Getting to the root of homelessness Iand endeavoring to ensure every member of our community has access to fair and adequate shelter and sanitation. ’m with the Chico Housing Action Team (CHAT)

We believe the only option within current economic constraints is through the innovative tiny house village approach. It would be preferable to provide shelter consistent with local standards of housing, but according to the current Chico Housing Element, it costs $200,000 per unit for affordable housing, meaning it would cost $200 million to provide homes to the nearly 1,000 homeless people who live in Chico.

Incidentally, 1,000 is about 1 percent of Chico’s urban population. Redding’s homeless population is about 2 percent by and Oroville is at 3 percent, so we’re Dan Everhart doing pretty well in comparison.

CHAT members plan to begin addressing those underlying problem by providing minimal standards of adequate shelter and we predict that our efforts will save money for the larger community.

The condition of homelessness carries with it considerable external costs, including emergency rooms, shelters, jails, courts, rehabilitation, behavioral health and police hours.

It is widely recognized that giving people homes is cheaper than leaving them without shelter. Researchers examining the Housing First model have found that it costs $40,000 on average annually to have a person living on the streets while it costs only $13,000 to give them an apartment.

Hopefully, before long, the $13,000 in annual funding will become available for a full-blown Housing First approach to homelessness, but in the meantime, simple, small campgrounds/tiny house villages would be a step in the right direction.

Large percentages of homeless people are veterans, have been in foster care, or have behavioral health issues that sometimes include extremely challenging psychiatric disorders. It’s a sobering realization that we’re spending extra money to make life harder for such vulnerable populations. Let’s do the right thing by embracing compassion and at the same time save some money. Ω

On Tuesday, during the council’s regular meeting, both came out in opposition of a request to amend municipal code by adding a section on nondiscrimination as well as a resolution on labeling foods containing genetically modified organisms. Both agenda items were dismissed by right-wingers as feel-good proposals and a waste of city staff time (see “Across the great divide,” by Robert Speer, page 10).

That’s disappointing considering the former proposal seeks only to bring the city’s code up to date with state and federal civil-rights laws while the latter seeks to send a message to state lawmakers that consumers have a right to know what’s in their food.

Some accused the liberal members of the panel of pandering to their political interests. But the fact is, these are bipartisan issues.

Fortunately, five out of the seven council members recognized that and voted in favor of the items. We want to commend them for doing so. And we want to encourage the other two, Councilman Sean Morgan and Vice Mayor Mark Sorensen, to see beyond party lines.

Ironically, in the case of GMOs, it behooves them politically to ease up on their rigid defense of all things business. After all, as one labeling advocate noted, a majority of Chico voters (55 percent) want to know whether their foods contain GMOs. Again, their constituents want this. That’s unsurprising considering what’s happening elsewhere in the country. Vermont is poised to become the first state in the nation to require such labeling, and, after that, and the ensuing legal challenges that may temporarily stall it, other states will follow suit.

Sorensen and Morgan also voted against the city’s ordinance restricting the use of single-use plastic bags at certain retail establishments. That item was brought back on a technicality, but once again, the issue was politicized as a time-waster. We’re tired of the same old rhetoric and would like to see some flexibility on issues that clearly are important to the citizens of Chico. Ω

Aiding diversity The state Legislature pulled the plug recently on a proposed

constitutional amendment that would have reinstated some form of affirmative action in the University of California admissions process.

It’s understandable to want to avoid using race as either a positive or a negative when admitting students to the public university system. However, the effect of these “race neutral” admissions has been to reduce the number of black and Latino students—and that leads to not only less diversity on campuses, but also fewer minority students in government- and community-leadership positions post-college.

There is one way to encourage diversity that doesn’t rely on race, and that is to offer programs that encourage the admission and support the academic success of first-generation college students. The post-World War II GI Bill enabled millions of first-generation college students, immigrants and the children of immigrants, many of them from impoverished backgrounds, to earn a college education. It changed our nation and led to a period of innovation, prosperity and social and civil-rights advances.

We still have plenty of first-generation college students who could use help. Without parents to guide their college experience, too many of these students find state universities confusing, frustrating and impossible. And it’s not as if affirmative action for first-generation college students would automatically affect only racial and ethnic minorities and recent immigrants. There are plenty of white American families that have never had a college graduate.

Let’s talk about diversity on campus in a new way, one that rewards the hard-working first-generation students, the next American success story. Ω

It’s called editing Editing isn’t the strong suit of the Synthesis, but never was that more apparent than this week, when that paper ran a Q&A with former CN&R columnist Anthony Peyton Porter about losing his space in this newspaper. It was written under a pen name, and at no point did anyone bother to seek comment from me. Both chicken-shit moves.

So I’ll set the record straight here.

One of my jobs as editor is vetting stories for such things as invasion of privacy and libel. All of the CN&R’s editors keep an eye out for such circumstances, but I make the final determination.

I made that call a few months ago when I scrapped several pieces submitted by Porter, a longtime freelancer. The first one was about someone suffering from mental illness. The piece was flawed because it gave enough context to identify the private citizen he was referring to and the information could have harmed that person, both personally and professionally, for the rest of his life. Moreover, because it was a clear case of invasion of privacy, it was a lawsuit waiting to happen.

The second one was about Sid Lewis, the Chico musician accused of masturbating in front of a teenage girl he’d hired to clean his house. But to a larger extent, it was about the girl, a minor and alleged sex-crime victim.

It smacked of misogyny and victim-blaming. And I refused to print it because it would be ethically irresponsible to do so.

I didn’t reject Porter’s columns because his opinions varied from this newspaper’s. I rejected them because innocent people would’ve been adversely affected. That was made clear to Porter, but instead of writing about something else or editing his work, he basically gave me and the other editors the middle finger by crying censorship in a replacement column he submitted. I refused to print that, too. He printed it himself on his blog. And I showed him the door, as is my right as editor.

What Porter calls censorship, the CN&R calls responsible editing. In these particular cases, the people Porter wrote about deserved to be protected, and I stand by my decision to do so. I did give him the courtesy of saying goodbye to his readers and explaining his departure, which is why it’s ridiculous that he is now, according to that Q&A, charging that I wasn’t clear about why he was let go.

Nixing the column was a tough call. Porter has a long history with this paper and he’s written some thoughtprovoking pieces, including some especially touching ones about his beautiful late wife, Janice. And I like the guy. But he crossed the line and it’s clear to me that what he’s going for these days is a great departure from the mission of this newspaper. It’s my job to stay true to that.

As for the Synthesis, its editor, who really ought to look up some journalism fundamentals, took us to task for not printing the Sid Lewis piece. She said she thinks “there is value in running content that’s so on the edge.”

Then why, I wonder, didn’t she print it?

The ideal location Re “Dialogue is key” (Editorial, May 1): Actually, the best place for the market is in the streets, which is a best practice of hundreds of markets throughout California. The current location is simply too small. At most, it can support about 3,000 unique visitors per week. The current market offers very limited variety, because of the size. They can, and should, do better.

The location proposed behind City Hall is also too small. The ideal location for the market is on Fourth Street from Main to Flume, and Wall Street from Third to Fourth. There are no businesses open on Saturday or residents to be inconvenienced. It would double the number of vendors, and triple the number of potential visitors.

I think this initiative needs to come from the city; if they offer this footprint at a reasonable rate with a three-year (or longer) franchise agreement, I predict the CCFM board (as opposed to the Friends) will accept it. This doesn’t need to rise even to the council level to make it happen. Cut out the politicos (on both sides), and have a simple negotiation between the business operator (CCFM board) and city staff. Present it to the council as a done deal for summary approval and move on.

Speaking of the market “Market confusion” (Newslines, by Tom Gascoyne, May 1): If this farmers’ market fight carries on any longer, methinks a disc golf match is going to break out.

“It’s weird.” That’s what Richard Coon, chairman of the CCFM board, says about the farmers’ market controversy. I had also said it was weird while looking into the issue for our blog.

The conservative City Council candidates seem all to support the market. There are issues about times and locations that seem easily resolvable. I’ve concluded that political operatives are creating a tempest with the hopes of increasing liberal turnout in November and defeating conservative Vice Mayor Mark Sorensen. But that would be stunningly small-minded of them.

Sorensen’s fiscal frugality is what has brought down city employee wages and benefits. Without Sorensen’s efforts there would be no money for parks, trees, art, or anything other than limited public safety. There is a portion of the liberal community in full denial of our dire financial condition, and they want to continue to overpay public employees.

We need activists to support our efforts to reduce compensation for city of Chico public employees, to free up monies for progressive programs. Sorensen has been the leader on LETTERS continued on page 6

Farmers, whether they sell at the Chico Certified Farmers’ Market or not, should be concerned with whether the market is moved.

But, first let’s connect the dots.

Vice Mayor Mark Sorensen is, above all else, a pro-development zealot. He believes that government exists to further the interests of developers and commercial landlords—and little else. These commercial interests gladly fund Sorensen’s campaigns.

Sorensen voted against the Chico General Plan because it limits growth to 17,000(!) new housing units and maintains the Greenline—which keeps Chico from rapidly becoming another San Jose.

Sorensen would like to break the Greenline and remake downtown Chico as a mall-like, automobilesaturated, mega-shopping district.

Breaking the Greenline and moving the farmers’ market are one and the same, because the market is held on land that would serve as a fine location for a multistorey car park, built to serve the 200,000 Macy’s customers driving in from the sprawling suburbs.

If you love Chico and farmland, support the present market location and defeat Mark Sorensen in the next election. The market is one battle in a larger war.

by Melissa Daugherty, May 1): I knew full well that Ms. Goloff’s email was in circulation among the media. That is why, when you asked, I gave the same answer I had consistently given to all others before you asking about her absence: “medical issue.”

The Goloff email to which you refer merely states where treatment was being sought, but offers no specifics. When pressed for specifics, I said that I didn’t know.

To engage in public speculation and conjecture about someone’s medical issues lacks integrity and defies common decency, much like the content of your column.

(Newslines, by Ken Smith, May 1): I read with interest your article about J. Winston Porter’s visit to Chico State and his presentation on fracking. Apparently I have lost track of what an institute of higher learning is about.

Based on the article, the agenda of the administration and faculty is to teach only what the school doctrine is without any opposing viewpoints. I have always thought that students were supposed to learn how to learn, not what to learn. A one-sided curriculum that does not encourage healthy debate and discussion of opinions seems pointless to me.

The article intimated that big money was behind Mr. Porter. I would suggest that, had a representative from the solar industry presented a program, there would be no smaller amount of big money behind that person.

How can a student, person, etc., make an informed judgment without seeing and hearing all sides of an issue? Which goes back to my original point: I thought that is what college was for.

Defending arts funding Re “No handouts for arts” (Letters,

by Stephen Raley, May 1): The writer makes economic support for the arts sound like welfare for lazy people. Perhaps he should look at the dollars spent, why and what the return is.

The bulk of funding for the arts goes to nonprofits for education, programs and performances. It subsidizes fees for organizations like the ballet, theater and art center, allowing them to provide opportunities to those who would be unable to afford it otherwise.

The arts also upgrade our environment by replacing industrial light standards with attractive fixtures and chain link with wrought iron.

The money Chico has historically distributed is a direct result of the arts’ contribution to city coffers. Significant portions of the community’s hotel and sales taxes derive from Chico’s art scene.

Concerts, festivals and shows are proven revenue raisers and help bring jobs to Chico. Chico’s dismal financial situation is not going to be remedied by funding only police and fire departments.

If Mr. Independent wants to live in a community where only

the elite can participate in the arts, schools teach only vocational skills and our environment consists of bare steel and concrete, then he should continue his present advocacy. But I think it will be a lonely and economically depressed place.

May 5-9 is national week of the teacher. I hope you will join fellow California Retired Teachers and me in giving teachers a big thank you.

There is nothing more gratifying than hearing from your students and parents, both past and present. It makes all the hours dedicated to preparing, teaching and measuring results worth it.

My fourth-sixth grade teacher, Miss Tracy Landkamer, was my favorite. She was strict, caring and fair. She taught us mathematics and English—diagramming sentences with such insistence that we dared not fail. These lessons were for a lifetime.

Once getting recess was rewarded a shy girl and me, while others had to “stay in” and practice diagramming. It was the worst reward I’d ever received as Ruth and I tried to figure out what to do.

We had little in common, but now laugh about it.

I never got a chance to thank Miss Landkamer, as she died two weeks before I planned to visit her.

Please don’t let any opportunity to share your appreciation to those teachers who have influenced your life. They might even return the pat on the back!

BUTTE COLLEGE ON NAUGHTY LIST

Butte College was included on a list of higher education institutions currently under investigation for possible violations of federal law in handling sexual violence and harassment complaints. The list, which includes three other California colleges, was released May 1 by the U.S. Department of Education’s Office for Civil Rights.

In an email to campus staff dated May 2, Lester Jauron, Butte College’s vice president for planning and information, said “this is a single incident that took place off campus in late 2012 and we were unfortunate in that it was not resolved prior to the release of this list.”

“Due to our legal responsibility to ensure the confidentiality of our students, we will not be able to share any information regarding the investigation,” the email reads, noting that there hasn’t been a reported sexual offense on campus since 2011.

Locals fighting what they call a restrictive medical marijuana ordinance adopted by the Butte County Board of Supervisors in February have submitted to the County ClerkRecorder’s Office 10,604 voter signatures— 7,605 valid ones are needed—to place a softer measure on the November ballot.

In March, those against the ordinance, including District 2 supervisor candidate Andrew Merkel, turned in enough signatures to force the board to either kill the measure, which amended an active cultivation ordinance, or put it to a vote. They put that one to the vote, and now a second measure—similar to the one that was amended—will go before the voters if enough signatures are validated.

“We can challenge the Board of Supervisors, but we can’t take away the people’s right to change the ordinance,” Merkel said.

NIELSEN DEFENDS FRACKING

State Sen. Jim Nielsen (pictured), who is running for re-election, has sent out a letter urging people to reject Butte County’s move to ban fracking. “America needs to promote domestic production of energy, create jobs and decrease our reliance on imported foreign oil,” the letter begins.

Last month, the Butte County Board of Supervisors instructed staff to move forward with legislation that would ban fracking—the use of high-pressured water and chemicals to break up underground shale and release oil and natural gas deposits.

Nielsen encourages those who received the letter to join Butte Citizens Against Higher Energy Costs. He closes the letter by saying there is a need to work toward an energy future “where we can run our businesses and lives without big government telling us what to do.” This raises the question: Does the Butte County Board of Supervisors qualify as big government?

Adding to the oddity, four vacant houses in decidedly poor repair just east of the warehouse and adjacent to Little Chico Creek constitute what has become a micro-slum of sorts, attracting a continuous stream of squatters and associated nuisances—hard-drug use and sales, theft, nighttime disturbances and public defecation.

The neighbors, a mix of longtime homeowners and renters, are fed up. Retired Chico State professor Michele Shover, who owns the A.H Chapman House and three nearby rental homes, has organized neighborhood meetings on the issue and recently sent an extensive letter of complaint to Code Enforcement and local media

“seeking action to remedy the dire condition of abandoned properties … on East 11th Street.”

Shover and her neighbors have laid blame at the feet of the property owners—Hal LLC, led by local businessman David Halimi, and the city of Chico.

Ironically, Halimi said that Shover’s letter, which she also sent to one of Hal LLC’s business partners in Sacramento, stopped the process of rehabilitating the property in its tracks.

The city made an effort to

address the issue in 2010, using redevelopment agency (RDA) funding to purchase two of the homes and begin the process of purchasing the other two homes and the warehouse property from Hal LLC, said Mark Wolfe, director of Planning Services.

The deal was contingent upon whether the city received a state grant to clean up contamination left behind by underground gas tanks. The city spent about $200,000 in RDA funding during the cleanup, but the state dissolved redevelopment agencies in early 2012, before escrow closed. The sale fell through, and two of the homes and the warehouse remained in Halimi’s possession, making for a patchwork of cityand Hal LLC-owned properties.

Since then, upkeep of the vacant houses has been sparse, the problems associated with transients have only got-

ten worse, and no outward signs of improvement are apparent, said Rob Cossetta during a recent interview at the East 11th Street home he rents with his partner, Mike Vance.

“The rockery in front of our fence, here, people have been sleeping there,” he said. Cossetta has made a morning ritual of cleaning up whatever squatters leave behind, and it’s almost always ugly.

“There were empty cigarettes they had emptied out and filled with crack, I guess, and once I found six used syringes,” he said. “Mike always finds those big bottles of vodka.”

“It’s always something,” Vance added, shaking his head.

“We’re certainly aware of the problems with the structures in those locations,” Wolfe said. “We have them all boarded up. Many times the police get calls there. It’s an ongoing issue and it’s in everyone’s interest to resolve it.”

During a recent interview, Shover was quick to make the distinction between the “worthy poor” and the “particular degraded population that endangers us,” emphasizing that she and her neighbors don’t fault the nearby Jesus Center.

She would like to see the properties either condemned and razed or handed over to Habitat for Humanity, an option the city is currently exploring, Wolfe confirmed. But Hal LLC still owns the house square in the middle of the prop-

erty, and as long at it stands unoccupied, Shover maintains, the nuisances will persist.

“We’re not expecting the city to come in and buy the property again,” Shover said. “We’re sorry that didn’t work and we know they meant well.”

Shover said the city could use nuisance codes to force Hal LLC’s hand in either refurbishing or demolishing the buildings.

Halimi, meanwhile, has a much

different story. He owns a number of properties around Chico, including Diamond W Western Wear, the building at Second and Main streets that houses Crush, Jamba Juice and Burgers & Brew, and the newly renovated building at 325 Broadway that houses Wanderful Media.

He is currently an instructor with the management department at Chico State.

“I feel that my family and I have so, so unfairly been attacked and blamed for this,” he said during a phone interview.

“I’m the first to say the property is not representative of the properties I have my name associated with. I take pride in my projects.”

Several years ago, Halimi said, the city approached Hal LLC with a proposal to purchase both the commercial and residential properties to make way for a mixed-use, low-income housing project. He evicted his tenants and the city began preparations for demolition, cutting gas and electricity to the houses and, in the case of the warehouse, changing the zoning code from commercial to residential.

Once the RDA money fell through, Halimi said, the city still had hopes of completing the purchase through other means. “Not too long ago, we finally realized they were never going to come back, the city lost the RDA money and they realized they were in much worse shape than before,” he said.

Hal LLC then began refurbishing the house nearest to Little Chico Creek, including hooking power back up (it’s currently ready to be rented, Halimi said) and doing the same to the old auto-upholstery shop attached to the warehouse.

Just last week, Halimi met with contractors about giving the Park Avenue warehouse a facelift, intending to make it more presentable from the street.

That same day, he received a call from Fite Development Co. in Sacramento, which was helping finance a separate Hal LLC project on Wall Street in Chico. The company had received Shover’s letter of complaint, and now has second thoughts about the partnership.

“So, the funds we had committed to refurbishing [the warehouse on] Park Avenue, which we had in fact started, have been pulled back in anticipation that we might have to buy our partners out of the Wall Street project,” Halimi said. “We have our hands tied.” Ω

Breathing new life Chico Cemetery unveils century-old hearses

W

hen Pat Lehane started working at Chico Cemetery 24 years ago, he noticed a mysterious garage door and wondered what could be inside. But the door was always locked and when he asked, his co-workers were just as clueless as he was. Then one day about a year later, while building tool hangers inside the warehouse that abuts the garage, he came across a key. He tried it on a second door to the garage and, sure enough, it worked.

“There was a blast of warmth and we thought, ‘What’s this?’” Lehane recalled.

Underneath a thick layer of dust, he saw two treasures of cemetery history: The first, a 1921 Model T hearse, and the second, a turnof-the-20th-century horse-drawn hearse.

The garage had been built specifically for these vehicles, Lehane said, and as such it was temperature-controlled. But no one seemed to know anything about them. He approached his supervisor, who called thenowner of the cemetery Victor Van Hook to see if they could go ahead and clean them up.

in the early ’90s they wheeled out the old hearses for Memorial Day services. In 1993 the Brusie family bought the cemetery and with it the hearses and the tradition appeared to have been forgotten.

Fast forward to a few weeks ago, when a family burying a relative at Glen Oaks Memorial Park noticed a miniature Model T hearse at Brusie Funeral Home while arranging the ceremony. They mentioned how much their loved one would have enjoyed the thought of being carried to the gravesite in such a vehicle. In response, the Brusies’ hearse was brought out to Glen Oaks for use in that ceremony.

“The family just loved it—they said, ‘This is exactly what he would have wanted,’” Lehane said.

That funeral sparked a renewed interest among the cemetery staff to resume the tradition of bringing the vehicles out for Memorial Day. They’ll be stationed in the southwest corner, near where John and Annie Bidwell are buried. And Clark Masters, who leads the monthly historical tours of the Chico Cemetery, said he’d like to bring them out for those tours as well.

“They’re magnificent—people might as well see them,” he said.

Lehane, grounds manager at Chico Cemetery and Glen Oaks Memorial Park, is one of the few who’ve had the pleasure of driving the Model T. Because the mechanism is so different from today’s cars, he had to get a lesson first, but once he got the hang of it, he said it ran like a charm, smooth and quiet. To look at it, the car is like a piece of art. The wheels, which have been painted gray to resemble metal, are actually wood-spoked.

During a recent interview at the cemetery, Lehane and Masters marveled over the beauty of the two historical hearses. When asked where they came from, both were a little fuzzy on the details. A search inside the main office revealed a file on the Model T that included the title and the sales advertisement, from 1965, when Van Hook bought it. For $300. (Put in perspective, miniaturized versions on eBay today go for about $350.)

The history of the horse-drawn hearse is still very much a mystery. It was built by the Sayers & Scovill Coach Co., which has been in business since 1876 and still manufactures hearses. The company website says that in 1906, combustion engines revolutionized its trade—so it’s safe to say this one was built before then. But just how long before, and whether it’s been in Chico since then, is unknown.

“The rumor is that this is what brought Annie Bidwell to her final resting place right here in this cemetery,” Masters said. He’s in the process of trying to determine whether there’s any truth to that rumor. He has not had any luck tracking down photographs of Bidwell’s funeral that might include the hearse.

“It’s such a cool piece of history,” Masters said. “I’m still trying to unravel some of its mysteries.”

In the meantime, visitors to the Chico Cemetery will be able to view both hearses during the Memorial Day service and subsequent cemetery tours, which are held the third Thursday of each month (call ahead to reserve a spot).

regular meeting Tuesday, May 6, as thrice they split 5-2, approving measures that the dissenting members—Councilman Sean Morgan and Vice Mayor Mark Sorensen— and some audience members characterized as unnecessary “feelgood time wasters.”

The three measures include a resolution declaring the city’s support for passing federal or state regulations requiring that foods containing genetically modified organisms (GMOs) be labeled as such; yet another iteration of the ordinance requiring retailers to cease using certain plastic bags; and one asking staff to amend the municipal code to add a policy of nondiscrimination.

All three items provoked lively debate.

Among those speaking in support of the GMO resolution was Pamm Larry, the Chico woman who initiated the effort that led to Proposition 37 on the November 2012 ballot. The measure, which would have required GMO labeling, narrowly lost, but in Chico it passed with 55 percent of the vote.

Larry pointed out that several state legislatures have passed similar measures, that more than 60 countries also have done so (and some have even banned GMO foods altogether), and that organizations such as the American Medical Association have questioned the safety of eating GMOs. “Democracy starts at the bottom,” she said, urging the council to send a message to state and federal officials that Chico supports consumers’ right to know what is in their food.

Opponents of the resolution accused council members of wasting staff resources. “Don’t we have better issues to worry about?” asked John Salyer, charging that the council majority was “pandering to their liberal base.”

Local dentist Michael Jones argued that genetically modified foods were part of the solution to world hunger. “Without GMOs Pamm Larry poses in 2012 during her effort to qualify a state measure that would have required the labeling of GMO-containing foods.

millions of people will starve,” he said, adding that foods containing GMOs were just as healthful as non-GMO foods.

Not so, countered local activist Emily Alma. The yields of genetically modified corn and soybeans are no greater, she argued, and there is mounting evidence of their harmful effects. Worst of all, though, is that one company, Monsanto, is taking control of farmers’ seed supplies. The anti-GMO effort, she said, is the “beginning of a movement to reclaim agriculture for the people of the world.”

Morgan noted that anyone who wanted to avoid GMOs needed only to buy organic, adding that the resolution was a waste of staff resources.

The plastic-bag matter came

before the council because at its April 1 meeting, when it set the dates for the implementation of the plastic-bag ban, it failed to change the dates when reusable plastic bags could be given away free.

As Morgan pointed out, however, it’s absurd to pass an ordinance telling business owners when they can give away items at no cost.

Still, this particular “T” needed to be crossed, and after considerable discussion that echoed that of numerous previous discussions of the bag ban, the council approved the changes. The ordinance will go

into effect on Jan. 1, 2015, for large retailers and a year later for convenience stores and such. It adds, absurdly, that they will have from July 1 to Dec. 31 in both cases to give away reusable bags.

“It’s borderline criminal that we’ve spent so much time on this,” Morgan charged.

Finally, responding to a request from the Hate Crimes Task Force of the LBGT advocacy group Stonewall Alliance, the council voted to upgrade the municipal code to correct perceived weaknesses in its nondiscrimination policies.

Specifically, the measure directs staff to add a general statement of nondiscrimination in city services and to amend the municipal code so it conforms to state law with regard to protected classes. The changes would apply to city services, employment and personnel actions, and city contractors, franchisees and grantees.

Again, Morgan objected, saying the Equal Protection Clause in the 14th Amendment already prohibits discrimination. “Why are we overstressing an already overburdened staff?” he asked rhetorically.

But proponents of the measure, including several from the Stonewall Alliance, said the changes would make people feel protected and able to be themselves. And the Rev. Jim Peck pointed out that the high-tech firms the city hopes to attract to Chico have diverse workforces and appreciate nondiscrimination codes.

and whether or not we have a willing teacher who can get their kids off campus and do the work. We try to modify what we are doing for students in order to get them involved and allow them to apply what they are doing in their classroom to a real-life situation.”

She said the students from Inspire signed up as volunteers at the recent Endangered Species Faire. They will meet at the amphitheater located along the creek on the Chico State campus.

“This is a survey that the State Water Board uses,” Hamill said. “It’s called a rapid trash assessment and is a way of setting a baseline and then trying to get people connected to how much trash is in the creek.

And then we do outreach and education and target certain types of trash or areas that are really trashed. Then we have to be able to document that we made a difference and involved the students.”

The goal in the effort is two-pronged: To collect real data that is useful to resource managers locally, regionally and statewide and to involve the students so they become better engaged and informed about what they can do to make a difference.

“It’s amazing that it really works,” Hamill said. “After all these years, holy moly, people keep showing up.”

Volunteers are asked to help with the monitoring events that begin Saturday and run through October on the second Saturday of the month. Those interested meet at the Five-Mile picnic area parking lot at 9 a.m.

“We really need money but everybody needs money so we work regardless,” Hamill said. Though they’ve received $600,000 in grants over the years, most of it came early on. “We haven’t ever reached out locally for any funding or done any fundraising really. We’re too shy. But we have to start doing that. We like to say we’ve done a lot of good work, but we haven’t done a very good job of hollering about what we do.”

his Saturday (May 10), the local chapter of the California Urban Streams Alliance will launch its 11th year of operation. The Stream Team, as they’re known, gathers environmental data from the Big Chico Creek watershed and then shares that information with the State Water Board to track long-term trends and create water policy.

Member Timmarie Hamill is a local biologist and enthusiastic supporter of the project. She says with a decade under their belts, the information they gather is now beginning to reflect long-term cumulative effects of urban land-use practices on the health of Big Chico Creek.

“We’ve been around since 2004 and even a little earlier than that getting things ready and starting out small,” she said. “This is our 11th consecutive year of monitoring water on Big Chico Creek at 10 sites, from the upper watershed down to the mouth.”

That includes Butte Meadows, through the Forest Ranch area and then Upper, Middle and Lower Bidwell Park, continuing through the city and along Rose Avenue below the urban area, beyond which, on its way to the Sacramento River, the creek is affected by the inflows of Mud and Rock creeks as well as agriculture.

She said they monitor overall water quality and use equipment that allows them to document the pH levels, conductivity, turbidity (a measure of water clarity), temperature and oxygen levels.

“Then we also do bio-assessment, which means taking a look at the aquatic diversity of the juvenile insect nymphs that live in the creeks,” she said. “If they are there for two or three years and known to be sensitive to pollution, then you can assume the creek is in pretty good shape. But if you just have black flies and roundworms, you’d be concerned.”

On Friday (May 9), the team will work with students from Inspire High School to monitor trash in the creek.

“We’ve worked periodically with most of the schools in town,” Hamill said, “depending on the task we are trying to achieve that year

The 1.4 million California residents who enrolled in health coverage during Covered California’s first open enrollment period account for about 17.5 percent of all Affordable Care Act enrollees nationwide.

A new report from the U.S Department of Health and Human Services indicates that Californians also make up more than half of the 2.6 million people who enrolled in Obamacare through state-run exchanges, according to the Los Angeles Times.

Though the Obama administration reported that more than 8 million Americans signed up for Obamacare, the HHS report provided previously unavailable demographic information. Of the enrollees who volunteered such information, 63 percent are white, 17 percent are black, 11 percent are Hispanic, and 8 percent are Asian. About 2.2 million—or 28 percent—of the enrollees are between 18 and 34 years old.

Hundreds of thousands of Americans die unnecessarily each year due to health care disparities, a Centers for Disease Control and Prevention report finds.

About 895,000 Americans under the age of 80 die each year from heart disease, cancer, chronic lower respiratory diseases, stroke and accidents, according to a Los Angeles Times report. CDC researchers calculated that roughly 20 percent to 40 percent of those premature deaths could be avoided if all Americans had equal access to health care.

If all states had mortality rates as low as the best-case scenario—calculated by looking at the three states with the lowest mortality rates in each category and averaging them—we could avoid about 34 percent of heart disease deaths, 21 percent of cancer deaths, 39 percent of respiratory disease deaths, 33 percent of stroke deaths and 39 percent of deaths due to accidents.

NURSES KEY TO PRIMARY CARE?

A new report maintains that expanding the role of nurse practitioners could be “one of the most effective steps” to increasing access to primary care services for millions of Californians newly insured through the Affordable Care Act. The report, released by the Bay Area Economic Institute, also noted that California could reduce its health care spending by $1.8 billion if nurse practitioners expanded their scope of practice, which would also attract more nurse practitioners to the state, according to California Healthline. The report’s authors wrote that such an increase would boost rural and low-income communities’ access to care, allow for about 2 million more annual preventive care visits in the state, and generally reduce costs to patients.

Beth Haney, president of the California Association for Nurse Practitioners, said that “allowing nurse practitioners to practice the health care they’ve been trained for is a key to making the [ACA] work effectively in California.”

Family’s experience with autism highlights importance of diagnostic techniques and early detection by

WWilliams moved from Virginia to California, they had just begun their journey hen Christina and Jeff

of discovery as parents of a child with autism.

Their son, Zachary, was 5 at the time; he’d been diagnosed with an autism spectrum disorder (ASD) about two years earlier.

“We were completely in the shallow end as far as trying to walk across the river,” Christina said. “We were really fortunate to come to Chico, because there are a lot of programs and services for children on the spectrum. If I lived in the surrounding areas, I’d probably relocate here.”

Autism was a new frontier for the family.

Jeff and Christina both served in the Navy, and while Jeff continued his career in aviation, Christina studied psychology and worked part time in daycare and teen facilities. Through education and experience, she absorbed so much about developmental disorders that she got hired as a parent consultant at Rowell Family Empowerment— a North State nonprofit agency serving people with diverse abilities, from newborns to age 26.

Zachary is now 12. He goes to school and has made great leaps with his verbal abilities and social interactions. He has a close relationship with his sister and lone sibling, Madison, who’s 14 and doesn’t have autism.

“We’re blessed as a family,” Christina said, “because Zachary having an older sister was very helpful to him. It gave him someone to model, and she’s also very protective of him and very compassionate.”

Virginia, the Williamses contacted the Far Northern Regional Center. Regional centers are public agencies, mandated by state law, for individuals with developmental disabilities. Far Northern arranged therapists for Zachary and referred the family to Rowell Family Empowerment, where they’ve received additional support and services.

“It’s been a slow journey,” Christina said, “and it’s an ongoing thing. My analogy is the door used to be shut, locked, bolted altogether; slowly and gently, we’ve gotten past each lock to crack open the door.”

Plenty of families find themselves

in the same situation. The latest numbers from the Centers for Disease Control and Prevention indicate that 1 child in 68 has an autism spectrum disorder—1 in 42 boys and 1 in 189 girls. The overall prevalence represents a 30 percent increase over a two-year period.

The CDC numbers come with a caveat, however: They’re from a 2010 study of 8-year-olds in select communities. Thus, they provide just a snapshot indicator of

autism rates.

“Remember that this data is for kids born in 2002—it’s scary to think what the numbers are now,” said Dr. Lisa Benaron, Far Northern medical director.

The autism spectrum encompasses a range of developmental disabilities that affect socialization, communication and behavior. The rapid rise raises a big question: Do more people have autism, or are more people getting diagnosed?

Benaron and Dr. Eric Neal, a pediatrician at Oroville Hospital, say it’s both.

“For whatever reason, it seems that autism is on the rise,” Neal said, “but also there’s more awareness, so we’re screening for it more. It’s like if you take X-rays of every patient with a cough, you’re going to see more pneumonias than if you don’t.”

Said Benaron: “The criteria haven’t changed for the [CDC] monitoring system, so that’s pretty good proof that the numbers are increasing. What most people say is maybe 30 percent of the increase is due HEALTHLINES continued on page 15

Diagnostic techniques have received special attention from doctors and scientists. Stanford University, for instance, has examined the effectiveness of home videos in identifying autism. Meanwhile, Children’s National Health System researchers have found biomarkers that may indicate ASD in infants as young as 9 months.

Breakthroughs such as these could prove significant, because the earlier a child gets diagnosed, the earlier professionals can help.

“We talk about missed opportunities to learn,” Benaron said.

“Most children learn from interacting with their parents. If they’re not all that interested in interacting with their parents, they are missing chances to absorb the information that the parents are modeling. And it’s more than that: There are probably important brain connections that aren’t getting made at the right times.

“That’s the reason to get in there early, to try to shift the child’s attention away from objects and their inner world and back to the interactive social world.” best chance of detecting autism early. “With all of the media coverage over the past 10 years, people are much more in tune with autism,” said Neal, who’s been a pediatrician 18 years. “When I first started practicing, I don’t think I had many parents come in with autism concerns for their children, whereas now that’s the main reason why many come to see me.”

Williams acknowledges it was “pretty intense and devastating” when she and Jeff first learned their son has autism, but a family shouldn’t hesitate to contact their pediatrician, Rowell or Far Northern, or reach out to other parents.

“Some parents are very fearful of labels or the unknown,” she said, “but if you think something is going on, it never hurts to find out more.” Ω

n’t seem to mind, though no one asked and he wasn’t family. Instead, he continued to sit and chat, holding baby Sequora while she scanned the faces of the eight adults and four other children—including her parents and sister—who came and went during the meal.

This was a normal day at the GRUB Cooperative, where many parents—including Richman, who has 8-year-old twin daughters—have chosen to raise their children communally.

“It’s stressful, being alone in a house with kids,” said Eartha Shanti, another cooperative housemate. She was the one who handed Richman the baby during lunch, though she’s not related either. “We’re all on better behavior in a community,” she added. Parents and nonparents alike chimed in with myriad benefits to raising children in a communal-living situation: parental support among the adults, exposure to different personalities and parenting styles for the kids,

easily available playmates and babysitters.

They also pointed to having a connection to a community and the ability to share skills and resources.

“Kid-wise, we don’t need as much stuff,” said Stephanie Elliott, GRUB Cooperative member and mother of two. “There are other children to play with, there are other adults to play with,” she said. In addition, they’re able to share things like toys, clothing and other resources. “So instead of stuff, and ‘me, me, me,’ it’s about relationship-building. They have the opportunity to do that here, because they have this built-in network of ‘siblings’ and other grown-ups.”

Although child care and shared toys are clearly great built-in advantages, many parents who choose to live communally point to the sense of community as the most important benefit to cohabitating with other families.

“I tried to do the whole homesteading thing,” said Cedar Rose Selenite, mother of three. She, then-husband Eric Anderson, and their children bought 5 acres, built a straw-bale house, made biodiesel, and grew their own vegetables—carrying out the sustainable-living dream. But she found the lifestyle unsustainable as a single family. “I couldn’t do all that by myself. He was gone 50 hours a week to pay for the thing. And I was alone and I was

like, ‘I can’t do all this,’” she admitted.

“It’s not meant for you to do all of it,” chimed in Amber French, another communal-living advocate and mother. “When you feel that you have to do it all, you’re never quite good at any one thing. But when you know you have these other people you can count on … you know you’re taken care of, and you have this web of connection, and it relieves all that stress and pressure.”

Selenite now lives in a communal

townhouse of four adults and four children off Lindo Channel, and hopes to join with likeminded parents like French in a new cohousing project based on nonviolent communication (NVC), which focuses on recognizing and strategizing to meet the basic needs of ourselves and others. Respect for basic needs predicates respect for the larger world, said Selenite, whose business, Universal Human Needs, provides NVCfocused life coaching, relationship mediation and classes.

“It’s about interdependence,” Selenite explained. “NVC is sort of like social permaculture. It’s social sustainability.” Resourcesharing in particular, Selenite said, is touted

by NVC leaders as one of the most subversive things you can do—it’s a rejection of the

consumerist all-for-myself culture. Resourcesharing includes housing, and by extension, all the other stuff that comes with a house.

“For the eight people [in our household], we have one car,” Selenite explained, gesturing to a beat-up ’91 Toyota station wagon parked across the street.

“In contrast to the current system of capitalism that we’re living in, which does not value human needs, [NVC] is a way of [meeting] peoples’ needs as much as possible without resorting to the mechanisms in the marketplace,” explained Lauren Brown, Selenite’s housemate and a mother of a 10-year-old boy. In living together, the adults found they could meet their need to travel around town with just one car. So, instead of each family having their own, they share.

The group is enjoying the social experiment so much that it is looking to expand and form a cohousing unit of other likeminded families, including French, who has turned her garage into a yoga studio and transformed the communal yard into permaculture gardens.

She is hoping to create a cohousing project, centered around her yellow house on Humboldt Avenue in Chapmantown, focusing on sustainability, permaculture and NVC. Cohousing, slightly different from communal living, entails families living in separate houses but coming together for community activities and sharing communal spaces.

“We are going through a planetary shift, a cultural shift,” French said. “You don’t even have neighborhoods anymore, really, and kids can’t go play. And all of this is not good for what’s coming.” She added that she believes climate change and an unsustainable economic system will lead to less stability than we have come accustomed to. “We have to build our tribe. We’ve really got to bring it local and bring the power back to the people.” Ω

Loving homes Adoption and the modern family

As has been tradition since we started presenting an annual Family Issue, now in its third year, we’ve headed again to locals who have opened up about their unique families, including the challenges that come along with rearing children (or growing up).

The makeup of a family has changed significantly over the decades, and one of our goals with this issue is to celebrate the diversity of the modern family.

In this particular package of stories, we’ve focused on adoption.

You’ll be introduced to two families: the Scherberts, who are busy with seven adopted children, all of whom have Down syndrome; and the Pullyblanks, who shed some light on the international adoption process that grew their little family of four to a multiracial family of six. Another local weighs in on what it was like learning—and then accepting—the fact that he was adopted. There is also a piece on Butte County Adoption Services, the relatively new agency responsible for overseeing public adoptions of local children in need of loving homes.

Once Zach and Rosie arrived in the United States, the family faced a whole new set of challenges. The most basic was that these children had never had a family—they’d been living in an orphans’ home—and suddenly they were surrounded by strangers in a strange place. Children coming from trauma situations can act out in unexpected ways, Tiffani said, and coming from a different culture meant communicating differently as well. Of course, there have been triumphs to go along with the challenges.

“When she first came home, Rosie would giggle uncontrollably and roll around on Tiffani at bedtime, ecstatic to lay with her new mama,” Mark recalled.

“Bedtime remains her favorite time of day. Zach would rush to the door when I would come home from work, excited to tell me all the new words he’d learned. We watched them over time learn how to play.”

Cultural differences have played a large role in the Pullyblanks’ new life. For instance, they are suddenly a multiracial family, a concept they embraced but were not completely prepared for.

“Now that we’re raising black children, we have to know how to help them and understand what challenges they face,” Tiffani said. “It gave me a

whole different view of racism and the way our society is set up to benefit white people.”

In addition to introducing Zach and Rosie to Ameri-

can culture, Tiffani and Mark have made an effort to learn about life in Uganda. They say they’d like to someday go back and live there for a few months.

“Uganda is an amazing country, where the people have incredibly resilient spirits in the face of so many challenges to their survival. I’d like to think that our brilliant, spunky, beautiful children would have fared well there despite their lack of family support, but that’s a really big question mark,” Tiffani said. “I can’t imagine our family without them, and certainly all the hurdles we have had to overcome have been more than worth it, but if the world was a better place they’d be with their first mothers, never having known the pain and shock of that separation.

“The adoption itself is just the first step—the learning and growing and adjusting continues for all of us, likely for a lifetime.” Ω more FAMILY continued on page 22

Public adoptions help foster children find permanent homes

hile the focus of private adoptions is finding the right child to fit the requirements of a prospective family, public adoptions place more emphasis on finding the right family to fit the needs of each child.

This can be a difficult proposition, as many of the children available for public adoption have had a rough start in life.

“Our usual services are for children who’ve been placed in foster care [and the child welfare system],” said Craig Cassetta, supervisor of Butte County Adoption Services, a subset of the county’s Department of Employment and Social Services (DESS).

“For one reason or another, the court has determined that they’re not able to live with the parents they were born to. After efforts have been made to return them home and those efforts are unsuccessful, our office helps identify an alternative plan.”

“Whenever child welfare gets involved, we’re looking at and investigating allegations of a whole variety of abuse categories including general neglect, severe neglect, physical and sexual abuse and exploitation,” said DESS Assistant Director Shelby Boston, adding that general neglect is the most common factor, in Butte County and nationwide.

“If we become involved, and if they’re taken from the home, the abuse or neglect is pretty significant,” she said.

study assessment, complete several training courses, and obtain a foster care license. On the other end, adoption specialists are sent to meet with the children in their current foster homes to interview them and gather all available birth, medical and developmental records. If the department recommends adoption, it must be approved by the court.

Cassetta said his department tries to follow a federal recommendation of having children adopted into a home within two years of permanently entering the child welfare system, but the timeline can vary greatly due to the legal process and each child’s situation.

“There unfortunately aren’t as many families available for older youth, for example,” he said. “We might have to search much longer for a home for a teenager than we would for an infant.”

Cassetta said there are usually several families that have completed or are currently undergoing the process for adoption, and always a need for more.

Butte County Adoption Services is a rela-

tively new agency. Public adoptions were formerly overseen by the California Department of Social Services, before the Budget Act of 2011—commonly known as “realignment”—called for those responsibilities to be shifted to county government. After a yearlong transition period, the county office took over on Jan. 1, 2013.

The state agency still maintains a regional office in Chico, but it is responsible for adoptions in several Northern California counties that have not yet developed local services.

“The biggest benefit is with continuity of service within the department,” Boston said of the change. “We’re able to partner early on in each case because it’s all in-house, so the child welfare social worker and the adoption social worker can start working together at the beginning of each case to develop the best plan for that child.”

The county office has facilitated the finalization of 56 adoptions since it began, Boston said. Of that total, 13 were made during the new agency’s first participation in National Adoption Day, last Nov. 22, at the Butte County Superior Courthouse in Oroville.

Boston said Butte County Adoption Services provides post-adoption services to help new families overcome obstacles after placement and ensure new families stay together.

“We have professionals that provide some level of support and expertise to share with parents,” she said. “We don’t have an expectation that adoptive or foster parents will come in knowing everything to help support youth who’ve been abused or neglected.

“But obviously, we look for parents who are patient and open to learning how to best meet the needs of children who’ve dealt with those situations.”

“Research has shown that trauma has an impact on how a child’s brain develops,” she said. “So we want to ensure that adoptive and foster parents are knowledgeable about how to best work with the child to not trigger that trauma, and better understand how children might behave certain ways based on their life experiences up to that point.

“We want all of our adoptions to be successful and for these children to have no further disruptions,” Boston said. “We want them to stay in their new home with their adoptive families and live a normal, healthy, happy life.” Ω

An adopted past Chico man recalls coming to grips with reality

C

olin Brewer is a regular Chico guy—raised in the Bay Area, the 24-year resident is an Oakland A’s fan and a Duffy’s Tavern regular. But there is something that sets the 46-year-old tile-setter apart: He was adopted before he was even born and knows very little about his birth mother and absolutely nothing about his father.

According to the U.S. Census Bureau, only 2.5 percent of Americans were adopted and of those about half were adopted by a relative. What’s more, 65 percent say they would like to meet their birth parents. But not Brewer, who didn’t know he was adopted until he was in the third grade.

“As a kid growing up I had no idea about any of this,” Brewer recalled during a recent interview.

“Nothing had been said. When I was in third grade there was something coming up in school and they needed to find some information off of my birth certificate, something my mom couldn’t remember.

“We were looking through the filing cabinet and all of a sudden she felt that it was time, that I was old enough and that I should know what was going on. She started to

explain, in the best way she could to a guy my age, that I wasn’t from her. I remember being kind of upset and confused and wondering, ‘What’s this mean?’”

He learned that his adopted mother had suffered a miscarriage during her first pregnancy but was successful the next time around, giving birth to a daughter. She then suffered another miscarriage. So his parents decided to adopt. At the time, they were living in Waukegan, Ill., where his grandmother, who was Irish, worked in the hospital’s maternity ward.

“She knew this doctor—Dr. Dowd—a big Irish guy. He had set up adoptions before and apparently he OK’d everything through his good name and reputation. My grandmother, who was very close to him, told him how my mom and dad were looking to adopt and they wanted an Irish baby.”

Dr. Dowd knew of a pregnant teenager, Brewer said, who had come to Waukegan from Ohio to stay with relatives until she gave birth, which was expected in about three weeks. The teen was also of Irish descent.

“Back then, having an illegitimate kid was kind of frowned upon, especially in the Irish community,” Brewer said. “So her parents had her leave Ohio and go to Illinois.

Then she went back to Ohio and told people, ‘Oh, I was at school,’ or something like that to try to get a clean slate.”

“It was all set up and if everything went smoothly and I didn’t die, then this is their kid,” he said. “They didn’t know if it was a boy or a girl.

But I was born Dec. 26, 1967.”

He was a tiny baby, just over 5 pounds, but just big enough to be released from the hospital and go home with his adopted parents.

He said it took him a while to accept the truth.

“I would say by the time I was a freshman in high school I finally started coming to grips with it and saying, ‘I’m good with this.’”

His high school girlfriend was also adopted, he said.

“That really helped me open up and say, ‘This is all right.’ As for my mom and dad, they were the only parents I’d ever known.”

His father died in 1989.

“I never have had a desire to know who my birth mother was,” he said.

But Scherbert isn’t one to focus on that aspect of caring for her seven adopted children, who range in ages, from 23-year-old Sam to 5-year-old Gloria. And she also doesn’t focus on their developmental disabilities or how they’re different from typically developing children.

“Our philosophy is not that they can’t; you have to challenge them.

But you don’t set them up for failure,” she said.

The kids lead full lives just like other children their ages. Sam and brother Peter, 19, both belong to a bowling league with typical people.

Sam also participates in theater performances at the 7th Street Centre for the Performing Arts. There are activities for the younger kids, too, such as Challenger Little League baseball. The morning after Scherbert’s interview with CN&R, the family was headed to Oroville for the Butte County Special Olympics.

Jeannie Alden, a local Early Intervention speech therapist who

has worked with three of the Scherberts’ kids, noted how hard the couple work every day to give the kids what they need. “They are people who enjoy life, even when it gets crazy, and they are making sure their children enjoy life, too,” Alden said.

Scherbert downplays the praise that people invariably heap on her: “I feel like I’m just a mom. I’m not super mom,” she said.

He was hired first in Redding and a year later in Chico. Both symphonies were weak, financially and musically, and he immediately saw the benefits of merging them into a single, stronger and, most important, professional symphony.

That first year, the 2001-02 season, the new North State Symphony presented eight performances of four concert sets in two cities, Chico and Redding.

Ten years later, it had grown to 23 performances of 10 concert sets in six cities per year, and its budget had increased from $100,000 to $500,000, thanks to re-energized support groups in Redding and Chico, and Pickett’s unfailing willingness to meet with potential donors.

The bigger budget enabled the symphony to pay for excellent out-of-area players to augment the orchestra on a regular basis—although the main rea26

son many of them came all the way to Chico and Redding was simply that “Kyle’s a real magnet,” said Zadra, a longtime member of the symphony board as well as a player.

He attributes this to several factors. One is that with Pickett “there’s never a negativity.” He’s always upbeat and positive and never critical, and this has created a deep sense of teamwork among the musicians.

Pickett also comes to rehearsals thoroughly prepared. “He knows the music better than anyone,” Zadra said, including its historical context and how other conductors have interpreted it. “Every rehearsal is like a music lesson.” Anyone who has attended one of Pickett’s pre-concert talks know what Zadra means.

The orchestra has improved dramatically over the years. In a phone interview the NSS’ executive director, Keith Herritt, remembered that it twice had performed Beethoven’s Symphony No. 9, once in 2005, again in 2013, and the improvement was immediately noticeable.

In addition, Pickett has included interesting but relatively unknown modern works (the world premiere of Lowell Liebermann’s Clarinet Concerto, for example) with increasingly complex classics (three big Mahler works, including the huge Symphony No. 8, with its massive vocal chorus).

He will be missed, though it’s pleasing to think how much the people of Springfield and Topeka will enjoy his music. The search is on for his replacement; the four finalists will each conduct one of the concerts in the 2014-15 season.

In the meantime, there’s one last Kyle Wiley Pickett concert to attend. Titled Harmonic Landscapes, it features works by Brahms and Benjamin Britten, as well as Dvorák’s Concerto for Cello, one of the most famous pieces for that instrument. Guest cellist David Requiro will be featured.

Pickett was not available to be interviewed for this story, but in a press release he expressed bittersweet feelings about leaving the NSS: “It’s been wonderful for me to perfect my craft here, and I am very grateful for the support and love I’ve gotten in the North State. Now it’s simply time to move on.

“It may sound odd,” he continued, “but this concert feels to me like a graduation. For me, but also for the North State Symphony, which has grown so much. Now the orchestra gets to show itself to new conductors.” Ω

Cider house rules Apple-based alcohol (slowly) takes root

shelf space for the mass-market audience. While an increasing number of hard cider producers and fans of the apple-based by alcohol are branching out to try and Matthew build a drinking culture around its Craggs new tastes, cider continues to be somewhat stuck in liquid limbo.

This is all despite the fact that production and consumption of artisanal ciders is on the rise in the West. In fact, this year Berkeley was added to the list of locales for the “Cider Summits” that take place each year in Portland, Seattle and Chicago. And on April 26, more than 90 artisanal ciders from nearly 30 producers from across California and the Pacific Northwest, as well as the East Coast and beyond, brought an impressive range of flavors to the Bay Area. The bright coastal sun and steady wind presented the perfect climate for a drink that’s cool and crisp—perfect for hot summer days—yet whose taste evokes the hearty flavors of fall.

No longer confined to a few simple adjectives such as dry, fruity or crisp, this new batch of ciders presents unique flavor profiles that are as distinct as they are varied. And like the revolutionary craft brewers that have paved the way—and filled up most of the shelves—in recent years, cider producers are bringing a variety of ingredients and approaches to their product. One of the fest’s cider makers, Sonoma County’s Tilted Shed Ciderworks, uses smoked apples blended with heirloom varieties in its January Barbecue Smoked Cider to create a smoky finish that’s subtle but unmistakable, and begs for a beach bonfire at twilight.

Cherries, berries and pears as well as herbs and flowers including chamomile, lemon balm and hibiscus were common additions for some of the others at the summit, including Drytown’s Common Cider Co., Finnriver Cidery of Chimacum, Wash., and Sebastopol’s California Cider Co., whose popular Ace line recently added a pineapple cider (which would be

delicious as part of a dessert recipe).

A few of the producers are experimenting with aging ciders in bourbon and rum barrels, but none more effectively than Greg Hall, of Virtue Cider in Fennville, Mich. Formerly the brewmaster at Goose Island Beer Co.—known for aging its beer in bourbon barrels—Hall brings his experience to bear in The Mitten. With a blend of apple juice aged in bourbon barrels and fresh-pressed juice, The Mitten has an unmistakable Kentucky kick on the finish, making it something of a sparkling-bourbon cider with the depth and sweetness of an Old Fashioned cocktail.

Hall isn’t the only beer ex-pat who has made the switch to cider-making (the Cider Summit’s dress code seemed to require either microbrew T-shirts or plaid), but while many beer fans have heard the call of the cider house, Kevin Zielinksi, owner of E.Z. Orchards, based in Salem, Ore., sees cider as having a stronger connection to wine than to beer.

Zielinksi, an orchardist following in a family tradition that began in 1929, feels cider is a logical extension of the winemaking process—wineries already have the ability to crush fruit, bottle and ferment. It comes as no surprise then that E.Z. Orchards’ Willamette Valley Cidre—a blend of French, English and Early American apple varieties—is guised as wine, packaged in a sleek 750ml bottle with a simple elegant logo. Zielinksi isn’t an anomaly in the cider world. Along with apple growers such as the Devoto family—who’ve maintained orchards for close to 40 years and now bottle seasonal ciders under the Devoto Orchards Cider label in Sebastopol—there’s a connection to the fruit and to the land that wine wholly embraces and craft brewers also appreciate.

The cider revolution still may be hard-pressed to take root completely in either the beer or wine communities, but the seedling of fans will soon be growing into their own. The Cider Summit crowd—a combination of wine-festival sophistication and beer-fest unpretentiousness—may yet find an empty seat at the bar. Ω

A sparse crowd can’t dampen energetic performance from two of the best MCs in hip-hop

Hmicrophone as you rhymed your heart out with your favorite rapper? Ever choreographed a simple ave you ever used a remote control as a

dance move to that one specific lyric to debut at the next karaoke night? If you answered by “yes,” to either of these questions, Mazi Noble it’s OK, you are not alone. You are one of a handful forced to create your own buzz in a city that, while it does traffic heavily in most music genres, usually only has a trickle of hip-hop in supply.

Hip-hop cut this pure attracts a specific brand of mostly old-school fans out of our domestic hibernation. There were all the familiar faces in the local hip-hop underground—the local business owner/ex-b-boy; the contractor who moonlights spinning vinyl; the lifelong DJ; and me, the fledgling hiphop historian. And unfortunately, that was about it.

The turnout was sparce for such a legit lineup.

Chico’s One-Up, the acoustic DJ, backed by drums and guitar, preheated the small crowd, closing his set with a melodic version of Ol’ Dirty Bastard’s “Got Your Money,” providing the perfect taste of things to come.

Next up was DJ Spenny, who continued stringing out our anticipation with some nostalgic dope from days past. With his two turntables, the Chico DJ deftly combined pure strains with new mixes. Moving seamlessly between samples of dance-inducing funk break beats and feats of lyrical supremacy, Spenny sprinkled in maddening tidbits of songs once woven into our 30

collective DNA, providing glimpses of memories flickering in the darkness.

The legend of the verbal skills possessed by both Lyrics Born and Gift of Gab—two Nor Cal-bred members of the Quannum record label/lyrical clan—is known worldwide and Chico was treated to a full display of their talents. Gift of Gab, whose physical presence belies the incredible speed with which lyrics pour from his husky frame, came across like time-lapse audio. Rapid beats pulsed and were punctuated by even faster driving rhyming couplets in what seemed to be a performance aimed for the Guinness World Records book. The Blackalicious MC blew through the set with such blistering speed that the audience was still gasping for air from the previous song as we giddily struggled to match pace and devour the next hit. To paraphrase funk master Rick James, “Hip-hop is a hell of a drug!”

Gab concluded his set with the apt “Chemical Calisthenics” from the 2002 Blackalicious album Blazing Arrow (“Lead, gold, tin, iron, platinum, zinc/ When I rap you think/ iodine nitrate activate”). Feeding the rabid fans in attendance one last tonguetwisting fix for the evening, Gab had the hip-hop fiends chanting along hungrily, “I get high every day!”

Lyrics Born took the stage and led with the opening line from “Kontrol Phreak” off the 2010 album As U Were: “I don’t need no introduction/ because these folks already know me!” And then it was on …

Though the attendance still left something to be desired, Lyrics Born and longtime Quannum songstress Joyo Velarde, also his wife, performed with enough ferocious energy to fill a packed stadium.

Playing mostly tunes from his more recent musical offerings, the duo whipped the crowd of hip-hop junkies into a music-fueled frenzy. The height of the frenetic hour-long performance (which preceded a 20-minute encore) was the funky and infectious “Callin’ Out” from the album Later That Day (2003): “Callin’ out to all area crews/ We goin’ make this shit happen right here right now.” Ω

Jack Nicholson’s Joker in the 1989 Batman but he winds up more like Arnold Schwarzenegger’s Mr. Freeze in 1997’s Batman & Robin.

DeHaan, an actor I can safely say I can’t stand at this point, makes one really, really miss James Franco as Harry Osborn. DeHaan always speaks as if he digs his own voice, even if it sounds like he has a sinus infection.

His generally annoying presence isn’t the total blame for this film’s mishandling of the Green Goblin. The blame mostly lies with Webb and his makeup folks, who come up with something tragically bad for Goblin’s looks. He basically has oily hair and a horrific skin problem.

Here’s something else that annoyed me. Harry, who has inherited the secretive and sinister Oscorp Industries from his father, Norman (Chris Cooper), is dying because he is slowly becoming a lizard, or at least I think that’s what was happening to him. He goes into some secret chamber at Oscorp to discover a possible cure for himself with spider venom. He has a major reaction to the injection, and saves himself by crawling into the Goblin suit, which he is seeing for the very first time. Harry then takes to the skies, expertly, to battle Spider-Man, without reading a training manual or doing some practice flights.

Again, I know I’m supposed to accept the outlandish with these movies, but come on!

Garfield and Stone annoyed me in the first movie, but I liked them this time out. Had the movie focused more on their relationship, and perhaps jettisoned a villain or two, this might’ve been something.

There’s a big, dramatic occurrence deep in this film, and that sequence is the best thing in the movie, and the film most certainly should’ve ended directly after it.

Instead, Webb and his writers force a terrible finale that feels tacked on, and destroys any dramatic tension.

And Webb will be back as director for the next installment, so all seems to be lost when it comes to Spider-Man films for the foreseeable future. Ω

buster. In this, my review of the follow-up, The Amazing Spider-Man 2, I am repeating that statement.

Webb mucks it up big time with this by second go-round featuring Andrew Bob Grimm Garfield in spandex and cracking wise.

While Webb proves himself adept at drama and romance (Garfield and Emma Stone as Gwen Stacy are kind of adorable), he botches the action elements and tries to juggle too many villains—among them, the goofy Electro (Jamie Foxx), the Green Goblin (Dane Dehaan) and the robotic Rhino (Paul Giamatti). Electro gets the majority of the villain screen time, an unfortunate circumstance given that his baddie is the most uninteresting of the three.

Electro starts off as Max Dillon, a geeky electrical engineer at Oscorp Industries who gets transformed into some sort of bluish, see-through monstrosity after electrocuting himself and The Amazing falling into a tank of electric eels. He Spider-Man 2 has the ability to move and stop things Starring Andrew with electricity, which makes no sense, Garfield, Emma and disappear into wires and sockets, Stone, Jamie which also makes no sense. Blessed with a powerful voice, and backed up by the Rays (her label’s house band), Daunielle wastes no time getting down to business on the first track: “Runaway Train,” a medium-tempo original that, over a smooth horn riff, details the problems she has with her man whose bad habits cause her to liken him to a “runaway train that’s gonna jump the rails.” Then, as if to prove her independence, she gives a heartfelt rendition of the Etta James hit “Damn Your Eyes” (“I’ll be all right alone … no more being a fool for you … I believe all your lies, the look in your eyes … damn your eyes.”). CAN YOU HANDLE WHAT SPRING BRINGS? Chico, I don’t care how

gassed you are after last weekend’s marathon of community events (Endangered Species Faire, Pioneer Day Parade, artisan faire, International Fest, Seersucker Ride, Dia de Los Niños carnival at Children’s Playground, the first Friday Night Concert, and the Thursday and Saturday markets!). Every single one of you should make your way down The Esplanade on Friday or Saturday (May 9, 4-9 p.m. or May 10, 2-9 p.m.) to one of Arts DEVO’s favorite local events of the year, Art at the Matador (formerly the Art Fiesta). Hosted by the Chico Visual Arts Alliance (ChiVAA) at the Matador Hotel, the celebration will feature more than 75 local artists showing and selling their works, and many of them will have their own personal galleries set up in the funky El Matador rooms of the iconic Mission-style motel. There are also more artisans and artists outside, plus food trucks and margaritas!

Exploring the varied rooms has been my favorite part of the twoday event, but this year many of the activities outside on the grounds promise to be just as funky and fun.

First, there will be live jazz all Friday evening. Then, on Saturday come the art cars of the Mutant Vehicle Rally The Lumininjas (2 p.m.), an extreme quick-draw contest (4 p.m.), and then the Burning Man dance party (6-9 p.m.) with David “Dragonboy” Sutherland leading a crew of electronic DJs and the Luminijas fire tribe putting on a fire-dance display to close out the festivities. The show follows around various specialists who deal in the “diverse, exotic and, even occasionally, cringe-worthy underground economy of crud” as they hunt for their specific filthy niche products—namely eels, mushrooms, ginseng, bloodworms and burls. For the episode, the burl hunters visit Bush’s Casa Nut Orchard in west Chico, buy one of his old trees and yank it out of the ground. Tune in for all the root-pulling drama this Sunday, May 11, at 10 p.m.

The potential buyer was Excite, an online service that was thriving at the time. But Excite’s CEO turned down the offer, leaving Brin and Page to soldier onward by themselves. Lucky for them, right? Love’s ReaL estate Real Short “People have been going through hard times and I feel kind of guilty that we lucked out,” said Jena Scott. “The house we bought just a year and a half ago for $180,000 is now worth $260,000. Our Realtor says he hasn’t seen anyone else come out so far ahead so quickly.”

Jena shrugged her shoulders. “We just got so lucky,” she said.

It wasn’t all luck. Ron and Linda Jameson, the sellers of the house, were going through hard times. “I was down so long it looked like up to me,” said Ron. He is a building contractor and was hit hard by the economic crash.

“We bought when the market was swinging and my business was rolling, he said. “I put a bunch of remodel work into that house right outta the chute, but everything dumped right after,” he said.

Ron and Linda were selling via a short sale and would receive nothing from it, no matter who bought it or how much they paid. So, they could choose their buyer. They chose Jena and Jack.

“We chose the Scotts because we liked them,” Linda said. “We passed up an all-cash buyer who would have been more of a slamdunk, but we wanted to give the Scotts a chance, though they were first-time buyers with

the possibility of loan difficulties.”

As it turned out, there was loan difficulty. The appraiser for the Scott’s lender turned in a low appraisal, $20,000 less than the price tag. The appraiser wouldn’t give value to Ron’s unfinished remodel work.

“It was all good work,” said Ron, “but I ran out of money and time before I reached the finish line.”

A low appraisal, especially $20,000 low, is typically a death blow to a sale. Banks won’t usually approve a short sale at that kind of discount. Cash buyers were on the sidelines waiting to jump in when this sale died, but the bank ignored common sense and didn’t look at any other offers.

“Through some kind of glitch in the red-tape process, the short sale was approved. Real short,” said Jack Scott.

The Jamesons were OK with it because they got nothing anyway. “We were just glad to have our loan debt forgiven,” said Linda Jameson.

“We bought way below value,” said Jena Scott, shrugging her shoulders. “I’m so glad the Jamesons were our sellers.”

That’s lucky.
