Endorsements The members of CN&R’s editorial board struggled with this year’s endorse-

ments for local races, especially for Chico City Council, because each of the candidates has something to offer, whether that be a vision for a healthy community or expertise in a specific area. But after attending every candidates forum and asking further questions of the seven Chicoans vying for a seat, we’ve narrowed the field to three.

We are not making endorsements for every item on the ballot. As always, we urge readers to do their own research. The League of Women Voters website, www.smartvoter.org, is an excellent resource for additional info.

Ugly bookends Morasca was an Italian-American kid with a winning Ttheony smile and a quick wit, frozen in memory as I knew him in fall of 1970, one of the students who crowded my classes

at Feather River College during my first year of teaching. A few years later, he was found shot in the head down in Oakland, a casualty of the violence that was and is a leading cause of death among young men.

Marc Thompson turned up in one of the last classes I ever taught. It was also one of the best, mostly because Marc was in it. Students like him can make an otherwise listless room crackle with intellectual by energy. I ran into Marc a few times in the years since then. We shared a love of poker, and found ourselves at the same table a couple of times in the Oroville casinos. It didn’t surprise me that he was a good poker player, employing the same quickness of mind at the tables as he had in my classroom. His intelligence would impress other teachers at Butte and then at Chico State as he

continued his education. But Marc Thompson was killed early this fall, his body found in a burned car east of Oroville. His killer or killers may never be found. Tony Morasca’s murderers remain unknown. More than 40 percent of California homicides go unsolved each year.

These two deaths form ugly bookends to my teaching career, affronts to the work teachers do, nullifications of the hope that is at the heart of the enterprise.

The men Marc and Tony might have become will never be known, the children they might have had never born, the good they might have done never accomplished.

So we utter the obsequies, tuck away the memories, and hope deaths like these are anomalous. But we are never entirely surprised by deaths like theirs. The U.S. homicide rate remains among the highest in the industrialized world.

And when all the hand-wringing is done, I’m left with the image of two laughing young men, endowed with abundant promise, gone. Just gone. I want to curse, but the entire lexicon of profanity is insufficient. Ω

Local offices Chico City Council: Scott Gruendl, Lupe Arim-Law and Mark Sorensen. We believe Gruendl and Sorensen have the fortitude to stand up to the employee unions, especially the police and firefighter bargaining groups, whose unsustainable benefits packages are breaking the bank, leading to a reduction in city services, not the least of which is sufficient public safety. Arim-Law has an accounting background, so she knows her way around a spreadsheet. Moreover, her familiarity with the Bay Area tech industry is an asset in the realm of economic development.

Butte County assessor: Diane Brown. No question here. Brown is the clear choice. She’s worked in the Butte County Assessor’s Office for decades and has the support of her colleagues. Her opponent, Bill Connelly, simply lacks the necessary expertise to effectively manage the office.

Measures A and B: No and No. We’re recommending a no vote on both the medical marijuana measures—the referendum that seeks stricter rules for pot-growing and the looser initiative, almost identical to the current law, that seeks voter approval before any changes are made. We think the current ordinance—a compromise between both factions—should remain in place. We also believe it should not be set in stone.

U.S. Congress Representative, District 1: Heidi Hall. This one is a no-brainer. Hall is smart and has the North State’s interests at heart. Incumbent Doug LaMalfa is a career politician who’s been feeding at the public trough for too long.

State Legislature State Senator, District 4: CJ Jawahar State Assembly, District 3: Jim Reed State executive Governor: Edmund G. “Jerry” Brown State initiatives Proposition 1: No. We’re in the minority here among media outlets, and we think that has something to do with proximity. As residents of the area of origin of the state’s water supply, we see that the $7.5 billion water bond protects the interests of corporate ag interests down south, and doesn’t go far enough in funding conservation efforts. Plus, it saddles taxpayers with more than $14 billion in debt over the life of the bond. We can do better.

Proposition 2: Yes. This measure would replace the state’s current, ineffective rainy-day fund. But this one, as opposed to what was instituted by voters in 2004, would be protected from grabs by the governor and state lawmakers. Plus, it’s designed to draw down debts.

Proposition 45: Yes. It grants the insurance commissioner the responsibility to approve or deny rate changes proposed by insurance companies.

Opponents claim Prop. 45 is a power grab by the insurance commissioner, but it simply brings the procedure for health insurance rate changes in line with those for other insurance rates.

Proposition 46: No. This measure has a number of laudable goals, including protecting patients from physicians who abuse drugs. However, it also raises a cap on “pain and suffering” damages in medical malpractice cases from the current $250,000, which was set in the ’70s, to more than $1.1 million. While the million-dollar figure is commensurate to today’s dollars, that steep an increase would overburden physicians in the form of insurance costs.

Proposition 47: Yes. Aims to further staunch the flood of nonviolent criminals into prison. Among other things, those convicted of petty crimes will face reduced sentences—and savings will fund programs that reduce recidivism.

Proposition 48: Yes. Asks voters whether a tribe should be able to build a casino on lands outside of its reservation. A wealthy California tribe with gaming interests funded the effort to put this on the ballot, and to seek a “no”—to squash out competitors. In the interest of fairness, we say yes. Ω

Justification In case you skipped over the endorsements on the opposite page, I’m here to tell you whom we picked for Chico City Council: incumbents Scott Gruendl and Mark Sorensen, the mayor and vice mayor, respectively, and also Lupe Arim-Law, a triple threat: She’s a double minority—Mexican-American and a woman (obviously)—with an impressive business background.

Choosing these three candidates—two progressives and a conservative—wasn’t easy. In fact, on the run-up to deadline, our editorial board’s selection went through three iterations. That’s partly because, in one shape or form, every candidate has qualities we value. In the end, we weighed each person’s strong points against those of his or her competitors.

Andrew Coolidge, for example, was an early contender. He’s a self-employed conservative, but seems pretty moderate. However, after hearing him speak at the Chico Police Officers’ Association’s ridiculous candidates forum last week—where we learned his wife teaches a class at the Butte College Police Academy—we don’t believe he’ll take on that union or the other public safety bargaining group over their overly generous compensation packages. And that must be done to truly resolve the city’s ongoing financial difficulties.

I don’t want to pick on Coolidge too much. He’s a nice guy, but the last thing Chico needs is another Sean Morgan—i.e., a second mouthpiece for the cops. Speaking of nice guys, Rodney Willis is also one. We don’t see eye to eye on many major issues, though, including the consideration of a sales-tax increase. He favors one. We do not—and would not before the city gets its fiscal house in order. We think Reanette Fillmer and Forough Molina are smart and care about Chico, but we don’t think either has the level of experience at this time to lead the city.

That brings me back to the incumbents. I’m going to catch hell for choosing Gruendl and Sorensen, from conservatives and progressives, respectively. Right-wingers will say Gruendl abdicated his duties safeguarding the city’s coffers, while the lefties will say Sorensen is going to privatize city services and cater to business interests.

Both statements hold shades of truth.

On a personal level, I’ll be holding my nose while voting for them. Gruendl threw city employees under the bus during the height of the financial crisis—even alleging fraud. To a lesser degree, Sorensen did, too, but he then used the situation as an opportunity to blame the progressive majority, though much of the predicament was beyond the panel’s control. Ah, politics. Meanwhile, Sorensen parlayed his short time on the council into a job in the public sector. He’s the administrator of the city of Biggs, a municipality of 1,700. I can’t find his salary listed on the city’s website, but his predecessor back in 2010 made just shy of $90,000 a year. But I digress.

There are clearly things about these two that drive me mad. That said, both have the breadth and depth of experience and are bold enough to help the city navigate through its continuing economic difficulties. That gets my vote.

Duh, it’s the flag Re “‘Best artistic rendering of a peyote trip’; Best of Chico Editors’ picks 2014” (Cover story,

by CN&R staff, Oct. 16): First of all, Amigos de Acapulco is obviously a Mexican restaurant, and while I’m no native of Mexico (and I’ve never been to the restaurant) I’m amazed that you folks at CN&R didn’t seem to realize what the mural is. On the Mexican coat of arms at the center of the Mexican flag is an eagle atop a cactus clutching and eating a serpent. The mural, obvious to me anyway, is the same event only a moment before.

The depiction is from an Aztec legend that said their gods told them to build a city where they spotted an eagle atop a cactus eating a serpent— it’s where Mexico City is today. With all the different people that must have been involved with putting together this edition and you even used a photo of the mural that takes up one-fourth of the page—seriously, no one caught this?

‘Tail wagging the dog’ Re “WTH?” (Second & Flume, by Melissa Daugherty, Oct. 16): Way to go on taking a rightfully hostile stance against the compensation of Chico police officers. Government institutions are immune to market forces that preclude overspending in the private sector. Accordingly, governments should ensure their salaries are comparable to those paid privately for similar work. Matching salaries paid by other governments is the tail wagging the dog. Moreover, it also wastes money and fuels inflation.

Soldier speaks up Re “All or nothing” (Newslines, Howard Hardee, Oct. 9) As a serving member of the U.S. Army, I thoroughly appreciate that Chico would like to celebrate veterans. However, unless the city truly has tens of thousands of dollars burning a hole in its collective pocket, a series of banners that will last a season or two and then tatter and fade (or will need to be replaced) is perhaps not the best way to honor veterans.

There are a large number of former military service members living in Chico, many of whom are living on modest incomes while they use their GI Bill benefits or are recovering from the aftereffects of combat operations. Offering a “veteran’s discount” to these service members

and their families would help them stretch their money and provide a solid, tangible sense of appreciation from the community. Military bases are very tight-knit, and the transition to civilian life can be isolating. A gesture from Chicoans that strengthens families, helps stretch a limited budget, and deepens the connections between service members and their community, is far better thanks than banners.

Re “Leaving the station” (Greenways, by Howard Hardee, Oct. 16): As director of the facility for seven years, I understand the issues concerning the Eagle Lake Field Station. I hope Lassen College or some other entity can assume responsibility for it as it is a wonderful facility and served Chico State well for many years.

‘Consider yourself blessed’ Re “What about the misandrists?”

(Letters, by Mike Peters, Oct. 16): Once again, Mr. Peters has completely twisted a subject that he knows very little about. I am a survivor, and if not for the aid of Catalyst may not even be alive today. Being a beneficiary of this extraordinary organization has compelled me to also be a volunteer advocate for DV victims, usually a friend calls me about a friend. I let her know the most dangerous time is if her partner finds out that she’s trying to leave. It takes a lot of courage and planning to do so. Catalyst helps to make this happen.

You cannot argue with Ms. Snyder’s comments or statistics because you have no idea, which is apparent by your comments. Of course, I haven’t a clue if you’re married, have a sister, nieces or other women in your family, but in reading both of your previous letters, it would not surprise me if they would/could not feel safe discussing abuse issues in your trust.

Please stop with the negative, misleading comments. I am not a misandrist, though I have plenty of history to be so. You’ve never been in my shoes, probably never felt the fear of living in a toxic lifethreatening partnership/relationship. Consider yourself blessed.

Support for the appraiser The assessor is an elected official responsible for appraisal of all real and personal property in the county. The assessor may not exercise the powers and duties of the office unless he or she holds a valid appraiser’s certificate issued by the State Board of Equalization.

There is only one candidate with that education, experience and diligence: Diane Brown. She has been a dedicated employee with the assessor’s office for 30 years and holds an advanced appraiser’s certificate. She is not a self-promoting, ladder-climbing politician.

Instead, she is an honest, hardworking team leader who has a genuine concern for the people of Butte County and their properly assessed property values, as well as the department as a whole. The assessor’s office is a group of devoted team members with professionalism and customer service a top priority.

When I exercise my constitutional right to vote, I will not hesitate to vote for Brown. I am confident the most responsible policies and procedures for the tax-paying citizens of Butte County will be implemented with Diane Brown as the next assessor.

Gruendl was appointed chairman of Chico’s Finance Committee in 2005; a critical “budget watchdog committee” he chaired until 2012.

And, it’s exactly because of these same qualifications that Gruendl has no excuse, nor can he be forgiven, for allowing Chico to overspend $20 million between 2007 and 2012. The multimilliondollar fund deficits and depleted city reserves were clearly evident, even to private citizens who testified at council meetings. That’s $20 million that can never be used for police staffing, or for our parks, our library, the arts community, or nonprofits that serve our youth.

I believe this entire debacle could have been prevented. If Gruendl had just done his job as Finance Committee chair and asked staff the tough questions we expect of a budget watchdog committee, we wouldn’t be in this mess today.

Unfortunately, for five years, his choice was to “just go along” with the city’s overspending plans.

Scott Gruendl is again asking for your trust. Truthfully, if this was your money Scott was appointed to safeguard, would you hire him again?

One lesson learned over the last year, fighting for the Saturday farmers’ market, is the importance of a supportive Chico City Council. We won a historic agreement, enacting an initiative with the support of 9,200 voters, giving our beloved Saturday farmers’ market more space and for multiple sixyear terms.

Councilman Mark Sorensen fought us all the way. He voted against allowing the addition of a bathroom at the market (at CCFM’s expense), against closing the north parking bay during summer harvest, and against a two-year agreement. He also voted to terminate the old agreement. And three times in secret session he tried to obtain a majority vote to sue the market to stop the initiative. If reelected with two new allies, Sorensen will continue to fight against the market and will try to nullify the new agreement that we fought so hard for this past year.

PARKING DOWNTOWN TO GET SMARTER

The Chico City Council moved forward Tuesday (Oct. 21) with a plan to install hundreds of “smart meters,” and four multispace kiosk units (stands that accept credit cards instead of coins). Those installations, along with public outreach and education, will cost an estimated $320,000.

City officials say replacing mechanical meters with more efficient electronic meters will help achieve an 85 percent parking occupancy, which brings in revenue while allowing a few empty spaces in the Central Business District. Funding for the changes comes from the Fund-85 Parking account.

The project will replace 450 on-street and 323 parking lot meters (lots 1 and 5), saving the city $20,000 to $25,000 a year in operating costs.

DEPUTY’S SHOOTING JUSTIFIED

A Butte County sheriff’s deputy who shot and killed a man from Palermo last May was justified, District Attorney Mike Ramsey announced at a press conference Tuesday (Oct. 21).

On May 18, the family of Cory Lee Bush called the Butte County Sheriff’s Office to report that the 24-year-old man was having a mental breakdown and planned to commit suicide by forcing police to kill him.

When deputies arrived, Bush allegedly pointed a pellet rifle at deputy Benjamin Cornelius’ face—though family members have maintained otherwise—and Cornelius subsequently shot Bush three times.

An autopsy indicated Bush had a high level of methamphetamine in his system. He had also just been arrested for heroin possession and was facing up to 33 months in prison. In a letter to Sheriff Kory Honea, Ramsey wrote: “All evidence in this case points to another unfortunate incidence of ‘suicide by cop’ by a subject intent on forcing the responding deputies into killing him.”

SIGHTS SET ON ARUNDO

The Chico City Council discussed how to eradicate a potentially hazardous invasive plant from Little Chico Creek and other tributaries during its meeting on Tuesday (Oct. 21).

Councilman Randall Stone has been adamant about addressing the fire danger presented by arundo, an invasive species that grows thick along Chico’s creek beds and, in some cases, into homeowners’ backyards. Mark Stemen (pictured), chairman of the Butte Environmental Council and member of the city’s Sustainability Task Force, said a recent survey of Little Chico Creek found “74 distinct infestations, some 320 feet long.”

Interim Fire Chief Shane Lauderdale estimated that removing the most hazardous patches of arundo would cost $20,000 to $50,000, while eradicating the weed entirely—a three- to five-year process—could cost up to $500,000.

On Tuesday, the council voted unanimously to allocate $1,500 to BEC to write a grant to secure funding from the state Department of Water Resources and other agencies to eradicate the plant.

Let the sun shine City shines light on employee compensation, police officers’ contract proposal hether he knew it or not going in, fiscal W watchdog Michael Jones, a Chico dentist and regular attendee at City Council meetings, was

coming out a winner during the panel’s meeting Tuesday evening, Oct. 21.

Jones was at that regular meeting to advocate for transby parency when it comes to the Melissa compensation of city employees.

Daugherty The issue was a discussion item and Tom Gascoyne on the agenda, but about midway through dialogue at the dais, Assistant City Manager Chris Constantin informed the council that the city, prior to the meeting, had posted a link titled “city financial data” on the city website’s homepage that leads to that very information. It includes not only employee salary data but also benefits and other compensation, broken into five elements of cost, plus total compensation.

For his part, Jones, who appeared content with the city’s effort, wanted citizens to have easy access to information outlining how payroll is allocated.

“The basic idea is that to make decisions on how we run the city and allocate our scarce resources, we need to know where the 80 percent of the general fund that goes to employee compensation—where the money goes,” he said, prior to Constantin’s revelation.

Jones said he was spurred to seek that data as a way to counter the contention of the Chico Police Officers’Association’s president, Peter Durfee, that CPOA members had taken 18 per-

cent in cuts over the last three years. He said he needed the numbers for individual employees to determine that they in fact had not taken such concessions, though the department as a whole may have.

Jones wasn’t the only citizen to support the plan. John Salyer, a fellow regular attendee, favored it and noted that benefits are an important factor when it comes to transparency. Interestingly, Chris Bolshazy, of the Trades and Crafts Unit of the Service Employees International Union, also voiced support for Jones’ idea. He endorsed it in the interest of showing that members of his group make modest salaries.

Bolshazy was particularly concerned with signs around town charging that the average salary for city of Chico employees is $106,000 annually, and said that posting the numbers would make it clear that’s not true. Jones later clarified that the signs are his and that $106,000 per year is indeed the average, but for total compensation, not just salaries.

At the tail-end of discussion, Mayor Scott Gruendl suggested the Finance Committee take up the issue should there be requests from the public to make changes to the data.

Also on the agenda was the “sunshining”

of the CPOA’s initial proposal as the city heads into negations for a new contract with the union. The current contract

expires at the end of the year. In a message to the council, the CPOA writes that the “proposal is intended to begin the bargaining process and introduce several ideas that the [union] believes can create a better environment within the City of Chico Police Department, specifically the Department’s ability to retain and recruit police officers…

Wording is NOT final and will be edited to reflect any changes prior to submission to the City in formal bargaining.”

The proposal was submitted on Sept.

24 and calls for a three-year contract that would begin Jan. 1. It includes a 5 percent salary increase each year, sets training pay at $18 an hour, and reinstates a policy allowing police employees to cash out unused holiday and vacation time. Officers would be paid overtime for working holidays and the city would pay for dental insurance as well as Federal Income Contribution Act taxes. The proposal, if adopted, would increase the city’s costs by about $5 million over the three years.

The matter was brought up after business from the floor, the part of the meeting that allows citizens to address any topic. Stephanie Taber, another regular at council meetings, asked if there could be public comment on CPOA’s initial proposal. She was told yes, but that the council itself could not discuss the specifics because negotiations on employee contracts are carried out dur-

ing closed-session meetings.

Donna Shary asked why the union’s proposal was being sunshined, when the city’s response was not. Doing so, she said, made no sense and seemed premature. She wondered why the city would raise the pay for the city manager to attract competent applicants, while at the same time making cuts to city employees including those at the police department “when it is the police officers who put themselves in harm’s way on a daily basis.” She asked the council to “seriously consider the CPOA offer.”

Gruendl said the matter had been discussed in closed session prior to the regular meeting.

“We have to start somewhere,” he said, “and that is why this is being sunshined. We can’t really say much. Hopefully things will become clearer and you will find some level of appreciation of that at some point.”

Jovanni Tricerri, executive director of the Chico Stewardship Network and representative of the Clean and Safe Chico group, told the council that he sees himself as “an advocate for civility in the community.” He said he saw the proposal as well as the sunshining of it as “political theater.”

“My guess is that the CPOA would put an extravagant proposal of everything they want and the response is: ‘Well, let’s sunshine this as a political move instead of a move to really be transparent,’” he said.

He called on the council to rebuild public trust with “an authentic effort at transparency, not political theater.”

Gruendl responded by saying that “an initial proposal starts at the extreme and moves its way down.”

Vice Mayor Mark Sorensen said the proposal is not a list of demands but rather a list of concepts.

“But the part that gets me is that there are questions as to why it would be sunshined,” he said. “That is a longstanding policy that goes back many years. This is nothing new. I am mystified by the sudden bewilderment.”

In the past, Sorensen noted, the council was criticized by the public for a lack of transparency since the citizens learned about the process only after the contract was approved.

“Nobody in the public saw anything until the very end, and then they only saw the finished product,” he said.

The CPOA has endorsed three candidates for City Council: incumbent Sorensen, Reanette Fillmer and Andrew Coolidge. But the CPOA’s political action committee, which made the endorsements, missed the Oct. 6 deadline of filing its latest list of campaign contributions, according to City Clerk Debbie Presson. She said a representative told her the PAC was hiring a professional firm to complete and submit the list. Ω

August Germar’s Kickstarter campaign launched on Oct. 12 and by the end of that day had raised about $2,000 in pledges toward his ultimate goal of $7,500 to mass produce a new Internet networking device dubbed the Anonabox.

“I thought that was pretty great,” Germar said. “I figured at that rate I’d be able to meet my goal in a couple of weeks.”

With Internet security and censorship both major concerns in today’s tech-driven society, the timing certainly was right to introduce Germar’s palm-sized device, which can be configured along with a modem and wireless router to most home and office computer systems.

It serves the dual purposes of providing anonymous, encrypted Internet access to users by using open-source privacy software called Tor, and offers the ability to circumvent blocks meant to censor Internet access.

Germar woke the next morning to find backers—who would receive an Anonabox of their own for contributions of $51 or more— had pledged more than $44,000. Tech news websites took note of the device’s capabilities and a burgeoning base of investors (gadgetwatch heavyweight Wired, for example, ran a favorable article), fueling more contributions. At the end of the second day, pledges totaled around $120,000, and they kept pouring in until the project attracted a total of 9,191 backers pledging $613,749 in just four days.

“I was definitely surprised,” Germar said of the campaign’s runaway success. “It got way more interest than I ever expected.”

However, the Anonabox’s success also garnered scrutiny from some technophiles. Critics claimed it relied on a motherboard and case made by Chinese manufacturers, which goes against Kickstarter rules that items cannot include off-the-shelf hardware.

Some backers pulled their pledges over the next 24 hours, and on Oct. 17 Kickstarter suspended the campaign, with $585,549 in promised funding remaining. None of the money had yet been charged to contributors’ credit cards.

“We may suspend projects when they demonstrate one or more of the following: Offering purchased items and claiming to have made them yourself; Presenting someone else’s work as your own; Misrepresenting or failing to disclose relevant facts about the project or its creator,” Kickstarter said in an email to would-be Anonabox investors, according to Digitaltrends.com and other sources.

boards are made for him by a Chinese engineer, but said not mentioning this fact in his Kickstarter campaign was an oversight, not a deliberate plot to pass off someone else’s work as his own. He also explained the Anonabox is a retail-ready version of do-it-yourself devices that can be built at home by purchasing the parts online for about $100.

“It’s just like you can easily brew your own beer at home if you want to,” he said, “but most people prefer to go to the store and pick up a six-pack.”

Germar said accusations that he copied an existing device are also false because his Anonabox has been in the design phase for four years. The device introduced on Kickstarter was the fourth incarnation, with each generation becoming smaller and better.

He also doesn’t believe he broke Kickstarter’s rules and is uncertain of the company’s reasoning for the suspension (they have not responded to his emails and have no phone number available, he said). One thing he is certain of is that, once suspended, Kickstarter projects are never reinstated—he will never see a penny of the more than half-million dollars his project could have collected.

Germar said that, despite the lost pledges, he’s more relieved than upset with the suspension.

“There are a lot of problems involved in managing Kickstarter campaigns after they blow up like that,” he said, “and I was already getting overwhelmed. I had more emails than I could possibly even respond to, and my goal was to make a few hundred of them initially, not figuring out how to manufacture thousands.”

Germar said the goal of the Kickstarter campaign was partly to raise funds for a small production run, but also to connect with fellow developers to help him improve the product. He said he succeeded in that aspect, and plans to have an even better version of the Anonabox ready to sell to the public early next year. Paradise’s lost revenue With town services cut to the bone, Paradise set to vote on sales tax ill Hartley recalls joining Paradise’s police Bofficers force in 1981, when the department had 25 at its disposal. The town’s population

has expanded substantially in the decades since, but staffing levels at the police department have trended in the opposite direction—now, it employs 17 officers.

The retired police officer and co-owner of Joy Lyn’s Candies in Paradise is one of many on the Ridge alarmed by the community’s diminished capacity to deliver public safety services.

“The town staffing is now at a dangerously low level, where police officers have no backups,” Hartley said during a recent interview.

Not only are there too few police officers, those on the force are working with outdated equipment. For instance, the average police cruiser in Paradise is nearly 10 years old, but new cruisers, along with all of the necessary equipment, would cost about $54,000 apiece.

Police aren’t alone in operating with minimal resources. Since 2008, about $3.8 million in general fund revenue losses—largely due to decreased property values—have stripped Paradise to the bone, and needs keep piling up: $370,000 for a new fire engine, $40,000 to staff and keep the town’s animal shelter open full time, and millions to repair and maintain about 100 miles of roads. Across town, facilities, including fire stations and public meeting spaces, have fallen into disrepair.

“We’ve cut everything we could cut for the past six or seven years,” said Mayor Scott Lotter. “We’ve done layoffs, reduced services, and we’ve delayed purchases. … We don’t have a spending problem—we have a revenue problem.”

The Paradise Town Council took action to that end on June 25, voting to place a half-cent sales tax on the Nov. 4 ballot. If approved, Measure C would raise the current sales tax from 7.5 percent to 8 percent and generate an estimated $850,000 a year for the town’s general fund. A nine-member oversight committee would ensure that revenue be directed to police, fire, emergency medical services, street maintenance and animal control. The tax would automatically expire after six years, when upward-trending property values are projected to stabilize the town’s revenue stream at pre-recession levels.

As for the financial burden placed on residents, estimates on the town’s website say the average household would pay $30 to $50 a year more through the sales tax.

As a business owner, Hartley says he generally doesn’t

approve of taxation “unless it’s clearly needed.” In this instance, he believes it is.

“I wish there were ways to find a money stream without paying a tax,” he said. “I see it as a last-resort measure to help the town. We’ve got to do something to stabilize our budget until such time that we can get back on our feet. I think that’s what Measure C will do.”

Not everyone agrees. A significant portion of the Ridge’s historically conservative population may be resistant to taxation for any reason. Real estate agent and Town Council candidate Michael Zuccolillo, for one, has publicly stated that there’s no guarantee that funding generated by Measure C will be used for the stated purposes. However, no arguments against the measure are listed in the Butte County voter’s booklet.

For his part, Lotter—who is running for his fourth term on the Town Council—argues that Paradise’s history of austerity measures demonstrates financial responsibility, and voters should rest assured that money generated by the sales tax would be spent wisely.

“We haven’t betrayed the public’s trust with how we’re managing our city fiscally,” he said. “We’ve done the right things.”

Measure C requires a simple majority vote for approval.

“This is an emotional thing for me,” said a choked up Butte County Supervisor Bill Connelly during the panel’s meeting Tuesday (Oct. 21). After a unanimous vote in support of the city annexing a large chunk of the area—where Connelly grew up—he jumped up and cheered, did a little “happy dance,” if you will. “Well, that was unprecedented,” he laughed as he sat back down.

Connelly wasn’t the only one cheering.

Oroville Mayor Linda Dahlmeier gave a heartfelt thank you to everyone who had helped bring the issue this far. And Southside Pastor Kevin Thompson echoed that sentiment, calling the members of the board—and Dahlmeier, too—his “heroes and sheroes.”

The issue of annexing Southside Oroville goes back decades. The area, bordered by city land on three sides, is known for its diversity—more than 30 percent of its residents are black—as well as its poverty and associated problems. Most of the businesses in the area have either been annexed or closed, Connelly noted.

If annexed, residents of Southside Oroville, many of whom shop in Oroville, work in Oroville and recreate in Oroville, will for the first time get to vote in city elections and run for City Council. They will get access to city services, such as police, fire and road maintenance. Over the years, some residents have resisted annexation, citing fears of higher taxes and fewer services.

Ultimately, the board voted to support the annexation of “Area A”—the mostly urban part of South Oroville—and authorized the expenditure of up to $20,000 to cover the city’s application fee to the Local Agency Formation Commission (LAFCo). Additionally, they voted to submit their own application should the Oroville City Council decide not to initiate the application process on its own.

Turns out, that second part was unnecessary. Later that evening, the Oroville City Council took up the issue and voted, 5-2, to begin the application process for annexation

of South Oroville, Areas A and B. Area B is rural, which is why the supervisors voted in support only of annexing the more urban Area A. “We’re going to apply for them separately.

We don’t want to force anybody to be in,” Dahlmeier said by phone Wednesday. “Since I’ve been mayor, this has been the city’s No. 1 priority. It’s the right timing and it’s the right thing to do.”

Connelly agreed. “In my 10 years in office, Oroville has always complained about South Oroville,” he said. “If it’s your biggest issue, address that and every problem will be smaller afterwards.”

Connelly said he believes the majority of the people who live in Area A want to be part of the city. That may not be true for Area B, he added, calling it a “red herring” for the city. “The city can do whatever they want, but A really needs to happen,” he said.

Those in attendance at the supervisors’ meeting agreed that annexation is needed.

“It means a lot for a community that is underserved and, in most cases, not served at all,” Thompson said after the meeting.

“When we cast our first ballot for city elections in 2016, we will be so thankful.”

Thompson is part of an ad-hoc committee calling itself the Friends of Southside. It’s made up of residents of the area, but also those who reside in the city and elsewhere.

“I live on Montgomery Street, in the historic district, and to me, Southside has always been part of Oroville,” said committee member Allen Young. “To make it happen, we had to get out there. The Southside community is really for [annexation].”

Fellow member Bill Bynum characterized Southside as an urban area that’s been “skipped over for decades” when annexation is discussed.

The city of Oroville will submit its application for annexation to LAFCo, which will then have 90 days to respond. If approved, there will be a public comment period. “I think LAFCo will unanimously approve it—there won’t be a problem there,” Connelly predicted.

In Berkeley, where citizens soon will vote on a measure to tax sugar-sweetened beverages, deep-pocketed trade groups have outspent supporters by a ratio of 10-to-1.

Measure D would impose a penny-per-ounce tax on sweetened drinks—which would bring an estimated $1 million to $3 million to the city’s general fund. The vote on Nov. 4 may have national implications, as approval likely would inspire other cities to propose taxes on sugary drink consumption.

But the American Beverage Association, representing brands like Coca-Cola, PepsiCo, Dr. Pepper and Gatorade, has spent a total of $1.4 million on its “No on D” campaign, which has bombarded Berkeley residents with mail, phone calls, Internet ads, and representatives going door-todoor, according to The Nation. Two years ago, Big Soda effectively quashed a similar measure in nearby Richmond after pouring $2.5 million into an oppositional campaign.

Deputy U.S. Attorney General James Cole recently warned that the federal government may step in if California doesn’t implement a statewide regulatory system for the use and distribution of medical marijuana.

Since 1996, when Proposition 215 modified state law to allow patients the right to obtain, grow and use marijuana for medicinal purposes with a doctor’s recommendation, counties and cities have created a patchwork of different rules.

Several attempts at imposing tighter medi-pot regulations have failed—most recently in August, when state lawmakers delayed Senate Bill 1262, which would have implemented strict oversight of physicians who prescribe medical marijuana and required medi-pot retailers to obtain state licenses costing up to $8,000 each, according to California Healthline.

“If you don’t want us prosecuting [medical marijuana users] in your state, then get your regulatory act together,” Cole said.

HOSPITALS ANONYMOUS

California has been withholding money from 66 hospitals as punishment for medical errors that have harmed patients, but the state refuses to identify the facilities in question.

In the past 13 months, the California Department of Health Care Services has withheld about $750,000 in Medi-Cal reimbursements to hospitals the state holds culpable for errors, according to HealthyCal.org. Norman Williams, a spokesman for the department, said disciplinary records haven’t been made public to protect patients’ private medical information, though patient advocates are criticizing the lack of transparency.

“Can you imagine if a plane were to crash and they said, ‘Oh, we can’t tell you what airline it was?’” said Erica Mobley of The Leapfrog Group, a nonprofit hospital-rating organization.

Starting this month, the federal government will withhold 1 percent of Medicare inpatient payments from hospitals with the worst rates of Hospital Acquired Conditions, or medical mistakes that lead to injury or infection.

ly’s health care, and his decisions stem from years of professional experience.

He doesn’t insist on a physician for every visit. Rather, the Heinrichs seek out midlevel providers: nurse practitioners and physician assistants, who perform many of the same functions as doctors and are becoming a more integral part of how medical care gets delivered.

“My family members see midlevels by choice,” Heinrich said. “For pretty much all the medical issues that we present, especially in primary care, an experienced midlevel can do anything a physician can do, and that’s extending into just about every other specialty practice.”

That’s because the law of supply and demand has stretched physicians thin.

The Affordable Care Act has added new patients to the ranks of the insured. However, some insured patients, particularly those on Medi-Cal, find many practices either not accepting new patients or requiring lengthy waits for appointments.

This is a consequence of the nationwide physician shortage, which is acute in rural areas of California and pronounced in primary care (i.e., general practice, family medicine, internal medicine and pedi-

atrics). A recent study by the Robert Graham Center forecasts the state requiring 8,200 more primary-care doctors by 2030, representing one of the most severe shortages in the nation. Meanwhile, the training system isn’t keeping pace, as residency spots have increased less than 4 percent amid a population growth of 20 percent.

Even where there are more favorable ratios of physicians to patients, “the work requirements on doctors is increasing all the time,” explained Mike Wiltermood, CEO of Enloe Medical Center. “The cost and complexity of running a private practice is more and more difficult, there are more and more documentation requirements of physicians, so they’re not able to see as many patients as maybe they used to in the past, and that’s contributing to the shortage.”

Midlevels help fill the gap.

“The fact is that nurse practitioners and physician assistants have a lot to offer,” Wiltermood said. “This model allows us to do something we probably should have done a long time ago, and that is add more midlevels to physicians’ practices.

“I know a lot of physicians who over the years have had great practices using midlevel providers. Often they can spend a little more time with patients, where physicians themselves—especially if they’re bouncing back between the clinic and the hospital—just don’t have that kind of time anymore.”

“We’re finding that our patients are much better served in some settings with midlevel providers,” Wiltermood continued. “It frees up the physicians to take care of the complex needs. It helps ensure access for patients who may have routine problems, routine concerns that can be dealt with and managed by a midlevel provider. We have a long history of using midlevel providers for taking care of our patients, and rather successfully.”

With midlevels so common, patients

have grown accustomed to seeing them. Paul Robie is one such familiar face. He got his start at Oroville Hospital 32 years ago as a paramedic, went to Stanford University to become a physician assistant, then returned to the area. Along with seeing patients, he previously supervised PAs at the Oroville Hospital outpatient clinics; now he manages PAs in the hospital.

“Our community is such a small community that, over time, people have come to know us and trust us,” he said. “We see the same patients frequently, so they’re used to us, and with some knowledge put out there to the general public and the medical staff, they accept us pretty well.

“Very occasionally we’ll have a patient, usually in the ER, who wants to see a physician, which is not a problem. But that’s not as much as when I first started.”

increased since Robie received his PA degree and branched out into emergency medicine. Midlevels can be found in dermatology, women’s health, pediatrics and even surgical practices.

Not surprisingly, demand for NPs and PAs also is rising. In fact, both Enloe and Oroville Hospital treat the hiring of midlevels as seriously as that of physicians.

“I think it’s going to be tougher and tougher to recruit midlevels,” Wiltermood said. “You literally need two physicians to replace every retiring one, not only because of the bureaucratic hassles that have increased, but because new physicians don’t want to put in 80 hours a week—understandably—and more and more they’re lifestyle-oriented people.

“We have gotten incredible work out of our past generations of physicians: 60, 70, even 80 hours a week is not unusual, and some physicians here in Chico put in even more than that. You’re not going to get that going forward.” Ω

1952 - 2014 It is with deepest regrets that we announce the death of Michael James Martin, who died unexpectedly and peacefully on September 27th, 2014 in San Ignacio, Belize. Michael passed at the age of 62.

He is survived by his three wonderful children, Monique (Philadelphia), Collin (Chico) and Cameron (Chico).

Michael was born on June 27, 1952, to Joan Russell and James Martin, along with his three brothers and one sister. Michael grew up in New Jersey and Chicago before attending Notre Dame University, where he was captain of the wrestling team, played football and graduated with honors. After Notre Dame, Michael relocated to Japan, where he studied and fell in love with yoga. Michael returned to the States and moved to Chico. In his time in Chico he met Deborah Crawford, in what can only be described as love at first sight, and the two welcomed three children into the world. Michael worked as a contractor and yoga instructor in Chico for many years before moving to Belize to work as a volunteer and humanitarian for Pro Belize (now Pro World). Michael worked very closely with the Belizean government, the organization and Robert Trausch doing educational, environmental, and sustainability outreach programs. In 2012 he became a Belizean national, which he considered to be one of his greatest accomplishments in the place he finally felt was home.

Michael lived in the moment every moment and was incredibly adventurous by nature. He enjoyed cross-country skiing, hiking, rock climbing, canoeing, traveling the globe, but most of all spending time with his children and his friends, who were his extended family. In his short time, Michael touched many with his laughter, his charm, his humor and his unconditional unwavering love.

In lieu of a funeral there will be a Celebration of Life on November 2nd, 2014, at The Trausch Property, 2310 Estes Road in Chico beginning at 2pm. The family encourages everyone to come out and share stories and memories of Michael to help his journey on to his next project.

hat makes a textile artist want to W become a farmer? For local weaver Sandy Fisher, it was a desire to get closer to

the source of her final product. Fisher, the co-founder of Organizing for Fiber: Chico Cloth, with fellow fiber artist Wendy Ardell, spent the past year with a team of over 30 regular volunteers to grow and process flax into linen, which can then be spun into yarn and woven into cloth.

“I’ve been weaving for 33 years—my background is textile arts—and now, I’ve gone from being a home gardener to becoming a farmer,” Fisher said with a smile.

At the recent Fiber Fusion event at Patrick Ranch, Fisher and other volunteers demonstrated each step of the process that transforms flax into cloth, starting with the beautiful delicate-looking plant itself, which grew in green clumps in makeshift pots at the edges of the display. The plant grows to about 3 feet tall, and has tiny purple-blue flowers. When the base of the stems start to brown, it is time to harvest within one to two days, Fisher explained. In April, farmers and gardeners in and around Chico planted test plots of flax, and 20 volunteers chipped in to harvest it in early June.

After allowing the plant to dry for about a week, the first of a series of homemade tools came into play: a few boards nailed together, with a row of thick, long nails sticking out 16

from its center, sharp points protruding from the wood. During the demonstration, a volunteer took a stand of dried flax and ran it through the nails. “Rippling,” as the process is called, gets the seeds out, Fisher explained. Sure enough, tiny light brown seeds fell out of the seedpods as the flax was rippled, a reminder that it is indeed the same plant that provides the flax seeds available at Chico Natural Foods and elsewhere as a health food.

The next step is retting the plant—soaking it in water until it ferments and gets really stinky. “You literally let it rot. This is really, really hard,” said Fisher, pointing to the outer portion of the stem. The water breaks it down so that it can be removed to expose the finer fibrous threads within, she said. This year, the group soaked the flax in a 100-gallon tub, changing the water every 24 hours. “The other way you do it is you lay it out in a field—called dew-retting. I think for our climate in the spring, dew-retting would be great. You won’t have to use water,” she said. She trial-ran some dew-retted flax by laying some flax out on her lawn, where it got watered regularly by the sprinklers. The process does alter the color; dew-retted flax is slightly more gray, whereas water-retted flax is more golden.

dry, it goes to the flax brake, a wooden tool the volunteers built to break up the woody outer stem and expose the fibrous core. The tool is basically two boards with a gap between, and a third board on a hinge that fits perfectly between the two. The hinged board is lifted, the flax is placed across the gap, and the center board is forced onto the flax, which breaks off the outer stem. At Patrick Ranch, volunteers called for passersby who were willing to get their aggression out by pounding down on the tool, while bits of broken-off stem—called boon—went flying in all directions.

To remove any remaining bits of boon, the now-exposed flax fibers are draped over a board, and a wooden blade is run down it.

This is called scutching. “It doesn’t look like it’s doing much, but it really is,” Fisher said.

The flax fibers are then combed out, in a process called hackling. A few black plastic combs were rigged between wooden blocks for easy combing. “Cat or flea combs work really well, too,” Fisher said. “There’s a lot of waste. Out of the plant, you only get about 10 percent—because you keep combing it,” to retain only the finest fibers. She pulled out a clump of waste stuck to the comb after hackling: “this is called tow,” used for stuffing or “poor man’s clothes.”

After the hackling, the flax goes to the spinning wheel. When the flax fibers are spun into a skein of yarn, it is considered, at long last, linen.

“This is actually our first attempt—from rippling to hackling and everything else we did,” Fisher said.

small, Fisher and Ardell worked with purchased linen yarn to create their prototype panel of Chico Cloth, with a delicate weave and colorful stripes (Ardell dyed the linen with natural dyes, including the bark of toyon, which is native to Chico). But they are looking forward to starting the process again—with this year’s experience to draw from—to weave linen from flax grown in Chico.

The group has started growing flax on more plots of land, and they’re looking for more community members to join in the planting effort. They are also working to sync the process with Chico’s climate, so planting will take place in November and January, instead of in March this time around. By planting earlier and taking advantage of the dewy winter months, Fisher will be able to focus on dew-retting to avoid using a lot of water. She’ll also avoid some of the warm-weather weeds like bindweed that diverted a lot of volunteer hours to hand-pulling.

All along, Fisher has been impressed by the ongoing dedication of the project’s large group of volunteers, many of whom are not textile artists. Organizing for Fiber is a community partnership of the Chico Peace and Justice Center, and Fisher believes many of the volunteers are interested in the sustainability element of the project over the artistic side.

Next year, in addition to finally producing enough linen yarn to complete a number of panels of Chico Cloth, Fisher and Ardell are hoping to make kits to bring into schools, to help them learn the process.

“The kids have always been the most interested,” Fisher said. “They have the enthusiasm for it.” Ω

Icing on the cupcake Denine Shern insists she never meant to open a cupcake business.

But since July 3, Denine’s Cupcakes has resided in the brown building nestled between Tres Hombres and Ellis Art & Engineering Supplies on Broadway. Shern researched the building with the help of the Chico Heritage Association, and discovered the first occupant, in 1884, was a confectionary. If you visit the bathroom, it’s decorated with a timeline chronicling all the businesses that have called the space home—a tailor, restaurant, grocery, pharmacy and florist among them. With its original bricks, delicate crystal chandeliers and fixtures, stepping through the door feels like a step back to a simpler time. Shern, 41, grew up in Redding, and lived throughout Northern California before settling in Chico 15 years ago. She and her partner of about a year, Tricia Daverson, have 12 children between them, ranging in age from a first-grader to a freshman in college. Several of their children attend Chico Country Day School, and the walls are adorned with about 70 of their colorful portraits of cupcakes.

During the month of October, Denine’s is donating $1 from the sale of each pink-topped cupcake to breast cancer awareness. As of mid-month, she had raised $200.

While most businesses have interesting stories about how they started, Denine’s is the result of an unlikely win.

How did you “accidentally” open a cupcake shop?

It all started back in 2006, when Good Morning America hosted a national contest to find the best cupcake recipe. That was at the beginning of the cupcake craze.

My mom suggested I enter. I had never really baked before, but I was good at winning things. On a whim, I went ahead and submitted my 3-minute video and recipe for a “s’mores” cupcake. I got a call saying I was one of three finalists.

They had me make them on TV—as if I were some serious baker or something. And I won. So, you just never know. People come in here, and see the trophy here and I tell them the story—and they can’t believe it. You should have seen me trying to get that trophy through airport security. After the article ran in the Sacramento Bee [framed behind the counter with the large trophy], I started getting requests. I told people, “I don’t bake,” but more requests and orders kept coming in. And the next thing, it just seemed the right time to open up.

Who are your customers?

We get moms and kids, men with their dates, grandparents, and

some regulars. Some people come in every day, get the same cupcake and same drink, and sit in the same chair at the same table.

Some people come in and say they’re having a crappy day, and a cupcake makes them feel better.

People come in when they’re happy, too, for celebrations. We keep birthday candles behind the counter, and we’ll sing for them for birthdays.

Why do people enjoy cupcakes?

They’re individual treats people can afford, and it’s a small portion. If you have 100 people at your wedding, you need 100 cupcakes.

It’s simple.

What are your most popular flavors?

The Little Brown Dress is a chocolate cupcake with chocolate frosting. The lemon. The Quincy is carrot cake with maple-infused cream cheese frosting. And the cookies ’n’ cream. But you never know. Tomorrow, it might be all orders for the red velvet. We also make a gluten-free cupcake.

What’s next?

We’re taking it all “one cupcake at a time.”

Ever since we met, I’ve admired my friend Wendy Kaplan’s handmade jewelry.

One evening early on in our friendship, as a conversation-starter, I told her how much I liked the earrings she was wearing. They were dangly, symmetrical and, at the bottom hung a silver ribbon. For about the next 10 minutes, after taking one of them off to show me clearly, she explained how she’d come to make them and what each piece represented. Seeing as it’s October—Breast Cancer Awareness Month—I thought it would be appropriate to sit down with Kaplan to discuss her accessories business.

“I wanted to create something that could actually help people,” she said. “I’m tired of all the pink plastic crap [sold in the name of breast cancer awareness] that just fills our landfills.” As a health educator— Kaplan is adjunct faculty at Chico State and also works locally for California Health Collaborative—she’s always searching for better ways to get her message across. That message, in the case of those earrings, is to help visualize the effectiveness of regular breast cancer screenings.

When Kaplan started teaching women about breast cancer at health fairs and other events, she said she found a necklace in a teachers’ catalogue with different size beads. Those beads represented the size of lumps found during different types of screenings. But it was outdated. With technology as it is today, the effectiveness of screenings has increased and now a yearly mammogram can catch a lump the size of, well the tiny bead at the top of Kaplan’s earrings. She did her research, then sought out materials that, additionally, matched the lump sizes associated with a first-time mammogram, a clinical breast exam, a regular self exam or by accident. Finally, she compiled her research into an easily accessible card attached to each pair and started Beads 4 Boobs. She launched a website (www.beads4boobs.com) last month and she donates a portion of her proceeds to the California Health Collaborative’s Clinical Education, Coordination and Nurse Navigation program, which helps local women get screenings and treatment for breast cancer.

“This whole idea of awareness—it makes people feel good, but it doesn’t actually address the issue,” Kaplan said. Hopefully her Beads 4 Boobs can take awareness a step further and actually convince some women to go get screened. (The bonus is her earrings are also super cute!) It certainly doesn’t need to be October for that.

In other news, I got to go to two pretty fantastic events the past two weekends. First, the Sierra Oro Farm Trail Passport Weekend, with perfect weather to explore our local farms. The highlight for me was Durham’s Grey Fox Vineyards, whose cabernet was exquisite alongside their homemade beef stew. Not to sound like a boozehound, but the second event was Sierra Nevada’s Single, Fresh, Wet & Wild Festival (a perfect end to a super fun Chico Beer Week), where I got to taste some delicious craft beers—including Pliny the Elder!—some of them made specially for the event.

Q&A with the council candidates

Election primer 2014

As a council member, where would you propose getting the funds to increase our police and fire departments’ staffing levels?

When city management identified a structural deficit back in 2007, what steps should have been taken at that time to prevent the budget crisis?

Based on State Controller data, are city employees overpaid? If so, what should be done to reduce the pay? If not, explain.

Create a memorandum of understanding between the Chico police and the university police that will assign university police to the downtown area or the avenues, alleviating the strain on Chico police.

The fire department is well-staffed for the next few years due to the SAFER grant. Nevertheless, we will need to start working with the fire chief to plan beyond that point.

Adjustment in receipts or expenses must be made immediately. Increase receipts or decrease expenses, or do both. Put on hold any new projects; put on hold all projects in process and review funding; hold all salary increases and stop new hires in all departments. Cut nonessential expenses; lay off employees if imbalance continues. Consider additional taxes or fees to increase revenue.

Chico’s public employees are compensated well.

There is room for negotiating cost savings for the city, especially in the benefits package. We have a wage gap between the public and private sectors in Chico. I would like the wage gap to decrease, hopefully not by cutting public salaries but by creating better-paying jobs in the private sector through economic development.

An energy/water savings program, which I brought to Chico in March and still has not be acted upon, can save the city as much as $200,000 a year immediately; explore ending the 5 percent sales tax revenue sharing agreement made with the county in 1987 over the North Valley Plaza (immediate savings of $500,000); explore a city vehicle reduction program.

Immediate steps should have been taken to limit city power and water usage, to plant and promote native species within new projects, staff reductions or furlough days should have been immediately implemented, cost savings (e.g., solar power, LED lighting) should have been explored and action should have been taken. Minor reductions in departments should have been made immediately.

While some of our city employees are overpaid, we also must realize that public employees should have protections in place as they do not generally benefit from city profitability and thus shouldn’t fall victim as easily to economic hard times. Chico should expect to have excellent personnel who do an excellent job and receive above average pay.

From the $43 million general fund budget. It’s a matter of priorities.

The council should have recognized that the entire nation was headed into a steep economic decline and taken action to reduce spending. Council members should have also questioned the actions of staff and the city management team.

I’ve spent my career working in human resources. Relying on data strictly from the State Controller’s Office to make salary and benefits determinations would be the wrong approach. A comprehensive analysis is necessary in order to make these types of decisions. Anything less would be irresponsible and unfair to employees and taxpayers.

The fire department is temporarily OK and to increase police we need to decrease salary and benefit costs of higher-paid employees. Incentivize the academy so cadets know this community wants them through business and community partnerships. Immediately end the poisonous negativity of the CPOA and the police academy—if you can’t get on board, then get out.

Tax-and-spend conservative majority overhires in 2001, creating lasting impacts and we lay off. In 2007— contain fee subsidies and employee costs. Salary reductions were one time when the council said permanent. Pension-reform-induced reductions were resisted at all levels. After pushing for years, my fee and allocation policy requiring scheduled updates finally adopted. Lesson: Hire city manager that is obedient.

I started with reductions and realism in the management ranks to help lower the average overall. We must continue to reduce benefit costs by increasing employee contributions and find competitive benefit pools. We must reduce special pay and continue to institute overtime restrictions and alternatives. This is nothing that I have not done with my own career.

The first steps should have been to have the city manager work with the City Council transparently, explaining when and why to enact pay freezes, negotiate retirement benefits and look into sales tax increases, not to increase the salaries of city workers, as was done. I understand that hindsight makes everything clearer.

To increase the police staffing to suggested levels would cost about $500,000. The city needs to seek federal and state grants, like that received for our fire department. Sales tax revenues are increasing, yet we need to review the compensation packages for city and public-safety staff before making decisions. Prop. 30 has been a big boost for many cities, including Chico.

Our city employees do a great job for our residents. However, I concur with previous management and City Council members who have agreed that negotiations are needed to check salary and benefits expenses. As I stated at the Chamber of Commerce forum, I will not vote for any salary higher than that of the governor of California.

We already see signs of rising tax revenues which, once confirmed, should be diverted to police. The recent contracting out for city attorney services is an example where we greatly improved the independence, objectivity, quality and speed of attorney services to the city while saving hundreds of thousands of dollars per year. Contracting out may make sense in other areas.

Since 2006, I’ve been saying that the city needed to align expenses with actual revenues, or preferably below revenues. Approximately 80 percent of general fund spending is on payroll and benefits costs, so that means that controlling those costs was the largest impact on the structural deficit in need of attention either through reductions in the number of personnel or the cost thereof.

Some are overpaid, particularly compared with private sector counterparts. This is a statewide problem. As is the cost of retirement programs, which is now over $9 million/year and growing far faster than inflation. We must continue to work the issue through the bargaining process and never again allow formulas to raise salaries.

I would ask for a half-cent sales tax increase for one year. As per Frank Fields, city of Chico accounting manager, it would generate approximately $9 million.

There should have been systems in place ensuring revenue to meet all financial needs of the city were met. A fund should have been in place that would address unexpected expenditures, monthly departmental reports should have been implemented. Two accounting firms to review the budget, instead of relying on one. Even Al Capone had two bookkeepers for checks and balances.

Due to drastic cuts in city staff, the pay received by city employees is justifiable.

Six mechanics for 333 vehicles, one employee to answer all questions posed by citizens of Chico, 40 police officers doing the work of 56 officers for the population that Chico possesses.

his primary election is likely to suffer from a drop-off in voter turnout.

That’s been historically true of the midterm elections, and we don’t see this year bucking the trend. That said, there are some important races at stake—and in our 2014 election primer, we cover just a handful of them.

In this cover package, you’ll read about the contest for the Butte County Assessor’s Office, which pits a county official with name recognition against a longtime professional in the field of assessment; the state water initiative, Proposition 1, from the standpoint of environmental groups; a clear look at both ballot measures related to marijuana, Measure A and Measure B; and first and foremost, Chico’s City Council race. How would you as a member of this nonpartisan panel propose overcoming its partisan approach to policy-making? How would you work with your ideological opposite?

Create a Social Service Task Force to alleviate the homelessness situation. It will serve as the resource liaison between existing organizations and the homeless. It will include at least one licensed caseworker and an assigned police officer. The task force will work in the field with the homeless to get them the help they need and get off the streets.

As a Chico City Council member, we must lead by example, know how to compromise, and bring the community together with positive results. I am an effective manager and will stay focused on the task at hand without losing sight of the ultimate objective of making Chico a safer and more vibrant city.

None. City assets can not be disposed of like at a yard sale. We should try our best to keep our assets for the community to use today and to enjoy in the future.

Community safety is most concerning to me. We must keep our streets and parks safe, our water clean, trees healthy, air clean and the city’s infrastructure sturdy.

The Greenline demarcation reflects a general plan principle defining Chico’s urban growth and the rural edge. The general plan describes graduated development from rural to a dense urban core along with corridors for future residential and business development, all within the Greenline. I do not support changes to the Greenline.

We need to work with our police department and budget to ensure public safety is the priority of the city as identified by the citizens.

We need to enact an energy and water savings program, which will save Chico hundreds of thousands of dollars a year and make us more efficient as well as explore other money saving ideas.

I believe most council members spend too much time promoting partisan policy rather than realizing their job is to work to provide safety and opportunity for the people of Chico. I would encourage other council members to do the same regardless of their party affiliation.

Equipment, such as large backhoes and trucks, which have extremely limited use within the city (two months per year), should be sold along with any other vehicles which sit idle for more than 50 percent of the day. Dramatic cost savings could be gained by selling city equipment that would be more cheaply rented than those maintained year round with limited usage.

Above all I value our beautiful parks, culture and small town atmosphere. While improvements and growth should be considered and will happen, they must be done in a way which respects our community. The freeway improvements are a perfect example of failure: Our leaders failed to be our voice with the state, so we were given a concrete tunnel.

We need to improve the safety of our city.

Concerned citizens have been asking the council to take action for years. They’ve packed the council chambers over and over again yet no significant steps have been taken to reduce crime. I’ll work with the police department to take action and hire more police officers.

It’s a matter of putting the needs of our community before the political games. On the council, I will be laser focused on improving the safety of our community and ensuring a healthy financial future for Chico. I’ll work with council members and community members from any political party who share this vision.

I don’t think we need to free up funding by selling city-owned assets. What the council needs to do is prioritize the fundamental services of local government. The safety of our community must be addressed. Chico can hire more officers by making public safety a priority and having a council that supports the police department.

I am most concerned about improving the safety of our community.

I support the Greenline because agriculture generates substantial economic benefits to Chico.

Focus on police department through reductions that allow for immediate position increase and revamp the Police Academy to serve our needs rather than the other way around. While police morale is bad, it is perpetuating a reputation that is far more damaging as is the leadership at the academy. If you can’t get on board, then get out.

As the senior member, I disagree. Examples exist of moderate decisions and compromise in the last year, such as sit/lie or the military banners. Council gets partisan when there is unwillingness to compromise. Partnerships the public never see make a huge difference and I am saddened that the conservatives fail to disclose the help they got even though in the minority.

There are no city assets that are worth selling for revenue, mainly because the action would only produce one-time revenue to address ongoing expenses. Now, selling prices are lower than value, and retaining ownership allows us to borrow now and again in the future. There are some assets from the RDA, but the revenue would be split across several entities.

Chico’s reputation. People are negative about Chico because they gave up or to make the progressives look bad or so certain employees get raises. Yes, there are very negative aspects of Chico, but there is so much that remains great! When we only talk about the bad, we perpetuate it. There is hope and the truth is we are recovering!

The Greenline needs to be mostly rigid and preferably by a physical feature that clearly represents a demarcation. Flexibility would ultimately lead to arguments and ambiguity that would slowly erode the Greenline over time.

I would initiate a plan guiding collaboration between the Chico police and area community organizations, creating a timeline and setting goals to address Chico’s transiency issue.

There has been discussion, but never a concrete action plan. We need to ensure that people are not afraid to go out and enjoy our city.

We need to deal with this issue now.

I welcome the opportunity to work with everyone to meet the needs of Chico. I entered this race because of my desire to increase community safety.

My history of successfully working with people from diverse backgrounds for a common purpose speaks to my ability to be open, respectful and goal-oriented. This is one of my greatest strengths.

Council members must meet with city staff and constituents to discuss long-term effects of selling city property; a short-term gain might hurt longterm gains. Using proceeds from sales to pay down debts would allow us to use general funds for public-safety salaries. The city shouldn’t sell lands abutting Big Chico Creek and Bidwell Ranch.

It is important to me to preserve our parks, including Bidwell Park, maintain open spaces, and revitalize downtown.

Demarcation should be rigid.

Continued financial oversight of our $120 million in appropriations.

As long as minds were open to logic and reason, I’ve worked very well, and effectively. The past two years of massive change and challenges have certainly been a test. I’ve been on the Finance Committee for four years as the only conservative, yet we rarely had split decisions; rather, we worked out solutions for the city’s best long-term benefit.

A listing of 247 properties is currently being reviewed. Some that stand out as likely candidates are 168 E. 11th St., 178 E. 11th St., 1413 Salem St. (all vacant houses for many years), plus vacant lots 874 and 856 E. 20th St.

All of them. Its small town charm, its parks, open spaces and its agricultural roots for my children, and now for my grandchildren.

Flexible, just as it was intended when it was formed in 1982. The Bell Muir area being an example where the original alignment was in conflict with reality of the area.

I would address the transient/homeless issue. This is a public-safety issue—one that concerns individuals, homeowners, business owners. What’s needed are solutions and action right now! Not more rhetoric.

I’ve always been able to lead by example. Compromise is necessary whether in marriage, friendship, employment. The focus needs to be serving the citizens of Chico, not a political party. I would remind each of the council members and hold them accountable. The council serves the people of Chico; the people don’t serve the council.

No city-owned asset should be sold to free up funds at this time.

Bidwell Park, downtown, Bidwell Mansion, a thriving city with a vibrant close community.

The Greenline should be rigid. There are enough infill areas of property in Chico to build on. This question shouldn’t be posed and the idea ever considered.

Overseeing versus assessing

Connelly says his management skill trumps Brown’s technical experience his year’s run for assessor T began as a horse race, with five contenders jockeying for the

position prior to the June primary, which narrowed the competition to two—current Butte County Supervisor Bill Connelly, and Diane Brown, an appraiser who’s worked at the assessor’s office for 30 years. “[The last part of the campaign] was a lot better than the primary,” Connelly said in a recent interview.

“Now there’s a clear choice between two different messages.”

Those messages are management experience and actual experience in the assessor’s office, with the Connelly camp claiming their man has the chops to be the boss, and Brown supporters touting her technical experience within the department.

The office of Diane Brown assessor is often PHOTO BY KEN SMITH overlooked or misunderstood by voters. The assessor’s duties include identifying all taxable property in the county, establishing property tax values, and completing an assessment roll showing the values of all properties in the county. Furthermore, it is a service position dedicated to carrying out tax regulations rather than making them, and partisan politics should play no role in the office.

“In a larger county like ours, it’s a position of management, not an appraisal position,” Connelly said.

“Otherwise it would be just a civil service position that you could take a test to get, and not an elected

position. Our message is that I’m the best qualified to manage a $3.5 million budget, a $19 billion dollar tax roll and 42 employees.”

Connelly said he does have a background in appraisals, as he’s “dabbled on and off” in real estate, and is a longtime roofing contractor. As for managerial experience, he said he’s overseen work crews of more than 30 people and had to make tough, sometimes unpopular

As for technical experience, Connelly said a “Catch 22” disallowed him from getting a required appraisers license beforehand, but he has six months after the election to comply. In the meantime, he said he’s been doing online and other research about the position.

“There’s a difference between supervision and leadership,” Brown countered. “I’ve had supervisors I wouldn’t follow out of a burning building because they have no leadership skills at all. I may not be a supervisor now, but people look to me for leadership in the office.

“If I didn’t have the support of the office, I wouldn’t have run for this position,” she continued. “I have the support of current Assessor Fred Holland, and former Assessors Ted Cleveland and Al Anderson, and they have no doubt I

Brown said Connelly hasn’t done enough: “He’s been running for this job for over a year and had ample opportunities to take maybe a real estate class or an appraisal class. He could have showed some interest instead of saying, ‘I’ve got management experience and don’t need to know how to do this stuff.’

BIKE THE VOTE Your Vote Matters!

Learn what the Chico City Council Candidates have to say about improving conditions for bicycling and walking in Chico. Make an informed choice!

Many US cities are seeing bicycling as a simple and cost-effective solution to a complex set of issues including traffic density, air quality and the epidemic of obesity, diabetes and other health issues. Yet most people find safety concerns to be the biggest limitation from using their bikes for transportation, and shockingly, two bike commuters have been killed by motorists in the urban Chico area in the past year. When was the last time you rode a bike?

Where does bicycling fit in your election platform? What changes would you promote to make bicycling safer in Chico?

As you may know, Chico has attained Silver status as a Bicycle-Friendly City in the League of American Bicyclists’ Bicycle-Friendly America program (http://www.bikeleague.org). The program measures cities on bicycle-friendliness in 5 categories: Encouragement, Engineering, Education, Enforcement and Evaluation. What types of programs (and which categories) would you support and promote to help Chico reach Silver level (or higher)?

One trademark of a truly ‘bicycle-friendly’ city is a dedicated city staff Bicycle Coordinator position (the city of Davis boast a full-time Bicycle Coordinator AND a UC Davis Bicycle Coordinator). Yet in Chico, bicycling remains a part-time concern spread over multiple city staffers. What priority would you give to formalizing a full-time Bicycle Coordinator and how would you move that objective forward?

Arim-Law: I last rode my bicycle two weeks ago - my family rides to church every Sunday if we can. My children ride their bikes (three miles each way) to Chico Junior High at least four times a week. I also have a 20 year old college student whose means of transportation is his bike, so bicycle safety is very important to me. I feel Chico could make cycling a lot safer. I would work with the Planning Commission to improve our cycling routes. I think lighting is important and will encourage safer, well-lit, well maintained routes.

Arim-Law: I would support and promote the following: • Encourage police on bikes in downtown Chico extending out to Bidwell Park • Create a comprehensive bicycle plan • Support and work with local bicycle group (Chico Velo) to reduce bicycling accidents • Support and expand safe bicycling programs at schools

Arim-Law: I will need to research and understand a Bicycle Coordinator’s role. If there is a need for a full-time coordinator, I will work with Chico State to find funding.

Coolidge: I actually ride my bike almost every day. I have visited almost 1500 homes on my bicycle for this election already. Bicycling is extremely important to me and my family. While Chico is a bicycle friendly city, our bicycle accident rate is unacceptable. Education for both drivers and bicyclists is the best way to prevent accidents. When we return to a fully staffed police department, our community education program should include a school resource officer and officers on bicycles.

Coolidge: I would support all five categories. I believe the city and our residents can do much more to further the use of bicycles in Chico.

Gruendl: I rode a bike last month renting one in Washington DC to see the sites around the Capitol Mall. My entry into local politics was organizing the opposition to the Ivy Street parking garage and while my efforts failed it did result in legislation that changed parking revenue to support alternative transportation. It fits into my platform as economic development. We need to do a better job on multi-modal streets and have cycling expertise within the organization.

Molina: I am running for council because I want a safe, vibrant, sustainable Chico, and I believe bicycling is part of the solution. I rode my bike today. I put in hundreds of miles a year running errands on my bike. It’s quick, efficient, healthy and cost-effective. More people choosing active transportation reduces wear on infrastructure, smog, and traffic, and research shows, actually makes streets safer. I helped develop and implement School Bike Safety programs for a number of area schools, and support safe cycling by serving on the Chico Velo Board.

Sorensen: I ride most days of the year! Most of our opportunities to make bicycling safer come in the form of design and construction of new bike paths and multi-modal or “complete street” projects where the city will continue to address bike safety as funding is available.

Willis: I rode a bicycle last week. I support alternative forms of transportation, more bicycle lanes throughout Chico, education for residents and students about obeying traffic laws.

Gruendl: Partner with Chico Velo to improve the first three, with engineering bouncing back as we rebuild staff. Enforcement needs to be a police priority.

Iincreasing staffing will help, but we need to do more to improve the morale of the department, and provide training so enforcement is part of the everyday job, not extra work. As we return some of our staffing, employ an evaluation strategy that works for a city our size and encourage public participation.

Molina: We are a Silver City largely due to the engineering on the Highway 99 Bikeway, Annie’s Glen undercrossing and Manzanita Safe Routes to School projects, and an upcoming project near 20th Street Community Park. Education and enforcement must be improved in our downtown with more painted roadways, traffic signs, sidewalk stencils, posters, and banners combined with police and volunteer enforcement. We must also improve our streetscapes downtown to make it a more bike- and pedestrian-friendly place.

Sorensen: The city can, has and will assist in all 5 categories, but again, much of the real progress comes in the form of new projects that add to and improve our physical infrastructure.

Willis: Encouragement, education, engineering, enforcement.

Coolidge: With current deficits, hiring additional city staff is not possible, but we should prioritize bicycling in our long-range financial goals. While Chico is excellent for professional and avid bicyclists, we lack safe routes for families and commuters. Safer routes to schools encouraging children to bicycle everyday has immediate and long-term benefits. The arteries into downtown, and roads around the downtown core, are especially dangerous for bicyclists on weekdays. Infrastructure improvements must be our first priority for supporting bicyclists of all capacities and ages.

Molina: For a sustainable Chico, we must have an efficient multi-modal circulation system to reduce the vehicle miles traveled throughout our city.

A Bicycle Coordinator position sounds good, but first we need to ensure that the entire engineering, planning, parks and general services staff are trained to prioritize bicyclists and pedestrians, including other non-motorized transportation, while maintaining roads and trails, and designing projects to ensure complete streets and connectivity between neighborhoods, schools, jobs and shopping.

Gruendl: Establish criteria in the community development department requiring employees to possess bicycle expertise and experience. Give the Bicycle Coordinator priority, but that would be added to the list that includes police and other staffing, urban forester, arts coordinator, airport manager, and economic development manager. Moving forward I would work with Chico Velo to see what model may work best for Chico and then look to parking meter revenue and other transportation and air quality fees to help make such a position possible. .

Sorensen: Particularly with a profoundly understaffed police department, no financial reserves and millions in general fund debt, we do not have the funding available at this time.

Willis: I would ask for a bicycling enthusiast to volunteer as a bicycling coordinator until the financial situation with the budget is resolved. When the city has available funds I would support a fulltime bicycle coordinator.

hen it comes to Measures A W and B, confusion reigns supreme. That’s because they’re

both related to the growing of medical marijuana, and proponents of each side are using similar slogans: Yes on A, No on B vs. No on A, Yes on B. First, let’s go back in time for context. Since 2011, the Butte County Board of Supervisors has been working on drafting an ordinance regulating the cultivation of medical marijuana. After years of discussion, including the creation of a task force of sorts with representatives from both sides of the issue, the board finally approved an ordinance in early 2013. It didn’t take long, however, for amendments to be proposed. The first round was approved last December, and more came early this year (this final document is now Measure A).

Still, not everyone was happy.

Medical marijuana proponents gathered sufficient signatures to stop that second round of amendments—which, most significantly, limited garden size—and crafted their own ordinance (Measure B).

Folks on the other side of the fence argue that the amount of growing—particularly in the foothills—far exceeds the local need and instead people are making profits and sending their yield out of the county and even out of the state.

“Where does a land-use issue go from a compassionate provision for medical needs into a business?” posed Supervisor Doug Teeter, a Measure A supporter whose district includes Paradise, Magalia and the foothills to the north.

Both sides have their merits. To MacKenzie’s point about a lack of dispensaries in Butte County, Teeter agrees that that would solve a major problem when it comes to cultivation, eliminating the patientaccess issue and making it easier to argue for regulating large collective gardens. To Teeter’s contention that people are growing for profit in the foothills, MacKenzie also agrees, but said he blames those problems on federal policy, which maintains that marijuana is a dangerous illegal drug and fuels the for-profit business.

requires complaints come from a nearby neighbor and that they not be anonymous (though it stipulates that the identity be kept secret from those complained about).

Measure A limits the size of marijuana gardens to a maximum of 150 square feet—just 50 square feet on lots 5 acres or smaller. It increases the setbacks based on the size of the lot—lots 5-10 acres in size would have to set gardens back 75 feet rather than 50; and lots bigger than 10 feet would require a 150-foot setback, versus the current 75. It allows any person to complain about a garden, and to do so anonymously.

Measure B is essentially the ordinance currently in place, but with a provision that it not be amended except by a public vote.

Despite the campaign ads advocating one measure over the other, voters have no obligation to choose either, or not to choose both. A “no” vote on both would result in the county reverting to the current ordinance. A “yes” on both would end in whichever gets the most votes taking precedence.

What makes this issue slightly more confusing is that Paradise and Chico already have growing ordinances limiting gardens to 50 square feet.

“People in Chico and Paradise will be voting on something that doesn’t affect them. It’s going to affect the rural areas,” Teeter explained. Ω

A $7 billion blunder?

roposition 1, the $7.1 billion P state water bond, is aimed at easing the state’s dire water situa-

tion by, among other things, increased storage capacity, recycling, protection of drinking water, increased wastewater treatment, creation of emergency water supplies and conveyance.

That last part, conveyance, which means transferring water from one part of the state to another—more specifically, north to south—raises the red flag.

As such, general support of or opposition to the bond is somewhat dependant more on geographical location than political persuasion.

The Los Angeles Times, a fairly progressive publication, endorses Prop. 1, while the Chico EnterpriseRecord, which is reliably conservative, has come out against it, albeit reluctantly, and namely because it doesn’t financially guarantee the building of the Sites Reservoir in Colusa County.

(To be fair, the Sacramento Bee and the San Francisco Chronicle also have endorsed Prop. 1, but in

areas north and east of those regions, support dwindles.)

The bond, whose adoption by the state Legislature put the proposition on the ballot, was supported by both the Democratic and Republican parties as it passed overwhelmingly in Sacramento with a vote of 37-0 in the Senate and 77-2 in the Assembly. The state’s Democratic leaders, Gov. Jerry Brown and Sens. Dianne Feinstein and Barbara Boxer, support it.

Local environmental groups, including the Butte Environmental Council, AquAlliance, the Sacramento River Preservation Trust, Chico Conservation Voters and Friends of Butte Creek have come out against the proposition. So, too, have fishing groups and others worried about the impacts on the Sacramento-San Joaquin Delta and the state’s fishery.

BEC officials note Prop. 1 includes some worthwhile components, such as water conservation and funding for restoring watersheds, but the bond promotes northto-south water transfers via purchase at a time when existing water rights exceed the actual supply of water by a 5-to-1 ratio. The bond, as BEC points out, does not create more water.

Carol Perkins, BEC’s water policy advocate, says the bond doesn’t address the urgent nature of the issue. “We need immediate solutions like recycling and efficiency improvements,” she said, “not borrowing now to purchase water and shift the burden to our children and grandchildren.”

Prop. 1 would set aside $2.7 billion for new reservoirs, which would theoretically include the Sites Reservoir, although such projects ultimately would be chosen by members of the California Water Commission. Perkins studied the potential impacts the proposition, including the construction of Sites Reservoir, would have on Northern California groundwater resources.

Above-ground storage facilities do not offer much in the way of new water, her study notes, though Sites could increase the existing supply by 1 percent. On the other hand, at least 30 percent of the surface water in the state is known to evaporate or be lost to infiltration back into the ground, which means “groundwater storage will be the ‘wave’ of the future.”

She said $520 million would be allocated for organizations to compete for clean-water and waste-

Nevada Conservancy, which provides 60 percent of the state’s water supply, would receive $25 million for its 42 million acres, or 59 cents per acre. “Los Angeles is getting a lot of money and so [statewide] environmental organizations like the Audubon Society and the Nature Conservancy are for [Prop. 1] because it means more money for them,� Perkins said. “We’ve had $20 billion set aside in taxes and interest since 2000 and we still have water problems.

The money gets put aside, but is not being spent where it needs to be spent.� ℌ

Props in brief Voters in California will consider six propositions on Nov. 4.

Here’s a breakdown: • Proposition 1: The Water Quality, Supply, and Infrastructure Improvement Act would, upon voter approval, direct $7.1 billion in general obligation bonds to a host of water-related causes, including $2.7 billion for storage projects, dams and reservoirs; $1.5 billion for competitive grants for ecosystem and watershed protection and restoration; $900 million for groundwater contamination prevention and cleanup; $725 million for water recycling and water-treatment technologies; and $520 million and $395 million for water-quality and floodmanagement projects, respectively. • Proposition 2: The Rainy Day Budget Stabilization Fund Act would require an annual transfer of 1.5 percent of general fund revenues to the state budget stabilization account (BSA) and that half of those revenues be used to repay state debts; allow limited use of those funds in case of emergency or if there is a state budget deficit; caps the BSA at 10 percent of general fund revenues and directs the remainder to infrastructure. • Proposition 45: The Public Notice Required for Insurance Company Rates Initiative would require that health insurance rate changes be reviewed by the California Insurance Commissioner prior to taking effect; provide public notice and hearing on health insurance rate changes and allow for judicial review; exempt large employerprovided health plans; and prohibit health, auto and homeowners insurers from setting policy rates or determining eligibility based on lack of prior coverage or credit history.

• Proposition 46: The Medical Malpractice Lawsuits Cap and Drug Testing Doctors Initiative would raise the cap of nonmonetary damages that can be assessed in a medical negligence case from $250,000 to more than $1 million; require drug and alcohol testing of doctors and require positive tests be reported to the California Medical Board; require the board suspend doctors suspected of impairment pending investigation; require health care practitioners to report any doctor suspected of impairment or medical negligence; and require consultation of the state’s drug history database when prescribing certain controlled substances. • Proposition 47: The Reduced Penalties for Some Crimes Initiative would reduce the classification of “nonserious and nonviolent property and drug crimesâ€? from felony to misdemeanor, unless the defendant has prior convictions of murder, rape, or certain sex offenses and drug crimes. The measure also would permit resentencing for anyone currently serving a prison term for those offenses. • Proposition 48: The Referendum on Indian Gaming Compacts would overturn Assembly Bill 277, which gives the North Fork Rancheria of Mono Indians and the Wiyot Tribe permission to build a casino on lands away from their designated reservation. A “yesâ€? vote would uphold the legislation; a “noâ€? vote would overturn the deal.

Perkins said the bond also provides hundreds of millions for water conservancies, and that those monies would not be dispersed on a level plane. For instance, she noted the conservancy in L.A. County’s Baldwin Park would receive $10 million for its 2,038 acres of land, which equates to $4,906 per acre. On the other hand, the Sierra

Given my previously sour attitude, heading out to Hellogoodbye’s show at Chico State’s BMU Auditorium last Thursday (Oct. 16) night was an exercise in open-mindedness and suppressing my inner dismissive 18-year-old. I’m glad I didn’t write them off, because Kline has ditched the hyper-angsty affectation—for the most part—and the four-piece out of Huntington Beach ran through a set much 26

more in line with synthesizer-driven indie rock than the throwaway pop/dance music for which they became known, and I ended up warming up to them. (Please don’t tell anyone.)

Thing is, one of the opening acts— local indie rock outfit Surrogate—did something similar, only much better.

Kline and Surrogate’s frontman, Chris Keene, share vocal qualities; both have a thin, slivery timbre that embeds pop hooks in one’s brain for weeks (and there were hooks aplenty in both cases). But Surrogate stole the show on a number of levels: Their tender moments were more melodic, dynamic shifts in volume more dramatic, and they were more badass by an order of magnitude.

For a bit of context, the BMU’s massive auditorium was nowhere near capacity. Perhaps 100 to 125 people, most of them female college students, were in attendance, and that makes sense—not only was the concert on campus and hosted by the Associated Students’ new Associated Productions program (replacing the old A.S. Presents/A.S. Live programs three years after they disappeared), but those young concertgoers are of the age for “Here (In Your Arms)” to elicit nostalgia for their elementary and middleschool days.

The opening act was Wanderers & Wolves, a local rock trio cut from the White Stripes/Black Keys cloth. In fact, a medley at the end of their set included a cover of the Keys’ “I Got Mine,” and it

didn’t seem at all out of place. Frontman and bassist Gabe Reyes has a powerful, classic rock voice and the three-piece was tight, but their sound suffered from mixing issues. The low tones were muddy and overbearing, while the vocals, at their loudest, were piercing. It was unfortunate, but I’ve seen them play elsewhere in town, so I know they can sound much sharper.

Surrogate followed the openers with a set mostly drawing from their 2013 album, Post-Heroic, with highlights including the album’s anthemic title track and the gloriously noisy “Blank Page.” It was beautiful rock—bass and guitar stomping as one, cymbals crashing, and melodies always rising to the top.

Hellogoodbye took the stage, and it became apparent why this band is popular with girls and young women; the gangly, bespectacled Kline has a bit of a dorky heartthrob thing going on. And he played it up—he made charming comments between songs, twirled around on stage, and was generally adorable.

(Somewhere inside, 18-year-old me was suffering horribly.)

Kline and his bandmates did have a fun energy while they played music almost entirely of the foot-tapping, feelgood variety and shared laughs with the audience. Overall, Hellogoodbye is a fairly enjoyable if typical indie band that happens to have a huge, chart-topping single to its credit.

But I still think that song sucks. Ω

Reel stories With the admirable guiding concept of “celebrating diversity and inclusion through film,” the annual Focus Film Festival has become one of the richest, most varied and interesting film events in the North State. Now in its 10th season, the project of the Far Northern Regional Center (which provides support services for people with developmental disabilities and their families) will be bringing nearly 30 films, both short and feature-length, on subjects ranging from an artist with Alzheimer’s (GlassyEDITOR’S PICK Eyed) to mothers raising kids from prison (Mothers of Bedbord). Henri was thrilled correspond with her last week via email.

Really? Food and culture, an area of academic study?

Absolutely, though it’s still struggling to be taken completely seriously. Part of the problem is that it’s perceived as both too pleasurable and not cerebral enough. But the study of food offers fresh ways of looking at virtually every discipline, [touching on issues of] culture, gender, class, race, ethnicity, war, economics, politics, biochemistry, the environment and much more.

What are your early memories of food and cooking?

I grew up in Pittsburgh, and from the start I loved being in the kitchen. My grandmother often came to

stay with us, and from an early age I remember being struck by the magic of dough transforming in the oven, especially when she made rugelach.

How did you first get interested in cooking, and what were the first connections you saw between food and culture?

My senior year in high school we had moved from a Chicago suburb to a small town in Texas, and the school didn’t have much to offer. I was bored, and my indulgent parents let me stay home a lot. I made my way through the 12-volume Woman’s Day Encyclopedia of Cookery, which offered not only recipes but food history [and] introduced me to the idea of food as cultural identity.

To what degree can you separate yourself from your work and just have fun in the kitchen and at restaurants?

I often bake to relax, so the kitchen’s not a loaded zone for me, unless I’m testing recipes. But restaurants are harder, as my critical mind always seems to kick in.

Can you make any generalizations about U.S. food and culture, other than to say it’s diverse?

I actually think that we’re moving back towards an appreciation of individual traditions, even if the mainstream food system has been homogenized. I see that in the number of young people wanting to bring our food back to a more healthful place, and to celebrate all that is homemade, which now has the cachet of “artisanal.”

It’s hard not to be cynical about the co-opting of “natural” and “organic” foods, and about continuing practices in industrial agriculture, [but] at least there’s greater awareness of what is good for us, and for the country as a whole. And because many schools are including food education in the curriculum, starting in elementary school, and trying to improve lunchtime offerings, young people will be more inclined to think about where our food comes from.

Can you give an indication of what your talk will be about?

It will be a romp through a millennium of Russian history and culture, looking at the land and the politics that have shaped Russian cuisine [since] Russia was unified in 988 when it accepted Christianity. Ω

n 2006, in Albany, N.Y., college student Erin Davies’ Ipainted Volkswagen bug was vandalized with the spraywords “u r gay” and “fag.” Instead of clean-

ing off the mess, however, the openly gay art student left the words in place, picked up a video camera, and took off across by the country to film people’s reactions Jason Cassidy to them. That 58-day trip resulted in jasonc@ 536 interviews and Davies’ first film, newsreview.com 2009’s Fagbug.

After the trip, Davies gave her PREVIEW bug a makeover in the form of a rainFagbug Nation , Chico premiere, bow paint job with the car’s moniker Sunday, Oct. 26, emblazoned across both sides. Chico was one of Davies’ stops, and Fagbug Nation includes appearances by a handful of locals, including Nicholas Mertz from Stonewall Alliance, Butte College instructor Jodi Rives Meier, Sharon Nilsson (owner of Funky Trunk), Sierra Nevada Brewing Co. product manager Terence Sullivan, and Chico State English instructor Linda Rogers and her son Peter RogersDavidson. In fact, the Chico premiere is dedicated to young Peter. Davies will donate the night’s proceeds to a college fund for the 10-year-old (he was 8 during filming), whose sweet, thoughtful responses to the issue of bullying has made him an audience favorite.

During a recent telephone interview, Davies shared some thoughts on what she’s learned during these documentary journeys.

Driving into a town in Fagbug has to be a great conversation starter.

Yes, exactly. I never had to go to anybody to ask to talk to them; everyone in the film basically came to me, and I say that’s the magic behind the car. It definitely is a catalyst.

On your travels, have you gotten a sense of where we are as a country along the road to equality?

When I first started, gay marriage wasn’t in the

forefront of people’s conversation. … I guess I think that, politically, the country is evolving but I think there’s a backlash. With social media, I think it really encourages a lack of conversation, which is why I think that my project is important. Because I’m with my car, [and] if [anyone] says anything against it, I have to be responsible for that and deal with it. Social media just really encourages anonymous behavior where you’re not really responsible.

I try to encourage people to investigate and have more of a conversation. … If you get to know someone—that’s the goal with both my films—you relate to that character.

One person who sent me an email about the first film, they said, “I just watched your film, and I’m amazed by your courage. I’m a heterosexual man and have used ignorant slurs to describe homosexuals in the past. I’d like to apologize to you and everyone else; I will make sure to teach my children to be more understanding than I have been.” So that’s my favorite email that I ever got.

Do comments like that motivate you?

I deal with a lot of negativity, [but] overall it’s 100 good things to one bad. There’s a lot of positive that I deal with. … People leave notes on the car, and the notes have always been my favorite part of driving the car. I’ve gotten almost 400 notes on the car and I’ve saved every single one.

What do you think needs to happen next for equality in America?

Personally, a change I’d like to see: I’d like kids in elementary school to be able to be educated on understanding what it means to be gay, and learning that being gay is not a negative thing.

Has this project made you pretty fearless?

My project is definitely not a fear-based project.

Most people would go out of their way to not do something like what I’m doing because they’d be afraid of what if this bad thing or something happened.

I feel that with people who internalize homophobia, that’s really driven by fear. Sometimes you fear that a person could do something; you don’t even give people a chance to do the right thing. And you’re missing out on all those good things. I’ve gotten almost 400 notes, [but] only five or six have been negative. So, had I just hid what happened to my car and not done any of this, yes, I could have avoided vandalism to my car happening—which has happened again—[but] I also would’ve avoided 385 positive things that were going to come to my life that I never would’ve experiΩ enced or known.

Spotify Sessions Kelis Spotify Following the release of her sixth solo album, Food, songstress Kelis debuted a 40-minute set of nine of its tracks at the McKittrick Hotel in New York City, and the soulful performance was recorded for the music-sharing website Spotify.

The recording is a showcase for the singer’s smoky vocals and opens with a cameo from her young son, Knight, who asks the audience, “Are you hungry? My mom made food.” The song—“Breakfast”—is also the opening song of the studio album, 13 tracks of unrestrained R&B. The album is also an homage to the kitchen by the Le Cordon Bleu-trained chef, like on “Biscuits ’n’ Gravy,” a ballad with sultry vocals poured on top of a sparse, melancholy melody of piano and finger snaps that crescendos with an almost orgasmic release as the horns, drums and guitar explode through the end of the song. At the center of the organic performance is a poignant folk rendition of Labi Siffre’s “Bless the Telephone,” after which a fan is heard yelling, “Shut it down!!! You shut it down!” The set closes with “Jerk Ribs,” the first single off Food, and a raucous, danceable, fun song reminiscent of James Brown’s “Gonna Have a Funky Good Time.” And that is just what this live session is—a funky good time.

Secret Evil Instant Records Fans already know from Jessica Hernandez’s debut EP—2013’s Demons—that she’s got something special going on, but to see the Detroit native sustain that energy and promise over the course of an entire album is further proof that she is a striking talent.

Whether Hernandez is engaging in a sorry/not sorry relationship war (“Sorry I Stole Your Man”) or a song about regret (“Neck Tattoo”), she writes and sings with a ballsy passion that is impossible to resist. Her ZZ Ward-esque delivery is augmented by a healthy dose of attitude that recalls classic Tina Turner—particularly on the rockand-soul dandy “No Place Left to Hide” or the Motown-tinged rocker “Caught Up”—and her raucous, infectious energy will make you dance yourself silly before you know what’s hit you. Even when the songs are turned down a notch, as on the soul ballad “Cry Cry Cry” and the classic pop rock number “Tired Oak,” there is still a palpable swagger that guides them along, and you will find yourself shaking your hips to the beat, perhaps even in spite of yourself. Secret Evil is one hell of a full-length debut, and you would be unwise to miss it.

Fans of this Emmy-winning series who in season three overdosed on the Carrie Mathison-Nicholas Brody roundelay may want to give the rebooted fourth season a chance, now that Brody is gone. The profoundly unbalanced Carrie (she’s bipolar), brilliantly played by Claire Danes, will continue to confound viewers who can’t picture her as a CIA station chief, much less in a city as crucial and dangerous as Kabul, but so be it. Danes pulls us in, and the series goes back to doing what it does best, dramatizing the life of spies and other CIA operatives in today’s Middle East. The season opens with “The Drone Queen,” in which faulty intel leads Mathison to authorize a drone strike that kills 40 people in a wedding party. A video of the party is uploaded to YouTube, causing a diplomatic shitstorm.

In the second episode, “Trylon and Perisphere,” Carrie is called back to Washington, D.C., where we see her freak out at the reality of the child she had with Brody. She’s better at bombing than taking care of her own baby, it seems. But that’s Homeland for you, a mad world filled with mad people, a window on the lunacy that rules in the Middle East.

This film goes full bore in showing the horrors of war, with its very first scene depicting a brutal act of violence that shows Ayer by is not playing games. His intentions are Bob Grimm to show the effects of war on a group of men who are clinging to the last threads of sanity after years of claustrophobic, blood-soaked terror inside a tank.

Brad Pitt leads the crew as Don “Wardaddy” Collier, a grizzled, scarred Fury up individual resorting to arguably Starring Brad insane behavior as he treks across Nazi Pitt, Shia Germany. When he’s saddled with new LaBeouf, Michael recruit Norman (Logan Lerman), his Peña, Jon behavior becomes a strange mix of Bernthal and Logan Lerman. paternal and completely unhinged.

Other members of the crew include Directed by David Ayer. Cinemark Boyd “Bible” Swan (Shia LaBeouf), 14, Feather River Trini “Gordo” Garcia (Michael Peña) Cinemas and and Grady “Coon-Ass” Travis (Jon Paradise Cinema 7. Rated R. Bernthal). It’s arguable that Ayer created each of these characters as stereotypical odes to the John Wayne war movies of yore. However, that is where the common thread to bravado-filled Poor old-timey war movies ends. While the word “cliché” might pop to mind looking at the description of these characFair ters, be assured there is nothing cliché about the way they are portrayed.

Much of the film takes place inside the tank, with a few breaks, most Good notably a scene where Wardaddy introduces Logan to a nice German girl while he has some eggs. The carnage in Very Good the battle scenes is unrelenting. A sequence where a group of U.S. tanks go up against one superior German tank is as harrowing as moviemaking gets.

It all builds up to the key sequence where the tank breaks down and Wardaddy decides he isn’t going to run away with a large group of enemy soldiers approaching. This comes off as somewhat of a suicide mission, with the crew deciding to fight it out alongside their leader. I have to believe that many Allied soldiers made similar decisions while taking the Nazis down 70 years ago. Not every battle was planned, and the odds were often stacked against them.

Ayer presents a scenario that’s crazy, but perhaps realistic in many ways. No movie could authentically depict the horror that men like those portrayed in this film went through. Ayer and company go to great lengths to show when a nightmare goes well beyond nightmare into something altogether hellish. This is something that likely would ring true to WWII soldiers.

Pitt is just a few degrees removed from his Aldo Raine from Tarantino’s Inglourious Basterds. It’s as if Aldo finished scalping the “Jew Hunter,” shaved his mustache, and joined a tank battalion. The comparison is mostly aesthetic and comes mostly in the accent Pitt employs. Unlike Aldo, Wardaddy is totally lacking in humor. It’s a truly powerful characterization from an actor who rarely missteps.

The tabloids have had a field day with the weird stuff LaBeouf did while making this movie. Pulling out his tooth (Nicolas Cage-style), refusing to shower and just acting super strange in general. Whatever weirdness he put cast and crew through results in his best screen work to date. As the preacher among the crew, LaBeouf is actually quite moving as a man who keeps his faith and finds immense joy in reciting scripture. This performance gives him a chance to get his once-promising career back on track.

Peña (who worked with Ayer in End of Watch) is terrific, as usual, as are Lerman and Bernthal. Bernthal, like Pitt, calls upon a past character (that being the jerk he played on The Walking Dead) for inspiration.

Stay away from Fury if you can’t handle onscreen gore. This one remains vicious throughout its twoplus-hour running time. As action films go, it’s a real winner. As war films go, it’s one to be remembered. As horror films go, I doubt you’ll see anything scarier this month. Ω

The Hundred-Foot Journey

A refugee family of Indian restaurateurs, the Kadams, moves into a picturesque French village and opens up Maison Mumbai, a grand-looking Indian restaurant, just across the road from a Michelin-rated French restaurant, Le Saule Pleureur, run by the snooty Mme. Mallory (Helen Mirren). A mildly impassioned rivalry develops between the two establishments, and between the two proprietors, the widowed Papa Kadam (an ebullient Om Puri) and Mme. Mallory, herself a widow. And there are other complications of note. Hassan (Manish Dayal), the eldest of the Kadam sons and a chef of special gifts, gets involved—romantically, professionally and otherwise—with Marguerite (Charlotte Le Bon), a comely sous chef working for Mme. Mallory. But The HundredFoot Journey means above all to offer up a pleasant array of good feelings. It does that often enough that the presold audience for which it was made is not going to worry too much about the childish simplicity of the characterizations or the dull predictability of emotional scenes. Gone Girl

Director David Fincher seems an apt choice for this particular tale, but he and an impressive cast have little luck in giving any genuinely dramatic depth to writer Gillian Flynn’s narrative concoction (the author of the source book also is credited as sole author of the screenplay adaptation). The central figures in the tale are a mildly klutzy hunk named Nick Dunne (Ben Affleck) and his perfectly groomed blonde wife, Amy (Rosamund Pike). The film begins with Nick puzzling over the mysteries of his wife’s character, then moves quickly into its pivotal plot strand—Amy’s sudden, mysterious, and increasingly alarming disappearance.

But Gone Girl is only partly a mystery story.

Soon enough, it diversifies its dramatic potential via an assortment of secondary characters, each of whom has significant connections with one or both of the Dunnes.

And in a way, it becomes more of a psychological horror story in its prolonged second half. The film also runs aground on its own key points. The characters’ susceptibility to illusion and delusion seems tailor-made for a Fincher movie, but Nick and Amy are obvious phonies right from the start, and the film never is able to make their story matter much. The Judge

Early on, The Judge looks as though it is mainly going to be a courtroom drama with a provocative father-son twist. The father and son are played by Robert Duvall and Robert Downey Jr., respectively, and the key plot hook has the estranged son, an abrasive defense attorney, called on to defend his stand-offish father, a small-town judge with a reputation for stern rectitude, against charges of vehicular manslaughter, or worse. Director David Dobkin and screenwriters Nick Schenk and Bill Dubuque play all that to the hilt, and Duvall and Downey deliver the goods in their respective tailor-made roles. But Dobkin and company load up the father-son drama with more back-story baggage than this particular narrative vehicle can carry. To its credit, the film does linger over some powerful emotional nuances—the role of mutual delusion, for example—in its portrayal of father-son antagonism. And there’s something to be said for any movie that recognizes, at least in part, that a father-son conflict is something that has repercussions for all of the immediate family.

Music dorks are quick to scoff at cover bands, as the modus oprandi for such groups is to appeal to the lowest common denominator, selecting sets of songs based solely on their universal appeal and how high they charted.

This is not the case with the QuasiMofos, a group of longgigging local musicians that obviously chooses its wideranging repertoire based on a love of the music. The list of underground hits and cult favorites they play is impressive, leaning heavily toward 1970s power-pop and punk, including some big names (The Clash, The Ramones, Elvis Costello) and lesser-known gems (Wreckless Eric, Nick Lowe). LET’S DO IT AGAIN NEXT WEEK It turns out that beer weeks are really fun. (I know, right?)

Arts DEVO was super impressed with the way Chico’s craft-beer purveyors showed up for Chico Beer Week with more than unique events. I tried so many memorable beers— Lost Coast’s Sharkinator White IPA at the Grad, and the four variations of Ballast Point’s Sculpin IPA (regular, jalapeno, grapefruit and nitro) plus Speakeasy’s Syndicate 02 strong ale at Winchester Goose, to name a few.

Of course, all of the takeovers, flights and pairings were just an appetizer for Sierra Nevada Brewing Co.’s nonpareil Single, Fresh, Wet and Wild Harvest Festival. With arguably the greatest brewers in the country setting up camp next to the newly harvested hop fields, it’s pretty much the perfect beer experience.

My goal at events like this is to try new things, so I mustered all my willpower to pass on one of my favorite beers—the rare to our little city Pliny the Elder—and save room for at least one more glass of something else that I’d never tasted. And judging purely on the “something new and different” scale, my favorite of the day was the outof-this-world unusual 16 Counties wet-hopped ale from Allagash Brewing Co. out of Portland, Maine. The beer was made using locally sourced ingredients from the brewery’s surrounding 16 counties, including three grains, three hops and 100 percent of the funky, wild brettanomyces yeast. The flavor description was: citrusy, floral, nutty, sour and cracker. And you know what, it did taste just like crackers—a wonderful toastedAdroit Theory brewer Dan Segall. grain quality that blended with the yeast for a saltine PHOTO BY RYAN POST breadiness that was completely new and very nice.

I also really dug the huge (each around 10% ABV), creative brews of Adroit Theory (a label I likely will never see in Chico again)—Love of the Damned, an old ale with syrah grape must and aged in brandy barrels; and the insane Legion, a Belgian stout with horopito pepper leaves, aged in pinot noir barrels. Dan Segall, brewer for the Purcellville, Va., brewery said it best: “We don’t mess around.”

Other highlights included Bear Republic’s perfect Racer X double IPA, even perfecter wet-hopped and served from a newly tapped firkin; Russian River’s refreshing and super-dry STS Pils; and the wild-hopped Neo Mex (named for the wild neomexicanus hop) from Sierra Nevada, a fruity favorite of mine from last year.

WAIT, WEREN’T WE JUST HERE? The San Francisco Giants are in the World Series for the third time in five years, and here in this outer ring of Nor Cal fandom, folks are excited. But most baseball fans are pretty grumbly about an 88-win wildcard team surviving the National League playoffs by feeding off the mistakes of others before sealing the deal with a home run by a 31-year-old who was playing in Fresno for the Giants minor-league team earlier in the season. But that’s always how baseball works. I like the perspective of the always excellent McCovey Chronicles columnist Grant Brisbee: The Giants won the pennant. The Giants, this team of confusing, amazing bozos, won the pennant. We’ve seen a lot of ridiculous things over the last few years. This is probably the most ridiculous, which, by the laws of baseball-god physics, makes it one of the best. Travis Ishikawa hit Do not look into the Pence’s eyes! the home run. Literally Travis Ishikawa.

The reality is that teams that make the MLB playoffs are all pretty equal. Only one team, the Los Angeles Angels, won even 60 percent of its games in the regular season this year, and only 6 percentage points separated them and the Giants (who won 54 percent). So really, there is only a hot-streak’s difference between any postseason contenders. With the Giants already up 1-0 after one game (as of press time), here’s hoping the Kansas City Royals are cooling down and the Giants are keeping just warm enough to stumble softly into a third title since 2010.

kind of grown on me. (There are way worse ways by which to annoy your fellow humans in public—I mean, it’s not like they’re starting drum circles or anything.) I think my soft spot for them goes back to memories of strange performers covered in black head-totoe leotards—with hand-drawn eyeballs, weird exploding masks, and toilet paper rolls for faces—that would make guest appearances on The Muppet Show and Sesame Street when I was kid. The Mummenschanz troupe, the mime-ish Swiss theater ensemble, was blowing my unformed mind four decades ago, and they’re still at it today. Chico Performances will get surreal this Tuesday, Oct. 28, at Laxson Auditorium.

LOVE’S REAL ESTATE Look Ahead The predictions are starting to roll in for the next year’s real estate market. The California Association of Realtors (CAR) published their “2015 California Housing Market Forecast.”

CAR has a good track record when it comes to predicting the direction of the real estate market, and has been pretty much spot-on the last eight or so years.

The opening line in the CAR forecast is, “With more available homes on the market for sale, California’s housing market will see fewer investors and a return to traditional home buyers as home sales rise modestly and prices flatten out in 2015.”

The CAR forecast for next year pretty much mirrors the market we have experienced so far this year in the North State: price jumps in the first half of the year and then a “flattening out.”

The market is active, for sure, though inventory has been rising.

CAR predicts a rise next year in the number of home sales statewide of 5.8%, and projects the year-end number of sales for this year to be down 8.2% from 2013. The North State has been a little more robust than statewide and should show about the same number of sales this year compared to last year.

Home prices will increase modestly in 2015, to 5.2% over this year. This year’s prices will finish out at 11.8% over last year, according the CAR forecast.

Home-buyers’ attitudes and lenders’ new flexibility in granting loans are included in CAR’s reasons for predicting increased sales next year, as stated by CAR President Kevin Brown.

“Stringent underwriting guidelines and doubledigit home price increases over the past two years have significantly impacted housing affordability in California, forcing some buyers to delay their home-buying,” said Brown.

“However, next year, home price gains will slow, allowing would-be buyers who have been saving for a down payment to be in a better position to make a home purchase.”

Brown said the word is getting out to buyers that the “stringent underwriting guidelines” he referred to have eased up.

“Prospective buyers should know it’s a misperception that a 20 percent down payment is always required to buy a home,” he said. “There are numerous programs available that allow consumers to buy a home with less down, including FHA loans, which allows buyers to put down as little as 3.5 percent.”

CAR predicts interest rates will rise only slightly to 4.5%, keeping the rates at historically low levels, which should help moderate the decline in housing affordability we experienced over the past two years.
