes all of the above and a bit of chorizo, as well as egg and pineapple. Another promising variation, guaranteed to be the next thing I try at Aztlan, is the Hawaiian, featuring ham, pineapple and cheese.

Aztlan’s tortas are fantastic, a massive mess of delicious, two-fisted gooey goodness. At only $5.99 each ($7.50 for the massive Cubana), it’s also a great price for a fast and filling lunch.

I also sampled a two-taco combo plate, with one carne asada and one al pastor taco and rice and beans ($5.75), to get a feel for Aztlan’s grasp of the fundamentals, and was not disappointed.

Aztlan offers a full menu featuring all the staples, and the selections are still expanding (recent additions include some very promising looking fish tacos). I look forward to sampling all of them in the near future, but it’s gonna take a good long while to work through the torta menu first. Ω

As readers are no doubt aware, North State Symphony is seeking to replace former conductor Kyle Wiley Pickett, who left last season after more than a decade here to become music director of the Topeka, Kan., and Springfield, Mo., symphonies. The selection committee has pared down the more than 40 initial applicants to four finalists and commissioned each to conduct one of this season’s four programs.

It won’t be easy: These men may have musical proficiency in common, but they are greatly different in personality and approach.

Baldini, who is Argentinian by birth, is emotional and engaging, a youthful extrovert who loves to chat with the audience. Stone, in comparison, prefers to remain focused on the orchestra, and during Sunday’s concert in Laxson Auditorium he didn’t say a word.

During his pre-concert talk in the Rowland-Taylor Recital Hall, however, he showed himself to be a skillful, highly knowledgeable lecturer.

Baldini opened his Sept. 20 Chico concert, dubbed Embark, with a lively rendering of Leonard Bernstein’s joyful “Overture to Candide” that showed off the orchestra’s sharp timing and cohesion. This was followed by three arias from Mozart’s opera The Marriage of Figaro sung by guest baritone Ryan Kuster.

The program culminated in a magnificent rendering of Brahms’ monumental Symphony No. 1 in C minor, Op. 68, which Baldini conducted entirely from memory.

Stone’s program Sunday afternoon, Imagine, began with Mozart’s unusually short (just eight minutes!)

Symphony No. 32, which, as Stone explained during his pre-concert talk, is really an overture, the musical form from which the symphonic structure evolved. He chose it, he said, because it’s rarely performed and so offered “a clean slate” on which to show the orchestra members how he approaches a piece.

This was followed by Robert Schumann’s Piano Concerto in A Minor, which Stone elsewhere has called “one of the most beautiful piano concertos ever written, the zenith of the romantic age in music.” The soloist was Soheil Nasseri, an American pianist (like Stone, he was born in Santa Monica) who despite his youth has played in prestigious concert halls around the world, including offering 20 completely different recital programs in New York City at such venues as Carnegie Hall and Lincoln Center.

Schumann wrote the concerto for his wife, Clara, herself a brilliant pianist. It’s a dazzling piece full of exciting piano runs, dramatic interplay between soloist and orchestra, and lovely melodies. Nasseri was brilliant—so much so that he garnered a standing ovation from a thrilled Laxson audience.

This was a tough act to follow, but Stone pulled it off following intermission with Antonín Dvorák’s Symphony No. 6 in D Major. It predates the composer’s symphonic masterworks, numbers 7, 8 and 9, and isn’t performed as often as they are, but judging by Stone’s rich and precise interpretation, it deserves to be considered one of the great 19th-century symphonies.

As Stone explained during his talk, Dvorák sought to ingratiate himself with the music barons in Germanspeaking Vienna who had commissioned the piece while staying true to his Czech roots. The result was a symphony with multiple references to, for example, Brahms and Beethoven, but also one in which, as Stone has said, “he asserts his native Czech identity (particularly in the middle movements) by stamping his foot with lusty Bohemian folk rhythms and singing simple melancholy folk melodies.”

Stone is a passionate conductor. He eschews the baton, preferring to use his hands and, indeed, his whole body, to direct the players. He often appeared to be dancing ecstatically to the music, even as he was utterly focused on the players. They responded magnificently, giving this big, warm symphony the treatment it deserves. Slimkid3 skips into the track like it’s Double Dutch, spitting: “Well I’m just me/Same nigga I’ve ever been/Never been a crook/But music was the medicine” with a staccato rhyme pattern that perfectly matches the disjointed beat. The duo save the best for last with “Bouillon,” featuring Del The Funky Homosapien and MURS. Simultaneously percussive and melodic, the dark piano and xylophone-driven beat provide a sonic playground for the guests who rap, “The back beat never taking a back seat/ Verbal athletes have to eat at the track meet,” and “Mid-city monster/ Competition conquered/Grew up bumping Eazy-E and watching Cookie Monster,” respectively.

They work in whetting fans’ appetites for new material, but they rarely function as an effective way of demonstrating a band’s sound because they don’t require the artists to sustain momentum over the course of an entire album. But sometimes EPs do it, and Boy + Kite’s Blueprint EP is breathtaking. With only three tracks and 13 minutes of running time, it goes by quickly, but damn is this a great trio of songs by the Austin, Texas, fourpiece. “Either Way” will give you your 1990s-era modern rock fix with melodic guitars and chugging drums balancing against Darvin Jones’ steady vocals and Beth Puorro’s breathy harmonies. “Turned Sideways” is a dreamy, pop-tinged piece of shoegaze yumminess that will have you wondering whether this is what This Will Destroy You might sound like if they had singers and toned down their rock aesthetic. And “Touching the Sun” is simply a glorious piece of rock music, replete with alternately lush and distorted notes that reach for the heavens and your heart, and with a driving rhythm that will have you dancing in short order. Blueprint might be the dreamy EP of your dreams.

Three piano trios Capri and Consolidated Artists In the liner notes to his eponymously titled CD, pianist Larry Fuller writes, “When three musicians communicate with mutual support and a shared sense of the beat, a trio can be an impressive unit.” Amen to that! Each of these three piano-driven CDs ably demonstrates the accuracy of his statement. Fuller is accompanied flawlessly by bassist Hassan Shakur and drummer Greg Hutchinson as he explores a dozen tunes at various tempi. For example, Joni Mitchell’s “Both Sides Now” gets a beautifully tranquil treatment, while he really burns up the keyboard on a stunning, supersonic version of Clifford Brown’s “Daahoud.” Pianist Chip Stephens and his trio’s eight-track disc, Relevancy—with bassist Dennis Carroll and drummer Joel Spencer—blasts out of the starting gate with a fast-paced version of Carla Bley’s “Syndrome,” then delivers a relaxed interpretation of the Rodgers and Hart standard “This Funny World” before ending by ripping it up on Bill Evans’ “34 Skidoo.”

less, plus he’s levitating a foot or so above the floor. A moment or two later, as the call comes for him to return to an ongoing by Juan-Carlos rehearsal onstage, we realize he is an Selznick actor in a grungy theater dressing room.

Once he’s ready to go, the camera follows him, in a documentary-style long take, through the full, semicircuitous trek from dressing room to rehearsal stage. The actor (a balding guy named Riggan, played by Michael Keaton) is both directing and starring Birdman in his adaptation of a Raymond Carver Starring Michael short story. There are three other actors Keaton, Emma involved—two women and a rather Stone, Edward hapless-looking guy. The latter is soon Norton, Naomi removed from the play by an accident Watts and Zach involving a falling stage light. Riggan, Galifianakis.

Directed by however, asserts offhandedly that it Alejandro was no accident.

González Most of what transpires in those Iñárritu. early moments is portrayed in terms of Cinemark 14 and a rough-edged realism, and the first Paradise Cinema 7. Rated R. mysterious details—the levitation, the deus ex machina of the falling light, the hints of telekinetic powers in Riggan—pass without comment or explanation. But mixtures of realistic grit and occasional tremors of the supernatural are integral to the whole of Birdman, which soon takes spectacular flight in several forms—a bizarre and somewhat convulsive backstage comedy, a high-spirited psychodrama couched in terms of comic-book imagery, a fantasy within a fantasy that is both deadly serious and exuberantly playful.

The backstage stuff accelerates with the arrival of Mike (Edward Norton), the swaggering actor hastily brought on board to replace the “accident” victim.

Mike is married to Lesley (Naomi Watts), who is also in the play, but both are clearly free and independent souls. Laura (Andrea Riseborough), the other woman in the play, is Riggan’s current companion, and both seem to view their relationship as a series of opportunities for mutually beneficial role-playing. The practical side of all this is reflected by Riggan’s manager/ producer/sidekick Jake (a charmingly straight-faced Zach Galifianakis).

Riggan’s psychodrama emerges via his tangled involvements with all of those characters and also with his ex-wife Sylvia (Amy Ryan) and their daughter Sam (an excellent Emma Stone). But the first signs of psychodrama are also present in the early moments: Riggan’s chief claim to fame is having played the movie superhero Birdman, and in the waning days of his acting career he is quite thoroughly haunted by that role and its nagging intrusions on his rather uncertain sense of himself.

The voice of “Birdman” is in Riggan’s head early on and we can hear it too. Eventually, he’s also present as a kind of ogre in a superhero costume. By then it seems fairly evident that he’s maybe the most tenacious and troubling of the several alter egos swirling around Riggan in this movie, and that Norton’s wildly “experimental” Mike is at the very least a close second. A perversely ironic drama critic, one Tabitha Dickenson (smartly played by Lindsay Duncan), rates high in this respect as well.

All of these elements are seemingly in play as the film reaches its mysterious and multifaceted climax.

We’re left to make what sense of it we can, or will.

But before you get to that, Birdman is an immensely entertaining film. The script (credited to director Alejandro González Iñárritu and co-writers Nicolás Giacobone, Alexander Dinelaris Jr. and Armando Bo) shows exceptional wit, and Iñárritu’s direction and Emmanuel Lubezki’s cinematography are brilliantly elaborate throughout. Plus, there are at least eight outstanding performances here, with Norton and Stone being especially fine. Ω

Fury

Writer-director David Ayer’s intentions are to show the effects of war on a group of men who are clinging to the last threads of sanity after years of claustrophobic, blood-soaked terror inside a tank during WWII. Brad Pitt leads the crew as Don “Wardaddy” Collier, a grizzled, scarred up individual resorting to arguably insane behavior as he treks across Nazi Germany.

When he’s saddled with new recruit Norman (Logan Lerman), his behavior becomes a strange mix of paternal and completely unhinged. Other members of the crew include Boyd “Bible” Swan (Shia LaBeouf), Trini “Gordo” Garcia (Michael Peña) and Grady “Coon-Ass” Travis (Jon Bernthal).

Much of the film takes place inside the tank, with few breaks, and the carnage in the battle scenes is unrelenting. It all builds up to the key sequence where the tank breaks down and Wardaddy decides he isn’t going to run away with a large group of enemy soldiers approaching. As action films go, it’s a real winner. As war films go, it’s one to be remembered. As horror films go, I doubt you’ll see anything scarier this month. Interstellar

Christopher Nolan’s new blockbuster runs almost three hours and feels even longer. Interstellar’s sci-fi plot, exploration of outer space in search of a new and inhabitable home for the survivors of a dried-up Earth, seems to require the long-form treatment, especially when you factor in time-travel aspects, some elemental family drama, and an elaborately detailed preoccupation with the technologies involved. The story, scripted by Nolan and his brother Jonathan, never stops moving, but by the

time the time-travel stuff starts coming home to roost, it’s hard not to feel that there’s been an awful lot of wasted motion here. It’s certainly an impressive spectacle, but the things that you could really care about might have been better served in a two-part installment of The Outer Limits.

Interstellar also has astronauts and farmers, black holes and worm holes, cryogenics and ghosts, and a robot treated as a fledgling sidekick (and voiced by Bill Irwin). It just may be that the Nolan brothers have tried DESIGNER to put too much baggage aboard their JEN_PU bound-for-IMAX behemoth. Cinemark 14, Feather River Cinemas and Paradise Cinema 7. The Judge

Early on, The Judge looks as though it is mainly going to be a courtroom drama with a provocative father-son twist. The father and son are played by Robert Duvall and Robert Downey Jr., respectively, and the key plot hook has the estranged son, an abrasive defense attorney, called on to defend his stand-offish father, a small-town judge with a reputation for stern rectitude, against charges of vehicular manslaughter, or worse. Director David Dobkin and screenwriters Nick Schenk and Bill Dubuque play all that to the hilt, and Duvall and Downey deliver the goods in their respective tailormade roles. But Dobkin and company load up the father-son drama with more back-story baggage than this particular narrative vehicle can carry. To its credit, the film does linger over some powerful emotional nuances—the role of mutual delusion, for example—in its portrayal of father-son antagonism. And there’s something to be said for any movie that recognizes, at least in part, that a father-son conflict is something that has repercussions for all of the immediate family. Paradise Cinema 7. Much of the sweet sentimentality here centers on the relationship that forms between the title character (Bill Murray) and the sprightly grade-schooler named Oliver (Jaeden Lieberher) who moves in next door with his beleaguered mother, Maggie (Melissa McCarthy). And the comedy’s brashness comes from Murray’s muchtroubled Vincent as well as from an array of quirky secondary characters. Murray brings a surprising number of expressive shadings to a familiar role—the rambunctiously grouchy derelict with a good heart.

Naomi Watts does an unexpectedly rowdy turn as a pregnant Russian prostitute.

There’s a nightmarish collection of social and domestic problems lurking just below the surface of this tale—broken families, alcohol and gambling addictions, schoolyard bullying, loan sharks, debilitating illness, embittered Vietnam vets, etc. All of that, ultimately, serves mainly as a kind of shorthand “realism”—bits of real-life sadness used mainly to heighten the sense of relief we’ll feel when the movie reaches its feelgood conclusions. By the early 1960s, interest in traditional New Orleans jazz was fading, even in the Big Easy. ‘KEEP LOOKING UP IN WONDER’ It saddens me greatly to write that one of the best people I’ve met while living in Chico, Anita Ingrao, the “Queen of the Chico Community Observatory,” died last Thursday, Nov. 13, of breast cancer.

Ingrao had been a volunteer at the observatory since it opened, and helped run it with founder/director Kris Koenig for the past 14 years. The pair, who were engaged, also worked together on several film projects—Ingrao as a production assistant and Koenig as writer/director—including 400 Years of the Telescope, a 2009 PBS documentary on astronomy that was narrated by Neil deGrasse Tyson.

Ingrao also won a Los Angeles regional Emmy Award (along with Koenig, and her ex-husband, local videographer/musician Peter Berkow) for her work on a 2005 astronomy telecourse, Astronomy: Observations and Theories.

This time last year, I related in this space about how 20 or so years ago Ingrao (she went by Kris Koenig and Anita Ingrao.

Anita Berkow back then), while on assignment for the weekly Synthesis, showed up to interview my band with a bag of Doritos and a six-pack of Sierra Nevada Pale Ale in hand.

It was, of course, a completely badass move, and was one of my first clues to her generous spirit. Cut to a decade later, and the shoe was on the other foot. I was writing a feature on her and her volunteer work at the observatory for the CN&R’s annual Local Heroes issue, and I visited the observatory one night to see her in action (and, no, I didn’t bring any beer or treats—and I really regret that now).

It was 2003, and everyone was excited about Mars being the closest to Earth it had been in 60,000 years, and the place was buzzing with little kids, seniors and one reporter. And, while Ingrao did have one telescope trained on the little red planet, she was also doing her best to get everyone equally excited about what the other scope was looking at, a dying star know as the Ring Nebula: “It looks like a glowing green Cheerio,” she said, and the crowd pushed its way to get in line for a look. I wrote then: “[She] is about as pleasant and inspiring to be around as one human can be. Friendly, energetic and genuinely interested in hearing what you have to say, she’s the perfect guide.”

The observatory’s mission is “to provide access to our universe,” and for years, Ingrao was the one opening the door and showing Chico in. She was our outer-space docent, inspiring kids and making kids out of adults, inviting us with her big, infectious smile to be curious about what is beyond our tiny pale-blue dot, and, as she put it in a note posted to the observatory’s Facebook page during her final days: “Keep looking up in wonder.”

A charity benefiting the Chico Community Observatory has been set up in Ingrao’s name through the North Valley Community Foundation.

LOVE’S REAL ESTATE Bad Forestry “Hey Doc, I was up on Wildcat Hill this mornin’ and seen some real bad forestry!” I held the phone receiver at arm’s length. Mr. Davis shouted as if the phone was useless covering the 15 miles between us. Mr. Davis is a logger and too many chainsaws got the best of his hearing.

“Forestry?” I yelled back. (Shouting over the phone is contagious.)

An hour later I stood with Mr. Davis on his land.

“Thanks for comin’ up here, Doc,” he said. “I owe ya.”

“No you don’t,” I said.

A swath of destroyed timberland lay before and below us. A stripe ran straight across the forest as if a giant lawnmower with a hundred-foot blade had gone through it like tall grass. Within the stripe lay mangled trunks and branches of pine, oak, sycamore and dogwood trees.

“Dang Power Company done it, for sure,” said Mr. Davis. “Look at my crick. They clogged it with slash and done kilt the water flow. Kilt some big timber, too. Small-time logger like me gets hurt bad.”

Mr. Davis turned to me. “Reckon they devalued my land, Doc?” “It sure looks like it,” I said.

About a month later I got a letter from an attorney.

“Dear Mr. Love,” it read, “I am lead legal counsel for the Power Company. We received a demand from

a Reginald Davis for a monetary claim related to so-called destruction of property associated with clearing of over-growth within the boundaries of my client’s power-line easement appurtenant and dominant to Mr. Davis’ land. You are quoted as stating the Power Company has devalued Mr. Davis’ land. If you would like to make a statement in that regard please complete and send the enclosed form. I should inform you that in so doing you will be subject to subpoena, deposition, cross-examination and possible prosecution.”

I slid the letter into my desk drawer. I looked from side to side and maybe clucked like a chicken.

A couple months later, I got a call from Mr. Davis.

“Hey Doc,” he shouted, “did you hear from that Power Company attorney?”

“Yeah, I’m sorry, I ….”

“I knew it!” he bellowed. “I just got a letter from the court. Listen here: ‘The court finds in favor of the complainant, Mr. Davis, for loss of timber and land value. The court rules against the Power Company for bad forestry practices.’ What’d I tell ya! Bad forestry!”
