Promoting progress President Obama has been taking a lot of flak recently after signing several

executive orders and promising more to come. In particular, House Republicans are upset over Obama’s announcement that he’ll take action on immigration reform during their summer recess. This came on the heels of a statement by House Speaker John Boehner that his chamber will not pass similar legislation this year.

The president has every authority to issue executive orders, and those he’s offered thus far have been mostly benign. Obama’s proposal would provide some relief for the millions of undocumented workers currently in this country facing the threat of deportation. If Congress doesn’t like it, it can enact a law nullifying the order (which the president could, of course, then veto) or take the matter to court, where it could be stricken down.

Impeachment would be an all-around bad move, a waste of time and money.

The real issue here is the inability of our current Congress to do much of, well, anything. What’s a president to do with a legislative body that doesn’t enact meaningful laws? Obama is clearly disappointed in the gridlock and we, as American citizens, should be too. Congressional Democrats and Republicans must be able to work together, despite their differences, and make tough decisions that shape our future.

Republican Congressman Doug LaMalfa is up for re-election this year.

On his website, he slams Obama’s proposal to take action on immigration, saying it has led to a surge of illegal immigrants at our borders. These next few months, take a good look at our representative. Is he doing all he can to promote progress in Washington? Because we certainly deserve someone who can do just that. Ω

However, a 30-day further study period was enacted to deliver the initiative’s swan song—the result of a 4-to-1 vote against putting it on the November general election ballot (only Supervisor Maureen Kirk voted to let the people’s voices be heard).

The county’s legal counsel, Bruce Alpert, led the task of redirecting the issue from the dangers of fracking to “troublesome” concerns about “possible” litigation over how the initiative was drafted. Those fears of litigation were reiterated by several speakers along with the familiar catch phrases of “property rights” and “job creation” along with the open designation, by Supervisor Doug Teeter, of the Wild Goose Storage facility status as being too big to fail, as this ban could limit their use of the injection well located there.

All these distractions were used to spin and defeat the real issue of banning fracking for the health, safety and welfare of the people until it can be proven to be safe. A grave injustice has occurred to the rights of the people to have their voices heard and to be fairly represented and included in the process. Come election time, those who failed to represent their constituents will be remembered. Ω

A flawed punishment Recent reports that convicted double-murderer Joseph Wood of Arizona

spent two hours gasping for breath before finally dying underscores the brutality of capital punishment. This followed yet another botched execution back in April of a convicted murderer in Oklahoma. In that case, an autopsy of Clayton Lockett revealed that the IV used to administer a lethal injection had been improperly placed.

These are not isolated incidents. There have been a number of problems with administering death by lethal injection in the United States in recent years, mostly because of difficulty obtaining the drugs necessary to perform executions.

We’d like to, once again, urge Californians to abandon the death penalty. It cannot be applied humanely. It cannot be applied in a timely fashion.

Study after study has shown that it is never applied fairly: Some level of racial and economic bias is endemic to the practice. What’s more, thanks to programs like the Innocence Project, we’ve seen many people freed from death row once evidence that they were not guilty surfaced.

And it doesn’t work. While some relatives of victims demand it, the death penalty will not provide closure.

The are practical reasons, as well, for abandoning it, including the fact that doing so would unclog a court system that is jammed to the point of dysfunction with death-penalty appeals.

Americans seem to be coming around to the fact that capital punishment is flawed. In 1996, 78 percent favored the death penalty, while 18 percent were opposed; that gap narrowed in 2013 to 55 percent in favor and 37 percent opposed, according to a Pew Research Center survey.

There’s simply no good reason for California to remain in the ranks of nations like Iran, North Korea and China. We need to abandon the death penalty altogether. Ω

I attended the county Board of Supervisors meeting on July 29, and your article missed a few vital points.

Although the initiative to ban fracking in the county will now not make it on this November’s ballot, the petition for the initiative was certified as valid. So the initiative will go before the voters. However, that will not happen before November 2016.

In the meantime the supervisors are having staff draft a fracking-ban ordinance with the intention that they will then make it law.

Under their direction, this ordinance would additionally prohibit the disposal of all hazardous and toxic liquid wastes as well as fracking fluids.

County counsel made a clear statement on the public record to the effect that, given the board’s direction and discussion at this meeting, no one should have any reasonable expectation that they can come into Butte County and frack.

The delay in bringing the initiative to the voters will only provide time for the mass of evidence to grow and even more firmly establish the devastating impacts that fracking has on local water, health, environment, property values, aesthetics and way of life.

The voters will have their say.

Re “Delayed initiative” (Newslines, by Tom Gascoyne, July 31): I’m writing regarding the Butte County Board of Supervisors’ action on the attempted anti-fracking initiative.

It’s just the latest local example of the theocracy we live under. For that matter, the zeitgeist of the “Western world” in general.

Their “God” is money. To hell with the constituencies’ needs or wants. Service those pocketbooks.

Hey, the judge said it would fly, let it fly.

Insist on it, if need be, with every legal tool one has available. If no adequate response is forthcoming, protest. Recall ‘em, impeach ‘em, stone ‘em with Nerf balls. Take back your lives and government—Gandhi-, King-, Christ-style.

Better yet, learn to love everything and everyone selflessly and get rid of government altogether. Anything’s possible. Everything’s a choice.

Candidate update: We’ll soon get a look at the final pool of City Council candidates. The deadline to file paperwork with the City Clerk’s Office—Aug. 12—is fast approaching. One of the new names is Wes Holt, who, on his official Elect Wes Holt Facebook page, shares this insightful tidbit: “I’m not someone who feels strongly about, or even has a rudimentary understanding of, the issues facing our locality. I’m certainly no career politician, I have only a vague concept of the form and function of our government.

“I am, however, a local man looking to collect whatever compensation is due a City Council member and use said compensation for things like credit card bills and liquor.”

It’s going to be an interesting campaign season.

Tuesday night, as I watched the Chico City Council meeting, listening to the arguments of those supporting ag interests and the preservation of the Greenline, and hearing over and over again as the word almond was pronounced amond, or, in some cases, amin, I couldn’t help but think back to grade school in the Bay Area.

My hometown of Livermore was a semi-agricultural region—but the crop of choice was wine grapes. So, when I talked to some of my friends about visiting my grandparents’ amin farm outside of Chico, nobody knew what I was talking about. The conversation went something like, “They farm what?” “Amins. You know, the nuts.” But, no, they didn’t know. Where I grew up, they were all-monds.

“Oh, right,” I realized, thinking of how to pronounce Almond Joy candy bars.

Livermore was a nice place to grow up. Today, the city’s wine industry is booming. It probably would be even more robust had city officials worked harder to protect its open space, rejecting some of the cookie-cutter McMansions now abutting the vineyards.

Growing up, I used to ride my horse Ginger from a stable on the edge of town through the vineyards—to the dismay of the winegrowers who couldn’t catch my galloping mare—and into the suburban neighborhoods and the downtown commercial district. But the edge of town is much farther out these days. About a decade ago, the pastureland where Ginger lived out her days was swallowed by a development.

That dismantling of my childhood memories would be a lot easier to swallow had the property been planted in grapevines instead of garish million-dollar homes.

Indeed, Livermore needed a Greenline, or, considering the region, perhaps Redline would be a better term.

But back to the here and now. I was pleased to see the leaders of my adulthood home of Chico putting the interests of the local agriculture community and longtime Greenline neighbors ahead of the infusion of cash that would entice some shortsighted officials. Check out our coverage of the council meeting (“Greenline holds fast,” page 10) to learn about the panel’s unanimous decision that effectively rejects a proposed annexation of county property on which developers planned to build what essentially would’ve been a dormitory.

Adequate shelter needed Re “Living tiny” (Greenways, by Ken Smith, July 10): Thank you for the great story on tiny houses. The progress of sustainability is enhanced by embracing simplicity in as many facets of our lives as possible. Tiny homes would not only improve access to adequate shelter for those with modest incomes, but are also a large and logical step toward reducing energy consumption.

If we hope to avoid an expanding and deeply impoverished underclass desperately struggling to survive, we must find better ways of respecting and caring for one another very soon. If we choose instead to continue along this path of escalating greed and alienation, only more jails, more prisons and more militarized law enforcement will protect the fortunate few with anything left to lose from teeming throngs of those on the starving margins.

I beg us all to peer deep into our own humanity and recognize the obligations implied by our siblinghood and to the well-being of our descendants. The revolution of values that Dr. King espoused might find its slow and nascent rotations in the simple generosity of striving to make certain that many more of our neighbors have basic human needs within their certain grasp.

‘An abusive parent’ Israel does not have the right to defend itself. It is the military occupier. It is the aggressor. Palestinians have the right to resist and defend themselves from Israel’s abuses.

Israel has been terrorizing Palestinian children for over 66 years. It is like an abusive parent who every two years beats the hell out of the people it is obligated, as the occupier, to protect and then laments to the people, “You make me hurt and kill you.”

Israel thinks it can withdraw and go back to business as usual.

Not this time! Israel must face consequences from the international community. Israel must lift the blockade of Gaza now as well as end the occupation of Palestine.

It’s Purple Heart Day On Aug. 7, 1782, Gen. George Washington decided that soldiers who served of unusual gallantry could wear over their left breast the figure of a heart in purple cloth. Washington called it a “Badge of Military Merit.”

In December 1942, President Franklin Roosevelt issued an executive order, authorizing the Purple Heart to those who are wounded (or killed) in combat action against an enemy, retroactive to Dec. 7, 1941. In November 1952, President Harry Truman issued an executive order making the award of the Purple Heart retroactive to April 5, 1917 (World War I).

Today, there are over 525,000 Americans alive who have been awarded the Purple Heart, including over 35,000 from the wars in Iraq and Afghanistan. Over 60,000 reside in California and over 200 in Butte County, including my husband, Bob Mulholland, who was a paratrooper in the 101st Airborne (Screaming Eagles), and wounded in March 1968 in Vietnam in an attack on his base.

Aug. 7 has been recognized nationally as Purple Heart Day, and I believe it is an appropriate time to remember all those who have been wounded in action (and those who died in service to our country).

‘A humiliating experience’ The Butte SMART Coalition (Save Money And Reduce Tobacco) worked six months to try to earmark a mere 10 percent of the millions the county receives from the tobacco industry for cessation and prevention.

Coalition members gathered hundreds of signatures, prepared a presentation and enlisted young people to help. However, we were refused a place on the agenda and when a member went before the board and asked for 15 minutes of their time to present, he was told that it wouldn’t be fair to allow our group on the agenda when other groups aren’t, and that we could speak during public comment at the budget hearing.

We agree. It’s not fair that any group of concerned voters be denied access to the board. Any group of citizens that works so

hard to bring an issue forward should be allowed on the agenda.

Some issues are too complex for a five-minute comment, and the board needs to hear budgetary requests well before the budget hearings to take meaningful action.

We were deeply disappointed in the process. Asking for 15 minutes of the board’s time shouldn’t be a humiliating experience.

Dump Doug this November Doug LaMalfa claims he’s “one of us.” Don’t believe it. He is one of them—one of the rich, one of the 1 percent, one of the fat cats.

LaMalfa and his family have collected over $5 million in farm subsidies. Meanwhile, LaMalfa has opposed food aid programs that benefit the poor and unfortunate.

Apparently, LaMalfa believes in welfare for the rich and free enterprise for the poor. Well, folks, we can send LaMalfa home to work on the family farm. Of course, he may choose to stay on in Washington as a lobbyist for his corporate benefactors. That’s where the real money is.

We have a choice this November. We can elect Heidi Hall to Congress. She is obviously intelligent, thoughtful, well-educated and well-informed. She is not afraid to take on the tea party zealots and their fat cat cronies.

Heidi understands the challenges and hardships facing the working class, the middle class, our veterans, our unemployed and the new generation that is coming of age in these tough times.

We need a voice in Congress who will speak for the 99 percent of us. So please, Democrats, Republicans and Independents, let’s all work together and elect Heidi Hall to Congress.

WATER DROPS

Dropping water levels in Lake Oroville have forced the closing of the lake’s last paved boat launch ramp, located in Bidwell Canyon and scheduled for shutdown by Aug. 20.

The Department of Water Resources will open its low-water gravel boat ramp, which is accessed from the spillway’s upper parking lot on the west entrance to the lake. Fourwheel-drive vehicles are recommended for accessing the ramp.

The South Forebay and the Afterbay are still open for power-boat operation and nonmotorized boats can be launched at the diversion pool below the dam and at the North Forebay west of Highway 70. Kayaking, canoeing, paddle-boarding and rowing remain available at the Forebay Aquatic Center. For more details, call the Lake Oroville visitor center at 538-2219.

COUNCIL ITEM RECYCLED

A half-hour into Tuesday’s (Aug. 5) Chico City Council meeting, the panel voted to continue the first item up for public discussion—an appeal by Basik Recycling of the Planning Commission’s denial of the business’ request to operate a “RecyclingScrap and Dismantling Yard.”

The Park Avenue business is located in an area zoned for light manufacturing/ industrial next to a residential neighborhood, and many of the neighbors don’t like the operation.

About 30 attended the meeting, 15 of whom wanted to speak. But Mayor Scott Gruendl pointed out that the company had already asked that its appeal be moved to a later council meeting. Those who had gathered to speak, Gruendl pointed out, would get only one chance to do so. Speaking at this meeting, then, would greatly delude their arguments and allow the company reps two weeks to prepare responses. So nobody spoke on the matter, which was moved to the Aug. 19 meeting.

CITY COUNCIL BREAKS LAW?

Local activist Jessica Allen (pictured) has issued a cease and desist letter to the city of Chico alleging multiple violations of the Ralph M. Brown Act by City Council.

The Brown Act is meant to guarantee the public’s right to participate in local government meetings. Allen contends the council took actions in closed session that should have been reported at public council meetings, particularly involving the appointment of Mark Orme as city manager.

Allen explained via press release that the letter is the first step in contesting violations of the Brown Act. The council has 30 days to respond to the letter, after which she can take action to civil court.

“We did receive it and have already forwarded it to the city attorney for review and action, if any,” said City Clerk Debbie Presson. “There is no comment at this time.

We will wait to hear from our attorney on the validity of the claim.”

It was a celebration of both the rosy state of craft beer in America today and the opening of the Chico-born craftbeer pioneer’s new East Coast brewing facility in tiny Mills River, N.C., on the outskirts of the college town of Asheville.

The day’s 80-brewery beer festival served as the official grand-opening celebration of the company’s now-fully-operational second brewery, and it was the culmination of not only the extended party of the beer tour, but also Sierra Nevada’s 35-year journey to become the largest independently owned brewery in the country.

“It’s been insane,” said Brian Grossman, son of Sierra Nevada owner Ken Grossman and the co-manager (with Stan Cooper, former logistics manager in Chico) of the new North Carolina brewery.

Grossman reflected on the recent two-week adventure as he stood in front of the copperaccented brick façade of the impressive new

facility as more than 4,000 beer-lovers milled about the grounds on a warm summer afternoon, enjoying some fine beers and gawking at Sierra Nevada’s new monument to the craft. Asked what the response has been to the company’s celebratory tour, Grossman looked around at the scene and smiled. “I think it’s been really awesome—as you can see.”

Even though there is still work to be

done, the brewery is already producing many of Sierra Nevada’s flagship products—Pale Ale, Torpedo, Flipside—with shipments starting back in January. The new brewery is now at its maximumproduction pace—approximately 350,000 barrels a year, Grossman said.

In fact, he pointed to the row of big silver caps visible on the roof of the fermentation building where additional tanks can—and likely will soon—be dropped into existing infrastructure to expand capacity by about 400,000 barrels.

Also in the works is another Big Room performance venue, and a restaurant and tap room with an expanded bar.

Future planned additions include an outdoor beer garden, an outdoor amphitheatre, as well as a dock along the French Broad River that borders the property.

Boaters will then be able to paddle right up to the brewery.

“Sort of this whole thing is: If we

could do it all over again in Chico— [given what] we learned over the 35 years—then this is what we’d build,” Grossman said about his family’s approach to their new brewery. “So this is what we built.”

And for the brewery to grow as well as continue to meet its commitment to sustainability, the Grossmans had no choice but to build the new facility to meet demand and reduce the carbon footprint created by shipping beer across the country.

“Chico was originally designed to be 60,000 barrels of capacity. It’s now running at a million,” explained Grossman about how the Chico plant was pushed to the limit and no longer had room to grow. Plus, without the foresight of how rapidly the Chico brewery would need to build in order to meet demands, additions were made piecemeal over the years, and Grossman said that Chico isn’t as “process efficient” as it could be.

“The more straight and linear you can get it, the better,” he said before pointing to the new facility. “So, if you look at this brewery, you go from the brew house, straight into the fermentation cells, right into filtration, right into packaging.

“It’s the next evolution.”

And beer-friendly Western North Carolina

is arguably the current center of the overall evolution of the rapidly growing

craft industry. In 2013, about 15 miles south of Sierra Nevada’s new location, Longmont, Colo.’s Oskar Blues Brewery expanded east and opened its own second facility in Brevard, N.C. And by the end of 2015, craft-beer giant New Belgium (Fort Collins, Colo.) will open its second brewery in Asheville, just 10 miles north of Sierra Nevada.

“It’s a compliment to the brewers who already existed here for these incredible craft brands to want to set up shop here in North Carolina,” said Margo Night Metzger, president of the North Carolina Craft Brewers Guild.

“And also I think they’re a complement with an ‘e,’ you know? They are complementing what’s already happening here.

They are helping to drive tourism, not only to their own breweries, but to the breweries that have already existed here.

“The homegrown North Carolina breweries and the expansion breweries are partnering together to maybe create an East Coast beer mecca.”

As Metzger suggests, North Carolina, and the Asheville area in particular, was already a great beer destination before the newcomers arrived, with more than 100 craft brewers in the state and Asheville having the distinction of being voted Beer City USA several times in craft-brewing pioneer Charlie Papazian’s annual poll. And like the other expansion breweries, in addition to the draw of natural beauty and clean water, Sierra Nevada chose the region with the intention of joining its burgeoning beer culture.

“Sierra Nevada has been making a real effort to be a good neighbor, to be a good citizen to the region, to be a good citizen to the state, to be active with the guild,” Metzger said.

For Grossman, the end of the Beer Camp tour means he’s come home. The 29-year-old, his wife, Gina, and their 1-year-old son have been Asheville residents for 18 months now, and he said that the community has welcomed the business and his family. “Southern hospitality—it’s really awesome,” he said.

And with the extended celebration finally coming to end, after the day’s festivities, Grossman said that it’s time to get back to work.

In addition to day-to-day brewing operations, there are many building projects to be finished on the 184-acre Mills River site, where, according to Sierra Nevada Communication Manager Ryan Arnold, construction thus far has taken up approximately 30 acres. In September, to coincide with the opening of the new gift shop, public tours and tastings will begin, and the unfinished taproom and restaurant is scheduled to open in late 2014 or early 2015. Hiking and biking trails on the grounds should also be completed by spring of 2015. Ω

Butte County firms get big money to fight fracking ban hen Robin Cook addressed Butte County W supervisors to ask for a 30-day study on a ballot initiative that would ban fracking, she

talked convincingly about her concern for her father’s—and the county’s—finances.

“My family owns property that has a capped well,” she told supervisors at their July 29 meeting. “From what we can understand … this would be a taking of our property. The debate today is about the … petition coming before you and whether or not that language is bankruptcy language for this county. Nobody wants to see this county be lost in a big old mess of lawsuits.”

But Cook failed to mention that she has another interest in the matter: the firm she reportedly helps run with her husband, political strategist Josh Cook, has earned $37,500 providing consulting and other services to a Big Oil-funded group, Californians for Energy Independence. The payments to JFW Cook Corp. show up in campaign-finance disclosure reports made to the Secretary of State for the May-June period.

JFW Cook Corp. is Josh Cook’s firm, Cook Communications and Government Affairs. Listed as president on the firm’s website is Cook’s wife, Robinette Scott Cook. Josh Cook is a longtime local Republican consultant who’s worked with former U.S. Rep. Wally Herger, state Assemblyman Dan Logue and Supervisor Steve Lambert when he was a member the Paradise Town Council. He is currently chief of staff for Assemblyman Brian Dahle.

When contacted later, Robin Cook said

her family has owned a gas well in Gridley for many years and she is concerned about losing the rights to extract its resource.

“It’s in our peach orchard,” she wrote in an email. “I work for the industry trying to protect our rights to safe and secure energy production.”

Another firm listed on the disclosure form is Public Square Partners LLC, which received $10,000 on May 29. The only listed member of that organization is David S. Reade, son-in-law of the late Assemblyman Bernie Richter and one-time chief of staff to former Assemblyman and current U.S. Rep. Doug LaMalfa.

Californians for Energy Independence still had $1.3 million in its coffers at the end of June. Contributions to the group had been made by a number of oil and gas companies, including Chevron, Vaquero Energy and Freeport-McMoRan Oil and Gas. The campaign-finance reports show

that the political action committee “Californians for Energy Independence, including Energy Producers” spent a total of $116,238 during May and June to stop the advancing ballot initiative.

SIFT|ER A toast to drinkers More than 3 out of 5 American adults—64 percent—say they “have occasion to use alcoholic beverages,” according to a Gallup poll taken in July. Total abstainers account for 36 percent of the population. The percentage of those who occasionally imbibe has averaged 63 since 1939, when Gallup first posed the question. During that time, the number of self-described occasional boozers bottomed out in 1958 (55 percent) and peaked in the mid- to late 1970s (71 percent). Currently, 67 percent of drinkers report having had at least one alcoholic beverage in the past week, 92 percent say within the last three months and 10 percent say it’s been longer since they’ve had a drink.

During this period, initiative backers Frack-Free Butte County overcame a legal challenge—also financed by the committee—that questioned the petition’s phrasing, font size and bolding of certain passages.

Butte County Superior Court Judge Robert Glusman ruled the petition complies with the state electoral code and ordered the county to move forward with the process.

On July 28, the County Clerk’s Office validated almost 8,000 signatures on the petition, enough to move it forward. But on July 29, the supervisors were faced with the sudden emergence of people who said they opposed the ban on fracking or immediate action on the ballot initiative.

Many of the people speaking against approval of the initiative asked for a 30-day study, leading anti-fracking activists to suspect that the opposition had been orchestrated by well-financed opponents.

Frack-Free Butte County Treasurer Joni Stellar, who went to court pro per to successfully stave off the legal challenge from a San Rafael law firm, was incensed. “Nobody asked for a study until this 11th hour,” Stellar said. “It’s a delay tactic.”

The supervisors voted 4-1 to take the initiative under study for 30 days, making it impossible to approve it in time to appear on the November ballot. It had to be approved no fewer than 88 days before the election, making the deadline Aug. 8. Now Butte County citizens won’t vote on the matter until 2016 unless there is a special state election to which the matter could be added.

County counsel is continuing to work on a fracking-control ordinance of its own, as directed by a 4-1 supervisor vote in April.

Earlier on July 29, Robin Cook assumed the role of spokeswoman for an unusual protest outside supervisor chambers. A number of people hoisted signs championing private-property rights and opposing the ballot initiative. They pointed reporters to Robin Cook, who said a 30-day study would ensure “good policy.”

Cook then told supervisors that the antifracking activists should have waited for the county to draft its ordinance, and pointed out that County Counsel Bruce Alpert had reservations about language in the citizen-drafted ordinance.

“I have put blood, sweat and tears into my dad’s land, and I don’t want to see us put something on the ballot that will bankrupt us,” Cook said. Council rejects annexation of property on Chico’s urban-ag boundary housing development proTingwo posals were hotly debated durChico City Council’s meeting

on Tuesday (Aug. 5). While one moved forward, the other was struck down in its early planning stages.

The most contentious item was a resolution to annex 11.4 acres of unincorporated land between Pomona Avenue and Miller Lane for a proposed student housing development. Encompassing eight properties, the 160-unit complex would accommodate 544 Chico State students.

In his opening statement, Associate Planner Mike Sawley said annexing the properties would be consistent with Chico’s general plan and “represents an opportunity for increased residential density.”

However, naysayers said the development as proposed would encroach on the Greenline, the boundary established by the Butte County Board of Supervisors more than 30 years ago to prevent urban sprawl in Chico’s west-side orchard lands. As one public commenter put it, the Greenline “has prevented Chico from becoming Stockton or Modesto.”

Former longtime county Supervisor Jane Dolan, the Greenline’s most steadfast supporter over the years, spoke passionately against the proposed annexation, which she characterized as the “death knell of the Greenline.”

“It is not timely; it’s not appropriate,” she said. “It’s wholesale, egregious intensification of this area. … It’s wholly contradictory to the Greenline. It’s too big, it’s too soon, it’s not analyzed, and it’s in the wrong place.

“You need to reject this annexation,” she said to applause.

The Pomona Avenue complex would back up to an existing largescale agricultural processing facility, North State Hulling Cooperative Inc. The facility’s general manager, Rick Barnett, questioned whether the hulling operation, A proposed student housing development would have backed up to this massive almond-processing facility, North State Hulling Cooperative Inc., located between Pomona Avenue and Miller Lane in southwest Chico.

which produces significant amounts of dust and noise three months out of the year, and student housing would be compatible neighbors. The complex as proposed would be a mere 135 feet from the processing facility—far short of the 300-foot buffer maintained elsewhere on the Greenline.

A conflict between the housing complex and the processing facility—a $150 million operation that works with 120 local growers— could prompt relocation, Barnett said.

“I’d love to see this business stay here in Chico,” he said.

Other concerns included a lack of proper environmental review and increased motor and bicycle traffic in an area with inadequate street infrastructure. Of nearly 20 speakers, only two—Pat Morrill, a representative of the developer, and local engineer Jim Stevens—spoke in favor of the annexation.

Mayor Scott Gruendl made a motion to deny the resolution to annex the area, citing a potential “ripple effect on a major component of the local economy.” The motion passed unanimously.

Earlier in the meeting, the council

voted 5-2, with Councilman Sean Morgan and Vice Mayor Mark Sorensen dissenting, to approve amendments to a development agreement with Meriam Park LLC, which plans to develop 270 acres between East 20th Street and Humboldt Road as a mixed-use neighborhood.

The developer requested to

change plans for the intersection of East 20th Street and Concord Avenue from a roundabout to a traffic signal. Renegotiation between the city and Meriam Park also led to a new proposal regarding street facility fee impact credits, reached just hours before the meeting. Several years ago, in response to a decrease in development revenues, Planning Services moved away from allowing builders to accrue such credits as a means of recuperating costs for improvements to roadways.

But the agreement with Meriam Park was struck at a time when construction was booming. The arrangement gave the developer the option of 100 percent credit or reimbursement. That changed when the developer recently came back to the city for approval of revisions to its project.

“This agreement has been in place since the beginning,” Sawley said. “The last round of negotiation is when [the city] said ‘no more fee credits.’”

The city met the developer halfway. Under the new agreement, Meriam Park will retain fee impact credits for certain roadway improvements, such as bridges on Bruce Road and Notre Dame Boulevard—50 percent through reimbursement from the city and 50 percent through credits.

Two local developers, Pete Giampaoli and Doug Guillon, expressed dissatisfaction with the terms of the new agreement, which applies solely to Meriam Park.

They decried having to front the entirety of their fees.

“We’re asking for equity, that we all be treated the same,” Guillon said, “because we all have to put money into infrastructure to benefit the community.”

utte County’s rural Ridge B region—with its largely monochrome, retirement-aged popula-

tion, vociferous tea party contingent and apparent obsession with Gold Rush-era history—is not exactly known as a hotbed of progressive political thought. When confronted with these common perceptions of her community, Donna Dolinar, president of the Paradise Center for Tolerance and Nonviolence, let go a long laugh and said, “Well, we’d like to offer some balance.”

“I think [conservatives on the Ridge] have a loud voice, but I don’t think that they necessarily represent a majority of people in our community.”

For the past 14 years, the PCTN has striven to create a kinder, gentler Ridge, its myriad efforts including introducing anti-bullying campaigns and other youth programs to area children and holding two annual events focused on diversity—summer’s Unity in Diversity festival and a Martin Luther King Jr. commemoration.

Now, the organization is restructuring to become the Ridge Coalition for Peace and Justice, with the change expected to be completed

by Oct. 1.

Dolinar explained the restructure is spurred by fiscal need and the desire to expand the group’s focus to include more wide-ranging social justice issues. She explained that, after several months of strategic planning and exploration, the eight-member board of PCTN decided to partner with the North Valley Community Foundation. The NVCF will over-

see the new organization’s finances.

As part of the transition, the Boys & Girls Club of Paradise Ridge will take over running youth programs previously administered by the PCTN. Dolinar said the group is also happy to share the programs’ curricula with any interested parties.

“Our budget has been about $30,000 a year and the youth programs cost about $20,000,” Dolinar said. “It was a difficult burden, especially with the state of the economy, to get the funding we needed through grants, holding fundraisers and all that. We decided to join NVCF because it would allow us to accomplish what we want to do, but not have to spend so much time on fundraising.”

To further cut costs, the new organization will vacate the Skyway storefront office the PCTN has occupied for several years. In the future, meetings and other functions will be held at the Paradise branch of the Butte County Library. All of PCTN’s existing assets will transfer to the new group’s NVCF fund. The Ridge Coalition for Peace and Justice will continue the former organization’s yearly diversity festival and Martin Luther King Jr. celebrations, as well as monthly film nights.

The Ridge Coalition for Peace and Justice also will keep the old group’s contact list, which Dolinar said includes about 750 supporters and 120 active volunteers.

“We want to emphasize this is a transition, not a closure, and we’re not going anywhere but actually plan to expand,” Dolinar said. “We

feel this will allow us to be a stronger organization moving forward, and we are free to broaden the scope of our activities.”

When asked to assess diversity and tolerance on the Ridge, Dolinar acknowledged there are problems.

“Our community has come a long way but there’s still a long way to go,” she said. “Just last summer there was a fairly serious incident of hate graffiti, and we should not be seeing that.”

Dolinar was referring to an occurrence last May, when a 16foot-wide message reading “Keep Magalia white” accompanied by a Nazi Swastika was painted on a wooden fence in the area. The PCTN responded by holding a “harmony” rally, attended by about 40 people, on the corner of the Skyway and Coutolenc Road.

Dolinar listed several social justice issues she said are of particular importance to the Ridge community, including immigration, gun control, civil rights and access to health care. She noted homelessness is not as prevalent or divisive an issue as it is in Chico and Oroville, but still exists.

The Ridge Coalition for Peace and Justice’s first public meeting is scheduled for Oct. 1 at the Paradise library.

DRUG-LABEL DECISION STALLS

A decision on whether pharmacists in California will be required to translate prescription drug labels for those who understand little or no English was postponed last week.

During a California State Board of Pharmacy meeting on July 31, the panel decided further review was necessary, passing the issue on to its Communication and Public Education Committee, according to California Healthline. Several speakers urged the board to require printed and translated medication labels, arguing that oral translation is insufficient and dangerous for those who don’t fully understand English.

Naysayers included representatives from CVS Caremark and the National Association of Boards of Pharmacy, who maintain that requiring pharmacists to translate directions in languages they don’t understand is a huge liability.

However, stakeholders conceded that some changes to the current prescription-delivery model are in order.

KIDS OVERWEIGHT, PARENTS IN DENIAL

Many parents of obese children are surprised when doctors tell them their child’s weight is a health risk, a study finds.

UC San Diego researchers surveyed more than 200 parents whose primary care doctors referred their children to obesity clinics, finding that nearly one-third believed their child to be in good health and were unconcerned by their child’s weight, according to SFGate.com. In fact, 31.4 percent said their child’s health was “excellent” or “very good” when they enrolled.

The researchers also found that more parents were interested in improving their kids’ diets than increasing levels of physical activity, perhaps because some perceive the cost and time commitment of joining team sports or a gym as more daunting than altering eating habits.

NEW TAKE ON PRIMARY CARE?

A proposed pilot program would allow California paramedics to visit discharged patients who aren’t in need of emergency services.

The Office of Statewide Health Planning and Development will decide soon whether to approve the program, dubbed “community paramedicine,” in which paramedics would function as primary care providers, according to California Healthline. Under current state law, paramedics can provide only emergency care and are limited to transporting patients to emergency departments.

The pilot program would expand their scope to include making at-home visits for care and transporting patients with minor injuries or substance abuse issues to urgent care clinics.

The program aims to address overuse and misuse of the 911 system; primary care shortages; limited ability for physicians to make short-notice visits to patients at home; and a lack of options for those whose conditions don’t merit a trip to the emergency room.

No need to lock lips Simplified resuscitation technique focuses on blood flow, not breathing

p until a few years ago, cardiopulU monary resuscitation—CPR—was a complicated procedure. The person per-

forming CPR on a heart attack victim needed to make sure the patient’s head was in the proper position for a clear airway, then move back and forth between pushing on the chest to stimulate the heart and blowing into the mouth while plugging the nose to force air into the lungs—no easy task.

Training took hours, and even then, those who completed the course sometimes hesitated in a crisis, while well-meaning bystanders often would get the technique wrong.

Amy Castelluccio, an emergency medical technician who works as education coordinator for Butte County Emergency Medical Services, recalls trying to talk people through the process during her time as a dispatcher, and also the all-too-common scene she’d find when arriving as a paramedic. Trying to describe by phone the proper position to adjust the patient’s head was enough of a challenge; then, when the ambulance would arrive, EMTs often would find the patient with a bloated abdomen—a telltale sign that the air blown into the mouth had gone into the stomach,

not the lungs.

“Those were cases where people didn’t survive,” she said, “because they weren’t getting what they needed.”

In 2008, that all changed when the American

Heart Association revolutionized resuscitation with a new approach.

It’s called hands-only CPR, and that’s exactly what it is. Rather than worry about breathing, the resuscitator focuses exclusively on chest compression to get the heart beating.

“All of us have plenty of oxygen in our bloodstream,” explained RN Cindy Weaver, education coordinator at Enloe Medical Center. “We don’t need to worry about the airway by opening up the airway

and making sure we’ve got breaths. We just need to get that blood circulated.”

The technique is so basic, anyone can learn it in a few simple steps online (the AHA demonstrates it at www.handsonlycpr.org) or in a matter of minutes from a paramedic or nurse. Enloe has set up an instructional station at the Gateway Science Museum and conducted impromptu training at Chico State; plans include expanding to farmers’ markets.

“For the lay public to become involved, it has to be simple and has to be userfriendly,” Weaver said. “Nobody has to worry about mouth-to-mouth right away; you can just do compressions and add HEALTHLINES continued on page 14

How does hands-only CPR work? Really, there are just

two things to remember: • Call 911.

• Repeatedly press on the chest.

The training is more detailed than that, but not much. Weaver gave the CN&R a fairly comprehensive crash course by phone.

Place your hands at the center of the breastbone, and push hard and fast.

Don’t worry about a precise position: “There’s no magic [place] where your hands are other than in the middle of the chest.”

The ideal tempo is 100 compressions a minute. The AHA recommends using the beat of the Bee Gees classic “Stayin’Alive” but also has a Spotify playlist of 100-beats-per-minute songs for those who dislike disco or don’t have that chestnut memorized.

Keep going until paramedics arrive.

That, in essence, is hands-only CPR, whether for members of the public or medical professionals.

“The full classes aren’t as complicated now,” Weaver said. “It makes more sense, even [to people] above the lay public, and they’re easier to follow.”

The AHA formally launched hands-only CPR in 2010 with the set of heart-health guidelines it updates every five years. The association found the compression-only technique to be just as effective as CPR with breaths in treating heart attack victims, and quick action counts: “Effective bystander CPR provided immediately after sudden cardiac arrest can double or triple a victim’s chance of survival,” the AHA says, “but only 32 percent of cardiac arrest victims get CPR from a bystander.”

Weaver recommends gathering the family around the computer so kids can learn with their parents. Anyone can save a life if they know what to do, especially now that CPR has become elementary.

“Just don’t be afraid to give it a try,” Castelluccio said. “I think there’s a lot of fear about helping somebody, which is another reason why hands-only CPR has been considered to be so important.

“A lot of people, if they don’t know someone, they don’t want to put that mouth on that person, so in the past people have not intervened because it’s been always kind of drilled into your head that if you’re going to do CPR, you have to do compression and you have to do breathing.

“Now that we’re trying to get people to understand that hands-only CPR is OK to do, don’t be afraid to do it, because it does work.” Ω

Shannon Paige’s business, Soul Healing Horses. For the last year, Paige has been offering equine therapy services on her Oroville ranch, where people can spend time working with the horses in the hopes of challenging their own fears. But it isn’t just the people who are getting support; Paige rescues her horses, giving them a new home, and purpose.

Paige first found solace in horse companionship as a child.

“I grew up riding horses,” she said. “I was raised by an addict father, and the horses kept me sane. They were my best friends.”

She put her passion on hold when she battled her own alcohol and drug issues as a teenager. It wasn’t until several years later, when her daughter became interested in barrel racing, that her “horse fever” was reignited. “At the time, I was a massage therapist. I switched from massaging people to horses, because performance horses need massages.

I started studying it.”

After her divorce, Paige ended up on her mother’s Oroville ranch, where she had five American paint horses. “They’d stick their

noses at my door, asking to play. I would sit out and massage them, and it became a healing process for me. I had left an abusive marriage, my dad had just died, and I was in an emotional state. The horses helped me come back to life.”

Deciding to pursue equine therapy as a business, Paige began rescuing horses in March 2013. “I first used Craigslist to find them. Now people are offering them to me.

All the horses come to me thin, showing ribs with hooves that are unmanageable. Some come pregnant! But so far, none have been in such a god-awful state that there’s no bringing them back.”

Some of her rescues are local, while others require trips to the Oregon border, with an accompanying trailer, of course. Once she brings the horses to their new home on her 3-acre pasture, her first goal is to “fatten them up,” a much more pleasant alternative to the auctions and meat facilities where Paige says many give-away horses end up.

But it’s not just the horses that have been “recycled” by Paige. Their manure is put to good use as a natural fertilizer for growing grass around the pasture. Any leftover manure is available for free, to “anyone willLearn more:

ing to come and pick it up.”

Next, Paige begins to train the horses. “I need to see what they already know. That means putting on the saddles, bridling them, jumping on them; I have to go a little cowgirl on them.”

Much like her own experience, Paige encour-

ages those who have endured traumatic events to consider equine therapy. “I’ve worked with a lot of people who have been battered. But we all have wounds. The horses help open people up. They do most of the work; I just guide.”

Therapy sessions vary by client, but generally they start out with “the basics.”

“We talk a lot about the horses and groom them,” Paige said. “Then, hopefully, we’d work up to haltering and leading the horse, which really builds confidence for a person.”

For those who are ready, Paige offers rides along the Feather River, which spans 50 miles of endurance trails.

Shannon Rotter and her 11-year-old daughter have been volunteering at Paige’s ranch in exchange for therapy for the last two months.

“I wanted to use horses to help my daughter get through some tough times,” she said. “She was actually afraid of horses before, but wants to be a trainer. We go every Saturday, and she looks forward to it.

She used to worry a lot and I’ve noticed

that’s calmed down. She still has a little anxiety around the horses, but she was able to lead one of the mellow ones around and that was a turning point.

“Shannon is very confident with the horses. Every time we go out there we learn something new,” Rotter added.

In addition to therapy classes, Paige also offers services such as horsemanship lessons, and is working toward becoming a certified instructor through the Professional Association of Therapeutic Horsemanship.

Her open-pasture events introduce people, who may be interested in pursuing future lessons, to the horses. Paige also leases horses to those considering working with the animals long-term, which requires a thorough screening process. “Besides a contract, I need them to show me that they can ride, and that they have the land and money to take care of them.”

Between her therapy lessons and openpasture events, Paige estimates that at this point she’s worked with 100 people. “It’s a new business, and I mainly get referrals so far. My next goal is to find a new property with a proper arena.”

Celebrating 27 years of sobriety, Paige acknowledges her own journey through therapy; both through conventional rehab and Christian-based counseling. She hopes to use that inspiration to continue growing her enterprise.

“Giving horses a purpose and getting them involved in the community is a huge deal, especially for those who might be suffering.

Continuing to administer horses to them is what I hope for more than anything.” Ω

Sign-spinning stalwart Come rain or shine, snow or heat, Maldeep Singh braves the elements to bring an important message to the denizens of Chico: Little Caesars has $5 “hot-n-ready” pizzas. Arguably the most recognizable—and certainly the most consistent and long-lived—sign spinner in town, Singh can be found most days dancing at his station at the corner of East Eighth and Pine streets, his infectious smile spreading to many passersby. Even during the course of this interview on a day when the temperature reached 106 degrees, he never stopped moving, swinging his sign and keeping at least one eye on oncoming cars driven by potential pizza lovers.

How long have you lived in Chico, and where are you from originally?

I’ve been in Chico for 26 years. I’m originally from the island of Fiji, and moved here because I have family here.

How long have you been working here, and what other jobs have you worked?

Four-and-a-half or five years ago I applied here, and they hired me. I work most days here, six hours each day. I also have another job, at a Valero gas station.

Most days I work here and there, 11 hours [total]. I used to work in a warehouse at Koret Chico, out by the airport [stops to fist-bump a passing woman]. It was a good job, I worked there 16 years, but then it closed down. This is a good job. I will be here a long time.

Wow, how do you relax after 11 hours of working?

I relax with the TV. I watch the news and the Indian dramas. We get ZEETV from India.

Being married to a former sports writer, I’m fairly sports savvy. I brought a healthy knowledge of the NFL to our relationship, but Nick fortified our union by introducing me to college football, professional baseball, and perhaps most important, buffalo wings. So when I heard a new restaurant centered around sports just opened in Chico, and then a rumor about yet another sports eatery with an emphasis on wings coming to town, I was pretty jazzed.

The first is Shenanigan’s, which officially opened its doors last week in the old Albatross building as an upscale sports bar and restaurant. In my short time in Chico I’ve seen the north Esplanade building house The Albatross, The Gooney Bird, Blue Flame, The Albatross again, and now, Shenanigan’s. Shenanigan’s may just have a winning combination with owner Tamara Garner’s spunk and focus on service.

The restaurant looks great, with sports memorabilia hanging on the walls (a signed Ted Williams Red Sox jersey is among the lot), but what I’m sure will draw people in is the culture Garner is creating around customer service.

Garner hails from Las Vegas and moved to the area a few years ago.

She spent 14 years running a staffing company that provided wait staff, bartenders and other hospitality personnel to bars and restaurants on the Strip. She’s a burst of energy and someone you’d love to have a beer with. And that’s her vision: to create a relaxed atmosphere where customers can enjoy the company of their friends and those serving them.

Garner mentioned that she created a job fair of sorts when she hired her wait staff, bringing about 300 applicants to the restaurant. She asked bartender candidates to come to follow-up interviews dressed in costume and had them serve up three of their favorite drinks to Garner’s friends and business partners. I’m looking forward to ordering food and drinks from the dynamic, outgoing crew after a long day at the office.

When I was chatting with Garner, she reiterated a rumor that I’ve been hearing for a few weeks about Buffalo Wild Wings, a national chain restaurant, coming to the North Valley Plaza, on the heels of Wingstop opening in the Mangrove shopping center late last year.

Inquiries made to Buffalo Wild Wings media representatives were not fruitful, so I called up North Valley Plaza owner Lucy Parks to see if she could let me in on any information. Parks wouldn’t confirm Buffalo Wild Wings was moving in, but did say that the North Valley Plaza is getting two new restaurants, offering a glimmer of hope that one of them might be BWW. Parks also said that the vacant building that once housed Michael’s has a new tenant. Again, she couldn’t reveal the business, so you’ll have to watch this column for future updates.

After losing Mervyn’s and having long undeveloped lots, I’m excited for the new activity at the plaza. A place there to eat some tasty sauceslathered wings would just hit it out of the park.

n the morning of December 19, 2008, Tim DeChristopher woke up knowing he would somehow protest an auction of oil and gas leases on federal lands in Utah’s red rock country. How he would make his views known, though, was a mystery. When an official at the auction asked him if he was there to bid on land parcels, he agreed. That seemed like a good place to start.

At first, he bid on parcels to increase their prices—it didn’t seem right to him that the leases were going for as little as $2 an acre. But after more than half the leases had been acquired by oil and gas companies, he began bidding to win. He acquired the rights to 14 parcels—a total of 22,500 acres for $1.8 million—before he was escorted out of the auction, and held and questioned by federal officials.

His civil disobedience galvanized activists concerned about the climate crisis and the fate of public wilderness lands. Some, including members of his Unitarian Universalist Church, formed the climate justice action group Peaceful Uprising.

On April 1, 2009, DeChristopher was indicted on two felony counts: interfering with a federal oil and gas leasing auction and making false statements. He pled not guilty on both counts and rejected the offer of a plea bargain, so he faced 10 years in prison and a fine of $750,000. His supporters raised cash to cover the first payment on the leases he’d won. The auction of those lands—initiated under the Bush administration—was later ruled illegal and rescinded. But DeChristopher was found guilty. He served 21 months in prison and paid a fine of $10,000. He was released in April 2013 and is now attending

Tim DeChristopher was born in West Virginia, where his mother was an early opponent of mountaintop removal. He worked as a wilderness guide for at-risk youth and was studying economics at the University of Utah when he took part in the protest that made him famous.

Rolling Stone called DeChristopher “America’s most creative climate criminal.”

He was nominated for the 2011 Utahn of the Year by The Salt Lake Tribune, named a 2011 Visionary of the Year by Utne Reader, and was one of the “YES! Breakthrough 15” in 2012. The documentary Bidder 70 features his story, and he’s been interviewed by, among many others, Bill Moyers, Amy Goodman, and David Letterman.

Sarah van Gelder: What was the moment like for you when you realized you were going to go to jail?

Tim DeChristopher: Once I decided to start winning parcels of land at the auction, I pretty much knew I was going to prison. That moment was extremely liberating. It was the first moment that I felt like my actions were finally in line with what I felt was the scale of the crisis. van Gelder: I read that you decided to start bidding when you saw a friend burst into tears.

DeChristopher: That was one of the things that pushed me to the edge. I was feeling outraged that most of the parcels were going for $10 or $12 an acre. Some were going for as little as $2 an acre. And I saw toward the back of the room someone I knew

from my church, and she started crying. I think what drove her to tears was watching the inhumanity of it and the coldness of it— that there was absolutely no respect for what was being lost. The depth of her emotion justified the depth of my emotion; it made me feel like I wasn’t crazy for feeling outraged. van Gelder: Your description of a group of people calmly and bureaucratically proceeding to destroy something of immeasurable value reminds me of the phrase “the banality of evil.”

DeChristopher: That certainly would’ve fit the room.

That’s something that has always bothered me in the discourse around climate change; those who are choosing their own profits over people’s lives say, “Well, it’s just business.”

They make it cold and calculating.

It’s only “just business” for the people making profits. For a young person looking at climate change, it is personal. It is an older generation trading our lives for their own short-term interests, whether that’s fossil fuel executives trading our lives for profit or whether that’s baby boomer liberals trading our lives for their own comfort and convenience because they don’t want to take the risk of fighting back. van Gelder: That’s provocative! Do you want to expand on that?

priate for young people to express their anger at old people. But it’s just under the surface.

I don’t think we can have a healthy dialogue around climate change until young people are able to express that anger in an honest way, just like I don’t think we ever could have had really honest and productive dialogues around race without the expression of black rage. Certainly we need more than just rage, and on its own, it’s not productive. But if it’s not ever addressed, I think it’s hard to move forward in a trusting way. van Gelder: What is it that enrages you?

DeChristopher: I’ve met very few baby boomer liberals who understand what it means to be a young person facing the reality of climate change. It means that we’re never going to have the opportunities that our parents’ and our grandparents’ generations had, and that we’ve got this massive burden weighing on our future.

We constantly hear baby boomers saying to young people: “Stopping climate change is going to be the challenge of your generation.”

Well, that’s not really true.

We’ve known about climate change for 20 years, during the time when baby boomers were holding power in this country. Stopping climate change was the challenge of the baby boomer generation, and they failed because it would’ve meant making sacrifices and putting their children’s and grandchildren’s generations ahead of their own. They chose not to do that.

Certainly a lot of the blame falls on fossil fuel executives and politicians, but a lot of it falls on comfortable liberals who changed their light bulbs, bought organic, and sat back and patted themselves on the back. Young people don’t have the luxury of feeling like that’s enough—like they can go to their graves content that they drove a Prius and voted Democrat, so they don’t have to feel guilty about this catastrophe. van Gelder: That may be objectively true, but if you look at most young people, they’re doing as little as the boomers did.

DeChristopher: If you look at the masses in the middle, that’s true. But the masses are never who change things. I think you have to look at the people who are engaged and paying attention to the world, which is a minority.

I don’t know that there are necessarily more young people who are more awake and engaged, but I think those who are awake and engaged are looking at things in a different way than generations before, realizing that changing our consumer habits is not enough. We are going to be making sacrifices, both now in fighting this injustice and throughout our lives in dealing with the impacts of it. van Gelder: I’d like to go back to the moment when you stood in front of the judge and you said, “This is what love looks like.” Can you bring yourself back to that moment and recall what you were feeling then? Were you feeling love?

DeChristopher: To some extent, yeah. That was the first chance I had to speak freely in the court. And so I

spoke for probably half an hour. That last line, “This is what love looks like,” is the line I stole from a speech Chris Hedges gave when he was getting arrested outside of the White House, in 2010, I think. He said, “This is what hope looks like.”

My speech was directed at the judge. I was saying, “I’m not looking for your mercy. I’m looking for you to join me.”

But in a way, the judge wasn’t really my audience.

I was speaking to a much wider public about why I was there. van Gelder: Were you trying to get through to the jurors?

DeChristopher: No, the jurors had been gone for months at that point. I was never allowed to speak freely to the jurors. van Gelder: Do you think that if you’d had a chance to talk directly to the jurors you could have gotten through to them?

DeChristopher: Yeah, I think that’s a possibility. van Gelder: What would you have told them if you’d had a chance?

DeChristopher: There are things about myself and my case I would’ve wanted them to know. The biggest one is that the auction was later overturned and ruled illegal. That was something we were absolutely not allowed to tell them.

Another was the fact that we offered to mail the Bureau of Land Management the money as a payment for the leases, and they wouldn’t take it.

And we weren’t allowed to talk about climate change.

Also, I would have liked to explain the reasons going through administrative channels for objecting to the auction felt futile. Two months before the auction, the House Resources Committee, chaired by Raul Grijalva, issued a report about how the BLM under the Bush administration was taking volunteers from the oil and gas industry to process the written objections to proposed leasing parcels. van Gelder: And you felt that the jury had the right to choose what is called “jury nullification”—to actually go against the specifics of the law.

DeChristopher: And that would’ve been even more important: to remind the jury that their role is to protect our fellow citizens from the government.

Juries are not just there to take orders from the government and to do whatever the government wants. It’s the opposite. They were created because our founding fathers were leery of too much power in the hands of government officials. That’s why we have human beings, not computers, doing this job. We need jurors to use their conscience. That is the role of a citizen. A citizen should always use their conscience in all their civic duties.

One of the pivotal moments for me came during the jury selection when the judge called each juror, one at a time, into his chambers and asked them if they would do whatever he told them to do, even if it violated their conscience. And unless they said they were willing to do what they thought was morally wrong, they weren’t allowed on the jury.

That really clarified for me the power of conscience

as one of those key factors that determines which road we’re going to go down—whether we respond to the climate crisis by turning against one another in fear or turning toward one another in love. I saw one juror after another say, “Yes, your honor, I’ll do whatever you tell me to do, even if I think it’s morally wrong.” And when I saw that, I saw how some of the great mass atrocities in history can happen.

But I also saw the prosecutor freak out. I saw him panicked and terrified at the notion of citizens using their conscience when they’re exercising their civic duties. And just as powerful as understanding how atrocities can happen was seeing a U.S. attorney, who has the full power of the United States government behind him, terrified at the power of conscience.

I saw that on the one hand if people let go of their moral authority, any atrocity is possible. But on the other hand, when people hold onto their conscience and the shared moral agency of their community, there’s no institution and no power that can’t be affected by that.

That’s part of why I’m going to divinity school. I see this question of whether or not we have faith in our own moral authority as a spiritual issue. van Gelder: So how do you see your role? Once you’ve graduated, will you become a minister in the Unitarian Universalist Church? Do you see your role as helping people acquaint themselves with their own moral calling?

DeChristopher: I’m not sure. I think if I had those answers, I wouldn’t be in divinity school. I’d just go do it. I’m there because I have an understanding of what the challenge is, and I know that whatever my path is, it needs the kind of spiritual foundation that I’m getting in divinity school.

In terms of connecting people with their own moral authority, I think that’s deep, slow work that’s not done alone. I think that’s something that’s done

in a community. van Gelder: I grew up in the Quaker tradition, which asks that of each person. There’s no minister— no authority to turn to—so each person is expected to figure out for themselves what action to take within the context of a spiritual community. But it tends to be slow work. It took many Quakers years to decide that they were going to release the slaves they owned and oppose slavery overall. But once they figured that out, they became the backbone of the abolition movement. It’s a quandary. We don’t have a lot of time.

DeChristopher: We’re also not starting at the beginning— there is a strong critical mass of people who see the crisis that we’re in and are committed to resisting it and fighting for a healthy and just world. So that part of the choice has been made. It’s just building the discipline then of getting to the point where responding is automatic. van Gelder: But do we want our responses to be simple and automatic? Our moral quandaries are quite complex. I’m reminded of Thoreau’s response when Emerson asked what he was doing in prison, and Thoreau answered: “The question is what are you doing out there?” Because we could all be in prison every single day of our lives for the atrocities we’re allowing to go by. Each one is a choice.

DeChristopher: True. And I think we need to spend more time understanding where that line is for us— what we’re going to tolerate and what we’re going to absolutely not accept. With a better idea of where that line is, we can respond more quickly, and our conscience can kick in faster. van Gelder: You’re at Harvard. You’re at this center of power and the elite. And you’re at the divinity school there—a center of spiritual inquiry, which you mentioned is ecumenical. What is this like for you, coming

right out of prison?

DeChristopher: The experience of the Harvard Divinity School is very different than the experience of Harvard. The experience of being at Harvard is just saturated with privilege in a really disgusting way. van Gelder: What is that like for you?

DeChristopher: It’s disorienting.

I’m probably one of the few people at Harvard who has spent time being homeless and in prison, and to now be surrounded by that level of privilege at times makes me feel guilty and at times just feels like a heavy responsibility.

People refer to “Harvard Yard,” the old area of Harvard, and they’ll talk about a class in one of those buildings, and they’ll say, “It’s on the Yard.” And when I first started hearing that, I thought “Man, a year ago I was in prison, and when people would say ‘on the yard,’ that meant something very different.”

The divinity school has a very different feel than the rest of Harvard. It’s a far more humane place.

In the rest of Harvard, knowledge is a commodity that can be used for our purposes, and used against others. Whereas in the divinity school, it feels like knowledge is a relationship; it is something that connects us to others. van Gelder: I realize there’s a lot of uncertainty, but as you look ahead, what do you think you will be doing next?

DeChristopher: I’ve gotten involved with some folks from the Lakota Nation in Pine Ridge, South Dakota, to plan a unity concert in September in the Black Hills. This concert is an effort to try to create some trust across cultural divides in areas where trust has been repeatedly violated, so that we can unite to be more effective in the struggle for a healthy and just future.

Also, there’s a case coming up in May of Jay O’Hara and Ken Ward, who anchored a lobster boat in front of the Brayton Point coal plant south of Boston, blockading a coal shipment. They’re going to trial in May. They might actually have the opportunity to argue in court that they acted to prevent the greater harm of climate change.

I’ve also been in some conversation with Jonathan Moylan in Australia who did a Yes Men-style action there around a coal mine and issued a fake press release that caused a lot of bad PR for the coal company and the bank that was funding it. He is now facing 10 years in prison, and he’s going to trial in June. I don’t know the Australian legal system, but I do know a bit about using the trial as an organizing opportunity. van Gelder: Looking ahead further, how do you think the climate crisis will affect our future?

DeChristopher: I think it’ll cause massive food shortages and disruptions of our agricultural system.

At the same time, we’re looking at an ever-increasing number of migrants whose homes are under water and who are moving into areas that are already stressed—because of droughts, because of food short-

ages, because of a generally unworkable economic model. These communities are already insecure, and they’ll have waves of other people coming in who are completely insecure themselves, and we can see the conflicts that can come out of that.

I think there’ll be plenty of opportunities for those in power to pit people at the bottom against one another, to say: All those hardships you’re facing, those are the people who are causing them—that group, whether it’s migrants, unions, religious groups, whatever it may be.

And if we’re not ready for that as a society—if we’re not committed to a path of cooperation—then there’s a potential for us to create a really ugly society that could bring out the worst in us. People feeling insecure can be driven to do really ugly things to their fellow human beings.

I think there’s also the potential for the opposite to happen. People in times of hardship can turn toward one another, and hardship can bring out the best in people.

And those hardships, those shortages, could be an opportunity to reflect on what’s really important to us and to create new bonds.

Look at the difference between the aftermath of Hurricane Katrina and of Hurricane Sandy. After Katrina, what filled the void was militarism, police power, and violence.

And immediately following that was corporate power and the privatization of public resources.

After Sandy, the first thing that filled the void was the people power of Occupy, and they were in every neighborhood. So people power created new bonds and even healed old wounds.

One of the stories that came out of Occupy Sandy was of a young guy in Occupy who shoveled out the basement of a guy who turned out to be the cop who had beaten him up in Zuccotti Park.

The cop was like, “Why would these horrible kids—these people we were told to beat up—why would they be shoveling out my basement?” It became an opportunity for a real connection: The kid could express his values and his worldview and the reasons why what they were doing in the park was the same thing as what they were doing shoveling out his basement.

I think a lot of people looked at Occupy and said, “Why are they spending so much time sitting around talking?” Completely unproductive, right? But they built networks. They built relationships. They spent a lot of time articulating their vision and values and being reminded that this is their community—this is their society. When Sandy happened, we realized, that’s what they were doing. They were getting ready for whatever lay ahead.

That’s why I think activism right now is so critical.

The only thing inevitable about our future is that the status quo cannot continue. We know things are going to change. But we can go down very different roads from this point.

Bands, deejays and other performers will play on two stages—the indoor bar stage and the outdoor main stage, nestled between the wilderness and the riverside.

To escape the heat, festival-goers can float on the river and still hear the funk flowing right along with the current. Overnight accommodations include campsites, cabins and hotels with a view of the river and the music. There will be vendors, including food and beverages (with a full bar) for purchase.

What will set this festival apart from the many other Nor Cal summer festivals, Rouse said, is the relaxed, inclusive, familyfriendly vibe of rural Belden. Well, that, and the fact that it’s an all-funk fest.

“Funk music has that draw which is primal, y’know, the ‘unh,’ the U-N-H. But it’s also joyous and it celebrates the human experience,” Rouse said. “It’s really the human experience put to music … that gets you to dance and celebrate and shake off and have that shared experience with other people and the band of what it’s like to be human.”

Highlights on the schedule include Jelly Bread, an alternative rock-soul-funk band from Reno; Chico’s funky jammers Swamp Zen; Oakland’s Funk Revival Orchestra; and

Moksha, a rock-funk band from Las Vegas.

The Saturday headliner—Reno’s heavy-horn funk and soul group Mojo Green—is an act Rouse is particularly looking forward to. For the second half of Mojo Green’s set, the band will back up “Hornageddon,” an 11-piece horn section composed of artists from various bands.

“I don’t think there’s a band that we’re really, really interested in that’s smaller than seven pieces,” Rouse said. “The bigger, the better.”

The duo hope to keep expanding the event. If it garners a good response, they plan to invite bigger funk acts from all over the world.

Backstrom—who just returned to Chico last weekend from a year abroad in Ecuador and Costa Rica—and Rouse have spent 18 months planning the festival, working out the details, securing permits and lining up sponsors. They wanted to take the time to make sure it turns out right and that people feel good about it, Rouse said.

“We kind of have big visions for it,” Rouse said. “We both see it as something that could grow quite large, so we didn’t want to have anything hanging over it.”

Rouse said support from sponsors and excitement from the community has been great. He’s eager to see it all come together.

“The bands that we’re having and the people who are coming are all wonderful people,” he said. “I’ve been working on this so long that I’m really looking forward to seeing the smiles on people’s faces.” Ω For the Funk of It festival co-organizer Spencer “DJ Spenny” Rouse is chill before the funk.

Growing up in the Midwest, where local fish was so abundant that it could, or should, have been a mainstay of every diet, Henri was continually astonished to see our neighbors blatantly disregard it in favor of highly processed meats and cheeses. Even when fish took the stage, at the state and county fairs, it usually was in the form of perch pie and deep-fried walleyeon-a-stick—or tuna imported from God knows where and whipped with Jell-O into “salads.”

Thankfully, mon père frequently sought out local fishermen, and brought home whole salmon and sometimes sturgeon, which he’d grill and smoke, and of course were ingredients in his wonderful fish stews.

And, now, having read Greenberg’s fascinating and urgent book, I see that the Midwest was, as it so often has been, a metaphor for the rest of the country: bounty at our fingertips, discounted, disparaged, nearly destroyed.

In American Catch, Greenberg, New York Times contributor and author of the award-winning Four Fish: The Future of the Last Wild Food, discusses the demise—and to some degree the recoveries—of three separate American fisheries.

The first chapter tells the story of the two kinds of New York City oysters: the ones in restaurants and markets, which have been farmed elsewhere and imported; and the ones “wild and live” in the harbor, “polluted, diseased, and staggeringly reduced from their former numbers.” When the Dutch first arrived in the area in the 1600s, the estuary was not only abundant with oysters but the natural oyster reefs partially formed Ellis and Liberty islands, as well as seawalls that protected the harbor. Hurricane Sandy, in 2012,

would not have done nearly the damage had those natural seawalls not been dredged away.

The harbor would also be cleaner, a single oyster having the capacity to filter up to 50 gallons of water a day.

The second chapter is mostly about Louisiana shrimperies, but also how shrimp in general “tell the story of the unraveling of the entire American seafood economy.” Greenberg writes, “Fifty years ago, 70 percent of our shrimp was wild and most of it hailed from the Gulf of Mexico. Today, 90 percent of our shrimp is farmed and imported,” mostly from Asia. In fact, American seafood imports have increased 1,476 percent over the last half century.

This becomes especially puzzling—though Greenberg lays out the economic reasoning for it—in the third chapter, about Alaskan salmon, 79 percent of which is flash frozen and exported to China, where much of it is processed and sent back to the U.S. for consumption. And here is where Greenberg takes off his reporter’s hat and dons his fishermen’s advocate cap (literally, in an encounter with Supreme Court Justice Sandra Day O’Connor). In the final pages, Greenberg argues against the proposed gold-and-copper Pebble Mine of Alaska’s Bristol Bay, which would have a disastrous impact on the 5.3 million pounds of seafood a year produced in those waters.

Throughout the book, Greenberg takes us along on his travels, introducing us to crusty old shrimpers, fish mongers, Native American elders, and inner-city school children (from New York’s Harbor School).

In the end, the picture’s not as bleak as it might be.

While “seafood fraud” continues to be a problem (Oceana.org reports that up to 70 percent of fish sold in markets is mislabeled) and shoreline fish buyers and processors are forced to make way for resort hotels, positive things are happening, many in belated responses to legislation such as the Clean Water Act and the Marine Mammal Protection Act—most notably the EPA’s proposal this last July 18 to restrict development of the Pebble Mine. Greenberg is also excited about community-supported fisheries, which link fishermen directly with consumers and are just recently becoming very popular in fishing communities around the country. Vision questing with L.A. psychedelic western band Spindrift

A rolling ball of tumbleweed slows, stops in front of me … then asks for directions. by That’s how it felt at the Howard Hardee Spindrift show Friday night h owa rd h @ (Aug. 1) at the Maltese Bar & Tap new srev i ew. c o m Room—as if I was on a peyotefueled vision quest, dark and disorienting on a number of levels, Review: yet undeniably goofy and fun. The Spindrift, Trox and Los Angeles-based band kept it the Terribles, and weird from the moment frontman The Rugs, Friday, Aug. 1, at The Maltese Kirpatrick Thomas—eyes invisible Bar & Tap Room. behind a pair of reflective, swirlylensed goggles—stepped on stage to a backdrop of trippy Old West footage.

But the evening started out far less psychedelic.

Local indie outfit The Rugs, fronted alternatively by guitarist/vocalist Jeremy Gerrard and singer/songwriter (and Duffy’s Siren) Katrina Rodriguez, ran through a set of mid-tempo country-rock numbers, many of which can be found on their fairly new album, Make Yourself at Home.

Gerrard, keyboardist Nolan Ford and drummer Austin King bore instruments adorned with matching rugs. Because they’re called The Rugs, get it?

High musicianship abounded—namely, King’s minimalist pitter-patter percussion style and the group’s three-way vocal harmonies, perhaps best exemplified by the staggered refrain of “I don’t want to be famous” in “Peaceful Latitude.” And Gerrard tore up serious carpet, ripping a series of smooth, soulful solos with his upholstered ax.

The pace quickened significantly as new local crew Trox and the Terribles—fronted by The Hasta La Pizzas guitarist/vocalist Trenton “Trox” Burnham—took the stage armed with riff-heavy garage rockers. Whatever skepticism I had based on the bassist (Elliot “Colonel Devil Dog” Maldonado) dressed like the biker dude from the Village People disappeared once they plugged their classic guitars into classic amps and turned up the crunch. As

a group, the Terribles appeared to have only one setting—chuggin’ hard enough to plow through waist-high snow while riding a horse. The clear highlight for me was closing number “Euthanasia,” built around a simple alternating riff and featuring raw, hyper-dramatic punk vocals.

Having been together, in various forms, since 1992, the highly polished Spindrift instinctively functioned as one unit, not merely as individuals playing separate parts. And while the previous two bands operated within the limits of clearly defined genres, Spindrift has created its own.

In terms of song structure and tonal variety, Spindrift was pleasingly all over the place. The backbone of their sound is heavy rock, with layers of cowboy twang, echo and feedback on top. Drummer James Acton appeared to be in control of auxiliary sounds, among them that haunting train whistle as well as some deep synth.

Their set was almost entirely instrumental and highly cinematic—even more so with the whacky footage of gunslingers and fighting braves projected in the background. (Spindrift has, in fact, scored several movie and television soundtracks, including a recent documentary of their tour of American ghost towns and national monuments, Ghost of the West.)

When Thomas did use his microphone, it was mostly to whisper smoky, indistinguishable vocals— like Johnny Cash treated with a metric ton of delay and reverb. Thomas also proved to be a creative guitarist, tweaking his many effects on the fly for optimal space noises.

There were a couple of creepy, down-tempo epics à la The Doors, but the high-energy selections were most memorable. For example: the aptly named “Indian Run,” the perfect backing track for an Indian-chase scene in a spaghetti western flick.

Beginning with traditional Native American drumming and chanting, it became a bombastic stomp with the addition of overdriven guitars and rock percussion, and then built into a full-on gallop during which you could practically feel the arrows whizzing past your cheek. It was one of the best live songs I’ve seen performed.

Afterward, my ears were ringing a little. Or Ω maybe it’s that train whistle, still blowing.

Shattered Reigning Sound Merge Records Those who know Greg Cartwright’s work with Reigning Sound (and previously with the Oblivians and the Compulsive Gamblers) likely will tell you he’s one of the great songwriters of the past 20 years. Of course, it’s a relatively small segment who own Reigning Sound classics like the soulful and brittle Break Up, Break Down and the rambunctiously great Time Bomb High School. The band’s latest fulllength, Shattered, was just released on Merge Records, and should rightfully turn Reigning Sound onto a few new ears. It’s also their best effort since 2005’s odds and ends collection, Home for Orphans. Cartwright strikes a perfect balance between his garage rock and R&B proclivities. Nothing sounds forced, and the songs feel like they’ve been given a little more TLC than those on the band’s last album, 2009’s Love & Curses. “North Cackalacky Girl” crackles like rock ’n’ roll did back in 1955—guitars, organ and harmonies melting together like butter. “If You Gotta Leave” shows Cartwright’s ability to pull aching sadness deep from the gut. This is the pure stuff. And with Cartwright now at a place where he’s not trying for too much guitar, he’s made room for more soul. Not that he’s ever lacked that.

The Strain FX, Sundays, 10 p.m.

Three episodes in, The Strain’s biggest problem is that it’s yet to become infectious. What made Guillermo del Toro and Chuck Hogan’s book trilogy—about parasitic vampires with mouth stingers akin to Alien’s Xenomorphs—so addictive were the engaging characters slaying vampires amid personal tragedy.

Good, popcorn fun. The novels have a large ensemble cast and it’s taking The Strain quite some time to introduce them all—let alone give them due time—and the story is unraveling perhaps too slowly. For those who’ve read the books, it’s clear things are ramping up, but those coming to the series fresh may find the pace discouraging. There’s hope, however, in the form of creepy visuals, imaginative scares and a great cast—Kevin Durand is intimidating and hilarious as the heart-of-gold exterminator Vasiliy Fet, and Jack Kesy’s less-thanglamorous rock star Gabriel Bolivar is straight off the page. They’re still largely teasing the monster’s reveal, and the chilling images—a young girl’s face partially submerged in milky white water with a thin trickle of blood drawing toward her lips—are so frighteningly reminiscent of the book that I’m hopeful that, given time, FX will deliver enough angst-ridden vamp slaying by screwed-up characters that even Buffy will take note.

Inspired by the popularity of Loot Crate and myriad monthly subscription boxes offering everything from pet products to jewelry, the comic-loving folks of Blind Ferret introduced Comic Bento last month. The graphic-novel subscription service gives readers “more than $50 worth of comics” every month for $25, including shipping and handling. The inaugural selection was nice, delivering on the Montreal-based company’s promise to include a variety of big-name and indie publishers. Seemingly, most subscribers received Looking for Group: Volume 1—not surprising, as it’s a Blind Ferret title—but the selection varies from there. My shipment included another (rough but enjoyable) webcomic, Schlock Mercenary: Under New Management; James O’Barr’s 2012 return to The Crow, The Crow: Midnight Legends, Volume 1: Dead Time; a chunky Marvel Essentials featuring teamups with The Thing; and JLA’s high fantasy adventure, JLA: Riddle of the Beast. Though the shipping box appeared as if Thor’s Mjölnir delivered the parcel, all books arrived in great condition, protected by a cute little Blind Ferret plush. With a retail value close to $80, it’s easy to excuse the odd title that doesn’t click, especially when Blind Ferret’s selection is spot-on, or introduces you to a new favorite title, writer or artist.

Throw in the new Disney Star Wars franchise just to make the Evil Empire comparison complete and … and …

Damn, Guardians of the Galaxy is shiny.

But that might’ve been expected. If someone was gonna make a swell comicbook movie despite the aggressively calculating influence of both Disney and Marvel Guardians of (really, if the Earth opened up and swalthe Galaxy lowed those two companies and then closed Starring Chris Pratt, Zoe back up without leaving a trace of their Saldana, Bradley degenerate influence on film I would die a Cooper and Vin satisfied man) it would be writer/director Diesel. Directed James Gunn. And yep, he did it.

Gunn was writer of the better-than-theCinemark 14, Feather River original remake of Dawn of the Dead and Cinemas and the writer/director of the vastly entertaining Paradise Cinema box-office bomb Slither. He’s been a film7. Rated PG-13. maker to keep an eye on since graduating the Troma School of low-budget filmmaking, and writing, producing and starring in The Specials, one of the first deconstructionist swipes at superheroes (released in 2000, Poor but cut years before the woefully inadequate 1999 knockoff Mystery Men).

The story here: Charming half-human/ Fair half-alien rogue Peter Quill (Chris Pratt) steals a MacGuffin and teams up with a band of misfits—including a foul-tempered Good talking raccoon and a sentient tree (voiced

by Bradley Cooper and Vin Diesel, respectively)—to avert the destruction of the galaxy from some intergalactic Conan the Very Good Barbarian dude. Or something. It’s kind of shambolic, but in a good way. (I’ve always wanted to use that word.)

Excellent Guardians of the Galaxy is easily the

most entertaining movie of the year, a delirious romp through the CGI cosmos that justifies the gallons of pixel dust it splashes across the screen. Gunn isn’t shy about wearing his influences on his sleeve, as GOTG evokes everything from the best aspects of the original Star Wars, Joss Whedon’s Firefly and all sorts of other fun stuff—even the 1950s noir classic Kiss Me Deadly for a moment of WTF? Actually, there are a few of those (welcome) moments.

Like Quentin Tarantino or Edgar “Shaun of the Dead” Wright, Gunn is a pop-culture montage-ist, and Guardians demands a second (or third, or fourth) viewing just to sort it all out.

But the first viewing is an experience; a vicarious experience of joining a filmmaker who is obviously strapped in and enjoying the ride himself. Ω

Chef

There’s much else on his film’s menu, but writer/director/star John Favreau is unmistakably the presiding spirit at the heart of this rollicking crowd-pleaser.

Favreau plays Carl Casper, a Florida-based chef and gourmand given to robust tastes and adventurous cuisine. He’s also trying to be more of a father to young Percy (Emjay Anthony), who lives mostly with Carl’s exwife, Inez (Sofía Vergara). Renewed attention to family responsibilities becomes even more complicated when Carl has a falling out with the restaurant owner (Dustin Hoffman) who bankrolls his culinary endeavors.

With a little help from a friendly assortment of old pals and former associates, Carl rebounds from these setbacks by setting up business in a refurbished food truck and taking it on the road, heading west from Florida, with Percy and longtime sidekick Martin (John Leguizamo) on board as his crew. There’s an amiable sort of predictability to most of this, and it may be only the prevailing spirit of rambunctious camaraderie that holds the story and its characters together. Pageant Theatre. Dawn of the Planet of the Apes

The latest Planet of the Apes picture is a surprisingly lively combination of actionmovie blockbuster and dystopian allegory.

The action is spectacular and smartly orchestrated, and the allegorical elements, mostly obvious but not without an unpredictable edge, retain a modest but real contemporary sting. The film’s juxtapositions— the humanity of some of the apes and the brutality of some of the humans—further complicate the question of audience identification throughout the story. The allegorical elements focus in particular on war, the destruction of nature, the politics of fear, the toxicity of several kinds of power, guns and the propensity to violence, etc. The most crucially heroic figure in all this is Caesar (Andy Serkis), the wisest and most charismatic of the apes. His closest human counterpart is the scientist/adventurer Malcolm (Jason Clarke). Both have their respective imposing shadow figures—the

Lucy

One way to watch this film is as the third section of an unofficial but weirdly beguiling Scarlett Johansson trilogy. She was the seductive voice of an operating system in Her and the fatally attractive human body assumed by a homicidal alien in Under the Skin. And now she’s a mind-blowing super-powered warrior woman in Luc Besson’s latest action fantasy. Besson’s script has Johansson’s Lucy as the unwitting recipient of an experimental drug that endows her with unimagined mental powers.

She becomes the radically dynamic embodiment of the theories of a scientist (Morgan Freeman) who speculates authoritatively about what would happen should human beings start activating more than 10 percent of their brains’ capacity. In Besson’s hands, this becomes a flamboyantly pulpy mixture of trippy special effects, sub-Asian gunplay farce, and some facetiously cinematic pantheism. Oddball humor, some reflections on the future of human emotion, and Johansson’s vivid deadpan performance help ensure some lively entertainment amid the obvious silliness. SORRY THAT MY FRIENDS ARE SO RAD Maybe it’s not polite to brag, but

whatever. My co-workers often make cool art, and I can’t help that.

Wearing my editor hat, it’s not right to do features on people with whom I work closely. But wearing Arts DEVO’s Energy Dome, I tell myself it’s OK to bend the rules and talk about anything that the dome picks up and transmits into my little brain—stuff like Lookin’ for a Hole, the wonderful new CD by Michelin Embers, featuring CN&R staff writer Ken Smith on ukulele (plus Ska-T on lap steel, Steve Bragg on gut bucket and Johnny Shanker on guitar/vocals).

I am biased, for sure. But I’m also correct in saying that this is as good as local music gets. If you don’t already know this, put on your boots and kick up some dust at the EP-release Michelin Embers, Lookin’ for a Hole show this Saturday, Aug. 9, at Duffy’s Tavern and tell me I’m wrong. The music is enough to make you pick up a copy of the disc, but the creepy cover art by local artist Rick Barnett (currently on Chico sabbatical, doing a year-long ceramic-making residency in Taos, N.M.) is amazing and worth the $5 price on its own.

And speaking of Barnett, he soon will be showcasing his art at a two-person show, titled Washing Dishes, at the 1078 Gallery (opening Sept. 11) with another co-worker/friend/rad artist, Mallory Russell. The CN&R calendar assistant and receptionist works in multiple media, often manipulating objects in unexpected ways (embroidered wood, oversized microscope slides) or creating fantasy worlds in one-off installations (“Moonlight Properties,” featuring mobile personal spaces for the modern spacedeprived human). Whatever ceramic, painted, textile pieces end up being in the duo’s show, Mallory Russell it’s sure to be trippy and unique and definitely worthy of mention in a column DEVOted to shining a light on local art.

The buying of government debt by the Federal Reserve was known as quantitative easing. The theory was to keep interest rates down and grow the economy. The Federal Reserve in essence printed money to hand over to the U.S. Treasury to meet its borrowing needs. The Federal Reserve sold off some of its short-term U.S. Treasury bonds and took in cash to buy long-term U.S. Treasury bonds of 10 and 30 years in length.

This helped push down long-term bond yields, which automatically pushed down interest rates for 30-year fixed-rate mortgages.”

The Finance Guy went into a protracted explanation that went something like this: The economy is improving and when inflation picks up, the Federal Reserve will need to sell off the bonds it purchased. A lack of investors will step up to buy the bonds, so the Fed will offer higher interest rates on the bonds to attract buyers.

Higher interest rates for bonds will mean higher interest rates for mortgages.

I reminded the Finance Guy that his track record for accurate predictions over the last decade was not too good.

“Clearly,” he said, “my calculations and prognostications are in line with those of many esteemed colleagues, and are more accurate than they appear.”
